Police are looking for two people who stole a U-Haul trailer from the parking lot of a northwest Salina car lot.

According to surveillance video, two persons in a pickup drove onto the L&amp;S Auto Sales lot, 167 N. Broadway Boulevard, at 12:30 a.m. April 21. One of the persons got out of the pickup and attached the trailer to the pickup's hitch, Salina Police Captain Paul Forrester reported this afternoon. The six-foot by 12-foot trailer had a license plate of KS U0481.

Total loss was estimated at $6,000, Forrester noted.

A Salina teen was injured after he lost control of a motorcycle Wednesday afternoon.

Raul Guillan-Garcia, 18, of Salina, was southbound in the 1900 block of S. Broadway Boulevard shortly after 4 p.m. Wednesday when he lost control of the 2006 Kawasaki Ninja 250 R he was driving and rolled it over, Salina Police Captain Paul Forrester reported this afternoon.

Guillan-Garcia suffered minor road rash on his right side and more severe scrapes on his left shoulder, arm, and elbow, Forrester noted. He also complained of neck and back pain and was transported to Salina Regional Health Center.

The motorcycle was damaged on the left side.

Guillan-Garcia was cited for no driver's license.

Salina teen injured after rolling motorcycle on Broadway

Repair of a bridge over Interstate 135 (I-135) in Salina next week will create daytime lane closures.

On Tuesday, the Kansas Department of Transportation (KDOT) is scheduled to begin repairing the Magnolia Road bridge over I-135. The work is to repair damage from an earlier accident at the bridge, according to information from KDOT.

There will be daytime lane closures on northbound I-135 during construction, and traffic will be reduced to one 14-foot lane at a reduced speed through the work zone. Drivers should expect minimal delays, not exceeding five minutes, KDOT noted in a news release.

Flame On Inc. of Snohomish, Wash., is the prime contractor and has scheduled this $107,025 project to be completed in mid-May, weather permitting.

A winning Wednesday for Kansas Lottery players

The mother of a murdered Salina woman offered an impassioned plea this morning for people to come forward with information on the whereabouts of the man sought in the case.

"It's been two months ago since I last got to tell Courtney I loved her and gave her a big hug. It's been two months ago since she turned around to me and gave me a hug and said 'I love you, too, mom.' Shortly after that, her life was blown apart," Taphne Speilman said during a news conference Thursday in the Salina Police Department Regional Training Center.

At approximately 11:42 a.m. on Feb. 23, Salina Fire Department EMS and Salina Police Officers were dispatched to the 700 block of N. Fourth Street for a report of the sound of gunfire and someone screaming. Upon arrival, officers located Courtney Ann Hoffman, 36, of Salina, inside a vehicle at her residence at 731 N. Fourth Street. Hoffman, who had a gunshot wound, was pronounced dead by EMS personnel.

According to information from the Salina Police Department, probable cause established from the homicide investigation led detectives to obtain from Saline County District Court a murder in the first degree warrant for Nelson Gerrod Hull III, 35, of Salina. 

Detective Jeff Vaughan said this morning that based on information obtained through interviews, Hoffman was in some sort of dating relationship with Hull.

Hull remains at large and is considered armed and dangerous.

"Please be assured that the men and women of the Salina Police Department are diligently working this case and will continue to seek justice for Courtney," Salina Police Chief Brad Nelson said this morning. "We are actively seeking any information regarding the whereabouts of Hull. In addition to his acquaintances in Salina, Hull does have family members and friends in both Kansas City and the Wichita area."

Nelson said the Salina Police Department had reached out to numerous law enforcement agencies in Kansas City, Wichita, and Texas.

"We are really trying to find Nelson Hull, and it's amazing to me that we haven't yet, but I feel comfortable that we will," Nelson said.

Speilman said she didn't know why her daughter was murdered.

"I guess this individual thought that maybe her life didn't matter any more. But it did matter. It mattered to her four-year-old daughter who will never see her mother again. It mattered to her 11-year-old son who is now battling traumatic disorders. And her 16-year-old daughter who Courtney will never see walking up the steps to graduate or walking down the aisle to get married. She is missed by her brothers and her sisters, by aunts and by uncles, and by many people who totally loved her and knew that her life mattered," Speilman said.

She said Hoffman was a good person who had a lot friends and knew a lot of people.

"That is why I am here today, to reach out to each and every one of you who had some connection with Courtney, to come forth if you have any information on the individual that the Salina Police Department are looking for. It's not that bringing him in will bring Courtney back, because I know it won't. But, if we could protect any other young woman, sister, daughter, mother from the same thing happening to them, I know justice will be served then," Speilman said.

"So I am begging. I'm pleading. If you have any information at all, whether it's big. Whether it's small. Please come forth. Help our family put a closure to this horrific deal," she said.

Nelson said that anyone with information about Hull's whereabouts is asked to call 911 or the Salina/Saline County Crimestoppers at 785-825-TIPS.

"You may receive a cash award for up to $2,500 and you are not required to provide your name," Nelson said.

On March 1, police announced that Clarence Darnyl Brown, 34, of Salina, had been arrested in connection with the Hoffman murder.

"We had information that he assisted in Mr. Hull's absconding afterwards and also certain actions that occurred that I can't go into because we're still in the process of this activity," Detective Sergeant David Villanueva said this morning.

Information about Brown's alleged involvement has been forwarded to the Saline County Attorney's Office, Villanueva said.

Mother of murder victim pleads for info during news conference

A Salina man was cited after a two-vehicle accident east of Salina Wednesday afternoon.

Saline County Sheriff Roger Soldan said this morning that Keith Cole, 32, of Salina was southbound on N. Simpson Road at approximately 4 p.m. in a black 2017 GMC Sierra pickup  when he failed to stop at the stop sign at the intersection with Country Club Road. The Sierra struck the passenger side of a white 2008 Toyota Tundra driven by Raymond Bengston, 36, of Salina, sending the Tundra into the ditch up against some trees, Soldan said.

Bengston suffered neck and back pain and was transported by EMS to Salina Regional Health Center. Cole suffered minor injuries, but refused treatment, Soldan said.

Cole was cited for failure to yield, Soldan said.

The top student employee at Kansas State University is a senior in airport management from the&nbsp;<a href="https://polytechnic.k-state.edu/" target="_blank">Kansas State Polytechnic Campus</a>. Jazstyn "Jaz" Moyer, a senior from&nbsp;Ulysses, has been named the winner of K-State's&nbsp;<a href="https://www.k-state.edu/careercenter/students/nationalstudentemploymentweek.html" target="_blank">Kyle Pelton Student Employee of the Year award</a>, presented by K-State Career Services to recognize the importance of the student work experience. Selection is based on nominations of student workers from all K-State campuses and is given to a student who performs invaluable services with enthusiasm, dedication and initiative. Moyer is the first K-State Polytechnic student employee to be selected for the award. Moyer was nominated for her work as intramural student coordinator and a front desk attendant at the K-State Polytechnic Student Life Center. Under her leadership, the number of intramural program offerings available to Polytechnic students doubled. Moyer is described as an invaluable employee to the Student Life Center, often being the first to arrive and last to leave — serving as an extension of full-time staff.

Along with her campus job, Moyer completed a 17-month internship with the Salina Airport Authority. The experience allowed her to work across three different departments: operations, finance and administration. Her skills, dedication and work ethic also turned that internship into a full-time job. "I have not witnessed a student work this hard in many facets of their career," said Kyle Chamberlin, director of student life at K-State Polytechnic. "To have a job lined up, zero debt leaving college and a community here that can look up to her in so many ways, it's just very impressive." Moyer chose to attend K-State Polytechnic because of its airport management degree program. Her family owns and operates Moyer Aviation in Ulysses. The fixed-base operation provides aviation services such as aircraft maintenance, pilot service, fueling, hangar storage and flight instruction. "I come from a long line of pilots and always knew I wanted to go into something aviation-related," said Moyer, who was 4 months old when she took her first airplane ride. She went on to earn her private pilot's license. Her childhood memories include being a "hangar rat" with her two siblings. Moyer's maternal grandfather completed airframe and powerplant certification at Kansas Technical College, which eventually became K-State Polytechnic. Her father was a parachute packer with the U.S. Army and served during the Vietnam War. He earned a private pilot's license, became a commercial pilot and managed the airport in Ulysses before establishing Moyer Aviation. Earning the Kyle Pelton Student Employee of the Year award is an extra special honor for Moyer as the award's namesake also was from Ulysses. Pelton attended K-State and was recognized as student of the year in 2016. He died in an auto accident later that year. The award was named after Pelton to honor his memory. After graduating from K-State Polytechnic on May 8, Moyer will be the administration specialist at the Salina Airport Authority. Her job will span across five key airport areas —security, certification, operations, administration and finance — and she will also work closely with SkyWest Airlines and the Transportation Security Administration. "Jazstyn has a high aviation IQ that comes from growing up in an aviation family," said Tim Rogers, executive director of the Salina Airport Authority. “Coupled with her K-State Polytechnic degree in airport management, she is well prepared for her new Salina Airport Authority duties and responsibilities." Moyer credits K-State Polytechnic with helping her succeed. "My favorite part of this campus is the tight-knit community," Moyer said. "No one goes unnoticed and it's easier to be held accountable. My courses were taught by industry professionals and allowed me to immediately turn around and apply my education in the field."&nbsp;&nbsp;

Moyer's maternal grandfather completed airframe and powerplant certification at Kansas Technical College, which eventually became K-State Polytechnic. Her father was a parachute packer with the U.S. Army and served during the Vietnam War. He earned a private pilot's license, became a commercial pilot and managed the airport in Ulysses before establishing Moyer Aviation. Earning the Kyle Pelton Student Employee of the Year award is an extra special honor for Moyer as the award's namesake also was from Ulysses. Pelton attended K-State and was recognized as student of the year in 2016. He died in an auto accident later that year. The award was named after Pelton to honor his memory. After graduating from K-State Polytechnic on May 8, Moyer will be the administration specialist at the Salina Airport Authority. Her job will span across five key airport areas —security, certification, operations, administration and finance — and she will also work closely with SkyWest Airlines and the Transportation Security Administration. "Jazstyn has a high aviation IQ that comes from growing up in an aviation family," said Tim Rogers, executive director of the Salina Airport Authority. “Coupled with her K-State Polytechnic degree in airport management, she is well prepared for her new Salina Airport Authority duties and responsibilities." Two more milestones have been notched in a 22-year effort to clean up former Schilling AFB environmental contamination.

The Salina City Commission approved on Monday, April 26 the consulting and engineering contract with Dragun Corp., which will map plans to clean up pollution in, under and around the former base.

On April 12 the Kansas Department of Health &amp; Environment approved an amended Consent Agreement and Final Order, also moved the process along this spring at the former military compound that operated from 1942 to 1965.&nbsp;Shortly after its closure, the base was repurposed to form a vital economic engine for Salina and Saline County.

All along, however, remnants of a grim past lurked in the form of groundwater and soil contamination and threatened to hinder the continued growth of Salina’s Airport and Airport Industrial area.

The military left behind years of pollution, primarily from the solventtrichloroethylene, or TCE, in the soil and groundwater.

A carcinogen, TCE was used as a degreaser to wash aircraft and weapons at the base. Officials also determined the contamination was creeping, ever so slowly, to the northeast toward city water wells.

While the wells are not in immediate danger, the aim right now is to eliminate or neutralize sources of the contamination.

The necessary formalities this month, on behalf of the Salina Public Entities — the city, Kansas State University, USD 305 and Salina Airport Authority — cleared the way for a massive cleanup beginning this fall.

“Now we’re getting to the actual design,” said Martha Tasker, Salina director of utilities, who is co-managing the project with Matt Schroeder senior environmental engineer at Dragun Corp. of Farmington Hills, Mich., which will design the remediation plan with a team of sub-consultants.

“Turning some dirt. That’s where we’re headed,” Tasker said.

Schroeder and the Dragun team will complete project design, specialized contractors will carry out the cleanup and Tasker will make sure the project stays on or below budget, while protecting the groundwater, soil and air quality.

Design and bidding work will continue through this spring and summer, said Tim Rogers, airport authority executive director, and the cleanup will commence in roughly five months.

“Now it’s actually doing something,” Tasker said. “This is kind of exciting. Before, it was just talking about the problem and everybody was frustrated.”

Schroeder is equally enthused to develop the plan, then put it to work.

“I’m an engineer, and engineers like to go out there and build things,” he said. “I am very happy to move from investigation to something with real life results that will show people our accomplishments.”

There will be some reassessment, testing that hasn’t occurred since 2018, to obtain fresh sampling results to factor into the attack, Schroeder said.

“We will go out there and do another round of groundwater monitoring,” he said.

Dragun is experienced in these matters, Schroeder said, and won’t be working alone.

“We will be partnering with other firms that have some specific technical capabilities, and specific contractors implementing these technologies,” he said. “This is what they do every day of their lives.”

Initial actions will focus on the sources of contamination.

“In some areas, it will be as simple as digging up contaminated soils and taking that away to be disposed of,” Schroeder said. “In other areas, we will heat up the soil to volatilize the contaminants.”

Subsurface barriers will be installed underground “to capture or break down the contaminants as they flow with the groundwater,” he said.

Several underground “plumes” are identified,” Tasker said.

“Some have contamination that’s pretty hot and others aren’t as big of a concern,” she said. “A lot of the water will go through a pump-and-treat process. It’s taking a look at everything. I call it a buffet of treatments. There are a lot of volatile organic compounds and they degrade over time.”

Evaluations and pilot testing will determine the best alternatives, Tasker said.

“The project is in great hands,” Rogers said.

While most of the cleanup will be accomplished in the first five years, Schroeder said, and decades of monitoring and spot treatment may be ahead before the project is deemed complete.

“This area didn’t get contaminated overnight, and it’s not gonna get cleaned up overnight,” Tasker said. “We look for some of that testing to carry on through 2050. We want to make sure that area is safe. It’s not just protecting the groundwater, it’s also protecting the air.”

Contamination dates back to the 1940s and much of it has “diffused into the clay soil,” Schroeder said. “It takes a long time to counteract that diffusion process.”

They have also prepared to work around the $300 million Schwan’s expansion.

“Before Schwan’s started their project, they did their due diligence. They hired a company to look at their site and did a tremendous amount of testing,” Tasker said. “They didn’t find a lot to be alarmed by. Matt reviewed the work, and there was nothing of great concern.”

The airport industrial area is already a busy place and will be more-so when the cleanup begins. Public interest is expected.

“We welcome the community’s interest in this. I’ve always liked this project from the standpoint of how knowledgeable the general public is,” Schroeder said. “I really feel like people are in favor of our work, and that’s not always the case in environmental cleanup.”

Tasker’s already logged some 18 years on the Schilling cleanup, and she’s geared for more.

“Impatience is an internal enemy in the work I do. Everything takes a lot of preparation, planning and thought, then you’ve got to work your plan and follow through. You don’t just throw it on the shelf,” Tasker said. “This will take an unbelievable amount of time, and we won’t get it all done between 8 and 5, either.”

“This has been a long time in the making, and a person should feel fortunate to be part of it,” Tasker said. “I will run like heck from mice, but I don’t run from work.”

Project funding comes from the $65.9 million settlement approved by the U.S. District Court, Kansas.&nbsp;With the settlement fund now on deposit the Salina Public Entities can complete the clean up at no cost to existing and future Airport and Airport Industrial Center businesses.

Schilling cleanup: It is time to 'turn some dirt'

Kansas Gas Service has announced that it is replacing natural gas distribution pipelines in Salina. 

The project area runs from South Broadway Boulevard to South Ohio Street and West South Street to West Crawford Street.

Work will take place Mondays through Fridays between 7 a.m. and 5 p.m., with occasional work on Saturdays. Company officials anticipate interruptions in traffic within the work areas and temporary lane closures are possible during working hours. The project is expected to take approximately six months, weather permitting.

“This project is a part of our regularly scheduled maintenance plan designed to allow us to continue providing safe and reliable natural gas service to our customers,” said Kara Titus, manager of community relations for Kansas Gas Service. “We’ll work as safely and quickly as possible to minimize the impact to customers and those traveling in the construction areas.”

Customers directly affected by these projects will be notified by Miller Pipeline, the contractor assisting Kansas Gas Service, or by a company door hanger left at their home or business. The contractors will carry photo identification badges that identify them as working on behalf of Kansas Gas Service.

Some construction projects may require natural gas service to be turned off for a minimal amount of time. Upon completion of the work, a technician will need to enter the customer’s home or business to complete the restoration of service. If the customer is not present, a door hanger will be left with a number to call to request a service turn-on.

While COVID-19 safety precautions are in place, please allow appropriate social distance while our technicians are working, which may include temporarily relocating to another area in the home or business.

If digging is required on the customer’s premises, workers will restore the area to its original condition once the work is complete.

Minor quake rattles part of county Wednesday morning

Following is the Saline County COVID-19 update for Wednesday.

We are pleased to share that no additional deaths due to COVID-19 have been reported since our last update on April 23. Salina Regional Health Center has notified us that they currently have five patients hospitalized battling COVID-19.

There have been 26 new positive COVID-19 cases reported in Saline County since our last update on April 26. The Health Department is currently investigating two self-contained clusters which contributed to the increase in new positive cases. The total number of positive cases for Saline County to 6,202.

The Health Department staff are now&nbsp;actively monitoring 63 cases.&nbsp;At least 6,030 people have recovered,&nbsp;but sadly&nbsp;109 members of our community have lost their lives to this deadly virus. Our dashboard has been updated with the latest information:

Saline County: 26 new COVID-19 cases; 6,030 of 6,202 recovered

MITCHELL COUNTY&nbsp;–&nbsp;The Kansas Bureau of Investigation (KBI) is investigating after human skeletal remains were located along the Mitchell and Cloud County line.

On Monday morning, just before noon, the KBI was asked by the Mitchell County Sheriff’s Office and the Cloud County Sheriff’s Office to investigate after they located human skeletal remains near Kansas Highway 9 and County Road 757, east of Beloit. KBI agents and the Crime Scene Response Team responded.

The Mitchell County Sheriff’s Office and the Cloud County Sheriff’s Office began searching the area on Monday morning after a resident notified law enforcement at about 10:25 a.m. that they had found a human bone. Authorities made the discovery of the remains soon after.

The KBI is working to determine what caused the person’s death. The remains have not yet been positively identified.

The investigation is ongoing. No further information will be released at this time.

The second half of 2020 real estate and personal property taxes is due May 10.

In a statement issued this afternoon, Saline County Treasurer Jim DuBois reminded taxpayers that 2020 tax statements were mailed out in November. There will be no second half notice mailed.

Taxpayers are asked to send the remittance stub from the bottom of the tax statement with the payment. Persons who wish to have a receipt returned to them are asked to indicate that on the stub.

Additionally, persons who cannot find their tax statements are asked to call the Saline County Treasurer's Office at 785-309-5860 to obtain the amount due and the tax ID number, Du Bois noted. A copy of the statement can be emailed or mailed upon request.

If the 2020 first half tax has not yet been paid, interest is due. Call the treasurer’s office for the correct amount prior to sending payment.

Downtown Salina will be a flurry of arts activity during SculptureTour Salina's family friendly UNwrap Party Saturday.

The 19 sculptures, created by artists from around the country, will be simultaneously unwrapped at 11 a.m. 

In addition to the unveiling, the 2021 merit awards, including Best of Show, will be announced at 1 p.m. Saturday in the plaza just north of As Astra Books and Coffeehouse.

"The SculptureTour exhibits just keep getting bigger and better every year," said Penny Bettles, SculptureTour Salina committee member. "The SculptureTour Salina 2021 exhibit will consist of 19 sculptures from 13 different artists traveling in from seven different states. Three of those artists are Kansans with one local Salinan."

Bettles said that SculptureTour 2021 will include the installation of the tour's largest sculpture.

"This piece, weighing in at nine tons, is being trucked in all the way from Eliot, Maine. The SculptureTour Salina committee has previously poured a deep concrete pad in front of The Temple and are excited to utilize this space with such a unique sculpture," she said.

Tour visitors are encouraged to pick up a walking tour/ballot at a number of downtown merchants or at the Visit Salina info trailer in the parking lot north of Ad Astra Books and Coffeehouse, 141 N. Santa Fe Avenue. Each year, the People's Choice Award is determined by viewers who complete a ballot through Dec. 31, 2021. The winning sculpture is purchased by the City of Salina and permanently placed where it can be enjoyed by the public.

Nominees for three top commencement awards have been announced by the Fort Hays State University Alumni Association.

Nineteen graduating seniors have been nominated for the 2021 Torch Award, the highest student honor, and 35 faculty members were nominated by members of the class of 2021 for the Pilot Award for an outstanding faculty member.

Three graduate students who will complete their degrees this spring were nominated for the association’s Lighthouse Award to honor the outstanding student completing graduate studies.

The recipients of each award will be announced by Dr. Tisa Mason, FHSU president, at the university’s spring convocation on May 7.

The Torch and Pilot Awards, created in 1974, and the Lighthouse Award, created in 2018, are presented every year during spring commencement.
