Wheat harvest continues to be a slog with producers fighting rains and weeds to get the crop across the scale. Harvest is now 71 percent complete, well behind 98 percent last year and 94 percent for the five-year average, according to the USDA's National Agricultural Statistics Service (NASS) crop progress report for the week ending July 16, 2023.&nbsp;

In the far southwestern corner of the state, Morgan Walls with Elkhart Co-op reports wheat harvest in Morton County has been a drag. Weather has been inhibitive; quality has been a challenge and weeds continue to be a struggle.&nbsp;

Wheat harvest here should be wrapped up by the fourth of July, but this year that’s when the first loads hit the scales. With rain delays that have continuously deteriorated test weights, wheat harvest should finally finish by the end of the week.&nbsp;

But it’s hard to gauge where harvest is at, as 70 to 75 percent of planted acres were zeroed out by crop insurance, and more acres were taken out by spotty hail in the last couple of weeks. Test weights are averaging lighter than preferred at about 58 pounds per bushel with protein ranging between 12 and 14 percent. Yields are all over the place, from five bushels an acre all the way up to a very small area that had timely moisture and is seeing averages around 70 bushels per acre.&nbsp;&nbsp;

Following a busy weekend of cutting in Ness County harvest is all but done, according to Brad Cowan, general manager of CGS in Bazine. After having started cutting around June 23, producers are just tired after fighting the weeds, fighting the weather and fighting green wheat.&nbsp;

Yields ranged from 15 to 55 bushels per acre with test weights averaging 59.6 pounds per bushel and average protein coming in consistently just short of 13 percent. Fields that were close, but not released by crop insurance, benefitted from a perfect two-week period of filling weather, resulting in yields at 25 to 30 bushels per acre.&nbsp;

Weeds have been a continuous struggle, which means more work for the elevators. CGS will take in about the same number of bushels as last year, which is roughly half of the five-year average. That wheat will be loaded by train onto the short line and delivered to flour mills in eastern Kansas.&nbsp;

Weeds are also the main struggle in Meade County, where Dave Strecker with Alliance Ag and Grain LLC reported from Fowler in the eastern part of the county. Harvest here has been going on for a long time, having started around June 27 and still only about three-quarters finished.&nbsp;

Strecker said grain quality is pretty good with better than average proteins, but bushels are down dramatically due to approximately 65 percent abandonment of planted acres. There are several producers who won’t bring a single bushel of wheat to town.&nbsp;

The wheat that is coming in is yielding 20 to 35 bushels per acre, compared to the 60 to 70 bushels per acre for a normal year. Overall, he estimated the area will take in a maximum of 25 percent of bushels compared to the five-year average.&nbsp;

But, by this time next week, Strecker expects that all the wheat that will be harvested will be in the bin. And that’s much-needed as the corn is tasseling. He estimated only five weeks until the first load of dryland corn arrives, not a lot of time for the elevators to turn house and prepare for fall harvest.&nbsp;

With triple-digit temperatures expected in coming days, producers will likely make quick harvest progress if summer storms stay away. Stay tuned as the Kansas Wheat crew continues to share results from the field with the next report scheduled for July 18.&nbsp;

WABAUNSEE COUNTY—One person was injured in an accident just after 3p.m. Monday in Wabaunsee County.

The Kansas Highway Patrol reported a&nbsp; 2017 Ford F650 driven by Mikel Keith Pruitt, 61, Miltonvale, was westbound on Interstate 70 one mile east of Vera Road.

The truck left the roadway, crossed the median and eastbound lanes, entered the south ditch, traveled through a fence and struck a concrete barrier.

EMS transported Pruitt to Stormont Vail. He was properly restrained, according to the KHP.

Kansas man hospitalized after violent I-70 truck crash

Earlier this year, Mental Health America placed Kansas 51st&nbsp;in the nation (including DC) in terms of overall mental health. The report ranked the states in 15 different measures. The measures that had the largest impact on the overall ranking for Kansas were youth with substance use disorder, adults with any mental illness and adults with serious thoughts of suicide.&nbsp;&nbsp;

Hope is not lost. It never is, by the way. Kansas is on the precipice of change in the mental health arena.&nbsp;&nbsp;In 2021 the Kansas Legislature passed the CCBHC model into law. CCBHCs (Certified Community Behavioral Health Clinics) are a federal Medicaid model that relies on intensive care management to integrate physical and mental health care. Kansas is the first state in the nation to pass CCBHC legislation. Pawnee was provisionally certified as a CCBHC on July 1 and will work towards full certification by January 1, 2025. All Community Mental Health Centers in Kansas are moving towards certification as CCBHCs by the end of the year. This is one of many things happening in Kansas which should improve upon Kansas’s last place ranking.

The Medicaid CCBHC model will pay Kansas Community Mental Health Centers on a cost basis, that is, what it costs to provide services to meet the needs of the community, rather than based on Kansas Medicaid rates which have remained virtually unchanged (with some exceptions) for twenty years. This will better position Kansas Community Mental Health Centers to recruit and retain staff for the important work we do. Mental Health America’s ranking of Kansas as 51st&nbsp;in the nation will soon be in our rear-view mirror.

Another thing happening in Kansas which should improve upon Kansas’ last place ranking was the recent allocation of SPARKS funds (federally funded, state administered, pandemic related dollars) to open a new state mental health hospital in south central Kansas. This hospital will create 50 adult inpatient psychiatric beds. The state also has allocated $12.7 million to KVC Health Systems to open a new psychiatric hospital in Olathe which will create 48 youth and 24 adult psychiatric beds. Mental Health workforce issues complicate the issue but that’s another matter.

While Kansas’s 51st&nbsp;ranking isn’t about Medicaid expansion, it’s about Medicaid expansion.&nbsp;&nbsp;Kansas is one of only 10 states in the nation that has not expanded Medicaid. The federal taxes we pay help support Medicaid expansion in the 41 states (including DC) that accept Medicaid’s ongoing cash infusion, including the four states bordering Kansas on all sides.

Our state legislative leaders won’t even allow the issue to come to the floor for debate. Polls show that a majority of Kansas voters would support Medicaid expansion if given the opportunity. The federal government covers 90% of the cost of expansion. The University of Kansas Institute for Policy and Social Research estimates that Kansas lost out on an estimated $4.9 billion in federal Medicaid funding between 2014 and 2021 as well as $6.62 billion in related economic activity for failure to expand. The money is there. Let’s take our fair share.

More than 150,000 Kansans with household incomes under 138% of the federal poverty guidelines&nbsp;

would qualify for health insurance benefits under an expanded Medicaid program. For a family of three, the threshold is about $32,000 annually. Imagine the social and economic impact on Kansas if all Kansas children and families had access to affordable health care. Imagine the impact on Kansas hospitals and other health care providers, especially those in rural areas, if they could get paid for the services, they provide to the people under 138% of the federal poverty guidelines who they serve.&nbsp;

No state wants to be 51st&nbsp;in the nation in anything. We certainly don’t want to be 51st&nbsp;in the nation in mental health. Let’s urge the State of Kansas to do what it must to improve upon Kansas’ last place mental health ranking.&nbsp;

Opinion: Kan. is on the precipice of change in the mental health arena

SALINA –Law enforcement authorities are investigating a suspect for an alleged knife attack.

Just before 6:30p.m. Saturday, officers were dispatched to report of a stabbing at Oakdale Park, 730 Oakdale Drive in Salina, according to&nbsp;Salina Police Sergeant Kyle Tonniges.

Officers arrived and found a 49-year-old male victim from Salina had been stabbed in the side of the chest. Numerous witnesses reported a verbal altercation between two woman in the park. At one point, the stabbing victim allegedly threw a soda can at one of the women.

 This apparently angered that woman's friend, 53-year-old Gregorio Baca of Salina. 

Baca approached the victim and stabbed him in the side of the chest using a 4 inch folding knife, according to Tonniges.

EMS transported the victim to the hospital for treatment of a serious, but non-life threatening stab wound. Baca was located at Lakewood Park and he was arrested on requested charges of Aggravated Battery and Disorderly Conduct.

Police: Salina man accused of knife attack at Oakdale Park

&nbsp;SALINE COUNTY—Law enforcement are investigating a Salina man for an alleged violent attack on a woman.

Just before 5p.m Friday, officers were dispatched to a domestic violence call in the 1300 block of Winona in Salina, according to Salina Police Sergeant&nbsp;Kyle Tonniges.

&nbsp;A 25-year-old female Salina victim reported an acquaintance identified as 33-year-old Duc Ho of Salina, had attempted to kill her. The two were involved in an argument at the residence. The victim suffered serious injuries when she was struck multiple times and was allegedly strangled by Ho.

 At one point Ho also pushed her head into a mirror, causing it to break. The victim attempted to escape multiple times, only to be pulled back inside by Ho. 

During the incident, Ho made comments that he was going to kill the victim. She was eventually able to escape to a neighbor’s home where she called 911. 

Ho was located a short time later at another residence in Salina. He had a small amount of marijuana in his possession. He was arrested on requested charges of&nbsp; Attempted 2nd degree homicide, Aggravated Kidnapping, Aggravated Battery, Criminal Restraint, and Possession of Marijuana.

An officer made contact with 34-year-old Victor Delatorre at the residence, who was highly intoxicated. The officer attempted to arrest Delatorre but he was non-compliant and attempted to flee. 

The officer deployed a TASER at Delatorre, which enabled officer to effect the arrest.&nbsp;

Delatorre continued to resist and had to be placed in a body wrap. He then spit on an officer. Investigators later&nbsp; learned that Delatorre had destroyed $20 worth of house plants inside the home for no apparent reason. 

He was arrested on requested charges of Criminal Damage to Property, Battery on a Law Enforcement Officer, Interference with a Law Enforcement Officer and Criminal Threat.

Police use Taser to make arrest at Salina home

SALINA —Law enforcement authorities are investigating a Salina man for alleged battery during a dispute in Salina.

Just after 5:30a.m. Friday&nbsp; &nbsp;officers were dispatched to the 300 block of N. Columbia for a domestic dispute, according to&nbsp;Salina Police Sergeant Kyle Tonniges.

The 32-year-old female victim of Salina reported her boyfriend, 29-year-old Thomas Garrison of Salina, struck her in the head and kicked her in the stomach and back.&nbsp; He also allegedly strangled her.

Police arrested Cole at the scene on requested charges of Aggravated Domestic Battery and Domestic Battery.

SALINA —On Thursday, August 3, the Kansas Highway Patrol will host a Dispatch Open House at 2019 E Iron Avenue in Salina, according to a media release from the agency.

This Open House will allow members of the public interested in learning about a career as a Communications Specialist to meet members of our KHP Central Dispatch, as well as the Troopers they support.

This event will consist of an hour-long presentation and discussion and include the opportunity to tour our secure facilities and see first-hand the technology used in the position. Additionally, individuals will get the chance to sit alongside and ask questions to current members of KHP Central Dispatch while they work.

KHP dispatch open house August 3 in Salina

CLOUD COUNTY —Law enforcement authorities investigating vandalism at the city park in Concordia are offering a $200 reward for information that leads to an arrest and prosecution.

On Friday, police responded to report of damage at the park in the 300 Block of West 11th Street in Concordia and including the swimming pool and pickle ball courts, according to Police Chief Brent Gering.

The damage prevented the community from using the pool and courts over the weekend and resulted in costly repairs to buildings and equipment, lost wages to seasonal employees and lost revenue to the city.

Anyone with information on the vandalism, contact Concordia Police.

Salina Library Announces Lunches for Week

LINCOLN COUNTY —One person was injured in an accident just after 2:30p.m. Sunday in Lincoln County.

The Kansas Highway Patrol reported a 2004 Toyota Avalon driven by Keith R. Super, 75,&nbsp;Nenana, Alaska, was westbound on Interstate 70 just west of the&nbsp;<a href="https://en.wikipedia.org/wiki/Beverly,_Kansas">Beverly</a>,&nbsp;<a href="https://en.wikipedia.org/wiki/Carneiro,_Kansas">Carneiro</a>&nbsp;exit in the right lane&nbsp;behind a 2023 Freightliner semi driven by Kareem Jallah Shabazz Cleveland, 47, Virginia Beach, Virginia.

The semi suddenly slowed, causing the Toyota to slow. The semi then rear-ended the Toyota.

EMS transported a passenger in the Toyota Kenneth Lee Super, 75, Lebanon, Oregon, to Salina Regional Health Center. The drivers were not injured. All three were properly restrained, according to the KHP.

Salina, KS&nbsp;–&nbsp;Salina Area United Way announce the 2023-2024 Funded Partners, according to a media release from the organization.

 This year, 13 local nonprofit community organizations were chosen as Funded Partners:

“We are so excited to welcome back eight previous Salina Area United Way Funded Partners and welcome in five new Funded Partners to our partner organizations,” says Claire Ludes, Executive Director of Salina Area United Way. “We look forward to once again uniting with these thirteen incredible nonprofit organizations for our 2023-2024 Campaign season to ultimately serve our community in the most effective way possible.”

This past 2022-2023 Campaign year, Salina Area United Way surpassed their Campaign fundraising goal for the first time in a decade, which brought in a grand total of $573,821.65 to give back to their 2022-2023 Funded Partner agencies within the community and to the new childcare initiative.&nbsp;

“Being a Funded Partner is a dedicated, reliable funding and mission-focused collaboration,” says Amanda Otto, CEO at Big Brothers Big Sisters of Salina. “This past year, Funded Partners has given us the opportunity so far to match 35 youth with a positive adult role model in our community! This is instrumental in meeting the need for mentors in Saline County.”

Salina Area United Way announces 2023-24 funded partners

SALINA, Kan.&nbsp;– Kansas Wesleyan’s Olivia Velasquez was one of the 19 students honored with the Maud Wyatt Recognition Scholarship, presented recently by the Kansas Independent College Foundation (KICF).

“I was very appreciative that I was able to get the scholarship — and very surprised,” said Velasquez (Park City, Kan.).&nbsp;

She is a rising senior planning to graduate in just three years, along with her brother, Frankie.&nbsp;

An Art Administration major, a hybrid of art and business classes, she has been active in music and visual arts for each semester at Kansas Wesleyan. With solo clarinet and band experience, she has been a member of the university’s Wind Ensemble, The Howl athletic band and orchestra.&nbsp;

She has begun to commit more time to visual arts and has received paid commissions for her graphic-arts designs.

“All of the fine and performing arts are inextricably linked because these are human experiences that require creativity, organization and mental focus,” Velasquez said.

As a freshman, she volunteered to be a stage manager for a KWU theatre production to have experience in all arts areas.&nbsp;

KICF awards up to 21 individual scholarships, one for a student at each member institution.&nbsp;&nbsp;The recipients are all full-time, degree-seeking students on the cusp of graduation who have demonstrated excellence in academics, character and integrity, and a commitment to the value of a private college education in Kansas. These students lifted the spirit of their respective communities while also maintaining GPAs of 3.5 or above.

Each of the 19 scholarship recipients for 2023 demonstrate leadership, character, attention to academic excellence, appreciation for the impact that a private college education has had on their life and an understanding of how that private college education has prepared them for a lifetime of personal and professional fulfillment.&nbsp;

The scholarship was established in 1995 through the generosity of Maud Wyatt, whose bequest has supported the work of KICF and its institutions since 1961.&nbsp;

HUTCHINSON, Kan. — Mark Tallman with the Kansas Association of School Boards<a href="https://www.kasb.org/45132?articleID=139240"> notes that Kansas kids are doing better educationally than might be assumed from the amount of funding they receive.</a>

"Kansas continues to spend less per pupil than most states," Tallman said. "We rank about 28th in the country. We spend about 10% less per pupil from all sources. However, we continue to have, across an average of a number of educational outcomes, pretty strong educational results. Probably for the last five or six years, we've used a measure tracking things like national test scores, ACT, SAT, graduation rates. The most recent update we have is that Kansas is 13th in the country."

Kansas is competitive with its neighbor states.

"We're about in the middle point of the region, a little bit higher," Tallman said. "We've consistently been around the same as the region. What we've noticed, however, is that going back about 10 years, every state except Oklahoma has increased its funding per pupil more than Kansas."

Kansas provides more state funding than the U.S. average, but its school districts receive much less local and federal aid, so total funding is lower. This is a problem that the legislature might not be as able to easily solve, as there is a disparity in property value that already is equalized as part of the school finance formula.

"Lower wealth districts, districts with less property wealth, a much higher share of their budget will come from the state," Tallman said. "Our system now really does say that even property wealthy districts still get a lot of money from the state. Those districts may also be, if you kind of break it down by county, we're also talking about the share of income tax that goes to education, the share of sales tax. Property taxes, of course, are only a portion of school funding and in Kansas, a smaller portion than more states. We rely more heavily on state sales and income tax to fund education than some states do."

Per-pupil funding affects how states can compete based on salaries, class size, and the range of academic and student support programs.

SALINA —The Dunbar School Alumni Association, Inc. will sponsor a mini-Career Fair for middle and high school students in partnership with St. John’s Missionary Baptist Church on Saturday, July 22, 2023 from 10:30-11:30 am, at 215 S. Chicago, according to a media release from the association.

The Youth Fun Day event is a part of the association’s mission to education the youth of today about the history of Dunbar School and the importance of an education. There will be professionals presenting from career fields in Banking, Barbering, Information Technology, Law Enforcement, and Legal professions. Three of the presenters, Kirk Holt, Hewitt Gordon, and Captain Stephen Kency are graduates of Salina Central High School. 

After the mini-Career Fair event, children, and youth in grades kindergarten through high school, will enjoy a free lunch, outdoor games and a bounce house from 11:30 am to 2:00 pm. The Fun Day activities are free and open to the public. Parents who want their children to attend must complete a parent permission form. Permission forms and more information are available by contacting Patrick Parker at (785) 827-7082. 

The Career Fair and Fun Day are part of the association’s 11th Dunbar School Reunion activities which begin on Friday, July 21 and continue through Sunday, July 23. The Friday evening event will be a Memorial Service in memory of former Dunbar students and staff. On Saturday there will be a banquet at Hilton Homewood Suites, featuring Dunbar descendant, Dr. Karina Yager, granddaughter of the oldest living Dunbar School alumni. Dunbar alumni and friends will have a busy day of activities including a tour of Dunbar School, a variety of games, and fun group fitness activities. The Friday Memorial Service is open to the public as well as the Saturday evening banquet, which begin at 6:00 pm. Banquet tickets are $55.00. SALINA—Law enforcement authorities are investigating alleged theft and asking for help to identify two suspects.

On Monday, May 22, police took a report of a theft at Verizon, 2375 S. 9th Street in Salina, according to a CrimeStoppers media release.

 A store employee reported they had left a cell phone on a charging pad on the sales floor. The phone was later discovered missing. 

Video surveillance shows a man and woman enter the store and sit next to the phone. The man steals the phone and the couple leaves. The cell phone was valued at over $1000.
