CLOUD COUNTY —Law enforcement authorities are investigating an accident that injured a child.

Just before 6p.m. Monday, police responded to a vehicle, pedestrian accident near the intersection of 11th and Lincoln in Concordia, according to Police Chief Brent Gering.

EMS transported the child to North Central Medical Center and later to Wesley Medical Center in Wichita. The child was listed in serious but stable condition, according to Gering.

The Salina Education Foundation has selected its 2023 Loan Initiative for Future Teachers (LIFT) recipients. 

The following six recipients were selected from a pool of 13 applicants by a committee consisting of Salina Education Foundation Trustees, USD 305 staff, and community members.

Vanessa Arceo- Vanessa is a senior at South High School. She plans to attend Kansas Wesleyan University or Fort Hays State University and major in music education. Vanessa is bilingual in English and Spanish. She plays the violin for the Kansas Wesleyan University orchestra and the Salina Youth Symphony. Her hope is to bring people together through music.

Isaac French- Isaac is a graduate of Central High School and attends Kansas State University, where he is vice president of West Hall. He is majoring in secondary education and plans to teach social studies. Isaac wishes to create a safe place for his students to learn and develop through an understanding of the past.

Grace Hilbert-Grace is a graduate of South High School and Hutchinson Community College. She attends Wichita State University while working as an instructional assistant at Heusner Elementary School. Grace is studying elementary education. She enjoys working with children with disabilities and volunteers with her mother at “Night to Shine”, an organization that provides a prom for people with disabilities. Grace hopes to show her students that they are special.

Sara Orr- Sara is a graduate of South High School and attends Fort Hays State University, majoring in secondary education. Since 2016, Sara has worked at South High School as a para-educator and instructional assistant. Sara said that her co-workers and mentors have been a tremendous help to her. She enjoys advocating for her students’ voices to be heard.

Aubrey Powell-Aubrey is a senior at South High School. She plans to attend Butler Community College and study secondary education with a focus in mathematics. Aubrey said that her passion for math education began in middle school while doing pre-algebra. Finding slope and using Pythagorean Theorem was a highlight of her days as a middle school student.

Alaina Yianakopulos-Alaina is a graduate of Southeast of Saline High School and attends Emporia State University. She is majoring in elementary education with an emphasis in special education. Alaina shared that her experience working with a child with Down Syndrome was an incredible experience and helped shape her desire to study special education. Alaina says she believes she can help the world by bettering the lives of those kids who don’t get the same opportunities as the rest of us.

LIFT recipients receive up to $5,000 in forgivable loans, renewable annually after completion of their freshman year in college. Upon becoming certified teachers, they are eligible for hire to teach in USD 305 schools. Loans are forgivable for each year they teach in Salina public schools. The LIFT program is supported by charitable donations from individuals, local charitable foundations, and Saline County businesses.

Salina Education Foundation is governed by a volunteer board of trustees. Established in 1987, it endeavors to promote and support educational excellence by providing resources to enhance opportunities for the students and staff of Salina’s public schools.

Salina Education Foundation announces LIFT recipients

An attempt at an illegal left turn caused a three-vehicle wreck Monday afternoon in central Salina.

Teena Church, 60, of Tescott, was northbound on S. Ohio Street in a 2013 Chevrolet Traverse. She had stopped to turn left onto Prescott Road, which is illegal, as the intersection is marked for no left turn by northbound traffic on S. Ohio Street, Salina Police Captain Paul Forrester said this morning.

Because the SUV was stopped, a northbound 2016 Jeep Patriot driven by Heather Moses, 26, of Salina, was stopping as it came up behind the Traverse and was rear-ended by a 2016 Lincoln MKX driven by Marshall Thompson, 67, of Salina, Forrester said. The impact of that collision forced the Patriot into the back of the Traverse.

Moses was treated and released at the scene by EMS, Forrester said.

The Traverse sustained rear-end damage, the Patriot both front and rear-end damage, and the Lincoln front-end damage. All three were removed by their drivers.

Forrester said Church was cited for failing to obey a traffic sign and Thompson was cited for following too closely.

S. Whitmore Road between E. Hedberg Road and Assaria Road is scheduled to be closed Tuesday and Wednesday for the replacement of a cross-road drainage structure.

Local and emergency traffic will be provided access to private property within the sections of the closed road at all times but only from the side upon which the property lies.

A 78-year-old Salina man told police that his 1990 GMC Sierra pickup had been parked in the 500 block of N. Seventh Street. He first noticed it was gone on Saturday, however, because family members sometimes borrow it, the man didn't think anything of it being gone, Salina Police Captain Paul Forrester said this morning.

When the pickup was still missing on Monday and after checking with relatives, the man reported the theft to police. The key to the pickup was still in a shop near where the pickup had been parked, Forrester said.

The pickup is light blue and has a Kansas license plate of 328HLH on it. The pickup also has a rusty lift gate on the back, Forrester said. The pickup was valued at $8,000. 

Forrester said police are checking the area for surveillance video.

The event is a volunteer community cleanup project at various sites across the city. This year, Spring Spruce-up is scheduled for 8 a.m. to noon.

In addition to the Spring Spruce-up events, the City of Salina is offering a free landfill day for all Saline County residents from 8 a.m.-2 p.m. April 29. The city landfill is located at 4292 S. Burma Road.

According to information from the city, landfill customers must have Saline County license plates on their vehicles for free disposal. Vehicles from other counties will be required to pay normal tipping fees. Commercial waste haulers will be given priority (standard rates apply).

"Customers are encouraged to use caution at all times, follow staff instructions, obey all signs, stay on approved roadways and be prepared for delays. A line is expected to form during this event and the number of customers will be limited at the disposal site and convenience area. Removal of any landfill property, including waste from other customers, is strictly prohibited," the city noted in a news release.

The following items will not be allowed at the landfill.

Items that will be accepted, but still subject to applicable tipping fees for all commercial and residential customers include the following.

●Commercial loads (including waste from residents that is anything other than normal household trash)

●Freon-containing items (Freon removal certification required)

●Roofing and other construction materials

●Waste requiring a Special Waste Permit from the KDHE

Salina Spring Spruce-up, free landfill day set for April 29

Mark your calendars! Salina's Smoky Hill River Festival is less than two months away!

The epic arts party is scheduled for June 8-11 in Oakdale Park, and will include "many changes in food offerings, activities for kids, new roving and mainstage entertainers, and the arts show," according to information from festival staff. General festival hours are June 8, from 4-10 p.m., June 9-10 from 10 a.m. to 10 p.m., and June 11 from 10 a.m. to 5 p.m.

Admission to the Smoky Hill River Festival is by weekend wristband ($15 in advance and $20 at the gate) available in many local and regional locations beginning May 1, or by daily wristband ($10, sold only at the gate). Children ages 11 and under get in free.

Salina Arts &amp; Humanities staff discussed the highlights of the 2023 festival during a news conference this morning.

As a lead-in to the festival, the Festival Medallion Quest will begin on May 17 with the first clue being given at 4 p.m. on the front steps of the Smoky Hill Museum, 211 W. Iron Avenue. Clues will be released twice daily, at 7:30 a.m. and 4:30 p.m., until the medallion is found. There will be a $3,000 prize package for the winner.

The festival will officially begin at 4 p.m. June 8 when the gates open for the first time this year. The first day will include 35 food booths, an art patron party, and the ever-popular S.M. Additionally, more than 20 site-specific art installations will be spread throughout Oakdale Park on festival weekend, including Wind-O-River, a new installation on the Mulberry bridge by Salina artist Rich Bergen. His kinetic sculpture will provide dazzling color as patrons enter the park, festival staff noted.

If music is more your kind of art, you're in for a treat! In addition to Festival Jam on June 8, 56 hours of music performances are scheduled on three stages June 9-10, including a number of bands making their first appearances at the festival, according to Sarah Keck, entertainment coordinator. Music genres will include country, rock, soul, indie folk, and innovative fusion.

June 9 also will be the opening day for Artyopolis, an interactive area for children. This year, Artyopolis will include a new area: Construction Junction. According to festival staffer Susan Eberwein, children can work with unique materials as they create large-scale art. Additionally, Creation Crossing will feature free arts and crafts, and children's favorites Lego Lane and Button Boulevard also will return.

Paramount will take the Eric Stein Stage to close out the June 9 activities. According to staff, there will be giveaways and and a balloon artist, and those attending are encouraged to dress in '80s attire.

June 10 gets off to a fast start with the 42nd annual Smoky Hill River Run, which will include a two-mile walk, children's races, and a two-mile and five-mile electronically timed race. Salina Regional Health Center staff, who are organizing the run, will utilize more than 100 volunteers during the morning's race events.

Children and families also will rush into the festival once the gates open on June 10 to get a spot at First Treasures, a special patron tent for children ages 4-13 years old. Children will be able to select from hundreds of items priced in the $1-to-$5 range that are provided by exhibiting artists.

“This program helps kids learn the power of patronage,” Hammerschmidt said. “Some kids who have aged out of the program are now regular patrons in the art show.”

Festival Saturday will wrap up with Welshly Arms, an alternative rock band, playing diverse music with rock, gospel, and blues influences.

The final day of the festival will include a variety of changes, including a strong local flavor in music, a less hectic environment, and a unique scavenger hunt featuring 100 hand-painted dragonflies that will be hidden throughout Oakdale Park, festival staff noted. Kansas City-based painter and illustrator Evan “Doodle Dood” Brown is painting a flight of colorful metal dragonflies for the hunt. Additionally, 10 dragonflies will be hidden in the park on Friday and Saturday, giving attendees a sneak peek at the creations.

Food Row will include 10 new food vendors, as well as returning favorites throughout the weekend. New food items for this year's festival include the following.

The festival’s new brand, designed by Salina graphic artist Eric Montoy, is featured on this year’s festival t-shirt, according to staff. The gradient-colored shirts are available in the Salina Arts &amp; Humanities offices, online, or at the festival.

The Smoky Hill River Festival relies on approximately 2,000 volunteers each year. Volunteers do anything from helping set up, assisting children, or even simply putting on a smile and greeting everyone as they come and go. It’s all up to the volunteer and their interests, staff noted.

“Volunteers are the backbone of the festival,” said Brad Anderson Salina Arts &amp; Humanities executive director. “We need help with hospitality, in Artyopolis, in technical areas, and at the gates. It’s a great way for people to help the community and keep costs down.”

All festival volunteers and committee members must be 12 years of age or older and 16 years of age or older to operate a golf cart. Volunteers need to purchase admission wristbands to get into Oakdale Park. Artyopolis volunteers support craft-making and games for kids and families.

As festival goers enter the park, gate volunteers are the first point of contact. This is where admission is validated or purchased, and event programs are distributed.

The hospitality trailer is a place for the festival’s office operations, for entertainers to catch their breath between performances, and for staff to do the same. It is the center for communications between staff, vendors, attendees, emergency services, etc.

Technical volunteers (15-20 openings)

Technical volunteers support set-up on Wednesday and Thursday and tear-down on Sunday and Monday of Festival Week.

Vehicle purchases, proclamations, updates on Saline County agenda

TOPEKA -&nbsp;Marijuana laws are changing constantly across the country. One thing that hasn’t changed is the legalities behind impaired driving.&nbsp;

To help keep drug-impaired drivers off the roads, the Kansas Department of Transportation and the National Highway Traffic Safety Administration remind all drivers of the safety message:&nbsp;If You Feel Different, You Drive Different.

“Many people don’t realize it can be just as dangerous to drive while using certain drugs or substances as it is alcohol,” said Gary Herman, KDOT Behavioral Safety Manager. “Marijuana, antianxiety medications, painkillers and muscle relaxants are just a few of many substances that can seriously impact one’s reaction times and ability to drive safely.”&nbsp;

April 20 each year marks the unofficial marijuana “holiday,” which tends to see an increase in its use. But whether a person uses marijuana or another substance, they should never drive afterwards as driving under the influence penalties are not limited to defined alcohol concentrations. According to Kansas law, a person is driving under the&nbsp;influence if operating any vehicle while under the influence of any drug or combination of drugs to a degree that renders the person incapable of safely driving a vehicle.

“Give your keys to a sober driver if you find yourself drug-impaired, and never get in the vehicle with an impaired driver,” Herman said. “If you have a friend or loved one who is impaired, step in and help them get home safely. Don’t worry about offending someone - they’ll thank you later.”

No matter the substance, impaired driving is illegal

MARION COUNTY&nbsp;–&nbsp;The Kansas Bureau of Investigation (KBI) is investigating the death of a man believed to have shot himself while authorities were conducting a search warrant at his residence.

On Monday, shortly after 11 a.m., the Marion County Sheriff’s Office requested KBI assistance to conduct the investigation. KBI agents responded to the scene.

Preliminary information indicates that on Monday morning, at around 10:35 a.m., the Marion County Sheriff’s Office and the Marion Police Department began conducting a search warrant in the 300 block of S. Fourth Street in Marion. A 65-year-old man was present while deputies and officers were searching his residence related to a felony investigation.

During the search and interview, the man reached for a shotgun that was hidden inside the house. He then shot himself in front of the officers. The self-inflicted gunshot wound was fatal. The coroner pronounced the man deceased at the scene.

No law enforcement officers discharged their weapons during the incident. No law enforcement officers were injured.

Kansas Bureau of InvestigationMARION COUNTY&nbsp;–&nbsp;The Kansas Bureau of Investigation (KBI) is investigating the death of a man believed to have shot himself while authorities were conducting a search warrant at his residence.On Monday, shortly after 11 a.m., the Marion County Sheriff’s Office requested KBI assistance to conduct the investigation. KBI agents responded to the scene.Preliminary information indicates that on Monday morning, at around 10:35 a.m., the Marion County Sheriff’s Office and the Marion Police Department began conducting a search warrant in the 300 block of S. Fourth Street in Marion. According to information from the National Weather Service in Wichita, the average monthly temperature at the Salina Regional Airport was 42.8 degrees, which was 2.5 degrees cooler than average. It was the coolest March since 2019. 

The warmest daily temperature was 76 degrees on March 5, and the coolest was 9 degrees on March 19. 

The record high for March was 96 degrees on March 21, 1907. The record low was -11 on March 11, 1948.

Salina also was drier than normal in March. According to the National Weather Service in Wichita, the official precipitation total for Salina was only 0.42 of an inch. That amount was 1.40 inches below average, making March 2023 in Salina the 15th driest March since records began in 1900, and the driest since 2015.

March 31 proved to be the windiest day of the month, with both the highest wind speed (44 mph) and the highest wind gust (58 mph) both recorded on that day.

MANHATTAN – A Kansas State University judging team that tests its skill on factors that impact the production of meat from livestock has rolled to its third consecutive national championship.&nbsp;

The meat animal evaluation team was crowned champions at the 2023 Collegiate Meat Animal Evaluation Contest in Canyon, Texas, posting team-winning scores in six divisions.&nbsp;

Brody Nemecek, a K-State junior from Iola, Kansas, was also named the overall champion, leading a 1-4 sweep by K-State in the individual competition.&nbsp;

“Many of the students who compete in this contest have already demonstrated excellence in animal and/or meat evaluation, (but) this is an opportunity for them to pull together their knowledge, education and past training to make this a true capstone experience,” said Mike Day, head of K-State’s Department of Animal Sciences and Industry.&nbsp;

Day noted that in addition to the team’s third win in a row, it’s the sixth national title for K-State in the past seven years.&nbsp;

Nemecek’s individual win was keyed by a first place finish in breeding, second in sheep, fourth in swine and ninth in market.&nbsp;Ellie Kidwell (Walhonding, Ohio), Luke Harker (Hope, Indiana) and Jade Parrish (Parrish, Florida) finished second, third and fourth overall, respectively. Weston Schrader of Wells, Kansas, was sixth overall. Kidwell was the national runner-up in market and swine, while Harker was first overall in swine.&nbsp;Other top finishers by K-State’s team include Chesney Effing of Highmore, South Dakota (first in beef); Trevor Johnson of Centerville, South Dakota (first in market); and Sarah Kalman of Chico, Calif. (second in beef).&nbsp;Third place finishers include Effing (meats), Harker (breeding), Schrader (beef), and Katrina Tucker of Hopkins, Michigan (sheep). Fourteen members of K-State’s team placed in the top 10 in at least one category.&nbsp;The team is coached by K-State meat science associate professor Travis O’Quinn, and animal science instructor Chris Mullinix, who coached K-State’s livestock judging team to the collegiate national championship in 2020. Assistant coaches are Erin Beyer and Macie Weigand.&nbsp;
