Recent obituaries and service times

By GLENN BRUNKOW Pottawatomie County farmer and rancher The annual meeting of Kansas Farm Bureau (KFB) is in Manhattan is coming the first weekend of December. I truly look forward to this meeting every year, and this one is no different. However, this year’s meeting will be a bit bittersweet as KFB’s President Rich Felts will ride off into the sunset and retirement. Our members will have the tough job of electing his replacement. President Felts has guided Kansas Farm Bureau for the past eight years with steady hand, a calm demeanor and an artful grace that has led to our organization reaching new heights. I have had the honor and privilege to a front-row seat at the board table. I consider Rich a friend and, more importantly, a mentor. I have watched as he has provided leadership and guidance on issues and made decisions that will affect our organization, our state and all of agriculture for years to come. I believe President Felts has left Kansas Farm Bureau in the best position we have ever been in and laid a foundation to ensure success in the future. Personally, I have been able to seek Rich’s wisdom and opinion on many things, and he has always been gracious and thoughtful. I have always taken heed of his advice, and I hope I can offer others the same leadership and experience. I am not sure I have ever been around someone as caring, dedicated, gracious or as empathetic as President Felts. He is truly the living example of servant leadership; I wish there were more leaders like him. You will never find anyone who cares more for Kansas Farm Bureau or agriculture.

I wish everyone could know the hours and miles Rich has put into representing Kansas Farm Bureau. He has been the face of the organization; one we were proud to have representing farmers and ranchers. I doubt there is anyone who came in contact with Rich who was not better because of it. While I understand his decision to step down and spend more time with his wife, Shirley, and the rest of their family, I hope Rich knows how much all of us will miss him both as the head of Kansas Farm Bureau and as a person. I also know he will still be around and always just a phone call away, which is reassuring. I will also miss Shirley equally as much. If a greeting from Shirley can’t brighten your day, you are in bad shape. Her joy and happiness are always contagious. President Felts will leave a tremendous legacy in the organization and in its future. Generations will be able to make better decisions and advocate for our way of life because of his leadership and for that we will be forever grateful. I know this is not goodbye and we will still see each other, but not nearly enough. I also know that Rich will probably not be comfortable with all of this attention, and that is part of what makes him a truly amazing individual. Rich and Shirley, I hope you enjoy your well-deserved rest but please also know how much we all appreciate your dedication and sacrifice in the name of Kansas Farm Bureau and agriculture in general. We are all better for knowing you.

INSIGHT: A rich legacy

On Nov. 30, 1782, the United States and Britain signed preliminary peace articles in Paris for ending the Revolutionary War; the Treaty of Paris was signed in September 1783.

In 1803, Spain completed the process of ceding Louisiana to France, which had sold it to the United States.

In 1874, British statesman Sir Winston Churchill was born at Blenheim Palace.

In 1981, the United States and the Soviet Union opened negotiations in Geneva aimed at reducing nuclear weapons in Europe.

In 1982, the motion picture "Gandhi," starring Ben Kingsley as the Indian nationalist leader, had its world premiere in New Delhi.

In 1993, President Bill Clinton signed the Brady Bill, which required a five-day waiting period for handgun purchases and background checks of prospective buyers.

In 2000, Al Gore's lawyers battled for his political survival in the Florida and U.S. Supreme Courts; meanwhile, GOP lawmakers in Tallahassee moved to award the presidency to George W. Bush in case the courts did not by appointing their own slate of electors.

In 2018, former President George H.W. Bush, a World War II hero who rose through the political ranks to the nation's highest office, died at his Houston home at the age of 94; his wife of more than 70 years, Barbara Bush, had died in April.

In 2020, two battleground states, Wisconsin and Arizona, certified their presidential election tallies in favor of Joe Biden, even as President Donald Trump's legal team continued to dispute the results; Biden's victory in Wisconsin was certified following a partial recount that only added to his 20,600-vote margin over Trump.

Ten years ago: Israel approved the construction of 3,000 homes in Jewish settlements on occupied lands, drawing swift condemnation from the Palestinians a day after their successful bid for recognition by the United Nations. Tens of thousands of protesters took to the streets in Egypt, denouncing President Mohammed Morsi and a draft constitution that was approved earlier in the day by his Islamist allies.

Five years ago: House Minority Leader Nancy Pelosi called on veteran Democratic congressman John Conyers to resign in the face of multiple accusations of sexual misconduct. (Conyers resigned five days later.) A jury found a Mexican man not guilty in the killing of a woman on a San Francisco pier, a shooting that touched off a fierce national immigration debate. (Jose Ines Garcia Zarate, who had been deported five times, did not deny shooting Kate Steinle but said it was an accident. He was found guilty of being a felon in possession of a firearm.) Rapper DMX pleaded guilty to tax fraud, admitting he concealed millions of dollars in revenue to dodge $1.7 million in taxes. (The rapper was sentenced to a year in prison.) Actor Jim Nabors, best known as TV's "Gomer Pyle," died at the age of 87.

One year ago: Ethan Crumbley, a 15-year-old sophomore, opened fire at a Michigan high school, killing four students and wounding seven other people; school staff had discovered his violent drawings but his parents wouldn't remove him from school. (The parents, James and Jennifer Crumbley, are accused of making the gun accessible and ignoring their son's mental health needs; they face charges including involuntary manslaughter.) The Biden administration moved to toughen testing requirements for international travelers to the U.S., including both vaccinated and unvaccinated people, amid the spread of the omicron variant of the coronavirus. CNN took Chris Cuomo off the air indefinitely, saying information released by New York's attorney general showed that he had played a greater role than he had previously acknowledged in defense of his brother, former New York Gov. Andrew Cuomo, as he fought sexual harassment charges. (Cuomo would be fired days later.)

Gridiron Glory: Congratulations Jeff Ryser!

A local man wanted in connection to a broken window at a downtown bar last week was arrested Monday at a north Salina tavern.

Despite already being banned, Brandon Davis, 37, of Salina, entered The Voo, 249 N. Santa Fe Avenue, Wednesday night and was promptly told to leave, Salina Police Captain Paul Forrester said this morning. After leaving the bar, Davis allegedly broke a front window at the establishment. 

The window, valued at $5,000, was described as being six-foot by six-foot with a curved cut on one side.

On Monday, Davis was located at the Bishop Street Tavern, 717 Bishop Street, where he was arrested on the requested charge of criminal damage to property, Forrester said.

No narcotics found during lockdown drill in Minneapolis

A seatbelt enforcement stop that turned into a pursuit ended with the arrests of two people from Salina Wednesday afternoon.

Salina Police Captain Paul Forrester said this morning that an officer conducting seatbelt enforcement in the 1200 block of W. Crawford Street noticed a driver in a Ford Fiesta who was not buckled up. The officer attempted to conduct a traffic stop. The car pulled into a parking lot, but then rapidly accelerated north on S. Broadway Boulevard, reaching 60 mph, Forrester said.

The driver then turned eastbound on W. South Street and drove in the area, eventually ending up on Morrison Avenue, where the driver, identified as Miguel Villefranc, 33, of Salina, abandoned the car in the middle of the street and fled on foot, Forrester said.

Witnesses reported that Villefranc had possibly run into a residence in the 400 block of Baker Street. The officer, who had K-9 Tyrann with him, released Tyrann to track Villefranc. Tyrann tracked him to the residence reported by witnesses.

Forrester said the officer made contact with a woman in the residence, identified as Allysa Haith, 30, of Salina. Haith allegedly told the officer that she was the only person in the house and that she did not know Villefranc.

Neighbors, however, told police that they saw Villefranc run into the house. Additionally, after investigating the matter, it was determined that Haith did, indeed, have an association with Villefranc, Forrester said.

A search warrant for the residence was obtained from Saline County District Court and Villefranc was found hiding in a closet in the residence. Officers also allegedly found methamphetamine and drug paraphernalia in a sweatshirt Villefranc had been wearing, Forrester said.

Villefranc was arrested on the following requested charges, Forrester said.

Crawford Street noticed a driver in a Ford Fiesta who was not buckled up. The officer attempted to conduct a traffic stop. The car pulled into a parking lot, but then rapidly accelerated north on S. Broadway Boulevard, reaching 60 mph, Forrester said.The driver then turned eastbound on W. South Street and drove in the area, eventually ending up on Morrison Avenue, where the driver, identified as Miguel Villefranc, 33, of Salina, abandoned the car in the middle of the street and fled on foot, Forrester said.<figure>

A construction pickup left on the side of the highway Wednesday was stolen over the holiday weekend.

Salina Police Captain Paul Forrester said this morning that at her mother's request, an 11-year-old girl was delivering an item to her grandmother's house a few blocks away. 

When she was in the area of W. Grand Avenue and N. Seventh Street, a man, identified as John Sturgis, 57, of Salina, came out of his residence in the 600 block of N. A 2.6 magnitude quake struck at 5:35 a.m. Tuesday southeast of Assaria, according to the Kansas Geological Survey.

The Greater Salina Community Foundation recently awarded more than $47,000 to nine charitable projects and organizations in Saline County.

 The following organizations received funding:

• St. John’s Missionary Baptist Church, $9,930 to be used to purchase supplies for multiple learning centers and to create a safe and welcoming entrance to St. John’s Kid Kare.

• Ashby House, $10,000 to be used to repair the Bridge to Sober Living apartment complex outdoor play area by repairing the existing concrete and build and install a new fence, benches, and shade structures above the benches.

• Big Brothers Big Sisters of Salina, $5,000 to support volunteer recruitment and match support through the Big Brothers Big Sisters Community Based Program.

• Little Samaritans Child Development Center, Inc., $2,589.40 to help purchase six child-size chairs, a 30” x 72” table and a copy machine.

• USD 305, $2,700 to help bring storyteller, Laura Packer, to lead workshops to teach students the process and impact of storytelling.

• Gypsum Summer Youth Program, $7,000 towards bus transportation to support visits to zoos, museums and other education programs and recreational activities.

• USD 306 Southeast of Saline, $2,478 to purchase an Omtech 50w laser and 120w air purifier.

• USD 306 Southeast of Saline, $2,000 to acquire The District Eat and Play as the venue for After Prom 2023.

• People In Need, $6,000 to provide support for rent.

This round of grants was made possible by five funds at the community foundation: the Dane G. toward State Street.

to the median work taking place, closure of the inside lanes will be in effect

Small quake rattles eastern Saline County Monday afternoon

During the holiday season, taxpayers should be aware of gift card scams thieves commonly use this time of year. 

Con artists will target taxpayers by asking them to pay a fake tax bill with gift cards. They may also use a compromised email account to send emails requesting gift card purchases for friends, family or co-workers.

This scam is easy to avoid if taxpayers remember that the IRS never asks for or accepts gift cards as payment for a tax bill.

●The most common way scammers request gift cards is over the phone through a government impersonation scam. However, they will also request gift cards by sending a text message, email or through social media.

●A scammer posing as an IRS agent will call the taxpayer or leave a voicemail with a callback number informing the taxpayer that they are linked to some criminal activity. For example, the scammer will tell the taxpayer their identify has been stolen and used to open fake bank accounts.

●The scammer will threaten or harass the taxpayer by telling them that they must pay a fictitious tax penalty.

●The scammer instructs the taxpayer to buy gift cards from various stores.

●Once the taxpayer buys the gift cards, the scammer will ask the taxpayer to provide the gift card number and PIN.

Here's how taxpayers can tell if it's really the IRS calling. The IRS will never:

●Call to demand immediate payment using a specific payment method such as a gift card, prepaid debit card or wire transfer. Generally, the IRS will first mail a bill to any taxpayer who owes taxes.

●Demand that taxpayers pay taxes without the opportunity to question or appeal the amount they owe. All taxpayers should be aware of&nbsp;their rights.

●Threaten to bring in local police, immigration officers or other law enforcement to have the taxpayer arrested for not paying.

●Threaten to revoke the taxpayer's driver's license, business licenses or immigration status.

Any taxpayer who believes they've been targeted by a scammer should:

●Contact the Treasury Inspector General for Tax Administration to report a phone scam. Use their <a href="https://www.tigta.gov/">IRS Impersonation Scam Reporting</a>&nbsp;webpage. They can also call&nbsp;800-366-4484.

●Report phone scams to the Federal Trade Commission. Use the&nbsp;<a href="https://reportfraud.ftc.gov/#/?orgcode=IRS">FTC Complaint Assistant</a>&nbsp;on <a href="http://FTC.gov">FTC.gov</a>. They should add "IRS phone scam" in the notes.

Report threatening or harassing telephone calls claiming to be from the IRS to&nbsp;<a href="mailto:phishing@irs.gov">phishing@irs.gov</a>. People should include "IRS phone scam" in the subject line.

IRS: Taxpayers shouldn’t let gift card scammers ruin the holidays

BEVERLY - Hours after allegedly leading law enforcement personnel on a chase through parts of three counties, a Salina man was arrested Saturday afternoon on multiple charges that included possession of methamphetamine.

A Saline County deputy observed a man driving a 2008 Chevrolet Impala eastbound on Interstate 70 at 80 mph at approximately 9:10 a.m. Saturday. The driver seemed distracted and was squirming, Saline County Sheriff Roger Soldan said this morning. 

The car turned north at the N. Hedville Road exit. When the driver failed to maintain his lane, the deputy attempted to initiate a traffic stop, however, the Impala fled.

Soldan said the driver headed northwest, traveling on a number of Saline County roads before first crossing into Ottawa County and then into Lincoln County.

The car was found in Beverly, in western Lincoln County, Soldan said.

On Saturday afternoon, citizens in Beverly reported seeing the driver, identified as Dustin Howell, 43, of Salina, running through town, Soldan said. 

Howell was located at a residence in Beverly and arrested on the following requested charges, Soldan said.

Salina man arrested after chase in parts of three counties

A Salina man was arrested late Wednesday morning on multiple requested charges that included assault and battery on law enforcement officers.

Salina Police Lieutenant James Feldman said this morning that a neighbor in a duplex heard banging on the other side of a common wall and went next door to investigate. There he saw Donovan Green, 23, of Salina, banging on the wall.&nbsp;

The incident occurred at approximately 11:45 a.m.&nbsp; Wednesday in the 500 block of W. Walnut Street.

The neighbor went back to his apartment and Green allegedly entered the apartment with a baseball bat, swinging it at the man, Feldman said. The man was able to duck out of the way, however, the bat put a hole in a wall.

A scuffle ensued between the two and the man was able to push Green out the front door, Feldman said. Green then allegedly broke a glass on the door.

When officers arrived, Green allegedly approached them in a threatening manner and there was a struggle as they attempted to take him into custody. A Saline County Sheriff's deputy arrived and helped them. Green allegedly battered both officers and attempted to batter the deputy, Feldman said.

Green was arrested on the following requested charges, Feldman said.

●Interference with law enforcement officers

●Two counts of battery on a law enforcement officer

Damage to the wall and the door was estimated at $350.

Salina man allegedly threatens neighbor with bat, lands in jail

Four people were injured in a rollover wreck west of Salina early Sunday morning. 

Saline County Sheriff Roger Soldan said this morning that Anthony Silvestre-Cedillo, 25, of Salina, was eastbound on Kansas Highway 140, just west of S. Burma Road, in a 2018 Infinity, when he lost control of the vehicle on the wet roadway. The vehicle rolled, coming to rest in a field.

The wreck occurred at approximately 12:53 a.m. Sunday.

Silvestre-Cedillo and three adult passengers received cuts and bruises and were transported to Salina Regional Health Center, Soldan said. All were safely restrained.

Silvestre-Cedillo was cited for driving at an unsafe speed.

Four people injured in single-vehicle rollover west of Salina early Sunday

A local man got a surprise late Sunday afternoon when someone broke into his central Salina residence and quickly stole some gaming equipment while he was home.

The 47-year-old man told police that a white male he did not know knocked on the front door of his residence in the 200 block of S. Front Street at approximately 4:30 p.m. Sunday. Since the man didn't know the person at the door, he didn't open the door, Salina Police Lieutenant James Feldman said this morning.

The suspect then went around to a side door and tried to get into the residence. When he didn't gain entrance, he went back to the front door, broke a double-paned window on the door, and entered the residence. He then ran to a bedroom and stole two PlayStation 5s and a PlayStation controller before making a hasty retreat from the residence, Feldman said. 

The gaming equipment, valued at $1,280, belonged to two of the resident's roommates.

Damage to the front door window was estimated at $500. Damage to the side door jam was estimated at $300.

The suspect was described as a six-foot-tall white male in all-black clothing, Feldman said.
