Anyone who has ever had a respiratory infection knows how hard it can be to clear the body and how miserable it can make a person feel.

In much the same way, beef cattle can also experience respiratory disease that may start as a virus and turn into bacterial pneumonia, said the experts at Kansas State University’s Beef Cattle Institute on a recent&nbsp;<a href="https://ksre-learn.com/CattleChatMycoplasmaPneumonia" target="_blank">Cattle Chat</a>&nbsp;podcast. The focus of this discussion was on mycoplasma pneumonia, which may require a different treatment protocol than other forms of respiratory disease, said the K-State veterinarians.

“Mycoplasma pneumonia is atypical because it is a smaller bacterium that doesn’t have a cell wall and it is more contagious than some of the other respiratory illnesses,” said K-State veterinarian Brad White.

K-State veterinarian Brian Lubbers added: “Because it is an atypical bacterium, some of the antibiotics that we would use to treat bovine respiratory disease just simply won’t work against mycoplasma.”

The veterinarians said that this type of pneumonia has a longer disease onset than other types of respiratory illnesses.

“Mycoplasma pneumonia often develops in chronically ill animals that have had a severe disease challenge and it may take 30-40 days to appear in the herd,” White said.

Lubbers said mycoplasma pneumonia can lead to other syndromes in the animal’s body, such as a joint infection or an ear infection.

“In a lot of cases the calf starts with a respiratory infection and then weeks or months later they have swollen knee joints or even a head tilt, which are signs that they may be experiencing mycoplasma infections,” Lubbers says.

If producers suspect mycoplasma infections in the herd, White and Lubbers said that they should reach out to the local veterinarian for guidance.

“The diagnostic test for this bacterium is different and it doesn’t always show on a routine bacterial culture so it is important to work with the veterinarian to get the right diagnosis and treatment protocol,” Lubbers said.

Cattle Chat: Understanding mycoplasma pneumonia

A Salina resident led Salina Police Department officers on a high-speed chase onto I-135 Saturday evening until Kansas Highway Patrol troopers took over the chase. 

Around 5:15 p.m., Saturday, March 9, an SPD officer observed a black 2003 Chevrolet Trailblazer speeding northbound in the 3800 block of South Ninth Street.

The officer then attempted to conduct a traffic stop with the driver. Instead, he pulled into the nearby Long MacArthur Ford Dealership and tried to speak with the officer from his vehicle.

"The driver began waving his arms and yelling out the window, but the officer couldn't understand what he was trying to say," said SPD Capt. James Feldman. "The vehicle driver made a U-turn in the parking lot, went back out on Ninth Street, and went northbound to Schilling."

Feldman said the officer followed the vehicle, which turned west onto Schilling Road and then onto Interstate 135, where it began speeding up.

The driver, later identified as 53-year-old Robert Webb, reached speeds of 75 to 100 mph on I-135, and from there, KHP troopers joined the chase.

"At mile marker 64 in McPherson County, McPherson County deputies successfully spiked the vehicle, causing damage to both passenger-side tires," Feldman said. "The driver continued, and they attempted to spike it again at mile marker 63, but he avoided the spikes."

After avoiding the spike trap at mile marker 63, the driver continued for another two miles until the Trailblazer left the roadway and crashed into a tree in the west ditch.

McPherson County Sheriff's deputies and the KHP troopers then arrested Webb and searched his vehicle, where they located methamphetamine, marijuana, and an open container of alcohol.

Law enforcement then returned Webb to Salina and requested charges for felony flee and elude, possession of methamphetamine, possession of marijuana, possession of drug paraphernalia, driving while suspended, no proof of insurance, speeding, illegal vehicle tags, transporting an open container and no drug tax stamp.

Saline County Jail Bookings, March 13

An ongoing scam is affecting Salina citizens where a caller is spoofing the Saline County Sheriff's Office phone number and asking for $1,500.

According to Salina Police Department Capt. James Feldman, the scam began today and ranged in the demands to call receivers.

"The court or government agencies will not be asking for money to be sent to them, and these callers will most likely be asking the money to be sent in gift cards which is a huge red flag," Feldman stated. "If there is a concern about the validity of a call, do not send any money and contact law enforcement."

Saline County Court Administrator Todd Heitschmidt released this statement following the recent scams.

Be aware of phone calls for failure to report to Jury Duty. Recently, several individuals have received calls from a person posing to be from local law enforcement and saying the individual has failed to show for jury duty and a warrant for their arrest has been issued. The caller then attempts to advise the individual to send them money to post a bond to avoid arrest. The caller then advises a Zoom hearing would be scheduled, and the individual would be contacted with a court date and time and Zoom information once the money has been received.

This is a scam, so if you are receiving a call regarding missing jury duty and a warrant has been issued for your arrest, you can call local law enforcement or you can call Saline County District Court at 785-309-5874.

Scam callers in Salina, SPD and Court Services reminds residents to stay aware

Under the fluorescent lights of Salina Airport Authority Hangar 600, the first nine Aviation Innovation and Maintenance, or AIM Center of Excellence students graduated from their inaugural class.

"Tonight, we're recognizing a new milestone," said Salina Airport Authority Executive Director Tim Rogers. "This achievement will lead them to new accomplishments."

Toward the end of the graduation ceremony, Rogers said he had the idea for a maintenance training program about a year ago. He aimed to create a program that would benefit the local aviation businesses by providing a training course for aviation maintenance.

Through careful planning with the AIM Center Steering Committee, this class is the first of six to graduate for the year.

Rogers, the Kansas Assistant Secretary of Commerce Mike Beene, and Kansas Department of Transportation Director of Aviation Ray Seif handed the certificates to graduates during the ceremony.

According to Rogers, Beene and Seif contributed to the lift-off of the AIM Center in town by assisting the program's creation. 

The AIM Steering Committee applied for a grant allowing the first group of students to attend the course for free.

Through the six-week program, AIM Center instructors taught various aspects of aviation maintenance, such as sheet metal work, painting, compositing various materials, electronics, and avionics.

One student, a Salina resident, Dinah Roth, joined the course because of her interest in aviation. Still, she had yet to decide if she wanted to follow the traditional pilot path or dive into the maintenance side of aviation.

"I was learning that you really become a mechanic and have a pilot license as a hobby, or you become a pilot and do the other as a hobby, so it was really pick one or the other," Roth said.

With the new certificate of course completion, Roth said she plans to begin conversations with local aviation centers like One Vision Aviation and Schilling Aviation Services.

"Five of the guys were in the class [from One Vision Aviation], and they made an excellent impression," Roth said. "If I could go hang out with these guys or work at One Vision that'd be cool with the big hangars, big planes, big jets."

Another AIM Center graduate, Benjamin Swanson, heard about the program while working at One Vision alongside his mother, Michelle Swanson, director of administration and finance for the Salina Airport Authority, encouraging him to try the course.

Swanson has worked as an aviation maintenance technician (AMT) for the past four years. Still, with various written and practical exams on the horizon, the small class provided critical skills for the next advancements.

"The hands-on experience will make it easier for the practical tests that we'll do with the examiner," Swanson said. "it was a small group of people, but the environment was good because there were a lot of guys from One Vision that I already know, so that made it better."

The AIM Center for Excellence will continue classes this spring with one more six-week course beginning on March 25. The summer will have two more classes, and AIM will finish its inaugural year of programs with two courses in the fall.

Rogers said the class size will remain under 25 students to keep the critical hands-on aspect of the course.

Saline County Sheriff's Office deputies went to rural Saline County on Saturday about six miles south of Brookville for a 1974 International Harvester tractor on fire.

According to Saline County Capt. Jim Hughes, deputies reported to the 9100 block of South Sunnyside Road at about 2 p.m., Saturday, March 9, where Marquette firefighters had the blaze under control.

"We made contact with the vehicle owner, who said it was last driven on the seventh," Hughes said. "Unsure how the fire was started; however, it appeared that the fire originated in the cab of the tractor."

Hughes said deputies saw no evidence of a suspicious fire and that the blaze damaged no other property. Before fire crews arrived, the property owners moved other farm equipment away from the burning tractor.

The flames completely engulfed the tractor, leading it to a loss valued at $12,000.

50-year-old tractor destroyed by fire in rural Saline County

Inmates face numerous difficulties upon reentry into society. Public health care services are not always easily accessible to them while making this transition.

“Recidivism is an expensive and tragic societal problem," said David Slusky, a professor of economics at the University of Kansas. “In addition to designing new policies to help reduce it, policymakers also want to understand what existing policies and programs could help.”&nbsp;

His new paper titled&nbsp;<a href="https://www.nber.org/papers/w31971">“Accessing the Safety Net: How Medicaid Affects Health and Recidivism”</a>&nbsp;addresses this by estimating the causal impact of access to means-tested public health insurance coverage on health outcomes and recidivism for those recently released from incarceration. It finds that reducing barriers in access to Medicaid for vulnerable populations increases enrollment and utilization of health care services, but it does not reduce 1-year or 3-year recidivism. This suggests the effectiveness of such policies is context-dependent.

The findings appear as a working paper for the National Bureau of Economic Research.

“The U.S. makes it very difficult for those released from prison to rejoin the formal economy,” said Slusky, who co-wrote the article with Analisa Packham of Vanderbilt University.&nbsp;

“Many mundane tasks for the general population are extremely difficult, if not impossible, including housing, employment and voting. Many individuals see continued criminal activity as their best economic option.”&nbsp;

The U.S. boasts an incarcerated percentage of its population that is much higher than other countries, which also leads to a much higher incidence of recidivism. According to the Bureau of Justice Statistics, nearly half of those returning to the community are rearrested within one year, and 77% are rearrested within five years.

As noted in “Accessing the Safety Net,” a large proportion of inmates have high rates of chronic medical conditions such as diabetes and hypertension, as well as severe mental health disorders and substance use issues, which can lead to a higher likelihood of recidivism. But despite the need for timely and continuous access to care, many offenders do not receive necessary medical treatment.&nbsp;

To study these issues, Slusky focused on South Carolina, a non-Medicaid expansion state that implemented a 2016 policy to more easily re-enroll previously incarcerated individuals in the Medicaid program.

“The South Carolina program we studied was relatively limited in its scale and resources," Slusky said. “Other states. such as Wisconsin, &nbsp;introduced far more expansive pre-release enrollment assistance. And many other states also changed their laws to allow those beginning incarceration who were on Medicaid to suspend their benefits instead of being terminated so they could much more easily and quickly be reactivated upon release.”

In terms of a strategy to combat this issue, some states are now exploring enrolling inmates on Medicaid while they are incarcerated, in the hopes that it will deliver better and more efficient care then and increase continuity of care before and after release.

However, Slusky found no evidence that people with easier access to Medicaid are less likely to commit future violent or property crimes.

So what exactly is the benefit for the community if this doesn’t curb crime?“Medicaid has been shown in many other cases to improve economic and financial outcomes and make individuals less likely to skip necessary medical care due to cost,” he said. “We also do see increased overall healthcare utilization from the policy change, which is evidence individuals are getting more care — which is the outcome most directly affected by increased insurance rates.”

A KU faculty member since 2015, Slusky specializes in health economics and labor economics. He has conducted research on a wide variety of topics, including the&nbsp;<a href="https://news.ku.edu/news/article/2022/11/03/flint-water-crisis-affected-timing-pediatric-lead-testing-not-quantity-study-finds">Flint water crisis</a>,&nbsp;<a href="https://news.ku.edu/news/article/2020/11/06/surgical-abortion-restriction-did-not-decrease-clinic-visits-during-pandemic">COVID-19 restrictions</a>,&nbsp;<a href="https://news.ku.edu/news/article/2018/04/09/texas-womens-clinic-restrictions-increased-fertility-rate-unmarried-women-study-finds">abortion care</a>&nbsp;and&nbsp;<a href="https://news.ku.edu/news/article/2024/01/29/physicians-experience-worse-birth-outcomes-lawyers-study-finds">physician birth outcomes</a>. He is currently interim chair of KU’s Department of Speech-Language-Hearing. In 2022, he was named&nbsp;<a href="https://news.ku.edu/news/article/2022/01/18/ku-professor-david-slusky-selected-direct-national-organization-health-economists">executive director</a>&nbsp;of the American Society of Health Economics.

“There are limits to what can be done in non-Medicaid expansion states as enrollment assistance programs can only help those who are eligible,” Slusky said.

“It’s very difficult to scale up a program like the one in South Carolina. Despite all of the effort and expense, we just don’t see that large an increase in the share of released individuals who end up on Medicaid. There is just only so much that non-expansion states can do to help those in need.”

Medicaid’s impact on inmate health and recidivism rates explored in new research

Beginning Monday, March 18, the Kansas Department of Transportation will resume work for a pavement replacement project on I-135 from just north of exit 48 in McPherson County and continue south about three miles, near Moundridge.

During construction of the southbound lanes, southbound exit and entrance ramps at exit 48 will be closed and traffic will be reduced to one lane as median crossovers carry one lane of southbound traffic on the northbound lanes at a reduced speed.

As work progresses, southbound I-135 ramps and lanes will be reopened and northbound I-135 will be closed for reconstruction. Northbound exit and entrance ramps at exit 48 will be closed during reconstruction of the northbound lanes.

Koss Construction Co. of Topeka is the prime contractor and has scheduled this $19 million project to be completed in late July, weather permitting.

Saline County Board of Commissioners March 12 meeting agenda

A Salina resident riding a bicycle and a 2013 Chevrolet Avalanch pick-up truck crashed late last Thursday at the intersection of Otto and Hageman Avenues, leading officers to transport the bike rider to Salina Regional Health Center.

Salina Police Department Capt. James Feldman said at 9 p.m. on Thursday, March 7, 64-year-old Salina resident Bradley Pigorsch rode northbound on Hageman Avenue when his bike struck the left-front panel of 33-year-old resident Thanh Tran's Avalanche.

"Thanh was driving their Avalanche westbound on Otto and crossed Hageman," Feldman said. "Then the bike rider, Bradley Pigorsch, was northbound on Hageman crossing Otto when he struck the left front part of the vehicle."

Although the report states that Pigorsch "struck" the Avalanche, the detail is about where the bicycle struck the vehicle, not that Pigorsche struck the pick-up truck first in the crash.

Officers then transported Pigorsch to Salina Regional Health Center for non-life-threatening injuries, where staff treated him and recommended possible surgery due to his injuries.

According to Feldman, the truck driver did not suffer injuries. SPD officers are investigating the crash at this time.

UPDATED: Bicycle and truck crash in Salina — cyclist sent to hospital for injuries

For Kansas gardeners, St. Patrick’s Day means something much more than donning a favorite green outfit and heading to local celebrations.

Traditionally, the Irish holiday signals the date for planting potatoes.

“Actually, anytime from mid- to late-March is fine for potato planting,” said Kansas State University horticulture expert Cynthia Domenghini.

“Be sure to buy seed potatoes rather than using those bought for cooking. Seed potatoes are certified disease free and have plenty of starch to sprout as quickly as soil temperatures allow.”

Domenghini notes that most seed potatoes can be cut into four pieces – “though large potatoes may yield more,” he said. Each seed should weight between 1 ½ to 2 ounces, and likely more than one eye.

Each pound of seed potatoes should yield 8 to 10 pieces, according to Domenghini.

“Cut the seed 2 to 3 days before planting so that freshly cut surfaces have a chance to suberize, or toughen, which provides a protective coating,” Domenghini said. “Storing seed in a warm location during suberization will speed the process.”

Domenghini recommends planting each seed piece 1 to 2 inches deep and 8 to 12 inches apart in rows.

“Though it is important to plant potatoes in March, they emerge slowly,” she said. “It is often mid- to late-April before new plants poke their way through the soil. As the potatoes grow, pull soil up to the base of the plants. New potatoes are borne above the planted seed piece and it is important to keep sunlight from hitting the new potatoes.”

Domenghini said exposed potatoes will turn green and produce a poisonous substance called solanine. Keeping the potatoes covered will prevent this.

Domenghini and her colleagues in K-State's Department of Horticulture and Natural Resources produce a weekly&nbsp;<a href="https://hnr.k-state.edu/extension/info-center/newsletters/index.html">Horticulture Newsletter</a>&nbsp;with tips for maintaining home landscapes and gardens. 🎙King in the Community: State Rep. Susan Concannon

On March 11, 2011, a magnitude-9.0 earthquake and resulting tsunami struck Japan’s northeastern coast, killing nearly 20,000 people and severely damaging the Fukushima Dai-ichi nuclear power station.

In 1862, during the Civil War, President Abraham Lincoln removed Gen. George B. McClellan as general-in-chief of the Union armies, leaving him in command of the Army of the Potomac, a post McClellan also ended up losing.

In 1918, what were believed to be the first confirmed U.S. cases of a deadly global flu pandemic were reported among U.S. Army soldiers stationed at Fort Riley, Kansas; 46 soldiers would die. (The worldwide outbreak of influenza claimed an estimated 20 to 40 million lives.)

In 1941, President Franklin D. Roosevelt signed the Lend-Lease Bill, providing war supplies to countries fighting the Axis.

In 1942, as Japanese forces continued to advance in the Pacific during World War II, U.S. Army Gen. Douglas MacArthur left the Philippines for Australia, where he vowed on March 20, “I shall return” — a promise he kept more than 2 1/2 years later.

In 1954, the U.S. Army charged that Sen. Joseph R. McCarthy, R-Wis., and his subcommittee’s chief counsel, Roy Cohn, had exerted pressure to obtain favored treatment for Pvt. G. David Schine, a former consultant to the subcommittee. (The confrontation culminated in the famous Senate Army-McCarthy hearings.)

In 1985, Mikhail S. Gorbachev was chosen to succeed the late Konstantin U. Chernenko as general secretary of the Soviet Communist Party.

In 1997, Paul McCartney was knighted by Queen Elizabeth II.

In 2002, two columns of light soared skyward from Ground Zero in New York as a temporary memorial to the victims of the Sept. 11 attacks six months earlier.

In 2020, the&nbsp;<a href="https://apnews.com/article/united-nations-michael-pence-religion-travel-virus-outbreak-52e12ca90c55b6e0c398d134a2cc286e">World Health Organization declared the coronavirus outbreak a pandemic.&nbsp;</a>Former Hollywood producer&nbsp;<a href="https://apnews.com/article/ap-top-news-harvey-weinstein-new-york-city-movies-us-news-310554f06f644d41e1c0513600099ce1">Harvey Weinstein was sentenced</a>&nbsp;in New York to 23 years in prison for rape and sexual abuse.

In 2021,&nbsp;<a href="https://apnews.com/biden-relief-plan-major-victory-gets-mixed-one-year-reviews-310542ef5cddc914104960a00ae356e0">President Joe Biden signed into law a $1.9 trillion COVID relief</a>&nbsp;package that he said would help defeat the virus and nurse the economy back to health; Americans would receive up to $1,400 in direct payments, along with extended unemployment benefits.

In 2022, Russia widened its offensive in Ukraine,&nbsp;<a href="https://apnews.com/general-news-be25927bc5eef0f90cf466a86fcc6e3f">striking airfields in the west</a>&nbsp;and a major industrial city in the east, while the huge armored column that had been stalled for over a week outside Kyiv went on the move again.
