Rural Kansas newspaper editor/publisher Karen Bonar will participate in the 2024 Leadership Academy for Women in Media, hosted by the Poynter Institute Sept. 23-27.

“I was thrilled for Karen and so excited that Kansas will be so well-represented,” said Emily Bradbury, executive director of the Kansas Press Association. “The Leadership Academy for Women in Media program in a prestigious program that helps to amplify the important voices in media. Women have always been an integral part of local journalism, so seeing a program tailored to this important group is fantastic.”

Bradbury said to her knowledge, Bonar is the first participant from Kansas to attend the academy.

Bonar is the editor/publisher of the Ellsworth County Independent-Reporter and Marquette Tribune. The newspapers are owned by Savannah, Ga.-based Morris Multimedia Inc. She currently lives in Salina.

“When I was departing my previous job at Kansas Wesleyan University, I told my supervisor I wanted to attend the program at Poynter,” Bonar said. “I knew the process was extremely competitive.”

Applications were due in September and candidates were notified in December of their acceptance.

“When I applied, I was departing for the Bike Up Kansas and wasn’t sure I even correctly applied,” Bonar said. “I had some technical difficulties and didn’t have the level of confidence I wanted with my application.”

When she was notified of her acceptance in December, “I was shocked,” Bonar said.

As the date of the event approaches, Bonar said she is excited for the experience.

“I’m also humbled. I’ve seen the list of other participants for my cohort, and am in awe,” Bonar said. “The women attending this academy are top-shelf. I know the phrase “impostor syndrome” is a buzz-

phrase, but once I saw the list, I was immediately intimidated. The leaders I will meet are amazing and inspiring women.”

The Poynter Institute conducts the leadership academy for three cohorts annually. Each group is comprised of 30 women.

Bradbury said having representatives from smaller areas and news deserts is important.

“Sometimes, rural journalism gets lost in the mix when discussing innovation, but small-town journalists can be, and are often, innovative,” she said. “It is crucial to have rural journalists represented in all leadership programs.”

The academy, which began in 2015, will be held at the Poynter Institute headquarters in St. Petersburg, Fla.

Sitara Nieves, Poynter Vice President of Teaching and Organizational Strategy, said the program focuses on effective leadership, change management and newsroom sustainability.

“As I’ve prepared for this experience, I have had homework to do in advance,” Bonar said. “I have taken assessments to gauge my strengths as a leader. My staff have also provided essential feedback on areas I can grow. They are also making extra effort to cover the newsroom in my absence, and this leadership experience would not be possible without their vital assistance.”

Bonar’s experience as a journalist began in high school. She is a 1999 graduate of Kapaun Mt. Carmel High School, Wichita, where she worked as a photographer on the yearbook and newspaper, and also as the assistant features editor for the newspaper. She also spent time with the photo staff of The Wichita Eagle during her high school years.

She continued her journalistic journey at K-State, where she earned a bachelor’s from the A.Q. Miller School of Journalism in December 2022. She was a staff photographer for the school’s yearbook and newspaper. During college, she interned at the Topeka Capital-Journal, as well as the Hays Daily News.

Upon graduation, Bonar worked for about two years at the Independence Daily Reporter in southeast Kansas as a photojournalist. She then shifted gears and began covering city government and writing in-

depth features at the Hays Daily News, a position she held for about three years. In 2005 and 2006, she earned an honorable mention in the Harris Newspaper contest for business/agriculture reporting. In 2006 she also earned second place from the Kansas Press Association for an agricultural story. In 2007, she earned first place from KPA for an investigative story, first place in the Harris Newspaper Contest for a spot news story and best of contest in the Harris Newspaper Contest.

Bonar served as the editor for The Register (Salina, Kan.) for nearly five years. During that time, she earned first and second place in the 2020 Catholic Press Awards for best in-depth news/special reporting, as well as first place for the best front page (submission consisted of three consecutive front page designs).

She also earned a Catholic Press Award for her photographic coverage of the installation of Salina’s new bishop, as well as an additional Catholic Media Award (formerly CPA) in 2022. She earned first place in the Best Analysis/Background/Roundup category for her multistory and photo package.

Bonar joined the Ellsworth County Independent-Reporter and Marquette Tribune in April 2022. During her first full year as editor, in 2023, her staff earned 31 awards, as well as the sweepstakes for its division. Bonar earned eight first-place awards, seven second-place awards and three third place awards for both reporting and photojournalism.

While notified in December, Bonar was told she needed to keep the news quiet until September.

“I am so excited for this journey to begin and even more excited now that I can share it in a public manner,” Bonar said. “I am excited for the opportunity to learn and grow as a leader, both in the newsroom and in our communities.”

Ellsworth County Independent/Reporter publisher named to the 2024 Leadership Academy for Women in Media

HUTCHINSON, Kan. — Shawn Steward with AAA Kansas wants those who are interested in going elsewhere for the holidays to work on those plans.

"It's definitely time to start looking at Thanksgiving and year-end holidays and making your plans now," Steward said. "Book those flights, book those rental cars, hotels, cruises, whatever you might have in mind for holiday travel."

AAA advises booking as soon as the decision is made to travel, increasing the opportunity for a positive, stress-free experience.

"We've had a record breaking travel summer," Steward said. "We don't anticipate there being much of a drop off, if not any at all. Almost every aspect of travel is in high demand right now. Cruises are selling out. Air travel has been at record levels this past summer. Since May, the Transportation Security Administration has recorded its ten busiest days in the agency's history."

The latest findings from the Family Travel Association indicate a continued, strong desire for family travel and certainly Thanksgiving and the year-end holiday period will be no exception.

"Family travel is fun," Steward said. "It certainly requires some logistics planning. AAA has developed a website called <a href="https://familytravelpassport.com/">Family Travel Passport</a>, which helps parents and kids work together to explore options, figure out what they like and help them plan destinations that they may be interested in, not only for the end of this year, but in the future."

The scheduled work will involve pavement removal and replacement with new mixed concrete, with road closures expected but limited residential access allowed.

These repairs are part of the City of Salina's 2024 Minor Concrete – Pavement Repair annual maintenance project, with a total cost estimated at $80,000.&nbsp;

Legislation would prevent federal government from seizing land for proposed transmission corridor

WASHINGTON, D.C.&nbsp;-&nbsp;U.S. Senators Jerry Moran, R-KS, and Roger Marshall, R-KS and First District Congressman Tracey Mann, R-KS, introduced legislation to prevent the federal government from using taxpayer dollars to seize private property to be used for a proposed National Interest Electric Transmission Corridor (NIETC).

The&nbsp;U.S.&nbsp;Department of Energy (DOE) recently announced a NIETC proposal to consider transmission line across&nbsp;major segments of&nbsp;Kansas, including <a href="https://hayspost.com/posts/099d982a-98ff-4352-8a78-a592e5b71d28">Pawnee, Barton, and Russell counties</a>.

Through the implementation of the Biden-Harris Administration’s&nbsp;Infrastructure Investment and Jobs Act,&nbsp;the Federal Energy Regulatory Commission (FERC) would have&nbsp;increased&nbsp;authority to site electric transmission lines&nbsp;on lands designated a NIETC – even when state regulators have denied an application.&nbsp;&nbsp;

“I am vehemently opposed to any effort by the federal government to seize private land,”&nbsp;said Mann.&nbsp;“The Department of Energy’s phase 2 announcement of the NIETC proposal was grossly under publicized, overly vague, and left landowners with no clarity regarding whether their lands would be impacted. 

"We have heard Kansans loud and clear—they are not interested in the federal government grabbing their land. We introduced this legislation to protect the rights of Kansas landowners and prevent the federal government from treading on their liberties. Any land given to the federal government for this project should be voluntary, not mandated, and&nbsp;I&nbsp;will never stop fighting to defend that right.”

“Kansans have made it clear to the federal government that their land is not for sale,”&nbsp;said Moran.&nbsp;

“The NIETC proposal has been problematic from the start&nbsp;since&nbsp;the DOE permitted&nbsp;only&nbsp;45 days for folks to submit their comments regarding the proposed transmission line," Moran said. "Sen. Marshall, Congressman Mann and I introduced legislation, the passage of which would prohibit the Department of Energy from trampling on the rights of Kansas landowners or usurping the authority of state regulators in order to build a transmission line across Kansas. These decisions should be left up to Kansans,&nbsp;not Washington.”

“Bureaucrats in Washington, D.C. should not have the unchecked authority to approve projects that could strip Kansans of their property rights,”&nbsp;said Marshall.&nbsp;“It’s as simple as this: decisions affecting local lands should always rest with the states.”

“Kansas Farm Bureau appreciates the leadership of Sens. Jerry Moran and Roger Marshall and Rep. Tracey Mann in introducing legislation to level the playing field and encourage good faith negotiations for the siting and building of electric transmission lines,”&nbsp;said Joe Newland, president of Kansas Farm Bureau.

&nbsp;“Additionally, this bill recognizes the important voice state regulators have in the process. While our policy supports reliable, low-cost electricity, and increasing transmission capacity to keep pace with growing demand, without vital protections included in this legislation, landowners will continue to face unilateral ultimatums from transmission developers who are using taxpayer dollars to build infrastructure," Newland said.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Ban federal funds from being used to condemn private property to be used in a NIETC designation, and

Legislation to protect property rights against proposed transmission line introduced by Rep. Mann, Sens. Moran, Marshall

🎤Forward Ever: KDOT I-70 bridge demolition

Salina Post proudly presents Flashback Friday in partnership with the&nbsp;<a target="_blank" href="https://www.smokyhillmuseum.org/">Smoky Hill Museum</a>. Built in 1911 the initial Saline County Courthouse eventually was replaced by the City-County Building in 1969.

In 1910, Saline County embarked on an ambitious project to replace its original courthouse, a limestone structure erected in 1870 at Ninth and Park Streets. Though the earlier building was once praised as "the best courthouse in Kansas," it quickly fell out of favor. 

By 1909, local opinion had turned against the outdated building, described by The Salina Daily Union as an "ugly structure" and a source of civic embarrassment.

In response to growing dissatisfaction, county commissioners took steps to erect a new courthouse that would reflect Salina's increasing importance in the region and meet the needs of its growing population. Commissioners visited several courthouses in Kansas and neighboring states, inspiring them to adopt a classical design similar to a courthouse built in Seward, Nebraska in 1905. 

The Seward courthouse's Greek-Roman style, featuring a grand marble stairway and formal pediments, provided a model for Salina's new civic building. Plans were quickly drawn by the local architectural firm Wilmarth and Zerbe, and construction began on the site of the original courthouse in 1910.

The new courthouse, completed in 1911 at a cost of $85,000, approximately $2.7 million today, was immediately recognized as an architectural landmark. Constructed of limestone with concrete floors, oak trim, and fireproof vaults, the building was designed with durability in mind. 

A separate boiler building housed a coal-fired heating system to protect the courthouse from potential fire hazards, a constant concern in a city that had experienced several devastating fires.

The interior of the building was just as grand as its exterior. Its most notable feature was the third-floor courtroom, an expansive space with 18-foot ceilings, designed to accommodate large audiences for trials, which were a common form of public entertainment at the time. 

Rooms for men and women to congregate were provided on the lower floors.

The Decline and Obsolescence of the Courthouse

Despite the fanfare surrounding its opening, the 1911 courthouse was increasingly considered inadequate for the county's growing administrative needs.

 After World War II, the volume of court cases surged, and the building's single courtroom proved insufficient to handle the demand. Offices were cramped, and there was no room to expand the services housed within the courthouse. As early as 1946, county officials recognized the need for either an expansion or a new courthouse altogether.

Over the next two decades, numerous plans were proposed, including adding wings to the existing structure. In 1946, a special property tax was levied to raise funds for courthouse improvements and a new county jail, but indecision and delays slowed the process. 

By the late 1950s, frustration within the legal community and among the general public grew. The Saline County Bar Association even threatened legal action, demanding that the county either use the funds collected through the special tax for the courthouse or return the money to taxpayers.

One major obstacle was the building's lack of modern amenities, particularly air conditioning. During the hot Kansas summers, the courthouse could become unbearably warm, with temperatures inside often exceeding 90 degrees. Office staff resorted to makeshift solutions, such as window fans and towels to absorb perspiration while handling documents. 

In 1960, a limited air conditioning system was installed, but this did little to solve the building's underlying space constraints.

By the early 1960s, it became clear that a more comprehensive solution was required to meet the space needs of the county. 

In 1965, discussions began about constructing a new City-County Building, which would house not only county offices but also city government and the Salina School District. The plan was driven in part by the economic impact of Schilling Air Force Base's closure and the availability of federal Urban Renewal funding, which provided financial incentives for redevelopment projects.

In 1965, Salina voters approved a bond issue to fund the construction of the City-County Building, and by 1969, the new facility was completed. County and city offices moved into the modern structure, leaving the 1911 courthouse vacant. However, the transition was not without controversy, as debates continued about what to do with the old building. Some advocated for its demolition, while others believed it could still serve a purpose.

Repurposing the Old CourthouseSalina Senior Cente

In the early 1970s, the formation of the Saline County Commission on Aging provided a new direction for the old courthouse. As the county's elderly population grew, there was an increasing need for services tailored to senior citizens. The old courthouse, though outdated for its original purpose, offered ample space for such programs. In 1975, the county commission approved a lease agreement that allowed the Commission on Aging to take over the building.

Today, the former courthouse houses several senior-focused programs, including the Salina Senior Center, Meals on Wheels, and the Area Agency on Aging Case Management. Despite the building's age and the challenges associated with maintaining it, the structure has found new life as a center for community services.

📸 Flashback Friday: Salina Post -Saline County Courthouse- Vol. 57

A maroon 1988 Jeep Wrangler stolen from Salina early Thursday morning has been recovered, and a female suspect was arrested at a ranch in Saline County.

According to Salina Police Department (SPD) Cpt. James Feldman, officers responded to a stolen vehicle report at around 6:30 a.m. on September 12. The Jeep's owner, a 43-year-old man from Salina, reported someone stole his vehicle from the 100 block of South Broadway sometime between 6 and 6:30 a.m. on Thursday.&nbsp;

Feldman said the owner didn't leave the keys in the ignition, but a mechanical issue allowed the vehicle to start without keys.

At 7:51 a.m., Saline County Sheriff's Office deputies were sent to the CW Ranch in the 4000 block of South Halstead Road after a ranch hand noticed a woman behaving erratically near the property's vacation rental area. The farmhand also identified the reported stolen maroon 1988 Jeep on the property. 

"She started to take some of her clothes off. She went into a building, a shed, and removed a bottle of wine from the refrigerator area, and began walking around the grounds, drinking that bottle of wine, and then she tried to get into the main residence where she was unsuccessful because the doors were locked," said Saline County Undersherriff Brent Melander. "She was able to make it upstairs to the one of the apartments where one of the another ranch hand stays resides, got into his room and then came back out."

Deputies identified the woman as 40-year-old Lindsay Slater of Park City, Kansas. Following a brief struggle, deputies took Slater nto custody. 

Slater was transported to the hospital for evaluation and later booked into the Saline County Jail on charges of aggravated burglary, theft, and possession of drugs and paraphernalia. 

Melander said the vehicle's owner was called to the scene, and the Jeep was returned to him.

Twenty-four lucky contestants and 6 alternates were selected by the participating restaurants Bravo Sliders-N-Bites, The Cozy Inn and Martinelli’s Little Italy to partake in one of three eating contests.

The contests will take place in front of the Main Stage of the Smoky Hill Museum Street Fair at 211 West Iron on September 28 at 1 pm. Up first will be the contestants chosen by Bravo Sliders-N-Bites. They will be eating cheesesteak sliders. Up next will be The Cozy Inn contestants eating the famous Cozy burgers. Martinelli’s Little Italy contestants will finish off the contest with one pound of spaghetti in marinara sauce.

Winners will receive a prize package valued at $200.

Saturday Morning Show lineup, Sept. 14

Kansas State University Salina After assisting the Kansas Highway Patrol at the Kansas State Fair with uncrewed aircraft system&nbsp;technology,&nbsp;<a href="http://salina.ksu.edu/">Kansas State University Salina's</a><a href="https://www.salina.k-state.edu/research-training/applied-aviation-research-center/">Applied Aviation Research Center</a>&nbsp;is using&nbsp;research collected from large-scale events to enhance public safety efforts during disaster response.

The Applied Aviation Research Center, or&nbsp;AARC,&nbsp;partnered with the Kansas Highway Patrol to provide drone support and&nbsp;monitor crowd activity&nbsp;at the Kansas State Fair. The&nbsp;fair — the largest single event in the state —&nbsp;includes more than a week's worth of concerts, activities and exhibits that draw in&nbsp;more than&nbsp;300,000 attendees annually.&nbsp; Part of the support that&nbsp;the&nbsp;AARC provided to law enforcement at the event included a live feed captured by aerial videography that&nbsp;was then broadcast to incident command. AARC and law enforcement watched in real&nbsp;time to direct officers to incident responses around the venue.

The&nbsp;footage allowed&nbsp;law enforcement to not only see where an incident&nbsp;was&nbsp;happening but also&nbsp;locate&nbsp;officers to easily mobilize those closest to&nbsp;the events&nbsp;on the ground.The&nbsp;project is a continuation of the research done by AARC&nbsp;at&nbsp;the&nbsp;<a href="https://www.k-state.edu/today/announcement/?id=97273">Kelce Jam festival</a>&nbsp;earlier this year, where they assisted law enforcement&nbsp;with&nbsp;monitoring a large crowd at an outdoor venue. AARC was able to take&nbsp;the&nbsp;lessons learned from the prior experience to make the&nbsp;work&nbsp;at the Kansas State Fair even more efficient. The organization also takes feedback from public safety officials&nbsp;about&nbsp;what worked and what can be improved upon.While AARC is providing valuable assistance to law enforcement at major events around the state, K-State Salina's&nbsp;uncrewed aircraft system&nbsp;experts are also compiling valuable research from projects like the&nbsp;Kansas&nbsp;State Fair to help enhance the technology and standards in the&nbsp;industry.&nbsp;Under multiple grants, AARC is assisting both the Federal Aviation Administration and the Kansas Department of Transportation with developing streamlined processes and novel technologies&nbsp;that&nbsp;emergency crews can deploy during a natural disaster response. Research has found that communication and technology breakdowns can happen during these kinds of events, so&nbsp;the&nbsp;AARC is using&nbsp;its&nbsp;experience to refine and create more efficient practices.

"These large concert-type venues work great for a project like this because you have support from multiple organizations working together such as law enforcement, emergency management, and emergency medical services," said Travis Balthazor, AARC deputy director. "It's similar to what might occur during a natural disaster. These venues provide similar environments and multi-agency control where communication breakdowns can frequently occur. These environments help us refine the technology and communication procedures so when a disaster happens, emergency crews are prepared to respond as efficiently as possible."

K-State Salina Applied Aviation Research Center continues drone technology research, event monitoring at Kansas State Fair

BY SALINA POST City Manager Mike Schrage announced Thursday afternoon the resignation of Salina Fire Chief Anthony “Tony” Sneidar, Jr.

Chief Sneidar joined the Salina Fire Department in March 2022. During his time in Salina, accomplishments have included station alerting implementation at all fire stations, plans developed for a new Fire Station 4, significant fire department fleet upgrades, and securing a “Baby Box” for the community through private funding.

“Serving the department and the Salina community has been an honor. The time my wife and I have spent here has been truly special, and we will miss the many friendships and experiences we’ve gained along the way. I wish the city, its residents, and the SFD continued success,” Sneidar said.

“I want to thank Chief Sneidar for his service and wish him well in his retirement,” said Salina City Manager Mike Schrage.

Chief Sneidar will remain on staff through November 1.

On Wednesday Jazz Chisholm Jr. hit a game-ending infield single with one out in the 11th inning as the New York Yankees outlasted the Kansas City Royals for a 4-3 victory.

Juan Soto launched a go-ahead homer in the sixth for the Yankees, who increased their advantage in the AL East to 1.5 games over Baltimore. New York has held the lead since Aug. 21 but hasn't led by more than two games during that stretch.

The Royals, who still hold a game and a half lead over the Minnesota Twins for the second wild cars spot, and who trail the Guardians by just a game and a half in the AL Central, will be back in action tomorroow to open a three-game set with the Pirates in Pittsburgh

More locally it was a good day on the pitch for the Kansas Wesleyan men’s and women’s soccer teams who collected a total of four points on Wednesday evening.

On the men’s side Kansas Wesleyan used offensive pressure and defensive prowess to battle to a 2-1 win over the Hastings College Broncos in the home opener.

Meanwhile the Women's Soccer team duked it out with Mid-America Christian University. The two teams faced off at MACU's Soccer Field in what would end in a tied match at 1-1.

Both teams will be back in action to start conference play next Wednesday

910 KINA Sports Headlines — September 12

By SALINA POST Yesterday, Wednesday, Sept. 11 a Salina Police Department (SPD) officer pulled over a vehicle caught speeding at 50 mph in a 20 mph school zone. The violation occurred as officers were actively patrolling school zones to ensure the safety of students and staff during the busy morning hours.

According to SPD Cpt. James Feldman, the following violation fines apply:

5-10mph&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; $37&nbsp;

11-15mph&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; $47

16-20mph&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; $57

21-25mph&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; $67

Every 5mph over 25 mph is an additional $10

The fines are then doubled for a school zone

All citations also have court costs added.

Officers reported that this was just one of several speeding tickets issued in school zones throughout the day. Salina Police are reminding all motorists to be mindful of school zone signs and to obey the posted speed limits, especially during times when children are entering or leaving school. 

Drivers should be extra vigilant when driving in school areas, as children can dart out at short notice, potentially creating dangerous situations.

School zones are clearly marked, and when the lights are flashing, the 20 mph speed limit is in effect. Drivers are asked to pay attention and slow down to avoid not only fines but potential accidents involving students and educators.

City of Salina Starting Thursday, September 12, and continuing through Friday, September 13, Davis Construction of Salina will carry out minor concrete pavement repairs on several streets in the city. The repairs are part of the City of Salina’s 2024 Minor Concrete – Pavement Repair annual maintenance project, weather permitting.

- Sunrise, from Beloit to Republic(Thursday &amp; Friday)

- Sunrise, from Ellsworth to Beloit(Thursday &amp; Friday)

- Sunrise, South of Ellsworth(Thursday &amp; Friday)

The work on Sunrise Drive involves removing sections of damaged pavement and replacing them with new concrete. As these repairs are near Heusner Elementary School, and Sunrise Drive is a popular route, parents and students are advised to choose alternative routes.

While the work will necessitate road closures to through traffic, limited access will be maintained for local residents. Motorists should expect minor delays and are encouraged to avoid the work zones if possible. Temporary traffic detours and alternate routes will be set up for convenience.

This maintenance is part of a larger project, with the total cost of repairs amounting to $80,000. The repairs are expected to improve road conditions and enhance safety in the affected areas.

Minor concrete work continues on Salina streets

Submitted The Saline County Republican Central Committee met on September 10, 2024 and elected Michelle Newell as Register of Deeds effective October 1, 2024 to fill the unexpired term of current Register of Deeds Rebecca Seeman. &nbsp;The certificate of election with be sent to the Governor for approval.

After serving as Register of Deeds since 1999, Rebecca Seeman submitted her resignation to Saline County Republican Chair Brenda Smith to be effective October 1, 2024, due her retirement from public office.

Michelle has worked in the Saline County Register of Deeds office for 18 years and won the August primary to be on the ballot for the Register of Deeds during the general election in November. &nbsp;She is unopposed.

“With the election of Michelle to fill the unexpired term, this should provide for a smooth transition in&nbsp;the Register of Deeds office” advised Brenda Smith, Saline County Republican Party Chair.

New Saline County Register of Deeds to start in Oct.

TOPEKA — Spending on Kansas’ cash assistance program for low-income families has dwindled by nearly 40% in the past 14 years while lawmakers limited eligibility and inflation surged, according to a new audit.

State auditors presented findings to legislators Tuesday that show spending on cash assistance decreased from about $15.2 million in 2009 to $9.4 million in 2023. Spending on foster care and preventative services increased by an estimated $25 million over the same timespan, according to the audit, which involved reviewing five financial reports created between fiscal years 2009 and 2023.

Kansas families with children or an expectant mother who make an insufficient income qualify for cash assistance, which is accessed through electronic benefit transfer cards, or EBT. The state’s cash assistance program is funded by the federal Temporary Assistance for Needy Families, or TANF, program, which also funds other state initiatives including employment support and child care assistance. The Kansas Department for Children and Families administers TANF funds and the cash assistance program.

 </figure>BY:&nbsp;<a href="https://kansasreflector.com/author/akaminski/">ANNA KAMINSKI</a> <a href="https://kansasreflector.com/">Kansas Reflector</a>TOPEKA — Spending on Kansas’ cash assistance program for low-income families has dwindled by nearly 40% in the past 14 years while lawmakers limited eligibility and inflation surged, according to a new audit.State auditors presented findings to legislators Tuesday that show spending on cash assistance decreased from about $15.2 million in 2009 to $9.4 million in 2023. Spending on foster care and preventative services increased by an estimated $25 million over the same timespan, according to the audit, which involved reviewing five financial reports created between fiscal years 2009 and 2023.Kansas families with children or an expectant mother who make an insufficient income qualify for cash assistance, which is accessed through electronic benefit transfer cards, or EBT. The state’s cash assistance program is funded by the federal Temporary Assistance for Needy Families, or TANF, program, which also funds other state initiatives including employment support and child care assistance. The Kansas Department for Children and Families administers TANF funds and the cash assistance program.Legislative involvement in regulating cash assistance has been limited since the 2015 Hope, Opportunity and Prosperity for Everyone, or HOPE, Act, which restricted access to Kansas’ program. The federal government allows people to receive cash assistance for up to 60 months in their lifetime. Kansas’ maximum was 48 months, but the HOPE Act reduced it to 36 months. The Legislature reduced the maximum again in 2016 to 24 months.As of 2023, DCF handled 2,900 cash assistance cases per month. In 2009, average monthly caseloads totaled around 12,600 cases, according to the audit.The decrease could be attributed to eligibility changes under the HOPE Act and a general increase in wages and inflation, said Sam Dadds, a senior auditor with the Kansas Legislative Division of Post Audit, at the meeting with lawmakers Tuesday. Kansas’ standards for eligibility requirements and benefit amounts have not been changed since 1997. With that, comes the diminished purchasing power of cash assistance, which could be a deterrent for families considering applying, Dadds said.“What this means is that it’s harder to qualify for TANF in 2023 because families are being measured against what was considered in-need in 1997,” Dadds said.Since the inception of Kansas’ cash assistance program in 1996, the purchasing power of EBT has decreased by nearly 50%, he said.Rep. Jason Probst, D-Hutchinson, said Kansas lacks a functional system.“We do have a system, also, that has a very hard line once people hit a certain income level, as they’re working their way through poverty, where we then pull the rug right out from underneath them,” he said.He called it “<a href="https://kansasreflector.com/2021/06/27/hutchinson-working-with-mit-to-break-poverty-shackles-of-the-cliff-effect/">the cliff effect</a>,” a term for when low-income individuals get a modest increase in income but end up with fewer resources because they no longer qualify for government aid. Probst, Sen. Mary Ware, D-Wichita, and Sen. Caryn Tyson, R-Parker, among others, expressed an interest in combating the cliff effect through legislation.Tyson, who voted for the HOPE Act&nbsp;<a href="https://kslegislature.gov/li_2016/b2015_16/measures/vote_view/je_20150402145556_312693/" target="_blank">in 2015</a>&nbsp;and further restrictions&nbsp;<a href="https://www.kslegislature.gov/li_2016/b2015_16/measures/vote_view/je_20160502013756_548975/" target="_blank">in 2016</a>, was dismayed by data limitations and omissions within the audit. Some data was completely unavailable for the audit because of new staff at DCF and a lack of cohesion between old and new computer systems.“I don’t even know what to say to that,” she said at the meeting.Carla Whiteside-Hicks, the DCF’s director of economic services, said the agency is actively working to address inefficiencies throughout the agency and make it easier for families to meet the federal and state requirements needed to receive cash assistance. Whiteside-Hicks is scheduled to return to the post-audit committee at its next meeting to provide additional data and information.
