Kansas U.S. Senator Dr. Roger Marshall, M.D. has a simple theme for what he wants most out of the farm bill that is working its way through the legislative process.

"Crop insurance, crop insurance and crop insurance," Marshall said. "Crop insurance is the backbone of every farm bill. What crop insurance does is allow that farmer who got hailed out last week, to be able to plant next year's crop. They don't make any money off of it, but at least they can plant next year's crop."

Marshall understands that the farm bill has always been a nutrition bill, all he's asking for is help for the farmers that get the food to the market, considerably less than that being proposed for nutrition programs.

"What we've asked for, very specifically, is about a $400 million increase in funding for crop insurance per year," Marshall said. "On the other side of the aisle, we've given the Democrats at least a $60 billion hike in the food stamp program. We gave them $60 billion to help with food stamps, we're asking for $400 million and they are unwilling to give it. To me, it's about priorities."

"I actually think we want to wait and see what we get out of the House," Marshall said. "I think the House bill is going to be much more farmer friendly. If we end up waiting until we have a different person in the White House, or a Republican majority in the Senate, I think we're going to have a farm bill that's much friendlier to rural America."

The current farm bill extension ends Sept. 30, before the November election, but it could be extended again.

Two&nbsp;<a href="http://salina.ksu.edu/" target="_blank">Kansas State University Salina</a>&nbsp;students&nbsp;have been&nbsp;recognized for their hard work and achievements both inside and outside of the classroom.&nbsp;The campus presents these&nbsp;awards&nbsp;to students&nbsp;annually to recognize&nbsp;efforts that go above and beyond the expected duties of getting a college education.

Bryce Griffin,&nbsp;graduate student in integrated systems design and dynamics,&nbsp;Salina, is the recipient of the K-State Salina Student Employee of the Year award. This award recognizes the invaluable work student employees perform at the Salina campus by demonstrating reliability, initiative and professionalism and leaving&nbsp;a lasting impact on those they assist in day-to-day operations. Griffin is a student employee in K-State Salina's Information Technology, or IT,&nbsp;department.

According to his nominators, Griffin&nbsp;represents himself and the&nbsp;IT&nbsp;department well and treats anyone who comes into&nbsp;the&nbsp;office with respect.

"He makes sure to interact with those around him with a great attitude," nominators said.&nbsp;"On top of soft skills, he also takes the time to learn hard skills well, even volunteering and requesting to be trained on things that don't necessarily fall into his responsibilities, so he's able to assist if needed."

Jack Byrne, senior in professional pilot,&nbsp;Wichita, is this year's Outstanding Graduating Senior Award recipient. The recognition acknowledges the campus's strongest student leaders who have made outstanding contributions to student life during their K-State careers. Byrne is a resident assistant in Earhart Hall and a certified flight instructor for K-State Salina's flight program.

According to nominators, Byrne's friendly&nbsp;attitude is contagious.

"He genuinely gets to know his residents, aviation students and the campus community," nominators said.&nbsp;"He is respected by his peers, faculty and staff."

Byrne&nbsp;also received&nbsp;the&nbsp;<a href="https://www.k-state.edu/media/newsreleases/2024-04/KState-students-receive-Dean-of-Students-Outstanding-Graduating-Senior-Awards.html" target="_blank">Dean of Students Outstanding Graduation Senior Award</a>, which acknowledges the significant contributions of graduating seniors universitywide to student life during their K-State careers.

K-State Salina recognizes students with campus awards

Kansas Wesleyan has selected an individual well-known in the community to serve as its executive director of music, as Michelle Dolan ’24 was named to the position on Wednesday.&nbsp; Dolan will lead all efforts surrounding the department, including recruiting, performances, community involvement and collaboration, music alumni relations, and scheduling.&nbsp;

“It is a true privilege to announce Michelle Dolan as the university’s executive director of music,” said Dr. Damon Kraft, KWU provost and executive vice president for student success. “She is well-respected in the community, has a great deal of experience and understands the vibrancy of the Salina arts scene, because she is an active part of it! Her strong relationships with our faculty will bring out new levels of collaboration across campus, helping us showcase the tremendous talent that resides in the department, and she understands the student experience, as well. I look forward to seeing the department continue to blossom under her leadership.”

Dolan is no stranger to KWU’s Music department, having served as an adjunct voice instructor for the Coyotes for nearly 15 years. She left that role shortly before coming to KWU full-time to work in the Advancement Office, where she rose to the position of Director of Development, Stewardship and Alumni. In addition to her work in those areas, Dolan helped lead Music’s collaboration with Admissions, Advancement, and Marketing and Communications, ensuring that the business of the Music Department continued to move forward.&nbsp;

“Kansas Wesleyan’s Music Department is a true passion of mine, and it is an honor to assume this role,” said Dolan. “We have a great group of faculty, wonderful students and supportive administrators. Add our new facilities, including the renovated Sams Chapel that will open in October, and this department is ready to reach new heights. I look forward to working with everyone associated with KWU Music to make it all it can be.”

Dolan has served as the choir director at Sacred Heart Cathedral since 2007 and was the Sacred Heart Junior/Senior High School director of vocal music for nearly 20 years (1998-2017).&nbsp;

During her time at the junior/senior high school, Dolan was a two-time chair of KMEA’s North Central District Choir. She was awarded the Continued Artist Grant by Salina Arts and Humanities twice, helped form Sacred Heart’s music booster organization and directed the institution’s high school musical.&nbsp;

Dolan would become director of development for Sacred Heart in 2017 and would hold that position until moving across Cloud Street to join KWU in 2020.

She earned her bachelor of arts in Music from Marymount College in 1990 and went on to earn a master’s of music (Music Theatre) from Oklahoma City University in 1995. She earned her Kansas Teaching Certification from KWU in 2013 and is a member of the university’s latest class, 2024, having earned an MBA.&nbsp;

Dolan will move to her new position during the month of June.

The 2024 Smoky Hill River Festival Medallion Quest is underway!

The Festival Medallion Quest 2024 prize package includes the following:

Clues will be released at 7:30 a.m. and 4:30 p.m. daily on the Quest website,&nbsp;<a href="http://www.festivalmedallionquest.com/" target="_blank">www.festivalmedallionquest.com</a>,&nbsp;beginning at 4:00 p.m. Wednesday, May 15, on the steps of the Smoky Hill Museum.&nbsp;

The clues will also be posted outside the west doors on Eighth Street at the Salina Arts &amp; Humanities office on the corner of Eighth and Iron Ave.&nbsp;&nbsp;

No purchase is necessary to participate or win.

Employees of Salina Arts &amp; Humanities or SAH Foundation Board members and their families are not eligible to win.

Participants assume all risk and release the City of Salina, Salina Arts &amp; Humanities, and the Salina Arts &amp; Humanities Foundation from liability for any injuries or damages to themselves.

Clues WILL NOT be given over the phone or via email

The Medallion will be easy to remove from its location and WILL NOT require climbing, digging, tools or ladders, or the destruction of property.

The objects are located on public property within the Salina city limits, which may include City parks.&nbsp;Curfews hours for all City parks remain in effect during the Quest and are posted at each park.

The Medallion will be easy to identify because it will have a message and contact information attached or written directly on it.

DO NOT&nbsp;post any photos of an object on social media until it has been officially confirmed to be genuine.

Once the Medallion has been confirmed as found, the public will be notified of the time and place where the official press conference and award presentation will take place. 

Notification will be posted on the Festival Medallion Quest and Smoky Hill River Festival websites, through participating local media partners, and physically outside the west entrance of the Salina Arts &amp; Humanities Office at 211 W. Iron Ave.

Dozens of students, four large wind tunnels and hand-built turbines filled The Temple in downtown Salina on Saturday, April 13, for the 2024 Kansas KidWind State Finals. Last week, four Kansas teams traveled to Minneapolis, Minnesota, for the 2024 World KidWind Challenge.

KidWind is a science, technology, engineering, and mathematics- or STEM-focused program where students from across the country participate, focusing on renewable energy and bringing the engineering behind fields of turbines to the classroom.

Kurt Foley, an energy specialist at the Kansas Energy Program, which&nbsp;is&nbsp;housed&nbsp;under the Kansas State University Engineering Extension, helps with the<a href="https://www.kcc.ks.gov/energy-education/kidwind"> Kansas KidWind Challenge</a> each year.

"It's just giving the students a hands-on project. It's something that I've always preferred, getting to work with my hands," Foley said.&nbsp;"[It gives students] life experience out of it — getting to challenge yourself and&nbsp;to&nbsp;grow as a learner and&nbsp;as a&nbsp;person."

The renewable energy-focused challenges begin at each school, with a $7 KidWind generator and various materials for students to create turbines.

Each team participates in regional championships that push the top two teams in each division to the state-wide challenge.

Students then design and engineer these turbines and perform various challenges, including knowledge tests, putting the student-made turbines into a wind tunnel to test how much power they generate and an instant challenge designed to flex the students' problem-solving skills.

Foley said that students often become incredibly creative with their turbine designs or only focus on maximizing the energy produced by the turbine with a simple design.

"We have wind tunnels that we bring to the competitions, and we also loan them out to schools so they can test their designs before coming to a competition," Foley said.

The Temple was a new stage for the Kansas KidWind Challenge, allowing western Kansas teams to travel a shorter distance than to its previous venue in Topeka.

There, 25 teams from 15 Kansas KidWind teams faced off to advance to the World KidWind Challenge in Minneapolis, Minnesota. Four teams in two divisions topped the charts and headed north for the challenge.

Kansas KidWind Challenge has two age divisions — one for fourth through eighth-grade students and another for ninth through 12th-grade students.

Christie Fouts, the KidWind Coach for Beloit Jr/Sr High School, said she brought KidWind to Beloit's schools in&nbsp;2018 and enjoys assisting students in the hands-on program.

This year, one of her teams, the Beloit Breeze, competed in the fourth through eighth grade age division and placed second, prompting the team to the KidWind World competition stage.

KidWind World Challenge sees competitors from across the country and further beyond U.S. borders, with teams from Mexico, The Phillipines&nbsp;

Fouts said that although the state competitions are intense, they only intensify at the World Challenge, and that's what the Beloit Breeze experienced in Minneapolis.

"It's a super competitive competition, and you&nbsp;really&nbsp;have to do extremely well in every single event if you want to be competitive in the top two," Fouts said. "They [The Beloit Breeze] felt good about all their instant challenges and their judging and quiz bowl, but we don't have results yet&nbsp;for those. They were most happy with their fast tunnel."

Judges provide three different wind tunnels at the challenge — a slow, a turning-style and a fast tunnel.

The turning style tests the turbines' ability to yaw from side to side with the wind and stay facing into the wind like large turbines do in the field.

Although Beloit Breeze did not win at the World Challenge, Fouts said the students felt incredibly proud of their performance and can't wait to apply their experiences to next year's competitions.

"It was all about problem-solving, collaborating and all those skills&nbsp;that they&nbsp;need," Fouts said. "Not everything goes&nbsp;the way&nbsp;you want it to when you get there, so there's a lot of thinking on the spot."&nbsp;

"My students had to make changes at the actual event multiple times just to try to adjust to the tunnels there, and they were happy with their results."

The results from the KidWind World Challenge have yet to reach Beloit's mailbox, but Fouts said she and the team eagerly await the results.

Beloit Breeze competes on the international stage for KidWind World Challenge

Surrounded by community members, fellow officers and local officials, Salina's local authorities visited Jerry Ivey Memorial Park early this morning for a solemn ceremony — the Peace Officer Memorial Ceremony.

The memorial began beneath the Salina Fire Department's giant American flag near the Jerry Ivey memorial site in the park.

Local Salina Police Department officers, Saline County Sheriff's Office deputies, Kansas Highway Patrol troopers and Salina Fire Department firefighters joined the ceremony, representing the various authorities in and around Salina.

At the ceremony, the Salina Police Honor Guard presented a "Table Setting for the Fallen," with each member piecing it together while Cpl. Timothy Wymore spoke on each piece of the table.

The rest of the pieces included a Bible, a blue ribbon, a lemon with salt and an inverted wine glass.

"The first item placed on the table will be The Bible, open to Psalms 91. The protection Psalms represents the strength gained through our faith in God who sustains and protects us," Wymore said.

The rose symbolizes the danger faced by fallen officers; the blue ribbon represents trust and loyalty to fellow officers; the lemon slice with salt represents "the bitter taste" of losing service members; and the inverted wine glass represents the inability of fallen service members to participate in future toasts.

City of Salina Mayor Bill Longbine spoke to the audience about the community focus of the local authorities once Terry Ferguson finished "Amazing Grace" on the bagpipes.

"Officers are asked to have the utmost level of restraint and self-control while being able to make split-second decisions to save the lives of those around them as well as their own," Longbine said. "Last year, there were 118 law enforcement officers killed. Even though this is a 49% reduction from 2022, it is still 118 too many."

Saline County Sheriff's Office Lt. Mike Smith presented the Roll Call of the Fallen, naming each officer killed in the line of duty in Salina.

The ceremony coincides with National Police Week, where communities celebrate and memorialize local authorities across the United States.

 </figure>City of Salina Mayor Bill Longbine spoke to the audience about the community focus of the local authorities once Terry Ferguson finished "Amazing Grace" on the bagpipes."Officers are asked to have the utmost level of restraint and self-control while being able to make split-second decisions to save the lives of those around them as well as their own," Longbine said. "Last year, there were 118 law enforcement officers killed. Even though this is a 49% reduction from 2022, it is still 118 too many."<figure>

Peace Officer Memorial Ceremony honors fallen local officers from Salina

Salina Family YMCA CEO Transition May 15, 2024, The Board of Directors announces that Angie Lassley, President/CEO of the Salina Family YMCA, will be relocating to Kansas City in July to assume the role of Senior Vice President of Growth with the YMCA of Greater Kansas City.&nbsp;

Lassley is the 16th person and first woman to lead the Y in Salina, a role she has filled since 2012.

"The Salina Y was my second home, my first part-time job and has provided me with inspiration and growth opportunities since moving home in 2012 to serve as the School Age Director. Choosing the Y for my career was never something I thought of while growing up, but being able to make a difference every day in someone's life is what drives me. I have been fortunate to serve in several YMCAs across the country, but serving the Salina community and raising my family in Salina has been incredibly special because it is home." Lassley said.

"When I started at the Salina Y as the Interim CEO, we were in&nbsp;a very tough&nbsp;financial position. With the tremendous support of donors and partners, along with an amazing team of board members and staff, this community has worked to make our YMCA mission successful, " Lassley said. "I am thankful for the partnerships, friendships, challenges, and opportunities we&nbsp;were presented&nbsp;with that made us stronger and allowed our Y and community to succeed over the past ten years. I am excited to watch how the Y and Salina continue to grow and serve our community. I will be back often."&nbsp;

Lassley has worked for the YMCA movement for over 30 years in Salina, Wichita, Kansas, Indianapolis, Indiana, and Lexington, Kentucky and will now add Kansas City to the list.&nbsp;

"I am sad to leave Salina and my relationships, but I am excited to join the Kansas City team and be in the same community as our son, daughter-in-law and two grandsons, ages 4 and 1, is a bonus."&nbsp;

Her last day&nbsp;is slated&nbsp;for June 28.

The Salina Y Board of Directors has appointed Chris Lehecka as the Interim CEO. Chris, no stranger to the Y as a member, coach, and community partner, has been on the Salina YMCA staff since September 2023 as the Associate Executive Director, overseeing day-to-day operations, fundraising efforts, and project management.&nbsp;

&nbsp;"The board of directors expresses our sincere thanks to Angie for her commitment and service to our community through the mission of the YMCA. She leaves behind a Y that is stronger in every way than it was when she found it. In addition, she leaves behind a board and staff team that&nbsp;are&nbsp;well prepared and inspired to continue our YMCA long tradition of service around youth development, healthy living, and social responsibility," said Pastor Allen Smith, the Chair of the Board of Directors for the Y.

During Lassley's tenure, the Salina Family YMCA grew to serve over 7,000 members, supported children and families with two new childcare centers adding infant and toddler care and provided $294,000 in scholarships and subsidies made available by increased grants and strong donors and supporters.

Lassley also led a $4.3 million capital campaign to update and renovate the facility in 2018, as well as a few smaller capital campaigns and projects to renovate the lobby and the upcoming Outdoor Education and Pavilion project.&nbsp;

Hello and happy Wednesday everybody, it’s Tyler Henry, back with another KINA Sports Update presented by Salina Regional Orthopedic and Sports Medicine.

On Tuesday, the Kansas Wesleyan baseball team got off to an excellent start at the Shreveport regional, knocking off the 2-seed in Concordia 15-8.

The Coyotes saw their advantage disappear in the bottom of the fifth but kept their heads about them scoring nine unanswered runs over the next three innings to take the lead back in a 15-8 victory

K-Dub will face Talledega today in the winners bracket, for more information stay tuned to Salina Post

Yesterday also saw the brunt of our regional baseball and softball coverage, and three of our area teams will be moving on to their respective state tournaments

The Abilene Cowboys proved that this was not their first rodeo, breezing through Winfield 12-2, and Mulvane 7-2 to punch their ticket as the 1-seed to the 4A state tournament in Salina&nbsp;

The path was not as clear for the Salina Central baseball team, who entered the bracket as the 16-seed, but pulled off shock upsets of 12-8 over Maize South, and 3-2 over Hutch to advance to the 5A state tournament

And finally, the Southeast of Saline softball team rolled to a 10-3 win over Ellsworth before holding off Hoisington 2-0 to advance to the 3A tournament in Topeka, both of those games are available on-demand on Salina Post

910 KINA Sports Headlines — May 15

City Lights stage, located at the corner of Ash Street and Santa Fe Avenue in Salina, is one step closer to possibly receiving a shade structure. That was the consensus at the Salina City Commission Study Session held on May 13.&nbsp;

In May&nbsp;of&nbsp;2023&nbsp;City staff, including Salina Public Works led by Director Jim Teutsch, began preparing presentations for a possible shade structure at City Lights stage.

&nbsp;"To Jim's credit he did quite a bit of work in terms of investigating options&nbsp;and&nbsp;talking to vendors and trying to price things out," said Salina City Manager Mike Schrage.&nbsp;"We've had ongoing conversations with the Salina 2020 group and they&nbsp;have some insight into aesthetic options or alternatives."

Guy Walker, representative of the Salina 2020 Group spoke during the work session, providing commissioners with multiple different options.

"I wanted to make sure that we're here not to say, 'This is exactly what we think should happen," Walker said. "We&nbsp;really&nbsp;wanted to take what Jim and the rest of the City Staff have done and maybe just build on it a little bit. Think about the sense of place at the end of Santa Fe; that's an important corner."

Walker said the projected end goal would be a permanent shade structure to keep concert audiences cool for concerts and shoppers and producers cool for the upcoming Downtown Farm and Art Market.

Walker presented commissioners the following options:&nbsp;

"This [Option 1] is similar I would say kind of to what the hotel [Homewood Suites] has covering the courtyard," Walker said. "It's a steel structure with polycarbonate panels. The cool thing about the polycarbonate panels is you can pick the color, you can pick the transparency, and how much light and therefore how much heat it will let through. It's really flexible in that way."

Walker said option two would include larger landscaped islands in the parking lot.&nbsp;

"The landscaped islands, which looks nice, but it does take away from the amount parking and also the spaces for the vendors for the Farm and Art Market," Walker said.&nbsp;

"These are the two ideas that I think make it appealing and inviting for people and make it attractive when people drive by," Walker said. "Most of the time it's going to be a parking lot. There's going to be a farm and art market once &nbsp;a week and used for concerts, and things like that, but obviously, most of the time, it's a parking lot so it still needs to serve that purpose."&nbsp;

Walker presented budget figures from two different vendors. The first vendor, Kalwall, headquartered out of New Hampshire, gave the Salina 2020 Group solid numbers to go off of.&nbsp;

"Those are pretty hard bids for the center row of columns," Walker said. "So for Canopy A, which is the larger one that covers a double stack parking, would cost $550,000 and then the canopy that covers the west side row is $317,000."

The other vendor, StructureFlex, headquartered out of Merriam, Kansas.

"They did not give a hard estimate but they gave us pretty solid pricing numbers of $ 125 per square foot of coverage for the structure and the film and $25 per square-foot for footings and foundations. So a total of $150 per square-foot."&nbsp; With those preliminary numbers, Walker said StructureFlex would be able to do the project at a cost of&nbsp;$600,000 for canopy A and $345,000 for&nbsp;Canopy B.

Walker said one difference between Kalwall and StructureFlex was the materials they use to create the shade.

"StuctureFlex uses a flexible fabric, rather than polycarbonate panels," Walker said. "The downside is, it is perhaps not as durable and you don't have as much of a warranty. The positive is because it is flexible you can do any shape you want."

From Salina 2020's perspective, the <a href="https://www.kansascommerce.gov/program/taxes-and-financing/tif/">tax increment financing </a>(TIF), the funds expected to be used for the project is outperforming expectations.&nbsp;

"Talking about funding options, the TIF is outperforming everyone's expectations," Walker said. "Actually more so than I even realized."

The Salina 2020 Group projected the TIF would collect $4.9 million throughout its entire life of 20 years. Within just five years of its lifespan, the TIF has collected $4 million.

"It's like 90% of the way to where our projections were only five years in," Walker said. "There's going to be a lot of excess money and from Salina 2020's perspective, we're thinking all these businesses and property owners are paying more property taxes and so we feel like those dollars should just continue to be reinvested in the downtown area to help benefit those same property owners who are kind of footing the bill for it."

Salina Mayor Bill Longbine mentioned that the cost estimates for the two vendors presented at the meeting were significantly less money than the fabric sails presented to commissioners a year ago.

"We had several plans that covered more of the parking lot," said Deputy City Manager Shawn Henessee. "So I think the maximum plan covering most of the parking lot was closer to that $1 million and then as we backed it off, you know, per square foot it became less."

Commissioner Hoppock put into perspective the project scope and where money would be coming from to pay for the project.

"We're generating sufficient income to do this and reinvest in our downtown," said Commissioner Mike Hoppock. "What the taxpayer needs to realize is this isn't coming out of property taxes from the general public it only comes out of the property tax increment downtown."&nbsp;

Leslie Bishop, executive director for Salina Downtown Inc. shared how the shade structure would help downtown.&nbsp;

"I think that it would allow us to do some additional events with the coverage," Bishop said. "For example, we do a holiday art market at the Salina Art Center Warehouse and we are outgrowing that space."

Bishop said she spoke with Darren Morrawitz, director of education at the Salina Art Center, about the idea of bringing that art market event in November to the corner of Santa Fe Ave. and Ash Street.

Bishop said the addition of a shade structure will encourage more attendance at concerts held at City Lights Stage.&nbsp;

"I think it can be a real benefit to our numbers [event attendance]," Bishop said. "If you come to any of our LIVE First Friday events or special concerts, you would think there was nobody there, until you look at the shade line and see that is where everyone is."

Bishop voiced her appreciation to City Staff and City Commissioners for revisiting this project.&nbsp;

"If the Farm and Art Market goes the way we really think it will, it will allow more artisans and vendors to come that don't have a canopy. It does offer the opportunity for us to do a few more things to add to the vibrancy of our downtown," Bishop said.
