Community service, leadership among several learning opportunities

Twenty-four Kansas 4-H youth have been selected to represent the state during the&nbsp;<a href="https://www.national4-hcongress.com/">National 4-H Congress in Atlanta</a>, set for the Thanksgiving weekend.

Amy Sollock, a 4-H youth development specialist in southwest Kansas, said the annual event “offers an opportunity to grow as an individual, as well as a chance to learn about 4-H from their peers across the nation.”

More than 800 youth from across the country will participate in National 4-H Congress, which is in its 101st year. Sollock said Kansas’ delegates include state 4-H project award winners, as well as those selected for the annual Key Award or Centennial Award.

The Kansas contingent, in alphabetical order by county, includes:

Allen County (Southwind District) –&nbsp;Kyser Nemecek.

Butler County –&nbsp;Kylee Barlett and Trena Garcia.

Cloud County (River Valley District)&nbsp;– Aubrey Stahlman.

Crawford County (Wildcat District)&nbsp;– Johanna Walker.

Finney County (West Plains District)&nbsp;– Baylee Hutchinson.

“One of the favorite experiences for many youth is the community service day, during which delegates engage in a number of service projects in and around Atlanta,” said Sollock, adding that the National 4-H Congress provides a “safe environment for teens to socialize, demonstrate leadership and practice civic engagement,” key principles of the 4-H experience.

The event, which runs Nov. 24-28. includes tours and recreational opportunities throughout the city. Keynote speakers include a New York Times best selling author, a motivational speaker, the CEO and president of the Houston Livestock Show and Rodeo, and the associate director for programs at the National Institute of Food and Agriculture.

“I hope these youth try new things, meet new people, make new friends and have a lot of laughs along the way,” Sollock said. “These are the kinds of memories that last a lifetime.”

City of Salina Thanksgiving holiday observance closures

Frosty weather arrived in Kansas in the middle of fall, but with an El Niño weather pattern secured throughout winter, Kansas may see more snow.

El Niño is a weather event where trade winds weaken over the Pacific Ocean, pushing warm water east toward the west coast of the United States. 

The event also pushes the Pacific jet stream to move south of its regular position, causing northern parts of the U.S. to have warmer, drier weather. At the same time, the southern regions receive above-normal precipitation and cooler temperatures.

Kansas often sits in the middle of the cooler, wetter regions and the warmer, drier regions during El Niño events, where equal chances of cooler or warmer weather can happen.

On the Wichita National Weather Service Facebook page, meteorologists Christian Williams and James Cuellar spoke on these topics during a Facebook Live on Friday, Oct. 17.

According to Williams, most of Kansas will see equal chances for above, below or near-average temperatures and precipitation throughout winter.

Even though the state has equal chances on temperatures and precipitation, past El Niño events trend toward an uncommon precipitation pattern.

"El Niño, in general, tends to favor above-normal snowfall for most of the state," Williams said. "That's especially true across the South Central and then central parts."

Williams said that <a href="https://www.cpc.ncep.noaa.gov/products/predictions/long_range/interactive/index.php">the models produced by the Weather Prediction Center</a>, or WPC, show that most of the state's winter will experience near-normal precipitation outside of snow.

Much of this snowfall will occur in January, February and March rather than late this year.

"There's not really a strong signal for a wetter winter," Williams said. "Once you hit February, March and April, the signal kind of flips, and there's a pretty strong signal for above-normal precipitation."

Data from previous years and current weather patterns power the models produced by the WPC and act as an essential tool for those like Wichita NWS Meteorologist James Cuellar and Williams to use for predictions.

Even with reliable models from the WPC, Cuellar and Williams said the actual weather patterns may turn out different than their predictions.

"While the chances may be more favorable, that doesn't necessarily mean that's exactly what is going to happen," Cuellar said. "But there is increased favorability for this scenario."

Williams said that the Wichita NWS will continue to monitor conditions throughout the season and update as necessary.

K-State cattle nutritionist explains how corn stalk bales can be a feed resource

When eating a salad, imagine how it might taste if all there was to eat were the stems of the plant. Not very appealing, right?&nbsp;

Similarly, cattle that are offered corn stalk bales to eat in place of hay also often find that to be less palatable, said Phillip Lancaster, beef cattle nutritionist for the Kansas State University Beef Cattle Institute.

Speaking on a recent&nbsp;<a href="https://ksubci.org/2023/11/10/sandhills-calving-corn-stalk-bales-mandatory-price-reporting/">Cattle Chat</a>&nbsp;podcast, Lancaster said there is an increase of corn stalks being baled as a feed resource this year because of the shortage of hay and the decrease in pastures available for fall grazing due to a lack of moisture.

“Traditionally, grazing cattle in the late fall on harvested corn fields can be an option to extend the grazing season because cattle can eat the husks and leaves, which have a decent nutritional value,” Lancaster said. “However, this year farmers are baling up the corn stalks after they’ve harvested the crop, which leaves only the stalks that are lignified and indigestible.”

He said that when cattle are offered a corn stalk bale, they will consume the resource at a higher proportion of stalks than they would if they were just grazing the field.

“Producers feeding those bales will have quite a bit of wastage unless they grind them and add them to a mixed ration,” Lancaster said.

For producers who need to use this as a feed resource, Lancaster said they need to supplement the cattle with protein.

He added: “For cows going into their third trimester this winter, their maintenance requirements are higher so along with protein they will also need to be supplemented with energy as well.”

Additionally, there is a potential health concern with bales that were made from a failed corn crop when fed to the cattle, Lancaster said.

“If nitrogen fertilizer was put on the crop in the spring and then it failed, the plant may still be holding that nitrogen,” Lancaster said.

In that case, producers will need to test the bales for nitrates, according to Lancaster.

On Nov. 15, 1864, during the Civil War, Union forces led by Maj. Gen. William Tecumseh (teh-KUM’-seh) Sherman began their “March to the Sea” from Atlanta; the campaign ended with the capture of Savannah on Dec. 21.

In 1777, the Second Continental Congress approved the Articles of Confederation.

In 1806, explorer Zebulon Pike sighted the mountaintop now known as Pikes Peak in present-day Colorado.

In 1937, at the U.S. Capitol, members of the House and Senate met in air-conditioned chambers for the first time.

In 1942, the naval Battle of Guadalcanal ended during World War II with a decisive U.S. victory over Japanese forces.

In 1939, President Franklin D. Roosevelt laid the cornerstone of the Jefferson Memorial in Washington, D.C.

SALINE COUNTY —One person was injured in an accident just after 9p.m. Tuesday in Saline County.

The Kansas Highway Patrol reported a 2023 Chevy Malibu driven by Dawnetta Charlene&nbsp;Bennet, 61, Salina, was eastbound on Interstate 70&nbsp;at North Hedville Road.

The car struck a deer that emerged from the south ditch. EMS transported Bennet to Salina Regional Health Center. She was properly restrained, according to the KHP.

Last week State Representative Steven Howe from Salina submitted comments on the Centers for Medicare and Medicaid Services (CMS) Proposed Minimum Staffing Rule.

In September, CMS released a proposed rule on Minimum Staffing Standards for Long-Term Care Facilities. The rule would require facilities to have a Registered Nurse (RN) on-site 24 hours a day - seven days a week, and meet a staffing ratio of .55 RN hours per resident per day, and meet a staffing ratio of 2.45 Nurse Aide (NA) hours per resident day.

“While the proposed rule may be grounded with good intentions, this "one-size fits-all" proposal is unrealistic, costly and will reduce access to care in my state of Kansas - especially in rural areas,” said Representative Howe.

“First, there is an insufficient nursing workforce pipeline that would allow Kansas nursing homes to successfully achieve the standards outlined in the proposed rule. Second, this proposed rule is too costly. Currently there is not any funding from the federal government set aside to implement these proposed standards. In Kansas, this would be an approximate $58 million dollar unfunded mandate for taxpayers. Lastly, this proposed rule will lead to more closures, more corporate consolidation, and will reduce access to care for Kansans who need care in their communities”, said Representative Howe.

Representative Howe learned about the concerns of this proposed rule through his participation in a regional meeting sponsored by LeadingAge Kansas. &nbsp;LeadingAge Kansas is the state association for not-for-profit and mission-focused aging services. Its 150 member organizations across Kansas include over 100 not-for-profit nursing homes and long-term care units of critical access hospitals.

“LeadingAge Kansas and its members did a tremendous job of explaining this proposed rule to myself and other state legislators through personal small-group discussions. &nbsp;If these rules are implemented as written, I am concerned that it will be the death-nail for many of our long-term care facilities in Kansas,” said Representative Howe.

In his public comments Representative Howe also extended an invitation to representatives from Health &amp; Human Services (HHS) and CMS to visit Kansas to hear first-hand from those working in long-term care facilities.

Representative Steven Howe Defends KS LONG-TERM CARE FACILITIES

In one week hundreds of motorcycle enthusiasts will bring Christmas cheer to those who need it most this holiday season.

The riders for the Salina Toy Run will start lining up at noon on Sunday, Nov. 19 in the southeast parking lot of the Central Mall, 2259 S. Ninth Street.

The riders will depart at 2 p.m. and will move north on Ninth Street to W. Elm Street. From there the route goes east to N. Santa Fe Avenue, and then south to E. Crawford Street. The group will then go east to S. Ohio Street and south to Cloud Street to the final destination of Emmanuel Church Salina,&nbsp;1325 E. Cloud Street Salina

This year marks the 37th year for the Salina Toy Run. The event, which was first organized by the Golden Eagle Bike Clube, collects toys for the Ashby House and DVACK (Domestic Violence Association of Central Kansas).

Event organizer Jim Trepoy thanked the City of Salina for adjusting fees so the event could continue.&nbsp;

"The city dropped down the application fee and permit fee so we got that all squared away," Trepoy said. "I want to say thanks to the city for that now hopefully we'll have some good weather."

Trepoy said if mother nature cooperates, he thinks this year will be a "big one."

"It all comes down to Mother Nature, but I think with some of the hoops we had to jump through this year, this might be a pretty big one," Trepoy said.&nbsp;

Motorcyclists prepare for 37th Annual Salina Toy Run

On Monday, Nov. 13, at 6:44 p.m., Salina Police Department officers reported to the 1500 block of Highland Avenue, where a victim reported their tan 2016 Toyota Tacoma truck, valued at $20,299, stolen.

SPD Sergeant Kyle Tonniges said someone stole the vehicle sometime after 3 p.m. on Monday.

"The vehicle was left unlocked with a key fob inside," Tonniges said. "The driver had no suspects at the time."

Later, around 11 p.m. that night, an SPD officer saw a suspect driving the tan truck at the intersection of Santa Fe and Pacific Avenues.

The suspect evaded the officer until the 800 block of North Second Street, where it sat abandoned in the middle of the roadway.

According to Tonniges, SPD officers did not locate the suspect.
