The City of Salina has announced street resurfacing work for this week.

Monday through Friday, Vance Brothers of Kansas City, Mo., will resurface the
following streets, weather permitting:

Local roads will be closed to traffic
during construction for a period not to exceed 8 a.m. to 5 p.m.&nbsp; Residents will be provided sufficient notice
of closures and special requests will be accommodated.&nbsp; Arterials and collectors will be resurfaced
under traffic.

Microsurfacing is a common method of pavement surface
treatment which consists of a polymer modified asphalt slurry (about 3/8 inch
thick) that coats the pavement surface and creates a smooth moisture-resistant
barrier. It also increases ride-ability and seals smaller cracks. When combined
with proper pavement sealing, micro-surfacing extends the service life of the
roadway. Streets are estimated for microsurfacing on a 6 to 8 year cycle at an
estimated cost of about $5,000 per block.

The $675,000 project is a major component of the City of Salina's $4.7 million 2021 maintenance capital improvement program.

One year ago: Federal agents fired tear gas to break up rowdy protests in Portland, Oregon, that continued into the early morning, demonstrations had been taking place in Portland every night for two months in the aftermath of the Minneapolis death of George Floyd. Seattle police declared a riot following large demonstrations in the city's Capitol Hill neighborhood, where authorities said rocks, bottles and fireworks were thrown at officers as they attempted to clear the area; the protest had begun as a peaceful show of solidarity with demonstrators in Portland. Authorities in Oakland, California, said a protest in support of racial justice and police reform turned violent when a small group of demonstrators set fire to a courthouse, vandalized a police station and shot fireworks at officers. Hurricane Hanna roared ashore in Texas, lashing the Gulf Coast with rain and a storm surge.

In February, Emma Littich - a member of the Smoky View 4-H Club - won the State Kansas Award Portfolio (KAP) Award in the performing arts project.&nbsp;

In a KAP, there are goals that a club member wants to achieve in a specific project throughout the 4-H year, which runs from October through September of the next year. There is also a story that describes what the 4-H member did in the project.&nbsp;

Emma has been in the performing arts project for 10 years.&nbsp;

“I like it because it connects me to a lot of different people,” she said, “And I can express myself in many different ways.”&nbsp;&nbsp;

Some of the goals that Emma had in her performing arts KAP were taking a part in school and community theater, and also taking private lessons for playing the violin.&nbsp;

In 2019, Emma also won the State KAP Award for the health and wellness project. The goals she wanted to achieve in the health and wellness project were being active, eating more healthy foods, and being on a dance team.&nbsp;

In 1936, Salina tied its all-time record high for the month of July when the city was torched by a temperature of 116 degrees.

The record had been set just 6 days earlier on July 18. Salina's all-time record high is 118 degrees set on Aug. 13, 1936. In comparison, in 1942, Las Vegas had set its all time record high of 117 degrees, a record that would be tied on July 19, 2005. In 1979, Claudette was a weak tropical storm, but do not say that to residents of Alvin, Texas. A phenomenal 43 inches of rain inundated the Houston suburb to set the all time 24 hour rainfall record for the United States. This staggering total is just 10.82 inches shy of the all time annual rainfall record for Wichita which is 53.82 inches set in 2008.&nbsp;

The event is scheduled for 7 p.m. on Aug. 3.&nbsp;

Harlem Globetrotters' Spread Game Tour coming to Salina

LINCOLN, Neb. - Reed McHenry of Salina is among 39 recent high school graduates selected to join the latest cohort of the University of Nebraska-Lincoln's Jeffrey S. Raikes School of Computer Science and Management.

McHenry, a recent graduate of Salina Central, plans to be a finance major.

This will be the 22nd cohort in the history of the Raikes School, formerly the J.D. Edwards Honors Program. Cohort 2021 boasts 13 National Merit Finalists and a National Hispanic Scholar. The students represent 10 states and 18 Nebraska high schools. They are pursuing eight majors across three colleges.

"In the past year, we were required to recruit and interview this cohort completely remotely," said Steve Cooper, the school's executive director. "We are looking forward to finally getting to meet this talented group of students in person and integrate them into the Raikes School community. We are optimistic that this next year will be one with more face-to-face collaboration, engagement and fun as we work collectively to develop the next group of business and technology leaders."

Students in the Raikes School live and learn together in the Kauffman Academic Residential Center, participating in a variety of classes and experiences that make them well-rounded candidates for internships, full-time positions and graduate school. Most Raikes School students (95%) complete three or more internships, and all have jobs or are accepted into graduate school within three months of graduation. This summer, Raikes School students are interning or completing research with 45 companies in 13 states. The school's 2021 graduates will start their careers at 24 companies in 14 states.

During their first few semesters on campus, Cohort 2021 will complete coursework in areas such as computer science, software engineering, data science, economics, finance, leadership and communications. Additionally, in their first semester, they will take part in a unique freshmen seminar designed to help them navigate the college experience and prepare for future semesters, as well as recognize and utilize their strengths. During their third and fourth years, students will participate in Design Studio, the capstone experience of the Raikes School. In Design Studio, student teams work with industry partners to create innovative solutions to complex real-world problems. Design Studio students receive mentorship from industry professionals while developing leadership, project management, analytical and communication skills. In their senior year, students also participate in a seminar course led primarily by Raikes School alumni who share their wisdom on navigating life after college.

 </figure>LINCOLN, Neb. - Reed McHenry of Salina is among 39 recent high school graduates selected to join the latest cohort of the University of Nebraska-Lincoln's Jeffrey S. Raikes School of Computer Science and Management.McHenry, a recent graduate of Salina Central, plans to be a finance major.This will be the 22nd cohort in the history of the Raikes School, formerly the J.D. Edwards Honors Program. Cohort 2021 boasts 13 National Merit Finalists and a National Hispanic Scholar. The students represent 10 states and 18 Nebraska high schools. They are pursuing eight majors across three colleges."In the past year, we were required to recruit and interview this cohort completely remotely," said Steve Cooper, the school's executive director. "We are looking forward to finally getting to meet this talented group of students in person and integrate them into the Raikes School community. We are optimistic that this next year will be one with more face-to-face collaboration, engagement and fun as we work collectively to develop the next group of business and technology leaders."Students in the Raikes School live and learn together in the Kauffman Academic Residential Center, participating in a variety of classes and experiences that make them well-rounded candidates for internships, full-time positions and graduate school. Most Raikes School students (95%) complete three or more internships, and all have jobs or are accepted into graduate school within three months of graduation. This summer, Raikes School students are interning or completing research with 45 companies in 13 states. The school's 2021 graduates will start their careers at 24 companies in 14 states.During their first few semesters on campus, Cohort 2021 will complete coursework in areas such as computer science, software engineering, data science, economics, finance, leadership and communications. Additionally, in their first semester, they will take part in a unique freshmen seminar designed to help them navigate the college experience and prepare for future semesters, as well as recognize and utilize their strengths. During their third and fourth years, students will participate in Design Studio, the capstone experience of the Raikes School. In Design Studio, student teams work with industry partners to create innovative solutions to complex real-world problems. Design Studio students receive mentorship from industry professionals while developing leadership, project management, analytical and communication skills. Local farmers market to accept payment via SNAP benefits

Stephanie Welter, chair of the Department of Biology, was recently named the KWU Exemplary Teacher for the 2020-21 school year. &nbsp;

While Welter is a much-respected teacher on campus, her influence reaches throughout the community of Salina. She is a critical part of organizations such as the Smoky Hill Audubon Society and Friends of the River, helping establish relationships that have benefited both KWU students and the community at large. Welter’s efforts helped begin monthly Audubon society speakers at KWU – an occurrence that lasted until the first surge of COVID-19. The relationship with the society also enables KWU students to do research or take field trips to the Smoky Hill Audubon Sanctuary. Volunteers from the KWU campus also worked at the sanctuary in the past. &nbsp;

Prior to COVID-19 limitations, Welter was the primary liaison between KWU and Friends of the River’s scientific work, helping coordinate the efforts of students from the Natural Sciences and Mathematics Division’s efforts. Those projects included research in water testing and microbial sampling, mammal and bird camera trapping and invertebrate sampling. She also aided with the Smoky Hill River Research and Education Symposium, an annual event that afforded various students and educators the opportunity to formally present their research. &nbsp;

On campus, Welter was a part of KWU earning Tree Campus USA distinction, which the university earned for the third consecutive year in 2020-21. &nbsp;

“Dr. Welter’s efforts at KWU are outstanding,” said Dr. Damon Kraft, KWU provost. “In addition, her work in the Salina area further sets her apart. Her efforts with both of these organizations – Friends of the River and the Smoky Hill Audubon Society – have helped improve the scientific community in Salina, and they have done so while providing excellent opportunities for our students. Welter named 2020-21 KWU Exemplary Teacher

Ahead of this summer’s Olympic Games in Tokyo, the International Olympic Committee reviewed and&nbsp;<a href="https://www.nytimes.com/2021/07/02/sports/olympics/olympics-protests-tokyo.html" target="_blank">loosened its rules</a>&nbsp;about protest on the field of play, but reiterated restrictions on medal podium activism, saying: Don’t.

Athletes throughout history, including at the Olympics, have used their fame to&nbsp;<a href="https://www.youtube.com/watch?v=gk-OLOojJdw" target="_blank">shine a spotlight on injustice or stand up for their beliefs</a>. Whether on the medal stand or in their hometowns, many have faced backlash for defying expected rules of behavior.

These U.S. Olympic athletes flexed their muscles for freedom. Some paid a price for speaking out. But all led change.

One of 22 children, Wilma Rudolph overcame polio to become a track and field star. At 16, she was the youngest member of the 1956 U.S. Olympics&nbsp;<a href="https://www.biography.com/athlete/wilma-rudolph" target="_blank">track and field</a>&nbsp;team. Four years later, she became the world’s fastest woman by winning the 100 meters at the 1960 Rome Olympics. She also brought home gold for the U.S. in the 200-meter race and as part of the 400-meter relay team, making her the first American woman to earn three gold medals at a single Olympics. She also set Olympic and world records at the games.

An international track sensation at age 20, she returned home to Clarksville, Tenn., during the Jim Crow era. Told there would be a parade in her honor, Rudolph said if the parade was segregated, she wouldn’t attend. Her celebration was Clarksville’s first racially integrated event.

Rudolph’s acts of protest continued. In 1963, she was tear-gassed while protesting Clarksville’s whites-only Shoney’s restaurants. Months later, Shoney’s opened to Black customers.

Muhammad Ali&nbsp;was a relatively unknown 18-year-old, then called Cassius Clay, when he earned a gold medal in boxing at the 1960 Olympics. His decisive victories, including over two previous Olympic medalists, earned him fame. He turned professional and by 1967 was the world’s reigning heavyweight boxing champion — and a member of the Nation of Islam.

When Ali refused to be drafted into the U.S. Army during the Vietnam War on religious grounds, he was convicted of draft evasion, sentenced to five years in prison and stripped of his heavyweight title. But Ali counter-punched in the courts and the Supreme Court overturned his conviction for draft evasion, granting him conscientious objector status.

Ali’s stance&nbsp;<a href="https://www.freedomforum.org/2021/03/31/perspective-faith-on-the-field-athletes-exercise-religious-freedom/" target="_blank">embodied the First Amendment</a>, challenged Americans’ attitudes about the war and inspired generations of athletes to stand up for their beliefs, even if it meant risking their careers.

TOMMIE SMITH AND JOHN CARLOS: TRACK AND FIELD, 1968

Track and field athletes&nbsp;Tommie Smith&nbsp;and&nbsp;John Carlos&nbsp;initially considered boycotting the 1968 Olympics. But they did compete, and their medal-stand protest became a powerful protest moment in Olympic history.

Smith and Carlos were two of the first members of the Olympic Project for Human Rights, a group of predominantly African American athletes and community members that advocated against segregation and racism around the world. They planned an Olympic boycott over issues including the participation of South Africa, whose system of apartheid subjugated the majority Black population, and the stripping of Muhammad Ali’s world boxing title.

One member,&nbsp;Kareem Abdul-Jabbar,&nbsp;chose not to participate in the men’s basketball competition, but Smith and Carlos decided to compete based on the possibility of the Olympics as a platform.

After winning the gold and bronze medals in the 200-meter race, Smith and Carlos raised black-gloved fists against inequality as the national anthem played. They were shoeless, to represent poverty. Carlos wore a necklace with beads that symbolized lynching victims and Smith wore a scarf.

Carlos and Smith were booed and sent home, where they endured death threats. Their protest, at the height of the U.S. civil rights movement, echoed around the globe.

Tom Waddell&nbsp;was a doctor, a dad, an activist and an athlete.

In college, Waddell excelled in gymnastics, football and track and field while pursuing a career in medicine. He was also a social justice activist, marching in Selma in 1965 and protesting the Army’s plan to send him to Vietnam as a paratrooper. He was instead sent to train for the U.S. Olympic team.

In the 1968 Olympics, he placed sixth overall in the decathlon, beating his personal records on five of 10 events. He also spoke in support of Smith and Carlos.

In 1976, he and his then-partner came out on the cover of People magazine. Inspired by the power of sports to bring people together, he decided to create a “Gay Olympics.”

Just a few weeks before the first event was supposed to start in 1982, the U.S. Olympic Committee sued over the games’ use of the word “Olympics.” The quickly renamed Gay Games was opened by singer&nbsp;Tina Turner, and Waddell won the gold medal for discus.

Waddell continued the fight over use of the term Olympics all the way to the Supreme Court, arguing his right on free speech grounds, as the Olympic committee had allowed its use in other cases. However, just two weeks before Waddell’s death from complications of AIDS, the Supreme Court ruled against Waddell.

But Waddell’s legacy continues: Gay Games 11 is scheduled for 2022 in Hong Kong.

1ST FIVE: 5 US Olympic athletes who flexed their 1st Amendment muscles

On July 24, 1969, the Apollo 11 astronauts — two of whom had been the first men to set foot on the moon — splashed down safely in the Pacific.

On July 24, 1567, Mary, Queen of Scots was forced to abdicate by Scottish nobles in favor of her infant son James, who became King of Scotland at the age of one.

In 1847, Mormon leader Brigham Young and his followers arrived in the Great Salt Lake Valley in present-day Utah.

Heat index values up to 110 are expected.

Hot temperatures and high humidity may cause heat illnesses to occur.

Drink plenty of fluids, stay in an air-conditioned room, stay out of the sun, and check up on relatives and neighbors. Young children and pets should never be left unattended in vehicles under any circumstances.

Take extra precautions if you work or spend time outside. When possible reschedule strenuous activities to early morning or evening. Know the signs and symptoms of heat exhaustion and heat stroke. Wear lightweight and loose fitting clothing when possible. To reduce risk during outdoor work, the Occupational Safety and Health Administration recommends scheduling frequent rest breaks in shaded or air conditioned environments. Anyone overcome by heat should be moved to a cool and shaded location. Heat stroke is an emergency! Call 9 1 1.

Saline County is currently experiencing a new wave of COVID-19 infections.

The last seven days have seen 85 new confirmed COVID-19 cases, there have been 37 new cases since our last update on Wednesday, July 21.

Saline County: 37 new COVID-19 cases since Wednesday update

The City of Salina has issued the following update concerning the waste cart transition.

Schaefer Systems International, Inc. (SSI), the City of Salina’s new automated refuse cart manufacturer, continues to deliver the last remaining new carts and collect the old carts from our customers. New cart deliveries are expected to be completed today and approximately 11,500 old carts (about 50 percent) have been collected. SSI anticipates completing old cart collection by July 30.

The Vice President of Schaefer’s Waste Technology Division states:

“Without question, Schaefer remains committed to completing this project, and will do our absolute best to satisfy the City to your expectations, of course, despite our set-backs to this point. We have had numerous hurdles on our side during today’s climate, but to simplify it, we have had manufacturing delays caused by the national labor shortage impacting our standard operation, in addition to an extremely stressed supply chain network across our industry and quite frankly, almost all industries right now. The City administration, as well as the residents, have been extremely patient with us throughout these difficulties and continue to be very helpful in navigating issues that have been generated as a result of the above stated shortcomings. We understand and sincerely apologize for the impact this has had on the public. Schaefer will continue to work diligently to resolve the issues that have resulted.”

Until they are collected by SSI, City customers should continue to place their old empty carts at the curb or alley on the new collection day. As a reminder, all waste must be placed inside the new carts for collection.

Boil water advisory rescinded for City of Esbon

PRATT – Widespread sampling for invasive crayfish had never occurred in Kansas lakes – that is, until the Kansas Department of Wildlife and Parks (KDWP) recently funded a university project focused on the freshwater crustacean. 

KDWP’s Aquatic Nuisance Species Program and Ecological Services section funded the project with the overarching goal of establishing sampling protocols that could then be used for long-term monitoring of both native and invasive crayfish in Kansas. To the surprise of staff and researchers, the need for such protocols would be validated almost as quickly as the research project began.

During capturing efforts at McPherson State Fishing Lake – one of several small waterbodies slated to be inspected in the state – university researchers collected multiple Rusty Crayfish. Rusty Crayfish have not previously been documented in the wild in Kansas, making this official “discovery” the first of its kind.&nbsp;

Rusty Crayfish captured at McPherson consisted of both males and females of varying ages, indicating a reproducing population is established in the lake. Unfortunately, this isn’t the type of species staff and researchers would hope to find, as the Rusty Crayfish is an invasive species known for the considerable ecological damage it can cause in waterbodies.

This large, aggressive crayfish is not only known to attack the feet of unsuspecting humans and animals standing in freshwater, it outcompetes both native fish and crayfish species for forage – forage that also acts as important cover for select prey species.

“The most likely cause of the Rusty Crayfish making its way into Kansas is through its use as fishing bait,” said KDWP Aquatic Nuisance Species coordinator, Chris Steffen. “This species is a prime example of the importance of always draining water from your boat, livewell, and bilge before leaving a waterbody, and of never moving bait from one waterbody to another. You just never know what could be hitchhiking a ride.”

Staff and researchers working on the crayfish project will continue to experiment with multiple capture methods and techniques on a small number of waterbodies around the state. Once an effective and efficient sampling protocol has been identified, staff will continue the sampling efforts across a large number of lakes across the state.

Anglers, boaters and watersport enthusiasts are encouraged to keep their eyes open for this invasive species, which can be identified by its trademark large, black-tipped claws and rust-colored spots on its upper shell. If one is discovered, freeze it in a sealed plastic bag, note the date and location of capture, and contact KDWP’s Emporia Research and Survey Office at (620) 342-0658.
