SEDGWICK COUNTY — A man accused of attempting to kidnap and 8-year-old in Wichita made his first court appearance in the case Wednesday.

Tanner J. Warren, 27, was charged with&nbsp;attempted kidnapping and attempted interference with parental custody, according to online jail records.

Just before 11:30a.m. Saturday, police were dispatched to the 2800 block of West Central in Wichita for a reported disturbance. The caller told police that their 8-year-old had left home and was walking in the 600 block of North Gordon when a man approached her and grabbed her.

The girl was able to break free and run to her grandparents' location, who called 911.

Officers arrived quickly, located the suspect, later identified in Sedgwick County booking records as Tanner J. Warren, near North Gordon, and detained him without incident.&nbsp; He remains jailed on a bond of $40,000, according to online jail records.

Saline County Jail Bookings, March 14

BARTON COUNTY —Law enforcement are investigating a suspect on multiple allegations after a violent incident in Great Bend.

Just before 7:30 p.m. Thursday, the Great Bend Police Department (GBPD) was dispatched to 3318 24th&nbsp;Street in response to reports there was a subject in the area with a rifle who had fired&nbsp;multiple shots, according to a media release.

 The initial complaint was that he may have been firing in the air and then possibly shooting towards a neighbor.&nbsp;The individual&nbsp;with the gun&nbsp;was later identified as 35-year-old Ryan Lang.

Upon the first officer's arrival, Lang shot in their direction, striking a tree and the patrol vehicle. Additional officers quickly arrived on scene, blocking nearby roads and establishing a perimeter around the property. Lang shot approximately three more times. The first round struck a civilian vehicle parked in the 2300 block of Polk Street. A second shot was aimed at an officer setting the perimeter at the intersection of 24th and Polk, and the round passed just over the top of their patrol vehicle. A third shot was believed to be fired into the air.

While on scene, officers learned Lang had also shot and struck at least two other vehicles that&nbsp;had&nbsp;driven through the area prior to officers’ arrival. Lang continued moving around the property with the rifle, circulating between the front yard, porch and inside the residence as&nbsp;GBPD officers and&nbsp;Barton County Sheriff’s Office deputies maintained the perimeter.

After an approximately 90-minute standoff, Lang was seen exiting the house without the rifle. Officers,&nbsp;deputies, and a K-9 from the Barton County Sheriff's Office advanced toward Lang, but he retreated inside the residence. Officers and&nbsp;deputies followed Lang inside where he was taken into custody after a Taser was utilized to temporarily immobilize him.

Lang was transported to the Barton County Jail where he was booked and confined on requested charges of Attempted&nbsp;Murder,&nbsp;Aggravated&nbsp;Assault of a&nbsp;Law&nbsp;Enforcement&nbsp;Officer (LEO),&nbsp;Criminal&nbsp;Discharge of a&nbsp;Firearm,&nbsp;Criminal&nbsp;Damage to&nbsp;Property,&nbsp;Interference with LEO and&nbsp;Possession of a&nbsp;Controlled&nbsp;Substance.&nbsp;

Officers returned to the scene Friday to canvass for any additional damage. Citizens who live in or who drove through the area last night and sustained damage to their property are encouraged to contact the GBPD. The police department was assisted on this incident by the Barton County Sheriff's Office and the Great Bend Fire Department.

Police: Man jailed after shooting rifle at Kansas officers

Just after 3a.m.&nbsp;March 9, a Sheriff’s Deputy conducted a traffic stop of a Chevy Malibu for a traffic violation near U.S. Highway 75 and 150th Road, according to Sheriff Tim Morse. The passenger of the vehicle was identified as Toni Jo Messenger, 48, of Keokuk, Iowa. 

During the course of the traffic stop, a Jackson County Sheriff K-9 detected the odor of illegal drugs or narcotics inside the vehicle. A probable cause search resulted in the discovery of illegal drugs or narcotics.

Messenger was arrested and booked into the Jackson County Jail for requested charge that include Possession of opiate, opium, narcotic, or certain stimulant (methamphetamine),&nbsp;Possession of controlled substance and&nbsp;Possession of Drug Paraphernalia.

OSAGE COUNTY—Law enforcement are investigating a suspect on multiple allegations after a standoff at a rural Kansas home.

Just after 7p.m. Wednesday,&nbsp;deputies with the Osage County Sheriff’s Office were dispatched to a residence in rural Burlingame regarding a report of a possible barricaded subject who was reportedly involved in a verbal domestic disturbance where shots had been fired, according to Sheriff Chris Wells.

Deputies responded to the scene and began working to safely resolve the situation. After approximately four hours of attempting to make contact with the individual inside the residence, Christopher Vales, 41, of Burlingame was safely taken into custody without further incident.

Vales was transported to the Osage County Law Enforcement Center where he was booked on requested charges Aggravated Assault with a Deadly Weapon and Interference with Law Enforcement.

In the spring of 2020, the world went quiet. For Ryan Funai, then a high school freshman, the silence of the pandemic was loud with the frustrations of a disrupted education. Like millions of other students, Ryan found himself staring at a screen, relegated to an online modality that felt more like a barrier than a bridge to learning.

Many students waited for the world to return to "normal." Ryan Funai, however, decided to build a new one.

His journey from a 16-year-old GED student to a 2025 FHSU Homecoming King nominee and future PhD candidate is a story of unconventional paths. Ryan’s connection to FHSU began even before his first official class. The summer before his freshman year, he took a job at the Tebo Library. It was here that the "small school" advantage of FHSU first changed his life.

While shelving books and assisting patrons, Ryan began meeting faculty members who treated him not as a temporary summer hire, but as a future colleague. Among them was Dr. Todd Moore, the Department of Geosciences chairman, whose encouragement left a lasting impression. Ryan’s 'calling' wasn't just found in books, but in the mentorship of those who saw his potential before he even declared a major.

"Meeting so many people early on encouraged me to get involved," Ryan recalls. "It made college less intimidating."

This early immersion enabled Ryan to shape his college experience. He didn't just join the campus; he became deeply rooted in the university. Now a senior majoring in Geology with a minor in Biology and a Leadership certificate, Ryan has maintained a trajectory of excellence, placing him on track to graduate with academic honors. He is already enrolled in an accelerated master’s program at FHSU, eyeing a PhD and a future career as a university professor.

When asked about his academic success, Ryan quickly pivots to the people he serves. This “ethic of care” is a hallmark of the FHSU community, and Ryan brings it to life through his dedicated leadership in the Sigma Alpha Epsilon (SAE) fraternity.

Serving as the president, Ryan has led his brothers in supporting the WeKan Center, a program of Hays USD 489. The center serves students with intellectual or developmental disabilities who have finished high school but still require support before age 21. For Ryan, this isn't just a "philanthropy project"—it’s a manifestation of the SAE creed: being a "true gentleman."

"I think of my fraternity’s creed...putting other people before yourself and being honest and being the best person you can be," Ryan says. "That aligns with a lot of the principles of Fort Hays. Putting other people before yourself is a big aspect of what I strive to do."

This semester, his commitment to the Hays community continues through his LDRS 310 (Field Work in Leadership) course, where he and his team are organizing a 5K Run for First Call for Help, a local organization providing vital social services.

Ryan’s academic pursuits in geology are not merely clinical; they are humanitarian. His research focuses on water, specifically within the complex cave systems of southern Kansas.

"I want to be able to help people as much as I can, and water is an essential part of everyday life," he explains. "The desire to help people spreads into all the other areas of my studies and my involvement on campus."

Supported by an Undergraduate Scholarly Experience Grant, Ryan will return to the caves of southern Kansas this spring to conduct advanced research. For Ryan, the dark, damp passages of a cave are a laboratory for the greater good, ensuring that the most essential resource for life is understood and protected for the community.

The FHSU community recognized Ryan’s impact by nominating him for Homecoming King in 2025. While the title was an honor, for Ryan, the "unique experience" was the opportunity to meet people from across the university—many of whom he remains in close contact with today.

But perhaps the most personal symbol of Ryan’s ethic of care is something many might have missed. In 2020, as he began his unconventional journey through the GED, Ryan started growing out his hair. It became a four-year project that recently concluded at the Hays Academy of Hair Design. Ryan didn't just get a haircut; he donated his hair to organizations that provide hairpieces for children experiencing hair loss. It was a quiet, years-long commitment to a stranger’s well-being—a physical representation of his "others-first" philosophy.

As Ryan prepares to transition from an undergraduate leader to a graduate researcher, his goal remains clear. He wants to teach at a university like Fort Hays State.

"I would choose a smaller school so I can make connections with students, considering how impactful that has been for my own education," he says.

Kan. man set his clothes on fire inside police headquarters

&nbsp;JACKSON COUNTY, Kan.– Law enforcement are investigating a suspect on drug allegations.

Just afater 7p.m. March 6, Sheriff’s Deputies, with the assistance of the Shawnee County Sheriff’s Office, arrested Charles Weston Alford, 40, of Topeka, on a Jackson County District Court Warrant in the 3400 block of NE Happy Hollow Road, according to Jackson County Sheriff Tim Morse.

Alford was arrested in connection with illegal methamphetamine sales, which allegedly took place during a multi-month drug investigation earlier this year in collaboration with the Kansas Bureau of Investigations.

Alford was arrested and booked into the Jackson County Jail on requested charges of Distribute methamphetamine, no drug tax stamp for controlled substance and possession of drug paraphernalia.

Sheriff: Kansas man accused of selling meth

SEDGWICK COUNTY -&nbsp;Tyrone Carter, 55, of Newton, was killed and a 21-year-old Wichita man was critically injured Wednesday night after a vehicle-pedestrian crash in south Wichita, according to the Wichita Police Department.

Just before 10p.m., police were dispatched to the 1200 block of South Topeka for a report of a vehicle crash and a man lying in the street. When they arrived, officers found a white Ford Focus that had collided with a parked vehicle. The 21-year-old driver was located inside the car and was transported to a local hospital in critical condition.

Carter was found lying in the roadway and was pronounced dead at the scene.

The Wichita Police Department’s Critical Accident Team responded and is leading the investigation. Preliminary information indicates the driver was traveling south on Topeka when he struck Carter who was walking in the roadway, before crashing into a parked vehicle.

The driver was admitted to the hospital under police watch and custody. Upon release, he will be booked on a charge of second-degree murder.

Alcohol and speed are believed to be contributing factors.

SEDGWICK COUNTY.—A man jailed on federal crime allegations who was arrested after a chase and crash will return to court Thursday.

Erik Harper, 37, is scheduled to attend a preliminary hearing in Judge Rodger Woods, courtroom, according to the Sedgwick County District Attorney's office.

In December, Wichita police, with help from the Kansas Highway Patrol and the U.S. Marshals Service, arrested Harper who was wanted on federal and state warrants after a pursuit and crash.

Just after 2p.m. December 30, officers spotted Harper driving a stolen 2004 GMC Sierra near East Central Avenue and North Oliver Avenue in Wichita, according to a media release from police.

Harper was wanted on a federal warrant and a felony state warrant for aggravated kidnapping and aggravated assault. Officers followed the truck and requested assistance from the KHP Air Support Unit.

A Kansas Highway Patrol unit equipped with a grappler attempted a traffic stop near East Central Avenue and North Edgemoor Street. The grappler was deployed to prevent the suspect vehicle from fleeing, but Harper escaped. Shortly afterward, the Haper's vehicle collided with a 2024 Subaru Impreza in the westbound lanes near the 6800 block of East Central Avenue.

Officers took Harper into custody at 4:53 p.m.

The Subaru’s occupants, a 72-year-old man and a 66-year-old woman, were taken to a hospital for treatment of minor injuries.

Harper was booked into the Sedgwick County Jail and later transferred to Butler County Jail. He was charged with robbery, eluding police and aggravated battery.

Preliminary hearing for Kan. man captured after chase, crash

A woman violates several protection orders after breaking into a home in south Salina.

According to the Salina Police Department (SPD) on Wednesday just after 11:00 pm, officers were dispatched to a home in south Salina for the report of an attempted residential burglary.

A 63-year old woman reported that Shelby Shaw (34) was trying to enter her home. There were several protection orders filed against Shaw prior to the incident.

Shaw removed a screen door and the victim opened the door, telling her to leave. Shaw then forced her way into the home.

When officers arrived they located Shaw and attempted an arrest, but she resisted.

Officer were able to take her into custody and booked into the Saline County Jail for the requested charges of:&nbsp;

- Felony Interference with Law Enforcement.

- Multiple Protection Orders (protection from abuse); Violation of a Protection Order referencing a pre-trial order.

Salina man accused of child sex crimes was booked into the Saline County Jail.

According to the Salina Police Department (SPD), Vin Byfield (21) was accused of committing ICAC (Internet Crimes Against Children) and a search warrant was conducted at his home in Salina on April 2025.

SPD found there were child sex crime materials on his electronic devices. Byfield was booked in Lyon County and SPD filed a warrant, picking him up to be placed into the Saline County Jail.

According to the Lyon County Sheriff's Office, Byfield was picked up by Saline County law enforcement on Wednesday at 12:00 pm. He was being held in Lyon County as a courtesy hold.

Byfield is facing the requested charges of&nbsp;

- Aggravated internet trading in child pornography; child &lt;14 years of age. 

- Sexual exploitation of a child; Possession media of child &lt;18

Salina man arrested after warrant for alleged child sex crimes

A convicted felon was arrested following an alleged assault on a woman in Salina.

According to the Salina Police Department (SPD) on Wednesday at around 6:30 pm, officers were dispatched to Salina Regional Health Center for the report of a 40-year old female who was a victim of assault.

Reportedly, at around 3:00 pm an acquaintance identified as Cody Jones (29) was at her residence in central Salina. SPD stated Jones threatened the victim and was in possession of a knife and brass knuckles.

After the threat, the victim drove Jones to another residence in the 1000 block of S. Santa Fe. En route, Jones still had the knife and brass knuckles.

Upon arrival, Jones then struck the victim in the right cheek with the brass knuckles, causing a laceration and black eye.

The victim was able get away and arrived to the hospital, where SPD was contacted about the incident.

Officers then arrived to the 1000 block of S. Santa Fe and located Jones. He was arrested and booked into the Saline County Jail for the requested charges of:&nbsp;

- Aggravated Kidnapping, Stalking, Kidnapping.

- Aggravated Weapons Violation for a Convicted Felon for the brass knuckles.&nbsp;

The knife and brass knuckles were recovered by police.

TOPEKA — Kansas legislators’ lineup of property tax relief legislation could chip away at state and local revenue, but some see the proposals as course correction, making up for years of rising property taxes.

One bill would phase out Kansans’ property taxes in favor of added sales taxes, and another would exempt seniors from paying property taxes that go toward funding school districts.

But legislators, who have eagerly pursued tax relief legislation in recent years, were conflicted about the proposals.

Sen. Mike Murphy, a Sylvia Republican, said Tuesday that the Legislature needs to look at property tax relief differently. Past measures haven’t made much of a dent, he said, and he often hears from constituents who are struggling to pay their property taxes.

“I look at property tax as a Titanic that’s hit the iceberg, and it’s going down,” Murphy said. “We can rearrange the deck chairs. We can ask the band director to play a little bit peppier song, but I don’t think it’s going to — we’re not going to be able to fix it.”

He propped up&nbsp;<a href="https://www.kslegislature.gov/li/b2025_26/measures/sb488/" target="_blank">Senate Bill 488</a>, or the “Kansas property tax freedom act of 2026,” as a potential solution. The bill would phase out property tax payments over the next two years and eliminate property tax levies beginning in the 2028 tax year. Taxing jurisdictions such as school districts, counties and cities would make up for the lost revenue through sales tax surcharges on medicine, fuel, rent and mortgage payments, utilities, child care and K-12 tuition.

Murphy acknowledged during the Tuesday hearing before the Senate’s tax committee that the bill, as written, didn’t work.

Sen. Jeff Klemp, a Lansing Republican, agreed.

“It’s not ready for prime time on all the aspects of it, but I think it warrants a conversation, and I’m glad you brought it up,” Klemp said.

Both chambers would need to pass a resolution and a majority of voters would have to approve an amendment to the state constitution to phase out and eventually prohibit property tax levies before the act could go into effect.

For supporters, the bill was a silver bullet solution that they believed could provide near immediate property tax relief.

Tatum Lee, a former state legislator who represented a west-central district, said the bill was crucial to maintaining affordability for generations.

“It doesn’t matter if you live on a farm or if you live in a house. Your home is where the heart is and we should not have to be renting from the government year after year,” Lee said.

Sen. Marci Francisco, a Lawrence Democrat, asked Murphy whether the proposal would disproportionately benefit the wealthy. Murphy didn’t directly answer the question, saying a response would depend upon individual properties’ circumstances.

Charlotte O’Hara, a Johnson County commissioner and Republican candidate for governor, said the property tax burdens of today are a symptom of the 1986 voter-approved constitutional amendment that created the current annual property appraisal system.

“For 40 years we have been busy eviscerating our tax base,” O’Hara said.

Simultaneously, voters approved another amendment in 1986 to allow cities and counties to offer 10-year property tax breaks to new or expanding businesses that added employment opportunities.

“We have a two-tier tax regimen in Kansas: Those who lobby and can get favors and the rest of us,” O’Hara said.

People are fed up, she said, and Band-Aids will no longer work.

A fiscal assessment attached to the bill estimated the state would lose nearly $3.8 billion in fiscal year 2027, $5.8 billion in 2028 and $7.9 billion in 2029.

The bill outlined a plan beginning in 2027 to impose a state surcharge of $1.60 per transaction worth $20 or more. For transactions less than $20, the state would impose a surcharge worth 7.6% of the transaction total. Pending local voter approval, taxing entities such as counties, cities and school districts would also be able to add on a local surcharge within their boundaries to debt service payments on general obligation bonds for capital improvements. The bill did not define amount limits for local surcharges.

Even with the surcharge reimbursements, the Kansas Department of Revenue estimates the state would lose $14 billion over the next three years.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/scr1625/" target="_blank">Senate Concurrent Resolution 1625</a>, another proposed constitutional amendment, would exempt residential property from school district tax levies if the property’s owner is above the age of 60.

Rep. Ken Corbet, a Topeka Republican, presented the bill to the Senate tax committee Wednesday.

“As we go door to door, people are always asking, ‘I don’t have any kids at school. Why am I paying these frickin’&nbsp;school taxes?’ Or, maybe they never had kids at all and they’ve been paying for 40 years,” Corbet said at a Wednesday hearing.

Nearly a quarter of Kansas’ population is over 60 years old, according to U.S. Census Bureau data, and that age group makes up an estimated 30% of the state’s taxpaying population. The bill, however, did not include a cost assessment.

“Remember, if you’ve got enough money for Panasonic and the Chiefs, this is pencil dust,” Corbet said.

He said school property taxes are “out of control,” and seniors are being taxed for a product they do not use.&nbsp;

Francisco, the Lawrence Democrat, said taxes allocated to school districts are retroactive payments for the education older generations received years ago.

Sen. Ethan Corson challenged Corbet’s argument, calling it circular logic.

“If I haven’t checked out a book from the library, should I have to pay for the library? If I haven’t gone to a particular park, should I have to pay for parks?” he asked.

He added: “There are just some things that are part of the community that are a shared responsibility.”

Sen. Caryn Tyson, a Parker Republican and chair of the Senate tax committee, said she doesn’t think seniors mind paying for education.

“But when we’re starting to carpet football fields and other things, I think they see that when they’re trying to decide whether they buy their medicine, pay their property tax or buy food,” she said.

SCR 1625 and SB 488 are just two of many proposals targeting property taxes that are snaking through the Legislature. The Senate advanced&nbsp;<a href="https://kslegislature.gov/li/b2025_26/measures/scr1616/" target="_blank">Senate Concurrent Resolution 1616</a>&nbsp;on Feb. 25, which would<a href="https://kansasreflector.com/2026/02/26/kansas-senate-approves-cap-on-property-valuations-despite-questions-on-real-tax-savings/">&nbsp;cap annual property valuation increases</a>, but critics are&nbsp;<a href="https://kansasreflector.com/2026/01/14/kansas-republicans-home-assessed-value-cap-may-or-may-not-reduce-property-taxes/">skeptical the bill would provide immediate relief</a>. The House passed provisions last month that creates a pathway for voters to file<a href="https://kansasreflector.com/2026/02/25/kansas-house-dramatically-amends-bill-aimed-at-constraining-local-property-tax-increases/">&nbsp;protest petitions if local governments raise property taxes</a>&nbsp;more than 3% annually.&nbsp;<a href="https://kansasreflector.com/2026/03/10/kansas-senate-reverses-self-to-kill-budget-proviso-using-safety-net-funds-for-property-tax-cuts/">Tyson tried to divert a tranche of state lottery revenue</a>&nbsp;to replace property tax revenue collected for K-12 schools. Kansas property tax system is akin to ‘Titanic that’s hit the iceberg,’ lawmaker says

SEDGWICK COUNTY—Police have arrested a suspect&nbsp;after investigating two incidents at Gordon Parks Academy,&nbsp;2201 E 25th Street N. Wichita, in which he entered the school and made unauthorized contact with a 13-year-old girl, according to a media release from Wichita Police.

Detectives booked the suspect identified in county booking records as 36-year-old<a href="https://ssc.sedgwickcounty.org/inmatesearch/Details.aspx?Id=359071"> Michael D. Arnold </a>into the Sedgwick County Jail on a stalking charge.

The first incident happened around 9:30 a.m. Monday, March 9, at Gordon Parks Academy. Investigators learned Arnold gained access to the building and had contact with the 13-year-old girl speaking with her without parental authorization.

The second incident happened Tuesday, March 10, when Arnold returned to the school entered the building where school staff told him to leave immediately and called police.

Detectives with the Wichita Police Department’s Exploited and Missing Children’s Unit worked the case and at 3:05 p.m., Wednesday, officers took Arnold into custody and transported him to the Sedgwick County Jail.&nbsp;

USD 259 has banned Arnold from all district schools.
