Looks like some stormy weather is coming our way.

There will be chances for strong to severe storms late this evening and overnight, particularly in central and southeast Kansas, according to the National Weather Service (NWS).

The main threats in the strongest storms will be large hail and damaging winds in excess of 60 mph, NWS noted.

Saline County Commissioners voted 3-2 to reaffirm the county health officer's plan to reopen the county.

County Health Officer Jason Tiller discussed the plan during today's county commission meeting. 

Tiller told commissioners that 1,044 Saline County residents have been tested for COVID-19, a testing rate of 19.25 per 1,000, according to information provided by the county. Since the first confirmed case in the county, eight Saline County residents with COVID-19 have been hospitalized and two have died, he said. 

When Governor Laura Kelly returned reopening authority to the counties on May 26, Tiller issued a local health order to keep Saline County in Phase 2 following the governor’s Ad Astra Reopening Plan. He said he did so to maintain continuity and have appropriate time to meet with important stakeholders. 

It was determined that a phased approach to reopening would be best for the county, with emphasis on data being used to determing further reopening. Tiller told commissioners that data used included more than just case numbers. He said that testing rates need to increase and the percent of positive results from testing, as well as the number of deaths, needs to continue to be low. Additionally, the number of COVID-19 hospitalizations at Salina Regional Health Center also is a factor because people from other counties who are hospitalized at SRHC could affect healthcare resources available to Saline County residents, the county information noted.

According to Tiller's plan, Phase 3 is scheduled to begin on Friday. All businesses, events, and activities will be allowed to open and mass gatherings would be limited to 50 people or less while still following social distancing recommendations and disinfection guidelines, the county information noted. Phase Out would be scheduled for June 19.

“For all of this to be successful, everyone has to do their part. Every individual has a responsibility and a choice to do what they feel is right,” Tiller said.

Tiller emphasized the need for people to continue to practice social distancing as much as possible, wear masks in public, staying home if sick, and continue to wash their hands. 

In response to Tiller's request for the commissioners to reaffirm and adopt the phased reopening plan, Commissioner Monte Shadwick read a prepared statement, ending with, "“I feel we need to continue to advocate for social distancing and safe practice but lift restrictions immediately and let Saline County get back to business."

Commissioners then voted 3-2 in favor of the phased plan with Shadwick and Commissioner Rodger Sparks voting against the motion.

•Commissioner Mike White asked the other commissioners for discussion on the tobacco-free campus proposal that is being considered with the Building Authority board. He noted that the Salina Public Library implemented its tobacco-free policy on Monday. White said the item is potentially up for a vote at the next Building Authority meeting. 

•During his weekly update, County Administrator Phillip Smith-Hanes told commissioners that the consultant for the radio project delivered a report and recommendation to the county Monday night. That information has been emailed out to the rest of the 911 Advisory Group for their review before it is scheduled to be in front of both governing bodies, hopefully in the near future, the county information noted.

Smith-Hanes also said that Mitch Robinson with the Salina Community Economic Development Organization had approched him to see whether the county would be interested in issuing industrial revenue bonds for a potential ag-related retail project. Commissioners asked for Robinson to be scheduled to meet with them about this project so they could learn more. 

Smith-Hanes also updated commissioners on legislative matters out of Topeka.

•White led a study session and discussion about county roads. Commissioners receive the most calls from residents concerning road conditions and issues, the county information noted. Darren Fishel, Road and Bridge Department administrator, provided commissioners with a map that showed all of the areas in the county that have been improved over the last few years but did emphasize some of the challenges the department faces with weather, staffing and equipment, and prioritization of projects. 

•Commissioners also met in executive session for an issue of attorney-client privilege.

Saline County scheduled to move to reopening Phase 3 on Friday

Governor Laura Kelly announced today the awarding of nearly $9 million in Community Development Block Grant Coronavirus Response Supplement (CDBG-CV) funds to 66 Kansas communities.

“Kansans have faced unprecedented challenges during the past few months due to COVID-19,” Governor Kelly said. “Our communities need relief – and they need it now. I’m pleased to announce additional resources to help Kansans navigate through the recovery process. These grants will help our com<a></a>munities rebuild their economies and support Kansas families.”

Grants were available in two categories – Economic Development and Meal Programs. Economic Development grants provide communities with funding to help local businesses retain jobs for low-to-moderate income people by covering working capital expenses such as inventory, wages and utilities. Meal Program grants can be directed toward organizations such as Meals on Wheels, local food banks or to support organizations providing meals for children affected by the loss of school meal programs.

“The COVID-19 crisis has left many communities searching for resources to support their residents and businesses,” Secretary of Commerce David Toland said. “The CDBG-CV award provides cities and counties the ability to determine where the greatest need in their community lies and to provide some relief as we move into the recovery phase of the crisis.”

CDBG funds are one of Commerce’s primary tools in supporting the state’s small, predominantly rural communities. CDBG-CV grants are part of the state’s allocation from the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act and are designed to help Kansas communities respond to the needs of their residents and businesses during the reopening phase of the state.

The following area communities are recipients of CDBG-CV awards.

To date, the Department of Commerce has received 106 award applications totaling more than $32 million. Applications were processed on a first-come, first-served basis. While all funds for this round of CDBG-CV have been awarded, the Department of Commerce expects to receive approximately $7 million in additional funding in a second round of CDBG funds through the CARES Act. More information will be announced as it’s made available from the U.S. Department of Housing and Urban Development.

Area cities, counties among coronavirus response block grant recipients

Following is the COVID-19 update from Saline County for Tuesday.

The Health Department continues to actively monitor one other case who is isolated at home. The rest have met the criteria necessary to be considered recovered and have been released from daily monitoring and isolation. This new case brings the overall total of positive cases in Saline County to 30.

•The Saline County Health Officer, Jason Tiller, presented the Saline County Reopening Plan to Saline County Commissioners today. Phase 3 is slated to begin on Friday, June 5th. All businesses, events, and activities will be allowed to open and mass gatherings will be limited to 50 people or less with still following social distancing recommendations and disinfection guidelines.

Phase Out is slated for June 19th.

•The Salina Drive-thru Recycling Center will reopen Wednesday, June 3rd with several modifications to its operating house and procedures. The previous restriction on plastic bags for transporting recyclables has been removed.

Mr. Tiller stated, “For all of this to be successful, everyone has to do their part. Every individual has a responsibility and a choice to do what they feel is right.” Testing rates, COVID-19 patients who are hospitalized, the number of deaths, and our ability to do contact tracing are some of the many things that will go into decisions moving forward. Saline County reports new confirmed case of COVID-19

A longtime Salina school building will continue as an education institution, but with a new owner.

The Cornerstone Classical School board today announced that it has purchased what was once Franklin Elementary School at 830 South Ninth Street from the Smoky Hill Education Service Center. Cornerstone has used part of the building for several years.

"The school has grown each year since its inception and the purchase of the building communicates our long-term commitment to Salina while providing for the growth the school is experiencing," the school noted in a news release. "Cornerstone expects to open this fall with more than 100 students in preschool through 11th grade."

Founded in 2015 with 48 students, Cornerstone Classical School strives for all students to develop a love for learning and to live up to their full academic and personal potential through challenging classes and fulfilling extra-curricular activities, the news release noted. Cornerstone teaches that all students are created in the image of God, and the teachers work to encourage each student's strengths while improving upon their weaknesses. More than one third of Cornerstone students attend through the school’s Tuition Assistance Fund, which is supported by the generosity of friends of the school.

Six Kansas FFA members were elected to serve as the 2020–21 State FFA Officers at the virtual 92nd Kansas FFA Convention last week.

Salina Art Center opens following a two-month shutdown

A multitude of art will welcome visitors when the Salina Art Center reopens on Wednesday.

Gallery hours are Wednesday-Sunday from 11 a.m. -5 p.m. Visitors are welcome to make an appointment for a private tour outside of business hours by calling (785) 827-1431. Admission is always free.

The 2020 Salina Biennial Exhibition: Contemporary Art from the Mountain Plains States opened April 1 in the midst of the COVID-19 pandemic. 

“We really had to adjust how we shared contemporary art with audiences,” said Misty Serene, interim executive director. “We have been sharing these works with an online audience, but nothing will ever replace seeing them in person.”

The 63 artists selected represent a geographic area covering seven states: Colorado, Kansas, Nebraska, New Mexico, Oklahoma, South Dakota, and Texas. 

Looking closely at the individual pieces viewers find a variety of mediums and approaches, from traditional landscape photography to contemporary video. Taking a step back visitors&nbsp; will see the larger themes emerge from the diverse field of work. Issues of identity, the environment, and materiality come forward.&nbsp; 

This year more than 230 artists submitted more than 600 works to the biennial call. Ksenya Gurshtein, curator of modern and contemporary art at the Ulrich Museum of Art, served as juror.

Additional safety precautions are being implemented to create a positive experience. Guests can utilize touchless technology to access artist interviews and additional biennial content. Social distancing will be enforced and guests are encouraged to wear masks.&nbsp;

The Salina Biennial continues to affirm the power of art making in the Mountain Plains region. The biennial was established in 2018, in part as a continuation of the regional invitational, an exhibition held at the art center from 1979 until 1989, but also to highlight artists that are balancing the traditions and history of our region with a global contemporary practice.&nbsp;

This exhibition is funded through a grant from the National Endowment for the Arts, Salina Art Center Endowment Foundation, Homewood Suites by Hilton, Salina Downtown, a Lighthouse Property, and Bennington State Bank.&nbsp;

📹Salina Biennial Exhibition opens to public Wednesday

TOPEKA -- Salina Representative J.R. Claeys has announced that he is seeking the Republican nomination for Kansas Senate District 24. 

Incumbent Sen. Randall Hardy has also filed to run for the Kansas Senate District 24 seat.

The district covers all of Saline County, including Salina, and the northern half of Dickinson County, including the city of Abilene.

“It has been the honor of a lifetime to serve in the Kansas House of Representatives from the district where I was born and raised,” said Claeys. “Together, we’ve grown opportunities for new jobs and fought back against budgets that take funds out of our region. Now it’s time to take that fight to the Senate.”

Claeys was first elected to the Kansas Legislature in 2012, winning re-election by large margins in 2014, 2016 and 2018. He is known as a conservative fighter in the Kansas Legislature. Claeys is consistently rated A+ by the National Rifle Association and has been endorsed in each of his eight Statehouse races by Kansans for Life, a news release from Claeys noted.&nbsp;

“Republican voters of the 24th District deserve a choice in this election,” said Claeys. “There will be a stark choice between me, supporting the Republican Party platform, and my opponent who has caucused with Democrats.”

Claeys was recently elected by members of the Kansas Republican Party to serve as a delegate to the 2020 Republican National Convention. He is employed by the Trump Victory campaign as a regional field director.

Rep. Claeys seeking Republican nomination for Kansas Senate

The Salina Drive-thru Recycling Center (SDRC) is scheduled to reopen Wednesday with several modifications to its operating hours and procedures, resulting from expected budget shortfalls due to the COVID-19 pandemic and the April safer-at-home order. 

The previous restriction on plastic bags for transporting recyclables has been removed.

· Wednesday through Friday, 8 a.m. to 4 p.m.

· City Commissioners voted unanimously to allow the continued use of plastic bags to drop off recyclables.

· The previous restriction on plastic bags for transporting recyclables has been removed.

· Customers may once again drop off their recyclables in plastic or paper bags, cardboard boxes, baskets, bins or tubs; staff requests that materials are brought in an approved container.

· Long lines are expected during the first few weeks. Please be patient as we work to process a higher than normal amount of recyclables.

· There may be two lines formed with separate trucks within the fenced-in area, one inside the building and one outside the building (on the north side) to help facilitate a larger number of customers.

· Motorists may be directed to turn left (south) when exiting the facility onto the gravel area to prevent traffic jams from the anticipated line of cars and the construction on North Street between Santa Fe Avenue and North Ninth Street.

· As the number of customers is reduced, staff may return to its normal operation of a single lane of traffic inside the building only and allow exiting in either direction.

· At about 3:45 p.m. (Wednesday – Friday) and 11:45 a.m. (Saturdays, a staff member will walk the line of customers, if any, and inform them the facility will be closing in 15 minutes.

· At 4 p.m. on weekdays and noon on Saturdays, the gates will be closed. Anyone waiting in line outside the gates will have to come back when the facility is opened again.

MCPHERSON -- The McPherson County Health Department this morning reported the county's 29th confirmed case of COVID-19.

The newest confirmed case is a male in his 40s recovering at home and has unknown exposure at this time, the health department noted in a news release. 

Of the county's 29 confirmed cases, 25 have met recovery guidelines set forth by the Kansas Department of Health and Environment and one case remains hospitalized, the health department reported.

A car stopped for a mother and her young ones waddling across the street was rear-ended by an SUV in central Salina Monday afternoon.

Salina Police Captain Paul Forrester said this morning that a 2013 Ford Focus driven by Ann Yeagley, 58, of Salina, stopped in a northbound lane in the 700 block of South Ohio shortly before 2 p.m. Monday for a mother duck and her ducklings that were crossing the street. A 1997 Ford Expedition driven by Lisa Hahn, 55, of Salina, was following too closely and struck the rear end of the Focus, Forrester said. 

Hahn complained of knee pain and a broken front tooth, but declined treatment, he said. Yeagley complained of neck pain and was transported by EMS to Salina Regional Health Center, Forrester said.

The Expedition suffered front-end damage and the Focus suffered extensive rear-end damage, but both vehicles were able to be driven away, he explained.

Hahn was cited for following too closely and Yeagley was cited for no proof of insurance, Forrester said.

The ducks were not injured in the incident, he said.

Grant recipients are organizations strengthening the community through health, education, and financial stability.

“The Make A Difference grants will tackle tough issues in ways that achieve the most significant impact. Our friends and neighbors will have the opportunity for one-on-one mentoring relationships, mental health services in area schools, quality childcare options, and an increase in self-reliance. Donors and volunteers can be proud to know that they are making a difference,” said Brenda Gutierrez, Program Director for Salina Area United Way.

In order to ensure that donor dollars are invested where they will have the greatest community impact, grants are awarded on how well programs fit within community and organization goals.&nbsp; The Salina Area United Way mission is to Strengthen Our Community. The community goals are as follows.

Health: &nbsp;Increase the number of youth and adults who are healthy and avoiding risky behavior.

Education:&nbsp; Raise the graduation rate.

Financial Stability:&nbsp; Increase the number of families who are financially stable

“Nonprofits in our 10-county service area are doing incredible work,” said Grant Chair Margaret Dixon. “We can make these awards thanks to the generous support of our community. Please know that every donation counts. All of us, working together, can make a difference.”

Grant awards are based on an analysis of how well programs match United Way’s community goals, the ability to meet community needs, organization budget, financial accountability, and plans for service and management.&nbsp; Volunteers on the SAUW Grant Committee reviewed 12 applications. The total amount of requests was more than $97,000. All funding recommendations were reviewed and approved by the Salina Area United Way Board of Directors.

Thanks to the generosity of our community funding is awarded to six programs:

Big Brothers Big Sisters of Salina – Community Based Mentoring Program allows matches to spend time together one-on-one exploring the local community and sharing fun activities they both enjoy.

Central Kansas Mental Health Center – Mental Health in Schools Initiative which will expand to 7 additional schools.

Child Care Aware of Kansas – Connecting the Dots Child Care Start-Up Support which will focus on attracting professionals interested in opening a licensed, home-based, family child care and support them in some of the start-up costs of their business, to ensure success from the beginning.

Communities in Schools – Integrated Student Supports in Salina Public Schools which works to decrease dropout rates and increase graduation rates.

Salina Child Care Association – School Readiness Through Parent/Staff Partnerships and Training which will focus on two specific outcomes: parent/teacher relationships and enhance staff training.

Salina Housing Authority – Family Self-Sufficiency Program which is a voluntary program designed to assist families who currently possess vouchers in Public Housing, Section 8, or Veteran’s Affairs Supported Housing programs.

SAUW awards Make A Difference Grants for 2020

Politically, it appears that chances are good that the Kansas Legislature, all members of which stand for re-election this year, will be handed a new vehicle this week to challenge Gov. Laura Kelly’s leadership in battling coronavirus in Kansas.

Just where that vehicle goes? Well, we’ll learn later this week after lawmakers have had time to consider new legislation dealing with the governor’s authority to declare an emergency in the state and just what from a 30,000-foot level she can do to return Kansans to the lifestyles they have had for decades.

She’s already shed some of her authority to establish strict limits on just what Kansans can and can’t do while the disease is spreading. Her plan for beating the disease has been loosened, and she’s given to county health officers — and the county commissions that hire them – more authority.

It turns out that the land looks different from 30,000-feet over a county with no known cases of coronavirus and those that have had sizable outbreaks either at nursing homes or at industries that provide the paychecks that drive those counties’ economies.

Basically, look for lawmakers, who have already seen some counties stick with the governor’s recommendations to gradually reopen the economy, to have to weigh just what’s happening to their constituents – voters – and whether local control that is a key phrase for many lawmakers is going to work safely.

Oh, there are some other issues, like making sure that health care and first-responders have some logical protections from liability for assisting those stricken, or those in danger of catching, the disease. Oh, and delaying property taxes and state income tax deadlines.

But it really comes down to a couple simple issues. Lawmakers need to find the best course to allow someone – that’s someone else – to contain this pandemic while allowing cities and counties to reopen for business, to bring back jobs, to make it possible for everyone to make their house and car payments and get on with life in a social-distanced environment.

Now, if you are a legislator, it makes sense to hand that return to Kansas as we know it to someone else. And the choices go two ways. It’s either gubernatorial level control over reducing the dangers of the disease, or it is bringing that control down to the local level. Kelly has already reduced her plan to “suggestions.”

And local control sounds good. But if one county opens the restaurants and bars and the neighboring county doesn’t, or has made it so difficult to operate at a profitable level with the distancing and masks and shields that you have to drive across a county line for that anniversary dinner, have you really dealt with the statewide issue of containing COVID-19?

That’s likely to be the choice for lawmakers later this week. Every member has his/her own district and constituents, but they all live in the same state.

Oh, there are some controversial issues to be dealt with, but they aren’t generally headline-grabbers. Like liability, always a hot dinner-table topic. Can you not return to work and still get unemployment benefits if it’s dangerous or your employer doesn’t demand masks and gloves and social distancing? Can you really delay your county property tax and state income tax payments until you are working again?

And, of course, what comes down to public health and what comes down to local political/business issues of voters and campaign contributors.

At the Rail: Keeping an eye on what the legislature does this week

Looks like we're in for some warmer weather for a while.

Today is expected to be warm and breezy across central, south central, and southeast Kansas. High temperatures are forecast to reach the mid-90s in some places, according to the National Weather Service (NWS) in Wichita.

Afternoon highs during the first half of June typically reach in the low to mid 80s, but we will be well above that for the rest of the week this week, NWS noted. Afternoon highs in the 90s will be common, and some locations may approach 100 by Thursday. 

Looking ahead to next week, above normal temperatures will continue to be favored across much of the central and eastern United States, NWS reported.

Today in History -- June 2

Both Mayor Mike Mike Hoppock and City Manager&nbsp;Mike Schrage issued statements concerning the death of George Floyd in Minneapolis.

As we all know, our country currently is in a state of unrest following the death of George Floyd.

I would like to thank all of those involved in the Light Up the Night Vigil for Justice held Saturday evening in Caldwell Plaza, and those who participated in the No Justice No Peace march Sunday, for their courteous and respectful behavior. I think both of these events spoke well of Salina.

We, as a city, are currently investing a significant amount of money in a police training facility. I believe this investment will help us with situational/judgement training, and, along with ongoing training and dialogue, we can hopefully help to avoid any incidents like the one in Minneapolis.

I think we all pray that our country can heal and that we can all become united as one.

The injustices that we continue to witness are pervasive, persistent and extremely alarming, and they continue to erode the public’s confidence in police officers nationwide. We cannot view them as isolated events that have happened in other communities as if Salina is insulated from what is going on around us.

I certainly don’t claim to have a simple solution to such a complex and long-standing issue, but we are committed to proactively reviewing what we are currently doing and what we can do better. I sincerely believe that the City of Salina and the Salina Police Department remain very motivated to do the right thing, and that we are open to review and improvement. Police Chief Nelson and I have spoken, and our focus will be on continual review and assessment of our training and organizational culture, as well as insuring that there is proper accountability throughout all levels of our organization. This can also serve as a starting point for us to identify ways to increase and sustain community dialogue.

The recent tragedies that have taken place are justifiably reasons for continued frustration that just further divide us. Salina is such a strong community in so many ways. I am hopeful that we can concentrate our efforts on coming together to improve our performance and our relationships.

Salina mayor, city manager respond to death of George Floyd

SEWARD, Neb. --&nbsp;Concordia University, Nebraska on May 9&nbsp;awarded undergraduate&nbsp;and graduate degrees to more than 250 graduates. 

The Class of 2020 was honored with an online celebration, consisting of video clips of graduates celebrating their achievements.

Zachary Walter of Lincoln, Kan., received a Bachelor of Science degree.

"All of us at Concordia thank God for the opportunities the Class of 2020 gave us to prepare them to serve and excel, even in these new and different times," said Rev. Russ Sommerfeld, Concordia's interim president. "We trust God to bless their achievements to influence the church and world in their various vocations. Their confidence in Jesus Christ for daily and eternal life is inspirational."

Concordia's traditional, in-person commencement ceremony has been postponed to Aug. 1 due to the COVID-19 pandemic. More information on that event will be published once it becomes available.
