If you are a motorist wanting to pass a Kansas Department of Transportation (KDOT) truck plowing snow or putting down salt or brine to fight ice, you might not realize why it is moving so slowly.

It comes down to physics and performance.

Fact, the physics: A KDOT plow truck weighs around 26,300 pounds – and that’s unloaded – while the average vehicle weighs about 4,000 pounds.

The KDOT operator is trying to keep all that weight under control in slippery conditions while pushing snow with a plow in front and maybe a wing plow on the side. That’s a lot of force exerting from different directions to keep under control.

So the operating speed for the plow truck in those conditions is well under normal highway speeds -- and may be as low as 10 mph when a blizzard cuts visibility.&nbsp;Just because the truck is so heavy doesn’t mean it won’t lose control on ice or packed snow.

One reason KDOT wants motorists to keep a distance behind snow-and-ice treatment trucks is this: beet juice and brine.

KDOT sometimes uses 10% beet juice with brine. The beet juice helps brine stick to pavement so the brine can melt ice or prevent it from forming, especially on elevated or exposed areas prone to freezing.

The beet-brine mix also can spray back on vehicles, especially if they are close enough to the KDOT truck applying the mix. It’s why KDOT recommends that motorists stay back 100 feet if possible.

District Five Engineer Brent Terstriep explains: “Depending on the storm, we may be pretreating the entire road section, or we may only treat structures, like culverts or bridges.&nbsp; When we spot treat, especially over a culvert, that is not extremely apparent to the motorist - that they are crossing a structure. They may get a surprise when the liquid is turned on.”

In addition, if the truck goes much over 30 mph when dropping salt, much of it can bounce off the roadway.

This is why KDOT asks the public to please be patient and keep a distance behind KDOT plow trucks, and, if possible, wait until the plow truck turns around before passing.

If you pass, please do so carefully – and remember&nbsp;that you might not see a wing plow jutting out seven feet from the side of the plow truck because of blowing snow or limited visibility.

“The most important thing to us is that everyone gets home safely -- the traveling public and our people,” said KDOT Wichita Area Superintendent David Lechner. “So we ask that you be alert and understand the speeds at which we have to work.”

Why that KDOT plow truck is not going faster

In anticipation of the new year, we asked a number of community leaders and officials what their hopes and wishes were for 2021. Not everyone responded, but those who did offered a glimpse of hope for a better new year.

Predictably, good health and well being were mentioned, as were kindness and caring about others.

Yes, 2020 has been a rough year to say the least. My main wish for 2021 is probably the same as everyone else’s...put an end to COVID-19. Several challenges will arise from COVID in regards to the 2022 budget. As yet, those challenges have not been totally identified. Even though COVID took center stage in 2020, a great deal was accomplished during 2020 for the Saline County Commission. Signing of a lease extension for the Expo Center, approving a contract for emergency equipment updates and of course, getting a new jail approved and moving forward with the project.

My wish for the new year is that the Salina Area United Way hits their $550,000 Campaign goal so we can support our community partners during these tough times as they provide crucial services to our community.

I have been very thankful that Salina’s economic activity in 2020 has not been as significantly impacted as other communities and that there has been continued confidence to invest in development in Salina through projects such as the Kubota &amp; Schwan’s expansions and the continued downtown investment. My hope for 2021 is that the Coronavirus vaccines are successful in overcoming the Covid-19 pandemic and our community physical and economic health return to normal and we can resume social interactions and activities.

My wish for the new year is a return to normal activities for our youth. The strain and stress put onto our youth through this pandemic has certainly taken a toll. Community leaders offer wishes, hopes for the new year

Winter weather advisories have been issued for some counties in our area as a winter storm will move into the state to help ring in the new year.

They replace the winter storm watches that were issued earlier in the week.

Additionally, the winter weather advisory for Saline County has been canceled.

The National Weather Service (NWS) in Wichita has issued a winter weather advisory for 9 p.m. Thursday to 3 p.m. Friday that includes the following counties in our area.

A wintry mix of precipitation with total snow accumulations of 3 to 6 inches and ice accumulations of around one tenth of  an inch are expected. Winds gusting as high as 35 mph also are forecast.

The highest snowfall amounts are expected  along and just east of the Kansas turnpike.

Plan on slippery road conditions. The hazardous conditions could impact the morning commute. Slow down and use caution while traveling.

NWS in Topeka has issued a winter weather advisory in effect from midnight to 6 p.m. Friday that includes Dickinson County.

Areas of light to moderate mixed precipitation are expected.  Total snow accumulations of up to 1 to 4 inches with some  locally higher amounts are possible from central to northeast  Kansas. Minor ice accumulations may be possible, mainly over  portions of far east central Kansas.

Plan on slick roads, making for hazardous driving conditions. Slow down and use caution while traveling.

Vehicle burglaries have dramatically increased during the past three months in Saline County.

Saline County Sheriff Roger Soldan said this morning that during the first nine months of 2020, three vehicles in the county were illegally entered. Since Oct. 1, there have been 37 reported cases, he said.

A number of those cases can be attributed to, in part, people leaving valuables in their vehicles and not locking the vehicles.

While Soldan can't positively say that one person is responsible for all of the vehicle burglaries, he does believe they are related.

"My sense is there's some connection," Soldan said this morning.

Soldan also noted that the incidents are not limited to one part of the county.

"We've had them all over the county," he said.

The most recently reported incident occurred sometime between 8 p.m. Tuesday and 7:30 a.m. Wednesday in the 7200 block of East Farrelly Road, Soldan said.

Steven Streit, 60, rural Gypsum, reported that during that time frame, someone entered his unlocked vehicle and took the following, Soldan said.

There also were two additional vehicle burglaries in Kipp, but nothing was reported stolen from those vehicles, Soldan said.

Each one of us needs someone we can look up to, learn from, and lean on for support. You’re never too successful, or too old, to benefit from a mentor. In fact, the moment you stop learning from others is the moment you stop growing.

You might be thinking,&nbsp;Okay, Ken,&nbsp;I’m all in. But how do I find a mentor?&nbsp;I’m glad you asked! Here are a few things to consider, along with steps to finding a mentor:&nbsp;

Are you ready to be mentored?

Before you ask someone to commit to mentoring you, you need to make sure you’re ready to&nbsp;be&nbsp;mentored. The most important sign you’re ready for a mentor is if you’re teachable. Listening to podcasts, reading constantly and learning from your friends and peers are all indicators that you’re ready for a mentor. If you’re not hungry for growth, then a mentor relationship is a complete waste of time.

As you start your search, look for someone who has disciplined&nbsp;<a href="https://www.kencoleman.com/articles/5-daily-habits-for-success" target="_blank">daily habits</a>&nbsp;and is committed to excellence. There are three specific qualities you should look for in a mentor.

Mentors are accomplished. Look for someone who’s climbed a mountain that you want to climb—someone who’s willing to share tactical advice on how to navigate your own path.

Mentors are also understanding. A good mentor will be empathetic and kind, because they’ve been down the same road you’re on. They know what it’s like to fail, get back up, and keep going.&nbsp;

Finally, mentors are caring. A true mentor is both kind and honest—someone who treats you with compassion, but is willing to share the hard truths you need to hear.

For most of us, asking someone to be your mentor is an opportunity to&nbsp;<a href="http://ttps/www.kencoleman.com/articles/conquering-fear" target="_blank">conquer fear</a>&nbsp;and take a risk. You can’t predict how they’ll respond. But honestly, what’s the worst that could happen?

There’s no proven way to ask someone to mentor you. You just need to be honest, kind, and respectful. You might feel nervous they’ll say no. That’s a possibility. You might need to have a few conversations before you find the right person.

A mentor/mentee relationship is a two-way street. Your mentor isn’t going to step into your life with a magic wand, and make your wishes come true. The more effort you put into your time together, the more you’ll grow.

Also, show up on time, and wrap up when you need to. One of my favorite examples of a mentor/mentee relationship comes from Oprah Winfrey’s life. As a young news anchor, Oprah approached Maya Angelou, and asked for just five minutes of the great poet’s time. When they met, Oprah honored her original request and wrapped up the conversation after five minutes. Oprah’s integrity made a huge impression on Angelou, and sparked a lifelong friendship.

Your mentor has conquered mountains. Accept that they can teach you, and approach them with a posture of humility, integrity, and respect. In every area of life, meeting the right people and developing genuine relationships is the key to changing the trajectory of your future. If you want to make your dreams a reality, you need to learn from people who are already living the dream!

COLEMAN: Never stop learning and growing

Today is Thursday, Dec. 31, the 366th and final day of 2020. 

On Dec. 31, 2019, the health commission in the central Chinese city of Wuhan announced that experts were investigating an outbreak of respiratory illness and that most of the victims had visited a seafood market in the city; the statement said 27 people had become ill with a strain of viral pneumonia and that seven were in serious condition.

In 1775, during the Revolutionary War, the British repulsed an attack by Continental Army generals Richard Montgomery and Benedict Arnold at Quebec; Montgomery was killed. 

In 1857, Britain's Queen Victoria decided to make Ottawa the capital of Canada.

McPherson County reports 80 new cases of COVID-19

Following is the Saline County COVID-19 update for Wednesday.

Sadly, we have been notified of four additional deaths due to COVID-19 since our last update on December 28. Fifty-eight members of our community have lost their lives to this virus.&nbsp;

There have been 142 new positive COVID-19 cases reported in Saline County since December 28. The total number of positive cases for Saline County has risen to 4,287.

The Health Department staff are now actively monitoring 1,741 cases. At least 2,488 have recovered. Salina Regional Health Center notified us that they currently have 31 hospitalized COVID-19 patients. Our dashboard has been updated with the latest information:

Following the proven public health guidance to slow the spread of COVID-19 continues to be extremely important for everyone to do. Please:&nbsp;

1. Wash your hands often, for at least 20 seconds with warm soapy water. Use hand sanitizer if you do not have access to soap and water.&nbsp;

2. Maintain physical distance between yourself and others of at least 6 feet or more.&nbsp;

3. Wear masks in public spaces as required by City Ordinance and County Resolution. You must cover your nose and mouth for masks to be effective.&nbsp;

A Salina man is out a $700 bicycle after it was stolen from his yard at Christmastime.

Salina Police Captain Paul Forrester reported this morning that sometime between 8 a.m. on Dec. 24 and 7 p.m. Dec. 25, someone cut the chain that was holding the bicycle to a fence in the 36-year-old man's yard in the 1000 block of North Santa Fe Avenue. The bicycle, a light blue 29-inch Trek Marlin, was valued at $700, Forrester noted.

KIPP --  Another unlocked vehicle in the county was burglarized overnight. This time, the vehicle belonged to a Salina Police Department (SPD) officer.

Saline County Sheriff Roger Soldan said this morning that sometime between 8:30 p.m. Tuesday and 3:20 a.m. this morning, someone got into the unlocked personal vehicle of an SPD officer in Kipp and stole the following items.

Total loss was estimated at $5,036, Soldan said.

As he has multiple times before, Soldan reminded people to not leave valuables in their unattended vehicles.

"We obviously take the theft of police equipment, to include a department issued handgun, extremely seriously.  An Internal Affairs investigation will take place," Salina Police Chief Brad Nelson told Salina Post this morning.

Additionally, Soldan said that deputies were busy this morning taking two other vehicle burglary reports in Kipp and a third report south of Kipp.

Precipitation in much of area in quarter- to three-quarter-inch range

After disbursement Tuesday, Saline County has now expended 99.64 percent of the $11 million in Coronavirus Relief Funds awarded to the county by the State of Kansas as part of the federal CARES Act funding for states and local governments.

As part of the $2.2 trillion federal stimulus package known as the CARES Act, $150 billion was awarded to states and large local governments. Kansas received $1.25 billion, of which more than $240 million went to Johnson and Sedgwick counties based on population. Of the remaining $1.03 billion, the Governor’s Task Force on Strengthening People and Revitalizing Kansas recommended (and the State Finance Council approved) awarding $400 million to Kansas counties based on their population and their impact from the COVID-19 disease. Saline County was awarded $11,026,434. 

The Saline County Commissioners agreed to accept this funding via Resolution and formed a citizen advisory committee to make recommendations on distribution. According to information from the county, the committee received more than 100 applications from local entities impacted by the pandemic. Their recommended allocation was approved by the county commission on Aug. 11 and by the State on Sept. 4.

Each of the 47 local schools, non-profit organizations, local governments and business representatives awarded funding in the approved plan was able to spend more than 50 percent of their funding awards by the Dec. 30 deadline, County Administrator Phillip Smith-Hanes noted in a news release. Thirty of the 47 expended 100 percent of their award amounts; unspent amounts from others were combined into a supplemental round of funding of $139,500. This provided additional funds to six of the original organizations and funded two new recipients, he reported.

Of the $11 million award, less than $40,000 remains unspent. On Sunday, President Donald Trump signed legislation extending the deadline for expenditure of funds. While the state has not yet announced a cut-off date for county expenditures, officials anticipate it to be in early March of 2021, Smith-Hanes noted. This will allow the community to utilize the remaining 0.36 percent of the funding awarded.

"The county would like to thank each of the organizations that stepped up to provide for the community with this funding, as well as the citizen volunteers of the advisory committee who reviewed applications and made recommendations," Smith-Hanes noted.

Saline County expends nearly all of its Coronavirus Relief Funds

Farm dogs hold a special place in the day-to-day operations of many family farms and ranches. For my family, our dog serves many important roles. Very quickly after our dog Rosie Bo was brought home to the farm as a tiny puppy, she assumed the role of head of farm security. Over the last few years, she has worked hard to ensure opossums avoid our porches, deer stay out of our yard, birds are made aware of a strict no fly zone near her human’s house, and all shadows of the night get a good barking.&nbsp; &nbsp; Although she has a huge, warm doghouse and a big barn full of hay, she has claimed a wicker chair on my front porch as her official post, which clearly allows her to remain on high patrol as she deems fit. I think she likes the spot because she not only can look over her territory, but she can also sit up and look into our living room to keep track of her humans. &nbsp; Our girl Rosie Bo is fierce yet also the most loving and loyal pup you will ever find. She’ll try to destroy any wild animal that enters her domain, yet she tolerates her humans like only a saint would. Many days while my kids have been home during remote learning, I will look out my kitchen window during a recess break only to see Rosie Bo donning a few yards of fancy pink ruffles around her neck while running around the yard with the kids. It’s a style like that from the Elizabethan era and it is quite becoming of Her Majesty. Rosie Bo’s fashion is usually always styled by a 5-year-old little girl who loves digging through my fabric box and clearly has graduated from dressing her baby dolls to now accessorizing the farm dog. &nbsp; More often than not this year, Rosie Bo has been allowed into the house to relax on the floor for a bit — usually in the absolute middle of any pathway traversed by her humans. I often wonder if she strategically places herself in these high-traffic areas in an attempt to trip her humans in the hopes they are carrying delicious morsels of food like Goldfish, string cheese or peanut butter sandwiches that she could help clean up. &nbsp; While her taste in human food is quite sophisticated, Rosie Bo also fancies treasures she can enjoy after finding them while on patrol throughout the farm. She’s very proficient in searching our pastures and recovering deer bones that she then brings to my yard and gnaws on while lying in the sun. She’s also impressively good at sniffing out mummified pests like squirrels, raccoons and opossums and bringing them back to her wicker porch perch for safe keeping. I often wonder what runs through the mind of the UPS delivery guy when he makes deliveries to my house — never quite knowing what he’ll find when leaving a package by our door. &nbsp; While our two kids have been home for remote school, Rosie Bo has become the third student in our learning environment. In the mornings, after she is allowed into the house, she’ll generally make a round through the kitchen to make sure there’s no cleanup work needed before she walks into one of the kids’ rooms to join a classroom Zoom meeting, listening to recitations of the alphabet by my daughter, and laying on the floor near my son as he works through his phonics lessons. Instead of gold stars, Rosie Bo generally knows she’s been a good pupil when she receives a special scratch behind her ear or on her belly and is told she’s a good dog. &nbsp; As the final days of 2020 wrap up and a new year is ushered in, my guess is that Rosie Bo will continue with her essential responsibilities on the farm with little hesitation. After all, it’ll just be another day for our farm dog doing what she does so well.

INSIGHT: A dog's duties

The new year brings with it holiday closings.

Both City of Salina and Saline County offices and facilities will be closed Friday, in observance of the New Year's holiday. Offices and facilities will resume regular hours on Monday.

Additionally, there will be no city sanitation collection on Friday. Instead, there will be a one-day delay in the Friday collection. The regular sanitation schedule will resume Monday.

The General Services Office, Household Hazardous Waste Facility, and the Salina Drive-thru Recycling Center will be closed Friday, with regular hours of operation resuming Monday.

The city landfill will be closed Friday, with regular hours resuming Saturday.
