If the melody from the folk song “Where Have All the Flowers Gone?” by Pete Seeger entered your mind when you read the title—good! That song was a lament over serious political concerns. This continuing disappearance of K–12 students during these pandemic years is no less serious.

Data released last Wednesday by the National Center for Education Statistics (NCES) show that chronic absenteeism continues to rise among students at public schools. Data were collected during May 2022 from 868 schools nationwide. The NCES, the agency that oversees the NAEP (the “national report card”), is charged with measuring the impact of COVID-19 on the nation’s public schools.

Chronic absenteeism was already a problem in the U.S. before the pandemic. The U.S.D.E. website reported: “Over 7 million students missed 15 or more days of school in 2015-16. That's 16% of the student population—or about 1 in 6 students.” It is more severe in later grades. “Overall, more than 20% of students in high school are chronically absent compared with more than 14% of students in middle school. The chronic absenteeism rate was the lowest for elementary school students.... “Chronic absenteeism is widespread—about one out of every six students missed three weeks or more of school in 2015-16. That translates to more than 100 million school days lost.”

NCES data released last Wednesday found that in the 2021-2022 school year, 45 percent of schools reported student chronic absenteeism had “increased a lot” from before the pandemic. This problem varied by regions, with 59% of schools in the West reporting student chronic absenteeism “increased a lot.” This was less in the Midwest (45%), Northeast (39%) and South (38%).

At the same time student absenteeism has increased, student behavioral issues also increased for those in attendance. Schools report higher levels of classroom disruptions from student misconduct (56%), student tardiness (55%), rowdiness outside the classroom (49%), and "student acts of disrespect other than verbal abuse directed at teachers or staff" (48%).

Chronic absenteeism is defined “...as missing at least 10 percent of days in a school year for any reason, including excused and unexcused absences.” In those cases where a student has unexcused absences in excess of the number of times allowed by the school district, this becomes “truancy.” In legal terms this is considered a “status offense” that would be a crime if it was an adult. Truancy law varies among states. If a student is under 17 or 16, a variety of penalties can be applied, from being banned from sports participation to school suspension or expulsion to referral to juvenile court. In many states, parents are also subject to criminal charges.

Parents who withdraw their child from the local public school can enroll them in private or parochial schools, or even homeschool them. However, there are still requirements the child be educated. Some states designate a home school curriculum to be taught. Some require homeschool students to pass certain assessments. And some merely request the parent notify the state education department that they are homeschooling.

Nevertheless, all of these requirements get diluted during a time when there is widespread difficulty avoiding contagion, some parents are working in high risk essential services, etc.&nbsp; &nbsp;&nbsp;&nbsp; &nbsp;To me the most poignant situation is the family without a home, where the parent and child/children are living in a car or couch-surfing with friends. For these students, their daily contact with their teacher was an important connection with someone who really cared for them. Many are now among the disappeared.&nbsp;&nbsp; &nbsp;

Our society contrasts dramatically from schools in China. A few years ago, I walked down the hall of a middle school attached to a normal (teacher training) university.&nbsp; I could select any class. We entered a large classroom with 60 students. They were facing the front of the room and did not know we were present. All were reading and taking notes.

“There is no teacher,” I whispered to the headmaster.

“Yes, it is a study hall,” he replied.

“But they are all quiet,” I continued.

“Yes, they are studying very hard,” he replied, not recognizing my puzzlement.

“But without a teacher present, why don’t some misbehave?” I whispered bluntly.

“Oh, if they do that, they know they will be replaced by a student who will work hard.”

In a culture where parents and students greatly value education, I cannot explain our problem of chronic absenteeism. When they had to close schools for two months in early 2020 to eliminate transmission, they soon returned to school and forfeited the summer holiday to catch completely up. China has no chronic absenteeism because their culture highly values education.

But in the U.S. and across K–12, our students attending school suffered substantial learning loss, with some young students who are dropping out of education completely.&nbsp;&nbsp;

SALINE COUNTY —A Salina woman died in an accident just after 4:30 p.m. Sunday in Saline County.

The Kansas Highway Patrol reported a 2007 Jeep Commander driven by Samuel Joseph Owens, 16, Solomon, was eastbound on Magnolia Road four miles east of Salina.&nbsp;

The vehicle traveled left of center and struck a westbound 2003 Dodge Ram 3500 driven by Jennifer Michelle Wagerin, 38, Salina head-on. 

Wangerin was pronounced dead at the scene and transported to Ryan&nbsp; Mortuary. EMS transported Owen to Wesley Medical Center and an 11-year-old boy in the Dodge to Salina Regional Health Center. All three were not wearing seat belts, according to the KHP.

The Kansas Highway Patrol reported a 2004 Lincoln MKZ driven by Michael L. Ruddle, 73, Galva,&nbsp; was eastbound at 230 U.S. 56 turning into a driveway. 

The driver did not see 69-year-old Timothy W. Mastre of Galva on a bicycle and struck him.

EMS transported&nbsp;Mastre to Salina Regional Health Center.&nbsp; &nbsp;Ruddle was properly restrained and not injured, according to the KHP.

MANHATTAN – It’s that time of the year again when fresh produce is ready to be harvested, and many intend to set some aside to preserve for the fall and winter. Kansas State food scientist Karen Blakeslee said safety precautions are important when canning foods at home.&nbsp;

“If you are new to canning, learn how to use your canner before you preserve any food,” Blakeslee said. “Read the instructions for your canner. There are steps to follow in the process and none of these steps should be skipped.” &nbsp;

Blakeslee recommended online how-to guides on&nbsp;<a href="https://bookstore.ksre.ksu.edu/pubs/MF3242.pdf" target="_blank">pressure canning</a>&nbsp;and&nbsp;<a href="https://bookstore.ksre.ksu.edu/pubs/MF3241.pdf" target="_blank">steam or water bath canning</a>.&nbsp;

Other safety considerations include:&nbsp;

Ensuring the dial gauge works on the canner is critical for food safety. Blakeslee said dial gauges need to be tested yearly, and many&nbsp;<a href="https://www.ksre.k-state.edu/about/statewide-locations.html" target="_blank">local extension offices</a>&nbsp;in Kansas&nbsp;offer gauge testing.&nbsp;

“We can only test four brands, including National, Presto, Maid of Honor and Magic Seal,” Blakeslee said. “All American pressure canners have a dial gauge, but that is only used to indicate that pressure is inside the canner. Follow the weighted gauge action to achieve proper pressure.”&nbsp;

Fruit purees are a common and delicious way to preserve fresh fruits, but some fruits should not be canned at home. &nbsp;

“There are no home canning recommendations to can pureed bananas, dates, elderberries, figs, Asian pears, tomatoes, melons, papaya, persimmons, mango, coconut, white peaches or white nectarines,” Blakeslee said. &nbsp;

Blakeslee said pureed food should be pulsed – rather than blended -- to keep excess air to a minimum when using a food processor or blender. Excess air may not escape during the canning process, which could lead to a food safety hazard. &nbsp;

For more information on canning fruit purees, Blakeslee recommends an&nbsp;<a href="https://nchfp.uga.edu/how/can_02/fruit_puree.html" target="_blank">online publication from the National Center for Home Food Preservation</a>. &nbsp;

Blakeslee said a critical step in pressure canning is allowing the canner to vent steam. Be sure the vent pipe is clean and free of food debris.&nbsp;

“After placing jars inside the warm canner and attaching the canner lid, set the stove burner on high,” she said. “Watch for steam to escape from the vent pipe. It should be a strong blast of steam that is visible in a funnel-shape. Let it continuously steam in this manner for 10 minutes.”&nbsp;

Allowing steam to vent ensures the pressure is properly maintained, and the temperature remains high to eliminate the chance of under-processed, unsafe food. &nbsp;

“There are many types of glass, and not all glass jars are tempered to withstand the home canning process,” Blakeslee said. “Additionally, commercial jars are not designed to be reused in home canning. The lids on commercial jars should also not be reused.”&nbsp;

Blakeslee recommends simply recycling commercial jars or reusing them to store non-food items. &nbsp;

“Preserving food at home can be done safely when done properly,” she said. “A national survey of consumers who preserve food showed that user errors cause 99% of canning failures.”&nbsp;

Kansas State food scientist Karen Blakeslee said safety precautions are important when canning foods at home.&nbsp;“If you are new to canning, learn how to use your canner before you preserve any food,” Blakeslee said. “Read the instructions for your canner. There are steps to follow in the process and none of these steps should be skipped.” &nbsp;Blakeslee recommended online how-to guides on&nbsp;<a href="https://bookstore.ksre.ksu.edu/pubs/MF3242.pdf" target="_blank">pressure canning</a>&nbsp;and&nbsp;<a href="https://bookstore.ksre.ksu.edu/pubs/MF3241.pdf" target="_blank">steam or water bath canning</a>.&nbsp;Other safety considerations include:&nbsp;Dial gauge pressure canners&nbsp;Ensuring the dial gauge works on the canner is critical for food safety. Blakeslee said dial gauges need to be tested yearly, and many&nbsp;<a href="https://www.ksre.k-state.edu/about/statewide-locations.html" target="_blank">local extension offices</a>&nbsp;in Kansas&nbsp;offer gauge testing.&nbsp;“We can only test four brands, including National, Presto, Maid of Honor and Magic Seal,” Blakeslee said. “All American pressure canners have a dial gauge, but that is only used to indicate that pressure is inside the canner. Follow the weighted gauge action to achieve proper pressure.”&nbsp;Preserving fruit purees&nbsp;Fruit purees are a common and delicious way to preserve fresh fruits, but some fruits should not be canned at home. &nbsp;“There are no home canning recommendations to can pureed bananas, dates, elderberries, figs, Asian pears, tomatoes, melons, papaya, persimmons, mango, coconut, white peaches or white nectarines,” Blakeslee said. &nbsp;Blakeslee said pureed food should be pulsed – rather than blended -- to keep excess air to a minimum when using a food processor or blender. Excess air may not escape during the canning process, which could lead to a food safety hazard. &nbsp;For more information on canning fruit purees, Blakeslee recommends an&nbsp;<a href="https://nchfp.uga.edu/how/can_02/fruit_puree.html" target="_blank">online publication from the National Center for Home Food Preservation</a>. &nbsp;Don’t forget to vent&nbsp;Blakeslee said a critical step in pressure canning is allowing the canner to vent steam. Be sure the vent pipe is clean and free of food debris.&nbsp;“After placing jars inside the warm canner and attaching the canner lid, set the stove burner on high,” she said. “Watch for steam to escape from the vent pipe. It should be a strong blast of steam that is visible in a funnel-shape. Let it continuously steam in this manner for 10 minutes.”&nbsp;Allowing steam to vent ensures the pressure is properly maintained, and the temperature remains high to eliminate the chance of under-processed, unsafe food. &nbsp;Canning in commercial jars&nbsp;“There are many types of glass, and not all glass jars are tempered to withstand the home canning process,” Blakeslee said. “Additionally, commercial jars are not designed to be reused in home canning. Salina Area United Way has announced that it will once again disburse money via funded partners.

Staff came to this decision after spending time having deep discussions with business leaders, engaged community members, and local non-profit organizations, according to information from the Salina Area United Way. 

Applications for funding are being accepted through noon on Aug. 12. Applications can be found on the website at <a href="http://www.unitedwaysalina.org/funded-partners">www.unitedwaysalina.org/funded-partners</a>.

Funded Partners will be selected and awarded based on specific criteria outlined by community volunteer members of the Salina Area United Way Grants Committee and board of directors, the local United Way organization noted in a news release. Salina Area United Way’s mission is to strengthen the community with direct and immediate impact through three goals: health, education, and financial stability.

“By returning to Funded Partners, we are giving donors the peace of mind of where their dollars are going and holding our non-profits to a higher standard,” said Claire Ludes, executive director of the Salina Area United Way. “We are uniting to serve our community in the most effective way possible.”

“As an organization who has historically both supported the efforts of the Salina Area United Way and received funding, the return of Funded Partners is critical,” said Lori Blake, executive director of Child Advocacy and Parenting Services. “The funding review process shouldn’t be taken lightly. Local, area students inducted into Phi Kappa Phi

UPDATE 7:15 a.m. Sunday: It's going to be another hot day across Kansas, and with that heat come heat advisories.

Another area county has now been included in a heat advisory for Sunday.

The National Weather Service in Wichita has issued a heat advisory in effect from 1-8 p.m. Sunday that includes Lincoln County.

Heat indices up to approximately 105 degrees are expected.

Drink plenty of fluids, stay in an air-conditioned room, stay out of the sun, and check up on relatives and neighbors. Young children and pets should never be left unattended in vehicles under any circumstances.

Take extra precautions if you work or spend time outside. When possible reschedule strenuous activities to early morning or evening. Know the signs and symptoms of heat exhaustion and heat stroke. Wear lightweight and loose-fitting clothing when possible. To reduce risk during outdoor work, the Occupational Safety and Health Administration recommends scheduling frequent rest breaks in shaded or air-conditioned environments. Anyone overcome by heat should be moved to a cool and shaded location. Heat stroke is an emergency! Call 9 1 1.

UPDATE: Sunday heat advisory issued for area counties

“My doctor said I need glasses (so I got wineglasses…).”&nbsp;

That’s a paraphrase of a light-hearted saying posted on a sign in a winetasting room in&nbsp;rural&nbsp;Kansas, where an innovative family is producing wine and using it to create new opportunities.&nbsp;&nbsp;&nbsp;

Allen Schmidt and family are owners and founders of Resurrection Vineyard near Hays.&nbsp;&nbsp;The vineyard is located on the fifth generation family dairy farm where Schmidt grew up.&nbsp;&nbsp;He went to the University of Kansas then earned a masters degree in school psychology at Fort Hays State before joining the Army and earning a masters from the U.S. Army War College.&nbsp;

Schmidt served in the Army Medical Service Corps for 32 years, including 12 years in the Army Reserve, and retired as a colonel.&nbsp; &nbsp;

Schmidt left the service in 1981, returned to run the dairy, and then was recalled to the Army. He completed his active duty career as the deputy commander for readiness of the Army Reserve Medical Command, with responsibility for 27,000 soldiers in 165 locations.&nbsp;

After his second stint in the Army, Schmidt and his wife Ellen returned to Ellis County permanently. They have nine children and 21 grandchildren with more on the way. Schmidt served in the Kansas Senate and on the Kansas Board of Regents, among other organizations.&nbsp;

He now serves part-time as planned giving officer for Developmental Services of Northwest Kansas, a non-profit charity that serves persons with intellectual and developmental disabilities. The family dairy closed in 1995 but family members continued to live on the place while renting out the farm ground. Schmidt’s son Brett lives there with his wife Ashley and their children. Brett founded an intergenerational day care in Hays.&nbsp;

One day Brett came to Allen and told him that he would like to raise grapes and make wine on the farm. Allen wasn’t sure at first, but then he thought about how this could restore activity on the farm while preserving its rustic culture.&nbsp;

“It’s bringing the farm back to life,” Allen Schmidt said. With that in mind, and as a faith-based family, they chose the name Resurrection Vineyard. The winery opened as a commercial operation in 2017.&nbsp;

The old dairy barn has been converted to the winery. Even the previous dairy equipment is being used, in some cases. A former milk weigh jar, for example, is now used in bottling wine. The milking parlor has been converted to the bottling facility with modern bottling and labeling equipment. “Brett is the winemaker,” Allen said.&nbsp;

The bulk tank room has been converted and used for wine-tastings, which Allen and Ellen host by appointment. Resurrection Vineyard offers five dry wines – a Merlot, Cabernet Sauvignon, Chardonnay, Pinot Grigio, and Riesling – and seven sweet wines:&nbsp;&nbsp;Moscato, Risen Red, Blueberry Pinot Noir, Sweet Legacy, Misty White, Strawberry Sunrise and Apple Blast.&nbsp;

Allen Schmidt and his family are remaking the farmstead as well. Two grain bins have been ingeniously converted to housing. A new structure will incorporate another grain bin and will provide lodging, beginning with the grandkids. “That’s been my dream, having a place where the family can gather,” Schmidt said. He already conducts a grandkids camp in the summer, where the kids can get outside to play and learn on the farm.&nbsp;

Resurrection Vineyard wine is available online and through local stores. It is offered in traditional bottles and resealable plastic containers.&nbsp;&nbsp;&nbsp;

The vineyard is located in a&nbsp;rural&nbsp;area just north of Hays in Buckeye Township, which has a population of 391 people. Now, that’s&nbsp;rural.&nbsp;

“We came back to develop a gathering place for family, friends, and community,” Schmidt said.&nbsp;&nbsp;“We have a lot of fun.”&nbsp;

NOW THAT'S RURAL: Allen Schmidt, Resurrection Vineyard

This Day in Weather History: 'Rogue' Kansas heatwave in 1860

CONCORDIA - The Cloud County Community College Foundation has received two grants from the Community Foundation for Cloud County for the expansion of the college’s Children’s Learning Center and for turf at Doyen Field.

The $20,000 grant from the community foundation is helping fund this summer’s expansion of the Children’s Learning Center. The funds will be used to purchase commercial appliances and playground equipment.

The Children’s Learning Center has served Cloud County families since 1986, and currently has space for 28 children. The expansion of the center includes the installation of a sprinkler system, renovating and expanding the space, and new outdoor playground equipment. The estimated $692,000 project began in mid-May and is expected to be completed in early August. Once the project is completed, the center will be able to accommodate a total of 40 children.

The Community Foundation for Cloud County also awarded the CCCC Foundation $25,000 to help fund the installation of artificial turf at Doyen Field at the Concordia Sports Complex. The City of Concordia, which owns the Sports Complex, will be installing the turf in collaboration with the college and USD 333. Cloud County’s baseball team is the primary user of Doyen Field for all practices and games. The college also is host to several camps and tournaments each year that utilize the field.

A $25,000 gift from a Cloud County baseball alumnus was the catalyst for the turf project. The Cloud County Community College Foundation, the college, the City of Concordia, and USD 333 all committed $50,000 to support the estimated $500,000 project.

Law enforcement members from around the country were introduced to the practicality of unmanned aircraft systems by the&nbsp;<a href="https://salina.k-state.edu/" target="_blank">Kansas State University Salina Aerospace and Technology Campus</a>&nbsp;Applied Aviation Research Center team. At the National Sheriffs' Association annual conference in Kansas City, Missouri, the K-State Salina&nbsp;<a href="https://www.salina.k-state.edu/research-training/applied-aviation-research-center/" target="_blank">Applied Aviation Research Center</a>&nbsp;staff was front and center, exhibiting the latest in drone technology and how law enforcement can better utilize the technology in everyday situations. "To be in front of hundreds of law enforcement officers from all around the country and be able to showcase the K-State Salina UAS expertise was an excellent opportunity," said Spencer Schrader, K-State Salina UAS flight operations manager. "Leading discussions on safety, the latest technology and information on our campus's professional development program will lead to life-saving measures that first responders can utilize in real-world emergency situations." Schrader was one of the presenters for NSA Talks, an informational session on "Drones as a First Responder" and special considerations for individuals in the public safety industry. Schrader also assisted with exhibits on small UAS commercial remote pilot training, sponsored and judged the conference's drone competition and exhibition, and provided the National Institute for Standards and Technology "Bucket Challenge" for a drone competition where participants must maneuver a drone to be able to see and identify the targets in each bucket. While the conference served as an opportunity for the Applied Aviation Research Center, K-State Salina's Professional Education and Outreach team was able to showcase its professional development training program specific for public safety individuals at the convention. "K-State Salina remains at the forefront of training in the public safety industry," said Courtney Hoffman, assistant director of K-State Salina Professional Education and Outreach.&nbsp;"Our year-round programs utilize the expertise of our Applied Aviation Research Center staff to bring training and continuing education to law enforcement and public safety professionals. K-State Salina team leads drone ed. at law enforcement conference

WICHITA - More than 1,870 students completed a total of 2,075 degrees at Wichita State University spring 2022. 

Undergraduate students who have attained a grade point average of 3.9 out of a possible 4.0 received the summa cum laude award; those with an average of 3.55 received the magna cum laude award; and those with an average of 3.25 received the cum laude.

Local, area students earn degrees at WSU

FAYETTE, Iowa - Jason Brantley, a Human Services major from Abilene, has been named to Upper Iowa University Dean's List for the 2022 spring semester. 

To be honored, a student must have earned a minimum 3.50 grade point average for the semester and be enrolled as a full-time student.

HAYS –&nbsp;Fort Hays State University,&nbsp;Boot Hill Distillery, and Affinity Licensing have partnered to launch Victor E. Bourbon Whiskey, the officially licensed whiskey of Tiger Nation. Bottles of the new Kansas-made whiskey are available now in stores across the state.

With a unique mash bill of corn, rye, wheat, and malted barley, Victor E. Bourbon is bottled at 80 proof and aged at least two years. It boasts notes of vanilla, cedar, toasted marshmallow, and strawberry shortcake on the nose, and kettle corn, sugar cookie, baked pie dough, baking spice, and petrichor on the palate.

“Bourbon is a great way to celebrate achievements and bring friends and family together,” Boot Hill Distillery CEO Hayes Kelman said. “FHSU fans and alumni alike will enjoy this bourbon made especially for them.”

“This is a unique and exciting collaboration to promote the FHSU brand,” says Wil Spires of Affinity Licensing, FHSU’s official collegiate licensing partner.&nbsp;Affinity worked with the Boot Hill team to design the crisp black and gold label and create the whiskey’s distinctive tag line, “Pour the Roar!” Tiger fans are encouraged to visit their local liquor stores throughout Kansas and purchase a bottle while initial supplies last. Distributed in Kansas by Standard Beverage, Victor E. Bourbon Whiskey will also be available in bars and restaurants within the state and for purchase online for out-of-state fans.

Boot Hill Distillery distills its spirits from grain grown on their Kansas farm. Kelman purchased the dilapidated city municipal building atop the footprint of Boot Hill Cemetery in Dodge City. After extensive restoration, BHD opened its doors in 2016 as a destination location for locals and visitors alike, where the “Soil to Sip” spirits are distilled, aged, and bottled.

Dr. Mark Banker, general surgeon, has returned to Salina.

Banker joins Drs. Chris Rupe and Keenan Wanamaker at Mowery Clinic General Surgery located at 737 E. Crawford Street.

Banker grew up in Salina and graduated high school from Salina South High School. After completing his undergraduate degree he earned his medical degree at the University of Kansas School of Medicine in Kansas City. He then completed his General Surgery residency at Baylor University Medical Center in Dallas, Texas. Banker performs general, laparoscopic, and robotic surgery and has special interest in the following areas: breast surgery, colon, and rectal surgery, hernia surgery, thyroid surgery, and skin cancer surgery.

General surgeon returns home to practice medicine

MANHATTAN —&nbsp;A pest with a funny name is notorious for quickly stripping vegetables — especially tomatoes — and ornamentals of their foliage, said Kansas State University horticulture expert Ward Upham.&nbsp;

He said there are several species of blister beetles that vary in size and color. They are often between ½ to ¾ inch long and black, gray or brown striped. 

“Most are recognized by their elongated, narrow, cylindrical, soft bodies with middle body part narrower than the head of wing covers,” Upham said. &nbsp;

They are often between ½ to ¾ inch long and black, gray or brown striped. “Most are recognized by their elongated, narrow, cylindrical, soft bodies with middle body part narrower than the head of wing covers,” Upham said. &nbsp;Upham said picking blister beetles is the best nonchemical control method.&nbsp;“Wear gloves and use caution because these beetles contain a substance called cantharidin,” he said. “On tender human skin, body fluids of adult blister beetles may cause large, erect, watery blisters.”&nbsp;&nbsp;&nbsp;&nbsp;“Chemical control of blister beetles is also possible and may be the only practical method of control if populations are large,” Upham said.&nbsp;&nbsp;&nbsp;He recommends two kinds of chemical control: &nbsp; ●Permethrin&nbsp;(Bonide Eight and Hi-Yield Lawn, Garden and Farm Insect Control)●Cyfluthrin&nbsp;(BioAdvanced Vegetable and Garden Insect Spray)&nbsp;“Cyfluthrin and permethrin have zero day waiting period on tomatoes,” Upham said. &nbsp;Upham and his colleagues in K-State’s Department of Horticulture and Natural Resources produce a weekly Horticulture Newsletter with tips for maintaining home landscapes.
