WILLIAMSBURG, Ky. -&nbsp;In recognition of academic performance, the Office of the Vice President for Academic Affairs at University of the Cumberlands has announced the students named to the President's List for the fall 2022 semester.

To be eligible for the President's List, students must be enrolled in at least 12 credit hours (a full course load), maintain a minimum cumulative grade point average of 4.0, receive an "A" grade in UC Engage, and be in good academic standing. (Note: All students who are named to the President's List automatically make the Dean's List, since the Dean's List requires a minimum cumulative GPA of 3.5; however, Cumberlands only lists students on either the Dean's List or the President's List, to avoid overlap.)

The Salina Fire Department was dispatched to the Salina YMCA, 500 YMCA Drive, just after 2 p.m. Wednesday after patrons reported the smell of smoke. 

Derrick Herzog, SFD battalion chief, told Salina Post the smoke came from a motor located in the pool area of the YMCA.

Firefighters respond to reports of smell of smoke at Salina YMCA

The USD 306 and 307 schools now have investigative therapy dogs, thanks to the Saline County Sheriff's Office. 

In December, two Saline County Sheriff’s deputies traveled to the Brevard County Florida Sheriff’s Office Paws and Stripes College to attend a week of training in the handling of a Law Enforcement Investigative Therapy Dog. They trained with their new K-9 partners who had just completed 14 weeks of training to become nationally registered therapy dog teams.

The unique program offered by the Brevard County Sheriff’s Office uses rescued dogs that are trained by inmates under the supervision of professional trainers to provide trained therapy dogs at no cost.

The dog teams can provide assistance in a number of ways, for example: calming people in crisis, interviews with children and adults, critical incident debriefings, and other public events.

Saline Co. Sheriff’s school resource officers get new K-9 partners

TOPEKA – Governor Laura Kelly announced today that $44.5 million will be awarded to nine service providers to extend high-speed internet to 18,468 locations in 15 underserved counties across the state. This is the third and final award phase of the Kansas Capital Project Funds (CPF) Broadband Infrastructure Program. 

The CPF program provides funding to make broadband connections in critical areas of the state that lack access to high-speed internet. The $83.5 million total CPF investment, combined with almost $42 million in matching funds, will result in more than 24,500 homes, businesses, schools, health care facilities, and other public institutions being connected to fast, reliable internet for the first time. 

“The Capital Projects Fund represents a giant step toward getting every Kansan connected to high-speed internet,” Governor Laura Kelly said. “With this funding, we’re closer than ever to reaching our goal of making Kansas a top 10 state for broadband access by 2030.”  

The targeted counties have as few as five locations per square mile, which until now has prevented providers from investing the resources needed to deliver a quality broadband option. The CPF Grant Program provides the funding needed to implement high-speed broadband in these areas of the state.  

“The CPF program is a historic win for the state,” Lieutenant Governor and Secretary of Commerce David Toland said. “Through this grant program, we are supporting Kansans most in need by connecting the unserved, underserved, and those located in counties with high economic risk.” 

Demonstrating the need and critical nature of the program, the Kansas Office of Broadband Development received 141 applications for projects totaling more than $600 million. A total of 24 projects were funded.  

“We appreciate the support the providers and local governments are committing to ensure that all Kansans have equitable access to affordable high-speed internet,” Jade Piros de Carvalho, Broadband Development Director, said. “Supporting unserved and underserved communities across the state will continue to bridge the gap and provide a key resource for generations to come.” 

The grant program resulted from the U.S. Department of Treasury’s approval of Kansas’ Coronavirus Capital Projects Fund (CPF) broadband infrastructure plan. The federal CPF program is a $10 billion capital project initiative available to states, territories, and tribal governments under the American Rescue Plan Act.  

Grant awardees and communities that will benefit from the third phase of the Kansas CPF Broadband Infrastructure Grant Program include:  

AT&amp;T (Sedgwick County) – $2,206,491 The proposed service area is 99% unserved on the fringes of the Wichita metro area, targeting multi-dwelling unit properties. The project will offer a subsidy to assist with discounted broadband services.

Butler Rural Electric Cooperative Association (Butler, Cowley, Sedgwick, and Sumner counties) – $9,815,894 The multi-county region targeted is 83% unserved, and 50% of the area is located in an economically disadvantaged county. This significant investment will bring connectivity to south-central Kansas.

Cox Communications (Jackson, Shawnee, and Wabaunsee counties) – $6,373,948 This multi-county project is 100% unserved. To connect these rural areas northwest of Topeka, Cox will use an affordable, scalable solution already deployed in the KC metro region.

Cunningham Communications (Mitchell County) – $1,192,735 Hundreds of residences and businesses in this 98% unserved area will be positively impacted by the Fiber To The Home network that will be provided by Cunningham Communications.

GBT Rural (Pawnee and Stafford counties) – $6,782,694 More than 365 square miles of an economically distressed area with a 92% unserved population will be covered by GBT Rural.

Iowa Tribe (Doniphan County) – $1,424,945 This very rural, remote, and economically disadvantaged area in the northeast corner of Kansas is 91% unserved. The project will be based on a partnership between the Iowa Tribe, Doniphan County, Rainbow Telecommunications, and the City of White Cloud.

Mokan Dial (Miami County) – $5,590,145 The 65-square-mile project area is 97% unserved. Mokan Dial will ensure symmetrical speeds up to 1G will be available and affordable to everyone in the targeted region.

Nex-Tech (Decatur and Saline counties) – $10,764,700 Two separate project areas servicing a 99% unserved area of Saline County and a 93% unserved area of Decatur County. These awards will allow Nex-Tech to build the necessary infrastructure required to reach these rural areas.

WANRack (Johnson County) – $400,000 This award will target a 100% unserved area of Johnson County. WANRack’s project will enable Kansans to participate in telehealth, remote work, educational opportunities, and the digital economy.

Projects in Saline, Mitchell counties receiving broadband funding

A local man with multiple active warrants was arrested Tuesday after he allegedly ran from police at a south Salina hotel.

Officers were sent to the Rodeway Inn &amp; Suites, 3932 S. Ninth Street, at 11:20 a.m. Tuesday for the report of a person trespassing, Salina Police Captain Paul Forrester said this morning. Officers were told that the man was wearing a blue jacket and was believed to be on the third floor. Hotel personnel told officers that the man had been told on Monday that he was not to be in the hotel.

When officers made contact with several people on the third floor, they were told that the man was seen headed for the north stairwell. Forrester said an officer was stationed near the north door. A man in a blue jacket came out and initially gave the officer a false name, Forrester said. The man then went around to the front and attempted to enter the front door, despite the officer telling him not to do so.

Forrester said the officer attempted to detain the man, later identified as Evan Markley, 37, of Salina, but Markley ran. Markley was taken into custody as he approached S. Ninth Street.

Forrester said Markley was arrested on a requested charge of interference with a law enforcement officer and on the following three active warrants.

●A failure to appear warrant from Salina Municipal Court

●A probation violation warrant from Saline County District Court

●A probation violation warrant from Barton County

The National Weather Service in Hastings, Neb., has placed Jewell County under a winter storm warning until 12 a.m. Thursday.

Heavy mixed precipitation is forecast. The greatest winter weather concern in these counties near the Nebraska/Kansas border will be freezing rain this morning into early this afternoon. Ice accumulations around to possibly over one-quarter inch will be possible. Freezing rain will change to snow Wednesday afternoon or evening before ending. Snow accumulations of 1 to 5 inches are expected. Winds will average 15 to 25 mph with the highest gusts of 30 to 35 mph, initially out of the northeast but then turning northwesterly tonight.

Slight changes in the storm track could greatly impact snowfall and ice accumulations today across these areas, which are right along the southern edge of this storm system.

The freezing rain may result in downed trees and power lines along with the possibility of power outages. Travel could also be very difficult in the warned area due to the combination of freezing rain and snow. The hazardous conditions will worsen through the day on Wednesday with lingering impacts into at least Thursday morning.

If you must travel, keep an extra flashlight, food, and water in your vehicle in case of an emergency.

By GREG DOERING Kansas Farm Bureau Kansas Farm Bureau had a good 2022 as evidenced by the Pinnacle and New Horizon awards it received at the American Farm Bureau’s 104th convention recently. The Pinnacle award is the highest honor a state Farm Bureau can earn for program and membership achievement. KFB received the New Horizon award, which highlights innovative new programs, for the Casten Fellows Program, developed to honor the life of staffer Jill Casten-Downing through leadership development and international travel. The honors are well deserved, and it’s nice to take a few minutes to appreciate the amount of work required to go from the initial idea to implementation and execution. The destination is important, but so is the journey. There’s no shortage of challenges today in agriculture, as evidenced by just some of the ongoing work from last year, like KFB’s End Hunger campaign to ensure all our state’s residents have access to the food they need. From Sept. 1 to Dec. 31, individuals and businesses contributed more than $50,000 toward the campaign. That money will go to innovative programs run by county Farm Bureaus to address the needs they’ve identified locally. By no way is this problem solved, but progress is being made. Next year’s goal is to raise $75,000. Another ongoing project includes KFB’s purchase of Shop Kansas Farms (SKF) which allows our farm and ranch members to reach consumers in a new way. SKF founder Rick McNary is also helping communities develop local food systems to capture the full economic value from farm gates to dinner plates. Announced late last year, the Rural Kansas Apprenticeship Program will really get rolling in 2023 as the state’s first ever initiative to match agriculturists and rural business owners with a structured plan to train and retain employees. It’s not a silver bullet for the lack of help available in rural areas, but it’s the beginning of addressing a skills gap to meet our current and future workforce needs. As always, KFB will continue to ensure the voices of farmers and ranchers are heard in Topeka with a special focus on three topics: water, taxes and broadband. KFB will continue to support the basic tenets of Kansas water law, which have provided our members the ability to plan, invest and defend their private property rights for decades. KFB policy also supports the development of a Kansas Water Plan, either through the state general fund or dedicated statewide revenue sources. Any redesign of tax structures comes with the potential to shift taxes from one source to another with significant consequences. KFB will continue to steadfastly advocate for the constitutionally required use-value system that accurately and appropriately values agricultural lands and provides stable tax revenues to local units of government. Agricultural operations are businesses, and they should receive fair and equal tax treatment as it pertains to sales tax exemptions. Access to a vibrant, high-speed broadband network is essential to the future of both rural and urban Kansas. Statewide broadband deployment will provide new opportunities for the delivery of healthcare, education, entertainment, business development and enhance the capabilities of precision agriculture. Efforts by the state to facilitate telecommunications connectivity throughout Kansas should consider the technology-dependent nature of the agriculture industry, and its significant impact on the Kansas economy. For those paying attention, this isn’t a new list, and there’s a good chance it will be similar in 2024. There will be advancements on some fronts and setbacks on others. The key is stick to your priorities and have the patience to withstand the mundane and incremental nature of progress.

It’s not a silver bullet for the lack of help available in rural areas, but it’s the beginning of addressing a skills gap to meet our current and future workforce needs. As always, KFB will continue to ensure the voices of farmers and ranchers are heard in Topeka with a special focus on three topics: water, taxes and broadband. KFB will continue to support the basic tenets of Kansas water law, which have provided our members the ability to plan, invest and defend their private property rights for decades. KFB policy also supports the development of a Kansas Water Plan, either through the state general fund or dedicated statewide revenue sources. Any redesign of tax structures comes with the potential to shift taxes from one source to another with significant consequences. KFB will continue to steadfastly advocate for the constitutionally required use-value system that accurately and appropriately values agricultural lands and provides stable tax revenues to local units of government. Agricultural operations are businesses, and they should receive fair and equal tax treatment as it pertains to sales tax exemptions. Access to a vibrant, high-speed broadband network is essential to the future of both rural and urban Kansas. Statewide broadband deployment will provide new opportunities for the delivery of healthcare, education, entertainment, business development and enhance the capabilities of precision agriculture. Efforts by the state to facilitate telecommunications connectivity throughout Kansas should consider the technology-dependent nature of the agriculture industry, and its significant impact on the Kansas economy. For those paying attention, this isn’t a new list, and there’s a good chance it will be similar in 2024. There will be advancements on some fronts and setbacks on others. A sweeping symphonic, theatrical and multimedia journey through the immigrant experience will highlight the next Salina Symphony concert.

Featured on the program will be composer Peter Boyer’s “Ellis Island: The Dream of America,” a contemporary work that celebrates the powerful and inspiring stories of European immigrants who left their homelands in search of a better life.

Innovative in its format, “Ellis Island” incorporates elements of theater, using actors reading from actual written testimonies of immigrants, while historical images from the Ellis Island archives are projected on a screen above the orchestra.

“It’s such an effective piece on an important topic,” said Yaniv Segal, music director and conductor of the Salina Symphony. “It always seems to be a relevant subject because this country was built by immigrants.”

The Salina Symphony’s “Journey” concert will be at 4 p.m. Jan. 29 at the Stiefel Theatre for the Performing Arts, 151 S. Santa Fe.

The Salina Symphony also will perform “Symphony No. 3” by Grazyna Bacewicz, a Polish composer who wrote under the terror of Soviet rule, another powerful illustration of why oppressed people sought freedom and refuge in the U.S., Segal said.

“This piece premiered in 1952, during the time of Soviet oppression, and was censored and forbidden to be performed,” Segal said. “You can never feel comfortable under oppression because terror is always around the corner, and this sense of violence is in the music.”

The “Ellis Island” portion of the “Journey” concert is a collaboration with Theatre Salina, which will highlight four actors selected by TS executive director Michael Spicer to tell the true stories of seven immigrants who passed through the gates of New York City’s Ellis Island.

“Theatre Salina is pleased to partner with the Salina Symphony to present this meaningful work to our community and region,” Spicer said.

A pre-concert talk featuring Segal and Spicer will be at 3 p.m. in the Stiefel Theatre’s Watson Room. Doors will open at 2:30 p.m., and those attending are instructed to enter through the main theater doors.

Segal said that cultivating partnerships with other art organizations in Salina has helped enrich the cultural landscape of the community.

“When you have a partnership like this, one art form can elevate the other, so you get the benefit of both,” he said. “I’m glad this collaboration was built into the season.”

Prior to the Jan. 29 concert, Segal said, excerpts of “Ellis Island” will be performed for elementary school students at the Stiefel Theatre.

“Teaching kids can be more effective when they don’t know they’re being taught,” he said. “They’re coming in to see both music and theatre and learning about history, so hopefully they’ll be going away with some important messages.”

The spoken text from “Ellis Island” comes from the Ellis Island Oral History Project, an historic collection of interviews with actual immigrants about their experiences emigrating to America.

In the years of its operation from 1892 to 1954, Boyer wrote in his composer’s notes on the piece, more than 12 million immigrants – about 70 percent of all immigrants to the U.S. – passed through Ellis Island.

“The stories of Ellis Island immigrants are in many ways our family stories,” Boyer said. “Whether they are the tales of our grandparents, great-grandparents, aunts and uncles, cousins or friends, so many Americans can relate to these experiences as part of our collective history.”

After reading more than 100 interviews from the thousands collected in the oral history archive, Boyer chose the stories of seven immigrants from disparate nations who entered Ellis Island between 1910 and 1940. From these stories, Boyer fashioned short monologues from the words of these immigrants.

“Ultimately, I settled on a structure which included seven stories, four female and three male, of immigrants who came through Ellis Island from seven countries between 1910 and 1940,” he said.

Boyer then proceeded to weave these stories into an orchestral tapestry which frames and comments on their poignant, humorous, moving and inspiring testimonies.

“As an orchestral composer, I’m intrigued by the potential of the orchestra as a storytelling medium,” Boyer said. “Of course, orchestral music cannot tell stories in a literal way, but its ability to suggest scenes and emotions and evoke responses in listeners has challenged and stimulated composers for centuries.”

Segal said that Boyer used his background as a film composer to create a powerful musical accompaniment to these stories.

“He has collaborated on a lot of film scores and has a sense of drama and pacing,” Segal said. “There are times when the music is setting the mood for the images or the text narration.”

A first-generation American son of immigrants himself, Segal said “Journey” promises to be an intense musical experience for Salina Symphony audiences.

“It’s not a walk in the park,” he said. “It’s one of the most intense, profound types of programs that we put on. It’s searching and thought provoking.

“I don’t always like putting titles to concerts, but in this case ‘Journey’ is an apt title.”

Salina Symphony presents 'Ellis Island, The Dream of America'

Kansas Wesleyan University announced Tuesday that its spring enrollment is 791 total students for the semester. That number marks an increase of 14% since spring 2020 and a jump of nearly 6% in just one year.

“This is tremendous news for our university,” said Ken Oliver, executive vice president of advancement and university operations. “Enrollment being consistently up during a four-year span is always a positive. However, for a small university to achieve this now, as other schools struggle with enrollment, is truly something special. It shows that the mission and vision that has driven our recent success resonates with many throughout the state.”

Tuesday’s news comes as KWU prepares for its biggest physical growth in school history, a time when three major, campus-enhancing projects could be occurring simultaneously. Sams Chapel and the music department will be renovated, thanks to the recently completed phase one of a campaign for music. In addition, a new dining facility will be built, and initial permits have been filed to construct new student housing.

KWU has also grown its criminal justice program in recent months, helped by Saline County and Executive Order 11246. The university now offers a certificate program, free of charge, to employees of the Saline County Sheriff’s Office and the Salina Police Department. Community partnerships, including a recently announced agreement with the Kansas College of Osteopathic Medicine, have helped boost growth, as well.

KWU is also part of the Kansas Independent College Association (KICA)’s universal transfer agreement with Kansas community colleges. That agreement enables any student awarded an Associate of Arts or Associate of Science degree from a Kansas community college to transfer to a KICA institution, having already fulfilled that institution’s general education requirements. KWU supports that agreement with the Kansas Advancement Scholarship, a guarantee of at least $20,000 per year in scholarship aid for any graduate of a Kansas community college.

“A large number of public universities are experiencing significant enrollment declines,” said Oliver. “Students, however, believe in The Power of AND. They know they can come to Kansas Wesleyan and leave prepared for whatever awaits them. We are proud that more and more students are recognizing the value of a Kansas Wesleyan education.”

SOLOMON - A small earthquake shook part of Dickinson County Tuesday morning.

According to the Kansas Geological Survey, a 2.4 magnitude earthquake struck south-southeast of Solomon at 9:43 a.m. Tuesday. The quake was centered east-northeast of the 2000 Avenue/Barn Road intersection.

Small quake rattles part of Dickinson County Tuesday morning

Two people were arrested after an altercation in a downtown Salina drinking establishment early Saturday morning.

Salina Police Captain Paul Forrester said this morning that officers responded to Big Nose Kate's, 121 N. Santa Fe Avenue, at 12:30 a.m. Saturday for the report of a disturbance involving a firearm. Witnesses told police that during an altercation involving a number of patrons, one patron, later identified as Laurence McCall, 18, of Topeka, pulled up his jacket, exposing a black handgun.

McCall had left the bar by the time police arrived and was said to be in the area of the west parking lot. A witness told police of seeing McCall conceal an item outside the building, and showed police the location, Forrester said. There they found a black Glock 22 .40 caliber handgun.

When McCall saw police in the west parking lot, he ran back inside the bar and attempted to hide in the restroom. As officers were attempting to get McCall out of the restroom, another man, identified as Dennis Wright, 25, of Salina, tried to push his way into the restroom to assist McCall, Forrester said. Wright had to be forcibly restrained, Forrester said.

McCall was arrested on the following requested charges, according to Forrester.

●Possession of a firearm while under the influence of alcohol

●Interference with a law enforcement officer

Altercation at local bar leads to arrest of Topeka, Salina men

A man was arrested Monday afternoon after allegedly exposing himself and asking children to touch his genitals in a west-central Salina park.

A witness who was in Sunset Park, 700 Sunset Drive, told police that a man, later identified as Jesse Kiser, 39, was acting peculiarly. Kiser then allegedly exposed himself to the witness and her child, and approached the playground area of the park, where he allegedly asked children to touch his genitals, Salina Police Captain Paul Forrester said this morning.

Kiser was located walking near the park in the 1100 block of W. Republic Avenue. When police attempted to place Kiser into custody, a struggle ensued, Forrester said. Kiser grabbed one officer's ballistic vest. Additionally, an officer had a small laceration on one hand from the incident.

Forrester said Kiser was arrested on the following requested charges.

●Lewd and lascivious behavior to a person under age 16

●Lewd and lascivious behavior to a person over age 16

●Aggravated indecent solicitation of a child

●Two counts of battery on a law enforcement officer

●Felony interference with a law enforcement officer

●Pedestrian under the influence of alcohol

Man arrested after allegedly exposing himself in Salina park

A Salina man was arrested after he allegedly pulled a revolver on a Tescott man while the two were in vehicles on S. Ohio Street Friday afternoon.

Salina Police Captain Paul Forrester said this morning that a 27-year-old Tescott man told police that he was driving northbound on S. Ohio Street near the intersection with Greeley Avenue just after 2 p.m. Friday when a blue Honda Civic that appeared to be driving recklessly slammed on its brakes in front of him. The Tescott man had to swerve his vehicle to avoid a collision. 

The Civic then pulled alongside the Tescott man's vehicle and words were exchanged, Forrester said. A passenger in the Civic then allegedly pulled out a revolver and pointed it at the Tescott man. 

The Tescott man was able to provide a license plate number to police, and officers later located the Civic and its occupants. Forrester said that during a search of the Civic, officers found a Heritage .22 caliber revolver and a Taurus G2c 9mm handgun.

Forrester said the passenger in the Civic, Zachary Burwell, 25, of Salina, was arrested on one count of aggravated assault.

Salina man arrested after allegedly pointing gun at driver on S. Ohio

Two people were injured in a rollover wreck on Interstate 135 south of Salina early Monday morning.

A black 2022 Hyundai Santa Fe driven by Jeremy Cleghorn, 37, of Moyers, Okla., was southbound on I-135 when a red 2019 Toyota Camry driven by Dakota Collins, 32, of Lindsborg, came up behind the SUV and attempted to pass it. The right front corner of the Camry struck the left rear corner of the Santa Fe, causing the SUV to go off the west side of the roadway and roll several times, Saline County Sheriff Roger Soldan said this morning.

The wreck occurred at approximately 5:33 a.m. Monday.

Both Cleghorn and a passenger in the SUV, Brett Millar, 28, of Weatherford, Texas, were injured and were transported to Salina Regional Health Center, Soldan said.

All three persons involved in the wreck were properly restrained.

Collins was booked into the Saline County Jail on the following requested charges, according to Soldan.
