The Granny Brigade monthly meeting initially scheduled for Tuesday, February 18, at 7 p.m. at the Carver Center, located at 315 N. 2nd Street, has been rescheduled to March 18 at 7 p.m.

This month’s meeting will feature guest speaker Michael Austin, a Kansas economist, who will discuss taxes and the state budget. The event is open to the public, and attendees are encouraged to participate in the discussion.

Michael Austin is a free-market economic consultant and president of Knowledge &amp; Decisions Economic Consulting. He has spent his professional life educating about and fighting for pro-family, pro-freedom public policy.

Michael served as chief economist to two Kansas governors. He also served as the director of fiscal policy at the Kansas Policy Institute, where he regularly consulted with Kansas state legislators.

The American Enterprise Institute named Michael an emerging “poverty scholar” for his work and passion to lift Kansans toward financial freedom. He drew national attention highlighting Governor Laura Kelly’s deception on mask mandates and the state’s hypersensitive COVID-19 testing. His work has been featured by television host Bill O’Reilly, the&nbsp;Wall Street Journal, Bloomberg Tax, the Foundation for Economic Education and many state and local media outlets.

During the Trump Administration, Michael was appointed as an advisor to the U.S. Commission on Civil Rights.

SSG Jordan's sister has been found and will be taking him home to Dallas where he will be laid to rest.

A veteran with no known family will be laid to rest on Friday March 14 in the Kansas Veteran’s Cemetery in Manhattan.  

According to a Facebook post, SSG Louis Jordan will be laid to rest in the Kansas Veterans Cemetery in Manhattan. Obituary information states that Jordan died at his home in Manhattan on Feb. 19.&nbsp;

Flags will be placed at 10:15 a.m. with the funeral service beginning at 11 a.m. 

The Kansas Veteran’s Cemetery is located at 5181 Wildcat Creek Road in Manhattan.

Community members looking for a fun way to support local youth mentorship programs can take part in Bowl for Kids’ Sake, Big Brothers Big Sisters’ largest annual fundraiser. The event is set for Saturday, March 29, 2025, at The Alley of Salina, 115 E. Ash St.

“Currently the wait list of youth in need of a mentor has reached a little over 60. The need for youth mentorship, in our community, is at an all-time high. The proceeds from events like Bowl For Kids’ Sake are instrumental in creating and supporting safe mentoring relationships for area youth,” said Salina Big Brother Big Sisters Executive Director, Amanda Otto.&nbsp;

Participants can form a six-person team with friends, coworkers, or family members. Each bowler is encouraged to raise $100 individually, with a team goal of $600. Once fundraising is complete, teams will gather at The Alley for a celebration featuring free bowling, pizza, and drinks.

Otto said the goal is to raise $100,000 to empower the hundreds of children served by BBBS in Saline County.

With daylight saving time (DST) upon us many Americans have already moved their clocks forward by one hour. While this shift signals the arrival of longer daylight hours, it can also disrupt sleep patterns, mood, and overall well-being. Research suggests that even a one-hour change can affect the body’s circadian rhythm, leading to fatigue, reduced concentration, and increased health risks.

The impact of “springing forward” on health

The transition to DST can create a temporary state of “social jet lag,” according to sleep experts. Studies have shown that in the days following the time change:

	•	Sleep deprivation increases&nbsp;– A study published in the&nbsp;Journal of Clinical Sleep Medicine&nbsp;found that losing even an hour of sleep can lead to decreased cognitive function, irritability, and drowsiness.

	•	Heart health may be affected&nbsp;– Research in the&nbsp;American Journal of Cardiologysuggests a slight increase in heart attacks on the Monday after the spring DST transition.

	•	Higher risk of accidents&nbsp;– A study in&nbsp;Current Biology&nbsp;found an increase in workplace injuries and traffic accidents in the days following DST due to sleep deprivation.

Tips for adjusting to daylight saving time

Start adjusting your bedtime by 15–20 minutes a few days before the time change. This gradual transition helps your body’s internal clock adapt with minimal disruption.

Exposure to natural light in the morning helps reset your circadian rhythm. Try spending at least 20–30 minutes outside in natural daylight soon after waking up.

Caffeine can stay in your system for up to six hours, so avoid it in the afternoon and evening. Blue light from screens can also interfere with melatonin production, making it harder to fall asleep.

Go to bed and wake up at the same time each day, even on weekends. A regular sleep schedule strengthens your body’s natural rhythm and improves sleep quality.

If you feel excessively tired after DST, a 20-minute power nap can help boost alertness. However, avoid long naps, as they can make it harder to fall asleep at night.

Exercise can help regulate your sleep cycle, but avoid intense workouts right before bed, as they can be stimulating.

NEWMAN: Time to spring forward!

The City of Salina has spent $538,791 in legal fees related to the ongoing case involving the Cozy Inn, according to Interim City Manager Jacob Wood. The case, which revolves around a dispute regarding artwork on the iconic 103-year-old establishment, has yet to go to trial but has involved multiple legal proceedings.

Wood stated that the city’s legal team, Fairfield and Woods, P.C., a Denver-based law firm specializing in sign and mural-related cases, has been handling the matter as Pro Hac Vice counsel. <a href="https://portal.laserfiche.com/Portal/PDF10/5d43cae9-029f-4733-a8a0-7ef4d85d91a4/531203">According to the firm’s engagement letter with the city,</a> attorneys Michael W. McConnell and Todd Messenger are representing Salina in the lawsuit. McConnell's billing rate is $400 per hour, while Messenger's rate is $485 per hour. Other attorneys or paralegals may also assist in the case at varying rates.

"There's certainly been lots of court actions," Wood said. "So most recently, we have filed a motion for summary judgment, and then they've [Cozy Inn Inc.] also filed a motion as well, and we're waiting for the court to hear that, and once the court makes a decision, they really have the option to grant all or part of that summary judgment, and depending on the result of that, then it could go to trial."

The firm's engagement letter, signed by former Salina City Manager Mike Schrage, states Fairfield and Woods, P.C. represents the City of Salina as an entity, not any individual city employees.

"In performing this work, our firm will be representing the City as an entity, rather than you or any other individual under the employment of the City," the letter reads. "This means our [law firm] duty is to the City and we must place its welfare and interests ahead of the interests of anyone employed by the City."

Since the artwork progress has been halted, hundreds of patrons of the Cozy Inn have voiced their support of Howard, and their disapproval of the City's response.&nbsp;

Under Salina’s commercial sign regulations, businesses are allowed a specific amount of signage based on building frontage. In the C-4 commercial district, where the Cozy Inn is located, businesses are allotted three square feet of signage per linear foot of street frontage.

With a 20.8-foot frontage, the Cozy Inn is permitted approximately 63 square feet of signage. The restaurant already utilizes 52.88 square feet for existing signs, leaving just 10 square feet available. The new mural, estimated at 528 square feet, exceeds the allotted limit by nearly nine times.

The case, which is being heard in federal court, could either be resolved through the summary judgment ruling or proceed to trial in fall 2025, tentatively between October and November. Howard, with legal support from the Kansas Justice Institute, filed a lawsuit against the City of Salina in February 2024, arguing that the mural is a form of protected speech under the First Amendment.

UPDATED: Salina’s legal fees for Cozy Inn case surpass $538K, trial could happen this fall

The Salina City Commission will hold its regular meeting on March 10, 2025, beginning at 4:00 p.m. in Room 107 of the City-County Building, 300 West Ash Street.

At 3:00 p.m. in Room 107, commissioners will convene in the east parking lot at 300 W. Ash Street and be driven to 2600 E. Crawford Street for a groundbreaking ceremony of the new Fire Station #4. They will return to the City/County Building by 3:45 for the regularly scheduled 4:00 p.m. City Commission meeting.

A cooldown arrives on Tuesday, with a high near 68 and a shift to north-northeast winds at 9 to 14 mph, gusting up to 23 mph. The night will see partly cloudy conditions and a low of around 38 degrees, with calm winds.

Wednesday will be mostly sunny with a high near 70. Light northeast winds will pick up slightly in the afternoon. The evening will remain mostly clear, with temperatures dipping to around 42 degrees.

Preliminary estimates reported by the Labor Market Information (LMI) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 3.8% in January. This is unchanged from 3.8% in December and an increase from 3.1% in January 2024. The labor force participation rate for Kansas increased to 67.3% in January, according to a media release from the Kansas Department of Labor.

The unemployment rate in Saline County fell from 4.3 percent in December to 3.4 percent in January. Dickinson County saw the rate drop from 5.5 to 3.7 percent.&nbsp;The rate in Ellsworth County dropped from 6.1 to 3.4 percent last month.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment decreased by 3,600 from December. Total nonfarm includes private sector and government employers. Private sector jobs decreased by 2,600 over the month, while government decreased by 1,000. The largest job gains in the private sector were in trade, transportation, and utilities (+800 jobs) and manufacturing (+600 jobs). The largest decrease was in leisure and hospitality (-3,800 jobs).

Since January 2024 Kansas’ seasonally adjusted total nonfarm jobs have increased by 7,800. This change is due to an increase of 7,200 private sector jobs and an increase of 600 government jobs.

Jobless rate down in Saline County

DALLAS (AP) — Once again, most Americans will set their clocks forward by one hour this weekend,&nbsp;<a href="https://apnews.com/article/daylight-saving-time-spring-forward-sleep-health-5d7b96c3bc1ed243dd6e41b17ec8ee25">losing perhaps a bit of sleep</a>&nbsp;but gaining more glorious sunlight in the evenings as the days warm into summer.

How we came to move the clock forward in the spring, and then push it back in the fall, is a tale that spans over more than a century — one that’s driven by two world wars, mass confusion at times and a human desire to bask in the sun for a long as possible.

There’s been plenty of debate over the practice, but about 70 countries — about 40% of those across the globe — currently use what Americans call daylight saving time.

While springing the clocks forward “kind of jolts our system,” the extra daylight gets people outdoors, exercising and having fun, says Anne Buckle, web editor at timeanddate.com, which features information on time, time zones and astronomy.

“The really, really awesome advantage is the bright evenings, right?” she says. “It is actually having hours of daylight after you come home from work to spend time with your family or activities. And that is wonderful.”

Here are some things to know so you’ll be conversant about the practice of humans changing time:

In the 1890s, George Vernon Hudson, an astronomer and entomologist in New Zealand, proposed a time shift in the spring and fall to increase the daylight. And in the early 1900s, British homebuilder William Willett, troubled that people weren’t up enjoying the morning sunlight, made a similar push. But neither proposal gained enough traction to be implemented.

Germany began using daylight saving time during World War I with the thought that it would save energy. Other countries, including the United States, soon followed suit. During World War II, the U.S. once again instituted what was dubbed “war time” nationwide, this time year-round.

In the United States today, every state except Hawaii and Arizona observes daylight saving time. Around the world, Europe, much of Canada and part of Australia also implement it, while Russia and Asia don’t currently.

After World War II, a patchwork of timekeeping emerged across the United States, with some areas keeping daylight saving time and others ditching it.

“You might have one town has daylight saving time, the neighboring town might have daylight saving time but start it and end it on different dates and the third neighboring town might not have it at all,” says David Prerau, author of the book “Seize the Daylight: The Curious and Contentious Story of Daylight Saving Time.”

At one point, if riders on a 35-mile (56-kilometer) bus ride from Steubenville, Ohio, to Moundsville, West Virginia, wanted their watches to be accurate, they’d need to change them seven times as they dipped in and out of daylight saving time, Prerau says.

So in 1966, the U.S. Congress passed the Uniform Time Act, which say states can either implement daylight saving time or not, but it has to be statewide. The act also mandates the day that daylight saving time starts and ends across the country.

Confusion over the time change isn’t just something from the past. In the nation of Lebanon last spring, chaos ensued when the government announced a&nbsp;<a href="https://apnews.com/article/lebanon-daylight-savings-time-9aee80838f6dfd53fd3564981f9667a8">last-minute decision</a>&nbsp;to delay the start of daylight saving time by a month — until the end of the Muslim holy month of Ramadan. Some institutions made the change and others refused as citizens tried to piece together their schedules. Within days, the&nbsp;<a href="https://apnews.com/article/lebanon-daylight-saving-time-a85575b650af7fcc419e3fdb1b2090e8">decision was reversed</a>.

“It really turned into a huge mess where nobody knew what time it was,” Buckle says.

What would it be like if we didn’t change the clocks?

Changing the clocks twice a year leads to a lot of grumbling, and pushes to either use standard time all year, or stick to daylight saving time all year often crop up.

During the 1970s energy crisis, the U.S. started doing daylight saving time all year long, and Americans didn’t like it. With the sun not rising in the winter in some areas till around 9 a.m. or even later, people were waking up in the dark, going to work in the dark and sending their children to school in the dark, Prerau says.

”It became very unpopular very quickly,” Prerau says.

And, he notes, using standard time all year would mean losing that extra hour of daylight for eight months in the evenings in the United States.

In 1908, the Canadian city of Thunder Bay — then the two cities of Fort William and Port Arthur — changed from the central time zone to the eastern time zone for the summer and fall after a citizen named John Hewitson argued that would afford an extra hour of daylight to enjoy the outdoors, says Michael deJong, curator/archivist at the Thunder Bay Museum.

The next year, though, Port Arthur stayed on eastern time, while Fort William changed back to central time in the fall, which, predictably, “led to all sorts of confusion,” deJong says.

Today, the city of Thunder Bay is on eastern time, and observes daylight saving time, giving the area, “just delightfully warm, long days to enjoy” in the summer, says Paul Pepe, tourism manager for Thunder Bay Community Economic Development Commission.

The city, located on Lake Superior, is far enough north that the sun sets at around 10 p.m. in the summer, Pepe says, and that helps make up for their cold dark winters. Residents, he says, tend to go on vacations in the winter and stay home in the summer: “I think for a lot of folks here, the long days, the warm summer temperatures, it’s a vacation in your backyard.”

Within days, the&nbsp;<a href="https://apnews.com/article/lebanon-daylight-saving-time-a85575b650af7fcc419e3fdb1b2090e8">decision was reversed</a>.“It really turned into a huge mess where nobody knew what time it was,” Buckle says.<h2>What would it be like if we didn’t change the clocks?</h2>Changing the clocks twice a year leads to a lot of grumbling, and pushes to either use standard time all year, or stick to daylight saving time all year often crop up.During the 1970s energy crisis, the U.S. started doing daylight saving time all year long, and Americans didn’t like it. With the sun not rising in the winter in some areas till around 9 a.m. or even later, people were waking up in the dark, going to work in the dark and sending their children to school in the dark, Prerau says.”It became very unpopular very quickly,” Prerau says.And, he notes, using standard time all year would mean losing that extra hour of daylight for eight months in the evenings in the United States.<h2>A nod to the early adopters</h2>In 1908, the Canadian city of Thunder Bay — then the two cities of Fort William and Port Arthur — changed from the central time zone to the eastern time zone for the summer and fall after a citizen named John Hewitson argued that would afford an extra hour of daylight to enjoy the outdoors, says Michael deJong, curator/archivist at the Thunder Bay Museum.The next year, though, Port Arthur stayed on eastern time, while Fort William changed back to central time in the fall, which, predictably, “led to all sorts of confusion,” deJong says.Today, the city of Thunder Bay is on eastern time, and observes daylight saving time, giving the area, “just delightfully warm, long days to enjoy” in the summer, says Paul Pepe, tourism manager for Thunder Bay Community Economic Development Commission.The city, located on Lake Superior, is far enough north that the sun sets at around 10 p.m. in the summer, Pepe says, and that helps make up for their cold dark winters. Residents, he says, tend to go on vacations in the winter and stay home in the summer: “I think for a lot of folks here, the long days, the warm summer temperatures, it’s a vacation in your backyard.”

The event is designed to promote mental wellness through artistic expression and public engagement.

Artists in Saline County are invited to submit artwork reflecting themes of mental health and wellness. Selected pieces will be displayed at the block party, which will connect attendees with local organizations and mental health resources.

The event aims to spark conversations about mental well-being, foster community and help reduce the stigma surrounding mental health in our area. The deadline for submissions is March 28, 2025. Email ricom@salinecountyks.gov.

Saline County mental health block party to feature local art contest

On Wednesday, March 5, 2025, at about 2:30 PM, officers responded to Evergy, 1001 Edison Pl., Salina, Kansas, reference to the theft of copper. Employees reported sometime between Monday, February 24th and Monday, March 3, 2025, unknown suspect(s) entered a fenced storage area on the property.

Once on the property the suspect(s) then removed a total of 2500 feet of copper wire from two large spools valued at $84,950 and 1742 feet of copper wire from two smaller spools valued at $37,296. Total loss was valued at $122,246.

It is believed entry was gained through a hole in the fence. It was reported an Evergy employee found copper wire insulation in the area of Humbarger and Link Rd, in Saline County, on March 4, 2025, which was similar to that of the missing wire.

Stolen copper wire is this week's Crimestoppers

The Salina Public Library is proud to announce this year’s Salina Reads program, a community-wide reading program designed to strengthen connections by broadening perspectives and fostering understanding through shared literature and discussions. 

This year's featured book is Charles Portis's classic novel,&nbsp;True Grit, a story that follows 14-year-old Mattie Ross as she embarks on a daring quest to avenge her father's murder. With themes of determination, justice, and resilience,&nbsp;True Grit&nbsp;offers an engaging and thought-provoking read for the entire community.

The program will kick off on Saturday, March 29, 2025, at the Salina Public Library with an exciting celebration of Native American culture and Kansas history. Attendees will experience Rhythms of Heritage, a Native American dance performance by Freddy Gipp, and explore Kansas history through interactive traveling trunks. 

A Cherokee basket weaving workshop will offer hands-on learning, while discussions on the Salina Indian Burial Pit and local Native history will provide insight into the region’s rich cultural heritage. The day’s festivities will also feature cowboy music, a scavenger hunt focused on Salina’s local history, Kaw language activities, stick horse races, roping, horseshoes, crafts and free book giveaways. This event promises a day filled with culture, history, and fun for all ages.

Throughout the month, the library will host a variety of themed events inspired by&nbsp;True Grit&nbsp;and the Wild West. Adventure seekers can test their problem-solving skills in a Wild West Escape Room, where teams will work together to unravel clues and "break out" before time runs out. History and outdoor enthusiasts can look forward to a Saline County Mounted Patrol and Boy Scout Cooking Demonstration, where they will see firsthand how frontier cooking and survival skills were essential to life in the Wild West. 

Additionally, a scavenger hunt exploring Salina’s local history will take participants on an engaging journey through Salina’s past, with chances to win exciting local prizes.

The program will conclude with a Finale: Songs, Stories, and Spirit of Saline County on Saturday, April 26, at 7 p.m. at the Salina Public Library. The evening will celebrate the theme "Where We Live" through music, poetry and storytelling, featuring cowboy musician Don Wagner, cowboy poet Jerry Jones, and local community members sharing their personal stories.

The 2025 Salina Reads program is funded in part by an NEA Big Read grant. NEA Big Read is a program of the National Endowment for the Arts in partnership with Arts Midwest.

SENATE HIGHLIGHTS March 4, 2025

Senate Committees continued to review bills which have been sent over from the House, and we had one day of General Orders this week in the Senate.&nbsp; As we work though committee bills on the floor, we will also begin to have&nbsp;Conference Committee reports to vote on as well.&nbsp; 

A Conference Committee is a small, bipartisan and bicameral committee that works to smooth out the differences between the House’s and Senate’s version of a similar bill.&nbsp; Once the Conference Committee comes to a compromise, the committee’s version of the bill will be sent to both the House and the Senate for a final vote, before advancing the bill to the Governor’s desk.&nbsp;

<a target="_blank" href="https://kslegislature.gov/li/b2025_26/measures/scr1604/">SCR 1604</a>, a resolution calling for the Convention of States.&nbsp; Under Article V of the United States Constitution, a convention of states may be called to propose amendments to the United States Constitution.&nbsp; It takes 34 states ratifying identical resolutions to call for such a convention, and then 38 states to ratify any amendments emerging from that convention. So far, 19 states have adopted a version of SCR 1604, which calls for a convention “limited to proposing amendments to the Constitution of the United States that impose fiscal restraints on the federal government, limit the power and jurisdiction of the federal government, and limit the terms of office for its officials and for members of Congress."&nbsp;&nbsp;SCR1604 passed 29-11.&nbsp; I voted yes.

<a target="_blank" href="https://kslegislature.gov/li/b2025_26/measures/sb33/">SB 33</a>&nbsp;would authorize the sales tax exemption provided for in continuing law for sales of the services of slaughtering, butchering, custom cutting, dressing, processing, or packaging of an animal for the customer’s own use or consumption to be claimed without a requirement that exemption certificates or forms be provided by the purchaser or collected or maintained by the seller.&nbsp; This a follow-up bill from 2024 which removed sales tax on the processing of meat but customers were required to fill out extra Department of Revenue paperwork each time and keep on file for future review of the state.&nbsp;&nbsp;SB 33 passed 40-0.&nbsp; I voted yes.

<a target="_blank" href="https://kslegislature.gov/li/b2025_26/measures/sb137/">SB 137</a>&nbsp;would amend the Kansas Standard Asset Seizure and Forfeiture Act to permit firearms forfeited under the Act to be sold or transferred to a properly licensed federal firearms dealer.&nbsp;&nbsp;SB&nbsp;137 passed 39-1.&nbsp; I voted yes.

BOWERS: 2025 Senate Scene, Week 7

More than 1,300 students completed degree requirements from Kansas State University in the fall 2024, while more than 4,600 Kansas State University students earned semester honors for their academic performance.

The university awarded approximately 900 bachelor's degrees, 250 master's degrees and 80 doctorates. Several students earned multiple degrees. 

Students with exceptionally high grade point averages received honors for outstanding academic performance: summa cum laude for students with a grade point average of 3.95 or above, magna cum laude for those with a grade point average of 3.85 to 3.949, and cum laude for students with GPAs of 3.75 to 3.849.

Students earning GPAs for the semester of 3.75 or above on at least 12 graded credit hours received semester honors along with commendations from their deans.  </figure>SubmittedMore than 1,300 students completed degree requirements from Kansas State University in the fall 2024, while more than 4,600 Kansas State University students earned semester honors for their academic performance.The university awarded approximately 900 bachelor's degrees, 250 master's degrees and 80 doctorates. Several students earned multiple degrees. Students with exceptionally high grade point averages received honors for outstanding academic performance: summa cum laude for students with a grade point average of 3.95 or above, magna cum laude for those with a grade point average of 3.85 to 3.949, and cum laude for students with GPAs of 3.75 to 3.849.Students earning GPAs for the semester of 3.75 or above on at least 12 graded credit hours received semester honors along with commendations from their deans.
