Special alcohol fund requests, rezoning on City of Salina agenda

Tennis complex naming rights, proclamations, special alcohol funding requests, and a rezoning request from CKF Addiction Treatment, Inc., are among the items on the Salina City Commission agenda for Monday.

About the meeting

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

The meeting also can be accessed by phone at 1-346-248-7799. Enter Meeting ID:892 7598 4587 when prompted.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

Citizens can also send written comments or questions to City Commissioners by visiting the City of Salina’s website at www.salina-ks.gov and using the “Email City Commission” icon on the home page.

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Study session

Commissioners are scheduled to meet in a study session at 3 p.m. Monday. The topic of the study session is Property/casualty insurance 2023 state of the marketplace. To see the information packet for the study session, click here.

Regular meeting

The regular meeting is scheduled to begin at 4 p.m.

Commissioners are scheduled to consider the following two proclamation requests.

●Recognition of the week of March 12-18, 2023, as MS Awareness Week in the City of Salina. Brent Kirkhart, Salina is scheduled to read the proclamation.

●Recognition of the month of March 2023, as Theatre in Our Schools Month in the City of Salina. Emily Streeter, a theatre student at Salina South High School, is scheduled to read the proclamation.

Commissioners also are scheduled to consider special alcohol funding requests. The funding is made available through the state redistribution to cities and counties of a portion of its alcohol liquor taxes to be used for one of the following three permitted uses.

●General fund expenditures

●Special parks and recreation fund expenditures

●Special alcohol and drug fund expenditures

According to information from the city, the following requests were made for special alcohol and drug fund money.

The city noted that the money requested are expected to exceed the funds the city will receive from the state. Because of that the following three funding options based on what is anticipated from the state are being proposed by city staff.

In Option No. 1, commissioners could decide to award funds equally to each agency, capping the distribution amount requested as follows.

In Option No. 2, commissioners could choose to award funds received in direct proportion to the funding requests, capping the distribution to the amount requested as follows.

In Option No. 3, commissioners could approve awarding funds received in direct proportion to the funding requests and distribute any amount over the requested amount in the same proportional amounts.

Other items on the Salina City Commission agenda for Monday include the following.

●Conduct a public hearing and provide direction regarding a Tennis Complex Naming Rights Agreement and Agreement Related to funding and construction of the tennis building renovations.

●Consider approving on second reading a proposed ordinance addressing a request filed by 1858 Properties, LLC to vacate the North 100 feet of the ten-foot alley running north-south between Lots 173 and 175 on Seventh Street and Lots 174 and 176 on Santa Fe Avenue in the Original Townsite of Salina. This location is on the west side of Santa Fe Avenue, just south of Mulberry Street. It is the only remaining section of alleyway in that block.

●Consider approving a proposed resolution in support of the City of Salina becoming a POW-MIA City.

●Consider approving a proposed ordinance on first reading that would change the zoning district classification of property at 509 E. Elm Street from I-2 (light industrial) to C-1 (restricted business) to unify the zoning of the CKF campus and to allow addiction treatment housing on property CKF is acquiring from Saint Francis Community Services, Inc.

●Consider approving a proposed resolution adopting an amendment to the Building Kansas, LLC Rural Housing Incentive District Development agreement.

●Consider approving a proposed resolution adopting an amendment to the South View Estates, LLC Rural Housing Incentive District Development agreement.
