The Salina Police Department has located the owner of the Chevy Equinox that was found engulfed by flames in Saline County yesterday morning.&nbsp;

According to SPD Sergeant Kyle Tonniges,  shortly after finding the vehicle early yesterday morning, SPD received a report of a stolen vehicle matching the charred vehicle's description.

The vehicle's owner was identified as Kindel Culver, 45, of Salina.

"That vehicle was reported stolen sometime overnight," Tonniges said.&nbsp; "So between Sunday evening at 10:30 p.m. and about 12:30 a.m. the next day when it was discovered by the Sheriff's Office." Tonniges said the 2010 Chevy Equinox was allegedly stolen from the 200 block of South Eighth Street in Salina.&nbsp;

Early this morning, the Saline County Sheriff's Department responded to a vehicle fire in the 4100 block of South Ohio Street in town. When Rural Saline County Fire District Two responded, fire engulfed the suspected Chevrolet Equinox.

"They couldn't tell what color it was," said Saline County Sheriff Roger Soldan. "The only thing we really have is the last two characters on the tag was 'MT,' but the rest of the tag was destroyed."

Soldan said the fire even destroyed the vehicle identification number, or VIN, making it harder to identify the vehicle.

The Saline County Sheriff's Department is working to find out who the vehicle belonged to.

State Fair sends out post-Fair survey

The smell of funnel cakes and kettle corn filled the air in front of the Smoky Hill Museum on Saturday. The sounds of hammers striking iron and live music greeted hundreds of guests at the annual Smoky Hill Museum Street Fair.&nbsp;

The day began at 10 a.m. with history-themed floats downtown, followed by a chili cook-off, live music, food trucks and free entry to the Smoky Hill Museum.

"We've got some great music — all brand new bands this year," said the Smoky Hill Museum Director Susan Hawksworth. "We're just excited to see so many people here."

The musicians and bands who visited the fair's stage included Geff and Dawn Dawson, Ghost Town Revival, Jaron Bell and Nick Tayler.&nbsp;

At 2 p.m., Hawksworth announced the chili cook-off winners.&nbsp;

Out of the six stands, patrons of the fair chose Aliento de Vida BIC Church with Hector and Maribel De Leon, Xochitl Paez Cervantes, Juan Carlos and Daniel Ramos for the best chili.&nbsp;

Aliento de Vida won for the third year in a row.

The crowd chose Beans and Rolls for its best booth. Some comments about the winning booth included its design and the way the team interacted with chili tasters.&nbsp;

Besides the chili cook-off, the fair included Old West exhibits like archery, horseshoe smithing, knot tying and more.

"I like all the little activities like, I'm 26, and I want to go shoot a bow," said Katie Probst, a Salina resident who visited the street fair.

Miss Kansas High School Rodeo Queen Cheyanne Johnson helped young kids learn how to rope while volunteers taught children how to make rope by hand, allowing them to keep the cords they made.

The museum stayed open to visitors all day, and in the middle of the street, a large booth stood for children to paint small pumpkins and make paper crafts.&nbsp;

"(It's great to) see my daughter playing with all the different art stuff," said Salina resident Anderson Dugazon. "She's having a good time."

Geff and Dawn Dawson closed out the live music performances, and the Smoky Hill Museum kept its doors open until 5 p.m. with its featured exhibit —&nbsp;Fire: Embers of Discovery.

Saline County Jail Activity, Sept. 26

HUTCHINSON, Kan. — Kansas First District Congressman Tracey Mann headed to Washington D.C. on Tuesday with a lot of uncertainty about the final resolution of the budget process and the looming end of the federal fiscal year.

"If these four bills that are going to come up, combined with what's already been done, go through, this would account for almost 75% of federal spending," Mann said. "Some cuts have been made, some serious reductions in certain areas, if these bills, as proposed, pass. There will be a slew of amendments. We have a very busy week."

Even if the House passes the bills through it plans to vote on, the Senate would still have to agree to the language, otherwise, it would be quite difficult to get the process completed in just a week's time and some sort of stopgap measure would likely have to be passed to avoid a government shutdown.

"We're $33 trillion in debt," Mann said. "Washington, in my view, spends too much and borrows too much. Get those bills done and then we will see if there is a willingness or the votes are there for some kind of a stopgap spending bill, which I would like to tie to securing our border, or something like that."

Mann doesn't believe that there is any serious threat to House Speaker Kevin McCarthy at this point.

"I don't hear rumblings of any serious notion that he would not continue to be the Speaker," Mann said. "We've got to get back to Washington D.C., have a lot of these votes, have a lot of these conversations and get things figured out with the government spending and let's see where it goes, but I don't see that changing."

The federal fiscal year ends at the end of the day on Sept. 30.

 </figure>NICK GOSNELL Hutch PostHUTCHINSON, Kan. — Kansas First District Congressman Tracey Mann headed to Washington D.C. on Tuesday with a lot of uncertainty about the final resolution of the budget process and the looming end of the federal fiscal year."If these four bills that are going to come up, combined with what's already been done, go through, this would account for almost 75% of federal spending," Mann said. "Some cuts have been made, some serious reductions in certain areas, if these bills, as proposed, pass. There will be a slew of amendments. We have a very busy week."Even if the House passes the bills through it plans to vote on, the Senate would still have to agree to the language, otherwise, it would be quite difficult to get the process completed in just a week's time and some sort of stopgap measure would likely have to be passed to avoid a government shutdown."We're $33 trillion in debt," Mann said. "Washington, in my view, spends too much and borrows too much. Get those bills done and then we will see if there is a willingness or the votes are there for some kind of a stopgap spending bill, which I would like to tie to securing our border, or something like that."Mann doesn't believe that there is any serious threat to House Speaker Kevin McCarthy at this point."I don't hear rumblings of any serious notion that he would not continue to be the Speaker," Mann said. "We've got to get back to Washington D.C., have a lot of these votes, have a lot of these conversations and get things figured out with the government spending and let's see where it goes, but I don't see that changing."The federal fiscal year ends at the end of the day on Sept. 30.Below is a podcast of Rep. Mann said budget picture is unclear heading into final week

TOPEKA&nbsp;– Governor Laura Kelly, alongside the Kansas Infrastructure Hub, announced the launch of the Build Kansas Fund, which provides state matching dollars to Kansas communities for infrastructure projects approved under the Bipartisan Infrastructure Law.&nbsp;

The Build Kansas Fund will invest $200 million directly into Kansas communities to support projects that include water, transportation, energy, cybersecurity, and broadband through Fiscal Year 2027.&nbsp;

“The Build Kansas Fund&nbsp;makes it possible for communities&nbsp;across the state&nbsp;to seize the tremendous opportunities provided by the Bipartisan Infrastructure Law,” Kelly said. “These matching dollars empower our local leaders to forge ahead with projects that&nbsp;will grow our economy,&nbsp;connect&nbsp;people and businesses to&nbsp;high-speed internet,&nbsp;and&nbsp;build safer infrastructure&nbsp;that&nbsp;improves&nbsp;life for all Kansans.”&nbsp;

Governor Kelly announced the creation of the Kansas Infrastructure Hub in 2022 to ensure Kansas has an effective and efficient distribution of the funds received from Bipartisan Infrastructure Law. 

The Kansas Infrastructure Hub, a coordinating body comprised of representatives from the Kansas Departments of Administration, Agriculture, Commerce, Health and Environment and Transportation, along with the Kansas Corporation Commission and the Kansas Water Office, will manage the Build Kansas Fund, offering technical assistance, tracking funds, and promoting grant opportunities.&nbsp;&nbsp;

“The Kansas Infrastructure Hub has been working diligently to unite cross-sector stakeholders around Kansas’ infrastructure priorities,”&nbsp;said Calvin Reed, secretary of the Kansas Department of Transportation. “We look forward to supporting Build Kansas Fund applicants as they strive to optimize their BIL projects’ potential.”&nbsp;&nbsp;

Build Kansas Fund will accelerate community infrastructure projects

The Saline County Commissioners will meet tomorrow at 9 a.m. for a study session and discuss Vision 2023, the county's strategy to combat issues in the Salina community.

Instead of at its normal location, the commission will meet at the Saline County Health Department conference room at 125 W. Elm St.

Some prioritized actions included building plans for workforce succession, building community trust and enhancing economic development.

County Workforce Strategy: Recruit high-quality employees Actions:&nbsp;Evaluate incentives to attract new employees and implement best-fit incentives. Continue to use all possible outreach efforts to communicate vacancies to potential candidates. Keep competitive salaries and benefits to attract the best candidates. Specific Tasks:&nbsp;Study the potential for County-provided childcare as an employee benefit

Strategy: Plan for Workforce Succession Actions:&nbsp; Prioritize retention of good employees by incentivizing attendance. Continuously re-evaluate departmental staffing needs to prepare for succession planning shift responsibilities at appropriate opportunities to make the department and workflows more efficient. Consider employee safety in building and policy design.

Strategy:&nbsp;Plan for knowledge transfer Actions:&nbsp;Examine job requirements to ensure there is a match with needed skills through a fluid review process and career ladders.

Saline County Commissioners discuss 2023 Vision in study session

Study Sessions and City Commission meetings will take place in–person at the City/County Building in Room 107 and via Zoom until further notice. Commissioners are scheduled to discuss special event fees for two tours during a study session that begins at 2 p.m.&nbsp;

Community &amp; Development Services staff will give a presentation regarding fees associated with Special Event Permits established by the City Commission on December 12, 2022. Following discussion the Commission may provide direction to staff regarding updates to the established fee schedule of Special Event Permits.

The commission's regular meeting is scheduled to begin at 4 p.m.

Commissioners are being asked to approve the following proclamation.

● Recognition of the month of Oct. 2023, as National Arts and Humanities Month. Brittany Willer and Brooks Olivier, Members of the Salina Arts and Humanities Commission, will read the proclamation.

● Conduct the required public hearing on the City of Salina's proposed application for the Kansas Department of Commerce (KDOC) 2023 Community Development Block Grant - Housing Rehabilitation, Demolition or Neighborhood Development Grant (CDBG - Housing).

●  Conduct the public hearing and report on Petition No. 4422 filed by Kelly Dunn, Craig Piercy, and Tod Roberg, Members of Stone Lake Development, LLC (petitioner), requesting the vacation of a portion of a 55 ft. wide platted drainage easement located on Lots 18 and 19, Block 4 of the Stone Lake Addition to the City of Salina, Saline County, Kansas to reduce the easement width from 55 ft. to 20 ft. in order to convert it from surface drainage to a storm drainage pipeline and consider approving Ordinance No. 23-11176 ordering said vacation.

● Award the bid for Project No. FSAFB 23100 - Building 614 Utility Relocations at the Former Schilling Airforce Base (FSAFB) Site to Smoky Hill, LLC in the amount of $145,800 with a $14,580 (10%) construction contingency for a total project authorization not to exceed $160,380 and authorize the City Manager to execute a contract with Smoky Hill, LLC upon fulfillment of all prerequisites under the bid documents.

● Approve Ordinance No. 23-11173, on second reading, granting to Evergy Kansas Central, Inc. an electric franchise, prescribing the terms thereof and relating thereto, and repealing all ordinances or parts of ordinances inconsistent with or in conflict with the terms hereof.

● Authorize the City Manager to execute an agreement with GovBuilt for replacement permitting and licensing software.

● Request to authorize City staff preparation of a Special Assessment Engineering Feasibility Report for Phases 4a and 4b of Stone Lake Addition No. 2.

● Approve Ordinance No. 23-11174, on first reading, relating to Application #Z23-6, filed by Stone Lake Development, LLC, requesting a change in zoning district classification from PC-2 (Planning Neighborhood Shopping) to R-2 (Multi-Family Residential) on five lots located on the east side of South Ohio Street, south of Shoreline Drive. The subject property is legally described as Lots 1-5, Block 6 of the Stone Lake Addition to the City of Salina, Saline County, Kansas and addressed as 2835-2915 South Ohio Street.

● Approve Ordinance No. 23-11175, on first reading, amending the zoning regulations applicable to group day care homes.

● Consideration of South View Estates Development Agreement Compliance

● Request for Executive Session -Attorney/Client Privileged

&nbsp;● Executive session to discuss with special legal counsel the subject of confidential legal considerations relating to points of negotiation with Salina Destination Development, LLC, regarding the City's multi-family housing project, based upon the need for consultation with an attorney for the public body which would be deemed privileged in the attorney­ client relationship pursuant to K.S.A. 75-43 l 9(b)(2). Proclamation, public hearings among Salina City Comm. agenda items

CUNNINGHAM, KS&nbsp; — During some of Rev. Mathew Musyoki's first sermons in his new rural home 8,000 miles from where he grew up, he shared his life with the congregations of Cunningham and Penalosa Methodist churches.

In his sermons, Musyoki told his congregations of the hardships his village experienced and the collective action they would take to overcome each issue.

One of the community's most dire needs was clean drinking water.

Musyoki grew up in a small community in Kenya named Kakindu Village, where the closest water source ranged from 5 miles away in the rainy season to almost 15 miles during the dry months.

Community members in Kakindu Village had to walk these distances to gather water for general use.

The village women often performed this task every two to three days, filling up five-gallon barrels and hauling them back home, usually by hand.

Musyoki said each barrel can weigh around 50 lbs each.

"If you look at where they were getting this water some time back, in (some) places, they would go wait for hours — waiting for it to fill up," Musyoki said. "Taking the time, and then it's not very clean."

Two members of Musyoki's congregation in Cunningham decided to take action, offering to join the project and raise money within the community and beyond to help the small village.

After six years, Kakindu Village drilled its second well, providing clean drinking water to its almost 3,000 residents — through the joint efforts of hundreds of Kansans and the small Kenyan community.

In 2017, Musyoki's brother, Samuel Musyoki, began a survey to find a potential dig site for a well.&nbsp;

Samuel Musyoki contacted local engineer Charles Ngala Kithome, who found the prospect of a well in Kakindu village possible.

In 2020, after Musyoki arrived in Cunningham, Alan Albers and Don Hellar, two Cunningham Methodist Church members, joined the project.

Hellar offered 20 years of professional engineering experience, digging wells and participating in "all kinds of water projects across the state of Kansas," he said.&nbsp;

Albers focused on outreach and fund management in the community and beyond, reaching out to other churches and spreading the story of the now Kenya Water Project to the local area.

As the project picked up speed in the community late last year and early this year, Albers said more than 100 people mailed the project.

Albers sent a few informative updates to donors, and without asking for more, some would send back another donation.

"All I said was we were still trying to do more and more donations," Albers said. "It really gives you a good feeling about humans in general."

Albers said the Kenya Water Project fundraised almost $77,500 in the last two and a half years.

Major donors to the project include Penalosa Methodist Church contributed $10,000 and Pratt Methodist Church donated $8,000.

Cunningham United Methodist Church, with $8,000 and Greensburg Methodist Church, with $28,500. Individuals donated the rest of the cash.

The influx of funds allowed the project to make it through a few troubles on the first well in the village.

The Kenya Water Project finished its first well this summer, and on Friday, it finalized testing the drinking water from the second.

For most of the project, separated by 8,000 miles, both communities built trust to finish this substantial task.

Hellar said at first, he made plans to visit Kakindu Village to witness the work but changed his mind.

"After we started, I realized there was no reason for me to do that — they had things under control there," Hellar said. "We have relied entirely on Mathew's family and the organization they already had in place, and it has worked very well."

While digging the first well in spring this year, the project halted when the drill met a hard-stone layer at 500 ft deep, 100 ft short of access to water.

As the dry season grew closer, Albers, Hellar and Musyoki immediately saw the need for water. With support from local Kansans, the Kenya Water Project still provided clean water as it looked for a new dig site.

"We spent around $6,000 hauling water," Albers said. "We were paying for two truckloads of water a week."

Albers said hauling water was only possible with the pre-established work from the Kakindu community.&nbsp;

As the 3,500-gallon truckloads arrived, the community members stored the water in sizeable rain-catching drums already built by the community.

"None of these things would have ever worked if the people of Mathew's village and some of his family hadn't had the ball rolling years ago," Albers said.

In June, engineers found the second site for the first well, and as clean water gurgled from the pipe, Kakindu community members lined up to try their new water source.

Friday this week, villagers lined up once more as clean water bubbled to the surface near the village's Mikoongoni Secondary School, providing its students easy access to clean drinking water.

Musyoki said after integrating into the Cunningham and Penaloosa churches, he found that Kansan's are transparent and practical.

"In my stay here in Kansas, I have made many friends, and one of them has told me, 'there's no pretense in Kansas,'" Musyoki said. "They say what they do and do what they say... if they need to do something good, they do."

Kenyan Water wells established thanks to partnership with Kansas Churches

The Tammy Walker Cancer Center, 511 S. Santa Fe Ave., Salina, will host a free screening for skin cancer and prostate cancer on Saturday, October 14 from 9 a.m. to noon. Space is limited and appointments are required by calling Daniel Craig, Tammy Walker Cancer Center Cancer Outreach Coordinator, at (785) 452-4848.

Skin cancer is the most common type of cancer found in both men and women. People of all ages should have moles and other unusual skin changes evaluated by a professional.

Prostate cancer is the second-leading cause of cancer death in American men behind lung cancer. The prostate cancer screening is for men ages 55 to 69 and includes a PSA blood test and physical exam. Prior to testing, men will have the opportunity to consult with a urologist to help decide if the screening is appropriate and desirable. Both skin cancer and prostate cancer can be cured if found early.

The screenings are held in partnership with Salina Masonic Lodge No. 60, Masonic Cancer Alliance and the University of Kansas Cancer Center. The event is open to the public, but registrations are required.

On Saturday, at 7:10 p.m., 34-year-old Salina resident Christopher Kilat failed to stop at a traffic light while driving west on Crawford Street at the intersection of Crawford and Ninth Streets.

In the intersection, Kilat's black 2005 Acura struck a gray 2007 Chevrolet Impala driven by 42-year-old Salina resident Jamie Tollison while she was heading south on Ninth Street.

"Once she was struck, that caused her vehicle to veer to the west and strike a vehicle that was stopped at the light eastbound," said Salina Police Department Sergeant Kyle Tonniges.&nbsp;

Driving the vehicle, a white Ford F150, was 88-year-old Dale Hoopes from Smolan, who experienced minor injuries from the wreck.

Tonniges said the police department is still investigating whether Kilat drove while under the influence. On-site, officers reported Kilat resisting arrest and threatening to strike an officer.

The SPD suspected charges of interference with law enforcement and assault on a law enforcement officer.

After SPD officers and first responders arrived, they transported Tollison to Salina Regional Health Center with non-lethal severe injuries.&nbsp;

Three vehicle accident in Salina under investigation, one arrested
