Saline County Jail Bookings, April 9

Starting April 10, 2024, the City of Salina’s Community Relation Division will begin to accept applications for the Neighborhood Repair &amp; Rehabilitation Program (NRRP) with the funding of $999,999 awarded from Federal Home Loan Bank’s (FHLB) Affordable Housing Program.

This was made possible through the sponsorship of FHLB Member - Equity Bank. The division’s goal for the grant is to assist with the rehabilitation of 44 owner-occupied homes.

Applications will be reviewed for eligibility on a first-come, first-served basis.

“Equity Bank is extremely excited to partner with the City of Salina in the FHLB Neighborhood Repair and Rehabilitation Grant. We are looking forward to the positive impact this grant will have on low- and moderate-income homeowners in Salina," said Trey Mowery, market president for Equity Bank.&nbsp;

Homeowners whose properties are located within the 10-block area of Saline County’s U.S. Census Tract 3 are encouraged to apply to the NRRP’s rehabilitation project. The 10-block neighborhood is bounded by State Street to the north, Ninth Street to the east, South Street to the south, and Broadway to the west as indicated on the map below.

We adopted him from a nearby city animal shelter’s barn cat adoption program. They adopted him out to us because he was deemed “too bite-y” to be a house cat.

An expert mouser with some serious cattitude, he rotated his time between our shop, farm office and barn. 

He viciously clawed my office chair one afternoon when I turned off his Netflix. He’d let you know when he was annoyed with you with his loud meow or his claws to the back of your leg. He also let you know when he wanted your affection when he’d sneak up behind you and bite you before flopping down by your feet expecting a belly rub.

He’d sprawl out on window ledges and sleep for hours until I’d come into the office. I swear he’d wait for me to look over at him once I was settled at my desk before he’d push a plant, pot or coffee mug off the ledge all while maintaining eye contact with me.

He tolerated our farm dog, Rosie, in her puppyhood. He followed us when we went on hikes through the cattle pastures — always letting us know of his presence by his continuous and loud complaints regarding our outings. More often than not, after hearing too many of his growling meows, one of us would give in and carry that fat cat back to the shop. 

He had a special gift of getting right in your face when working on equipment and making his presence known during Zoom calls.

Mr. Gray disappeared about a year ago. We assumed a coyote got the old boy. 

However, we recently received a call from the City of Wichita telling us that they had our cat. We didn’t have a missing cat.

They said they had a cat that was microchipped and registered to us.

I made the hour-long drive down to Wichita to bail him out of cat jail.

After a year of adventures that landed him in the big house down in the city, Mr. Gray is back on the farm. He spent a few hours in the tractor with my husband before we released him back into the shop and office later that afternoon.

He left an offering for us a few hours later in the form of two mice he’d caught and put in his litter box. 

He’s now returned to patrolling the farm, sneaking up behind me and nipping the back of my leg while I work at my desk, sharpening his claws on my office chair, and overseeing us while working on equipment — always from somewhere above us.

We don’t know what his time away from the farm was like, but Mr. Gray has definitely made sure that we know he’s back and that he hasn’t changed one bit.

Insight Kansas: A farm cat's tale

The 40th Salina Spring Poetry Series, sponsored and organized by Salina Arts &amp; Humanities, continues on Tuesday, April 9, with a reading by Hadara Bar-Nadav.

The reading will begin at 7 pm at Red Fern Booksellers, 106 S Santa Fe Ave, in downtown Salina. Admission will be $5 cash at the door and will be free for students with ID.

Traci Brimhall, Kansas Poet Laureate, curated this year’s series. Brimhall selected poets with a broad range of perspectives who will share their work in Salina this month.

“One of the first poets I met when I moved to Kansas a decade ago was Hadara Bar-Nadav. She had seen I had moved to the state and reached out to me, which is such an amazing act of generosity for someone in a new place. I'm thrilled to hear her read from her new book out this year, The Animal Is Chemical. Her work is always beautiful, but these new poems about the body, trauma, and the pharmaceutical industry are exceptionally powerful. These poems heal me in ways that medicine can't," said Brimhall.

Hadara Bar-Nadav is an NEA fellow and award-winning author of several books of poetry, among them The Animal Is Chemical, The New Nudity, Lullaby (with Exit Sign), The Frame Called Ruin, and A Glass of Milk to Kiss Goodnight, as well as the chapbooks Fountain and Furnace and Show Me Yours. She is also co-author with Michelle Boisseau of the best-selling textbook Writing Poems, 8th ed. Her poems have appeared in The American Poetry Review, The Believer, Kenyon Review, The New Republic, Ploughshares, Poetry, Tin House, and elsewhere. 

Hadara is a Professor of English and teaches in the MFA program at the University of Missouri-Kansas City.

Salina Area Technical College will induct 14 new students into its chapter of the National Technical Honor Society during a ceremony on campus Wednesday, April 10.&nbsp;

To qualify for membership in the organization, students must have at least a 3.5 GPA, be nominated by an instructor and submit an essay about their community service activities and why they should be inducted.

Since 1984, NTHS has been the honor society for students pursuing Career and Technical Education, serving high schools, career centers, community and technical colleges, and universities. Recognizing over 50,000 new members annually, NTHS exists to advocate for and empower all students to pursue the technical and academic skills needed to build their careers and a skilled global workforce.

The event will be live-streamed on the <a href="https://www.facebook.com/salinatech">college’s Facebook page</a> starting at 3:30 p.m.

With the move of the Sheriff’s Office and the rental of 203 N 10th, the need for lawn mowing services was discovered. Staff worked with administration at the Salina Police Department since their building is connected, to build bid specifications for acquiring these services. Bids were opened on March 22nd, and four bids were received with one bid not complying with specifications.

Lawn mowing services were bid out at a per-cutting price, per location, for the next two years with an option to extend the contract for two additional one-year terms. Since the frequency of cuttings will be dependent on weather factors, staff evaluated the bids based on estimating 29 cuttings between April 15 and November 1.

2024 - $11,455 ($5,945 county and $5,510 city)

2025 - $12,905 ($6,815 county and $6,090 city)

2024 - $14,790 ($7,250 county and $7,540 city)

2025 - $15,515 ($7,685 county and $7,830 city)

2024 - $17,487 ($8,555 county and $8,932 city)

2025 - $19,285 ($9,454 county and $9,831 city)

The locations that would be serviced for the County include 251 N. 10th, 229 N. Ninth, and 203 N. 10th. Locations that would be serviced for the Salina Police Department would be 255 N. 10th and 3815 Yost Drive. 

The County and City would each be responsible for the cost of services at their respective locations.&nbsp; &nbsp;

District Court in an ongoing plan to update at least one existing courtroom per year with upto-date Audio/Visual and Hearing-Impaired system.

One year ago, we received 5 proposals from vendors in the area to include McClelland Inc, Wichita; Wilson Security, Salina; CTi, Wichita; Hopp’s Sound, McPherson; and ECC,Wichita. 

Proposals were evaluated by Court Administrator, Todd Heitschmidt and Chief District Judge, Jared Johnson based on evaluation criteria outlined in the RFP.

Hopp’s Sound was the selected vendor and the courts have been using the Audio/Visual equipment from Hopp’s now for almost one year in one of the new courtrooms and 6 months in a second new courtroom. The quality of the equipment and the service provided by Hopp’s has exceeded the court's expectations. Therefore, in keeping with the integrity and consistency of the Audio/Visual equipment used in the two new courtrooms. 

The District Court is asking the Commission for approval to have Hopp’s Sound out of McPherson install a new Audio/Visual system in one of the existing courtrooms on the 3rd floor of the City-County Building.

Another important factor that solidified the Court's decision was the warranty Hopp’s is willing to offer. A three-year warranty for parts and labor plus an additional two-year warranty on labor after the warranty for parts expires.

Saline County Commission Agenda, April 9

On Friday evening, at about 5 p.m., Salina Police Department officers responded to a witness who reported gunshots in the 700 block of Fairdale Road.

According to SPD Capt. James Feldman, the witness told officers they heard three to four shots fired and saw a dark gray Dodge SUV driving erratically away from the neighborhood. 

"We then started getting reports of the same vehicle driving erratically down Magnolia, nearly causing several accidents," Feldman said. "Someone observed the driver with a handgun."

Feldman said once officers acquired the license plate information from the vehicle, they tracked down its owner in the 900 block of South Second Street in town.

Once officers arrived, they began communicating with a 27-year-old woman at the residence, and officers asked her and three young children, ages 3, 7 and 5, to leave the home.

"That was at approximately 5:33 p.m. that we were at the house, and just after 6 p.m., our negotiators attempted to make contact with the male subject identified as [38-year-old Salina resident] Zachary VanBebber," Feldman said.

The negotiator then continued conversations with VanBebber, and at about 7:30 p.m., VanBebber exited the home and officers arrested him. 

Feldman said officers then served and conducted a search warrant on the residence and vehicle, where they found two handguns and several shell casings.

Officers then requested charges for unlawful discharge of a firearm within city limits, criminal use of a weapon, possession of a firearm while under the influence, driving while suspended, possession of marijuana and possession of drug paraphernalia.

James Feldman, the witness told officers they heard three to four shots fired and saw a dark gray Dodge SUV driving erratically away from the neighborhood. "We then started getting reports of the same vehicle driving erratically down Magnolia, nearly causing several accidents," Feldman said. Shots fired in Salina neighborhood lead to quick arrest by SPD 

Two Salina Central High School Theatre classes will present a double cast performance of Shakespeare's classic, A Midsummer Night's Dream, on April 11-14.&nbsp;The production is directed by Barbara Hilt, Central High School Theatre teacher and program director who is assisted by Bill Weaver, Central High School Technical Director.

Ticket prices for the production are $5 general admission with ZERO credit service charges added to this price if using a credit card to purchase tickets ahead of time online or at the box office.

&nbsp;There are two classes that will perform starting with the M3 class cast on Thursday night and Saturday night, and the W2 class cast on Friday night and Sunday matinee.

Running time is approximately 1 hour and 40 minutes and there will be a 15 minute intermission.

Students have been working with scansion and Shakespearean texts. For most students, this will be their first performance of any work of Shakespeare.

“Students have been hard at work on their interpretation of Shakespeare’s play and have been learning how to handle the verse and memorize Shakespearean text. The production is influenced by the Royal Shakespeare Company’s production from 2020 and will be performed in modern dress. This is a great opportunity to see what our classes are doing and enjoy an evening or an afternoon of Shakespeare," said Hilt.&nbsp;
