Police are investigating an incident of a shot being fired in a southeast Salina neighborhood Saturday night.

A person who lives on Wildcat Circle told police that he was inside his home when he heard a gunshot. When he looked out, he saw a man standing in the street, Salina Police Captain Paul Forrester said this morning.

The incident occurred at approximately 9:50 p.m. Saturday.

Two pickups were seen driving slowly past each other and stopping approximately 15 yards apart. Two individuals got out of one pickup and started walking toward the other, Forrester said. At that point, someone in the white, full-sized pickup that was still occupied fired a shot, he said.

No one was injured and no damage could be found, Forrester said.

Police are looking for additional video to help identify the individuals involved.

The Salina Symphony will present an afternoon of “Romance” on Nov. 6.

Under the baton of Music Director Yaniv Segal, the symphony is scheduled to perform at 4 p.m. Nov. 6 in the Stiefel Theatre, 151 S. Santa Fe Avenue.

The concert will feature something for everyone, beginning with the gripping melodrama of Tchaikovsky’s Romeo and Juliet followed by reflective yet driving music from Gabriel Prokofiev’s genre-defying crossover album, Breaking Screens. After intermission, the audience will experience a romantic musical journey with Symphony in Scenes: Skychange, a four-movement work based on music Maestro Segal wrote for his wedding.

London-based DJ and composer Gabriel Prokofiev, grandson of Sergei Prokofiev, will join the symphony as guest artist. Composing music that both embraces and challenges western classical traditions, Prokofiev has emerged as a significant voice in new approaches to classical music at the beginning of the 21st century.

Prokofiev has built up a large body of orchestral and chamber works and has composed seven concertos (three featuring turntables) as well as many electronic works, often combining synthesizers and samples with classical instrumentation. His works have been performed internationally by orchestras including Seattle Symphony,

Detroit Symphony, St Petersburg Philharmonic, Moscow State Symphony and BBC Philharmonic, among many others.

Prokofiev is also an events curator, producer and founder of the Nonclassical record label and club night, home to a host of artists who defy conventions. Through Nonclassical, he has been one of the leading proponents of presenting classical music in non-traditional venues.

Salina Symphony Nov. 6 concert to feature composer Prokofiev

On October 14, 2022, the journal "Science" ran another summary of reports, including citing a report that just appeared in the "Proceedings of the National Academy of Sciences" on October 10 that found “...the peer-reviewed literature overwhelmingly supports the zoonotic hypothesis,” the conclusion that the virus “spread naturally in a zoonotic jump from an animal to humans—without help from a lab.”

Back on July 11, 2021, I had written a column titled “Science, Not Spies, Will Determine COVID-19 Origin.” It was picked up worldwide by newspapers in Norway, Pakistan, India, Hong Kong and elsewhere. Our newly-elected President Biden had ordered a 90-day investigation by the U.S. intelligence community into the origins of the COVID-19 pandemic and that report’s conclusion, which Biden summarized on August 27, 2021, arrived at nothing. Spies are not scientists. I had clearly pointed out historical cases where the “intelligence” community got the reality wrong, especially our claim that Saddam Hussein’s Iraq had weapons of mass destruction.&nbsp;&nbsp; &nbsp;

Only scientists can solve a science problem. We have now seen tremendous strides in knowledge of virus genetics and evolution over this additional year. Scientists worldwide have developed more-refined technology to detect and trace viral strains. These results have come together in a series of solid reports linking the Wuhan markets with the original outbreak cases. In the August 26, 2022 issue of "Science," 18 Western scientists found that in late 2019, live SARS-CoV-2-susceptible mammals were sold and SARS-CoV-2-positive environmental samples were associated with venders selling live animals.&nbsp; They also found that by mapping the early cases, “...the Huanan market was the epicenter of the COVID-19 pandemic.”

Another study by 29 researchers focusing on the unique genome of early strains discovered that the early SARS-CoV-2 virus had already existed in two distinct viral lineages they label as “A” and “B” before February of 2020, indicating that there were “...at least two separate cross-species transmission events” where the virus was transmitted into humans. &nbsp;

Back in July of 2021, a Politico-Harvard poll found that 52 percent of U.S. adults believed Covid-19 leaked from a lab.&nbsp; A survey conducted by Morning Consult in mid-2021 found that 70 percent of Republicans and 32 percent of Democrats believed the virus spilled from a lab in Wuhan, China. Only 11 percent of Republicans and 40 percent of Democrats think the virus spread from animals.

Former Secretary of State Mike Pompeo stated on an ABC program that “there’s enormous evidence” the coronavirus came from the Wuhan virology lab, but he agreed with the intelligence report that there was no evidence the virus was man-made or genetically modified.

Today, the worldwide science community is still waiting for any solid evidence that the SARS-CoV-2 virus was in any way engineered in a lab. And as time advances, we gain more studies clarifying the genetic modifications this virus has undergone in its evolution from a bat virus origin to its wider range of hosts.

The only likely knowledge that our “intelligence” community could contribute is China’s history in our World War II battle with Japan. A Japanese Unit 731 grew typhoid and black plague disease agents on captive prisoners, and then released the infected lice and fleas from overhead “bombing,” resulting in hundreds of thousands of Chinese deaths from these biological warfare agents. The Japanese officers of Unit 731 never faced the Tokyo war crimes trials because the U.S. was interested in their hazmat technology and biowarfare techniques. Because this horrible history is known by all modern Chinese, any resort by their government to develop biological warfare would result in massive public opposition.&nbsp; &nbsp;

However, America’s extensive research developing biological warfare is not in our history books. It ended when President Nixon signed a convention to discontinue our biological weapons programs. This stopped any further research into biological warfare agents that had formerly been a major effort at Fort Detrick, the Pine Bluff Arsenal, the Dugway Proving Ground, and elsewhere. Indeed, during the time of the attack on 9/11, there was an unrelated set of deaths that occurred from envelopes of weaponized anthrax spores that the U.S. had developed earlier. Perhaps it is our guilt in having developed biological weapons that makes us suspect other countries.&nbsp; &nbsp;

The Salina City Commission's regular meeting is scheduled to begin at 4 p.m.

Commissioners are scheduled to consider the following three proclamation requests.

●Consider proclaiming Nov. 1 as Extra Mile Day in the City of Salina. Claire Ludes, executive director of the Salina United Way, is scheduled to read the proclamation.

●Consider proclaiming the month of October 2022 as Domestic Violence Awareness Month in the City of Salina. Mary Cookson, victim advocate at DVACK (Domestic Violence Association of Central Kansas), is scheduled to read the proclamation.

●Consider proclaiming Oct. 24 as World Polio Day in the City of Salina. Sean Ryan, president of the Salina Noon Rotary Club, is scheduled to read the proclamation.

Commissioners also are scheduled to conduct two public hearings. The first concerns a structure deemed dangerous at 316 W. South Street. At the conclusion of the hearing, commissioners will consider approving a resolution setting the date for a public hearing to consider whether the structure should be condemned and ordered demolished or repaired.

The second public hearing concerns a structure at 901 N. Seventh Street. At the conclusion of the hearing, commissioners are scheduled to consider approving a resolution declaring the structure to be unsafe and dangerous, directing that the structure be repaired or removed, and establishing a reasonable time within which the repair or removal shall commence and be completed.

Other items on the Salina City Commission agenda for Monday include the following.

●Consider approving on second reading a proposed ordinance amending Chapter 38, Article III of the Salina Code by amending sections 38-57, 38-58, 38-59, and 38-62 pertaining to contracts for vehicle towing and storage services.

●Consider approving a proposed resolution authorizing the mayor to execute a licence agreement with Community Housing Development Corporation of Central Kansas for property located at 1031 E. Elm Street.

●Consider approving a proposed resolution supporting and approving the including of Pioneer Hall on the Kansas Wesleyan University campus on the Register of Historic Kansas Places and National Register of Historic Places.

●Consider approving a proposed resolution authorizing the mayor to execute a license agreement with Bhakta Construction, Inc., to allow the installation of a private sewer service line within the North Street right-of-way commencing west of N. Broadway Boulevard and connecting to the city's sewer system at a point east of N. Broadway Boulevard.

●Consider approving a proposed ordinance changing the zoning district classification from R-1 (single-family residential) to R-2 (multi-family residential) on Lots 8 and 9, Block 3 of the Ryan Addition, located south of E. Schilling Road and east of S. Ohio Street.

●Consider approving a proposed resolution adopting the Live Salina Plan 2022 supplement.

Commissioners also are scheduled to meet in executive session to discuss the subject of legal considerations relating to the Drever Partners, LLC, development proposal with legal counsel.

The National Weather Service in Wichita has issued a high wind warning in effect until 1 a.m. Monday for the following counties in our area.

South winds at 25 to 35 mph with gusts up to 65 mph are forecast.

Hazardous driving conditions due to reduced visibility in blowing dirt and dust. Gusty winds could blow around unsecured objects. Tree limbs could be blown down and a few power outages may result.

This year La Niña returns for the&nbsp;<a href="https://www.cpc.ncep.noaa.gov/products/analysis_monitoring/enso_advisory/ensodisc.shtml">third consecutive winter</a>, driving warmer-than-average temperatures for the Southwest and along the Gulf Coast and eastern seaboard, according to NOAA’s U.S. Winter Outlook released today by the Climate Prediction Center — a division of the National Weather Service. Starting in December 2022 through February 2023, NOAA predicts drier-than-average conditions across the South with wetter-than-average conditions for areas of the Ohio Valley, Great Lakes, northern Rockies and Pacific Northwest.

“The hardworking forecasters at NOAA’s Climate Prediction Center produce timely and accurate seasonal outlooks and short-term forecasts year-round,” said Michael Farrar, Ph.D., director of the&nbsp;<a href="https://www.weather.gov/ncep/">National Centers for Environmental Prediction</a>. “<a href="https://www.noaa.gov/news-release/us-supercomputers-for-weather-and-climate-forecasts-get-major-bump">NOAA’s new supercomputers</a>&nbsp;are enabling us to develop even better, more detailed forecast capabilities, which we’ll be rolling out in the coming years.”

NOAA forecasters, in collaboration with the&nbsp;<a href="https://www.drought.gov/about">National Integrated Drought Information System</a>&nbsp;(NIDIS), continue to monitor extreme, ongoing drought conditions that have persisted in the Western U.S. since late 2020, as well as parts of the central U.S. where historic low-water conditions are currently present.

“Drought conditions are now present across approximately 59% of the country, but parts of the Western U.S and southern Great Plains will continue to be the hardest hit this winter,” said Jon Gottschalck, chief, Operational Prediction Branch, NOAA’s Climate Prediction Center. “With the La Niña climate pattern still in place, drought conditions may also expand to the Gulf Coast.”

●The greatest chance for warmer-than-average conditions are in western Alaska, and the Central Great Basin and Southwest extending through the Southern Plains.

●Warmer-than-average temperatures are also favored in the Southeastern U.S. and along the Atlantic coast.

●Below-normal temperatures are favored from the Pacific Northwest eastward to the western Great Lakes and the Alaska Panhandle.&nbsp;

●Wetter-than-average conditions are most likely in western Alaska, the Pacific Northwest, northern Rockies, Great Lakes and Ohio Valley.

●The greatest chances for drier-than-average conditions are forecast in portions of California, the Southwest, the southern Rockies, southern Plains, Gulf Coast and much of the Southeast.

●The remainder of the U.S. falls into the category of equal chances for below-, near-, or above-average seasonal total precipitation.

●Widespread extreme drought continues to persist across much of the West, the Great Basin, and the central-to-southern Great Plains.

 ●Drought is expected to impact the middle and lower Mississippi Valley this winter.

●Drought development is expected to occur across the South-central and Southeastern U.S., while drought conditions are expected to improve across the Northwestern U.S. over the coming months.&nbsp;

NOAA’s seasonal outlooks provide the likelihood that temperatures and total precipitation amounts will be above-, near- or below-average, and how drought conditions are anticipated to change in the months ahead. The outlook does not project seasonal snowfall accumulations as snow forecasts are generally not predictable more than a week in advance.&nbsp;

On Oct. 8, members of the Smoky View 4-H Club attended the annual Central Kansas District (CKD) Officer Training and Family Event at Salina South Middle School and learned more about the club offices they will have for this 4-H year. Members also participated in service projects to give back to their community.&nbsp;

About 10 members of the Smoky View 4-H Club attended the event. These members learned about their club offices and participated in some activities, such as making crafts, learning about 3-D printing, and identifying rabbit breeds.&nbsp;

In the afternoon, members led or participated in service projects to give back to their community. These activities included sewing baby blankets for infants, preparing meal kits for a food pantry, and making paper door decorations for Bethany Home, a nursing home in Lindsborg.&nbsp;

The club also celebrated its achievements from its last 4-H year, which ended on Sept. 30, by bowling at the Starlite Lanes bowling alley in McPherson.&nbsp;

The National Weather Service in Wichita has issued a red flag warning in effect from 11 a.m. to 8 p.m. Sunday for the following counties in our area.

Winds from the south at 30 to 40 mph, with gusts up to 55 mph, and relative humidity as low as 20 percent are forecast.

Any fires that develop will likely spread rapidly and become very difficult to control. Outdoor burning is not recommended.

Additionally, the National Weather Service in Wichita has issued a red flag warning in effect from 11 a.m. to 8 p.m. Sunday for the following counties in our area.

The National Weather Service in Topeka has issued a red flag warning in effect from 11 a.m. to 8 p.m. Sunday for the following counties in our area.

Southwest winds sustained between 25 and 35 mph, with gusts of 45 to 55 mph, are possible. Afternoon humidities may fall to between the 25 and 35 percent.

Any fires that develop will likely spread rapidly. Outdoor burning should be avoided.

South-southwest winds at 25 to 35 mph, with gusts up to 50 mph, and relative humidity as low as 15 to 25 percent are forecast.

Any fires that ignite may spread rapidly and exhibit extreme fire behavior. Use extreme caution if engaging in activities that could result in fire ignition.

NWS issues red flag warnings for all counties in our area

Where is the photographer who took that photo? Would you believe, halfway across the continent in Kansas?&nbsp;&nbsp;&nbsp;

Doug Barrett is the internationally recognized founder and owner of 400 North Creative in Manhattan, Kan. He is the photographer and cinematographer who took that photo displayed in Times Square.&nbsp;

Barrett came from Georgia. On many days, he drove along a Georgia highway known as 400 North. He loved taking pictures and making videos as a child, and has made them ever since.&nbsp;

Barrett went to college in North Carolina, worked in law enforcement, and served in the Army. He earned a master’s degree in cybersecurity administration from Southwestern College in Winfield, and worked in the cybersecurity field while doing photography on the side.&nbsp;

In 2018, Barrett launched his photography business full-time. He used the name of the place where he had come from and named his business 400 North Creative.&nbsp;&nbsp;&nbsp;

Barrett’s photo projects have involved topics ranging from Kansas cowboys to Manhattan’s Yuma Street to homeless veterans across the nation. One involved the people of the historic Black&nbsp;rural&nbsp;settlement of Nicodemus, which with its surrounding residents has a population of 14 people. Now, that’s&nbsp;rural. &nbsp;

“My goal is not to exploit people for a photo op, but to spend time and find the narrative of the people. I want to seek out the real story,” Barrett said.&nbsp;

As an African-American, he found special relevance in social justice issues. “I am a photographer because&nbsp;I believe that relationships foster a deliberate life,”&nbsp;Barrett&nbsp;said.&nbsp; “Relationships are the core of collaboration and intimate storytelling. Relationships create change.”&nbsp;

“My personal work documenting justice issues and marginalization in America is where I find these deep relationships and conversations,” he said.&nbsp;

“I&nbsp;believe the camera is an overlooked sacred tool, which simultaneously holds humility yet also the power of a striking hammer when used properly. For me, it is about powerful, long-form, visual storytelling. The documentation of history and the world for posterity and the educative process have been the main drivers for my work…. It is my belief, education leads to empathy, which is the first step in any change for good or justice.”&nbsp;

After the death of George Floyd,&nbsp;Barrett’s photos powerfully captured the moment.&nbsp;&nbsp;TIME magazine featured a full page of his photo of a protester carrying a sign reading “Stop the Hate.”&nbsp;

Barrett&nbsp;is based in Manhattan but his photography and cinematography is recognized internationally. His editorial clients include TIME Magazine, National Geographic, New York Times, Smithsonian Magazine,&nbsp;Washington Post, Wall Street Journal, AARP, The Chronicle, CNN, Foxnews, BBC World News, and more.&nbsp;

Locally, his work is in Wichita’s Ulrich Museum of Art, and the Beach Museum of Art at K-State.&nbsp;

He has also become involved with the community. In 2020, he joined other African-American small business owners to form Black Entrepreneurs of the Flint Hills.&nbsp;Barrett&nbsp;is now vice president of that group and Sheila Ellis-Glasper is president. This organization started with about 25 members and has grown to more than 100.&nbsp;

That involvement led to Doug being invited to join the Manhattan Area Chamber of Commerce Board of Directors. “(Chamber Board Chair) Summer Dierks allowed us to have a seat at the table,”&nbsp;Barrett&nbsp;said. “K-State’s Innovation Partners has been a champion for us.”&nbsp;

A primary goal of Black Entrepreneurs of the Flint Hills is to improve access to capital for Black-owned businesses that might otherwise have to close or leave the region. “We want to provide opportunities to keep those businesses here,”&nbsp;Barrett&nbsp;said.&nbsp;

Moran's staff to have open office in Gypsum Wednesday

Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a seasonally adjusted unemployment rate of 2.6&nbsp;percent in September. This was an increase from 2.5 percent in August and a decrease from 3.0% in September 2021.

“The unemployment rate edged up to 2.6&nbsp;percent in September,” said Secretary Amber Shultz. “Despite this small increase, the unemployment rate has remained below pre-pandemic rates each month since last September.”

The Saline County jobless rate fell one half a percent from 2.8 in August to 2.3 percent in September. Ellsworth, McPherson, Dickinson and Clay counties saw a similar drop.&nbsp;

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 500 from August. Total nonfarm includes private sector and government employers. Private sector jobs increased by 1,600 over the month, while government decreased by 1,100.

“Kansas job estimates for the private sector indicate 2.5&nbsp;percent growth compared to last September,” said Labor Economist Emilie Doerksen. “The manufacturing and trade, transportation, and utilities industries saw the largest gains during this period.”

Since September 2021 Kansas’ seasonally adjusted total nonfarm jobs have increased by 27,500. This change is due to an increase of 28,300 private sector jobs and a decrease of 800 government jobs.
