For Kansas gardeners, St. Patrick’s Day means something much more than donning a favorite green outfit and heading to local celebrations.

Traditionally, the Irish holiday signals the date for planting potatoes.

“Actually, anytime from mid- to late-March is fine for potato planting,” said Kansas State University horticulture expert Cynthia Domenghini.

“Be sure to buy seed potatoes rather than using those bought for cooking. Seed potatoes are certified disease free and have plenty of starch to sprout as quickly as soil temperatures allow.”

Domenghini notes that most seed potatoes can be cut into four pieces – “though large potatoes may yield more,” he said. Each seed should weight between 1 ½ to 2 ounces, and likely more than one eye.

Each pound of seed potatoes should yield 8 to 10 pieces, according to Domenghini.

“Cut the seed 2 to 3 days before planting so that freshly cut surfaces have a chance to suberize, or toughen, which provides a protective coating,” Domenghini said. “Storing seed in a warm location during suberization will speed the process.”

Domenghini recommends planting each seed piece 1 to 2 inches deep and 8 to 12 inches apart in rows.

“Though it is important to plant potatoes in March, they emerge slowly,” she said. “It is often mid- to late-April before new plants poke their way through the soil. As the potatoes grow, pull soil up to the base of the plants. New potatoes are borne above the planted seed piece and it is important to keep sunlight from hitting the new potatoes.”

Domenghini said exposed potatoes will turn green and produce a poisonous substance called solanine. Keeping the potatoes covered will prevent this.

🎙King in the Community: State Rep. Susan Concannon

On March 11, 2011, a magnitude-9.0 earthquake and resulting tsunami struck Japan’s northeastern coast, killing nearly 20,000 people and severely damaging the Fukushima Dai-ichi nuclear power station.

In 1862, during the Civil War, President Abraham Lincoln removed Gen. George B. McClellan as general-in-chief of the Union armies, leaving him in command of the Army of the Potomac, a post McClellan also ended up losing.

In 1918, what were believed to be the first confirmed U.S. cases of a deadly global flu pandemic were reported among U.S. Army soldiers stationed at Fort Riley, Kansas; 46 soldiers would die. (The worldwide outbreak of influenza claimed an estimated 20 to 40 million lives.)

In 1941, President Franklin D. Roosevelt signed the Lend-Lease Bill, providing war supplies to countries fighting the Axis.

In 1942, as Japanese forces continued to advance in the Pacific during World War II, U.S. Army Gen. Douglas MacArthur left the Philippines for Australia, where he vowed on March 20, “I shall return” — a promise he kept more than 2 1/2 years later.

In 1954, the U.S. Army charged that Sen. Joseph R. McCarthy, R-Wis., and his subcommittee’s chief counsel, Roy Cohn, had exerted pressure to obtain favored treatment for Pvt. G. David Schine, a former consultant to the subcommittee. (The confrontation culminated in the famous Senate Army-McCarthy hearings.)

In 1985, Mikhail S. Gorbachev was chosen to succeed the late Konstantin U. Chernenko as general secretary of the Soviet Communist Party.

In 1997, Paul McCartney was knighted by Queen Elizabeth II.

In 2002, two columns of light soared skyward from Ground Zero in New York as a temporary memorial to the victims of the Sept. 11 attacks six months earlier.

A senior Salina resident fell victim to an email scam last week, which cost the citizen $11,000 in Bitcoin and various gift cards.

On Monday, March 4, an alleged scammer posing as Norton LifeLock emailed a 72-year-old Salina man to tell him his subscription was renewing and the company would charge his account for $450.

According to Salina Police Department Capt. James Feldman, the victim didn't want to renew the subscription, so he called the number provided in the email.

"He [the victim] stated while he was on the computer, they said they were supposed to put $100 into his account," Feldman said. "He was watching the computer, and his bank account did indeed show a deposit, but it showed a $10,000 deposit."

Feldman said the suspect told the victim that it was a mistake and then threatened the victim, stating if the victim didn't return the cash, authorities may consider it fraud.

Now concerned, Feldman said the resident followed the alleged scammers' instructions and withdrew $8,000 from his bank account to transfer Bitcoin to the company. The victim also purchased $3,000 in gift cards to make up the rest of the cash, totaling $11,000.

The victim sent the cash to the scammers and contacted SPD about the scam on Thursday, March 7. 

"We ask everybody, if something like this happens and people put extra money into your bank account, just go to your bank, talk with your bank, and they will take care of it," Feldman said. "You don't need to do anything."

SPD is still investigating the crime. Salina Post will update the story as more information becomes available.

Email scam posing as Norton LifeLock steals $11,000 from Salina resident

The U.S.&nbsp;<a href="https://new.nsf.gov/funding/initiatives/convergence-accelerator">National Science Foundation Convergence Accelerator</a>&nbsp;has awarded $650,000 to a team led by University of Kansas scientists to develop a water management data ecosystem that collects water quality and quantity data, models it with machine learning algorithms, and makes insights available on a dashboard for local government officials and state government agencies.

KU researchers will work with Viaanix, an Internet of Things technology company, and officials from the Kansas Water Office for the project, titled "<a href="https://nsf-gov-resources.nsf.gov/files/2023%20Cohort-Track%20K-Phase%201-BAA-University%20of%20Kansas%20Center%20for%20Research.508.pdf">Improving Water Quality and Equity through Sensor Data and Machine Learning Models</a>."

“This project focuses on a technical solution to the pressing water sustainability challenges Kansas faces,” said William Duncan, principal investigator on the project and assistant research professor of data science at KU.

Over the first year of the project, the team anticipates creating a data dashboard for real-time public reporting on water quantity, water quality and water equity.

“While one can view water equity in several ways, our project explores how the water-related actions of one group of Kansas community members undermine the ability of another group to use water in Kansas. The dashboard that our project is developing will help to mitigate this problematic interaction, thus improving water equity,” said Dietrich Earnhart, director of the Center for Environmental Policy and professor of economics at KU.

One aspect of the project will bring students’ skills to bear on the complex challenges of tracking Kansas water. KU mechanical engineering students will design a sensor that will remotely detect the existence of harmful algal blooms and broadcast the data to the network. In addition, students in the Kansas Data Science Consortium Community Data Labs course will work to build the dashboard and collect water data from the many different sources available, including the&nbsp;<a href="https://kgs.ku.edu/water-resources-and-geohydrology">Kansas Geological Survey.</a>

This award funds the first phase of this project. In August 2024, the team will apply for Phase 2 funding to expand its work.

“The research aligns with the guiding principles of the 2022 Governor’s Water Plan, and KU researchers will team with industry, state agencies and Kansas community partners to help sustain water resources in Kansas,” said Belinda Sturm, director of the Kansas NSF EPSCoR program and interim vice chancellor for research.

The NSF Convergence Accelerator funds teams who seek to apply basic research to pressing social issues. Teams work across disciplines and industries to find solutions that will have long-term social effects. A key part of this program is that teams work through the program with a cohort of other teams, with hands-on education and mentorship.

“The Convergence Accelerator’s curriculum, consisting of human-centered design,&nbsp;user discovery, team science, early-stage prototyping and pitch preparation,&nbsp;is designed to provide our funded teams the tools to transition their solutions into practice,” said Douglas Maughan, head&nbsp;of the NSF Convergence Accelerator program. “Phase 1 teams are expected to apply the curriculum, as well as focus on cross-cutting partnerships as most large-scale challenges cannot be solved with a single discipline and expertise.

At the end of Phase 1, teams will participate in a proposal and pitch competition, Maughan said. That will be used in selecting teams for Phase 2.

Millicent Coil, associate professor of the practice in mechanical engineering at KU, will also lead work on the project. Other team members include Bruce Fritz and Jay Talreja from Viaanix, and Wes McCary from the Kansas Water Office.

The Institute for Policy &amp; Social Research supported the proposal and will manage the project.

The research highlights KU’s strength in the study of&nbsp;<a href="https://research.ku.edu/earth-energy-environment">Earth, Energy &amp; Environment</a>, which is one of the university’s&nbsp;<a href="https://research.ku.edu/themes-impact">five strategic research themes</a>. Research in this area will increase understanding of the various dimensions and impacts of climate change on human and natural systems, and will develop new technologies and mitigation strategies with an ultimate goal of sustaining the life of the planet and its inhabitants.

The dashboard that our project is developing will help to mitigate this problematic interaction, thus improving water equity,” said Dietrich Earnhart, director of the Center for Environmental Policy and professor of economics at KU.One aspect of the project will bring students’ skills to bear on the complex challenges of tracking Kansas water. KU mechanical engineering students will design a sensor that will remotely detect the existence of harmful algal blooms and broadcast the data to the network. SALINE COUNTY —One person died in an accident just after 11:30p.m. Sunday in Saline County.

The Kansas Highway Patrol reported a 2012 Toyota Camry driven by Michael D&nbsp;Fussell, 42,&nbsp;Roanoke, Virginia, was&nbsp; eastbound on Interstate 70 twelve miles west of Salina.

&nbsp;The car crossed the center median and struck a westbound Volvo semi driven by Brandon D. Allen, 33, Chicago, Illinois.

Fussell was pronounced dead at the scene and was transported to Ryan's Mortuary. EMS transported Allen and a passenger Victor A.&nbsp; Concepcion, 28, Milwaukee, Wisconsin, to Salina Regional Health Center. Allen was not wearing a seat belt, according to the KHP.

Most Kansans understand that March usually brings spring closer to the end of the month, but with record-setting warm temperatures in February, spring has arrived for most residents.

Climatologists in and around Kansas also agree that this year is different for most of the country, with the <a href="https://www.weather.gov/fwd/basics">El Niño-Southern Oscillation</a>, or ENSO, cycle transitioning throughout spring and into summer.

The ENSO cycle has two phases that impact sea surface temperatures in the Pacific Ocean — El Niño, the ENSO warm phase, and La Niña, the ENSO cold phase.&nbsp;

The cycle transitioned from a three-year intense La Niña phase into a robust El Niño late last year, but climatologists see a transition to a neutral phase into a La Niña for the summer.

"This winter played out like a classic El Niño. We were much above normal [temperatures] and had above-normal precipitation—that's the hallmark of El Niño," said K-State Research and Extension Assistant State Climatologist Matthew Sittel. The problem this time of year is that the signal is less obvious."

<a href="https://salinapost.com/posts/35349d6a-eaa2-422b-976d-f0587f19c3bc">Salina broke an 1896 record on Feb. 26</a>, with the Salina Regional Airport reporting 78 degrees in the afternoon. The drought also improved, with many areas of western Kansas seeing soaking rainfall and inches of snow throughout the 2023-2024 winter.

ENSO cycles impact Kansas the most in winter, so as spring rolls into summer and El Niño switches to neutral and later to La Niña, its effects will not be as noticeable.

As the cycle transitions through the front half of 2024, Kansas weather will still see some impacts, particularly during the severe weather season.

"Coming out of El Niño, going into neutral, especially heading into severe weather season, it can create some uncertainty," said High Plains Regional Climate Center Climatologist Gannon Rush. "I looked up some literature about scenarios like this where it's transitioning from one to the neutral back to the other, and it did hint toward a not stronger, but more active severe season, particularly for hail and tornadoes."&nbsp;

Though past years with similar conditions saw more intense storm seasons, more tornadoes and hail are never guaranteed.

Wichita <a href="https://www.weather.gov/">National Weather Service</a>, or NWS, Meteorologist Robb Lawson said Kansas will see severe weather regardless of the ENSO cycle. Still, while the La Niña cycle held in the Pacific, Kansas saw a below-normal rate of tornadoes in the last several years.

"Some areas of the country get more active in a given year, and it just moves around," Lawson said. "Eventually, it will return to where we're going to be above normal for tornadoes. It's been relatively quiet for the last several years, but eventually, it will change, and we don't know when."

Meteorologists focus primarily on short weather outlooks, air moisture levels, wind speeds, and atmospheric instability. These factors impact weather forecasts and change regularly in the days leading up to a significant weather event.

Rush said many climate predictions see chances for above-normal precipitation in Kansas for the beginning of spring from March to early or mid-April.

However, late spring and early summer are less promising for precipitation in the state. Many climate models show a toss-up in the early summertime for rainfall, and when La Niña takes over, it will likely turn dry again for the later half of the year.

"There's not a strong signal on how they affect temperature and precipitation during the summer," Rush said. "As we've seen in the past, the triple dip in La Niña was very dry. The drought was very prevalent in Kansas, specifically in central and western Kansas, and this year it's sort of signaling that kind of return of a pattern which is probably not what people want to hear."

The recent conditions also have led to an early spring for many states, with the <a href="https://www.usanpn.org/data/maps/spring">National Phenology Network</a> reporting the earliest spring on record for parts of northern Kansas.

Climatologists from around the globe work to gather data for varying models, but none are entirely accurate in predictions.&nbsp;

Lawson said weather on all scales is unpredictable, but historical data and taking a critical look at weather conditions allow residents to better prepare for dangerous weather situations.

TOPEKA, Kan. – Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted

unemployment rate of 2.6% in January. This is unchanged from 2.6% in December and a decrease from 2.8% in January 2023.

“The average unemployment rate for Kansas was 2.7% in 2023,” said Secretary Amber Shultz. “January 2024 shows continually low unemployment, with an unemployment rate of 2.6%.”

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment decreased by 1,200 from December. Total nonfarm includes private sector and government employers. Private sector jobs decreased by 1,800 over the month, while government increased by 600.

The unemployment rate in Saline County is up from 1.9 percent in December to 2.4 percent. Dickinson and Ellsworth county also saw a slight increase. Harvey County saw the rate jump from 4.2 to 4.8 percent.

Since January 2023 Kansas’ seasonally adjusted total nonfarm jobs have increased by 8,500. This change is due to an increase of 7,000 private sector jobs and an increase of 1,500 government jobs.

“Total nonfarm jobs showed little change over the month in January,” said labor economist, Nathan Kessler. “Since January 2023, Kansas has added 8,500 nonfarm jobs, with 7,000 of those in the private sector.”

Jobless rate up in Saline County and across the region

Salina Post proudly presents Flashback Friday in partnership with the&nbsp;<a target="_blank" href="https://www.smokyhillmuseum.org/">Smoky Hill Museum</a>. Enjoy a weekly tidbit of local history from the staff at Salina Post and the Smoky Hill Museum as we present "Salina-Flashback Fridays."

In the early 1900s, an ambitious Salina businessman, John L. Bishop, decided to build a natatorium on the corner of East Ash Street and North Santa Fe Avenue.&nbsp;

The Salina Natatorium opened in 1907. As short-lived as the swimming pool was, many Salina residents used it daily for leisure, swimming lessons and sports for its three-year existence.

According to an article in the Monday, Aug. 20, 1907 edition of the National Field Newspaper, the construction company Wilmarth and Zerbe built the three-story building that would house the natatorium.

Water used by the Kansas Ice and Cold Storage for its plant operations next door provided warm water after it was air-cooled from boiling temperatures.

Residents enjoyed the 45 by 90-feet swimming pool with a 3-feet-deep shallow end and an 8-feet deep end. 

According to the Smoky Hill Museum, swimming coaches regularly held basic swimming lessons and hosted sporting events that drew residents from surrounding towns like Concordia and Abilene.&nbsp;&nbsp;

The three-story building became Kansas's largest natatorium, and many speculated it may have been the largest in the United States.

Once built, Bishop rented the natatorium to J. J. Ollinger for management.&nbsp;

In multiple articles by various papers from 1907 to 1910, provided by the Smoky Hill Museum, writers document how much the community adored the swimming arena and even enjoyed it in the winter when Ollinger transformed the swimming pool into an ice skating rink.

"A floor will be built over the swimming pool, and it will make a rink 100 by 50 feet in size and without any posts to interfere with skaters," said an author in the Tuesday, Aug. 20, 1907, edition of the Salina Evening Journal. "The natatorium will make the best skating rink that has ever been in Salina."

Once the weather cooled each winter, Ollinger opened the natatorium as a skating rink, and each summer, he unveiled the pool.

The community swimming area fell into turmoil early in its life, with a young man injured in an accident and later dying from his injuries.

In a Saturday, Aug. 20, 1909, article in the Salina Evening Journal, the writer details the diving accident on Tuesday, Aug. 10, 1909, of 19-year-old Salina resident Joseph Langer.

"Joe was at the natatorium and upon taking a dive into the water struck on his head, receiving a fracture at the base of his brain, which caused paralysis and finally death," the author wrote.

One year later, in 1910, J. A. Hollinger purchased half of Ollinger's business and turned the building into a garage for the Ollinger Motor Car Company.

Many residents complained about the loss of the Salina Natatorium, but Hollinger continued with his plan to transform the swimming area into a grand car garage.

The natatorium closed for good before its final summer in 1910, after Hollinger announced the construction of the garage.

K-State Research and Extension, in partnership with the Kansas Department of Agriculture, is offering online classes to help people earn the necessary approval to sell wild morel mushrooms.

The classes will be offered online through Zoom twice on March 21, the first class from noon to 1 p.m., and a second class from 6-7 p.m.

Registration for the classes is now open at&nbsp;<a href="https://www.ksre.k-state.edu/foodsafety">https://www.ksre.k-state.edu/foodsafety</a>&nbsp;and costs $5. Participants will receive the Zoom link for the training after registering.

Morel mushrooms grow in the wild but can be hard to find. For that reason, they are highly favored among chefs and mushroom enthusiasts. False morels include a number of species that look similar but are actually poisonous.

The classes are intended to help ensure that wild harvested mushrooms sold as morels in the state of Kansas are safe to consume. Current regulations under KDA’s food safety and lodging program require that mushrooms picked in the wild for sale must be individually inspected for safety by a registered mushroom identifier.

Upon completing the class -- which includes passing an online exam -- participants will be recognized as registered morel identifiers in Kansas to meet this regulation.
