When temperatures drop, it often costs more to stay comfortable in your home — and scammers know that. This alert is the first in a series to help you get your home ready for winter, save money, and avoid fraud.&nbsp;

Utility imposters work year-round. Here’s how to recognize and report&nbsp;<a href="https://consumer.ftc.gov/articles/scammers-pretend-be-your-utility-company">utility scams</a>.

●Scammers say you’re behind on your bill and, unless you pay right away by&nbsp;gift card&nbsp;or&nbsp;wiring money&nbsp;through companies like Western Union or MoneyGram, they’ll shut off your utility service.&nbsp;Stop. That’s a scam!

 ●Scammers come to your door saying they need to repair or replace equipment, and that you have to pay on the spot.&nbsp;Stop. That’s a scam!

 ●Scammers say you overpaid your bill, and they need to confirm personal information to process your refund.&nbsp;Stop. That’s a scam!

If you get a call like this, report it your utility company. Then report it to the FTC at&nbsp;<a href="https://reportfraud.ftc.gov/#/">ReportFraud.ftc.gov</a>.

Here are some easy (and more involved) ways to cut your energy costs. The less you’re worried about energy costs, the easier it will be to ignore a call from someone (a scammer) who offers ways to save money this winter…if only you pay them.

●Do a home energy audit.&nbsp;It’ll tell you how efficient your heating system is and where your home is wasting energy. Many utility companies offer free or low-cost energy assessments. Visit&nbsp;<a href="http://energysavers.gov">energysavers.gov</a>&nbsp;for more resources.

●Seal air leaks&nbsp;around windows, doors, and places where pipes and wires come through walls. Check existing&nbsp;caulking&nbsp;and&nbsp;weatherstripping&nbsp;for gaps or cracks.

●Bring&nbsp;your insulation&nbsp;up&nbsp;to&nbsp;levels <a href="https://www.energy.gov/energysaver/insulation">recommended by the U.S. Department of Energy</a>.

●Lower your thermostat&nbsp;before you go to bed or head out for the day, or get a programmable thermostat to do it automatically.

●See if help is available.&nbsp;Check to see if you’re eligible for the&nbsp;<a href="https://www.benefits.gov/benefit/623">Low Income Home Assistance Energy Assistance Program (LIHEAP)</a>.

How to save money on utilities this winter and avoid scams

Small earthquake shakes part of Dickinson County

The U.S. Supreme Court will now step into the national debate about regulating social media, a move that might be popular but is the wrong one at the wrong time – and maybe for all time.

The court has agreed to hear a challenge to&nbsp;<a href="https://www.freedomforum.org/what-is-section-230-and-why-should-i-care/" target="_blank">Section 230</a>&nbsp;of the Communications Decency Act, seeking to limit – or even remove – a federal law that gives tech companies sweeping immunity from lawsuits over user-generated content and how social media company algorithms surface that posted content.

The justices will consider a lawsuit against Google brought by the family of a man killed in a 2015 terrorist attack in Paris. The family contends that Google, which owns YouTube, was partially responsible because it had allowed the terrorist group to post radicalizing videos that appeared in some users’ video feeds, along with the site’s algorithm-generated recommendations to other users.

Polls show that&nbsp;<a href="https://survey.freedomforum.org/2022-update/" target="_blank">we want Big Tech to step up more</a>&nbsp;to battle misinformation and disinformation and to answer critics who say social media outlets favor a particular side on social issues.

But the likely outcome from any significant weakening of Section 230 and social media First Amendment rights by the high court will be equally significant limits on our free speech and free press rights. What company would open its electronic turf to virtually anyone, knowing that a single post among millions each day from users could bring an expensive lawsuit?

Better that we hold those companies accountable in the courts of public opinion and the commercial marketplace than in courts of law.

When we exercise our own free speech rights, we step up as the kind of engaged citizens envisioned by the founders when they enacted such strong bulwarks around our core freedoms.

Deal with dissatisfaction by not using Facebook or Twitter or Google or Truth Social, for that matter. If you don’t like how a platform deals with abusive posts or blatant propaganda or fails to act on deliberate misinformation, step up and support alternatives or start-up competitors.

Demand that tech companies find better ways to implement transparent standards that they – not the government – create to apply to the massive amounts of posts they receive. Delete your account if the online operation won’t be transparent about how their algorithms or human moderators make decisions about what, when and who to suspend or block.

These First Amendment-friendly approaches don’t require government intrusion into the speech and press rights of private companies.

If the high court does decide to amend Section 230, let’s hope it tweaks rather than trashes. Some options for limited change could include allowing liability for intentional editorial decisions by Big Tech, like failing to act on clearly dangerous misinformation regarding public health or safety.

Decisions to permit or failure to prevent or remove immediately abominations such as live or recorded beatings, sexual assaults or salacious posts of thrill killings might be made subject to civil lawsuits over “intentional infliction of emotional distress” by family members or even the public at large.

Still, even such relatively limited changes seem at odds with the core principle that private companies, like individuals, have First Amendment rights.

Social media and new technologies provide us with unprecedented ways to connect with others, to make our individual opinions known even when those views are controversial or even offensive to some, and to participate in the self-governance essential to our democratic republic.

Sweeping aside broad protections for Big Tech in the name of fairness or transparency may seem like a good way to correct some social media “wrongs,” but not if it ushers in an era of new limitations or lost opportunities for our individual rights.

People visit rage rooms so they can go wild. That’s because rage rooms give us full permission to buck the rules of a polite, orderly society. I’ve even done something similar in the past, and it’s&nbsp;a lot&nbsp;of fun. But businesses selling these activities as a way to improve our lives, deal with anger, and become less raged out is a problem—because that’s not going to be the outcome.

But first, if you’ve never been to a rage room, here’s how they work. To start, you make an appointment just like any other service. Slot times vary, but they’re usually around 15 to 20 minutes. Next, you sign a safety waiver and put on protective gear, like a hard hat, goggles and gloves. Then, you’re set loose in a private room with reinforced walls and given pieces of junk, like broken or outdated household items, and your smash tool of choice. Then, it’s go time. You start your 15-minute frenzy of demolishing toasters with bats, hurling dinner plates against the wall, crushing TVs with hammers—you get the idea.

And yeah, that might&nbsp;sound&nbsp;like the ultimate stress relief. But really, the long-term effects of dealing with anger this way can actually create a new, automatic response of losing control. Simply put: Dealing with anger by smashing things at a rage room will lead to you being angrier and more aggressive more often.

No. The evidence around anger, rage and aggression is clear: Dealing with your rage through aggression simply reinforces the rage. Channeling anger and frustration in quick, violent bursts can make this expression your default reaction. That’s because what you choose to do after feeling any intense or uncomfortable emotion becomes your default coping mechanism.

If you choose to be angry when someone cuts you off in traffic, or rage out at the Little League umpire’s call, your body wants to make these responses automatic in the future. That means the next time you get cranky or frustrated, your body will respond with the same physical, aggressive response. And if you have children, they’ll see your responses and learn that adults handle anger by smashing things or screaming at people. Then they’ll start to act the same way…

Anger is simply our body’s way of getting our attention and pointing us toward something we care about. For example, I care deeply about my children’s safety. When some distracted dude roars down our residential street at twice the speed limit, I get angry because that driver is putting my kids in danger.

Now, what’s a healthy response when we get frustrated?&nbsp;Feel it.&nbsp;Own it. Instead of trying to “get it out,” sit in it. Say out loud, “I’m really frustrated.” Or, “I’m angry.” Or, “I’m raging inside.” Acknowledge out loud what you feel and why you feel that way, and let your body be in the moment. Be curious about why you’re angry, and be specific about why your body is trying to get your attention.

Then, if you still need to discharge that energy, choose something better for yourself than a cheap, violent thrill. Here are some quick, effective options that can help you let off steam and handle rage in a healthy way:

●Take a walk, lift weights, or find other ways to move your body.&nbsp;I’m convinced that any relief people feel after visiting a rage room is because of the exercise involved, not the aggressive behavior.

●Write it down.&nbsp;Writing or journaling is clarifying and expressive. When you write down what you’re angry about, your body and mind process and&nbsp;feel&nbsp;your feelings. When you write down your feelings, be specific. Be curious. And demand evidence from them. Are they true? Or have you created stories and blame around your feelings to justify your anger? It’s easier to see the truth for what it is when you see your thoughts on the page.

●Call someone you care about and have a real conversation.&nbsp;We need connection. We can’t do life alone. And when you do call someone, tell them, “I don’t need solutions. I just need to let you know what’s going on.”

●Meditate or pray. You might just find that the things you’re getting worked up over aren’t as big of a deal as you thought. Even a simple three-minute break can help clear your head.

●Practice deep breathing.&nbsp;This is one of the fastest ways you can center yourself in your body and begin to regulate your stress response.

●Find a good counselor or therapist.&nbsp;When you’re dealing with rage or anxiety, having a professional walk alongside you can make all the difference in your healing. Getting to the root of anger can help you get control of how you feel and express anger in the future.

DELONY: Are rage rooms really good for you?

Part of S. Donmyer Road in far southeastern Saline County is scheduled to be closed beginning Tuesday for drainage work.

According to information from the Saline County Road and Bridge Department, S. Donmyer Road between E. Lapsley Road and E. Hobbs Creek Road will be closed Tuesday through Oct. 21 while crews replace a drainage structure.

The department advises motorists in that area to allow a few extra minutes of travel time to reach their destinations. Local and emergency traffic will have access to private property within the closure area from the side upon which the property lies.

"The Road and Bridge Department understands the public’s frustration and inconvenience with closing a road. However, road closures are necessary to maintain the county’s infrastructure so that Saline County can have a reliable road network," the department noted in a news release.

Additionally, the department also reminds motorists that "driving around road closure barricades is not just unlawful but extremely unsafe. For your safety and the safety of the construction workers, please obey all traffic signs."

TOPEKA&nbsp;– Kansas Tourism has announced the Tourism Marketing Grant Program recipients for 2022. 

The Tourism Marketing Grant is an ongoing grant program designed to assist tourism organizations or businesses with new and innovative advertising and marketing projects. Kansas Tourism Director Bridgette Jobe, along with Tourism staff, spent this week visiting each awardee’s location and congratulating them with a large, ceremonial check.&nbsp;&nbsp;

Kansas Tourism will provide a total of $87,708 in Tourism Marketing Grant funding for 15 tourism marketing projects to attract new visitors to Kansas and local communities.

“Getting assistance into the hands of local communities has been a priority for the Department of Commerce,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said. “It is critical that we support start-up projects that highlight outstanding community assets and bring new visitors to Kansas.”

The Salina Crossroads Marathon, Half Marathon, 4.01K Family Fun Run/Walk, and Team Relays will be held on Nov. 5.

On Monday, Bob Davis Concrete Construction of Salina will begin pavement repairs on Greeley Avenue east of S. Ohio Street. 

Due to the proximity of the repairs to S. Ohio Street, Greeley Avenue will be closed at S. Ohio Street, and while work is occurring northbound traffic will be reduced to the inside northbound lane. The work is expected to be complete in two weeks, weather permitting. 

The $130,000 project is part of the City of Salina's $4.7 million 2022 street maintenance capital improvement program.

In the two months since our last update, lots of activity has occurred at the jail site. Many of the exterior walls have gone up, as have the dividing walls with the housing blocks. Individual rooms and offices are starting to take shape within the building.

Access roads from Pacific Avenue and Front Street are being turned from rock to concrete and asphalt over the next few weeks, with a goal of getting the site ready for winter.

Construction remains on track for completion by the end of September 2023, although lead times for electrical equipment in particular are starting to push up against that deadline. Financially, the project is doing well. In fact, staff will be recommending to Commissioners next Tuesday construction of a storage building west of the main jail with the costs fully covered by unspent project contingency funds.

The sales tax that pays for the jail bonds also continues to come in significantly higher than projected, with September 2022 receipts being the largest collection since the sales tax began.

There were 248 reported cases of COVID-19 throughout the month of September, down significantly from the 652 cases reported in the previous month. 

Hospitalizations remained low for most of the month, Salina Regional Health Center reports that there are currently two people being treated for COVID-19 (down from five reported in-patients at the same time last month).

While the rate of community spread of COVID-19 remains high, the vast majority of cases are being well-managed at home.&nbsp;

Saline County: COVID-19 cases down in September

CONCORDIA - Area high school sophomores are invited to attend Cloud County Community College’s Sophomore Day later this month.

The event is scheduled fro 9 a.m.-1 p.m. Oct. 18 on the Concordia campus.

Those who attend the event are asked to check in at Entrance 2 on the Concordia campus.

During the event, visitors will have the opportunity to meet with students and faculty, attend interactive sessions with academic departments, go on a campus tour, and ask current students questions about their college experience. Lunch in the T-Bird Café will be provided.
