Saline County: 59 new COVID-19 cases since Friday

The Salina USD 305 Board of Education has scheduled a special meeting for Tuesday.

The board is scheduled to meet at 5:30 p.m. Tuesday in the District Office, 1511 Gypsum Avenue, to review the Return to Instruction Plan, according to information from USD 305. Action may be taken at the meeting.

The plan details what steps the district will take to maintain the health and safety of students and employees pertaining to the coronavirus.

Admission wristbands for the 2021 Smoky Hill River Festival are now on sale.

The wristbands went on sale today at 40 locations across Salina and in 18 other cities. 

Advance-price weekend-admission wristbands are $15 each, or $20 at the gate. Children 11 and under get in free. A daily wristband for $10 is also available Thursday through Sunday, and is sold only day-of, at the Mulberry, Fourth Street, Oakdale, and Tony’s Pizza Events Center gates.

Weekend-admission wristbands are good for the entire 3.5-day event, beginning with the Festival Jam on Sept. 2. The festival's Fine Art and Craft Show, four live stages, Artyopolis kid's area, food vendors, art installations and more are open Sept. 3-4 from 10 a.m. to 10 p.m., and again on Sept. 5, from 10 a.m. to 5 p.m. On Thursday, only food vendors are open from 4-10 p.m., with the Festival Jam on the Eric Stein Stage from 6 to 10 p.m.

The sale of river festival admission wristbands accounts for more than 40 percent of festival revenue each year. 

“We are excited about the switch to wristbands for the 45th-anniversary festival, and Vortex’s willingness to underwrite this important improvement,” said Brad Anderson, Salina Arts &amp; Humanities executive director. “The convenience and safety of the weekend and daily wristbands is something festival-goers have wanted for a while, to be more convenient and to help provide affordable options for all.”

Anderson said many larger events around the country now use wristbands, with very positive results. 

“The soft, colorful wristbands will be safer and more secure for our many festival fans ages 12 and up. As always, children 11 and under will get in free each day,” he said.

In addition to festival wristbands, festival t-shirts and tank tops, art-show gift certificates in $20 increments, and the limited-edition 2021 festival print by Kansas City artist Rena Detrixhe are on sale.

At 4:09 p.m. CDT, National Weather Service Doppler radar was tracking clusters of strong thunderstorms with locally heavy rainfall across portions of Lincoln, Saline, Ellsworth and northern McPherson counties. These storms were moving very slowly or were nearly stationary.

The storms will produce localized very heavy rainfall rates and wind gusts up to 50 mph. Pea sized hail is also possible.

These storms will produce localized very heavy rainfall rates and wind gusts up to 45 mph.

Be prepared to take shelter in the event the storms intensify and become severe or a warning is issued by the National Weather Service.

Torrential rainfall is also occurring with this storm, and may lead to localized flooding. Do not drive your vehicle through flooded roadways.

NWS: Isolated t-storms in part of our area through 7 p.m.

Police are investigating the theft of a generator from the back of a pickup at a west Salina motel.

A 46-year-old Texas man told police that sometime between 11 p.m. Friday and 6:35 a.m. Saturday, someone stole a Tri-Fuel Power System generator that had been strapped down in the back of his pickup, Salina Police Captain Gary Hanus said this morning. The generator was valued at $4,300.

The pickup was parked at the Quality Inn &amp; Suites, 2110 W. Crawford, he said.

Police are checking to see whether there is surveillance video of the incident.

Generator stolen from pickup at west Salina motel during weekend

A Saline County Sheriff's deputy was injured early Saturday morning while helping work what was suspected to be a DUI case.

Saline County Sheriff Roger Soldan said this morning that a deputy was working what was thought to be a DUI case at 1:54 a.m. Saturday in the 1300 block of State Street. A second deputy arrived and went to shut off the lights on the first patrol vehicle so the first deputy could administer a DUI test. 

After the second deputy shut off the lights and closed the door to the patrol vehicle, he was struck by the side mirror of a 2013 Dodge Avenger driven by Katheryn Rader, 22, of Salina, Soldan said. The force of the impact shoved the deputy into the side of the patrol vehicle.

The deputy, 35, suffered a scraped arm, cut finger, and bruises, Soldan said.

Rader stopped her vehicle. During the course of the investigation, alcohol was detected, Soldan said.

Rader was arrested on the following requested charges, he said.

●Driving under the influence of alcohol

●Failure to yield to an emergency vehicle

In a twist of fate, the original person who was being tested for DUI was determined to be sober and was released, Soldan said.

Police are looking for a $47,000 pickup that was stolen from a south Salina dealership late last week.

Salina Police Captain Gary Hanus said this morning that officers were sent to Conklin Cars, 2700 S. Ninth Street, at 11:15 a.m. Saturday for the report of a black 2018 crew cab GMC pickup that was stolen from the dealership. The pickup was last seen at approximately 6 p.m. Thursday. It was valued at $47,000, he said.

The dealership was still in possession of the pickup's keys, Hanus said.

A Texas man was arrested after the 1957 Cadillac he was driving crashed into the corner of a local motel late Saturday afternoon.

Garry Carter, 75, of Spring Branch, Texas, was driving a two-door 1957 Cadillac DeVille when it crashed into the northeast corner of the Rodeway Inn and Suites, 3932 S. Ninth Street, Salina Police Captain Gary Hanus said this morning. The accident occurred shortly before 6 p.m. Saturday.

In addition to damaging the car and the building, the crash damaged the natural gas line going into the building, he said. Kansas Gas Service secured the leak.

Carter was arrested on the following requested charges, Hanus said.

Hanus said no damage estimate for the car or the building was available.

1957 Cadillac strikes motel; Texas man arrested

Critical Race Theory (CRT) has led to unnecessary alarm across the country at both K–12 and higher education levels. One portion of the public believes teachers should only teach what their local or state school boards approve. Another portion believes that teachers have some sort of absolute academic freedom and unlimited free speech. Both are wrong. It is far more complex.

Although free speech and academic freedom are often used interchangeably, they are different.&nbsp; Academic freedom is exercised by teachers and professors within classrooms with their students. It is an attribute of the teaching profession. Free speech occurs in public and outside of the classroom.

Consider the following “teachings”:

A geology teacher claims the earth is flat. &nbsp;

A history teacher states the Holocaust never happened.

A math teacher contends two-plus-two equals five.

If these are the true actions of these teachers (and not a teaching method to get students to think and arrive at the real answers), these teachers can and should be fired for incompetence.

When a California science teacher contended he had an academic freedom to refuse to teach evolution when it was part of the curriculum—he lost. In Peloza v. Capistrano (1994), the court ruled that school districts can require teachers to teach evolution. Earlier in Webster v. New Lenox (1990) the court ruled that school districts can prohibit the teaching of creationism. And in Kitzmiller v. Dover Area School District (2005), the judge ruled that a supposedly non-religious “alternative” view of biological evolution called “intelligent design” could not be taught as science.

In all cases, the courts turned to the profession to determine the legitimacy of the content. —Not the local or state school boards. —Not the whims of the teacher. And any university teacher ed program that trains future geology teachers that the earth is flat, or math student teachers that two-plus-two equals five will lose its accreditation because it contradicts the current knowledge-base of those professions.

The consequences of mis-teaching are real. Any country where the bulk of citizens believe the earth is flat or two-plus-two equals five is not going to launch a satellite into space. The last veterans who witnessed the liberation of Auschwitz are nearly gone, but the extensive documentation remains and a country that denies the Holocaust will feed future supremist movements. Yesterday’s history matters today, or we would not bother to teach it.

Countries will downplay their mistakes. Japan today omits from its history books major terrible atrocities committed in World War II. The Tulsa race riot of 1921 was not in our history books., but it was of a scale that deserves to be included. Good teachers promote reasoned discussion. They do not impose guilt trips. Teachers are frontline professionals representing their professions. And that is where professional content is defined. —Again, not by local or state school boards. —Not by legislatures. The courts ultimately turn to the profession to define legitimate content.

Education Week recently reviewed the CRT laws just passed by ten states. The most recent act in Tennessee was a complaint that “...a lesson on Ruby Bridges, the first Black child to desegregate an elementary school in Louisiana, made white students feel uncomfortable” and thus violated their new CRT law. If Japan can hide its past, we should too? –Because some might be “uncomfortable?

When the Arkansas legislature made it a crime for medical doctors to perform fully professional treatments and surgery on trans kids, they violated the jurisdiction of the medical profession. As more states strive to regulate what the teaching profession considers factual, they are joining ranks with autocrats in Poland and Hungary and Belarus that choose to hide or distort their history, and compel educational professionals to be unprofessional.&nbsp;&nbsp; &nbsp;

Unfortunately, it is a shortcoming of our system that it will take time for this intrusion into teacher professionalism to make its way to a higher court. Meanwhile, this growing tendency for legislatures to dictate professional practice will take a toll, in veteran teachers resigning and in college students diverting away from pursing teaching.&nbsp; &nbsp; &nbsp; &nbsp;

Consider the following “teachings”: A geology teacher claims the earth is flat. &nbsp; A history teacher states the Holocaust never happened. A math teacher contends two-plus-two equals five. If these are the true actions of these teachers (and not a teaching method to get students to think and arrive at the real answers), these teachers can and should be fired for incompetence. When a California science teacher contended he had an academic freedom to refuse to teach evolution when it was part of the curriculum—he lost. In Peloza v. Capistrano (1994), the court ruled that school districts can require teachers to teach evolution. Earlier in Webster v. New Lenox (1990) the court ruled that school districts can prohibit the teaching of creationism. And in Kitzmiller v. Dover Area School District (2005), the judge ruled that a supposedly non-religious “alternative” view of biological evolution called “intelligent design” could not be taught as science. In all cases, the courts turned to the profession to determine the legitimacy of the content. —Not the local or state school boards. —Not the whims of the teacher. And any university teacher ed program that trains future geology teachers that the earth is flat, or math student teachers that two-plus-two equals five will lose its accreditation because it contradicts the current knowledge-base of those professions. The consequences of mis-teaching are real. Any country where the bulk of citizens believe the earth is flat or two-plus-two equals five is not going to launch a satellite into space. The last veterans who witnessed the liberation of Auschwitz are nearly gone, but the extensive documentation remains and a country that denies the Holocaust will feed future supremist movements. Yesterday’s history matters today, or we would not bother to teach it. Countries will downplay their mistakes. Japan today omits from its history books major terrible atrocities committed in World War II. The Tulsa race riot of 1921 was not in our history books., but it was of a scale that deserves to be included. Good teachers promote reasoned discussion. They do not impose guilt trips. Teachers are frontline professionals representing their professions. And that is where professional content is defined. —Again, not by local or state school boards. —Not by legislatures. The courts ultimately turn to the profession to define legitimate content. Education Week recently reviewed the CRT laws just passed by ten states. The most recent act in Tennessee was a complaint that “...a lesson on Ruby Bridges, the first Black child to desegregate an elementary school in Louisiana, made white students feel uncomfortable” and thus violated their new CRT law. If Japan can hide its past, we should too? –Because some might be “uncomfortable? When the Arkansas legislature made it a crime for medical doctors to perform fully professional treatments and surgery on trans kids, they violated the jurisdiction of the medical profession. As more states strive to regulate what the teaching profession considers factual, they are joining ranks with autocrats in Poland and Hungary and Belarus that choose to hide or distort their history, and compel educational professionals to be unprofessional.&nbsp;&nbsp; &nbsp; Unfortunately, it is a shortcoming of our system that it will take time for this intrusion into teacher professionalism to make its way to a higher court. Meanwhile, this growing tendency for legislatures to dictate professional practice will take a toll, in veteran teachers resigning and in college students diverting away from pursing teaching.&nbsp; &nbsp; &nbsp; &nbsp;The Thomas B. ED FRONTLINES: Academic freedom has professional limits

We’ve reached a halfway point in the year, and if you’re also in the middle of your debt-free journey, your motivation may be in a slump. The excitement of starting your debt-free journey may have worn off, and now you’re in the daily grind of paying off those loans and making all the sacrifices you can.

I totally get how hard it can be to keep going when it feels like the finish line is still miles away. But this is the point when you have to dig in your heels and say, “I’m in it for the long haul!” Getting out of debt won’t be easy, so here are five tips for staying motivated as you keep working toward your money goals so you can finish out the year strong.

Everyone has a reason for getting out of debt—people don’t make incredible sacrifices without being driven by something powerful. What’s your “why”? Maybe it’s being in control of your money so you can save for your kids’ college, or maybe it’s being able to financially bless people who need help. Whatever it is, take some time to think, talk and dream about it again.

2. Break down your big goals

Getting out of debt is a huge goal. If you’re doing the debt snowball method, which is what I recommend for ultimate motivation and speed, even just paying off your smallest debt can feel like a big undertaking. Break down your goals into smaller pieces that feel easier to knock out. For example, you could set a goal for the amount of money you want to save by the end of the month or the end of the week. Then, once you hit those smaller milestones, make sure you do something to celebrate that—whether it’s having a family movie night or going on a budget-friendly date.

3. Create a visual to track your progress

You guys, it is so important to have something you can look at every day that reminds you of your goal. That could mean creating a vision board on Pinterest, or keeping goal-tracking chart on your refrigerator that you can update regularly. It’s so energizing when you see yourself getting closer and closer to those goals.

Comparisons steal our joy, our paychecks and our sanity. And it’s way too easy to compare thanks to social media—but spoiler alert, social media doesn’t always reflect reality. Focus on your life and don’t worry about the tropical vacation or new car that your coworker’s friend’s cousin just posted about on Instagram (you have no idea if they financed it, anyway). Focus on being content with where you’re at and look forward to everything you’ll be able to do and have once you’re finally debt-free. CRUZE: 5 tips for staying motivated while paying off debt

Today is Monday, July 26, the 207th day of 2021. There are 158 days left in the year.

On July 26, 1775, the Continental Congress established a Post Office and appointed Benjamin Franklin its Postmaster-General.

In 1788, New York became the 11th state to ratify the U.S. Constitution.

In 1847, the western African country of Liberia, founded by freed American slaves, declared its independence.

In 1908, U.S. Attorney General Charles J. Bonaparte ordered creation of a force of special agents that was a forerunner of the Federal Bureau of Investigation.

In 1945, the Potsdam Declaration warned Imperial Japan to unconditionally surrender, or face "prompt and utter destruction." Winston Churchill resigned as Britain's prime minister after his Conservatives were soundly defeated by the Labour Party; Clement Attlee succeeded him.

In 1953, Fidel Castro began his revolt against Fulgencio Batista with an unsuccessful attack on an army barracks in eastern Cuba. (Castro ousted Batista in 1959.)

One year ago: A processional with the casket of the late U.S. Rep. John Lewis crossed the Edmund Pettus Bridge in Alabama, where Lewis and other civil rights marchers were beaten 55 years earlier. Authorities declared a riot in Portland, Oregon, after protesters breached a fence surrounding the city's federal courthouse; thousands had gathered for another night of protests over the killing of George Floyd and the presence of federal agents. Florida surpassed New York as the state with the second-most confirmed coronavirus cases in the U.S., behind only California. A day after roaring ashore as a hurricane, Hanna lashed the Texas Gulf Coast with high winds and drenching rains. Oscar winner Olivia de Havilland, best known as the kindly Melanie in "Gone With the Wind," died at her home in Paris at the age of 104.

WICHITA – A significant increase in the time it is taking the U.S. State Department to process passports is forcing many travelers to postpone previously booked vacations. 

With that in mind, AAA is urging anyone planning or hoping to travel out of the United States this year or next to initiate the passport process now or risk having those plans derailed by the delays.

“At AAA, we are seeing travelers, sometimes entire families, that have been forced to cancel or postpone their trips because passport processing has taken longer than they anticipated,” said Matt Bert, travel advisor for AAA Kansas. “One of the first questions we are now asking our clients is about the passport status of all travelers.”

At this time, the State Department says passport application is taking more than four months (18 weeks). And, ‘expedited’ service may only shorten the wait to three months.

AAA travel advisors say passport processing times are&nbsp;three times as long as the average wait time prior to the pandemic. The&nbsp;<a href="http://aaacluballiance.pr-optout.com/Tracking.aspx?Data=HHL%3d9%2b3893-%3eLCE59.%3c5%3a%26SDG%3c90%3a.&amp;RE=MC&amp;RI=5430239&amp;Preview=False&amp;DistributionActionID=445311&amp;Action=Follow+Link" target="_blank">State Department website</a>&nbsp;indicates the dramatic delays&nbsp;are the result of COVID-related issues and high demand.

“Some travelers with bookings&nbsp;this summer have already had to postpone until next year,” Bert added. “And, for those who are uninsured for such a change in plans, the cancellation is much more than an inconvenience. It’s a costly miscalculation.”

The passport delay issue is not just affecting those applying for new passports or renewing passports set to expire. AAA is reminding travelers that many countries now require the passport expiration date to be at least six months after the date of return travel so anyone planning travel through 2022 is strongly urged to begin the passport renewal process now.

●Share passport status information with your travel advisor. 

●Book travel that ensures your return date is at least six months before passport expiration. 

●Initiate passport processing&nbsp;for:

-Passports that have expired or are set to expire within 6 months of travel

 </figure>WICHITA – A significant increase in the time it is taking the U.S. State Department to process passports is forcing many travelers to postpone previously booked vacations. With that in mind, AAA is urging anyone planning or hoping to travel out of the United States this year or next to initiate the passport process now or risk having those plans derailed by the delays.“At AAA, we are seeing travelers, sometimes entire families, that have been forced to cancel or postpone their trips because passport processing has taken longer than they anticipated,” said Matt Bert, travel advisor for AAA Kansas. “One of the first questions we are now asking our clients is about the passport status of all travelers.”At this time, the State Department says passport application is taking more than four months (18 weeks). And, ‘expedited’ service may only shorten the wait to three months.AAA travel advisors say passport processing times are&nbsp;three times as long as the average wait time prior to the pandemic. MANHATTAN - While most prescribed fires in Kansas are conducted during the dormant season -- typically March through April -- researchers and fire managers suggest growing season burns done between July and September can provide benefits for land managers and public safety.&nbsp;

Dennis Carlson, an assistant state fire management officer with the Kansas Forest Service, said prescribed fires during the dormant season burn more aggressively due to the buildup of dry grasses, woody debris and other litter. The combination of increased fuel load, high winds and low humidity levels can result in increased instances of wildfires, among other challenges.&nbsp;

“One thing we see with prescribed fires in the dormant season is how few days there are to apply prescribed fire due to high winds and low humidity,” Carlson said. “With so few days to burn, it often results in increased smoke management issues due to the significant number of prescribed fires squeezed into these few days.”&nbsp;&nbsp;&nbsp;

Higher levels of humidity and increased vegetation moisture in the growing season help to moderate fire behavior and reduce the risk of an escaped fire, according to Carlson.&nbsp;

Growing season prescribed fires can also be used to manage rangeland woody encroachment, manage certain weed species, and provide wildlife habitat benefits. The benefits and risks along with fuels, wind speeds, humidity and landowner goals are considered when building the prescription for the plan so one can stay within the guidelines to meet the intended resource benefits.&nbsp;

The key with growing season prescribed fire, Carlson noted, is a good amount of previous year’s vegetation present.&nbsp;&nbsp;If there is no to very little previous year’s vegetation present, a growing season prescribed fire will not be successful, he said.&nbsp;&nbsp;&nbsp;

According to KC Olson, professor of range beef cattle nutrition and management at Kansas State University, prescribed-fire research conducted between 2014 and 2020 documented the effects of growing season prescribed fire compared with dormant season prescribed fire on rangeland health and performance of grazing livestock. &nbsp;

“Results were quite compelling,” Olson said. “Prescribed fire applied in either early August or early September strongly suppressed sericea lespedeza over a four-year period. No differences were observed between treatments in native grass composition, forage biomass accumulation, percentage of bare soil, percentage of litter cover or basal plant cover.” &nbsp;

Olson said the diversity of plant species was improved by four consecutive years of prescribed fire in August or September compared to April prescribed fire. In a subsequent three-year study, the performance of grazing yearling cattle was found to be similar between pastures burned in April versus those burned in August. &nbsp;

“Our team of researchers concluded with these projects that comprehensive and cost-effective control of sericea lespedeza could be achieved by moving the prescribed-fire season from spring to late summer without sacrificing animal performance while simultaneously improving all meaningful indices of rangeland health,” Olson said.&nbsp;

Landowners, land managers, and communities in wildland urban interface – an area of transition between unoccupied land and human development – can also take advantage of higher relative humidity and more predictable weather during growing season prescribed fires. &nbsp;

“During the growing season and when within prescription, fires travel slower and have less overall intensity due to the fire needing to use significant energy to drive off the moisture from the previous year’s fuels along with consuming the current green fuels,” Carlson said. “These growing season burns will produce more smoke and steam compared to dormant season burns so one must take this into account by only burning on days when the winds will push smoke away from areas of concern.” &nbsp;

Carlson said there are several things to consider when planning a summer prescribed burn:

●One must have an objective and have the proper site conditions, such as appropriate amount of previous year’s vegetation that can carry the growing season burn.

●The objectives, weather conditions, notifications, maps, and safety elements need to be built into the prescribed fire plan -- and followed. There are many online prescribed fire resources that outline a prescribed fire plan along with the conditions to adhere to.

●Consider the current moisture level in the soil and the overall weather trend. It is good to have adequate soil moisture so the grasses will resprout and grow to provide cover for the winter months.

●Fire breaks must be properly prepared.

●Growing season burns can be a little more exhausting for individuals due to high daytime temperatures and humidity compared to dormant season burns. Take frequent breaks to cool down as needed.&nbsp;

“Growing season burns are starting to get more attention in Kansas due to the benefits they provide. When done properly, growing season burns are another tool for natural resource managers,” Carlson said.&nbsp;
