Saline County Jail Bookings, Nov. 19

MCPHERSON, Kan. — On Monday, November 18, 2024, the DUI Victims Center of Kansas met with the McPherson County Sheriff’s Office to deliver information pamphlets, Victim memorial magnets and to recognize two deputies for their efforts in DUI enforcement.

It is the mission of the DUI Victims Center of Kansas to provide services to victims, survivors and their families and increase awareness of the traumatic human consequences of the choice to drive impaired. Drunk driving is a choice. Drugged driving is a choice. Distracted driving is a choice. These are all choices that kill and injure innocent people. In 2023, more than 2,030 impaired driving crashes occurred on Kansas roadways.

The DUIVCK presented the McPherson County Sheriff’s Office with a certificate of awareness for participation in the DUIVCK holiday memorial drive for victims of DUI. Recognized for their efforts in DUI enforcement and traffic safety were Deputy Rahe and Deputy Webb.

Deputy Rahe has been employed with the Sheriff’s Office since February of 2019 and has previously been recognized by MADD and the DUIVCK for his DUI enforcement and prevention efforts. Deputy Rahe said, “the very idea that many impaired drivers think ‘oh I didn’t hurt anyone this time, or it’s just a few miles’, is a very big problem. Maybe nobody got hurt today, but driving impaired the next time, could be the catastrophic day you thought would never happen. I appreciate the DUIVCK for recognizing both mine and Deputy Webb’s efforts and for assisting us by being an important resourceful agency for the state. Traffic safety and enforcement is a huge part of our job, it makes our communities safer, our roads safer and it goes hand in hand with criminal enforcement efforts such as with drug and theft offenses.”

Deputy Webb has been employed with the Sheriff’s Office since August of 2023 and is proving to be a valuable asset to the McPherson Law Enforcement Community. Deputy Webb added, “I appreciate the efforts of the DUI Victims Center of Kansas for all that they do, and I appreciate their recognition for our enforcement of DUI offenses on our roadways. Traffic enforcement is an important part of our jobs and in my opinion is crucial to keeping our roadways safe for both local traffic and visitors to our community. Impaired driving is extremely dangerous for all those involved and removing those drivers saves lives every time.”

Sheriff Montagne noted that the DUI Victims Center of Kansas is an integral part to helping prevent impaired driving in Kansas and for aiding those effected by this senseless act. “I thank the DUIVCK for their partnership with my agency, we are proud to work with them to save lives and assist victims of tragic DUI incidences. Deputy Webb and Deputy Rahe work diligently every day to make sure our roadways are safe for everyone during their travels, and their hard work is very much appreciated. These two deputies have accumulated more than 1600 traffic contacts this year alone and I think that says a lot.”

Starting today,&nbsp;Evergy Kansas customers&nbsp;who need financial assistance keeping their heat on this winter can&nbsp;apply for the 2025 Low Income Energy Assistance Program (LIEAP).

Kansans can apply&nbsp;Monday, November 18 through March 31, 2025.

Evergy is one of five utilities partnering with the Kansas Department for Children and Families to help eligible Kansans receive assistance. LIEAP, administered through DCF, is a federally funded program that helps eligible households pay a portion of their home energy costs by providing a one-time per-year benefit. Customers may use it to restore or maintain electricity, natural gas, propane, and other home heating fuels.

The Kansas Department for Children and Families (DCF) announced this week that Kansans needing assistance with winter energy bills will be able to begin applying for its Low Income Energy Assistance Program (LIEAP) Monday, Nov. 18.&nbsp;Applications will be accepted until 5 p.m. March 31, 2025.

“Kansas winters can be harsh and unpredictable. When temperatures fall, heating bills rise. By opening the LIEAP application period in mid-November, we’re hoping families will have the help they need to cover those higher heating bills and stay warm in their homes,” said DCF Secretary Laura Howard.

LIEAP provides a one-time per year benefit to help qualifying households pay winter heating costs, whether the home is heated with electricity, natural gas, propane, or other home heating fuels. In 2024, over 40,000 Kansas households received an average benefit of $645.

To qualify, households must have an adult at the address responsible for the home's heating costs. Applicants must be at or below 150% of the federal poverty level.&nbsp;The level of benefit received varies according to household income, number of people living in the home, type of residence, type of heating fuel, and utility rates.

DCF and partnering energy companies are planning in-person events to help Kansans submit their LIEAP applications. Kansas Wesleyan will continue its School Days initiative with a trio of basketball contests this winter, according to information released by the university Sunday.

At the Dec. 4 doubleheader against Sterling, anyone with USD 435 (Abilene) or USD 473 (Chapman) is eligible for two free tickets. Individuals involved with USD 400 (Smoky Valley) can make plans to attend the Jan. 25 doubleheader against Friends, free of charge, while USD 239 (Minneapolis) can do so Feb. 1 for games against Saint Mary.

Students, staff, administrators and instructors from each of these USDs are eligible for two free tickets to the games in question, on the dates above. Free tickets will be limited to 400 total and are available via walk-up on game day. They are good for admittance to the men’s game, women’s contest or both.

The use of USD IDs is appreciated but not required.

“It’s important for us to give back to the communities around us,” said Miguel Paredes, director of athletics. “We hope to see big crowds at each of these games and create new fans of Coyote basketball!”

KWU continues School Days initiative with free tickets to upcoming basketball games

The Saline County Treasurer's Office would like to remind all taxpayers that the first half of 2024 property taxes is due by December 20, 2024. This deadline applies to all residents of Saline County and is essential for ensuring the continued provision of vital county services.

The 2024 tax statements are scheduled to be mailed to property owners around the week of November 20, 2024. Taxpayers should note that the second half of 2024 taxes is due May 12, 2025.

Taxpayers should include the remittance stub from the bottom of their tax statement with their payment and indicate on the stub if they require a paid receipt to be returned to them. In case of misplaced or lost tax statements, the Treasurer’s Office is ready to assist. 

Please contact the office at 785.309.5860 or via email at sc.treasurer@salinecountyks.gov to obtain the amount due and tax ID number and request a statement copy via email or mail.

Additionally, if 2023 taxes remain unpaid, interest is now accruable. We advise taxpayers to contact the Treasurer’s Office for the correct amount before making the payment.

This deadline applies to all residents of Saline County and is essential for ensuring the continued provision of vital county services.The 2024 tax statements are scheduled to be mailed to property owners around the week of November 20, 2024. Taxpayers should note that the second half of 2024 taxes is due May 12, 2025.Taxpayers should include the remittance stub from the bottom of their tax statement with their payment and indicate on the stub if they require a paid receipt to be returned to them. In case of misplaced or lost tax statements, the Treasurer’s Office is ready to assist. Please contact the office at 785.309.5860 or via email at sc.treasurer@salinecountyks.gov to obtain the amount due and tax ID number and request a statement copy via email or mail.Additionally, if 2023 taxes remain unpaid, interest is now accruable. KHP working numerous accidents in Saline County

From Monday, November 18, through Friday, November 22, Circle C Paving &amp; Construction of Goddard, Kansas will continue work on the City of Salina’s annual pavement crack sealing project by sealing cracks in the following streets, weather permitting.

• Saddlebrook from Eaglecrest to North End

The work will take place between the hours of 8 a.m. and 5 p.m. Access to properties within work zones will be maintained at all times. “Road Work Ahead” signs will be placed in advance of work zones, and temporary single-lane closures are to be expected. Motorists are asked to proceed with caution when approaching work zones for the safety of the crews performing the work.

The annual crack and joint sealing program is an important and costeffective preventive maintenance component of the City of Salina’s annual street repair program. Crack sealing the pavement helps prevent water from penetrating into the pavement structure or sub-base material and aids in reducing a number of pavement problems which include: crack spreading; formation of voids under pavement; swelling and shrinking of sub-base materials; freeze-thaw action; alligator cracking; potholing; and complete failure. 

Because of its importance and cost- effectiveness, the Department of Public Works strives to seal each asphalt street in Salina no less often than every seven years.

The scheduled work described above is the thirteenth installment of the City of Salina’s 2024 Crack Seal annual maintenance project. The full project cost of all installments totals $498,000.

Saline County Jail Bookings, Nov. 18

For more than a quarter-century, the Georgetown Santas have delighted visitors with their annual holiday tradition in Salina, and this December will be no different. The Georgetown Santas event will take place December 21-23 from 6:30 to 9:00 p.m. each evening on Georgetown Road.

During the three-night event, the Santas and their cheerful team of elves will hand out candy and freshly popped popcorn to visitors, spreading the Christmas spirit to all who stop by.

The tradition began in 1999 with Santa Jack Schmiedeler, who stood at the end of his driveway, waving at passersby and handing out candy to those who stopped. The following year, Santa Paul McDaniel joined the effort, and soon, Santas Pete Martin, Mike Chaput, and Mel Augustine became part of the team. With their growing group of helpers—Justin Martin, Virgil Michaelis, and Larry Thompson—the Santas added freshly popped popcorn to their offerings.

What started as a small gesture has grown into a cherished Christmas tradition, drawing thousands of visitors each year. From local neighbors arriving on foot to travelers from out of state, the Georgetown Santas greet everyone with joy. Each season, they distribute hundreds of pounds of candy, thousands of candy canes, and more than 350 pounds of popcorn over the course of the event.

Saline County Jail Bookings, Nov. 17

Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 3.4% in October. This is an increase from 3.3% in September and an increase from 2.6% in October 2023, according to a media release from the agency.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment decreased by 200 from September. Total nonfarm includes private sector and government employers. Private sector jobs decreased by 1,500 over the month, while government increased by 1,300.

The unemployment rate in Saline County is up slightly from 2.8 percent in September to 3.1 percent in October The rate is also up in Dickinson County but dropped from 5.7 to 4 percent in Ellsworth County.&nbsp;

“Job estimates for the private sector in Kansas have increased by 1.3% over the year, despite a small decline over the month in October,” said labor economist, Emilie Doerksen. “Nominal hourly earnings also experienced strong growth over the year, increasing by 5.1%.”

Since October 2023 Kansas’ seasonally adjusted total nonfarm jobs have increased by 20,900. This change is due to an increase of 15,900 private sector jobs and an increase of 5,000 government jobs.

Jobless rate up slightly in Saline County

The Kansas Bureau of Investigation (KBI) completed its investigation into the July 24 officer-involved shooting resulting in the death of Jesse Wray, of Salina.

KBI’s investigation included shooting reconstruction, forensic testing of evidence, interviews of witnesses and first responders, autopsy, and a review of video footage including body-worn cameras, dashboard cameras, and surveillance videos. These investigative efforts resulted in a thorough understanding of the events of this critical incident.

Findings indicated that when officers from Salina Police Department (SPD) took Larry Wray Jr. into custody on a warrant, an officer saw Jesse Wray inside the detached garage, pointing a gun at him. Jesse Wray had a warrant for his arrest, so officers retreated and called for further assistance. Additional SPD officers and the Kansas Highway Patrol (KHP) arrived on scene, and were made aware that Wray was in possession of a firearm. Wray did not comply with multiple commands to “come out with your hands up” and similar directives.

After a period of time, officers observed smoke and flames coming from the garage, and the garage door began to open. A female subject exited the garage first, with her hands up, and Wray ran out behind her. Wray ducked behind a parked truck in the driveway where he crouched in what appeared to be a shooting stance, extending his hands in front of him and toward officers. Two officers from SPD fired nine rounds, but no rounds struck Wray.

Wray then ran to the west side of the garage where KHP troopers and a SPD officer were positioned. He emerged face-to-face with them. A trooper and an SPD officer fired four shots, fatally wounding Wray. Only 6.35 seconds passed from the initial gunfire at the front of the garage to the final shots on the west side.

The Office of the State Fire Marshal investigated the fire that occurred in the unattached garage. They determined the fire was intentionally set. A black BB gun, that was manufactured to look like a revolver, was recovered inside the fire-damaged garage.

On Nov. 4, the KBI received a letter from Saline County Attorney Jeffery Ebel summarizing his review of the officer-involved shooting case. He stated, “The video is clear that there is not a gun in his hand at this time [when Wray exits the garage and takes position], however, the gesture and body posture would lead any reasonable person to believe that a gun was being raised and pointed at officers.”

In reference to the subsequent shots fired by the trooper and SPD officer, County Attorney Ebel determined, “Both officers stated they heard shots from a handgun and both attributed those shots to Wray, as they knew he had a gun and heard yelling.”

“Under Kansas law, and the facts of the case, I conclude that the officers are immune from prosecution and no criminal charges can be filed against the officers because any reasonable officer would believe that the use of deadly force was justified,” said Ebel.

UPDATE: KBI releases findings on July fatal officer-involved shooting in Salina

The other weekend I watched two deer wander out of a creek bed and meander through a meadow until they caught a scent they didn’t like and took off running. After a few strides, it was difficult to pick out their tan hides against the khaki grasses as they ran toward the tree line in the distance.

I was walking in a local park at the time so I could safely admire the quick, graceful escape. There’s been plenty of times where I wasn’t so happy to see a herd of deer galloping, mainly along the side of the road when I’m driving.

Thankfully I’ve never had the misfortune of hitting one with a vehicle, though there’ve been several close calls. Oddly, though, my close encounters have usually come during the summer months rather than this time of year when deer are more active when people are likely to be heading to and from work.

There are plenty of reasons for fall to be the peak season for vehicles to collide with deer, but the main ones are the animals are most active at dawn and dusk. In the fall, that activity coincides with most peoples’ commutes. It’s also the time of year deer wander farther than normal and are less wary of potential hazards as they seek to find a mate, which increases the chances they cross paths with you.

The Kansas Department of Parks and Wildlife has the following advice on how to avoid deer collisions:

Watch for more than one deer, as they seldom travel alone.

-Reduce speed and be alert near wooded areas or green spaces such as parks or golf courses and near water such as streams or ponds.

-Deer crossing signs indicate where high levels of deer/vehicle crashes have occurred in the past.

-Use your bright lights to help you detect deer as far ahead as possible. 

-Don’t swerve to avoid hitting a deer – the most serious crashes sometimes occur when drivers swerve and collide with another vehicle or run off the road and hit an obstacle.

-Always wear a seat belt and use child safety seats for the kids.

If you’re driving in Kansas anytime of year, these tips will serve you well, but they’re especially important in the fall. After a few strides, it was difficult to pick out their tan hides against the khaki grasses as they ran toward the tree line in the distance.I was walking in a local park at the time so I could safely admire the quick, graceful escape. There’s been plenty of times where I wasn’t so happy to see a herd of deer galloping, mainly along the side of the road when I’m driving.Thankfully I’ve never had the misfortune of hitting one with a vehicle, though there’ve been several close calls. Oddly, though, my close encounters have usually come during the summer months rather than this time of year when deer are more active when people are likely to be heading to and from work.There are plenty of reasons for fall to be the peak season for vehicles to collide with deer, but the main ones are the animals are most active at dawn and dusk. In the fall, that activity coincides with most peoples’ commutes. It’s also the time of year deer wander farther than normal and are less wary of potential hazards as they seek to find a mate, which increases the chances they cross paths with you.The Kansas Department of Parks and Wildlife has the following advice on how to avoid deer collisions:Watch for more than one deer, as they seldom travel alone.-Reduce speed and be alert near wooded areas or green spaces such as parks or golf courses and near water such as streams or ponds.-Deer crossing signs indicate where high levels of deer/vehicle crashes have occurred in the past.-Use your bright lights to help you detect deer as far ahead as possible. -Don’t swerve to avoid hitting a deer – the most serious crashes sometimes occur when drivers swerve and collide with another vehicle or run off the road and hit an obstacle.-Always wear a seat belt and use child safety seats for the kids.If you’re driving in Kansas anytime of year, these tips will serve you well, but they’re especially important in the fall.
