On Friday, Nov. 10, the Sedgwick County Sheriff's Office notified the Salina Police Department that they had caught one of the suspects from a home invasion on Sept. 19.

The incident affected four victims who reported two suspects invaded their home with a large butcher knife and a rifle-like gun.

SPD Sergeant Kyle Tonniges said the department learned the location of suspect Phyroom Ketkan, a 41-year-old Salina man, in Wichita, so the department informed the Sedgwick County Sheriff's Office.

"We contacted them over in their warrants division and said, 'Hey, we got this guy — we think that this is his address,' and I don't know if that was what resulted in his arrest or if they just came across him," Tonniges said. "I don't know the details surrounding the rest of it, other than a sheriff's officer picked him up."

Tonniges said the Sedwick County Sheriff's Office will extradite the suspect, Ketkan, back to Salina to face the following charges —

● Aggravated Robbery ● Aggravated Burglary ● Aggravated Battery

The Salina Police Department responded to a home invasion at 9:18 p.m. Tuesday in the 300 block of North Penn Avenue, where four victims reported two suspects invaded their home with a large butcher knife and a rifle-like gun.

Three victims were reported as adults, with one child present in the home during the invasion.

Sergeant Kyle Tonniges said the three adult victims reported they heard a knock at their their back door. After opening the door, a masked suspect pointed a "long gun" at the victims.

Another suspect followed alongside the gun-wielding suspect into the home.

"They came into the house, and one of the victims rushed to the person with a gun. There was a struggle. There was a second suspect there with the individual with a gun — he had a large butcher knife," Tonniges said.

Tonniges said one victim rushed the suspect with a gun and received multiple lacerations on his head and shoulders from the suspect wielding the butcher knife.

After wounding the victim, both suspects fled the scene.

"The victims were able to identify one of the suspects as somebody they knew. So we're following up trying to identify the second subject," Tonniges said.

UPDATED: SPD finds one of the suspects from Sept. 19 home invasion

Despite rainy conditions Saturday morning, community members, city officials, students, and veterans gathered to celebrate and appreciate veterans at Sunset Park at the Salina-Saline County War Memorial.

The Salina VFW hosted the event with Vice-Mayor Bill Longbine as the guest speaker. VFW Auxiliary Post 1432 members served coffee, donut holes and hot chocolate to ceremony attendees.

Longbine, a lifelong member of the VFW Auxillary, said his primary affiliation with the military was through his father.

"My primary affiliation with the military is the fact that I was raised by a United States Marine," Longbine said. "I was very fortunate to have the values of discipline, honor, and respect, which are instilled into Marines passed on to me through my father, Dee Longbine." Longbine continued, telling a crowd of more than 100 about his father's role in creating the war memorial at Sunset Park.

"My dad served in the Korean War while in the Marine Corps. While he was honored to serve his country, I believe his service and work as a member of the Salina-Saline County War Memorial committee was one of his proudest accomplishments during his lifetime," Longbine said.&nbsp;

The war memorial in Salina's Sunset Park was dedicated to the City of Salina in 1994. The founding committee of the memorial filed dissolution papers with the state of Kansas in 1995. More than two decades later, a new committee was formed to discuss  an expansion of the original memorial to include additional veterans.

"I stand before you in front of this beautiful memorial which offers a lasting tribute and remembrance to fallen members of the Armed Forces from Saline County. We can all be thankful for the efforts and vision of that committee 31 years ago in 1992. While only a few remain with us, their names are remembered in the panel on the West side of the memorial."

Longbine continued, saying the work to honor veterans is not over. 

"Today thanks to the work and vision of a new generation of veterans, we can look forward to expanding and enhancing this beautiful feature of Sunset Park which honors our veterans and ensures they are never forgotten," Longbine said.

The previous committee documented Saline County military service members' deaths from the Civil War in 1861 to the Persian Gulf War, which ended in 1992.

The new design features a symmetrical addition to the East and West of the original monument. Eight-sided concrete benches with joining walkways will provide plenty of seating. Black granite panels above the seats complete the octagon structures which resemble the original monument.

"The current news of today indicates very fragile and volatile situations around the world," Longbine said. "As wars and conflict continue, so has the courage and sacrifice of American men and women who defend our nation and its interests. Many paid the ultimate sacrifice. At the 11th hour on the 11th day of the 11th month we recognize and remember all who have taken the oath to serve our nation and protect our liberty and freedoms."

The Kansas Wesleyan Wind Ensemble under the direction of Wendy Stein provided patriotic tunes for the event. Songs included "Stars Spangled Banner," "Sempra Supre," "And the Caissons Go Rolling Along," "Anchors Away," "From the Halls of Montezuma," and "Off We Go Into the Wild Blue Yonder."

Longbine added that a MIA / Missing Man table will soon be located at the entryway to the Salina City / County Building to serve as a reminder for those missing in action.&nbsp;

"The missing man table is meant to remind us of our everlasting concern for those fallen, missing, or imprisoned members of military service. Each item and aspect of the table symbolizes a point of remembrance," Longbine said. "For example, the pinch of salt symbolizes the tears shed from years or decades of uncertainty." Longbine said the table will soon be placed near the entrance of the building. He said the hope is that as citizens of Saline County enter to pay their car tags, taxes, or whatever business they are there for, they take a moment to view the table and pause to remember.

📸VFW Post 1432 hosts Veterans Day ceremony at Sunset Park

Even with Thanksgiving drawing close, the weather will continue at above-normal temperatures for the rest of the week. 

According to Wichita National Weather Service meteorologist Andy Kleinsasser, temperatures will remain unseasonably warm until the end of the week.

"Our normal high temperatures this time of year are anywhere from 50 to 55 degrees," Kleinsasser said. "(Temperatures will be) a good five to 10 degrees above normal."

Kleinsasser said temperatures will remain in the mid to low 70s throughout the week, only cooling down on Friday with a high in the upper 60s.

The weekend may bring some rain to the state, with a weather system forecasted to cover most of the central and southwest portion of Kansas.

Next week will begin with cooler temperatures on Monday, according to the Wichita NWS, where Kleinsasser said predicted temperatures just above average in the upper 50s.

On August 15, 2023, the Commission authorized $100,000 in funding from the County’s American Rescue Plan Act (ARPA) Coronavirus Local Fiscal Recovery Fund to be used toward grants to local agencies that help bridge the digital divide in the community.

As part of the Commission's action on August 15, the Commission authorized the County Public Information Officer to appoint a Review Committee to screen the grant applications and make recommendations. The Public Information Officer would like to thank the following individuals who graciously gave of their time to perform this service for Saline County: Renee Duxler, Salina Area Chamber of Commerce President and CEO; Kimberlyn Jones, Kansas Commerce Digital Equity Program Manager; Eric Norris, Manhattan Public Library Director

The review committee met via Zoom on October 24 to discuss the applications. The committee recommends funding for all five applications, all of which were highly rated. These are:

1. A grant of $20,630 to the Salina Area United Way to fund equipment, including laptops and printers, among other items, to create an access point for individuals to use the internet and digital devices for homework, job searching, and training, and other activities free of charge. The SAUW has a soft match of $16,320 in office space and

$3,000 in donations. They are partnering with the Salina YMCA and Salina Adult Education Center on this project.

2. A grant of $16,378 to the Salina Grace Foundation for a Digital Equity for the Homeless project to set up an internet Wi-Fi system to provide free Wi-Fi to their guests and provide laptops and workstations for guest to check out and training to help them learn basic computer skills, search for jobs, fill out applications, and the like. They are partnering with Central Kansas Mental Health, and this project will provide resources to clients of CKF Addiction Treatment, People In Need, Independent Connection, and others. This will be matched by $2,000 from a private donor.

3. A grant of $8,600 to Salina Media Connection to host 10 monthly Spanish Connection programs targeting the Spanish-speaking community focusing on various internet, digital literacy, civic education and government, health, finance and banking, legal and educational topics. Additionally, the funds will be used for quarterly in-person classes on digital literacy. This grant is matched by $400 in cash contributions and $500 in in-kind contributions by Salina Media Connection. A grant of $3,397 to the Salina Public Library for a Youth Robotics Club, which will provide nine robotics workshop kits for youths 13 to 17 years old to encourage digital literacy, creativity and critical thinking, teamwork and collaboration. The Salina Public Library is supplying $616 in matching funds. The project is managed solely by the Salina Public Library.

The total funding to be awarded is $53,430 of the $100,000 allotted for this grant program.

Staff recommends approval of the five grants. This would save $46,570 in funding previously allocated to this grant program that could be repurposed as the commission deems necessary.

Saline County Commission to discuss conditional use permit appeal, decision on digital equity grants

LETTER: The role of city managers and home-rule authority in local governance

According to data published by the Pew Charitable Trusts, an affiliate of the Pew Research Center, Kansas ranks dead last in the country on the share of state revenue that comes from federal funds.

Across the country, the percentage of state revenue from federal funds ranges from about a quarter to more than half of state revenue and according to Pew, a higher or lower percentage does not necessarily indicate a problem for state budgets.

The highest and lowest ranked states vary greatly — and perhaps challenge some partisan stereotypes about federal spending. Alaska, Louisiana, Montana and Rhode Island make up the top four, while New Jersey, California, Utah, and Kansas fall at the bottom of the list.

To some, this may not seem like a bad thing; Kansas’ politics has strong libertarian undertones after all.

However, the federal share of state revenue does reflect how much funding states receive from the federal government to help pay for public services — healthcare, education and training, transportation, infrastructure, etc.

In Kansas in particular, our ranking shows that federal dollars are left on the table rather than being used on public goods that benefit citizens.

The latest Kansas Speaks public opinion survey — conducted by the Docking Institute of Public Affairs at Fort Hays State University from September 20 to October 10 of this year — shows that nearly 70% of respondents support Medicaid expansion.

Ninety-percent of the cost of expanding KanCare, the state’s Medicaid program, would come from federal dollars under the 2010 Affordable Care Act. Forty states and Washington, D.C. have enacted expansion, including all of our neighboring states — three of which expanded Medicaid via initiative petition.

Studies estimate that 150,000 Kansans would gain coverage under KanCare expansion. Sixty-six percent of Kansas Speaks respondents indicated that these Kansans deserve healthcare from the state.

Furthermore, expanding KanCare would also keep rural hospitals open — which is critically important to our rural communities.

In an investigation by Wichita’s KWCH Factfinder 12 team earlier this year, over half of the state’s rural hospitals are at risk of closing. Of 104 rural hospitals, 60 are at risk of closing, including 29 facing immediate risk.

Just over 64% of Kansas Speaks respondents agree that keeping rural hospitals open is an important benefit of expanding KanCare.

In the face of Kansas' unique position as the lowest-ranked state in terms of federal funds contributing to our state revenue, it becomes evident that there is untapped potential for improving the well-being of citizens.

The data from Pew and Kansas Speaks paint a clear picture: Kansas has an opportunity to leverage federal funding to enhance public services, especially in the crucial areas of healthcare and rural hospital sustainability.

Accepting federal funds does not compromise our values but rather presents an avenue to improve the lives of our fellow Kansans. It's not just about numbers; it's about providing a lifeline to those who need it and ensuring the stability of our rural hospitals.

Kansas stands at a crossroads, with the opportunity to harness federal resources for the betterment of our citizens and communities.

Expanding KanCare is not just an investment in healthcare; it is an investment in the future of our state, where every individual's well-being and the vitality of our rural communities matter.

Insight Kansas: Kansas’ dilemma: Embracing federal dollars for a brighter, healthier future

Redmond says knowing weather forecasts can help reduce risk during winter weather

If there’s a buzzword for winter that Chip Redmond subscribes to, it would certainly be safety.

As a climatologist and manager of the&nbsp;<a href="https://mesonet.k-state.edu/">Kansas Mesonet</a>&nbsp;at Kansas State University, Redmond understands the many risks of winter weather.

“The most obvious may be the cold,” Redmond said. “It’s definitely a time to start pulling out the warmer stuff; the thermals, the overalls…we really need to become conscious about how many layers we put on in anticipation that the weather can change pretty rapidly this time of year.”

Morning temperatures, he said, can be quite chilly, but temperatures in the Midwest and other parts of the country often can warm nicely in the afternoon, before cooling again at sunset. Layering helps to protect during daily weather variations, Redmond said.

He also suggests a warm hat or stocking cap; mittens or gloves; and footwear that provides warmth and traction.

“There is usually an increase in slides or falling accidents this time of year when we get snow,” he said. “I suggest minimizing your outside time during slippery periods, or least have the proper footwear and avoid areas where ice might build up. Sometimes it’s easier to walk on grass than the sidewalk.”

Additional safety tips as winter weather approaches include:

“As much as I don’t want to admit it, I’m not as young as I was yesterday,” Redmond said. “It takes a toll when we put our bodies under the stress of shoveling snow, especially wet, heavy snow that can be very physically demanding. That has been a leading cause of injuries and even death due to heart attacks. Be vigilant in what your body is capable of.”

Redmond suggests asking friends, family, neighbors for help; removing snow in a way that doesn’t require picking it up and throwing it; or using a snowblower.

“Travel can be a challenge any time of year, but it becomes much more of a challenge in winter because conditions change quickly over short distances,” Redmond said.

He advises travelers to always check weather forecasts for their current location, their destination – and points in between.

 </figure><h2>Redmond says knowing weather forecasts can help reduce risk during winter weather</h2>By PAT MELGARES KSREIf there’s a buzzword for winter that Chip Redmond subscribes to, it would certainly be safety.As a climatologist and manager of the&nbsp;<a href="https://mesonet.k-state.edu/">Kansas Mesonet</a>&nbsp;at Kansas State University, Redmond understands the many risks of winter weather.“The most obvious may be the cold,” Redmond said. “It’s definitely a time to start pulling out the warmer stuff; the thermals, the overalls…we really need to become conscious about how many layers we put on in anticipation that the weather can change pretty rapidly this time of year.”<div><div style="position:relative;overflow:hidden;padding-bottom:56.25%"><iframe src="https://cdn.jwplayer.com/players/rILiJziq-oVs1oZUT.html" width="100%" height="100%" frameborder="0" scrolling="auto" title="Sl-110323l" style="position:absolute;" allowfullscreen></iframe></div></div>Listen to the interview by Jeff Wichman with Chip Redmond on the weekly radio podcast, "Sound Living"Morning temperatures, he said, can be quite chilly, but temperatures in the Midwest and other parts of the country often can warm nicely in the afternoon, before cooling again at sunset. Layering helps to protect during daily weather variations, Redmond said.He also suggests a warm hat or stocking cap; mittens or gloves; and footwear that provides warmth and traction.“There is usually an increase in slides or falling accidents this time of year when we get snow,” he said. “I suggest minimizing your outside time during slippery periods, or least have the proper footwear and avoid areas where ice might build up. Sometimes it’s easier to walk on grass than the sidewalk.”Additional safety tips as winter weather approaches include:<h2>Removing snow</h2>“As much as I don’t want to admit it, I’m not as young as I was yesterday,” Redmond said. “It takes a toll when we put our bodies under the stress of shoveling snow, especially wet, heavy snow that can be very physically demanding. That has been a leading cause of injuries and even death due to heart attacks. Be vigilant in what your body is capable of.”Redmond suggests asking friends, family, neighbors for help; removing snow in a way that doesn’t require picking it up and throwing it; or using a snowblower.<h2>Winter travel</h2>“Travel can be a challenge any time of year, but it becomes much more of a challenge in winter because conditions change quickly over short distances,” Redmond said.He advises travelers to always check weather forecasts for their current location, their destination – and points in between.“There are some apps available that will give you weather by the road (you’re traveling),” said Redmond, who suggest the U.S. government website,&nbsp;<a href="https://www.weather.gov/">weather.gov</a>, for reliable, up-to-date forecasts across the country.In Kansas, the Kansas Department of Transportation maintains a website,&nbsp;<a href="http://www.kandrive.org/">www.kandrive.org</a>, that includes forecasts, road conditions, live cameras, road closures, and more.Redmond said if a car’s tires are worn, get new one’s put on immediately. And, he says,&nbsp;<a href="https://www.weather.gov/safety/winter-before" target="_blank">keep a winter preparedness kit in the car</a>&nbsp;that includes such items as blankets, flashlight, cell phone charger, water, radio, dry food and other items to help you weather the elements in case of a breakdown.When storms are imminent, “don’t travel,” he said. “Make the smart decision to not go out there.”<h2>Stay off frozen waterways</h2>“A lot of people in Kansas think that frozen ponds are pretty and they’re fun to walk on,” Redmond said. “But there’s very rarely every a pond or a lake that’s truly safe to walk on. To support a person’s weight, you need a lot of ice. To keep that ice frozen, we rarely see those weather conditions align because we still get warmer temperatures in the winter, and enough sun to melt the ice during the afternoon.”Redmond recently spoke in depth about winter preparedness and safety on the weekly radio program, Sound Living, produced by K-State Research and Extension.
