The&nbsp;2021 Kansas Fishing Atlas&nbsp;is the companion guide to the regulations summary and gives exact directions to public fishing destinations nearest you. The publication includes state and federal waters, hundreds of county and community lakes, as well private waters leased for public fishing access.

More than 80 impoundments are enrolled in Kansas’ Walk-In Fishing Area program, which has leased more than 1,300 acres of privately-owned ponds and lakes to the public. The program has also opened more than 40 miles of private streams and rivers to anglers, and provides five access points across private property along the Arkansas, Kansas and Missouri Rivers.

Last but certainly not least is KDWPT’s 2021 Kansas Fishing Forecast, and KDWPT fisheries biologists are keeping no secrets. The 2021 Kansas Fishing Forecast publishes data from the combined thousands of hours staff have spent sampling fish populations at most public waters across the state. Anglers can then compare current populations to three-year averages as well as one waterbody to another, to view trends over time.

Each major fish species is ranked by quantity (density) and quality (lunker) within Kansas’ major water bodies. The data rates the best lakes per species, from top to bottom. KDWPT Fisheries biologists also make projections about fishing opportunities for that species, at that lake, as either being (E)xcellent, (G)ood, (F)air or (P)oor.

The City of Salina has announced another round of street crack sealing work.

On Monday through Friday,
APAC Shears of Salina will seal cracks on the following City of Salina streets,
weather permitting:

Residents will be asked
to remove their cars from streets to facilitate the work, which will take place
generally between the hours of 8 a.m. and 5 p.m. &nbsp;Access to properties within work zones will be
maintained at all times. &nbsp;“Road Work
Ahead” signs will be placed in advance of work zones, and temporary single-lane
closures are to be expected. &nbsp;Motorists
are asked to proceed with caution when approaching work zones for the safety of
the crews performing the work.

The annual crack and joint sealing
program is an important and cost-effective preventive maintenance component of
the City of Salina’s annual street repair program. Crack sealing the pavement helps prevent water
from penetrating into the pavement structure or sub-base material and aids in
reducing a number of pavement problems which include: crack spreading;
formation of voids under pavement; swelling and shrinking of sub-base
materials; freeze-thaw action; alligator cracking; potholing; and complete
failure. Because of its importance and
cost-effectiveness, the Department of Public Works strives to seal
each asphalt street in Salina no less often than every seven years. Approximately 31 centerline miles of streets
will be sealed in 2021.

The $460,000 project is a major component of the City of Salina’s $4.7 million 2021 maintenance capital improvement program.

City: More streets scheduled for crack sealing work

The First Amendment tablet that overlooked America’s Main Street in Washington, D.C., for the past 13 years is headed to a new home in Philadelphia, the birthplace of our democracy.

The Freedom Forum has donated the 74-foot-tall tablet, etched with the 45 words of the First Amendment that once fronted the Newseum on Pennsylvania Avenue, to the National Constitution Center in Philadelphia.

“It was important to us to find a home for the tablet where it could be on public display, and where millions of Americans could continue to expand their understanding and appreciation for our First Amendment freedoms,” said&nbsp;Jan Neuharth, chair and chief executive officer of the Freedom Forum. The Freedom Forum closed the Newseum in 2019 and sold the building to Johns Hopkins University.

The relocated stonework will be unveiled this fall, just steps from Independence Hall, where the Declaration of Independence and Constitution were created and signed, where the Liberty Bell is displayed and where the Bill of Rights was first imagined. “We are thrilled to bring this heroic marble Tablet of the First Amendment to the National Constitution Center, to inspire visitors from across America and around the world for generations to come,” said National Constitution Center President and Chief Executive Officer&nbsp;Jeffrey Rosen.

The First Amendment begins the Bill of Rights, the first 10 amendments to the Constitution that were ratified Dec. 15, 1791. The amendment’s core freedoms define the essence of being a U.S. citizen, offering protections for religious liberty, free speech, a free press and the rights to peaceably assemble and to petition the government for change.

The tablet offered a meaningful backdrop during a spontaneous gathering at the Newseum in support of a free press Jan. 7, 2015, after a terrorist attack in Paris killed 12 people at the satirical French newspaper&nbsp;Charlie Hebdo. The tablet was also the setting for numerous programs and rallies, and more than a few prayers, that commemorated lives lost in the pursuit of news and reminded us of journalists held captive by terrorists.

Carved from Tennessee marble, the tablet weighs about 50 tons and was dedicated along with the Newseum on April 11, 2008.

At the National Constitution Center, the tablet will join exhibits such as Signers’ Hall, where visitors can simulate signing the Constitution alongside 42 life-size bronze statues of the nation’s founders.

Why do we need a reminder of our core freedoms?

Survey after survey shows few citizens can name the First Amendment’s five freedoms. Over the course of 25 years, the Freedom Forum’s annual State of the First Amendment survey found only one freedom — speech — was regularly identified by more than half of participants nationwide. About a quarter of respondents named religion, followed by press and assembly. At times, only one in 100 respondents was able to identify petition.

Most years, about one in three citizens could not name any of the freedoms.

In a sense, delivering the tablet to its new location completes the arc that established the United States as the nation it is today. The Constitution set out what a federal government could do. Its ratification in 1788 came about only because several states demanded protection for individual rights on which the government could not intrude.

The freedoms of the First Amendment have proven essential to fueling our ongoing experiment in self-governance while empowering us to openly debate, discuss and decide policies and social change.

Make no mistake — these freedoms are how we talk with ourselves as a nation about issues as historic as the abolition of slavery and establishment of women’s rights and as contemporary as protests over police shootings of Black Americans and demonstrations for and against COVID-19 pandemic policies.

Though soon finding its home in a new place, the tablet’s mission, established by the Freedom Forum, remains unchanged: To remind us — in a quite literal way, in the birthplace of our nation — of the First Amendment’s role as the cornerstone of our democracy.

FIRST FIVE: First Amendment tablet finds new home

ABILENE -- Japanese Nebraskans in Western Nebraska (1900-1960) will be the topic of the next Eisenhower Library Lunch &amp; Learn.

The virtual program is scheduled for noon Thursday. Those participating are asked to join the program 10 minutes early so the program can begin on time.

Historian Sandra Reddish will share the general history of Japanese immigrating to the United States and settling in the Great Plains region. Using her research from primary and secondary sources she will guide progrma participants through this discussion and look at the following questions. 

Why did they immigrate, what was their intention, why did they settle in the Great Plains? 

What was life like and what industry and occupations did they find work? 

What happened to this group during World War II and the post-war years?  

Reddish received her master's degree in public history from Wichita State University. She has worked with historical societies and museums in Kansas and Nebraska and continues to work on independent history, cultural, and oral history projects. Reddish worked as a writer and narrator for the Invisible People episode of NET Nebraska Stories highlighting the Japanese Nebraskans in the North Platte River area.

Japanese Nebraskans subject of next virtual Ike Lunch & Learn

Today is Saturday, March 20, the 79th day of 2021. There are 286 days left in the year. Spring arrives at 5:37 a.m. Eastern Daylight Time. 

On March 20, 1995, in Tokyo, 12 people were killed, more than 5,500 others sickened when packages containing the deadly chemical sarin were leaked on five separate subway trains by Aum Shinrikyo cult members. 

In 1413, England's King Henry IV died; he was succeeded by Henry V. 

In 1727, physicist, mathematician and astronomer Sir Isaac Newton died in London.

In 1815, Napoleon Bonaparte returned to Paris after escaping his exile on Elba, beginning his "Hundred Days" rule. 

In 1854, the Republican Party of the United States was founded by slavery opponents at a schoolhouse in Ripon, Wisconsin. 

In 1922, the decommissioned USS Jupiter, converted into the first U.S. Navy aircraft carrier, was re-commissioned as the USS Langley.

UPDATE: Coronado Heights reopens after drainage work

Twenty-three new law enforcement officers graduated from the Kansas Law Enforcement Training Center (KLETC) on Friday at a ceremony held in KLETC’s Integrity Auditorium.&nbsp;

Deputy Eli Miller of the Pottawatomie County Sheriff’s Office was the graduating class president. The speaker for the ceremony was United States Senator for Kansas, Jerry Moran. Michael Turenne, KLETC senior instructor of police, was the class coordinator for the 275th Basic Training Class.

Officer Logan Grant of the Galena Police Department was recognized by KLETC Executive Director Darin Beck and awarded a KLETC Certificate of Commendation for his actions in the performance of his duties. Officer Grant, along with Officer Snell of the Galena Police Department, risked their lives on Jan. 18, 2021, in an attempt to save victims of a fiery two-vehicle head-on crash.

Officer Jarrod Rosenstock of the Garden City Police Department walked, ran, or biked more than 200 miles during his time at KLETC and exceeded the other physical requirements of the 200 Mile Club including push-ups, sit-ups, and a timed run. Officer Rosenstock was honored as a member of the 200 Mile Club and for his efforts, he received the Fitness Award. Deputy Fredrick Mata of the Haskell County Sheriff’s Office was also recognized during the ceremony for his firearms proficiency as the class’ “Top Shot.”

Senator Moran addressed the graduating students and spoke of their courage.

“Life is full of risks and those who are willing to take those risks are the ones we should honor and esteem,” said Moran. “That's what we are doing here today.”

Graduates receive certificates of course completion from KLETC and Kansas law enforcement certification from the Kansas Commission on Peace Officers’ Standards and Training, the state’s law enforcement licensing authority. The training course fulfills the state requirement for law enforcement training. Classroom lectures and hands-on applications help train officers to solve the increasingly complex problems they face in the line of duty.

Established by the Kansas Legislature in 1968, KLETC trains the majority of municipal, county, and state law enforcement officers in Kansas and oversees the training of the remaining officers at seven authorized and certified academy programs operated by local law enforcement agencies and the Kansas Highway Patrol.

About 300 officers enroll annually in KLETC 14-week basic training programs. KLETC offers continuing education and specialized training to over 10,000 Kansas officers each year. KLETC is located one mile west and one mile south of Yoder, near Hutchinson, and is a division of the University of Kansas Lifelong &amp; Professional Education.

Thankfully, no additional deaths due to COVID-19 have been reported since our March 10 update; the total number of our community members who have lost their lives to this deadly virus is 107. Salina Regional Health Center has notified us that they currently have three patients who require hospitalization for COVID-19.

There have been four new positive COVID-19 cases reported in Saline County since our last update on March 17, which brings the total number of positive cases for Saline County to 6,028.

Rolling Hills Zoo (RHZ) has announced the birth of a male scimitar-horned oryx calf on Feb. 24, 2021. 

The calf, weighing 16 lbs. 28 oz. at birth, was born to Seska, one of two female scimitar-horned oryx who were transferred from Fossil Rim Wildlife Center, Glen Rose, Texas. This is the first oryx birth at RHZ.

Seska and Lucy, 2-year-old females, were transferred to Rolling Hills Zoo as part of the Scimitar-horned Oryx Species Survival Plan (SSP) of the Association of Zoos &amp; Aquariums (AZA), of which Rolling Hills Zoo is an accredited member. Rolling Hills Zoo’s animal care team knew there was a possibility that Seska might be pregnant upon arrival. Sire to the calf was a six-year-old male that remains at Fossil Rim Wildlife Center where the oryx are kept in a herd setting.

At birth, the calf initially required a little extra care from the zoo’s animal care team, but was soon back with his mother and is doing well as he explored his new surroundings. He can often be seen doing “zoomies” around the oryx habitat, but typically stays away from mom curled up in the sun when not nursing, mimicking behavior in the wild to evade predators.

“It was interesting to watch Seska teach him to stay out of sight”, commented Brenda Gunder, RHZ Curator. “At first she seemed like an inexperienced mother just pushing him away. He quickly fell into a routine of hiding for several hours between nursing opportunities.”

With only 214 animals in the SSP oryx population, Rolling Hills Zoo is one of only 18 AZA facilities to hold this endangered species, and the only zoo in Kansas.

A century ago, hundreds of thousands of these desert-adapted antelopes were known to span across the arid ecosystems of Morocco, Tunisia, Algeria, Libya, Egypt, Mauritania, Mali, Niger, Chad and Sudan. But due to human encroachment, unregulated hunting, prolonged drought and loss of food because of excessive livestock grazing, the population numbers began to rapidly decline. The last known photo of oryx taken in the wild was in Niger in 1980. While unconfirmed reports stated that a few wild oryx remained in the wilderness of Chad in 1996, no definite evidence of any survival was ever obtained. So in 2000 the scimitar-horned oryx was declared extinct in the wild.

Rolling Hills Zoo has been a supporter of the Sahara Conservation Fund which supports a scimitar-horned oryx reintroduction program in Chad. The reintroduction program began in 2016 as a joint initiative of the Government of Chad and the Environment Agency – Abu Dhabi. The goal of the reintroduction program is to build up a viable, free-ranging and self-sustaining population of at least 500 animals. To date, more than 150 captive-bred scimitar-horned oryx have been returned to the wild in Chad’s Ouadi Rimé-Ouadi Achim Game Reserve. If it were not for private collections and zoos, like Rolling Hills Zoo, the scimitar-horned oryx would have completely disappeared.

First scimitar-horned oryx born at Rolling Hills Zoo

A local man was arrested Thursday night after a report of shots fired in a central Salina neighborhood.

Officers were sent to an apartment complex in the 600 block of South Second Street at approximately 9:19 p.m. Thursday for the report of shots being fired from inside an apartment in the complex, Salina Police Captain Gary Hanus reported this morning.

While officers were evacuating the apartment complex, a subject identified as Erick Oswaldo Abrego-Salas, 26, of Salina, contacted officers from inside of the apartment from where the shots came. Abrego-Salas was intoxicated and initially refused to comply with law enforcement orders, Hanus noted. After the apartment complex was evacuated, Abrego-Salas discharged another round from within the apartment, he added. 

Negotiations continued with Abrego-Salas, who then complied with orders from officers on the scene and was taken into custody. After being checked out by Salina Fire Department EMS, Abrego-Salas was taken to the Salina Police Department while a search warrant was sought for his residence, Hanus explained.

Abrego-Salas was later booked into the Saline County Jail on the following requested charges, according to Hanus.

Man arrested after shots fired reported in central Salina

A case that began with a burned up SUV has evolved into a vehicle theft case involving an altercation with a hitchhiker.

Saline County Sheriff Roger Soldan said this morning that deputies and firefighters with Rural Fire District No. 5 were sent to the 7800 block of East Stimmel Road at 11:03 a.m. Wednesday for the report of a vehicle fire. Destroyed in the blaze was a silver 1998 Isuzu Rodeo valued at $2,000.

At 1:30 p.m. that afternoon, the owner of the vehicle, Callie Gustus, 31, of Salina, went to the Saline County Sheriff's Office to report her SUV being stolen, Soldan said. Gustus told investigators that she picked up a hitchhiker on Country Club Road. Gustus said that near the intersection of Country Club Road and North Gypsum Valley Road, there was a disturbance between herself and the hitchhiker.

Gustus told investigators that she got out of the vehicle and the hitchhiker took off with the SUV. She reported the incident after she saw on social media that the SUV had burned up, Soldan said.

A description of the hitchhiker that Gustus gave the investigators is as follows.

At approximately 11:42 a.m. on Feb. 23, 2021, Salina Fire Department EMS and Salina Police Officers were dispatched to the 700 block of North Fourth Street for a report of the sound of gunfire and someone screaming.

Upon arrival, Salina Police Officers located Hoffman, 36, of Salina, inside a vehicle at 731 North Fourth Street. She had a gunshot wound and was pronounced dead by Salina Fire Department EMS personnel. 

Probable cause established from this homicide investigation led detectives with the Salina Police Department to obtain from Saline County District Court a Murder in the First Degree warrant for Nelson Gerrod Hull III, 35.

Law enforcement personnel are actively seeking the whereabouts of Hull, who should be considered armed and dangerous.

The Salina Area United Way (SAUW) has announced that it is now accepting applications for its 2021 Make A Difference grant program.

The organization plans to award $140,000 in Make A Difference grants this year, according to a news release. The purpose of the Make A Difference grant is to be responsive to community needs. Consideration will be given to programs that make a difference in the communities. The Salina Area United Way fights for the health, education and financial stability of every person in every community.

All 501(c)(3) charitable organizations, government/public entities, educational institutions, churches, or other organizations in the SAUW 10-county service area -- Saline, Ottawa, Cloud, Republic, Jewell, Mitchell, Lincoln, Ellsworth, Russell, Osborne counties -- that provide programs with measurable impact in one of SAUW's three locally determined focus areas, are eligible to apply for funding. The 2021 Make A Difference Grant application is available and should be submitted on the website at <a href="https://www.unitedwaysalina.org/grant-application">unitedwaysalina.org/grant-application</a>.

I started listening to your radio show recently, and I heard you say people should have 10 to 12 times their yearly income in life insurance. I’m single, with no plans to get married. Plus, I don’t have any children. Do I still need a big life insurance policy like that?

Kansas Wesleyan’s debate and forensics team excelled at a tournament hosted virtually by Bowling Green State University earlier this month. 

It was the team’s final tune-up before various national-level competitions later in March.

It was the team’s final tune-up before various national-level competitions later in March.Savannah Bonilla (Salina) led the way, as she was named first place overall speaker in individual debate and finished second overall. Bonilla and Abby Wray (Wichita) were semifinalists in parliamentary debate, where they tied for fourth-place in the overall speaker standings. Wray was a quarterfinalist in individual debate as well.Finally, Elizabeth Schaefer (Lyons) was second in program of oral interpretation as well as dramatic interpretation, and Bryce Boyd (Oklahoma City, Okla.) was the sixth-place parliamentary speaker.KWU debate and forensics will return to action later this month for various national meets.
