"These are direct contacts of previous positive cases. The health department has identified contacts on the positive cases. These persons have been in isolation at home," the health department noted in a news release.

Lincoln County reports two new COVID-19 cases

The City of Salina today announced additional street work.

Today through Thursday, APAC-Kansas, Inc., Shears Division of Salina will continue performing the ultrathin bonded asphalt surface (UBAS) maintenance on the following streets for the City of Salina, weather permitting:

Arterial streets will be constructed utilizing lane closures but otherwise will be open to traffic. Residential streets will be closed to traffic between the hours of 8 a.m. and 5 p.m. while the work is being completed. Motorists are asked to proceed with caution when approaching work zones for the safety of the crews performing the work.

This type of preventative maintenance is fairly new to Salina but has been used to help extend the life of many roads around the State of Kansas. It consists of a thin, coarse aggregate hot mix over a special asphalt membrane similar to a chip seal but placed in one pass with a spray paver. The membrane prevents water intrusion and provides a superior bond to the old asphalt. The overlay can disperse water quickly off the surface, which reduces roadway spray from vehicles and provides greater visibility and traction in wet weather. UBAS has performed well for other cities and provides a good friction surface in wet weather. UBAS can be installed quickly, and asserts a longer life-span (8-10 years) than micro-surfacing (6-7 years).

The $650,000 project is a major part of the City of Salina’s 2020 maintenance capital improvement program.

City announces additional UBAS street work

A man was arrested on a requested charge of aggravated burglary after a bicycle was stolen from a rural Saline County residence.

Saline County Sheriff Roger Soldan said this morning that Brian Bonner, 33, was located at the Salina Rescue Mission and arrested Sunday on a requested charge of aggravated burglary after a bicycle was stolen from a residence in the 300 block of South Simpson Road on Thursday.

Although the bicycle was not reported stolen until Sunday, the sheriff's office had already confiscated it from Bonner. Soldan explained that deputies had first encountered Bonner walking on East Crawford Street on Thursday. They stopped and did a welfare check, however, since Bonner had no warrants, he was allowed to go on his way, Soldan said. 

Later on Thursday, a resident on Country Club Road reported someone who he believed had gotten into a shed on his property and then taken off eastbound on Country Club Road on a bicycle, Soldan said. Bonner was located a bit later on the bicycle. He admitted to taking the bicycle, but couldn't remember from where, Soldan said. The owner of the shed declined to press charges for a bottle of Gatorade that had been stolen from the shed, Soldan said.

A Salina man was killed early Sunday morning in a two-vehicle accident.

Damian Allegree, 42, of Salina, was northbound in the 2500 block of South Ninth Street on a 2005 Harley Davidson motorcycle when he came upon a 2018 Ford EcoSport that was stopped at the light at the access road to Planet Avenue, according to Salina Police Captain Paul Forrester. The light turned green and the ecoSport, driven by Riley Goertzen, 22 of Salina, continued northbound on South Ninth Street, Forrester reported. 

Allegree's motorcycle rear-ended the EcoSport, and Allegree was ejected from the motorcycle suffering fatal injuries, according to Forrester. Allegree was not wearing a helmet, Forrester noted. Speed of travel and alcohol may have played factors in the accident, Forrester reported.

The accident occurred approximately 12:15 a.m. Sunday.

The motorcycle suffered disabling damage and the EcoSport suffered disabling damage to the rear, Forrester noted. Both vehicles were towed from the scene, he added.

More than 30 cases, including four deaths, hit Logan nursing home

Recently Main Street Media ran a very well-received seven-part 1918-1920 Spanish Flu Pandemic series in six north-central Kansas newspapers.  For those who read it, they know that in January 1920 Phillips County made statewide headlines for being Kansas’ top hotspot for that deadly disease.

    Now, exactly one century later, and with a mass town hall political rally slated to take place in Phillipsburg just 48 hours from now on Wed., July 15, Phillips County is once again making headlines, this time national, for being Kansas' top hotspot in a deadly pandemic outbreak; this time for Coronavirus COVID-19.

    That dubious distinction is now occurring as the virus found a way into the Logan Manor Nursing Home in Logan two weeks ago, where it has been cutting a devastating path through that facility ever since.  

    With the COVID pandemic hitting Kansas in March, its march through Phillips County had originally been a slow one.

    The Kansas Department of Health and Environment reported the first case as hitting the county in Phillipsburg the week of April 5.

    Phillips County case number two showed up around a month later during the week of May 10.  That infection was also in Phillipsburg.

    And during the week of June 7 a third case hit in rural Phillipsburg.  

    All three cases were isolated, and are unrelated to one another.

             Then came Logan in early July.

    With each new diagnosed COVID-19 infection taking place at close to 30-day intervals, what is happening as a result of the latest outbreak is sending the people of Phillips County reeling.

    In the first week of July the KDHE, in conjunction with the Phillips County Health Office, announced that COVID-19 had made its way past the extraordinary screening and protective measures put in place at the 36-bed Logan Manor Nursing Home in Logan in southwest Phillips County.

    On Wednesday, July 1, four total cases had been identified there.

    On Thursday, July 2, that count was up to seven.

    After that, the numbers exploded.  On Friday, July 3, there were now 25 cases -- 17 residents and eight staff members.  Most infected residents were quarantined in place, with some of the most ill being transported to Kearney and Hays hospitals.

    First came the diagnoses -- then the deaths.  Those started on Tuesday, July 7, as two male residents, ages 87 and 47, were claimed by the effects of the disease.  The elderly man passed away in the Logan facility, while the younger man died at Hays Medical Center.

    Late Thursday, July 9, and early Friday, July 10, two more Logan Manor resident fatalities occurred.  And following another round of testing last week there were also eight new COVID diagnoses -- five residents and three staff -- bringing the total Logan Manor statistics as of July 10 up to four dead, and 33 infected (not including the original three earlier unrelated cases elsewhere in the county).

    Those two more recent July 9-10 deaths involved a 92-year-old woman and 60-year-old man.  Both passed away at Logan Manor. 

24/7 WALL STREET IDENTIFIES PHILLIPS COUNTY AS TOP KANSAS HOTSPOT

    That same day, Friday, July 10, 24/7 Wall Street, a New York-based finance and business publication, ran a report identifying the top counties “in every state where COVID-19 is growing the fastest.”

    Note should be made that 24/7 Wall Street's study includes statistics through Tuesday, July 7, and does not include the newest Phillips County cases and deaths still hitting after that.

    Prefacing its article with the following, the publication noted:

    “More than 3 million COVID-19 cases have been confirmed in the United States, and more than 130,000 people have died as a result of the coronavirus, by far the most cases and deaths of any country.  

    “Within the United States the extent of the spread varies considerably from state to state, and even from county to county.

    “As the number of daily new cases is declining in some parts of the U.S., they are spiking alarmingly in others.  In the vast majority of states the number of daily new cases is rising, and a number of states have paused their planned reopenings as a result.

    “Using data from state and local health departments, we compiled and reviewed the average of new daily confirmed COVID-19 cases for the week ending July 7 and compared it to the average of new daily cases from the previous week to determine the county in each state where the virus is growing the fastest.”

    As part of its analysis 24/7 reported the average number of new daily cases per capita nationwide has increased from 11.1 per 100,000 people during the week ending June 30, to 14.8 per 100,000 in the week ending July 7.

    In its look at the counties in the fastest growing outbreak states, 24/7 identified Phillips County as having the fastest growing outbreak in Kansas.

    In naming it the top hotspot, 24/7 Wall Street provided the following data:

MCPHERSON -- Late Sunday night, the McPherson County Health Department reported four new confirmed cases of COVID-19, bringing the county total to 96.

The most recent cases, according to the health department, are as follows.

Positive case No. 93 is a symptomatic female in her 80s with unknown exposure and is recovering at home.

Positive case No. 94 is a symptomatic female in her 60s with known exposure and is recovering at home.

Positive case No. 95 is a symptomatic female in her 30s with unknown exposure and is recovering at home.

Positive case No. 96 is a symptomatic male in his 50s with known exposure and is recovering at home.

Of the 96 confirmed cases, 82 have recovered, the health department reported. Additionally, none of the current cases are hospitalized and the county has reported no COVID-19 related deaths, the health department noted.

McPherson County reports 4 new cases of COVID-19

Why does it take so long to get back results on COVID-19 testing? And why are some tests not accurate?

The FDA has approved two types of tests related to COVID-19: molecular tests and antigen tests.&nbsp; To test if you currently have the virus requires the molecular test. To determine if you had the virus in the past can usually be detected with an antibody test.

To determine who is infected with the virus right now and could possibly be shedding the virus to others, whether they have symptoms or not, requires the molecular test. Since the virus is shed and spread mostly in air droplets, the sample collection involves inserting a “nasopharyngeal swab” to the back of a person’s nasal passage for several seconds to collect a fluid sample. The sterile swab has a long, flexible shaft of plastic or metal. The tips are made of polyester, rayon, or flocked nylon. Short cotton-tipped swabs are useless.

Molecular tests identify the special genetic material of a virus by using a reverse transcriptase polymerase chain reaction (RT-PCR) that takes time. After the sample is taken, the swab has to be preserved in a liquid-filled tube for transport. There will be a considerable amount of other harmless sequences in the sample. Lab technicians combine a small amount of the sample with a lysis buffer that breaks open cells that might be virus-infected. This allows any viral RNA to be extracted.

Because Chinese researchers early-on determined the RNA sequence of the virus, a technician can extract the viral genetic material (an RNA) and use it to produce a complimentary strand of DNA that the PCR technique then amplifies inside the RT-PCR machine to produce thousands of copies that can then be detected. Different test kits may target different coronavirus genes.

A special fluorescent chemical for the genes in the coronavirus is now added to the test. Most current tests now use more than one agent to tag several target coronavirus genes. If the&nbsp; coronavirus genes are present in the sample, the RT-PCR process will turn on this fluorescence and it will get brighter as more coronavirus genes are amplified. While this “glow” is too faint to be seen by humans, the machine can record the spikes on a data graph as it gets brighter. If the patient does not have the virus, there will be no genes amplified and no spikes in fluorescence. &nbsp;

Obviously, this process takes time and requires a lab with RT-PCR equipment. If a person tests positive, they are shedding the virus and need to isolate. After a person recovers, they will test negative. &nbsp;

Antibody testing is completely different. Antibodies are the immune chemicals we produce to become immune to a foreign agent. Also known as serology testing, this is done after recovery from COVID-19.

Usually a health care worker takes a blood sample by finger prick or by drawing blood. The sample is then tested to determine if you have antibodies against the virus. That means that you were&nbsp; infected with the virus in the past, whether you expressed symptoms or not. It suggests that you now have some immunity. In contrast to the nasal swab test, a positive result means you are likely safe to go out and perhaps safer working in intensive care units, etc. While this is usually the case with antibody tests for other agents, there is not yet solid evidence that detected immunity levels protect against reinfection. It is possible that persons who lacked symptoms had mild infections and produced a low level of antibodies.

Ongoing research using survivor’s blood plasma with antibodies to treat severe cases should clarify this problem. Antibody tests are also important to survey a population to discover how widespread an infection was.

Testing for antibodies while a person is just beginning to be infected will not likely give a positive result because there was not enough time to build up antibodies. &nbsp;

In all testing, the critical factors are the false positive rates (the test shows you are sick but you are not) and the false-negative rates (the test says you are healthy but you are sick). And these rates will take time to confirm.&nbsp; &nbsp;&nbsp;

After the sample is taken, the swab has to be preserved in a liquid-filled tube for transport. There will be a considerable amount of other harmless sequences in the sample. Lab technicians combine a small amount of the sample with a lysis buffer that breaks open cells that might be virus-infected. This allows any viral RNA to be extracted. Because Chinese researchers early-on determined the RNA sequence of the virus, a technician can extract the viral genetic material (an RNA) and use it to produce a complimentary strand of DNA that the PCR technique then amplifies inside the RT-PCR machine to produce thousands of copies that can then be detected. Different test kits may target different coronavirus genes. A special fluorescent chemical for the genes in the coronavirus is now added to the test. Most current tests now use more than one agent to tag several target coronavirus genes. If the&nbsp; coronavirus genes are present in the sample, the RT-PCR process will turn on this fluorescence and it will get brighter as more coronavirus genes are amplified. While this “glow” is too faint to be seen by humans, the machine can record the spikes on a data graph as it gets brighter. If the patient does not have the virus, there will be no genes amplified and no spikes in fluorescence. &nbsp; Obviously, this process takes time and requires a lab with RT-PCR equipment. If a person tests positive, they are shedding the virus and need to isolate. After a person recovers, they will test negative. &nbsp; Antibody testing is completely different. Antibodies are the immune chemicals we produce to become immune to a foreign agent. Also known as serology testing, this is done after recovery from COVID-19. Usually a health care worker takes a blood sample by finger prick or by drawing blood. The sample is then tested to determine if you have antibodies against the virus. That means that you were&nbsp; infected with the virus in the past, whether you expressed symptoms or not. It suggests that you now have some immunity. In contrast to the nasal swab test, a positive result means you are likely safe to go out and perhaps safer working in intensive care units, etc. While this is usually the case with antibody tests for other agents, there is not yet solid evidence that detected immunity levels protect against reinfection. It is possible that persons who lacked symptoms had mild infections and produced a low level of antibodies. Ongoing research using survivor’s blood plasma with antibodies to treat severe cases should clarify this problem. Antibody tests are also important to survey a population to discover how widespread an infection was. Testing for antibodies while a person is just beginning to be infected will not likely give a positive result because there was not enough time to build up antibodies. &nbsp; In all testing, the critical factors are the false positive rates (the test shows you are sick but you are not) and the false-negative rates (the test says you are healthy but you are sick). And these rates will take time to confirm.&nbsp; &nbsp;&nbsp;John Richard Schrock has trained biology teachers for more than 30 years in Kansas. The group plans to provide a virtual event that will feature candidates with contested races in the Aug. 4 primary.

The event is scheduled for 6-9 p.m. Wednesday and will be broadcast/livestreamed by Salina Media Connection, Smoky Hills Public Television, and Facebook Live, according to information provided by the organization.

"As COVID-19 numbers have climbed in Saline County, several candidates had expressed their concern about the ability to safely have a public event that would allow us to social distance,” said Lori Trow, Salina league president. “That is when we looked into doing a virtual event.”

Questions can be submitted to moderators and league members Ann Zimmerman and Abner Perney via email at <a href="http://contactus@LWVsalina.org">contactus@LWVsalina.org</a> or by text message to the Salina league's cellphone at 785-515-8721. Questions can be submitted either prior to the event or during the event.

Candidates and moderators, timers and media questioners will sit at least six feet apart and be wearing clear face shields so the audience can see their faces as they ask and answer questions, Trow said. All others will be wearing masks, with sanitation taking place during breaks. Out of concern for public safety, no others will be admitted to the venue.

“With COVID-19, we still want to be able to do our forum; but in the best interest of the community, we are not doing it with an audience,” she said. “We do encourage people to send questions to our email or text the league’s cellphone.”

Trow said candidates who have contested races on the Aug. 4 primary ballot have been invited. They include Saline County attorney candidates Brock Abbey and Jeff Ebel, county commission incumbent Rodger Sparks and his Republican challenger Randy Duncan, Kansas House of Representatives District 71 incumbent Diana Dierks and her Republican challenger Steve Howe and Democratic candidates Dr. Phil Black and Ryan Holmquist, and Kansas Senate District 24 incumbent Randall Hardy and challenger J.R. MANHATTAN – Many home gardeners in Kansas are bringing in the bounty from their spring and summer work these days, so Ward Upham understands if the last thing they are thinking about is planting vegetables.

But if they want to keep the harvest going through fall, that’s exactly what they should do.

“Fall gardens will often produce higher quality, more tasty cool-season crops if the vegetables mature during cooler, less stressful temperatures,” said Upham, a horticulture expert at Kansas State University.

For fall gardens, a guideline of when to plant common crops includes:

Mid-July:&nbsp;Plant potatoes if you can find them, or if you saved seed potatoes. Do not use freshly dug potatoes because they have a built-in dormancy that will prevent growth. Grocery store potatoes are often treated so that they don’t sprout.

Cabbage, broccoli and cauliflower can be started from seed at this time. These crops are generally transplanted in mid-August.

Late July.&nbsp;Plant seed beets, carrots and beans.

Late July to early August.&nbsp;Plant seed spinach and long-season maturing lettuce.

Second week of August.&nbsp;Transplant cabbage, broccoli and cauliflower to their final location.

Mid- to late August.&nbsp;Plant seed radishes and leaf lettuce.

Upham said gardeners should plant seeds slightly deeper than they would have in the spring because the seed stays cooler and the soil around the seed remains moist longer.

“Plant seeds more thickly and then thin the plants later,” Upham said. “You may need to put up fencing to protect the plants from rabbits.”

He said gardeners should plan to water more frequently; seeds should not be allowed to dry. 

“Overhead watering often causes soil to crust, making it more difficult for young plants to emerge. Prevent this by applying a light sprinkling of peat moss, vermiculite or compost directly over the row after seeding.

“Even better,” he adds, “use a soaker hose or drip irrigation right next to the row to allow water to slowly seep into the ground.”

Upham said there is no need to fertilize the ground before planting crops. He suggests applying a side dressing two weeks after transplanting crops, or four weeks after sowing seed by applying two tablespoons of 16-0-0 fertilizer, or one tablespoon of 27-3-3 or 39-3-4 fertilizer per plant.

“You can also use a liquid fertilizer, such as Schultz, Peters, Miracle-Gro or Rapid Grow, according to label directions,” he said. “It would be a good idea to wash off the leaves with clean water to prevent burn from the fertilizer.”

A transformation, from a school building to a building that will house the memories and artifacts of the 131 history of St. John's.  We are excited to begin the moving of artifacts into the newly remodeled building. 

Walls have been removed, new lighting installed along with air conditioning units,security system, all rooms and outside painted, new flooring, and a face lift on the outside.  This building will be a place of honor, recognizing all the Old Boys that have walked on the hallowed grounds of St. John's.

Soon, the moving of our beloved Muleskinner monument, Loy/Guernsey Memorial pillars, and the busts of COL. Ganssle, COL. Keith Duckers, COL. Remy Clem, D. Dale Browning and COL. Paul H. Kellogg will be given permanent residence next to the museum.

Even though this project has been a group effort, ranging from Old Boys, former staff and faculty from St. John's, and Board of Trustee members helping out, it is the work of three individuals that have dedicated their time and talents.  Dale Browning, Mike Wagner and Kent Tretheway have spent countless hours overseeing the project, to make sure every detail is perfect as this will be a museum for all to be proud.   Kent, project coordinator and museum curator,  lives on campus for the time being and unlocks the buidling every morning at precisely 6:30 am and finishes approximately 5 pm.   Mike spends a good part of his day on the phone, answering questions about the museum, and gathering volunteers for help on the project.  Dale has spearheaded the project and met with administrators of St. Francis to ensure a museum for all Old Boys. Salute to Dale,  Mike and Kent... Old Boys that take pride in their work and we appreciate them deeply for devoting their time to the brotherhood.

Work has begun on St. John's Military School Historical Museum

Easements, software, an executive session, and the budget are among the items on the Salina City Commission agenda for Monday.

Commissioners are scheduled to begin with a study session at 2:30 p.m. Monday in room 107 of the City-County Building, 300 West Ash Street. The agenda for the study session is as follows.

2:30 p.m. – Budget: Comprehensive Fee Schedule, Pay Plan, Revenues, and Issues and Options. (A budget discussion also is scheduled near the end of the regular meeting.)

The regular commission meeting is scheduled to begin at 4 p.m. in room 107. A time for public comment is scheduled near the beginning of the meeting.

Commissioners are scheduled to consider a resolution authorizing the city manager to  execute  agreements  for  acquisition and authorizing the mayor to execute acceptances of the public utility easements   needed   for   the   South   Well   Field   and   Water   Treatment   Plant Improvement  Project.

Other items on the city agenda for Monday include the following.

•Consider Resolution No. 20-7844 authorizing the mayor to sign an order form entering into a three-year agreement with Quick Base, Incorporated, for data management and process automation software.

•Consider authorizing the fire department to utilize sole source purchase of a remounted ambulance.

•Consider Resolution No. 20-7845 addressing the meeting schedules of City of Salina subordinate boards and commissions and repealing Resolution No. 20-7824 and Resolution No. 20-7834.

ABILENE -- Employees of Memorial Health System (MHS) recently wore blue jeans at work for a Jeans Day fundraiser. 

Employees who made a donation of at least $5 were allowed to wear blue jeans on the last Friday of June. A total donation of $330 was presented to Laundry Love of Abilene.

The Laundry Love initiative consists of regular opportunities to come alongside people who are struggling financially by assisting them with their laundry. Laundry Love of Abilene is a local program directed by Holly Walker in partnership with The Cedar House in Abilene. Laundry Love fosters community participation within a neighborhood through the many layers of connection it inspires. Laundry Love partners with groups, and local laundromats, in cleaning clothes and linens of families and individuals.

Every third Thursday, from 6-8 p.m., up to five loads of laundry are free per family. The event is free to anyone with no restrictions. Donations of laundry supplies or monetary donations can be made in Abilene at Abilene Nutrition, 300 North Cedar, and Benjamin F. Edwards, 102 Northwest Third Street. 'The Alice Network' topic of next virtual Ike Book TALK program

LAWRENCE — The University of Kansas Department of Theatre &amp; Dance recognized 78 students as recipients of its year-end awards and scholarships, totaling nearly $200,000 in financial support.

“We are thankful for the many generous alumni and friends whose donations help our students pay bills, alleviate stress and open doors to future opportunities. Our year-end awards and scholarships give us a chance to celebrate some of our students’ many stellar accomplishments and make a real difference in helping them achieve their goals,” said Henry Bial, professor and department chair.

The department has more than three dozen named scholarships and awards given out each year. The Kilty Kane Award, the highest award that can be given in recognition of outstanding contributions made to the University Theatre by a student leaving the program, was presented to Elsa Bernauer, of Leawood, who completed her bachelor's degree in theatre performance. The Kuhlke Humanitarian Award was presented to Lusie Cuskey, of Louisville, Kentucky, who completed her doctorate in theatre studies.

The Elizabeth Sherbon Award, the highest award that can be given in recognition of a student in the dance program, was presented to Maya Gold, of Vernon Hill, Illinois, now a junior in dance.
