Rural America has always been inhabited by optimists. People who accepted living in remote corners of the country came with challenges and even a little loneliness. Maybe they didn’t have any better options, like the homesteaders who populated Kansas. Or maybe they understood they were trading one set of challenges for another and, like a weed, loneliness can take root about anywhere.

My recent travels have made it clear that nothing has really changed, at least in rural Kansas. The optimists are still there. So are the challenges, but the biggest problem is the same as it’s always been. There’s simply not enough people to fulfill all of the opportunities available in the small cities, unincorporated towns and farms that dot the landscape across the countryside.

Time after time, it’s the same story. Jobs are plentiful, but the bodies to fill them aren’t there. The jobs not being done are across all sectors and all pay scales, from professionals like doctors, lawyers and veterinarians to blue collar workers like truck drivers, plumbers and welders.

The journey to these shortages has been slow. As difficult as it is to attract someone new to a small town, it can often be harder to retain someone who already lives there. I’m a perfect example. It was always explicit I’d leave my small town to attend college. That was the message I heard from the time I started kindergarten until I graduated high school.

I assumed leaving was a one-way ticket because the chorus was leave and get an education. There was no verse encouraging me to return, and I’ve met plenty of colleagues with similar backgrounds who heard the same song.

So, most of us left, got our degrees and went searching for opportunities elsewhere. We got married, had kids and settled into comfortable lives elsewhere.

I suspect this is partly because more populous places seemed more prosperous to those of us in our youth. Life was a lot less convenient as a teenager when the nearest movie theatre was 30 miles away and your favorite restaurant was a similar distance in the other direction.

We were searching for amenities our towns didn’t offer. No one considered why they weren’t available or what message was received by our wanting.

Maybe because I’m now older, I look at things differently. In my recent travels it’s evident people are noticing the little things and working to find solutions. There’s efforts to keeps schools open, secure the local grocery store or help an entrepreneur get established on Main Street.

The negatives of rural life are now treated as temporary obstacles that can be overcome. This includes recasting nothing as one of the key amenities of living in a small town, like no traffic, no waiting and no commute.

Reversing a generation or two of pessimism will take time, but I’m optimistic it’s possible. Maybe rural Kansas creates optimists rather than attracts them. Afterall, it’s tough to not be filled with hope after seeing all the opportunities available. Now we just need others to notice.

Insight Kansas: Optimism and opportunity

At around 5 p.m., Friday, Nov. 17, the Saline County Sheriff's Office reported to the intersection of K-4 Highway and Interstate 135 near Assaria for a two-vehicle accident.

According to Sheriff's Office Deputy Rick Heinrich, a black Buick car driving east on K-4 struck a silver Dodge pickup truck while attempting to turn northbound on I-135.

"I'm not sure if there are any injuries, but nothing looks life-threatening," Heinrich said. "Nothing looks serious."

Saline County Rural Fire District No. 2 responded, aiding any vehicle passengers.

Heinrich said the Kansas Highway Patrol is investigating the incident.

KHP investigating two-vehicle accident at K-4 Highway and I-135 Friday evening

TOPEKA, Kan. – Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 2.9% in October. This is an increase from 2.8% in September and a decrease from 3.0% in October 2022.

“There was a small increase in the unemployment rate for Kansas, edging up to 2.9% in October,” said labor economist, Emilie Doerksen. “However, there was no change in the labor force participation rate at 66.7%, which remains significantly higher than the U.S. labor force participation rate at 62.7%.” 

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 3,200 from September. Total nonfarm includes private sector and government employers. Private sector jobsincreased by 2,400 over the month, while government increased by 800.

The unemployment rate in Saline County is up from 2.4 percent in September to 2.7 percent in October. The rate is also up slightly in Dickinson, Lincoln, Ottawa counties and across central Kansas.

Since October 2022 Kansas’ seasonally adjusted total nonfarm jobs have increased by 15,600. This change is due to an increase of 8,300 private sector jobs and an increase of 7,300 government jobs.

Jobless rate up in Saline county, across the region

Kansas Department of Transportation and KHP Vehicle-deer crashes can happen any day of the year on Kansas roadways. Across the state, 37% of all single-vehicle crashes in 2022 involved a collision with a deer. The Kansas Department of Transportation reports six people were killed and 575 people were injured in collisions with deer in 2022.

These crashes greatly increase from now until the end of the year because of deer breeding season, with November typically the peak time.

This is why KDOT, the Kansas Highway Patrol, the Kansas Department of Wildlife and Parks, AAA Kansas and the Kansas Turnpike Authority are joining to raise awareness and help decrease vehicle-deer crashes.

“If a deer enters the roadway in front of your car, it is best to hit the animal and not swerve to avoid it,” said KHP Captain Candice Breshears. “We find more serious crashes occur when you swerve to miss the deer, potentially losing control of your vehicle, leaving the road or veering into oncoming traffic.”

Roadway safety officials suggest drivers:

• Be especially watchful at dawn and dusk when deer are more active.

• If you see one deer, expect others, as deer seldom travel alone.

• Be alert and reduce speeds near wooded areas or green spaces and near water sources&nbsp;such as streams and ponds.

• Deer crossing signs show areas where high numbers of vehicle-deer collisions have&nbsp;occurred in the past; but they can happen on any roadway, including city streets.

• Do not swerve to avoid hitting a deer. Motorists could then veer into oncoming&nbsp;traffic, run off the road, hit objects or overturn.

• Use bright headlights when there is no oncoming traffic and scan for the reflective&nbsp;eyes of deer.

• If a collision occurs, move the vehicle to the roadway’s shoulder. Then, if possible, call law enforcement – KHP dispatch at *47, the Kansas Turnpike at *KTA or local law enforcement at 911.

• Put the vehicle’s hazard lights on, whether it is light or dark outside.

• Remain in the vehicle with your seat belt fastened to be better protected.

• Contact your insurance company to report any vehicle damage.

Shawn Steward, Public and Government Affairs Manager for AAA Kansas, said deer can be unpredictable, so even the best drivers are at risk.

“In addition to the inconvenience of your vehicle damage, the cost of repairs may put a serious dent in your wallet,” Steward said. “AAA insurance statistics indicate that the average claim in Kansas for an animal strike in 2022 was almost $7,000 – up more than 60% in just five years.”

Anyone involved in a collision with a deer or other animal resulting in personal injury or property damage totaling $1,000 or more is required to immediately report the incident to the nearest law enforcement agency.

Nadia Marji, Chief of Public Affairs and Engagement Officer for KDWP, said a common question to the agency is if a hunting license is needed to personally take a deer carcass from a crash scene.

“KDWP has a process in place for this through salvage tags,” Marji said. “A salvage tag is required to remove all or part of a deer carcass from an accident site and can be issued by a KDWP game warden, KHP trooper or sheriff’s deputy.”

Increase roadway safety this fall and throughout the year by staying alert, obeying posted laws and eliminating distractions while driving. Always wear a seat belt and use appropriate child safety seats, every trip, every time.

KHP reminds motorists to be on the lookout for deer

The smell of the Cozy Inn Hamburger's greasy grill permeates North Seventh Street in downtown Salina and has since 1922.

Bob Kinkel first began frying onion-laden, coin-sized burgers in a tiny shop at 108 N. 7th St., where six metal stools still seat customers nationwide and occasionally worldwide.

According to the Smoky Hill Museum and the Cozy Inn Hamburgers website, White Castle, which recently opened in Wichita, inspired Kinkel to begin his own burger shop in Salina.

The hamburgers flew off the grill for five cents. Often, servers would slide the steaming burgers to customers at the end of the table, so many patrons began calling them "sliders."

The burger stand stayed open late for Salina's nightlife early in the 20th century — patrons could visit the restaurant after late-night movies and ballroom events.

The 1930s remained strong for the new business. When most restaurants closed during the Great Depression, The Cozy Inn provided struggling Kansans with a hot, inexpensive meal.

Once the decade switched to the 1940s, Smoky Hill Air Force Base and nearby Camp Phillips provided innumerable customers for the burger joint.

The Cozy Inn thrived throughout the 40s and 50s, offering a quick meal for the thousands of young soldiers.

In 1960, Kinkel passed away and transferred ownership and legacy to his wife, Katherine Pickering. She and her second husband, Richard Pickering,  took ownership of the tiny burger joint.

According to the Cozy Inn Hamburger's website, Katherine Pickering began the anniversary celebration "offering Cozy's at yesteryear prices and drawing long lines of customers."

The Pickerings also began revolutionizing business for The Cozy Inn, with customers forming across the nation and worldwide,&nbsp;

910KINA Radio Host Randy Picking told Salina Post he remembers when Cozy Inn hustled to get its famous burgers into customers' hands.

"Back when I was younger, people used to get them ordered and put on dry ice to be shipped all over the world," Picking said.

Salina downtown started renovations during the 1980s, threatening to turn The Cozy Inn into a parking lot. After public outcry, city planners listened to the community and spared the historic burger joint.

After 37 years of managing Cozy Inn, the Pickerings passed in 1997, and three Salina business people purchased the diner.

After purchasing the business, Max Holthaus, Gregg Boyle and current Saline County Commissioner Monte Shadwick committed to The Cozy Inn tradition. They reopened the walk-up window and added new souvenir items for customers.

According to The Cozy Inn's website, Shadwick left the business in 2001

Once the 21st century rolled around, Holthaus and Boyle looked for new ways to add to Cozy Inn's tradition.&nbsp;

The pair added vintage outdoor seating with music to accommodate its steady stream of customers in 2005, increasing its seating space.

The website states, "The Cozy Inn is known nationally as one of the last remaining six-stool diners in America," which the owners leaned into its historic significance.

By the mid-2000s, The Cozy Inn found itself featured in travel books, newspapers and national food magazines, including Martha Stewart's "Living and Midwest Living."

The restaurant's current owner, Steve Howard, joined Holthaus and Boyle in 2007 as manager and co-owner. By April 2007, Howard purchased the business from Boyle and Holthaus, becoming the owner of the historic burger joint.

In 2009, Travel Channel's "101 Tastiest Places to Chow Down," featured Cozy Inn at number 69. The Travel Channel featured the burger joint on "America's Top Ten Hamburgers" as number six shortly after.

The following year garnered more accolades for the business, with USA Today picking The Cozy Inn as the "Best Burger Joint in Kansas" in October 2010. The tiny burger joint achieved a Diamond Award from AAA two years later.

Jess Blaze, an employee who began working at the Cozy Inn six months ago, said she enjoys meeting customers from around the globe. In the time she's worked there, she has already met a customer from Egypt.

"I really enjoy getting to meet all the different people who walk in," Blaze said.&nbsp;

In 2022, The Cozy Inn Hamburgers celebrated its 100th birthday, continuing the six-stool diner tradition for burger lovers nationwide and worldwide.

 </figure>The Pickerings also began revolutionizing business for The Cozy Inn, with customers forming across the nation and worldwide,&nbsp;910KINA Radio Host Randy Picking told Salina Post he remembers when Cozy Inn hustled to get its famous burgers into customers' hands."Back when I was younger, people used to get them ordered and put on dry ice to be shipped all over the world," Picking said.Salina downtown started renovations during the 1980s, threatening to turn The Cozy Inn into a parking lot. After public outcry, city planners listened to the community and spared the historic burger joint.<figure>

 </figure>After 37 years of managing Cozy Inn, the Pickerings passed in 1997, and three Salina business people purchased the diner.After purchasing the business, Max Holthaus, Gregg Boyle and current Saline County Commissioner Monte Shadwick committed to The Cozy Inn tradition. They reopened the walk-up window and added new souvenir items for customers.According to The Cozy Inn's website, Shadwick left the business in 2001<h2>A modern Cozy Inn</h2>Once the 21st century rolled around, Holthaus and Boyle looked for new ways to add to Cozy Inn's tradition.&nbsp;The pair added vintage outdoor seating with music to accommodate its steady stream of customers in 2005, increasing its seating space.<figure>

 </figure>The website states, "The Cozy Inn is known nationally as one of the last remaining six-stool diners in America," which the owners leaned into its historic significance.By the mid-2000s, The Cozy Inn found itself featured in travel books, newspapers and national food magazines, including Martha Stewart's "Living and Midwest Living."The restaurant's current owner, Steve Howard, joined Holthaus and Boyle in 2007 as manager and co-owner. By April 2007, Howard purchased the business from Boyle and Holthaus, becoming the owner of the historic burger joint.In 2009, Travel Channel's "101 Tastiest Places to Chow Down," featured Cozy Inn at number 69. The Travel Channel featured the burger joint on "America's Top Ten Hamburgers" as number six shortly after.<figure>

 </figure>The following year garnered more accolades for the business, with USA Today picking The Cozy Inn as the "Best Burger Joint in Kansas" in October 2010. The tiny burger joint achieved a Diamond Award from AAA two years later.Jess Blaze, an employee who began working at the Cozy Inn six months ago, said she enjoys meeting customers from around the globe. In the time she's worked there, she has already met a customer from Egypt."I really enjoy getting to meet all the different people who walk in," Blaze said.&nbsp;In 2022, The Cozy Inn Hamburgers celebrated its 100th birthday, continuing the six-stool diner tradition for burger lovers nationwide and worldwide.

Canadian blues guitarist Matt Andersen is coming to Salina this February.

Andersen is scheduled to perform at 7:30 p.m. on February 22 in the Stiefel Theatre, 151 S. Santa Fe Avenue.

On November 16, Officers with the Salina Police Department were dispatched to the 600 block of S. Second Street in Salina for a report of a vehicle burglary. 

The victim reported an unknown suspect had entered their company work vehicle sometime between 8:00 PM on November 15th and 7:00 AM on November 16th and stole several items. The victim was missing various power tools, a Dell laptop computer and an unknown brand cell phone. The total value of the stolen property is estimated at over $3,500.

TOPEKA&nbsp;– Governor Laura Kelly announced the launch of The Council of State Government’s (CSG) Justice Center’s&nbsp;<a href="https://lnks.gd/l/eyJhbGciOiJIUzI1NiJ9.eyJidWxsZXRpbl9saW5rX2lkIjoxMDEsInVyaSI6ImJwMjpjbGljayIsInVybCI6Imh0dHBzOi8vc3RlcHVwdG9nZXRoZXIub3JnLyMvIiwiYnVsbGV0aW5faWQiOiIyMDIzMTEwOC44NTM2OTc4MSJ9.WPp_MD4VdNq8A4D45uqWGj5wJjgz8J0SKVMD7omqfNE/s/1303161001/br/230362476244-l" target="_blank">Stepping Up Initiative</a>&nbsp;in Kansas’ juvenile justice system to reduce the over-incarceration of Kansans with mental illness and substance abuse disorders.

The initiative provides Kansas Department of Corrections staff at juvenile justice system facilities with training and other technical assistance to identify youth who could benefit from behavioral health supports and services to avoid re-incarceration.

Kansas is the first state in the country to launch the Stepping Up initiative in its juvenile justice system.

“Before I got into politics, I worked in a minimum-security prison for boys, where I saw firsthand the benefits of having access to mental health resources,” Kelly said. “That’s why we are expanding the Stepping Up Initiative to our juvenile justice system, so that we are better able to identify and provide mental health and addiction supports to kids who could benefit from them. Helping young people get set up for successful futures will make our state safer and save us money down the road.”

This announcement builds on the Stepping Up Initiative’s success in adult facilities. In February 2021, CSG partnered with the Kansas Department for Aging and Disability Services to create the Kansas Stepping Up Technical Assistance Center to address the cycle of incarceration of Kansas adults with mental illness.

So far, 95 counties have benefited from technical assistance opportunities, including trainings, webinars, and the sharing of best practices between counties. The Technical Assistance Center has assisted counties with enhancing infrastructure, building stronger collaboration across the mental health and justice systems, and increasing data capacity at the local level - all of which have strengthened county-level efforts to keep individuals with serious mental illnesses out of jail.

“We’re excited about this collaborative effort as we all pitch in with our expertise, with a primary focus of intervening as early as possible to keep young people out of jails and prisons,”&nbsp;Secretary of Corrections Jeff Zmuda said. “The availability of these additional mental health resources is critical to addressing the behaviors and needs of juvenile Kansans with that goal in mind.”

Wheat Scoop: Kansas Wheat shares favorite recipes

Three people were injured in an accident just before 10 p.m. Thursday in Saline County.

The Kansas Highway Patrol reported a 2003 GMC Sonoma driven by Molly Ann Wallace, 17, Beverly, was northbound on Interstate 135 and started to&nbsp;take the exit to Interstate 70.

When veering back onto Interstate 135 into the driving lane, the pickup&nbsp; &nbsp;and a&nbsp;northbound 2006 Peterbilt semi hauling cattle and driven by Ray Dean Hummel, 66, of Wisconsin collided and side swiped.&nbsp;

EMS transported Wallace, Hummel and a passenger in the semi Joyce Elaine&nbsp;Hummel, 66, also of Wisconsin, to Salina Regional Health Center.

Joyce Hummel was not wearing a seat belt, according to the KHP.

According to Salina Fire, there were approximately 54 cattle in the trailer at the time of the accident.

-------------------------------------------------- At approximately 10 p.m. Thursday, a semi - trailer carrying 54 cattle was involved in a vehicle accident with at least one other vehicle according to a Facebook post made by the Kansas Highway Patrol Troop C.

Trooper Voss along with Salina firefighters are at I-135 and I-70 responding to a two vehicle accident with non- life threatening injuries being reported.&nbsp;

Northbound lanes on I-135 just before I-70 are closed at this time.

“Two vehicle injury crash on northbound I-135 just before I-70,” Voss said. “Northbound lanes are shutdown. Traffic is being routed to eastbound I-70. The semi trailer has cattle inside. Waiting to get them out.”
