USD 305 has issued a statement to the media concerning the COVID-19 outbreak. Following is the statement in its entirety.

Salina Public Schools has been monitoring the rapidly changing 2019 novel coronavirus (COVID-19) situation. Currently, district staff are working to make adjustments in the schools&nbsp;based upon the guidance from Kansas Department of Health and Environment (KDHE, Kansas State Department of Education (KSDE) and the Saline County Health Department.

According to the guidance, the size of groups will be limited. “We want to be proactive and implement the recommended steps we have received to date,” explained Linn Exline, superintendent. To plan and organize necessary changes, only staff will attend school on Monday, March 16. Students will get an extra day of spring break and not return until Tuesday, March 17.&nbsp; Exline added, “The spring break extension is not a health department requirement. Having Monday with no students will ensure our staff is ready for students on Tuesday.” Students will return on Tuesday to regular start and dismissal times.

Guidance from KDHE explained how schools differ from large events. In a school, the public health department can identify who had direct contact with an infected individual. Most large gatherings have no record of who attended the event. In addition, schools can put in recommended precautions such as increased handwashing and surface cleaning.

The district is cancelling large events, involving more than 100 individuals, through April 1.&nbsp;Buildings will have information about specific events affected. Events in April and May will be evaluated as more information becomes available. If parents or guardians have questions, they are asked to contact their school directly.

Staff and students returning from travel outside the United States during spring break have to stay home for 14 calendar days from their date of return. Families affected by this requirement are asked to call the school attendance office to notify them.

Parents are asked to remain vigilant. If a student is sick, they must stay home from school. Focus in schools continues to be on prevention and preparation. Frequency of student hand washing will be increased. Custodial schedules have been adjusted to provide additional cleaning support when students are in the buildings. School nurses continue to serve as a resource for staff, students, and parents.

Everyone is asked to continue to work together to teach and model good hygiene practices:

WASH hands often with soap and water. If not available, use hand sanitizer.

AVOID touching your eyes, nose or mouth with unwashed hands.

AVOID contact with people who are sick.

STAY home while you are sick and avoid close contact with others.

COVER your mouth-nose with a tissue or sleeve when coughing or sneezing.

According to an email sent to parents and guardians at 7:18 p.m. Saturday from Superintendent Linn Exline, USD 305 is giving students an extra day of spring break. 

"To plan and organize necessary changes, we would like only staff to attend school on Monday, March 16. Students will get an extra day of spring break and not return until Tuesday, March 17," the email noted.

UPDATED: USD 305 says no school Monday-Friday

Salina Area Technical College has announced that it is canceling some classes next week in response to the COVID-19 outbreak.

According to information from the college, all face-to-face classes have been canceled for Monday through Friday (March 16-20, however, online classes will continue as scheduled.

In-classroom classes are schedule to begin again on March 23, however the college noted that could change.

In a message to the Salina Tech community, President Gregory Nichols wrote:

The situation at Salina Tech has not changed. We have not encountered any case of the virus from any reported source associated with the college. At the current time, advise from public health officials has not changed. However, many of our students are involved in learning situations that involve healthcare facilities that might have higher risk than the college.

The safety of our students and staff is paramount. While I am unsure how we can continue to teach many of our technical classes in a distance format, I am certain that we have exceptional faculty who can work on a strategy to provide the best education possible in this unprecedented situation.

It is important for students and staff to understand that any change in regularly schedule courses may come with unintended consequences for traditional, non-traditional, veteran, and other students. We are weighing the decision with multiple factors in mind. The decision to close for a while or remain open has negative consequences either way.

Therefore, for the health safety of our staff and students I am cancelling face-to-face classes for March 16 - 20. Students that are currently in online classes will continue as scheduled. Students in other classes will resume beginning March 23 until further notice. Please understand that there will likely be some changes in the pace of the material delivered in your remaining classes. We will work together with faculty to make the best decision for shop, clinical, and lab classes. Those decisions will be disseminated as soon as possible.

Salina Tech cancels some classes next week 

The Saline County Health Department continues to monitor the COVID-19 situation at the national, state and local levels. 

The department is in contact with our public safety agencies, schools, and Salina Regional Health Center coordinating plans and procedures.

As of today (March 14, 2020, Saline County has not had any reported cases of COVID-19. Tests have been performed and sent to the Kansas Department of Health and Environment, but all have been negative at this time.

The health department and public safety agencies are following all of the guidance that has been issued by Kansas Department of Health and Environment and the Centers for Disease Control. These agencies have excellent information that is constantly being updated: <a href="http://www.kdheks.gov/coronavirus/">www.kdheks.gov/coronavirus/</a> or <a href="http://www.cdc.gov">www.cdc.gov</a>.

School districts are following the guidance from the Kansas Department of Health and Environment and the Kansas State Department of Education. There is no directive that has been issued by either agency to close schools that do not meet the criteria that they have set. This is an evolving situation and their guidance is constantly being updated and being followed by our school districts in cooperation with the Saline County Health Department.

Several questions have been received regarding large gatherings and events. The recommendations are for event organizers to take precautions and if you expect attendees that are most vulnerable to this virus (those that are 60 years of age or older and those that have existing underlying health conditions) to consider delaying or cancelling those events. Promoting proper hygiene practices and keeping those who are sick away from those events is extremely important.

UPDATE: First Presbyterian Church to air service on KINA

UPDATE March 16: The Salina Area United Way has closed its VITA tax prep office due to COVID-19 concerns.

Free tax preparation assistance will help you keep more of your hard-earned cash. 

The Salina Area United Way (SAUW) is offering free tax assistance services to individuals and families through the Volunteer Income Tax Assistance (VITA) program. VITA is an IRS-sponsored program. VITA is for moderate and low-income individuals and families, generally with an income of $56,000 and below. It’s providing income tax preparation assistance by trained and certified volunteers.&nbsp;

There are no hidden fees with the VITA Program, which has played an important role in Salina for over 19 years. Free means free.&nbsp; 

“Last year, more than 1,600 had tax assistance through the program. Volunteers will provide the same high level of assistance again this year,” said Brenda Gutierrez, SAUW program director. 

In 2018, E-filed total refunds were $1,505,462 for the area. 

“Tell your friends to take advantage of this valuable program,” Gutierrez added.

The program is at 145B South Santa Fe Avenue. Tax assistance is available from 10 a.m. to 3:30 p.m. Mondays; 1 to 5:30 p.m. Tuesdays and Thursdays, and 9 a.m. to 1:30 p.m. on Saturdays through April 16. Services are on a first-come-first-served basis by IRS certified volunteers. There is plenty of parking in the City of Salina lots.

Taxpayers must bring a government-issued photo ID, Social Security card, or Social Security number verification letter for all persons named on the tax return, as well as each of their birthdates. They must also bring all income statements including W-2 and 1099 forms for all incomes. Those with health insurance purchased on the marketplace should bring 1095 forms (Affordable Health Care Statements). Taxpayers hoping to claim a Kansas Homestead refund should bring their property tax bills. Those claiming child-care tax credits should bring the total they paid as well as the provider’s tax ID number. Those who wish to receive their refund via direct deposit, or pay their taxes via bank draft should bring a blank check or bank card indicating the account’s routing number and account number. Finally, copies of last year’s state and federal returns are helpful to speed the process of completing this year’s form.

Those claiming child-care tax credits should bring the total they paid as well as the provider’s tax ID number. Those who wish to receive their refund via direct deposit, or pay their taxes via bank draft should bring a blank check or bank card indicating the account’s routing number and account number. Finally, copies of last year’s state and federal returns are helpful to speed the process of completing this year’s form.

According to the Kansas Geological Survey, a 2.3 magnitude quake struck at 4:28 a.m. Saturday. It was located just south of the McPherson County-Saline County line, a little more than five miles east of Interstate 135.

Visitors centers at area lakes closed

MANHATTAN – Kansas State University is hoping to give a boost to growing canola in the southern Great Plains as it embarks on developing hybrid varieties that are specific for the region.

“We’ve traditionally developed open pollinated varieties,” said K-State Research and Extension canola breeder Mike Stamm. “Those varieties are developed similarly to how we’ve developed wheat varieties in the sense that you’re selecting lines over many years until you get to what is called a pure line.”

Open pollination relies on varieties that self-seed or receive pollen from nearby plants. 

“A hybrid takes two distinct parents, crosses them together and takes the best traits of both,” Stamm said.

Regardless of the crop grown, hybrids are known to be more vigorous with traits desired for specific growing conditions. K-State’s breeding program, Stamm said, has routinely developed varieties that survive harsh winter conditions well.

Recent K-State trials also indicate that new canola hybrids will have greater lodging tolerance, or able to stand upright in saturated soils.

“Developing hybrids for the southern plains is the next step for our breeding program,” Stamm said. “Hybrids are not new to growers, but developing ones that are adapted to our environmental conditions is something that is new.”

Canola is an alternative winter crop in Kansas and other areas of the southern Great Plains. It is most commonly grown in rotation with wheat, though some growers also rotate the crop with soybean, corn or sorghum.

“Growers know the benefits of crop rotation, especially those who have rotated continuously,” Stamm said. “Wheat growers, in particular, have seen an immediate impact in their yields and quality following canola. The subsequent wheat was 10% to 40% better following canola their first year, especially if that farm had been in continuous wheat for decades.”

As a cooking oil, canola has a good reputation, including a qualified health claim to helping reduce cardiovascular disease. It is the second-most consumed cooking oil in the United States, behind soybean. Canola also has a variety of non-edible uses, such as biodiesel, cosmetics and lubricants.

The majority of U.S. canola is grown in the northern Great Plains, including North Dakota and Minnesota. In 2014, about 400,000 acres in the southern Great Plains – Kansas and Oklahoma, especially – were dedicated to canola.

But inconsistent weather conditions and lower commodity prices for canola have contributed to farmers in the southern Great Plains moving away from growing the crop.

“We’re hoping that our transition to developing more advanced hybrids will produce a step change in the consistency of the crop in the plains,” Stamm said. “Farmers are always clamoring for canola to be as consistent as wheat. By developing hybrids that are adapted to our conditions, we think we can make that next step for the industry.”

Stamm estimated a five to 10-year timeframe for new hybrids to be available publicly from the K-State program, though he and others will be growing and testing new hybrids this fall.

“This is probably the most exciting thing that I’ve worked on in 15 years working with canola,” he said. “This is the thing I hope gets us over the hump.”

COVID-19: Bethany opts for early spring break

In the wake of the situation surrounding the coronavirus (COVID-19, Kansas Wesleyan announced multiple postponements and cancellations Friday.

It was announced Friday morning that all athletic-related travel, practice and competition has been suspended by decision of the KCAC, KWU’s member conference. This decision will be reevaluated by the KCAC Board of Presidents in the coming weeks. At this time, Spring NAIA Championships have not been cancelled.

In addition, the university’s annual Holocaust Remembrance and Genocide Awareness Week has been cancelled. The event was to have taken place March 23–25. The school’s March 17 choir concert and the spring musical, scheduled for March 19–22, have been postponed indefinitely. Finally, a previously announced joint event with The Land Institute, which was to have taken place April 1, has been postponed indefinitely as well.

“At this time, if our students are at home, we encourage them to stay home until a decision is made to resume on-ground classes,” said Dr. Matt Thompson, president and CEO of KWU. “Our plan, however, has not changed and we will remain open, with all student services available. If students are on campus, they are welcome to stay and will have cafeteria and residence hall access.”

There are no known cases of coronavirus on the KWU campus. The university will resume classes in an online-only format on March 23. MBA, RN to BS and previously scheduled online eight-week courses will begin Monday as originally planned.

TOPEKA –&nbsp; A Kansas price-gouging law that prohibits profiteering by&nbsp;raising prices on items consumers find necessary because of the COVID-19 virus outbreak is now in effect statewide, Kansas Attorney General Derek Schmidt announced today.

“The Kansas anti-profiteering statute is rarely invoked but is designed to prevent opportunistic greed from overcoming the public need for necessary virus-response products and services during this time of emergency,” Schmidt said. “We take the law’s requirements seriously and will diligently investigate complaints and vigorously prosecute any violations.”

The law generally prohibits unjustifiably raising prices for goods and services for which consumer demand is likely to increase because of the virus outbreak. A price increase is presumed unjustified if it exceeds by 25 percent or more the price at which the goods or services were available on March 11 or the price for which the same goods or services are available from other sellers in the trade area.&nbsp;

Examples of consumer goods and services governed by the anti-profiteering law include, but are not limited to, food items, sanitary and cleaning supplies such as hand sanitizer and disinfecting wipes, emergency supplies, medical supplies and services, lodging, and any other property or service for which consumer demand may increase in response to the virus outbreak. The law carries a penalty of up to $10,000 per violation.

The anti-profiteering law, which is enforced by the Attorney General’s Office and county and district attorneys, was triggered yesterday by Governor Laura Kelly’s declaration of a state of emergency related to the virus outbreak. It will remain in effect through April 11, or until the disaster declaration is lifted, whichever is later. The law was enacted in response to the September 11, 2001, terrorist attacks and is codified at K.S A. 50-6,106.

Anyone with information about price-gouging in violation of the anti-profiteering law should file a complaint with the Attorney General’s Consumer Protection Division online at&nbsp;<a href="https://ag.ks.gov/complaint-center/consumer">https://ag.ks.gov/complaint-center/consumer</a>.

After much consideration for the safety of our pregnant and postpartum participants and due to COVID -19 precautions and recommendations at the local, state, and national levels, we have made the decision to cancel March and April classes of our Becoming a Mom prenatal education group.

For those&nbsp;of you who have registered for these classes, the Maternal Child Health staff will be reaching out to you regarding your program status.

We will continue to closely monitor this situation as we make attendance decisions on a month by month basis. We are sorry for the inconvenience however, we must do our part to help keep our community healthy.

The Saline County Health Department continues to monitor the COVID-19 situation at the national, state and local level. 

The health department and its community partners have been working together for many years on policies and plans for such an event and we are adapting together to new information about this virus as it becomes available.

As of today, March 13, 2020, Saline County has not and any positive cases of COVID-19. If this changes, notifications will be made as information becomes available.

Using guidance from the Kansas Department of Health and Environment, there is strong encouragement to event organizers of any events that are planning for more than 100 people to prepare appropriate emergency plans, promote the daily practices of everyday preventative actions, and promote messages that discourage people who are sick from attending events.

The Kansas Department of Health and Environment has established a website to provide helpful resources for families, healthcare facilities, child care, businesses, and several others that provide information and appropriate guidance. ABILENE -- Memorial Health System (MHS, in Abilene, is taking precautions to protect patients, staff, and the community. 

While there are currently no known cases of Coronavirus (COVID-19) in Dickinson County, MHS is working closely with state and local entities to ensure preparedness.

MHS officials are announcing new visitor restrictions, and are closely monitoring the situation, and will implement further measures as necessary.
