UPDATE 11:45 a.m. Monday: Following is the media release from the Salina Police Department concerning the arrest of&nbsp;Tyler Justeane Stanfield in the alleged murder of a 35-year-old Salina man.

On January 22, 2023, pursuant to an investigation, the Salina Police Department developed probable cause to arrest Tyler Justeane Stanfield, age 30, of Salina.

An affidavit has been sent to the Saline County Attorney’s Office, requesting charges of:

• Felon in Possession of a Firearm

• Unlawful Discharge of a Firearm

• Possession of a Firearm by an Addicted Person

• Possession of Drug Paraphernalia

The decedent is identified as 35-year Cory Dale Riley, of Salina. The next-of-kin has been notified.

Every person accused of a crime is presumed to be innocent unless and until his or her guilt is established beyond a reasonable doubt in a court of law.

SALINE COUNTY —Law enforcement authorities investigating a homicide that occurred in central Salina have a suspect in custody.

On Sunday morning, law enforcement dispatch received a call about a shooting that occurred in a residence in the 200 block of S. 10th Street, according to a media release.

First responders located a 35-year-old Salina resident with a gunshot wound. EMS transported the victim to Salina Regional Health Center where he underwent surgery. Unfortunately, the victim succumbed to his injury, according to the release.

According to online jail records, police booked 30-year-old Tyler Justeane Stanfield into the Saline County jail just after 3:30p.m. Sunday. She is being held on requested charges of first-degree murder,&nbsp;Criminal discharge of firearm; Recklessly at occupied dwelling and&nbsp;Criminal distribution of firearm to felon; Felony convction &lt; 5 years.

Police have released no additional details.&nbsp;&nbsp;The Kansas Bureau of Investigation is assisting police with the investigation.

UPDATE: Arrest made in Salina homicide; victim ID'd

A Salina man with an active warrant faces an additional requested charge after he allegedly hid from police behind a piece of plywood and then ran.

Salina Police Captain Paul Forrester said this morning that officers were dispatched to the 200 block of S. Ninth Street Sunday for the report of Kyle Nelson, 39, of Salina, being in the area. Nelson was known to have an active felony warrant from Saline County District Court for probation violation.

Officers made contact with several people working on a residence in the 200 block of S. Ninth Street. 

While officers were talking with the workers, one of the officers heard a phone beep behind him. Upon turning around, the officer discovered Nelson hiding behind a piece of plywood that was leaning against a tree, Forrester said. Nelson then ran but was taken into custody a short distance later.

Forrester said that in addition to the warrant, Nelson now faces a requested charge of felony interference with a law enforcement officer.

Nelson was part of the work crew, Forrester said.

Alleged punch to face leads to car striking tree in central Salina

Police are looking for the person who shot a dog in a central Salina backyard Thursday evening.

A 28-year-old Salina woman reported that she had let her boxer out in the fenced-in backyard in the 700 block of W. Prescott Avenue shortly after 6:30 p.m. Thursday. When the boxer came back up on the porch approximately three minutes later, it had been injured, Salina Police Captain Paul Forrester said this morning. The woman took her dog to the veterinarian, who discovered the dog had been shot.

At about the same time the dog was in the backyard, law enforcement dispatch received a report of shots being fired in the same general area, Forrester said.

The dog survived the shooting, but was taken to the K-State Veterinary Hospital, Forrester said.

The Kansas State Department of Education just released data indicating the graduation rate for Kansas public high schools increased to 89.1% in 2022. States coast-to-coast have been reporting increases in graduation rates despite solid data showing a decrease in learning these last three years.

Another bragging point is that graduation has reached an all-time high for students “who have historically struggled.” That means that more students who were low performers and previously would not have passed in previous years were now passing and graduating. This in turn is used to prove education reforms in individualized education, countering learning loss, etc. are working.&nbsp;

The classroom reality is quite different. Feedback from my former student teachers who are now veterans in the classroom indicates that over half of them are under pressure to inflate grades. They informed me of this many years before the pandemic and it has become dramatically worse.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

In response to state demands that the high school graduation rate increase from the low 70% of earlier times, many school administrators are dictating grading scales and prohibiting flunking grades. This accelerated during the pandemic where teachers were told that because the pandemic restrictions harmed students’ ability to learn, no grade could be given that was lower than a student’s previous grade.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Many schools (numbers still growing) moved to “equal-interval grading” that made a zero score start at 50%. A student who guesses on multiple-choice tests and gets 20-25% correct while knowing nothing, gets a “C.” Teacher colleagues then ask me what they should do to acknowledge those students who actually earned a “C”—give them a “B”? But then what about my bona fide “B” students? This is the real cause for the substantial increase in former “F” and “D” students now making it to graduation!

A few schools are immune to this coercion due to their selective community. Despite the Brown versus Board of Education ruling of 1954 that ended “separate but equal” segregation, segregation by economics continues. A few school communities consist of affluent families that have chosen the district for solid teachers and a record of turning out the best students. Their student body consists of children of highly motivated parents, and higher teacher pay provides them with the best of teachers.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

When Teddy Kennedy and George W. Bush passed the No Child Left Behind (NCLB) bill in 2001, it required that all children would reach “100% proficiency” by 2014. A few elite schools already met that goal, but they turned out the best because they only accepted the best. It was bipartisan arrogance to demand standardized perfection. Most persons would recognize that it is not correct to require that 100% of persons who enter a hospital will be cured. But legislators who believe they are experts in medicine because they were once a patient could set that same standard. And if the assessment was not-having-a-fever, everyone would be given aspirin and sent home. That is the case with state political bodies that believe they are experts in education because they once were students.&nbsp;&nbsp;&nbsp;

Ever since NCLB, most teachers have been relegated to assembly line workers whose job is teaching-to-the-standardized-state-assessments. While state assessment scores based on achievement test memorization have gone up, scores on aptitude tests that measure critical thinking, such as the ACT and NAEP, have steadily gone down over the last decades. This has resulted in attempts to get the NAEP also changed into a teach-to-the-test assessment. Meanwhile, U.S. students also continue to decline in international assessments of science and math, such as the PISA and TIMSS.

When states ignore professionals and set goals such as 95% graduation rates, school administrators in turn override teachers’ professional responsibility in grading in order to meet those paperwork “goals.” The result is dramatic grade inflation and the deprofessionalization of teaching. This is a foremost cause of teachers quitting the classroom. Young students witness this deprofessionalization and do not pursue teaching. I know of teachers who refused to pass every student this last semester and have indicated that if their grades are changed by the administration, this will be their last year teaching. Much of the blame for the growing teacher shortage rests with these goals that are mandated from above.&nbsp;

I hesitate to mention another additional strategy to boost graduation rates: just let schools award posthumous degrees to the few students who tragically die before graduation. We could potentially reach a 101% graduation rate!&nbsp;

Engineering Ambassadors are current engineering students chosen to promote the engineering profession and act as hosts for the college. Variety of items on Salina City Commission agenda for Monday

Police are investigating a homicide that occurred Sunday morning in central Salina.

According to information released this morning by the Salina Police Department, on Sunday morning law enforcement dispatch received a call about a shooting that occurred in a residence in the 200 block of S. 10th Street.

"Salina Police officers and Salina Emergency Medical personnel responded and located a 35-year-old Salina resident with a gunshot wound. This person was transported to Salina Regional Health Center where he underwent surgery. Unfortunately, the victim succumbed to his injury," the Salina Police Department reported.

The case is being investigated as a homicide. A person of interest is in custody, the Salina Police Department noted.

Salina Police detectives are being assisted by the Kansas Bureau of Investigation.

UPDATE: Police, KBI investigating Sunday homicide in central Salina

On Monday and Tuesday, APAC-Kansas, Inc., Shears Division of Salina will close to traffic eastbound E. Cloud Street from Quincy Street to Norton Street to adjust manholes to match the recent resurfacing. 

Westbound traffic will be able to pass; eastbound traffic will be detoured south one block to Max Avenue, east one block to Norton Street, then north one block back to E. Cloud Street. 

From Monday through Thursday they will close to traffic eastbound E. Cloud Street from Roach Street to Lewis Street for the same reason.

 Westbound traffic will be able to pass; eastbound traffic will be detoured south five blocks to Albert Avenue, then east three blocks to S. Ohio Street. 

Through traffic in both directions is urged to avoid the area altogether or proceed with caution for the safety of the crews performing the work. 

The work is part of last year's $965,000 ultrathin bonded asphalt surfacing project, which was a major part of the City of Salina's $4.7 million street maintenance capital improvement program.

City of Salina announces roadwork on part of E. Cloud Street

Celebrate Kansas Day a bit early at the Smoky Hill Museum in Salina on Saturday.

The State of Kansas turns 162 years old on Sunday.

The free event for the whole family is scheduled for 1-3 p.m. Saturday in the museum, 211 W. Iron Avenue.

A variety of demonstrations, make-and-take crafts, and delicious refreshments will be available. Learn how to make butter and shell corn, as well as wool carding, spinning, and weaving, according to information from the museum.

And if you're looking for special Kansas-made gifts for Kansas Day, check out the selection of Kansas-made items available in the museum store.

While you're at the museum, check out the latest exhibit, sparked not by the candles on Kansas' birthday cake but by an exploration of both national and local historic fires. 

According to information from the museum, while huge national fires receive the most attention, all communities, Salina included, suffer from and learn about the power of fire. The exhibit examines these historical fires that have significantly impacted fire safety, construction codes, legislation, policies, and procedures.

The Fire: Embers of Discovery exhibit runs through Oct. 7.

A compact but powerful upper level low pressure system moved out of the Southern Rockies and into the Oklahoma Panhandle and southwest Kansas during the early morning hours of Saturday. 

This storm system brought significant snowfall to west-central Kansas with snowfall amounts in the 4- to 10-inch range. At one point, Interstate 70 was closed west of  Hays due to dangerous conditions further west.
