A 45-year-old Salina man was taken into custody Sunday morning following a standoff with police in the 600 block of Viemont Avenue.

According to Salina Police Capt. James Feldman, officers responded to a residence around 7 a.m. after multiple calls from Stephen A. Davis, who told dispatchers he had a female inside the home and threatened to harm her with a hammer. Davis also claimed to be armed with a firearm.

When officers arrived, they secured the area and began negotiations in an effort to get Davis to surrender. During the standoff, Davis continued making threats against the 52-year-old woman, who also lived at the residence.

The Salina Police Department SWAT team was deployed to assist. At approximately 9:18 a.m., individuals inside the home broke out a window and exited. Davis was immediately taken into custody.

A subsequent search of the residence led to the recovery of a hammer. The female was unharmed.

Davis was booked into the Saline County Jail on charges of kidnapping, criminal threat, and felony interference.

It’s cold now, but gardening season is just around the corner.&nbsp; If you are looking for a place to grow fresh vegetables but don’t have enough space at home, the Salina Community Garden Program offers an excellent opportunity for residents to cultivate their produce while enjoying the benefits of outdoor activity and community engagement. Many city backyards are shaded or have obstacles that make gardening difficult. Still, a community garden plot provides a simple solution with ample space, access to water, and the camaraderie of community gardening.

Each year, the City of Salina and K-State Research and Extension—Central Kansas District sponsor three community garden sites, making over 100 plots available to local families. Each plot has access to water, and hoses are provided. When supplies allow, mulching materials such as straw or wood chips are available, and wheelbarrows are provided for moving the mulch or other materials. Gardeners are responsible for all other tools and supplies needed to care for their plots.

The largest of the three community garden sites is located at the former Stimmel Elementary School. There, 64 plots—each approximately 500-600 square feet—are available, and many are still open for reservation. Other garden locations with available plots include the Carver Center Community Garden and the Salina Emergency Aid Food Bank Community Garden raised beds.

Plots are available on a first-come, first-served basis. Those interested can sign up by visiting the K-State Research &amp; Extension office at 2218 Scanlan Ave. on the K-State Salina campus. The office is located in the Extension Center building on the north side of campus. Look for our purple sign. You can also call 785-309-5850 to check availability. The share of maintenance costs for each garden is either $15 or $20 and must be paid when the plot is reserved.

Seeing new folks enjoying the outdoors and making new friends around a common interest is always fun.&nbsp; Many even use their gardens to benefit others and enjoy sharing the fruit of their labor with other family or friends.&nbsp; Don’t let the lack of space in your backyard be an excuse any longer.&nbsp; You might find that a community garden plot and all its benefits are too good an opportunity to pass up.&nbsp;K-State Research and Extension is an equal opportunity provider and employer.

GRAVES: Salina Community Garden plots available

As of yesterday, Feb. 16, Project Salina had received $13,471.43 in cash donations and collected over 19,000 cans, enough to fill 10 barges with soup.

 With the combined total of canned donations and future soup purchases, the group is on track to&nbsp;reach its goal by the end of the month. 

While the canned soup will be distributed within the next week, these agencies will eventually run out—this is where your cash donations make the biggest impact. With the donated funds, the Project Salina board can purchase over 22,000 cans of soup when the six agencies need it later in the year. The advantage of cash donations is the flexibility—after this one large donation, funds remain available to restock shelves as supplies run low.

Today, Feb. 17, the Salvation Army loaded two barges of soup into their box truck to help meet their immediate needs. Board members also delivered a trunk full of soup to the Salina Rescue Mission today for immediate use.

The National FFA Organization is a congressionally chartered school-based national youth leadership organization of more than 1,027,250 student members as part of 9,235 local FFA chapters in all 50 states, Puerto Rico, Washington D.C., and the U.S. Virgin Islands. Yesterday, Secretary Brooke Rollins was confirmed as U.S. Secretary of Agriculture in the U.S. Senate. She is the first Secretary of Agriculture to have served as a state FFA officer.

Today, Reps. Mann and Panetta also re-launched the Congressional FFA Caucus with more than 60 members. Reps. Mann and Panetta originally launched the Congressional FFA Caucus in December 2021. The caucus serves to raise the profile of school-based agricultural education and FFA and to develop relationships between Congress and the next generation of leaders in food and agriculture.

Rep. Mann is also a member of the House Career and Technical Education (CTE) Caucus. The CTE Caucus raises awareness of and supports the CTE community while leading on legislation related to these issues.&nbsp;

K-State Salina is offering courses for students who desire to complete college credits while still in high school in the high-demand career pathways of&nbsp;<a target="_blank" href="https://www.salina.k-state.edu/academics/precollege/aviation-maintenance-precollege.html">aviation maintenance</a>,&nbsp;<a target="_blank" href="https://www.salina.k-state.edu/academics/precollege/applied-business-precollege.html">applied business</a>,&nbsp;<a target="_blank" href="https://www.salina.k-state.edu/academics/precollege/applied-cyber-systems-design-precollege.html">applied cyber systems design</a>&nbsp;and&nbsp;<a target="_blank" href="https://www.salina.k-state.edu/academics/precollege/uas-intro-precollege.html">uncrewed aircraft systems</a>.

 These courses will be predominantly offered through an online environment, allowing students to learn anytime, anywhere.

The&nbsp;<a target="_blank" href="https://www.salina.k-state.edu/academics/precollege/">pre-college pathways program</a>&nbsp;is helping students who are still in high school gain a head start on their postsecondary education and careers while learning valuable skills and knowledge to help them prepare for in-demand careers.

Students who choose the aviation maintenance option will also have an opportunity to reduce the time it takes to earn an associate degree to just one year of postsecondary education instead of the typical two.

“These courses are unique education options that high school students might not otherwise be able to obtain,” said Monte Couchman, director of K-State Salina pre-college pathways. “Between learning how to become an aircraft mechanic or how to operate a drone or exploring virtual environments, the K-State Salina campus is offering nontraditional access to industries with budding career potential.”

While participating students get a jump-start on their college education, they also receive a significantly reduced rate per credit hour compared to traditional college students. Pre-college students can receive up to a 73% discount for these pathway classes&nbsp;<a href="https://www.salina.k-state.edu/admissions/tuition-scholarships-financial-aid/" target="_blank">through a scholarship</a>, reducing the tuition rate to $85 per credit hour. This makes their education more affordable and helps them transition into a postsecondary learning environment.

The courses will be instructed by K-State Salina’s faculty experts, who have a wealth of knowledge and industry experience.

“High school students should be interested in a program like this because we’ve got campus data that supports that all four of our pathways are directly attributable to quality jobs,” Couchman said. “Students can also see what college education rigor looks like in a technical program, albeit in an online modality, but with less risk because of how affordable the price is.”

To qualify for pre-college pathways through K-State Salina, high school students should have reached junior or senior classification, have at least a 2.0 cumulative high school grade point average, and receive permission from a parent or guardian and their high school guidance counselor. K-State Salina offers unique, in-demand courses for high school students

The USD 305 School Board unanimously voted to appoint Heath Hogan as the district’s new superintendent, effective July 1, 2025.

“We are confident that Mr. Hogan will bring strong leadership and experience to our students, educators and community,” said USD 305 Board President Gabe Grant. “Mr. Hogan’s proven track record will build on the foundation of excellence that has been established.” The board made the decision at a special meeting on Monday, February 17.

He will replace Linn Exline, retiring at the school year's end.

Hogan, 53, said, “It is an honor to be selected for this position. Salina Public Schools has a reputation as an innovative and progressive school system. I am excited for the opportunity to continue the strong partnerships with staff, stakeholders and the board as we move forward and build upon the district’s accomplishments.”

Currently superintendent at Smoky Valley USD 400, Hogan has 28 years of experience in public education. He worked at Garden City Public Schools, USD 457, for 25 years, serving in many different roles, including deputy superintendent, human resources director, elementary principal and teacher.

With 6,752 students, Salina Public Schools (SPS) is the 16th largest school district in Kansas. The district offers personalized learning and many opportunities to engage every student beyond the classroom. A Kansas State University veterinarian says the current frigid temperatures mean it's time to consider bringing some pets, especially dogs and cats, inside.

"Pets that are not acclimated to the colder weather and those that are very young or old should be brought in during the colder temperatures," said Susan Nelson, clinical professor at the Kansas State University Veterinary Health Center in the College of Veterinary Medicine.

Even dogs with heavy coats may need to come inside during periods of frigid temperatures. Nelson recommends keeping dogs with heavy coats in a slightly cooler room or the garage to prevent them from getting too warm and uncomfortable. Short trips inside the house before a long period of cold can give pets a chance to become accustomed to the atmosphere indoors.

Some pets may get nervous and panic while inside. Keeping them in a carrier or crate may help to ease the transition, Nelson said. If their nervousness is severe, talk with your veterinarian about calming medication.

When you move pets inside, make sure they know their food and water locations. If your pet is not housebroken, Nelson recommends keeping it on easily cleaned floors.

Once inside, pets can be exposed to an environment with different hazards than those found outdoors.

"Lilies, dieffenbachia and philodendron are just a few of the indoor plants that can be toxic to pets," Nelson said. "Take inventory of what plants you have and find out if they are poisonous before bringing pets inside."

Some common items found in the home can be harmful to our furry friends.

"Some human foods, such as chocolate, raisins and onions, can be dangerous to pets," Nelson said. "Pets also may chew on electrical cords. In addition, candles and potpourri can be hazardous, so keep pets supervised while in the house and take appropriate precautions."

When given the proper care, pets can be comfortable outside during cold weather, Nelson said.

"An outside pet shelter should not be too big in order to prevent the loss of insulation and heat," she said. "The door should face the south or west to reduce wind gusts. Use clean straw or hay for bedding as blankets tend to get trampled easily and then lose their insulating effect. If your pet will allow it, hang a blanket over the door or use a pet flap to keep out the wind."

For cats, consider a cozy box in a sheltered area, Nelson said. Straw bedding works great for them as well.

"Outside water bowls should be checked at least twice a day for ice, or better yet, a pet-friendly heated water bowl should be used," Nelson said. "Outside-dwelling pets also may benefit from an increase in calories through a higher caloric food or feeding more of their regular diet. This will help them maintain body heat."

The age of the pet can make it more susceptible to cold weather, as younger and older pets are more prone to hypothermia and need extra attention. Nelson added that some diseases also can make it harder for pets to adjust to temperature changes.

"Arthritic pets should be treated with extra care as well," Nelson said. "Keep them indoors in a warm and well-cushioned area. Talk to your veterinarian about pain medications and possible diet changes that may help with this problem."

If you have a short-hair dog, sweaters are a good idea, Nelson said, preferably ones made out of cotton, fleece or natural fibers. Make sure that the sweater fits well and does not catch the dog's feet or can be easily pulled off. Sweaters with decorations that could be torn off and ingested should be avoided.

Outdoor cats will seek warmth and this sometimes includes near or on a car engine. Nelson recommends honking the horn on your vehicle or banging on the hood before starting the engine in order to scare off any cats that may be warming themselves.

Pets that walk on sidewalks and driveways run the risk of picking up rock salt, ice or other chemicals on the pads of their feet.

"Rinse off the feet of pets if they have been on salted or chemically treated walkways; do not let them lick it off," Nelson said. "It is best to try to avoid treated driveways, but if your pet must frequently walking on these surfaces, consider booties."

Antifreeze is a lethal poison for dogs and cats. Nelson said to be sure to thoroughly clean up any spills from your vehicle and consider using products that contain propylene glycol, rather than ethylene glycol, because it is more pet friendly — but still not entirely harmless.

Frostbite can be an issue on the ears, feet and noses of pets. To avoid frostbite do not let your pet out in extreme cold for a long period of time. Chances are that if it is too cold for you to be outside for very long, it's probably too cold for your pet to stay out much longer as well, Nelson said.

The Salina Airport Authority (SAA) is proud to announce that Amazon has purchased 20 acres in the Airport Industrial Center Subdivision No. 3 and will construct a 90,000+/- square foot last-mile distribution facility at&nbsp;1850 W. Water Well Rd.&nbsp; The new facility, expected to generate at least 100 new jobs, will serve as a critical component of Amazon’s regional logistics network, further strengthening Salina’s role as a major economic hub in Kansas.&nbsp;

The new facility will help power the last mile of Amazon’s fulfillment process by enabling fast, everyday delivery directly to customers’ doorstep. Packages are transported to delivery stations from Amazon fulfillment and sortation centers and then employees process customer packages for last-mile delivery, helping to speed up delivery for customers in more rural communities. Employees in customer fulfillment and transportation earn at least $17 per hour.

This facility will anchor the 80-acre industrial subdivision, which is currently undergoing infrastructure development, including new internal roads and utilities. The Salina Airport Authority has already commenced construction to support Amazon’s site and the future expansion of the industrial park.

Salina’s central location, skilled workforce, and strong transportation network were key factors in Amazon’s decision to expand here. The Salina Regional Airport, adjacent to the development, offers daily nonstop flights to Chicago, Houston, and Denver, connecting businesses to major national and international markets.

The Salina Regional Airport and Airport Industrial Center is home to over 125 businesses and industries, employing more than 7,000 workers, and contributing an annual Gross Regional Product (GRP) of $1.3 billion to the Kansas economy. Amazon’s presence will further enhance the region’s growth, innovation, and logistics capabilities.

A Kansas State University weed specialist says farmers should be on the lookout for early-emergence of a troublesome weed that competes with farm crops for nutrients, water and light.

Sarah Lancaster said kochia is among the first summer annual weeds to emerge in the spring. 

In 2024, kochia was found as early as Feb. 7, following a snowstorm in late January, and temperatures that hit the 50s and 60s in early February – conditions that were very similar to what much of Kansas experienced this year, as well.

“Early-emerging kochia seedlings use the limited spring soil moisture in dryland production fields,” said Lancaster, noting that good control of the first dense flush of kochia is essential for obtaining a good crop yield later in the season.

Lancaster said that kochia seedlings emerge in dense populations, which makes adequate herbicide coverage difficult. In addition, glyphosate-resistant kochia is prevalent across western Kansas.

“For these reasons, it is important to apply pre-emergence herbicides in late winter or early spring to control kochia before it emerges,” Lancaster said.

According to Lancaster, an herbicide program needs two components in order to successfully manage kochia:

· A very soluble and effective herbicide that can be incorporated with very little precipitation, such as dicamba.

· A herbicide that has longer residual activity, which will require perhaps ¾ inches or more precipitation for adequate incorporation, such as atrazine.

“Precipitation events during late winter are often too small to activate longer-lasting residual herbicides, but dicamba may control kochia for 4-6 weeks until atrazine is incorporated,” Lancaster said.

For those reasons, the best time to apply herbicides is generally January through the first week of March, according to Lancaster.

Other herbicides with good pre-emergence kochia activity include mesotrione, metribuzin, saflufenacil (Sharpen) and sulfentrazone. Lancaster urges farmers and herbicide applicators to check product labels for crop-specific planting intervals.

The Kansas Highway Patrol reported a 2020 Ford Explorer driven by Michael L.&nbsp;Berkgren, 54, Oakley, was eastbound on Interstate 70 near the Sylvan Grove exit.

The SUV traveled over a slick spot while snow was blowing across the highway. The vehicle entered the median, struck a drain grate, went airborne, rolled and came to rest on its top in the median.

EMS transported&nbsp;Berkgren and a passenger Chelsey&nbsp; Schiltz, 39, Oakley, to Hays Medical Center.&nbsp; Berkgren was not wearing a seat belt, according to the KHP.

The program helps provide the framework for local areas to enhance multimodal infrastructure and non-infrastructure plans now and in the future.

“Being active before school helps students concentrate and improves alertness and memory,” said Ann Katt, KDOT’s SRTS Coordinator. “Students arrive and are ready to learn."

As part of this effort, the first SRTS Strategic Action Plan has been published, which outlines past progress and future strategies. In the last 18 months, a statewide online survey, workshops for advisory committee members and discussions with various focus groups have taken place to engage stakeholders and the public.

“This plan details KDOT’s commitment to providing resources that help support safe communities for students and families of all backgrounds and abilities,” Katt said.

This information will allow KDOT to prioritize efforts and expand multimodal opportunities across the state. People are encouraged to help build the SRTS network:

Black History Month, celebrated every February, is a time to recognize the Black community's contributions, resiliency, and rich history. This month also affords a very important opportunity to discuss ongoing health differences and how to promote racial fairness in public health. For the Saline County Health Department and our community, this month calls for action in bridging the gaps in healthcare access and outcomes while it celebrates diversity.

Health Inequality within the Kansas Black Community

Significant health disparities persist within the Black community because of systemic inequality. Health disparities are preventable differences in health outcomes or healthcare access that negatively affect specific groups of people who have historically faced greater social, economic, or environmental obstacles. According to the Centers for Disease Control and Prevention, chronic diseases, such as hypertension, diabetes, and heart disease, take an especially disproportionate toll among African Americans. This includes the following:

19% of Black adults in Kansas are uninsured, compared to only 9% of white Kansans [4]. The mortality rate for Black Kansans from treatable causes before age 75 is twice as high as for white Kansans [4]. &nbsp;In 2020, Black infant mortality in Kansas surged by 58%, resulting in 17 out of every 1,000 Black babies dying before their first birthday [7]. Between the years of 2016 and 2020, 105 Kansas women died while pregnant or within a year of being pregnant. These disparities are not just biological but are deeply influenced by social determinants of health. Social determinants of health (SDOH) are the non-medical factors and conditions in the environments where people are born, grow, live, work, and age that influence health outcomes, risks, and quality of life. These factors include economic stability, education access and quality, healthcare access and quality, neighborhood and built environment, and social and community context [2]. These factors create barriers that make cycles of poor health outcomes self-perpetuating.

Historical Context: Racism and Public Health

The practice of public health in the United States is steeped in legacies of racism. Segregated healthcare facilities, exclusion from medical research, and discriminatory policies like redlining, which allowed for limited quality healthcare in specific neighborhoods, have given Black communities profound scars. In this setting, even today, racial biases continue to result in lower-quality treatment for Black patients than for others of similar socioeconomic or insurance status [2]. These are inequities that require action regarding their historic underpinnings and systemic changes.

A stark historical example illustrating the legacy of racism in U.S. public health is the Hospital Survey and Construction Act of 1946, commonly known as the Hill-Burton Act. This federal legislation, while seemingly aimed at improving healthcare access, explicitly allowed states to construct racially segregated healthcare facilities [5]. Despite mandating that health services be available to all without racial discrimination, the Act permitted the creation of "separate but equal" facilities, effectively authorizing and continuing systemic racism in healthcare infrastructure [5].

This policy had far-reaching consequences:

The Hill-Burton Act exemplifies how structural racism was embedded in U.S. health policy, shaping the development of the healthcare system and contributing to long-standing racial disparities in health access and outcomes [5][6].

Another area where disparities exist is in mental health. Stigma within some parts of the Black community creates a barrier to mental health care. The Central Kansas Mental Health Center defines stigma as a set of negative and often unfair beliefs that a society or group of people have about something. Mental Health and stigma are intertwined because stigma prevents people from seeking out the help that they need. Many people feel ashamed or isolated. 

This, combined with a lack of culturally competent providers and systemic barriers such as poverty, leads to a state of underutilization of mental health services [1][2]. 

Normalization of discussions around mental health and access to culturally sensitive care become very important. Breaking stigma entails having open conversations, educating others, and promoting understanding so that mental health is treated with the same importance as physical health.

Local organizations working to improve the lives and health of the Black community include the Salina Chapter of the National Association for the Advancement of Colored People (NAACP), led by Reverend Dr. Allen D. Smith.&nbsp;Other state organizations working for such causes need our support, including the Kansas Black Health Initiative. 

The Kansas Black Leadership Council leads this initiative and receives help from the African American Affairs Commission and Community Voice Organization. Their work is currently focusing on addressing the gap in vaccination rate among African Americans in Shawnee, Wyandotte, Sedgwick, and Johnson counties.

 Furthermore, Wyandotte County is leading the charge in health equity by forming WyCo Health Equity Task Force in 2020. What started as a mission to bring community members together to provide advice, input and guidance on the COVID-19 public health response, the task force has grown to support initiatives like the Health Outcomes Assembly. This assembly aims to answer the following questions: Does everyone in Kansas have the same access to health care? And if not, how can these health disparities be eliminated so that people living in Kansas can have healthier lives [9]?

This Black History Month in Saline County, let's pledge to be brave and honest about inequity as we create a healthier future for all. Equal access to high-quality and affordable health care is the right of all individuals, regardless of race, age, ethnicity, gender identity, disability, socioeconomic status, sexual orientation, sex characteristics, or geographical location. The Saline County Health Department invites area residents to participate in the educational events around you, volunteer with any local organization making strides against disparity, and contact your policymakers on behalf of equitable legislation.

Let us build a community where everybody gets a chance to blossom because public health is not just about treating illness but about creating wellness for all.

This month also affords a very important opportunity to discuss ongoing health differences and how to promote racial fairness in public health. For the Saline County Health Department and our community, this month calls for action in bridging the gaps in healthcare access and outcomes while it celebrates diversity.<h2>Health Inequality within the Kansas Black Community</h2>Significant health disparities persist within the Black community because of systemic inequality. Health disparities are preventable differences in health outcomes or healthcare access that negatively affect specific groups of people who have historically faced greater social, economic, or environmental obstacles. According to the Centers for Disease Control and Prevention, chronic diseases, such as hypertension, diabetes, and heart disease, take an especially disproportionate toll among African Americans. This includes the following:19% of Black adults in Kansas are uninsured, compared to only 9% of white Kansans [4]. The mortality rate for Black Kansans from treatable causes before age 75 is twice as high as for white Kansans [4]. &nbsp;In 2020, Black infant mortality in Kansas surged by 58%, resulting in 17 out of every 1,000 Black babies dying before their first birthday [7]. Between the years of 2016 and 2020, 105 Kansas women died while pregnant or within a year of being pregnant.
