Chairman Robert Vidricksen, Salina Mayor Mike Hoppock, and Saline County Health Officer Jason Tiller announced in a Press Conference the institution of a stay at home order for Saline County. This order will go into effect at 12:01 am on Monday, March 30th. It will be in place for 30 days until amended or rescinded. The order and frequently asked questions are on our website <a href="http://www.saline.org">www.saline.org</a> or <a href="http://www.saline.org/coronavirus">www.saline.org/coronavirus</a>. Citizens need to read the order in full and read the frequently asked questions before contacting the County with questions.

We cannot express enough that the purpose of this order is to increase social distancing to prevent and slow the spread of this virus. Citizens and Businesses need to make smart decisions and only do essential tasks. People are scared and emotions are high but foremost remember to be kind and empathetic to each other.

Salina Regional Health Center issued a press release today confirming that one of their employees has tested positive for COVID-19. Their employee is not a resident of Saline County.

When a positive test is received, the information goes directly to the County Health Department in which that person resides. As of 5 pm, March 27th, 2020, Saline County has not had a confirmed positive case of COVID-19. If you have particular concerns or questions regarding Salina Regional Health Center’s procedures, please call them at 452-7000.

KDHE has added two new states to the quarantine list; Louisiana and Colorado. If a citizen has traveled to Louisiana or anywhere in Colorado after March 27th, you should quarantine at home for 14 days.

As stated many times before, this is a rapidly changing situation. Our local government leaders are working hard and are making difficult decisions as it relates to the best interests of the health and safety of our citizens and employees.

Saline County COVID-19 update for Friday

Salina
Regional Health Center was informed last night that one of its employees tested
positive for COVID-19.&nbsp; A full
investigation, as outlined by CDC and KDHE, is underway to determine previous
contacts with the employee.&nbsp; Any patient, visitor or employee that is
deemed at risk for potential exposure will be notified by Infection Control
with further instructions.&nbsp; 

Health care workers on the front lines of caring for the
community day-in and day-out – especially during times like this – nobly accept
the challenges in front of us. All of our providers and health care workers are
taking precautions as directed by the CDC and KDHE.

While it's unknown how or when our staff member gained
exposure to COVID-19, it's not a surprise to anyone. Cases of COVID-19 have
been confirmed in nearby communities throughout our region. We anticipate that
COVID-19 also is present in Saline County, however, without the ability to test
everyone, many cases cannot be laboratory confirmed.&nbsp; &nbsp;

Salina Regional Health Center makes
the health and well-being of our staff and our patients a top priority.&nbsp; We continue to screen all patients and
visitors to our facilities.&nbsp; Our staff
members self-screen daily before reporting to work following CDC and KDHE
guidelines. Those who do not pass the screening questions are asked not to
report to work. 

Proper social distancing, hand hygiene and recognition of
the symptoms of COVID-19 remain our best defense against the spread of the
virus. If you have a fever, cough or shortness of breath, or suspect you've
gained exposure to COVID-19, contact your medical provider or one of our
clinics for the best way to proceed with care.

The following message was sent to Salina USD 305 families at 3:20 p.m. today.

Saline County’s “Safer at Home Order” will not prevent instruction from moving forward. Because of what had been happening across the county, we anticipated an order like this would likely be in place in Salina at some point. To ensure our educational plan could continue, we made the decision to deliver instruction in a packet and online format.&nbsp;&nbsp;

The good news is that Saline County identifies schools as an essential function in our community.&nbsp; This means we can continue to operate the district and serve our students. Because USD 305 students will be educated at home, through instructional packets or electronically, student learning will continue.&nbsp;

School begins on Monday, March 30.&nbsp;

•Grades 9-12 students will use their Chromebooks for online instruction.

•K-8 students will begin instruction using packets prepared by our teachers.

•Soon our K-8 students will receive Chromebooks and also have online instruction.&nbsp;

Please continue to use USD 305’s free grab-and-go breakfast/lunch program.&nbsp; This program will be available Monday - Friday from 11:30-12:30. (Please note the new time frame and refer to <a href="http://usd305.com">usd305.com</a> for locations.)

It is important that we all continue to reinforce habits that prevent the spread of germs.&nbsp;

•WASH hands often with soap and water for 20 seconds. If not&nbsp; available, use hand sanitizer.

•AVOID touching your eyes, nose or mouth with unwashed hands.

•COVER your mouth-nose with a tissue or upper sleeve when coughing or sneezing.

•AVOID contact with people who are sick.

•STAY home while you are sick and avoid contact with others.

•STAY AT LEAST 6 FEET AWAY from others when in a public setting.

Salina USD 305 issues statement to students' families

Saline County will be under a 30-day stay-at-home order beginning 12:01 a.m. Monday.

That was the announcement at this afternoon's news conference. As of the news conference, no confirmed positive cases of COVID-19 had been reported in the county.

Saline County Commission Chair Robert Vidricksen announced that at 8:46 a.m. Friday morning, he declared a local state of emergency for the county. This declaration allows for the county to establish measures to limit the spread of COVID-19 in the community.&nbsp;

Saline County Health Department Director Jason Tiller, who also is the county health officer, announced that he had signed a 30-day "safer-at-home" order for the county that begins at 12:01 a.m. Monday. Tiller said it was never a matter of whether such a measure was necessary, but rather when the time was appropriate to issue such an order. 

"It is imparative that people take this seriously and limit any movement about town unless it is absolutely essential," Tiller said. "This includes travel to other counties where there is widespread transmition."

Tiller said he was well aware of the economic impact such an order would have.

"It is our solemn responsibility to put the health of the public first," Tiller said.

According to Tiller, the 30-day order can be extended if circumstances require an extension.

"Citizens are directed to stay home and only leave their residences to perform essential activities such as seeking medical attention or going to a medical appointment, obtaining necessary supplies such as food and medicine for yourself and your family members, traveling to and from an essential job," Tiller said.

He said that essential businesses will remain open but noted that "those businesses must take proactive measures to comply with the social distancing requirements." 

"Saline County will not require any paperwork or card from a business to identify employees traveling to an essential business," Tiller said.

Salina Mayor Hoppock commented that the city is focused on essential services. He read a memo from Salina Police Chief Brad Nelson stating that the Police Department is aware that questions will arise on the stay-at-home order. Law enforcement is asking for citizens to voluntarily comply with this order. Hoppock asked citizens to adopt the motto, “Sacrificing 30 days of my life to save a life.”

Dickinson County reports a negative COVID-19 test result

A Salina woman was injured in a single-vehicle accident early this morning in west Salina.

First responders were dispatched to the 1100 block of West Cloud Street at 2:40 a.m. Friday for the report of a one-vehicle accident, Salina Police Captain Paul Forrester said this morning.

Forrester said a 2010 Ford Mustang driven by Tyra Snider, 34, of Salina, was southbound on Dover Circle when it failed to stop at West Cloud Street and drove into a fuel pump at the Convenience Shop, 1121 West Cloud Street.

Snider complained of shoulder, back, and head pain and was transported to Salina Regional Health Center, Forrester said.

The Mustang sustained front-end damage and was towed from the scene, he said.

The accident remains under investigation, Forrester said.

They offer drop off and digital services. They are offering curbside drop off and pick up. H&amp;R Block also offers digital drop off and signatures which is another way to reduce person to person contact.

Because of the COVID-19 outbreak, Zagster has made the difficult decision to suspend all bike rentals, including those in the KANcycle program operated by OCCK Transportation.&nbsp;Locations impacted include 80 bikes at 16 rental stations in Salina, Minneapolis, Concordia, Belleville, Mankato, Beloit, Lincoln and Ellsworth.

It is understood that many riders use Zagster for essential functions like commuting to work or getting to stores for supplies, so this was not an easy decision that was made. However, at this time Zagster decided that it is necessary to prioritize the safety of their maintenance staff and other riders.

Zagster has created a&nbsp;FAQ page at&nbsp;<a href="https://www.zagster.com/covid-19-rider-faq" target="_blank">https://www.zagster.com/covid-19-rider-faq</a>to help answer any immediate questions riders may have.

Free fares are available for all other public transit services, including CityGo, 81 Connection, Paratransit and City of Abilene and will continue indefinitely.

CityGo buses are running 6 a.m. to 6 p.m., with no peaks, Monday through Friday, and 9 a.m. to 5 p.m. on Saturday.

For regional paratransit and the City of Abilene public transportation, non-essential subscription rides will be suspended. Essential rides, those trips to work, medical appointments and those for nutrition (groceries, etc., will be booked no more than 24-48 hours in advance and scheduled based on the number of drivers fit for duty.

81 Connection will run the regular morning route (SB Link 1 &amp; NB Link 1, but will only run the Salina-Belleville-Salina (NB Link 3 &amp; SB Link 3) route in the afternoon, each day Monday through Friday.

Services levels will continue to be adjusted as the situation warrants.

Severe thunderstorms are possible this evening through tonight across portions of central and eastern Kansas. 

According to the National Weather Service (NWS) office in Wichita, while the greatest threat of thunderstorms, in general, will be across eastern Kansas, any thunderstorm that develops across the area will likely become severe.

On March 15, 2020, Salina Police responded to the 24/7 Travel Store, 2230 North Ninth Street, regarding two subjects who had passed counterfeit bills. 

Store employees reported two men came into the store at 1:07 a.m., made purchases, and provided counterfeit currency during the transactions.

The two persons of interest were observed on video surveillance. One of the subjects was described as a white male wearing a black Adidas sweatshirt. The second subject was described as a Hispanic male wearing a red Puma sweatshirt. The parties were associated with a tan or gold Chevrolet or GMC SUV with a chrome front push bumper.

Surveillance photos captured the involved participants. Police are seeking to identify the persons shown in the photographs.

Child care providers are asking the public to help out with a "bear hunt."

"There are about 70 providers currently discussing this idea and trying to find ways to get the community involved," Leslie Waggoner, owner of Learn N Play Child Care, told Salina Post. "We began talking about bear hunts in our neighborhoods or amongst ourselves. A couple providers suggested in a Facebook Provider only group, that we expand outside of our neighborhoods and get the community involved. Then take the kids out to drive around town and 'hunt for bears.'"

The idea is simple. People are asked to put a stuffed teddy bear or even a photo of a bear in a window facing the street. If neither of those are available, another sort of suffed animal will do, Waggoner said.

The child care providers will have the children hunt for bears -- or other critters -- while driving the children around town. With the closings and restrictions because of the COVID-19 pandemic, it is difficult for child care providers to take the children on field trips. 

"We really would love it if everyone would join in and play along however they can," Waggoner said.

According to Waggoner, people in Plainville also are participating in the bear hunt and have more than 160 bears in windows there.

“We sometimes only think of disasters as weather-related events, but we know that anything that disrupts daily life and community well-being on a large scale is a disaster,” said Bradford Wiles, associate professor and extension specialist with Kansas State University’s College of Health and Human Services. “Thinking about and being compassionate in how we all feel and process our emotions is crucial to our own, our families’, and our communities’ resilience in the face of the current pandemic.”&nbsp;

A K-State publication, written by Wiles and associate professor and extension specialist Elizabeth Kiss, includes information that can help communities recognize the negative effects that tough times have on the mental well-being of children.

The publication, titled&nbsp;<a href="https://bookstore.ksre.ksu.edu/pubs/MF3196.pdf">Disasters: Children’s Responses and Helping Them Recover</a>, is available online from the K-State Research and Extension bookstore.

Wiles and Kiss outline suggested ways parents can help children cope during&nbsp;hard times:

Ottawa County: First case of COVID-19 reported

Due to COVID-19 and in keeping with best practices for the continued health of the community, all playgrounds and picnic shelters operated by the City of Salina are being closed to the public beginning Friday and will remain closed until further notice.

Playgrounds and picnic shelters affected by this closure are: Bill Burke Park,

Centennial Park, Country Club Park, East Crawford Recreation Area, Gleniffer Hill Park, Hawthorne Park, Indian Rock Park, Jerry Ivey Park, Kennedy Park, Kenwood Park, Lakewood Park, Meadowlark Park, Oakdale Park, Oxbow Park, Pacific Park, Parker Park, Phillips Park, Riverside Park, Magnolia Soccer Complex, Schilling Park, Steve Hawley Park, Sunset Park, Thomas Park and Woodland Park.

While use of playgrounds and picnic shelters are restricted, open space in parks and trails are available for use. We urge you to actively practice social distancing and keep six feet away from other park users.

Due to COVID-19 and in keeping with best practices for the continued health of the community, all playgrounds and picnic shelters operated by the City of Salina are being closed to the public beginning Friday and will remain closed until further notice.Playgrounds and picnic shelters affected by this closure are: Bill Burke Park,Centennial Park, Country Club Park, East Crawford Recreation Area, Gleniffer Hill Park, Hawthorne Park, Indian Rock Park, Jerry Ivey Park, Kennedy Park, Kenwood Park, Lakewood Park, Meadowlark Park, Oakdale Park, Oxbow Park, Pacific Park, Parker Park, Phillips Park, Riverside Park, Magnolia Soccer Complex, Schilling Park, Steve Hawley Park, Sunset Park, Thomas Park and Woodland Park.While use of playgrounds and picnic shelters are restricted, open space in parks and trails are available for use. Following is today's COVID-19 update from Saline County.

As of 5 pm, March 26th, 2020, Saline County has not had a confirmed positive case of COVID19. Just because no positive cases have been reported through our official channels, doesn’t mean that there isn’t a potential for a positive case to exist within our community. It is possible that a person hasn’t met the requirements for the testing set by KDHE and have been advised by their medical provider to self-quarantine. When a positive case is identified in Saline County, the Saline County Health Department will be the only official source to release that information.

We want the citizens to be vigilant in staying home and away from public places to avoid having to impose formal restrictions on movement. The Saline County Health officer is fully prepared to execute a stay-at-home order.

The largest rumor that we hear is that testing in Saline County is not being done. That is simply not true. Testing is being done in Saline County by the medical providers and Salina Regional Health Center. A test has to be authorized by a medical professional and meet the criteria that they and KDHE have set forth to test. Testing supplies are extremely limited. Our providers have requested more supplies for testing, but so hasn’t every other medical provider in Kansas and the U.S. We know this is frustrating. This is a frustrating, stressful, and trying time for all in our agencies as well as our medical professionals. Please be patient and understand the constraints we are working under that are out of our control.

KDHE and the Kansas Department of Agriculture released a recommendation that strongly encourages landowners and managers to voluntarily reduce the number of acres that they intend to burn this spring in response to the COVID-19 pandemic. We understand that prescribed&nbsp; burning is a valuable land management tool; however, the circumstances related to this pandemic certainly call for voluntary reduction of the number of acres burned this spring.

We cannot stress enough the importance of preventing the spread of diseases by:

•Staying at home if you are sick.

•Covering your sneezes and coughs.

•If you have concerns about your health condition, please call your healthcare provider.

As stated before, this is a rapidly changing situation. Our local government leaders are working hard and are making difficult decisions as it relates to the best interests of the health and safety of our citizens and employees.

Counties in our area might be in for severe weather overnight.

According to the National Weather Service (NWS) in Topeka, severe thunderstorms are possible later tonight into early Friday morning, mainly in the orange shaded area on the map. Large hail and locally heavy rainfall will be the main hazards.

The long-range forecast from NWS in Wichita for the Salina area includes multiple chances for rain.

A 40-percent chance of showers and thunderstorms, mainly before 3 a.m. Cloudy, with a low around 49. Northeast wind 8 to 10 mph.

Cloudy, with a high near 64. East northeast wind 7 to 9 mph becoming north in the afternoon.

Showers likely, with thunderstorms also possible after 11 p.m. Mostly cloudy, with a low around 48. North northeast wind 7 to 11 mph becoming south southeast after midnight. Chance of precipitation is 60 percent.

Severe weather possible in the area overnight

In response to the COVID-19 pandemic currently impacting all states, including Kansas, the Kansas Department of Health and Environment and the Kansas Department of Agriculture strongly encourage all land owners and managers to voluntarily reduce the number of acres that they intend to burn this spring.

“With the potential for this pandemic overwhelming the state’s medical facilities, any additional respiratory concerns that could be produced from breathing smoke from prescribed fire need to be mitigated,” Dr. Lee Norman, KDHE Secretary, said.

Common health problems related to smoke can include burning eyes, runny nose, coughing and illnesses such as bronchitis. Individuals with respiratory issues, including COVID-19, pre-existing heart or lung diseases, children and the elderly may experience worse symptoms.

With resources of the county emergency response staff already being taxed with COVID-19 response, it is important to minimize responses that would come with prescribed fire activity.
