Two minor earthquakes shook part of Saline County Thursday.

According to the Kansas Geological Survey, a 2.2 magnitude quake struck near Bridgeport in far southern Saline County at 10:45 a.m. Thursday. The quake was centered northwest of the S. Ohio Street-E. Rose Hill Road intersection.

A second quake struck northeast of the first at 5:50 p.m. Thursday. The 2.0 magnitude quake was centered just east of S. Holmes Road between E. Lapsley Road and E. Hobbs Creek Road.

Two minor quakes rattle southern Saline County Thursday

Admission wristband sales begin Monday for the 2023 Smoky Hill River Festival in Salina.

The epic arts party is scheduled for June 8-11 in Oakdale Park. General festival hours are June 8, from 4-10 p.m., June 9-10 from 10 a.m. to 10 p.m., and June 11 from 10 a.m. to 5 p.m.

Admission to the Smoky Hill River Festival is by weekend wristband ($15 in advance and $20 at the gate) available in many local and regional locations beginning Monday. Advanced wristbands will be sold through June 6. 

In addition to multiple locations in Salina, the advance wristbands are scheduled to be available in the following cities in our area.

Additionally, daily wristbands will be sold at the gate for $10 per person per day. Children ages 11 and under get in free.

The festival will officially begin at 4 p.m. June 8 when the gates open for the first time this year. The first day will include 35 food booths, an art patron party, and the ever-popular S.M. Hanson Music Festival Jam, which is scheduled to begin at 6 p.m. and includes 16 bands playing over the next four hours. Information about the bands will be released by S.M. Hanson Music closer to festival time.

Festival goers on June 9 will get their first look at works by 120 exhibiting artists from 19 states, 64 of whom are new to the festival. There will be affordable artwork to purchase, with prices ranging from $5 to $10,000, according to information from festival staff.

Additionally, more than 20 site-specific art installations will be spread throughout Oakdale Park on festival weekend.

If music is more your kind of art, you're in for a treat! In addition to Festival Jam on June 8, 56 hours of music performances are scheduled on three stages June 9-10, including a number of bands making their first appearances at the festival.

Music genres will include country, rock, soul, indie folk, and innovative fusion, festival staff noted.

June 9 also will be the opening day for Artyopolis, an interactive area for children. This year, Artyopolis will include a new area: Construction Junction. Additionally, Creation Crossing will feature free arts and crafts, and children's favorites Lego Lane and Button Boulevard also will return.

June 10 gets off to a fast start with the 42nd annual Smoky Hill River Run, which will include a two-mile walk, children's races, and a two-mile and five-mile electronically timed race. The event is organized by Salina Regional Health Center personnel.

Children and families also will rush into the festival once the gates open on June 10 to get a spot at First Treasures, a special patron tent for children ages 4-13 years old. According to information from the festival, children will be able to select from hundreds of items priced in the $1-to-$5 range that are provided by exhibiting artists.

The final day of the festival will include a variety of changes, including a strong local flavor in music, a less hectic environment, and a unique scavenger hunt featuring 100 hand-painted dragonflies that will be hidden throughout Oakdale Park, festival staff noted. Kansas City-based painter and illustrator Evan “Doodle Dood” Brown is painting a flight of colorful metal dragonflies for the hunt. Additionally, 10 dragonflies will be hidden in the park on Friday and Saturday, giving attendees a sneak peek at the creations.

Additionally, Food Row will include 10 new food vendors, as well as returning favorites throughout the weekend.

The Lana Jordan Developing Artist Grants and the Organizational Project Grants open for application on Monday with a deadline of Nov. 1, 2023, for projects that will occur during the 2024 grant cycle (Feb. 1-Nov. 30, 2024). These grants support artistic growth and special projects through Saline County’s cultural and nonprofit organizations and practicing artists.

Application process opens Monday for Horizons Grants

The counties of Jewell, Republic, and Smith counties in north central Kansas will host the third annual Big Kansas Road Trip Thursday through May 7.

A project of the Inman-based Kansas Sampler Foundation, the Big Kansas Road Trip (BKRT) provides the public first-hand experiences in rural communities. Co-director Marci Penner said, "It's like a tri-county open house. Each visitor creates their own plan of where and when to go to any particular place."

Communities are asked to simply be good at being themselves and organizations, attractions, and businesses are invited to help the public get to know them through a variety of activities.

Activities range from fire department fundraisers in Republic to eating pie on the porch in Burr Oak and Smith Center. Tours of a meat locker in Kensington and the Pro Hoe Manufacturing plant in Munden are scheduled. From dawn to dusk, visitors are invited to walk the track of the world's fastest dirt track in Belleville. Visitors are welcome to attend the livestock sale in Mankato on Friday. Wooden skating rinks are open in Formoso and Cuba, and while in Cuba people can rock on the famous Rock-a-thon rockers. There are more than 40 other events designed to help the public get to know the culture of small towns.

Attractions include the White Rock Creek Scenic Back Road to Lovewell Lake &amp; State Park, Lake Emerson, and the new Mammoth display at the Jewell County Museum in Jewell County; the Home on the Range Cabin, the Center of the 48 Contiguous States, and a Dutch Mill replica in Smith County; and the Pawnee Indian Museum State Historic Site, the National Midget Auto Racing Museum and the clock tower bridge in Republic County. Locally-owned restaurants will tempt visitors in every town. Photo opportunities in Norway, Cuba and Lebanon plus courthouses, museums, unique shopping experiences, trails, murals, vintage displays of wedding dresses and hair care products, and endearing community touches are some of the options.

Big Kansas Road Trip includes Jewell, Republic counties

Negotiations between the largest health insurance company in the state and the largest health care provider in central and north-central Kansas have entered the public arena.

In a members website update titled "Salina Regional Health Center Contract Update" dated April 26, 2023, Blue Cross and Blue Shield of Kansas (BCBSKS) noted that it "is currently in negotiation with Salina Regional Health Center (SRHC) to come to an agreement on a contract that is mutually beneficial for both organizations and, most importantly, for our members."

We were made aware of a letter sent recently by the SRHC CEO to his staff and partnering hospitals. Matt All, BCBSKS president/CEO then spoke with the SRHC CEO. It was a good conversation focused on partnership and collaboration between the two organizations.

BCBSKS will continue to work toward an agreement that keeps SRHC in network for years to come. At this time, we have every reason to believe that this will happen. In the meantime, members can still receive in-network care at SRHC.

Join us in reaching out to SRHC and ask them to keep you in mind when making their decisions. That they keep your care in network and that they don't ask you to pay more than your share.

All continues, "We want to protect your money. In fact, you've told us that affordability and keeping costs down are the most important things we can do for you. Salina Regional is feeling the sting of inflation, but so are you, our groups and members. Your business and living expenses have also gone up. That's why every year, we're working closely with hospitals to deliver reimbursement rates to help keep their doors open, while keeping costs in check for our members.

"We typically do this one-on-one with the hospital, face-to-face, as fellow Kansans. But this year, Salina Regional has taken a different approach, aggressively demanding more money. Instead of collaborating with us to keep healthcare affordable, they're taking this public and putting you in the middle, a position that could ultimately impact your access to care and hurt your wallet. 

"Despite these actions, we want to work with Salina Regional to provide affordable, quality healthcare close to home. We've been a longstanding partner with Salina Regional, supporting them through good times and bad. Most recently, we paid them well beyond their contract to help keep their hospital staff and doors open during the COVID-19 pandemic. Now rest assured, we have more than 97 percent of doctors and hospitals in our network and we have every confidence that this is going to work out between Salina Regional and that they're going to remain in network. Until then, we'll keep communication open, protect your dollars, and work toward an agreement. I’m writing today to share some important news about your health insurance benefits and your in-network access to Salina Regional through Blue Cross Blue Shield of Kansas (BCBSKS). This is the email no hospital leadership team ever wants to write, but it’s important that you are fully informed so you can make the best decisions for yourself, your employees, and their families.

First, let me share a quick bit of context. Every year, the largest health insurance company in the state, Blue Cross Blue Shield of Kansas, sends every hospital and physician in the state a letter outlining the payment rates they will receive for the care they provide the following year. We must sign that offer by a certain date or the provider’s contract ends and they become an out of network provider. And every year, we have been told that Salina Regional Health Center is paid at rates similar to our comparable competitors – Lawrence, Stormont Vail, St. Francis, and Manhattan.

Unfortunately, we now know this isn’t true, and it hasn’t been true for years.

Publicly available price transparency now reveals that Salina Regional is paid substantially less than other hospitals. We are doing our part. BCBSKS must do its part through fair payment rates and fair treatment of hospitals and physicians.

Salina Regional cannot continue to deliver top quality care in a rural part of the state while being paid as much as 50% less than comparable hospitals in urban markets. Our system isn’t providing 50% less care in comparison to hospitals in urban areas; our system isn’t providing 50% less quality or 50% fewer services than hospitals in urban areas. Blue Cross Blue Shield Kansas needs to recognize patients in rural areas deserve to receive care close to home and pay Salina Regional Health Center System fair rates.

We want to be a good value, and we want to be good stewards of your healthcare dollar. That doesn’t mean BCBSKS should take advantage of us. Salina Regional needs to be paid fairly, and that means BCBSKS making our payment rates equal to other comparable hospitals in the state.

We get it. No one wants to pay more for healthcare. We don’t want you or your employees to pay more either. We know Blue Cross has the money without raising premiums one penny. In fact, BCBSKS’s reserves created by excess profits have increased $300 million in the last five years alone. That’s money that should have been used to pay Salina Regional, and possibly other providers too, fairly.

Salina Regional faces significant financial pressures, just like every other hospital in America right now. We’ve struggled to maintain a strong financial foundation, and make ongoing investments in our facilities and equipment, only to find out that BCBSKS has been financially starving Salina Regional. That must change.

If BCBSKS refuses to pay us fairly, we will have no choice but to go out of network. This is a practical need as well as a matter of principle.

I am sorry BCBSKS shared a video with your employees and the media before they communicated with you. We have been asking for parity and fairness, and are surprised this is their response.

I wish I didn’t have to share this news, and I wish we weren’t in this situation. My promise is this: we will work hard, in good faith, to reach a new agreement with BCBSKS. I hope they will do the same.

Blue Cross and Blue Shield-Salina Regional go public with negotiation dispute

On April 18, the Saline County Sheriff’s Office responded to the 3000 block of N. Lightville Road for the report of a burglary in progress.

Upon arrival, it was learned that a resident of the address had confronted a white male suspect and a white female suspect on the property near the vehicle that had been entered. The male suspect approached the resident swinging a weapon by his side.

The suspect's truck (pictured below) is described as a dark-colored older GMC, or Chevy single-cab pickup truck. The vehicle had lime green or yellow painted rims. A silver toolbox was installed in the bed of the truck.

The male suspect was described as having long black hair, with a long narrow chest-length black beard. The male was approximately 6-foot tall, skinny, unknown weight or age.

The female suspect was described as approximately 5 foot 5 inches and 120 pounds. She had long blonde hair in a ponytail. No other details were observed due to the active threat from the male subject.

Additionally, it was learned that the suspects removed a pair of jumper cables and a Spy Point game camera from the property.

Total damage and loss are estimated to be in excess $1,700.

Crimestoppers seeks tips about burglary northwest of Salina

The Saline County Sheriff's Office is changing the way Saline County Jail inmates receive mail.

The jail has contracted with Smart Communications to provide MailGuard electronic mail services, the sheriff's office announced in a news release this morning.

"The changes are being made to streamline the operations of the Sheriff's Office, improve communications, and ensure the safety and well-being of inmates and staff," the sheriff's office noted. "MailGuard is a quick and efficient way for inmates to receive letters and photos electronically."

Beginning Wednesday, inmate postal mail must be sent to the following address.

Smart Communications / Saline Co. Jail INMATE NAME AND NUMBER HERE PO Box 9174 Seminole, FL 33775-9174

Inmate mail received at the jail after Wednesday will be returned to the sender, according to information from the sheriff's office.

Legal mail, court documents, bank statements, and publications will continue to be sent directly to the jail at PO Box 1606, Salina, KS 67402, the sheriff's office noted.

For the postal mail going through MailGuard, the inmate's name and booking/ID number must be clearly printed on the outside of the envelope or postcard to ensure the mail is posted to the current account.

Once received at the Florida facility, all regular inmate postal mail (postcards, letters, greeting cards, etc.) will be scanned into the MailGuard system and available for inmates to view via the jail kiosks. Once they are released from the jail, inmates can log in at <a href="https://www.smartinmate.com/">https://www.smartinmate.com/</a> and enter their inmate number and password to download their photos, messages, and postal mail for free.

Additionally, the sheriff's office encourages inmate family and friends to subscribe to <a href="https://www.mailguardtracker.com/">MailGuard Tracker</a>, a free account that lets them view delivery status, receive notifications about mail being rejected, and download copies of mail that have been received and processed.

Saline County Jail changing way inmates receive mail

The man within KC Wolf, the mascot of the Kansas City Chiefs, is coming to Salina, not to cheer but to inspire.

Dan Meers, who performs as the Chiefs’ mascot, will be the guest speaker at this year’s Salina Area Prayer Breakfast on May 4 in Mabee Arena in the Student Activities Center at Kansas Wesleyan University.

The breakfast is a nondenominational event that brings Christ’s followers together regardless of church affiliation.

It will start with a blessing at 6:30 a.m., followed by a program of prayer, music, Scripture and a message from Meers, who is also a popular motivational speaker.

Music selections will be performed by Denise Blehm and Judy Weber; the Salina South, Salina Central, Sacred Heart High School choirs; and the KWU Wesleyan Chorale.

Tickets cost $20 a person in advance, and reserved tables are available. Reservations are encouraged; tickets will cost $25 at the door. This year's proceeds will benefit the Salina Emergency Aid / Food Bank.

The breakfast is held in conjunction with the National Day of Prayer, an annual day of observance held on the first Thursday of May, when people are asked “to turn to God in prayer and meditation.”

I plan to buy another investment property with cash in the next year or two. Currently, I have $83,000 sitting in a high-yield savings account at 4% interest. My goal is to save another $50,000 to $70,000 in the upcoming months. Right now, 4% is good, but I want to make sure I’m maximizing my returns. Should I be doing something else with the money?

I like the way you’re doing things. Right now, you’re simply parking the money short term for a purchase a few months down the road. If you invest it, you might make a little more, but you’re taking more risk too. If I’m you, I’m parking the cash.

Here’s the deal: The money you’ll have to purchase&nbsp;<a href="https://www.ramseysolutions.com/retirement/how-to-invest-in-real-estate" target="_blank">another property</a>&nbsp;won’t come from a return on the investment. It’ll come from you putting money in the account. The investment isn’t the secret sauce in this scenario—you are. If you invested the money and made 10% rather than 4% over two months, let’s say, that amounts to about a 3% difference. That’s nothing in your case. You’re not within a couple thousand dollars of doing a deal at the moment. Your deal is a $150,000 deal. Your return on investment isn’t going to make this happen, or keep it from happening. Just keep doing what you’ve been doing and park the money. That’s what I’d do. People who are math nerds, like us, always look for things to fix an investment. But sometimes the thing that fixes the investment is&nbsp;you.&nbsp;You&nbsp;are the one doing the investing.&nbsp;You&nbsp;are the one putting money in the account. So, in this case, don’t try to fix it. Just pile up money and go do it.
