Following is the Saline County COVID-19 update for Monday.

We are sad to share that one additional death due to COVID-19 has been reported since our March 19 update, bringing the total number of our community members who have lost their lives to this deadly virus to 108. Salina Regional Health Center has notified us that they currently have one patient who requires hospitalization for COVID-19.

There have been 11 new positive COVID-19 cases reported in Saline County since our last update on March 19, which brings the total number of positive cases for Saline County to 6,039.

The Health Department staff are now&nbsp;actively monitoring 134 cases.&nbsp;At least 5,797 have recovered. Our dashboard has been updated with the latest information:

Saline County: 1 new COVID-19 death; 11 new cases

A variety of items are on the Saline County Commission agenda for Tuesday.

The meeting is scheduled to begin at 9 a.m. in room 107 of the City-County Building, 300 West Ash Street. A time for public comment is scheduled near the beginning of the meeting.

County Commission meetings are now available by several options. The Board of County Commissioners encourage citizen participation in local governance processes. Making every effort to be in compliance with the Kansas Open Meetings Act (KSA 75-4317). Everyone is invited to participate in meetings. Commissioners are scheduled to consider a request from the Department of Senior Services to accept a $4,219 grant from the Greater Salina Community Foundation. The funds would be used to purchase pet food that would be delivered to Meals on Wheels customers who have pets.

The Road and Bridge Department is requesting that commissioners approve entering into an agreement with Cartegraph Solutions for software used by the department to manage workflow, track assets, log traffic counts, and track vehicle and equipment maintenance, shop and yard inventory, and aggregate usage. The cost ranges from $28,340.26 for one year to $30,066.19 for three years.

Commissioners also are scheduled to consider a  request from the Information Technology Department to spend $35,000 with Eagle, Inc., of Salina for a data center technology upgrade. According to information in the commission meeting packet, the upgrade is needed "in order to meet Saline County's current and future data storage requirements."

Additionally, commissioners are being asked by the Road and Bridge Department to accept a bid from APAC-Kansas for hot-mix asphalt pavement, profile milling, and aggregate shoulder construction. The bid is in the amount of $1,013,695.57. Locations included in the bid include the following.

●Old Highway 81 from Kansas Highway 143 to the Saline/Ottawa county line. The project includes adding a three-foot asphalt widening on both sides of the pavement.

●West Old Highway 40 from Interstate 135 (I-135) east to the city limits of Salina. The project includes a three-foot asphalt widening from I-135 to the State Street intersection.

●State Street from west Old Highway 40 east to the Salina city limits.

●West North Street from the UPS building east to West Old Highway 40.

MANHATTAN – If you’re planning to plant a tree in your yard this spring, there are some steps you can take to make sure your new landscape has its best chance of success.&nbsp;

Kansas State University horticulture expert Ward Upham shares the following ten rules for planting trees:&nbsp;

Select the right tree for the site.&nbsp;To avoid serious problems,&nbsp;<a href="http://hnr.k-state.edu/extension/info-center/recommended-plants/index.html" target="_blank">choose trees that are adapted to your location.</a>&nbsp;Consider whether the tree produces nuisance fruit or if there are disease-resistant varieties available. For example, there are a number of crabapple varieties that are resistant to apple scab and rust diseases. Also consider the mature size of a tree to be sure you have enough room. Ask a local nurseryman for suggestions for trees adapted to your area.&nbsp;

Keep the tree well watered and in a shady location until planting. When moving the tree, lift it by the root ball or pot and not by the trunk.&nbsp;

Before planting, remove all wires, labels, cords or anything else tied to the plant.&nbsp;If left on, they may eventually girdle the branch to which they are attached. The root flare (point where trunk and roots meet) should be visible. If it isn't, remove enough soil or media before planting so that it is.&nbsp;

Dig a proper hole.&nbsp;Make the hole deep enough so that the tree sits slightly above nursery level. Plant the tree on solid ground, not fill dirt. In other words, don't dig the hole too deep and then add soil back to the hole before placing the tree.&nbsp;

The width of the planting hole is very important. It should be three times the width of the root ball. Loosening the soil outside the hole so it is five times the diameter of the root ball will allow the tree to spread its roots faster.&nbsp;

Remove all containers from the root ball.&nbsp;Cut away plastic and peat pots; roll burlap and wire baskets back into the hole, cutting as much of the excess away as possible. If you can remove the wire basket without disturbing the root ball, do it. If roots have been circling around in the container, cut them and fluff them out so they do not continue growing so that they circle inside the hole and become girdling roots later in the life of the tree.&nbsp;

Backfill the hole with the same soil that was removed.&nbsp;Amendments such as peat moss likely do more harm than good. Make sure the soil that goes back is loosened - no clods or clumps. Add water as you fill to ensure good root to soil contact and prevent air pockets. There is no need to fertilize at planting.&nbsp;

Don't cut back the branches of a tree after planting except those that are rubbing or damaged.&nbsp;The leaf buds release a hormone that encourages root growth. If the tree is cut back, the reduced number of leaf buds results in less hormone released and therefore fewer roots being formed.&nbsp;

Water the tree thoroughly&nbsp;and then once a week for the first season if there is insufficient rainfall.&nbsp;

Mulch around the tree.&nbsp;Mulch should be 2 to 4 inches deep and cover an area 2 to 3 times the diameter of the root ball. Mulching reduces competition from other plants, conserves moisture and keeps soil temperature closer to what the plants' roots prefer. &nbsp;

Stake only when necessary.&nbsp;Trees will establish more quickly and grow faster if they are not staked. However, larger trees or those in windy locations may need to be staked the first year. Movement is necessary for the trunk to become strong. Staking should be designed to limit movement of the root ball rather than immobilize the trunk.&nbsp;

In selecting award winners, the Scholarship Committee considered proficiency in verbal and writing skills.&nbsp; Other important factors are academic records, test scores, and community service in which the student may have participated.

Seven students have won Hansen Leader of Tomorrow scholarships.&nbsp; These awards are for $10,000 and may be renewable for three additional years.&nbsp; Renewal of scholarships is based upon continued regard for the principles, which guided the success of the late Dane G. Local, area students named Hansen scholarship winners

A Salina man was arrested after multiple incidents that included a pursuit through part of the county.

On March 15, a 37-year-old Salina woman went to the Salina Police Department lobby to report that her ex-boyfriend, Joshua Barrett, 33, of Salina, had taken her white 1999 GMC Yukon. She told police that she had parked the vehicle in the 500 block of Charles.

Salina Police Captain Paul Forrester reported this morning that the woman said that when she went to retrieve the vehicle, Barrett pulled her out of the vehicle by her hair and also took her LG cell phone. Total loss was estimated at $6,700.

At 5:52 a.m. Wednesday, officers were sent to the 2300 block of Edward Street in regard to a domestic disturbance with the same woman and Barrett, according to Forrester. Barrett was reported to have left on foot carrying a hatchet.

Officers located the stolen Yukon leaving the area at a high rate of speed. The vehicle went south on Edward Street and then east on East Magnolia Road. According to Forrester, the Yukon had a tag that was registered to a 1991 Chevrolet pickup to Barrett and the woman.

Forrester reported that officers attempted to stop the vehicle on East Magnolia Road, but it continued east to South Simpson Road and went south. A pursuit was initiated in the 2400 block of South Simpson Road.   Speeds reached approximately 90 mph, he noted. The Yukon then went east on East Water Well Road, and the officer discontinued the pursuit due to road conditions. 

At approximately 8:20 a.m. Wednesday, Saline County Sheriff's deputies were sent to South Woodward Road and East Farrelly Road -- southeast of Salina -- as the Yukon was reportedly hidden in a tree row at that location. Deputies saw Barrett in the driver’s seat and as they approached, he fled. The Yukon went south through a field to Mentor Road, east on Mentor Road and then south into another field. The vehicle made a wide turn and drove back out onto Mentor Road and went west.

Forrester reported that Kansas Highway Patrol troopers then took over the pursuit. Barrett was able to elude law enforcement personnel as the road conditions were poor due to recent rains.

At 6:27 a.m. Saturday, SPD officers were sent to the 2300 block of Edward for the report of Barrett lying on the back porch of a residence. According to Forrester, Barrett was located and taken into custody. He had the key to the Yukon in his possession.

Barrett was arrested on the following requested charges, Forrester noted.

Salina Public Library updates its service levels

DICKINSON COUNTY —A controlled burn in the 500 Block of Old Highway 40 in Dickson County got out of control and temporarily shut down portions of Interstate 70 on Sunday.

Just before 12:30p.m. sheriff's deputies responded to Interstate 70 near Fair Road after report of the out of control grass fire, according to Dickinson County Sheriff's Sgt. Brent Gering.

Solomon Fire Department was first to arrive on scene and quickly requested mutual aid.&nbsp; Grant Township Fire Department and Abilene Fire Department responded to assist.&nbsp; 

Due to high winds blowing north, the fire moved rapidly across a field, causing large amounts of smoke to cross Interstate 70 resulting in zero visibility.&nbsp; 

Due to the smoke, two non-injury motor vehicle accidents occurred.&nbsp; Each accident involved three vehicles.&nbsp; The Kansas Highway Patrol, Abilene Police Department and Chapman Police Department responded to Interstate 70 and assisted the Dickinson County Sheriff’s Office with closing Interstate 70 between Solomon Road and Abilene.

&nbsp;East and westbound traffic was temporarily diverted to allow a safe area for firefighters to work and to prevent further accidents.&nbsp; 

Multiple Fire Departments from across the region assisted including Saline County Districts 1 and 5, Fort Riley Fire Department, Grant Township Fire Department, Solomon Fire Department, Longford Rural Fire Department, Ottawa County Fire Department, Dickinson County District 1 Fire Department and Abilene Fire Department.&nbsp; 

The fire was extinguished just before 3p.m. and Interstate 70 reopened for normal traffic, according to Gering.

DICKINSON COUNTY —Firefighters responded to a Dickinson County grass fire Sunday afternoon.

Authorities have released few details. Kansas Department of Transportation officials did issue a smoke hazard alert for drivers traveling both directions on Interstate 70 west of Abilene to Solomon. Crews from Saline, Ottawa and Dickinson County were assisting. The fire was reported under control just after 2:30p.m.

Sheriff: 2 accidents on I-70 due to smoke from grass fire

“The COVID-19 Epidemic in China” was just published by World Scientific Publishers in Singapore. Authors are Yanyan Xiong of Zhejiang University at Hangzhou, China and Lawrence J. Lau of the Chinese University of Hong Kong, China. They are economists, not medical epidemiologists. But their data and graphs document China’s rapid response to the pandemic and return to near normal after the first three months of 2020.

Taiwan, South Korea, New Zealand, and to a lesser extent Japan, also managed to control the coronavirus long before the availability of vaccines. These authors earlier published in March 2020 in&nbsp;Asia Pacific Biotech News&nbsp;how “The lockdown in Wuhan has also been ended. Mainland China has now largely returned to normal”—the same time the first pandemic surge began in Europe and the U.S.

Compared to the coronaviruses causing SARS in 2003 and the Middle Eastern MERS, both with higher mortality rates of 10 and 30 percent, respectively, COVID-19 appeared to vary from a peak of 6 percent to 2.84 percent to 0.56 percent. It took the development of testing and time to understand that people could carry COVID-19 and never have symptoms but yet spread the virus.

This important biology underlies the successful business numbers, but is not fully addressed in this book. It was also soon realized that individuals who came down with COVID-19 were already contagious for several days before they became sick. This made this pandemic quite different from the SARS and MERS, and far more difficult to control transmission. By mid-2020, it became obvious that major transmission was occurring by aerosols and not by surface contact, again different from SARS and MERS. So while the death rate was far less than these other coronaviruses, and perhaps only 15 times higher than the average seasonal flu, the aerosol transfer among asymptomatic persons made the reliance on cell phone tracking technology a critical method to isolate persons who came near infected persons.&nbsp;&nbsp;&nbsp; &nbsp;

Public behaviors such as mask wearing, sheltering in place and using cell phone tracking were fully accepted in Asian communities of pragmatic collectivism but not in self-centered individualist Western cultures. Therefore, China and other Asian countries, where citizens normally wear face masks each winter, were rapid to use masks, maintain social distancing and isolate those who tested positive.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;

The result was that–without vaccines–China and Taiwan were able to resume business activities and factory production by April 2020. China GDP grew over 2.8 percent in 2020 and Taiwan GDP grew as well.

A big difference exists in their public’s need for assistance. Traditional Chinese continue to save from 40 to 60 percent of their income. Ample family savings and support of extended families was able to bridge the lockdown without massive public food assistance.

The United States used PPP loans with forgiveness to keep businesses afloat. Banks in China operate with Party members on their boards. This state-involved banking system therefore offered extra loans to businesses to remain afloat during their shorter crisis.&nbsp;&nbsp; &nbsp;But despite the Trump-era 25 percent tariffs still being in place, China’s trade surplus (where exports exceed imports) has ballooned since last July. Many families worldwide are making home improvements, and the major source of furniture and other household items is China.

American economists are predicting up to an eight percent increase in U.S. GDP in 2021. But considering that U.S. GDP went down 4.5 percent in 2020, that would be less than a four percent positive recovery. Meanwhile, China is predicted to have over six percent growth on top of a positive 2.8 percent growth last year.

China’s ability to stop the pandemic with collective action meant that there were not enough cases in China to test its vaccines at home. SinoVax and other vaccines therefore had to be tested in Indonesia, Brazil and other places where the pandemic was raging. This meant arrangements for those cooperating countries to receive a successful vaccine when proven. While China is now underway vaccinating its population, it has shared more of its vaccines with other countries desperately in need. The American press demeans this as “vaccine diplomacy.” This is a shallow diversion from our vaccine selfishness.&nbsp;&nbsp;

The next class will be on Tuesday at 6:30 p.m. These classes are held at the Home Health and Hospice office, 1111 North Brady, Abilene. Lindsey Brummer, bereavement coordinator, serves as the group facilitator.

These gatherings are designed to help individuals work through the period of transition, allow time for sharing personal experiences and feelings, and provide guidance toward learning and coping skills.

The public is welcome to attend the free sessions. Persons interested in the support group are encouraged to bring along a supportive person. Pre-registration is not required.

The gift supports a campaign that was created to fund the new furnishings, fixtures and equipment that&nbsp;will be part of a $1.6 million total renovation of the entire clinic. The project will be completed in six phases and is scheduled to be finished in July.

The first phase of the project&nbsp;was the development of a unique new “infectious disease clinic,” which is the first of its kind in the region.

Using the former clinic lab space, which is located between CCFP and Clay County Medical Center (CCMC), an entirely self-contained clinic was built and now operates on a separate ventilation system and has its own entrance. The purpose of the separation is to contain any sort of airborne disease within that space, apart from the clinic or the hospital, keeping other patients and members of the healthcare team safe from potential infection.

With COVID-19 having such a huge impact on healthcare since the start of the pandemic last year, CCMC CEO Austin Gillard said the original plans for a total remodel of the clinic&nbsp;changed&nbsp;to include this new style of special-purpose clinic. Gillard said he realized they needed to develop a long-term solution to treat COVID patients safely.

“Watching the pandemic spread throughout the nation, we at CCMC knew healthcare would be changed for years to come,” said Gillard. “We needed a way to treat our COVID patients in a safe environment. In June 2020, we started converting all inpatient and OB rooms into negative airflow rooms, however, we still did not have a good solution to treat our outpatient COVID patients in a safe environment, that could be sterilized after each visit. After reworking our CCFP interior update drawings, we were able to build a self-sustaining infectious disease clinic that adjoined to CCFP and CCMC.”

After months of engineering and building, this infectious disease clinic is now a reality. In February, the CCFP team was able to move into this new infectious disease clinic.&nbsp;Not only can COVID patients be seen by medical providers in the clinic, any patient exhibiting signs of an infectious disease would also use the clinic.

It was this unique effort that caught the attention of the Patterson Family Foundation, which led to the grant.

“Patterson Family Foundation is pleased to contribute funding to Clay County Medical Center as front line providers and staff work tirelessly to care for patients. We hope this funding helps CCMC purchase the critical equipment and supplies needed to treat COVID-19. It is both our privilege and pleasure to offer a helping hand to rural communities navigating through these unprecedented times,” PFF added.

“We absolutely appreciate the generous grant provided by the Patterson Family Foundation,” said Dan Thalmann, CCFP Campaign Director. “I have to thank Aaron Floersch, who originally told me about the grant opportunity. When we looked into the Patterson Family Foundation and the work they’ve done, we thought our project could be a good fit. We were thrilled to be awarded $100,000 in support of this major project, which will benefit healthcare in the region for many years to come.”

CCHF will include the grant in its campaign to financially support the renovation. The CCHF board has committed to donate $200,000 toward the project with funds raised through exam room sponsorship opportunities in the clinic. Naming rights for a limited number of rooms are available for $5,000 each.

Clay Center Family Physicians campaign receives $100,000 grant
