The exhibit will continue the 40th anniversary of the Art is Ageless program, which produced its first calendar in 1981. This year, due to COVID-19, the exhibit will be at the Salina Art Center, 242 S. Santa Fe.

Entries of artistic works will be accepted from any area artist who is 65 years of age or older to exhibit and/or compete for an opportunity to be featured in the 2022 Art is Ageless calendar.

Artists may choose to enter works for exhibit only. For the competition, works must be completed after age 65 and have been completed in the past five years (since January 2016). There are nine categories, as well as designations of amateur or professional. Entries are due to Salina Presbyterian Manor, 2600 E. Crawford, by 5 p.m. Feb. 19. Salina Presbyterian Manor’s health care center continues to get high marks on infection control from the Centers for Medicare and Medicaid Services. 

Surveyors returned to the campus Monday to conduct a second COVID-19 outbreak-related survey, and again found no deficiencies, Salina Presbyterian Manor noted in a news release. The last survey was completed Nov. 9.

The campus also had zero deficiencies on a focused infection control survey in July and the community’s annual survey of the health care center in September. The community’s assisted living center also had zero deficiencies on a focused infection control survey last summer.

Focused infection control surveys hone in on a nursing facility’s adherence to Centers for Disease Control (CDC) and CMS guidance for infection control practices to prevent disease at the community. Communities are assessed on staff and resident education on hand hygiene and coughing/sneezing etiquette, cleaning, screening of employees and residents, effective transmission-based precautions, proper use/discarding of personal protective equipment and signage at entrances and resident rooms. Surveyors also examine the facility’s policies and emergency preparedness related to a pandemic or outbreak.

The Kansas Department of Aging and Disability Services (KDADS) conducts the surveys on behalf of CMS, the federal agency that sets licensing and quality standards for nursing facilities. Zero deficiencies means Salina Presbyterian Manor met all the standards for infection control in the community’s health care center.

“A zero-deficiency survey is always something to celebrate,” said Christian Gilbert, executive director. “To have four zero deficiency infection control surveys and zero deficiencies on an annual health care survey in the midst of a pandemic is something to be proud of. Our employees are commitment to our mission to provide quality senior services guided by Christian values.”

Senior living communities are surveyed annually by their licensing agency for compliance of regulations established by the Kansas Department of Aging and Disability Services (KDADS) and CMS. These regulations are designed to ensure a standard of care is met. By meeting this standard, senior living communities are able to renew their licenses and continue to provide care.

TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for Saline County RWD 2.&nbsp;This advisory is not related to COVID-19.

Customers should observe the following precautions until further notice:

●If your tap water appears dirty, flush the water lines by letting the water run until it clears.

●Boil water for one minute prior to drinking or food preparation or use bottled water.

●Dispose of ice cubes and do not use ice from a household automatic ice maker.

●Disinfect dishes and other food contact surfaces by immersion for at least one minute in clean tap water that contains one teaspoon of unscented household bleach per gallon of water.

●Water used for bathing does not generally need to be boiled. Supervision of children is necessary while bathing so that water is not ingested. Persons with cuts or severe rashes may wish to consult their physicians.

The advisory took effect on December 29 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE issued the advisory because of a loss of pressure in the system due to a line break. A failure to maintain adequate pressure can lead to a loss of chlorine residuals and bacterial contamination.

Regardless of whether the public water supplier or KDHE announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

Boil water advisory issued for Saline County RWD 2

A Salina man was arrested on multiple requested charges after an incident at a local hotel late Monday afternoon.

Salina Police Captain Paul Forrester reported this morning that officers were sent to the Ambassador Hotel, 1616 West Crawford Street, at 5:30 p.m. Monday for the report of a burglary in progress.

When they arrived at the hotel, the officers located a gold 1999 GMC Sierra backed into a stall on the north side of the hotel and an approximate four-foot by five-foot shattered window valued at $1,000. The pickup had been reported to officers in regard to two other theft cases in Salina, Forrester explained. Officers also found Maranda Fields, 42, of Wichita, sleeping in the truck, he noted.

While the officers were speaking with Fields, Nicholas Coleman, 26, of Salina, appeared inside the hotel carrying items to include two extension cords valued at $50, two dryer belts valued at $16, and three other miscellaneous cords valued at $30 Forrester reported.

According to Forrester, Coleman failed to comply with officers commands and ran back into the hotel. He was found inside the hotel and taken into custody, at which time he allegedly spit on one of the officers, Forrester reported.

Forrester noted that Fields was arrested on a requested charge of trespassing.

Coleman was arrested on the following requested charges, according to Forrester.

According to Salina Police Captain Paul Forrester, Deeanna Rebelez, 44, of Salina, reported that she was at the northeast corner of South Phillips Street and West Walnut Street and left her stroller by the curb for a few minutes. When she returned, she saw a male subject loading her stroller into a burgundy colored Chevrolet Avalanche. The incident occurred between 10-10:30 p.m. Monday.

Rebelez told police that she had numerous items in the stroller, including the following, Forrester noted.

Total loss was estimated at $1,064, Forrester reported.

The City of Salina has announced its locations for Christmas tree recycling.

Four park locations in Salina will accept and recycle Christmas trees into mulch through Jan. 31, 2021. The mulch will be used around newly planted trees and to surface nature trails.

Christmas trees must be free of ornaments, stands, netting and plastic bags. Yard waste will not be accepted.

City announces Christmas tree recycling locations

Higher education in America was already in trouble before the COVID-19 pandemic hit. In the mid-1980s, most states supported more public university costs. Some states paid two dollars for every dollar a student paid in tuition toward instructional costs. Some state’s schools were more expensive, some nearly free. But less that half of high school graduates went to college. And minimum ACT or SAT scores were required. Many graduated without school debt. By 2001, all states had moved to chasing student tuition.&nbsp; Some states essentially ended any tuition-assistance and were state universities in name only. Over 80 percent of high school graduates start a tertiary education (about 60 percent finish it). And student school debt today is enormous. &nbsp;

America’s lack of public support for education has been growing for four decades. The European Organization for Economic Cooperation and Development includes the U.S. in its assessment of high school students (PISA) and our students rank well below most other developed countries.&nbsp; Indeed, as public universities jockey for tuition dollars, foreign students—and their higher out-of-state tuition—have become an important source of dollars to subsidize education of U.S. students. Half of U.S. post-doc students are foreign-born as are 29 percent of full time STEM faculty.

Foreign student enrollment began to severely erode in 2017 due to restrictions on visas and stricter time-limits, especially for students from China. But this shift in attitude toward foreign students was felt widely by students abroad. Travel restrictions imposed to prevent the spread of COVID-19 has accelerated this problem. Meanwhile, the number of U.S. high school graduates will also decline after 2025.

At schools that shifted to all-online courses, students have expressed widespread dissatisfaction. Some want their money back for programs that they could not complete, or for which they feel the learning experience was inferior or ineffective. University faculty have long been pushed to present courses online and despite the coercion, most have found it inferior. In the case of labs and field work—essential in many professions—online doesn’t work. Nevertheless, despite students’ overwhelming response that face-to-face is better, the&nbsp;Chronicle of Higher Education, the newspaper of record, runs plenty of ads promoting online as the superior education of the future.

Community relations can take a hit when local college coronavirus infections have soared. Since college students often come from a far distance, efforts by universities to test and isolate on campus has worked to varying degrees. But travel back-and-forth from home in some cases has caused a spread. Many schools changed the fall semester so students did not return after Thanksgiving break. Spring break is being eliminated at many schools. And any outbreak could result in immediate changes in policy.

Weekend parties have become a big issue. On one side, some universities ordered a halt and enforced lockdowns. Others lamented that students-will-be-students and partying is inevitable. In different communities, different policies prevailed.

Community colleges, which were seen as the up-and-coming option for associate degrees and job training, and which mostly serve local communities, would seem to be at an advantage in not importing the virus from afar. But community college enrollment has taken a larger hit than four-year institutions, apparently because they serve students who are more affected by the severe economic downturn.&nbsp; &nbsp;

Except for research on the coronavirus, most other research has come to a halt, ending projects and stalling progress on masters and doctoral work. For campuses that had to shut down, research animals had to be euthanized. Social research was ended. Some students could not finish their research degrees. Those who finish their graduate degrees are facing a frozen job market with far fewer opportunities. &nbsp;

Public higher education still relies on some tax-based support in many states. The major cost is salaries. Public colleges are already planning to cut programs and staff. Since they have become tuition-based, many are cutting programs based on program enrollment. This was already occurring nationwide as fewer students take foreign languages. But other low enrollment fields such as physics and chemistry may also take serious cuts if this strategy is adopted. This will increase our reliance on foreign born scientists just at a time when we are losing them.&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;

Not all countries fund their educational institutions based on fluctuating tax revenue. Most countries value their colleges and universities and want their next generations in higher education. Only in the United States have we seen a growing anti-intellectual movement where a larger number of citizens no longer value higher education. That lack of respect for higher education was building before this pandemic and will not likely go away soon.&nbsp; &nbsp; &nbsp;&nbsp;

Some states paid two dollars for every dollar a student paid in tuition toward instructional costs. Some state’s schools were more expensive, some nearly free. But less that half of high school graduates went to college. And minimum ACT or SAT scores were required. Many graduated without school debt. By 2001, all states had moved to chasing student tuition.&nbsp; Some states essentially ended any tuition-assistance and were state universities in name only. Over 80 percent of high school graduates start a tertiary education (about 60 percent finish it). And student school debt today is enormous. &nbsp; America’s lack of public support for education has been growing for four decades. The European Organization for Economic Cooperation and Development includes the U.S. in its assessment of high school students (PISA) and our students rank well below most other developed countries.&nbsp; Indeed, as public universities jockey for tuition dollars, foreign students—and their higher out-of-state tuition—have become an important source of dollars to subsidize education of U.S. students. Half of U.S. post-doc students are foreign-born as are 29 percent of full time STEM faculty. Foreign student enrollment began to severely erode in 2017 due to restrictions on visas and stricter time-limits, especially for students from China. But this shift in attitude toward foreign students was felt widely by students abroad. Travel restrictions imposed to prevent the spread of COVID-19 has accelerated this problem. Meanwhile, the number of U.S. high school graduates will also decline after 2025. At schools that shifted to all-online courses, students have expressed widespread dissatisfaction. Some want their money back for programs that they could not complete, or for which they feel the learning experience was inferior or ineffective. University faculty have long been pushed to present courses online and despite the coercion, most have found it inferior. In the case of labs and field work—essential in many professions—online doesn’t work. Nevertheless, despite students’ overwhelming response that face-to-face is better, the&nbsp;Chronicle of Higher Education, the newspaper of record, runs plenty of ads promoting online as the superior education of the future. Community relations can take a hit when local college coronavirus infections have soared. Since college students often come from a far distance, efforts by universities to test and isolate on campus has worked to varying degrees. But travel back-and-forth from home in some cases has caused a spread. Many schools changed the fall semester so students did not return after Thanksgiving break. Spring break is being eliminated at many schools. And any outbreak could result in immediate changes in policy. Weekend parties have become a big issue. On one side, some universities ordered a halt and enforced lockdowns. Others lamented that students-will-be-students and partying is inevitable. In different communities, different policies prevailed. Community colleges, which were seen as the up-and-coming option for associate degrees and job training, and which mostly serve local communities, would seem to be at an advantage in not importing the virus from afar. But community college enrollment has taken a larger hit than four-year institutions, apparently because they serve students who are more affected by the severe economic downturn.&nbsp; &nbsp; Except for research on the coronavirus, most other research has come to a halt, ending projects and stalling progress on masters and doctoral work. For campuses that had to shut down, research animals had to be euthanized. Social research was ended. Some students could not finish their research degrees. Those who finish their graduate degrees are facing a frozen job market with far fewer opportunities. &nbsp; Public higher education still relies on some tax-based support in many states. The major cost is salaries. Public colleges are already planning to cut programs and staff. Since they have become tuition-based, many are cutting programs based on program enrollment. This was already occurring nationwide as fewer students take foreign languages. But other low enrollment fields such as physics and chemistry may also take serious cuts if this strategy is adopted. This will increase our reliance on foreign born scientists just at a time when we are losing them.&nbsp;&nbsp;&nbsp;&nbsp; &nbsp; Not all countries fund their educational institutions based on fluctuating tax revenue. Most countries value their colleges and universities and want their next generations in higher education. Only in the United States have we seen a growing anti-intellectual movement where a larger number of citizens no longer value higher education. That lack of respect for higher education was building before this pandemic and will not likely go away soon.&nbsp; &nbsp; &nbsp;&nbsp;John Richard Schrock has trained biology teachers for more than 30 years in Kansas. ELLIS COUNTY —Two people were injured in an accident just before 5p.m. Monday in Trego County.

&nbsp;The Kansas Highway Patrol reported a 2013 Ford Expedition driven by Garrett Todd Williams, 23, Marquette,&nbsp; was eastbound on Interstate 70 two miles east of U.S. 283.

The driver lost control due to the weather and struck a piece of pavement at the turn around. The SUV rolled and came to rest on its top in the median.

EMS transported&nbsp;Williams and a passenger Jeffery Todd Williams, 56,&nbsp;Geneseo, to the hospital in WaKeeney.

Both were properly restrained at the time of the accident, according to the KHP.

Of that total, 1,347 have either met Kansas Department of Health and Environment recovery guidelines or have died, and 24 of the active cases are hospitalized, the health department noted.

Sadly, we have been notified of six additional deaths due to COVID-19 since our last update on December 23. Fifty-four members of our community have lost their lives to this virus. There have been 113 new positive COVID-19 cases reported in Saline County since December 23. The total number of positive cases for Saline County has risen to 4,145. The Health Department staff are now actively monitoring 1,882 cases. At least 2,209 have recovered. Salina Regional Health Center notified us that they currently have 30 hospitalized COVID-19 patients. McPherson Fire Department warns of fundraising scam

The National Weather Service (NWS) in Wichita has issued a winter weather advisory in effect from 3-11 a.m. Tuesday for the following counties in our area.

Mixed precipitation is expected. Total snow accumulations of up to one inch and ice accumulations of around one-tenth of an inch are forecast.

Plan on slippery road conditions. The hazardous conditions could impact the morning commute. Slow down and use caution while traveling.

NWS: Snowy and icy over much of the area Tuesday morning

Three more unlocked vehicles were entered and items stolen, including a rifle, binoculars, and a welding helmet.

Saline County Sheriff Roger Soldan said this morning that sometime between 8 p.m. Tuesday and 8 a.m. Wednesday, someone entered an unlocked vehicle in the 6900 block of Thorstenberg Road and stole the following items.

A Remington .22 rifle in a case valued at $450

Additionally, sometime between 1-5:40 a.m. on Wednesday, someone entered an unlocked vehicle in the 200 block of East Third Street in Falun and stole the following items, Soldan said.

A DeWalt battery powered grinder valued at $200

Soldan also said that sometime between Dec. 21 and Saturday, someone stole a phone charger and three note pads (total value: $16) from an unlocked vehicle in the 3400 block of South Crest Lane.

Soldan said that these incidents were additional reminders for people to not leave valuables in their vehicles.

The Saline County Sheriff's Office today released a complete list of the items stolen from a farmstead east of Salina last week, however, the thief wasn't quite finished.

On Wednesday, Saline County Sheriff Roger Soldan reported that 14 buildings on a property in the 2900 block of East Old Highway 40 had been entered on Tuesday, with a number of locks and windows broken. Deputies were sent to the property Tuesday evening. Among the items report stolen was a red 2005 Arctic Cat 250cc two-wheel drive ATV valued at $3,585.

During his Wednesday report, Soldan said that a complete list of items stolen was being compiled. Other stolen items, which Soldan reported today, included the following.

A trail camera, located on the driveway, valued at $100

Another ATV stolen from farmstead east of Salina

Two brothers were arrested and another is being sought after a fight on north Old Highway 81 Saturday afternoon.

Saline County Sheriff Roger Soldan said this morning that deputies were sent to the 4700 block of North Old Highway 81 at 4:26 p.m. Saturday for the report of a fight. Two brothers, Carlito Morales, 30, of Solomon, and Anthony Morales, 29, of Salina, began arguing as the vehicle was traveling on North Old Highway 40, Soldan said. At some point, the vehicle stopped and the brothers got out and began fighting, he added.

A third brother who was not involved in the fight, Cordell Vazquez, 25, of Minneapolis, decided to leave and got into the driver's seat. As he was starting to pull away, Carlito Morales tried to get into the vehicle and was run over, causing scrapes and injury to his arm, Soldan said. A woman and a young child in a car seat also were in the vehicle, he said.

The vehicle was stopped on Old Highway 81 on its way to Salina, Soldan said.

Anthony Morales left the scene of the reported fight on foot and has yet to be found, Soldan said.

Carlito Morales was transported by EMS to Salina Regional Health Center, where he was treated and released, Soldan said. Carlito Morales was then booked into the Saline County Jail on the requested charge of domestic battery for the reported fight, he noted.

During the investigation, it was determined that Vazquez had four active warrants, Soldan explained. Vazquez was arrested on the warrants as well as the following requested charges, Soldan said.

2 brothers arrested, another sought after reported fight along North Old 81

The Saline County Road and Bridge Department has announced that it is closing part of Cloud Street for drainage work.

Cloud Street between Reese Road and Link Road was closed to through traffic today for replacement of a crossroad drainage structure. Weather permitting the roadway will be opened by the end of March 2021.

  Motorists are advised to allow a few extra minutes of travel time to reach their destinations.  Local and emergency traffic will be provided access to private property within the sections of closed road at all times but only from the side upon which the property lies.

County closes part of Cloud Street for drainage work

Rolling Hills Zoo (RHZ) is celebrating
the birth of the zoo’s second giraffe calf born in the Zoo.&nbsp; 

Since October 15th the RHZ staff has
been on high alert as they awaited the birth, which was expected to happen
sometime before Dec. 18.&nbsp;
(The gestation time for a giraffe is normally 13-15 months and Billie,
RHZ’s female giraffe, was in her 15 month at time of the birth.)

On Dec. 17 at 7:23 p.m., Billie gave birth to a healthy male calf.&nbsp;
&nbsp;Once the calf was born, Billie
went to work cleaning him and by 9:14 p.m. the calf was on his feet and taking
his first steps.&nbsp; Standing close to six
feet tall, the calf is nursing and doing well.&nbsp;
&nbsp;&nbsp;

As with any first time mother, there is
a heightened concern, not only about the pregnancy and birth, but also with her
mothering skills and the attention she will need to give to her calf.&nbsp;&nbsp; Fortunately for all concerned, Billie’s
pregnancy and delivery have gone well.&nbsp; 

“We are so excited for this little one’s
birth,” shared Kathy Tolbert, RHZ’s interim director.&nbsp; &nbsp;“Not
only does he carry on the legacy of BT, the male giraffe that we lost in
October, but he has also brought a bright spot to the Zoo in the midst of what
has been a challenging year for so many.&nbsp;&nbsp;
We look forward to introducing him to Zoo guests in the New Year.”

This was Btuanya’s (BT) second calf
sired, with the first being JoJo in 2016.&nbsp;
(BT passed away in October 2020.)&nbsp;
&nbsp;As the zoo’s ten-year-old female
giraffe, this is Billie’s first offspring.&nbsp;&nbsp;


Billie was born February 22, 2010, at Dickerson
Park Zoo, Missouri.&nbsp; Her parents were
both from Dickerson Park Zoo, mother – Gidget, who is now 28 years old, and father
– Stretch, who passed away at 23 years old. Billie arrived at Rolling Hills Zoo on Oct.
17, 2011.&nbsp; 

But it wasn’t until 2014 that Billie was
recommended for breeding with BT as part of the Species Survival Plan (SSP).&nbsp;&nbsp; At that time Billie would not allow BT to
breed with her so Zuri, RHZ’s other female giraffe, moved ahead &nbsp;of the rotation and ended up breeding with BT
first, giving birth to JoJo on Nov. 27, 2016.&nbsp;&nbsp; After JoJo’s departure from RHZ, the keepers
were able successfully breed Billie with BT in September 2019. 

At this time the giraffe barn is closed
for public viewing.&nbsp; The Zoo asks for the
public’s patience and understanding as they allow time for the mother and calf
to bond.&nbsp; It is also critical during this
time that the mother does not get spooked and accidently kick her calf. &nbsp;For now, only the keepers are entering the
building as necessary and the pair is being monitored via cameras throughout
the day and night.&nbsp; 

Once the keepers feel
that mother and calf are ready, an announcement will be made that the Giraffe
Barn Viewing Room is once again open to visitors.

The COVID-19 pandemic overshadowed all K-12 education news for the year 2020. Teachers and administrators dealt with funding changes, abnormal enrollment trends, teacher and “sub” shortages, curricular and academic challenges, and student management both face-to-face and online. Yet, some school boards and portions of the local government and public were more concerned with the baby-sitting function of school and impact on sports than on academic progress.

Early in the spring, decisions had to be made without a full understanding of the new coronavirus, its mode of transmission, the extent it would sicken and kill across various age groups, its response to warmer or colder seasons and more. While a surge in science research overwhelmed the publishing process, our low level of overall science literacy meant that behaviors that should have been based on science were determined by economics, politics and variable leadership.

At the K-12 level, it soon became evident that early elementary students were less likely to suffer severe symptoms. But for a few youngsters, a new Multisystem Inflammatory Syndrome in Children (MIS-C) is a serious inflammation of the heart, lungs, kidneys, brain, skin, eyes, or gastrointestinal organs. As of December 4, the CDC reported 1,288 children had MIS-C and 23 died. As of this date, we still do not know the extent young children, who are often asymptomatic, harbor and transfer the virus to classmates and particularly to older school staff.

Older students ramp up to the higher rates of adult symptomatic infection, making the decisions on high school policy different from elementary schools. Students lacking symptoms, including fever, make taking temperatures at entrances less effective.

Original mitigation efforts assumed the full range of washing hands, wiping down furniture, etc. But over time, data indicate that transmission by droplets and especially the invisible aerosols breathed out during talking, singing and cheering remain suspended for some time are a major mode of transmission. This makes group sports, band, orchestra and choral singing especially dangerous. Research soon showed a clear protection provided by face masks in holding in outgoing aerosols and reducing aerosol intake—protection for both the wearer and others. Worries that young students would resist wearing a mask were not realized; many were eager to wear the often decorated masks. Of course, accommodations were needed for students with asthma and similar conditions. &nbsp; Rapid dilution and dissipation of aerosols in outdoor air makes outdoor classes up to 17 times safer. Indoor classes with open windows and active circulation pulled that advantage indoors. Filtering indoor air through HEPA filters, similar to airliners, will be a major advantage too, but will require retrofitting school buildings over time. Where schools went fully online, large numbers of K-12 students disappeared, estimated at over 600,000 nationwide. Some were homeless, living with a parent in a car or couch-surfing, where school classmates and teachers provided their only stability. Many students lacked sufficient internet connections.&nbsp;Education Week,&nbsp;the K-12 newspaper of record, runs massive ads by digital companies hawking more expensive equipment and closing the “digital divide,” as the complete solution. But most students already possessing solid internet connections and laptops are falling behind. Online testing has increased cheating, mainly by students “cooperating” to find answers. Grades have dropped. Academic standards now take a back seat to social-emotional concerns. &nbsp; Measurement of the extent of learning loss varies from several months to the whole year, dependent on subject and the affluence of the school district. That also reflects the help from parents and others. Face-to-face contact with teachers provided critical mandated reporting of suspected child abuse. With less teacher contact, abuse reports are down but the increased poverty and stress has undoubtedly increased unreported child abuse. Schools had become an important source of nutrition under the free lunch program. With huge parent job losses, nearly one-third of our nation’s children are estimated to now be “food insecure.” Some schools use their buses to deliver meals. But the number of children served is now far less.&nbsp;&nbsp; &nbsp; K-12 education relies on tax-based support. The tax shortfall is providing an excuse for increasing the number of unqualified “teachers” and substitutes to replace those who have left.
