Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a seasonally adjusted unemployment rate of 2.9% in December. This is an increase from 2.8% in November and an increase from 2.8% in December 2021.

Saline County jobless numbers remained steady over the past two months at 2.4 percent. The rate in Dickinson County increased to 2.5 percent. Ellsworth saw an increase from 1.8 percent in November to 2.2 in December. The rate in McPherson County is still below 2 percent.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 500 from November. Total nonfarm includes private sector and government employers. Private sector jobs increased by 1,100 over the month, while government decreased by 600.

“Kansas experienced strong job growth over the year, with the private sector adding 37,900 jobs,” said Labor Economist Nathan Kessler. “Industries that saw robust growth include manufacturing and education and health services, collectively adding 15,900 jobs over the year.”

Since December 2021 Kansas' seasonally adjusted total nonfarm jobs have increased by 42,300. This change is due to an increase of 37,900 private sector jobs and an increase of 4,400 government jobs.

Performances are scheduled for 7 p.m. Jan. 27-28 and 2:30 p.m. Jan. 29 in the Central High auditorium. Running time is approximately 2 hours including a 15-minute intermission.

Salina Central Theatre to present 'Mamma Mia' Jan. 27-29

Kansas First District U.S. Congressman Tracey Mann told Salina Post that he is "rolling up his sleeves" to get to work on reauthorizing the Farm Bill, improving transportation and infrastructure, holding China and the Biden administration accountable, IRS funding, and change of House leadership.

Mann will continue to serve on the House Agriculture Committee again this year. That's important because this is a Farm Bill year.

Dating back to 1933, the Farm Bill was first authorized following the collapse of the commodities market caused by the Great Depression. The Farm Bill brought stability for food and agriculture producers who suffered devastating losses as a result of the Dust Bowl.&nbsp;

"Our current Farm Bill, these are five-year bills, expires Sept. 30 of this year," Mann said. "Getting that right for agriculture and for rural Kansas will be incredibly important. We'll put a lot of effort and focus there. We have been and we'll continue to do that until we get that done."

The Farm Bill is the single largest financial commitment that the U.S. government makes to U.S. food and agriculture producers, providing nutrition assistance, crop subsidies, crop insurance, rural broadband internet deployment and a range of other programs and initiatives.&nbsp;

Mann said that he hopes a legislative hearing on the Farm Bill is scheduled to take place in Kansas.

"I'm optimistic that we'll be able to have a field hearing in our state," Mann said. "That's not a promise, but that's something I'm working towards. We are not going to like the Farm Bill we get if we don't have ag producers input and stakeholder input in it. It's incredibly important to me and we've been meeting with people and listening to folks."

Congressman Mann is a fifth generation Kansan, who was born and raised on his family farm just south of Quinter. He is also the fifth generation to live in the family farmhouse that his great-great-grandfather ordered from Montgomery Ward catalogue in the early 1900s.&nbsp;

Transportation and Infrastructure Committee and Small Business Committee

Mann will also serve, for the first time, on the House Transportation and Infrastructure Committee. Mann said he is excited to join this committee because of the direct connection infrastructure has with agriculture.

"Agriculture is the biggest driver of our economy. But you also have to have transportation, roads, bridges rail, to get our ag products out of the fields, out of feed yards and into the market," Mann said. "So ag and transportation kind of go together like that. So I'm really excited."&nbsp;

Mann will also serve on the Small Business Committee.&nbsp; The committee has oversight and authority over the Small Business Administration (SBA) and its programs.

"There are 200,000 small businesses all over the district," Mann said. "This is your auto repair shops, your coffee shops, folks that are servicing oil, oil and gas industry. Our farms are also small businesses as well."&nbsp;

After Republicans gained control of the House and selected a speaker, work began on assigning representatives to committees already formed, and the creation of two new select committees. They are, H. Res. 11: Establishing the Select Committee on Strategic Competition Between the United States and the Chinese Communist Party and&nbsp;H.Res. 12, Establishing a Select Subcommittee on the Weaponization of the Federal Government. Mann voted in the affirmative on the creation of both committees.&nbsp;

“The committees’ work will investigate the threats to freedom and democracy in America from both foreign and domestic actors – those in our own government and those overseas. Whether it’s the Chinese Communist Party defrauding America or the FBI or DOJ violating Americans’ rights, these committees will get to the bottom of the wrongdoing and make recommendations to Congress on how to address it. House Republicans are keeping our promise to conduct oversight and fight tyranny in all its forms.”

&nbsp;House Republicans, including Mann, voted on Jan. 9 to defund the IRS tens of billions of dollars allocated to the agency over the next decade through the Inflation Reduction Act, and rescind the request for 87,000 new IRS agents.&nbsp;

"I think that is the last thing we need right now,"Mann said. "An overwhelming majority of folks in the Big First District have told me that they don't want to see the IRS hire 87,000 more agents to go out and really harass and go after good, honest, hard working blue collar folks, which is what that legislation would do."

The legislation aimed at defunding the IRS has little support in the Democrat controlled Senate, and is extremely likely to be vetoed by President Biden.&nbsp;

Mann helped put into perspective the number of IRS agents being requested by the Biden administration.&nbsp;

"The Chiefs are in the playoffs right now- Arrowhead Stadium has a capacity of about 80,000 people," Mann said. "Just think about full Arrowhead Stadium this weekend and add about 7000 to that. What we need to do is&nbsp; cut spending, get serious about balancing our budget to deal with this $32 trillion debt that we've racked up."&nbsp;

After voting 14 times to elect a speaker to the house of representatives, Republican Kevin McCarthy (CA-20) finally secured the necessary votes to seize the gavel from long time political rival, Nancy Pelosi (CA-11).

"The biggest political development in Washington, DC is that Nancy Pelosi is no longer the speaker," Mann said. "The Republicans are in the majority in Congress, which means there are good bills that we can put forward."&nbsp;

During the midterms last year, Republican candidates, including Mann, toured Kansas in a tour bus with the words, "Fire Kelly. Fire Pelosi" printed on the side.&nbsp;

From Jan. 17-19 Mann has toured Kansas' first congressional district visiting with Kansans and listening to their thoughts and concerns&nbsp;

"Visiting with Kansans is one of the most important aspects of representing the Big First District in Congress," Mann said. "My team and I make a goal of visiting all 63 counties every year."

That's important because this is a Farm Bill year.Dating back to 1933, the Farm Bill was first authorized following the collapse of the commodities market caused by the Great Depression. The Farm Bill brought stability for food and agriculture producers who suffered devastating losses as a result of the Dust Bowl.&nbsp;"Our current Farm Bill, these are five-year bills, expires Sept. 30 of this year," Mann said. "Getting that right for agriculture and for rural Kansas will be incredibly important. We'll put a lot of effort and focus there. We have been and we'll continue to do that until we get that done."The Farm Bill is the single largest financial commitment that the U.S. government makes to U.S. food and agriculture producers, providing nutrition assistance, crop subsidies, crop insurance, rural broadband internet deployment and a range of other programs and initiatives.&nbsp;Mann said that he hopes a legislative hearing on the Farm Bill is scheduled to take place in Kansas."I'm optimistic that we'll be able to have a field hearing in our state," Mann said. "That's not a promise, but that's something I'm working towards. We are not going to like the Farm Bill we get if we don't have ag producers input and stakeholder input in it. It's incredibly important to me and we've been meeting with people and listening to folks."Congressman Mann is a fifth generation Kansan, who was born and raised on his family farm just south of Quinter. Staff is also making preparations to have salt trucks on standby ready to be deployed when the need arises.

The public is asked to allow ample space when approaching salt trucks from behind, as the equipment will be distributing salt to the roadway. Driving too closely to equipment could also present additional challenges and safety concerns for operators and other motorists

City of Salina prepping for impending winter storm

A local woman was arrested on requested drug and child endangerment charges after an incident in south Salina early Wednesday afternoon.

A witness called in to report that a black SUV was driving erratically in the 2000 block of S. Ninth Street, Salina Police Captain Paul Forrester said this morning. The witness also said that the SUV had stopped in traffic and had hit a curb.

Another witness reported that the still-running SUV was stopped in a parking lot in the 2400 block of S. Ninth Street and that the driver appeared to be passed out, Forrester said.

The incident occurred just before 12:30 p.m. Wednesday.

Officers made contact with the driver, identified as Emma Allen, 22, of Salina, and located a two-year-old boy in the back seat, Forrester said. The boy was in a child seat. Forrester said Allen had difficulty communicating with officers.

After an onsite DUI investigation, it was determined that Allen possibly was under the influence of methamphetamine, Forrester said. She was taken to the Salina Police Department for further testing. While there, Allen left the temporary detention room to use the restroom. Forrester said that while Allen was in the restroom, officers found in the temporary detention room a pouch containing what was believed to be methamphetamine. After Allen exited the restroom, officers located two discarded straws in the restroom, he added.

Allen was arrested on the following requested charges, Forrester said.

Employees reported that sometime between Nov. 21 and Jan. 7, someone broke into a storage shed behind the business. Employees located a lock on the shed that had been changed. Staff then discovered 175 pairs of HEYDUDE shoes were stolen. 

The stolen property is valued at approximately $5,250.

My father has never taken his finances seriously, and the other day he asked us for $400 to pay his cell phone bill and overdraft fees at his bank. Even as an adult, he would go to his parents regularly before they died asking for money when he always had a good job. Giving him the money right now would make things really tight for our family, and we don’t want to lose the ground we have gained where our finances are concerned. Do you have any advice?

Way to go! It makes me to happy to hear folks so charged up and on fire to get control of their finances. You won’t regret the decision.

I’m going to be straightforward with you, ok? You and you husband need do the right thing, no matter how dad reacts to this. And the right thing, right now, is taking care of your&nbsp;<a href="https://www.ramseysolutions.com/debt/should-you-ever-loan-money-to-family" target="_blank">family</a>&nbsp;first and not putting your finances in jeopardy. If I were in your situation, my answer to dad would be no.

I understand there’s a feeling of obligation to help your father. But it sounds like dad needs to learn a lesson or two about life&nbsp;and&nbsp;money. When you say your dad is irresponsible with money, handing him more of it won’t help. It would be like giving a drunk a drink. On top of that, it will reinforce the idea he can continue being dumb with money and there will be no consequences.

Trust me, I understand the&nbsp;<a href="https://www.ramseysolutions.com/budgeting/psychology-of-money" target="_blank">emotions</a>&nbsp;involved in helping out a parent. If you feel this is a situation where there is&nbsp;literally&nbsp;no alternative, I’d suggest making the $400 contingent on your dad beginning—and successfully completing—a good financial counseling course. Whatever you do, be gentle and respectful when you talk to him. And make sure he understands it hurts when you see him struggling.

But let him know, too, it’s&nbsp;his&nbsp;responsibility to work through his bills and take care of his finances.

A local man suspected of distributing methamphetamine was arrested Thursday afternoon by the Kansas Bureau of Investigation (KBI) at a south Salina hotel.

According to information released this evening by the KBI, agents arrested Gregory “Bo” Westfall, 55, of Salina, at the  Rodeway Inn, 3932 S. Ninth Street, at approximately 1:10 p.m. Thursday.

Westfall was arrested for alleged distribution, or possession with the intent to distribute, methamphetamine in November 2022 in Dickinson County, according to the KBI.

After Westfall was arrested, KBI agents observed drug paraphernalia in a room rented by an associate of Westfall. The agents then obtained a search warrant for the room. The Kansas Highway Patrol and the Salina Police Department assisted by offering K-9 officers to aid in the search.

During the search, methamphetamine, counterfeit oxycodone pills that were believed to be laced with fentanyl, and an illegal firearm were located.

Additionally, a woman who was not identified was detained for questioning.

Westfall was booked into the Dickinson County Jail. Additional charges are pending, the KBI noted.

Salina man arrested for alleged distribution of methamphetamine

The Kansas Wesleyan Department of Music will hold its first performance of the spring semester Sunday, a solo voice recital by faculty member Anne Gassmann. 

The performance gets underway at 2 p.m. Sunday in University United Methodist Church, 1509 S. Santa Fe Avenue, and is open to the public at no charge.

Sunday’s program will include works by Monteverdi, J.S. Bach, Claude Debussy, Leonard Bernstein, and Andrew Lloyd Webber, just to name several. It will also include two duets with soprano Katie Comley, ’22, who now serves as a vocal music director in Scott City.

Gassmann, the director of choral music and voice at KWU, also conducts the Philharmonic Choir and Wesleyan Chorale, in addition to teaching applied voice and vocal-related courses. She continues to perform as both an ensemble member and soloist throughout the Midwest.

 Gassmann received her Doctor of Musical Arts in Choral Conducting from the University of Nebraska-Lincoln. Prior to her doctoral work, Gassmann taught middle and high school in the upper Midwest.

KWU music's Gassmannn to perform recital Sunday

CONCORDIA - When the North Central Kansas Medical Center (NCKMC) opened in November, it expanded services to include hydrotherapy. 

NCKMC has been providing this rehabilitation therapy in its new hydrotherapy suite, which includes two private changing rooms and a restroom.

The HydroWorx pool is a zero-entry pool that lowers into the water and features an underwater treadmill. HydroWorx products are used by top healthcare and sports facilities worldwide. Their patented underwater treadmill takes advantage of the body’s buoyancy in water by eliminating between 20-90 percent of an individual’s body weight. 

For example, in collarbone-deep water, a 200-pound subject will bear only 20 pounds while in the aquatic therapy pool. This, in conjunction with therapeutic warm water, allows for substantially decreased joint compression and pain.

Hydrostatic pressure promotes the healing and strengthening of injured tissue by reducing joint stiffness, decreasing swelling, and lowering blood pressure levels. Cardiovascular stamina, muscle toning, and flexibility are augmented by the resistance that water provides.

“Our staff has enjoyed providing this new mode of recovery to our patients, and our patients love using the pool,” said Tyler Deutscher, director of rehabilitation. “We are seeing more back pain patients. The hydrostatic pressure of water feels good and the buoyancy makes it easier for people to move freely.”

Consistent with conservative wishes when it comes to K-12 education, the 2023 “A better way” legislative agenda Kansas Republicans released a few days ago leans toward support for school choice Education Savings Accounts (ESAs).

Any significant upside in this is that the legislative process provides plenty of time for the public to voice their own goals for public school improvement.

ESA legislation likely to be introduced in 2023 would allow parents to draw down individual per student state funding to use at a private school or for other educational expenses such as tutoring, transportation or extra-curricular services.

Can providing Kansas taxpayer dollars to parents to spend on their child’s learning be the magic bullet for education or do ESAs drain the Kansas school system of needed resources and nullify the intent of state and federal law?

Kansas already offers a wide array of school choice options for parents—traditional public schools, public charter schools, public magnet schools, private schools, online academies and homeschooling. Open enrollment, which will go into effect in the 2024-25 school year, will permit any Kansas student to transfer schools based on the receiving school’s capacity.

An ESA is not a 529 education savings account plan, in Kansas called Learning Quest, where parents/anyone can invest their own dollars toward a child’s education. Funds accrued in a 529 account can be withdrawn tax-free if used to pay for college or other qualified education expenses including private schools.

The proposed ESA program is similar to voucher programs which originally allowed states to convert the amount of tax dollars going to support a child in public school to vouchers handed directly to parents for use at approved private schools.

The first voucher programs emerged in Southern states, during the 1950s shortly after American schools were desegregated. These vouchers were found unconstitutional by the U. S. Supreme Court in part because of selective-admission private school policies.

A resurgence in conservatism and voucher popularity began around 2000 and 15 states now have some form of revised voucher plans often called ESAs. These states’ laws are not uniform. Some limit recipients to high need students. Others allow funds to be spent on select learning services beyond private school tuition.

Recent successful lawsuits in Tennessee, South Carolina, and Kentucky blocked the diversion of millions of taxpayer dollars from public schools to private school vouchers.

The Education Law Center Public Funds Public Schools tracks challenges to ESAs and found a recently filed New Hampshire lawsuit revealed Amazon as the largest ESA beneficiary in 2021, receiving 18% of funds released to parents.

ESA supporters point to West Virginia, Florida and Arizona as examples where ESAs contribute to student success, but verification is difficult to determine because it is often based on short-term, non-scientific data collection.

There is an enormous difference between parents’ right to choose education for their own children and parents having power to decide where distribution of taxpayer dollars will go.

In Kansas, ESAs may be less about the opportunity for school choice than about shifting taxpayer education dollars to corporate entities and selective-admission private schools.

There are other, better ways to fix problem schools.

Whether it’s rural, suburban or city schools, anytime taxpayer money goes out-the-door to private enterprise, schools lose resources and the American ideal of free public education for all is diminished.

Saline County seeks input regarding reuse of current jail facility

CLOUD COUNTY —Law enforcement authorities in north-central Kansas have recently fielded several calls about illicit Fentanyl in Cloud County, according to a statement from the Concordia Chief of Police and the Cloud County Sheriff.

At this time law enforcement authorities believe it is circulating illegally within communities in Cloud County.&nbsp; "We would like to remind you that any illicit drug could be laced with Fentanyl. Typically it is found in counterfeit pills and homemade edibles among other illicit drugs."

"Any candies, edibles or pills not purchased directly from a store or pharmacy or not in its original packaging may have been tampered with."

"Fentanyl is often abused by addicts who obtain it on the street or illegally. Based on lab results, 2 out of 5 seized counterfeit pills contain lethal doses, which the Drug Enforcement Administration defines as being 2 mg of fentanyl."

"However, the different forms of lab-created fentanyl and its analogs, along with it being often combined with other illicit drugs, make it very difficult to determine a specific amount that would lead to death. Fentanyl also affects individuals differently, so what might be fatal for one person might not be for another."

"Any use of fentanyl is potentially deadly.People who use fentanyl can experience an overdose, which occurs when a drug causes severe and life-threatening symptoms."

"Typically, a fentanyl overdose will cause a person’s breathing to be impaired. When the brain does not get enough oxygen, one can go into a coma and suffer from brain damage. The effects of fentanyl on the brain also slow down the function of other major organs, including the heart, kidneys, and lungs, as well as a person’s motor function."

"Potent doses of fentanyl cause a user to experience several dangerous side effects beyond the initial euphoric feelings. When three symptoms are present at the same time, such as coma, small pupils, and difficulty breathing, overdose is very likely. Immediate medical care must be administered to keep that person from suffering from lasting complications and even death."

"If caught early enough and before it reaches the final life-threatening stage, fentanyl overdose can be treated. Naloxone is a medication that is effective against fentanyl and other opioids if given immediately."
