A freeze warning has been issued by the National Weather Service in Wichita, remaining in effect from 1 a.m. to 9 a.m. on Wednesday, October 16, 2024. The warning applies to portions of central and south-central Kansas, including Saline, Russell, Lincoln, Barton, Ellsworth, Rice, McPherson, Marion, Chase, Reno, and Harvey counties.

Temperatures are expected to drop as low as 28°F during this period. The sub-freezing conditions may result in frost, which could damage crops, sensitive vegetation, and unprotected outdoor plumbing.

Residents are encouraged to take precautions to protect plants and outdoor water systems before the cold sets in.

The affected region includes cities such as Salina, McPherson, Hutchinson, Great Bend, and Marion, where residents should take precautions to protect sensitive plants, crops, and outdoor plumbing from potential frost and freeze damage.

The freeze watch highlights the risk to agricultural crops and any outdoor plants that may still be thriving in mid-October. Gardeners and farmers are encouraged to take preventive measures by covering plants or moving them indoors where possible. Additionally, outdoor pipes should be insulated or drained to avoid possible freezing and damage.

The freezing conditions are expected to develop late Tuesday night and continue through Wednesday morning.

Frost occurs when there is a solid deposition of water vapor from the air. Frost will form when solid surfaces are cooled below the dew point. An air temperature range of 33°- 36° (or colder), along with light winds, is usually needed to initiate frost formation. At least minor damage is possible to plants. One must keep in mind that frost is not guaranteed if the air is very dry and/or winds are roughly 8+ MPH.&nbsp;

Freeze occurs when the temperature drops to 32°-or-lower. A freeze will result in significant damage to many unprotected plants, especially if the temperature remains at-or-below freezing for several hours.

NWS weekly weather forecast

Salina and much of Kansas continue to face persistent drought conditions. With winter just around the corner, National Weather Service (NWS) Meteorologist James Cuellar explained that the ongoing transition to La Niña is likely to bring drier-than-normal conditions through the fall, winter, and even early spring.

"There's a couple of other climate oscillations that are also occurring out there in the Pacific Ocean, like sea surface temperature variability out there that can influence weather here," Cuellar said. "Not just La Nina, but there's also a couple of others, and pretty much they all point to a drier than normal fall, winter and probably early spring for much, much of the central portions of the country."

According to the NWS, La Niña is likely to develop between September and November 2024, with a 71% chance, and continue through January to March 2025. 

In August 2024, conditions in the Pacific Ocean remained neutral, with sea surface temperatures close to average. Wind patterns and temperature measurements suggest that La Niña is forming, but it is expected to be weak and short-lived.

Current forecasts, based on models, predict this La Niña will be less intense, meaning it may not have the typical strong winter effects. However, it could still influence seasonal weather predictions.

Cuellar said precipitation similar to the marginal rain Kansas received in September 2024 is to be expected sparsely throughout the fall.&nbsp;

"We could get some rain events here and there, kind of similar to what we got in the middle of September. Right now things don't particularly look great in terms of eroding our drought conditions," Cuellar said.

Salina is currently experiencing an eight-inch precipitation deficit for the year, and drought conditions are expected to worsen. The effects of the drought can also be seen in extreme temperature swings.

"Typically, whenever it's drier, it's a lot easier to get pretty big temperature swings," Cuellar said. "If we were to have a little more moisture in the ground, it would be a lot more difficult for us to dry out during the day.&nbsp;

September temperatures were mostly above average across central, south-central, and southeast Kansas. Despite this, many recorded their coolest September since 2020.&nbsp;Wichita experienced both a record high of 102 degrees and much cooler temperatures dropping to 52 degrees on September 25.

"In 2021 we had a somewhat wet beginning of the summer and then it fell off in the wintertime. Then in 2022 we actually got really, really wet spring, which was one of the wettest Mays on record, but then the tap immediately shut off again," Cuellar said. "And ever since the summer of 2022 we just really haven't seen precipitation. Even if we do have above-average precipitation month, it just hasn't been nearly enough to make up the deficits that we build-up."

While drought conditions have not yet escalated the risk of wildfires in the area, Cuellar cautioned that an early freeze followed by a return to warm, dry conditions could increase fire weather potential later in the season. For now, the vegetation has retained enough moisture to prevent significant wildfire risk.

NWS Predictions: La Niña, shifting weather patterns, drought conditions

Agricultural operations in Kansas have been significantly impacted by recent drought. The U.S. Department of Agriculture (USDA) has technical and financial assistance available to help farmers and livestock producers recover from these adverse weather events. 

Impacted producers should contact their local <a href="https://offices.sc.egov.usda.gov/locator/app?service=page/ServiceCenterSummary&amp;stateCode=20&amp;cnty=169">USDA Service Center</a> to report losses and learn more about program options available to assist in their recovery from crop, land, infrastructure, and livestock losses and damages.

Livestock producers who suffered grazing losses for covered livestock due to drought on privately owned or cash leased land may be eligible for the 2024 Livestock Forage Disaster Program (LFP). 

To participate in LFP producers must own, cash or share lease, or contract grow eligible livestock, provide pasture or grazing land to eligible livestock on the beginning date of the qualifying drought, certify that they suffered a grazing loss due to drought, and submit an acreage report to the Farm Service Agency (FSA) for all grazing land for which a grazing loss is being claimed. FSA maintains a list of counties eligible for LFP and makes updates each Thursday. 

Meanwhile, the Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish Program (ELAP) provides eligible producers with compensation for above normal costs of hauling water and feed to livestock as well as transporting livestock to forage or other grazing acres. 

For ELAP, producers are required to complete a notice of loss and a payment application to their local FSA office no later than the annual program application deadline, Jan. 30, 2025, for 2024 calendar year losses.   

Additionally, eligible orchardists and nursery tree growers may be eligible for cost-share assistance through the Tree Assistance Program (TAP) to replant or rehabilitate eligible trees, bushes or vines. TAP complements the Noninsured Crop Disaster Assistance Program (NAP) or crop insurance coverage, which covers the crop but not the plants or trees in all cases.

 For TAP, a program application must be filed within 90 days of the disaster event or the date when the loss of the trees, bushes or vines is apparent. 

“Once you are able to evaluate the impact on your operation, be sure to contact your local FSA county office to timely report all crop, livestock and farm infrastructure damages andlosses,” said Dennis McKinney, State Executive Director for FSA in Kansas. “To expedite FSA disaster assistance, you will likely need to provide documents, such as farm records, herd inventory, receipts and pictures of damages or losses.”  

FSA also offers a variety of direct and guaranteed farm loans, including operating and emergency farm loans, to producers unable to secure commercial financing. Producers in counties with a primary or contiguous disaster designation may be eligible for low interest emergency loans to help them recover from production and physical losses. Loans can help producers replace essential property, purchase inputs like livestock, equipment, feed and seed, cover family living expenses or refinance farm-related debts and other needs.

Additionally, FSA offers several loan servicing options available for borrowers who are unable to make scheduled payments on their farm loan programs debt to the agency because of reasons beyond their control.

 Producers who have risk protection through Federal Crop Insurance or FSA’s NAP should report crop damage to their crop insurance agent or FSA office. If they have crop insurance, producers should provide a notice of loss to their agent within 72 hours of initial discovery of damage and follow up in writing within 15 days.

For NAP covered crops, a Notice of Loss (CCC-576) must be filed within 15 days of the loss becoming apparent, except for hand-harvested crops, which should be reported within 72 hours.

“Crop insurance and other USDA risk management options are offered to help producers manage risk because we never know what nature has in store for the future,” said Collin Olsen, Director of USDA’s Risk Management Agency (RMA) Regional Office that covers Kansas. “The Approved Insurance Providers, loss adjusters and agents are experienced and well-trained in handling these types of events.”

Risk Management  Producers who have risk protection through Federal Crop Insurance or FSA’s NAP should report crop damage to their crop insurance agent or FSA office. If they have crop insurance, producers should provide a notice of loss to their agent within 72 hours of initial discovery of damage and follow up in writing within 15 days.

FSA’s Emergency Conservation Program (ECP) and Emergency Forest Restoration Program (EFRP) can assist landowners and forest stewards with financial and technical assistance to implement emergency water conservation measures, restore fencing, remove debris, replace damaged irrigation system, land leveling and more. 

Outside of the primary nesting season, emergency and non-emergency haying and grazing of Conservation Reserve Program (CRP) acres may be authorized to provide relief to livestock producers in areas affected by a severe drought or similar natural disasters. Producers interested in haying or grazing of CRP acres should contact their county FSA office to determine eligibility.

USDA’s Natural Resources Conservation Service (NRCS) can help farmers make their operation more resilient in the face of drought in future years. Through conservation planning and practices that will improve soil health and water conservation, farmers can reduce future crop loss due to drought and enhance resiliency to changing climatic conditions. Financial help for implementing conservation practices may be available through the Environmental Quality Incentives Program.

Long-term damage from drought can include forage production loss in pastures and fields and increased wind erosion on crop fields not protected with soil health practices. Producers can visit their local USDA Service Center to learn more about these impacts, potential recovery tactics and how to take steps to make their land more resilient to drought in the future.

“The Natural Resources Conservation Service can be a very valuable partner to help landowners with their recovery and resiliency efforts,” said David Doctorian, NRCS State Conservationist in Kansas. “Our staff will work one-on-one with landowners to make assessments of the damages and develop approaches that focus on effective recovery of the land.”

Impacted producers should contact their local <a href="https://offices.sc.egov.usda.gov/locator/app?service=page/ServiceCenterSummary&amp;stateCode=20&amp;cnty=169">USDA Service Center</a> to report losses and learn more about program options available to assist in their recovery from crop, land, infrastructure, and livestock losses and damages.<h2>USDA Disaster Assistance  </h2>Livestock producers who suffered grazing losses for covered livestock due to drought on privately owned or cash leased land may be eligible for the 2024 Livestock Forage Disaster Program (LFP). To participate in LFP producers must own, cash or share lease, or contract grow eligible livestock, provide pasture or grazing land to eligible livestock on the beginning date of the qualifying drought, certify that they suffered a grazing loss due to drought, and submit an acreage report to the Farm Service Agency (FSA) for all grazing land for which a grazing loss is being claimed. FSA maintains a list of counties eligible for LFP and makes updates each Thursday. Meanwhile, the Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish Program (ELAP) provides eligible producers with compensation for above normal costs of hauling water and feed to livestock as well as transporting livestock to forage or other grazing acres. For ELAP, producers are required to complete a notice of loss and a payment application to their local FSA office no later than the annual program application deadline, Jan. 30, 2025, for 2024 calendar year losses.   Additionally, eligible orchardists and nursery tree growers may be eligible for cost-share assistance through the Tree Assistance Program (TAP) to replant or rehabilitate eligible trees, bushes or vines. TAP complements the Noninsured Crop Disaster Assistance Program (NAP) or crop insurance coverage, which covers the crop but not the plants or trees in all cases. For TAP, a program application must be filed within 90 days of the disaster event or the date when the loss of the trees, bushes or vines is apparent. “Once you are able to evaluate the impact on your operation, be sure to contact your local FSA county office to timely report all crop, livestock and farm infrastructure damages andlosses,” said Dennis McKinney, State Executive Director for FSA in Kansas. “To expedite FSA disaster assistance, you will likely need to provide documents, such as farm records, herd inventory, receipts and pictures of damages or losses.”  FSA also offers a variety of direct and guaranteed farm loans, including operating and emergency farm loans, to producers unable to secure commercial financing. Producers in counties with a primary or contiguous disaster designation may be eligible for low interest emergency loans to help them recover from production and physical losses. Loans can help producers replace essential property, purchase inputs like livestock, equipment, feed and seed, cover family living expenses or refinance farm-related debts and other needs.Additionally, FSA offers several loan servicing options available for borrowers who are unable to make scheduled payments on their farm loan programs debt to the agency because of reasons beyond their control.<h2>Risk Management </h2> Producers who have risk protection through Federal Crop Insurance or FSA’s NAP should report crop damage to their crop insurance agent or FSA office. Outside of the primary nesting season, emergency and non-emergency haying and grazing of Conservation Reserve Program (CRP) acres may be authorized to provide relief to livestock producers in areas affected by a severe drought or similar natural disasters. Producers interested in haying or grazing of CRP acres should contact their county FSA office to determine eligibility.USDA’s Natural Resources Conservation Service (NRCS) can help farmers make their operation more resilient in the face of drought in future years. Through conservation planning and practices that will improve soil health and water conservation, farmers can reduce future crop loss due to drought and enhance resiliency to changing climatic conditions. Financial help for implementing conservation practices may be available through the Environmental Quality Incentives Program.Long-term damage from drought can include forage production loss in pastures and fields and increased wind erosion on crop fields not protected with soil health practices.
