TOPEKA, Kan. – Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 2.8% in December. This is a decrease from 2.9% in November and a decrease from 2.9% in December 2022, according to a media release from the department.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment decreased by 300 from November. Total nonfarm includes private sector and government employers. Private sector jobs decreased by 700 over the month, while government increased by 400.

&nbsp;The unemployment rate in Saline County is down from 2&nbsp; perceent in November to 1.9 percent last month..&nbsp;The rate in Dickinson County dropped from 2. 6 to 2.2 percent in December. The rate is also down or unchanged most counties across central Kansas.

Since December 2022 Kansas’ seasonally adjusted total nonfarm jobs have increased by 11,400. This change is due to an increase of 3,200 private sector jobs and an increase of 8,200 government jobs.

“Following three months of job gains, Kansas nonfarm job estimates were essentially unchanged in December,” said labor economist, Emilie Doerksen. “Although job growth slowed in December, the state continues to see improvement compared to estimates for 2022.”

Jobless rate remains strong in Saline County

Salina Post proudly presents Flashback Friday in partnership with the&nbsp;<a target="_blank" href="https://www.smokyhillmuseum.org/">Smoky Hill Museum</a>. Enjoy a weekly tidbit of local history from the staff at Salina Post and the Smoky Hill Museum as we present "Salina-Flashback Fridays."

Memorial Hall joined Salina's skyline a little later than some other downtown buildings. 

Designed by Charles Shaver and constructed by Peterson Construction Co. in 1923, the expansive event hall offered an auditorium with more than 3,000 seats on three levels.

The community initiated its construction in 1920 when voters passed a $300,000 bond to construct the building — $4.7 million accounted for inflation.

Alongside its large arena, Memorial Hall was the premier civic auditorium hosting events like basketball games, concerts, plays and community gatherings.

Outside of the main arena included two exhibition areas and many meeting rooms. 

For Memorial Hall's early years, the community hosted basketball tournaments, Boy Scout events and piano recitals, but soon, its stage hosted renowned musicians like Dolly Parton and Johnny Cash.

By the 1940s, New York Broadway Musicals began visiting Salina, with productions like "Uncle Tom's Cabin" and "Tabacco Road." Military bands and exhibitions filled the arena floor each year alongside the musicals.

In the 1960s, dance filled the Hall with the student-led Cherokee Club sponsored by Salina's YMCA and YWCA. The Beach Boys visited Memorial Hall in 1966 to perform for the community, followed by Herman's Hermits in 1970.

Marymount College basketball competed in the arena, beginning their historic 106-undefeated run on Memorial Hall's court.

In 1973, building managers called for serious renovations, including the upgrades in a $4.8 million bond to reopen the building as Memorial Activities Center.

The community voted against the bond, killing Memorial Hall's renovation plan, including a pedestrian tunnel connecting the nearby courthouse and the Hall underground.

Multiple community organizations, including the Salina Chamber of Commerce, then decided to help renovate parts of the building. 

The Hall continued operations as a civic auditorium until 1979, when it reopened as the Bicentennial Center. 

Since then, multiple agencies, businesses and organizations have operated from the building, including USD 305, Salina's Community Access Television and various recreation programs.

📸 Flashback Friday: Salina Post - Memorial Hall - Vol. 25

A Salina man allegedly put a woman in a "chokehold" during an argument, according to Salina Police Department officers.

SPD Capt. James Feldman said on Thursday, Jan. 18, at 5:30 p.m., a resident called the department and reported a domestic disturbance in the 800 block of Smith Avenue.

"She had gotten into an argument with another resident, Adrian Golding, age 52," Feldman said. "During the argument, Golding put the female into a 'chokehold' before another resident was able to free the female from Golding's grasp."

The victim, a 42-year-old Salina woman, had minor injuries from the altercation but did not seek medical treatment at Salina Regional Health Center.

Feldman said officers arrested Golding and requested one charge of aggravated domestic battery.

The Kansas Department of Transportation has reopened all lanes of I-70 in central and western Kansas. The interstate was previously closed because of limited visibility and crashes blocking the driving lanes.

Roads are snow packed and icy in many areas. Travelers are advised to slow down, use caution and be prepared for rapidly changing conditions.

Boil Water Advisory Rescinded for&nbsp;the City of&nbsp;Tescott,&nbsp;Ottawa&nbsp;County&nbsp;&nbsp;

TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE) has rescinded a boil water advisory for&nbsp;the&nbsp;City of&nbsp;Tescott&nbsp;public water supply system&nbsp;located&nbsp;in&nbsp;Ottawa&nbsp;County.&nbsp;The advisory was&nbsp;issued&nbsp;because&nbsp;of&nbsp;a line break resulting in a loss of pressure in the system.  Failure to&nbsp;maintain&nbsp;adequate pressure may result in a loss of chlorine residuals and bacterial contamination. &nbsp;

Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether&nbsp;it’s&nbsp;the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind order following testing at a certified laboratory.&nbsp;

Laboratory testing samples collected from the City of Tescott indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved.  &nbsp;&nbsp;

On Thursday, January 11, concerned residents eager to find solutions to end homelessness stood in the back of the Salina Chamber of Commerce Annex because every seat in the audience was packed.

The City of Salina invited New Jersey Consultant and Director of Bergen County Housing, Health, and Human Services Center Julia Orlando to share her work and experiences on ending homelessness.

Orlando ended chronic homelessness in Bergen County, New Jersey, in 2017, making it the first community in the nation to do so. Her story and lessons learned were the topic of her presentation. 

Before presenting, Orlando commented on the event turnout. 

"I can't believe this room," Orlando said. "This is amazing. There is standing room only. This tells me that this community is interested in solving the problem. If I come to a partially empty room, maybe the community isn't ready. You are ready."

During the afternoon hours leading up to the forum, Orlando collaborated with community stakeholders, housing providers, Saline County Sheriff's Office Deputies, Salina Police Department Officers and city officials on best practices to end chronic homelessness. 

"I'm not here to tell you what to do. I'm here to inspire you. I'm here to tell you there are solutions," Orlando said. 

Orlando discussed the importance of community stakeholders working together to address complex issues like homelessness. She compared tackling the issue of homelessness to building a rocket. 

"Building a rocket can be very complicated," Orlando said. "But there are blueprints on how to build a rocket, and if you get to the end of it and follow it correctly, guess what happens? You have a rocket."

The main question on most attendees' minds was, "What's the blueprint for addressing homelessness?"

Orlando's answer is to end homelessness by responding to the problem as individual citizens instead of relying on city officials and nonprofits to manage homelessness. She shared the story of a pastor in Bergen County, New Jersey, who asked Orlando for locations of homeless persons so he could distribute blankets on a cold night. She refused. 

"Sorry, but no, but I'll tell you what, if you find somebody sleeping outside, I guarantee you they will get into our shelter," Orlando said. "He said 'okay' and brought in a homeless veteran."

Orlando said she immediately asked the pastor if he would be interested in joining a veterans committee.

"He said he didn't know anything about ending homelessness in his community and I said, 'I think you do,'" Orlando said.

A need for expanded low-barrier shelter in Salina

Orlando said distributing supplies throughout a community can help a few people, but at the end of the day, those without a home need a house.

"Managing homelessness are things that feel good and normal to us, like feeding people on the street, giving them some cash," Orlando said. "Ending homelessness is making sure people go back to housing. It really is the only solution."

In 2017, Orlando helped her community reach "functional zero" for chronic homelessness, meaning that more people are exiting housing programs after finding a permanent home than entering.

Reaching functional zero requires multiple local and state agencies to show collaboration and coordination among many local programs to provide better housing, supportive services and resources.

Orlando encouraged the audience to provide homeless individuals with resources and information to find long-term help instead of buying food or giving cash.

"It's hard to tell people going out into the street and feeding people is not a good thing," Orlando said. "Because it is a really good shot of dopamine, and it feels really terrific, but the person is still outside."

One major step Orlando pointed out to the audience and local community services was the need for low-barrier shelters and housing programs.

Low-barrier shelters and housing programs have few criteria for individuals or families to join a community-led service instead of applying for specific housing opportunities or assistance.

"You need everyone to be able to access shelter," Orlando said. "Not everybody is going to meet your criteria for your program — that's why many of them are still outside."

This idea extends further to struggling clients facing challenges such as drug addiction, exploitation, or other harmful factors.

"You need somewhere for these people because they're not going to get any better not being sheltered," Orlando said.

Orlando said erasing these barriers contributed to reaching functional zero in New Jersey and that Salina can follow the same blueprint for its community.

The City of Salina does have a zero-barrier shelter. Chad Young, director of the Salina Grace Foundation and the Salina Rescue Mission, told the audience about his organizations' facilities and the fact they are zero-barrier.

The Kansas Statewide Homeless Coalition oversees the Homeless Management Information System, or HMIS, that tracks homeless citizens and begins the process of joining a list named Coordinated Entry waiting for long-term housing.

Ashley Arganbright, the Kansas Department for Aging and Disability Services, KDADS, Housing First project coordinator, presented some data to the audience.

Salina reported 152 homeless individuals in town in 2023, with only 42 people on the list for Coordinated Entry. Orlando said better informing the public is essential to getting to functional zero.

"We need to get them housed, we need to get them placed, they're a priority," Arganbright said. "The longer they're out there, it will only get worse." 

Orlando said that during her discussions with local community leaders, she recognized that the Salina community cares about addressing homelessness.

"We all care about homelessness, but we struggle with homeless persons," Orlando said. "You [the Salina community] not only want to have people not be homeless, you want to see them have better lives. That's why you have talked about educational programs, vocational programs, and getting people back on the right track. That's an important value." 

Salina Mayor Bill Longbine asked about outreach steps to better serve the recovering community in Salina. Orlando shared a story about a man facing many health challenges and how her organization helped him achieve long-term stability through patience and care.

"He had severe alcoholism and severe emphysema. His doctor told him that he wouldn't survive another winter on the street," Orlando said. "We brought him into the shelter. He had a few rough nights. I met with him and very gently said, 'I'm going to keep you no matter what.' We will keep you all winter. You're not going to be outside."

A recent&nbsp;<a href="https://news.gallup.com/poll/548459/independent-party-tied-high-democratic-new-low.aspx">Gallup survey</a> showed a record-high 43 percent of Americans see themselves as politically independent. And a record-low identified as Democrat, 27%, matching Republican identification at 27 percent. Kansans are also declaring independence. The numbers <a href="https://sos.ks.gov/elections/election-statistics-data.html#voter-registration">registering</a> as Unaffiliated and Libertarian are increasing and together now account for 30% of registered voters – four percent higher than registered Democrats. These numbers may help explain why Robert F. Kennedy Jr., Cornel West, and Jill Stein have already launched their independent White House bids. And why the well-funded centrist organization <a href="https://2024.nolabels.org/">No Labels</a> is seriously weighing its options.

Is 2024 ripe for a third-party? Absolutely, and here’s why.

Four years ago, Joe Biden’s electoral college triumph was decided by three states, Georgia, Arizona, and Wisconsin, where his margins of victory were less than .05 percent. In 2016, it was Michigan, Pennsylvania, and Wisconsin – where margins were less than 1%, that pushed Donald Trump over the top.

Across the last nine presidential elections the national vote margin between the two parties has not exceeded 9 percent.

With such razor thin margins separating the two parties, a third-party stands a good chance of attracting enough votes in one state or another to tip the balance.

For example, the 2000 presidential contest came down to Florida. Democrat Al Gore lost by a mere 537 votes. The extraordinarily small margin raised questions about Green party candidate Ralph Nader’s 97,488 Florida votes.

In Nader’s absence, would Gore have won?

In 1992, Reform party candidate Ross Perot achieved 19% of the popular vote nationwide, though he did not win a single state. But in Maine Perot defeated incumbent George Bush 30.4% to 30.3%. And in Utah Perot outpaced Democrat Bill Clinton 27.3% to 24.6%. In Kansas, Perot secured an impressive 27%. This placed <a href="https://uselectionatlas.org/RESULTS/index.html">Kansas 5th</a> among states for the independent vote.

Meanwhile Bush managed just 38.8%, the lowest Kansas vote share for a Republican candidate since 1912. That year former Republican president Theodore Roosevelt ran as a third-party candidate and split the Republican vote. Bush did win Kansas, but by only 5%, a difference typically used to identify swing states.

Second, voters are deeply frustrated with the two parties and the candidates. Surveys show a record number of Americans hold <a href="https://www.pewresearch.org/politics/2023/09/19/the-republican-and-democratic-parties/">unfavorable views</a> of Democrats and Republicans. <a href="https://www.pewresearch.org/politics/2023/09/19/the-biggest-problems-and-greatest-strengths-of-the-u-s-political-system/">Nearly nine-in-ten agree</a> that Democrats and Republicans spend more time fighting each other than solving the nation’s problems. And a growing number of people identify partisan polarization as the main problem with the political system. This year’s likely nominees are also historically unpopular and voters are clearly dissatisfied about the prospects of a Biden-Trump rematch.

More troubling, a mere 28% of Americans are satisfied with the way democracy works, which is down from the historical low of 35% recorded shortly after the Jan. 6th assault on the Capitol.

All of this points to a political environment well-suited for third-party success. Not to win, but to influence the campaign and play spoiler.

The million dollar question is whether a strong third-party candidate would hurt Democrats or Republicans more.

Insight Kansas: A good year for third-party candidates

On Jan. 25 to Jan. 27, Salina Central High School Theatre will present the musical "Newsies!" by Alen Menken and Jack Feldman, based on Harvey Fierstein's book.

This production is being submitted to the Jester Awards at the Music Theatre of Wichita for adjudication.

The production&nbsp;is&nbsp;directed by Barbara Hilt, Central High School Theatre teacher and program director, who is&nbsp;assisted by Bill Weaver, Central High School Technical Director,&nbsp;Music Direction by Ryan Holmquist, Central High School Vocal Music Director and Pit Conduction by Lindsay Modin, Central High School Orchestra Director,&nbsp;and Choreography by&nbsp;Maggie Spicer-Brown&nbsp;of Theatre Salina Center for the Arts&nbsp;Education Instructor. Guillermo Rodriguez, Central High School Band Director, will serve as Sound Designer.

Based on the 1992 Disney film Newsies is the tale of newsboy Jack Kelly, who dreams of a better life far from the hardship of the streets. When Joseph Pulitzer and William&nbsp;Randolph Hearst raise distribution prices, Jack finds a cause to fight for and rallies his army of newsies to strike.

“Newsies!&nbsp;is one of my favorite musicals because it inspires such hope&nbsp;in what is possible when the underdogs of a story work together to achieve justice for everyone. Students at Salina Central have been putting their best efforts forward for the four years that I have been the theatre instructor and this show is no exception to the excellence that the community has come to expect from our productions. The music score by Alan Menken (who has written music for many Disney films) is all exciting and catchy tunes that you will be singing on your way out of the theater. When I started at Central four years ago, this was the last musical that I directed at my previous school and it created such a spirit of teamwork that I was excited to direct this production again. All of the staff have worked diligently to produce amazing dances, vocal work, scenery, costumes, and a truly outstanding orchestra. You won’t want to miss&nbsp;Newsies!” said Director Barbara Hilt.

Ticket prices for the production are $7 for adults, $5 for students with ZERO credit service charges added to this price if using a credit card online to pre-purchase tickets. When Joseph Pulitzer and William&nbsp;Randolph Hearst raise distribution prices, Jack finds a cause to fight for and rallies his army of newsies to strike.“Newsies!&nbsp;is one of my favorite musicals because it inspires such hope&nbsp;in what is possible when the underdogs of a story work together to achieve justice for everyone. Students at Salina Central have been putting their best efforts forward for the four years that I have been the theatre instructor and this show is no exception to the excellence that the community has come to expect from our productions. The music score by Alan Menken (who has written music for many Disney films) is all exciting and catchy tunes that you will be singing on your way out of the theater. When I started at Central four years ago, this was the last musical that I directed at my previous school and it created such a spirit of teamwork that I was excited to direct this production again. All of the staff have worked diligently to produce amazing dances, vocal work, scenery, costumes, and a truly outstanding orchestra. Salina Central Theatre presents, 'Newsies!' Jan. 25-27

Salina Police Department officers recommend that residents not leave their vehicles unattended with keys inside due to a recent string of car thefts.

Between 7:25 and 7:30 a.m. on Wednesday, Jan. 17, a resident reported their vehicle as stolen in the 1000 block of Pershing Street after starting it to warm up.

According to SPD Capt. James Feldman, the vehicle is a gray 2008 Chrysler 300 valued at $5,000 with a Kansas tag that reads 425RSR.

"It was in [the resident's] driveway warming up with the key in it," Feldman said. "When the owner looked out, the vehicle was gone."

Feldman then urged residents that if they would like to warm up their cars in the morning before leaving home, they should do so while sitting in the car rather than leaving it unlocked.

Another vehicle theft occurred from AAMCO, a local repair shop in the 2200 block of Tulane Avenue, earlier this month. Feldman said the victim reported the incident on Wednesday this week.

The timeframe for when someone stole the red 2008 Dodge Dakota SXT truck was between Jan. 5 and Jan. 17, but Feldman said the theft likely occurred on Jan. 7.

"The truck was in the area to be repaired. The keys were not in it, so we don't know exactly how it was stolen," Feldman said. "We have no suspects, and it has not been recovered."

SPD officers valued the vehicle at $15,000, and the tags associated with the vehicle are Colorado tags that read AYJI58.

Recent vehicle thefts in Salina — SPD urges residents to lock cars when unattended

Sydney Mitchell, a sophomore at Kansas Wesleyan University, has started on the path to her long-term goals. She was unanimously elected the first president of the NAACP Youth and College chapters in the state of Kansas at the Kansas NAACP Conference in Wichita this past fall.

“This is the start to my activism career,” said Mitchell, who is majoring in English with a Communications minor. “I’m in college to get an education to start that activism career.”

As president, she will help organize youth and college chapters throughout the state of Kansas.

Each chapter will have its own president, but she will be the president over all, she said. She also is the president of the youth chapter of the Salina NAACP.

“I’m basically the advocate for the chapters and youth,” she said. “I speak about issues involving color, women of color, college students of color.”

Her first job will be encouraging people to form chapters. Kansas doesn’t have a large population of minority students, especially in high schools and middle schools, Mitchell said.

“It can be hard for kids our age, when they’re impressionable and young, not having others of the same diversity — or having any diversity at all,” Mitchell said.

“People like me, people who are minorities, show them they can be a minority in a small place and still make a difference.”

She knows what she’s talking about. Now from Alma, Neb., she lived in Phillipsburg, Kan., for several years, as well.

“I feel my strengths are communication and I’m very, very good with people,” she said.

This job will give her a chance to meet many people. Besides traveling the state and going to state conferences, she plans to attend the NAACP National Convention in Las Vegas in July.

“She is one of our up-and-coming stars, and I have great confidence in her ability and believe she is the right person for this season of the Kansas College Chapters of the NAACP,” said Rev. Allen Smith, who nominated Mitchell for the position.

Smith is president of the Salina NAACP and advisor for strategic initiatives at Kansas Wesleyan University, as well as pastor at St. John’s Missionary Baptist Church in Salina.

“I believe this was a great opportunity for Sydney to grow and develop her voice in the arena of social justice,” Smith said. “Her passion continues to shine through in everything she does, and I believe this will be another opportunity for her to let her light shine.”

“I’m just really excited to get started,” Mitchell said. “I am very honored and I feel very blessed that I get to represent Kansas Wesleyan, not just for Salina but for the state of Kansas.”
