HERINGTON - A small earthquake rattled part of Dickinson County Saturday morning.

According to the Kansas Geological Survey, a 2.1 magnitude quake struck at 11:35 a.m. Saturday west of Herington. The quake was centered just north-northeast of the 600 Avenue/Trail Road intersection.

Minor earthquake strikes near Herington Saturday morning

Fair housing, civil rights, and the Kansas Residential Landlord-Tenant Act will be among the topics of the upcoming Fair Housing Seminar in Salina.

In celebration of National Fair Housing Month, the City of Salina’s Community Relations Division will hold its annual Fair Housing Seminar on April 22 from 8 a.m. to 3:30 p.m. at Tony’s Pizza Events Center, 800 the Midway. The event is sponsored by Salina Regional Health Center, Hutton Corporation, Great Plains Association of Realtors, and Salina Family Healthcare Center.

The seminar is a full-day educational opportunity for tenants, landlords, property managers, realtors, attorneys, social workers, service providers and all other individuals interested in learning about their rights and responsibilities under the Fair Housing Act. Guest speakers include: Teresa Baker of Topeka’s Housing and Credit Counseling; Michelle Ewert of Washburn Law; John Fliter, Jr. of Kansas State University; and Claudette Humphrey of Catholic Charities. Topics will cover Civil Rights in History, the Fair Housing Act and Predatory Lending. The seminar also includes a panel of local accessibility advocates to discuss tools to help with reasonable accommodations for persons with disabilities.

The Fair Housing Seminar is pending accreditation for continuous education credits for attorneys, social workers, and realtors. Total amount of available credits should be determined by April 15. To view the status of available credits visit the Fair Housing Seminar website or call the Community Relations Division. CEU credits for social workers have an additional fee of $20. There are no additional fees for continuous educational credits for attorneys and realtors.

Local, area students earn academic honors at Wichita State

Learn about the basics of Medicare during an upcoming presentation.

K-State Research and Extension is offering a free, educational, Medicare Basics: New to Medicare workshop online via Zoom on April 7 at noon.

 Learn the basics of Medicare, including eligibility, how and when to apply, costs, what is covered by the various parts, and how to fill the gaps. Programs available to assist low-income individuals will also be discussed. Anyone interested in learning more about the Medicare maze would benefit from the program, particularly those who are nearing age 65 or who help aging parents with insurance and financial matters.

The program is scheduled to be presented by extension educator Deb Wood, CFP®, Central Kansas Extension District, and local SHICK counselor.&nbsp;

“The right to speak and the right to print, without the right to know, are pretty empty.”

These are the words of Harold Cross, author of “The People’s Right to Know,” a book largely regarded as inspiration for the&nbsp;<a href="https://www.foia.gov/" target="_blank">federal Freedom of Information Act (FOIA)</a>, which Congress passed in 1967.

The FOIA – and its state-level counterparts – guarantees us the right to request records from any government agency, allowing the public to oversee the activities of government. It not only enhances our exercise of the rights to free speech and freedom of the press (as well as the other three freedoms – religion, assembly and petition) but also directly benefits society by potentially exposing government waste, abuse and corruption.

That’s why the News Leaders Association, formerly the American Society of News Editors, created&nbsp;<a href="https://www.newsleaders.org/sunshine-week-about" target="_blank">Sunshine Week</a>&nbsp;in 2005. (Full disclosure: I was general counsel to that organization for more than 20 years.)

It coincides with the March 16th birthday of&nbsp;James Madison, who, along with drafting the First Amendment and the other nine amendments of the Bill of Rights, is considered the “father of freedom of information.” Sunshine Week is a celebration of all things open government.

In addition to media stories and commentaries about the importance of open government, there are often conferences and other events convened by organizations around the country to discuss these issues. There’s also a lot of fun stuff too: trivia nights, happy hours and other social events. The Madison, Wis., chapter of the Society of Professional Journalists celebrated Sunshine Week 2015 by&nbsp;<a href="https://www.spjmadison.com/post/sunshine-wheat-for-sunshine-week" target="_blank">partnering with a local brewery on a “Sunshine Wheat” beer</a>. Even federal, state and local officials get involved, often with symbolic gestures, but sometimes beyond mere lip service, with hearings, resolutions, and legislation designed to make government more open and accessible to the public.

The Freedom Forum has previously hosted a&nbsp;<a href="https://www.youtube.com/c/FreedomForum/search?query=%22National%20Freedom%20of%20Information%20Day%20Conference%22" target="_blank">National Freedom of Information Day Conference</a>&nbsp;and continues to celebrate Sunshine Week. You should too.

That’s because while many view the FOIA as a federal law for journalists to use in their role as watchdogs of government activity, access to records provides an ongoing benefit to all of us.

Reporters from the&nbsp;<a href="https://www.nytimes.com/2018/07/21/insider/information-freedom-reporters-pruitt.html" target="_blank">New York Times&nbsp;used FOIA to track the expenses and meetings of Scott Pruitt</a>, the former head of the Environmental Protection Agency, who resigned in 2018 amid allegations of corruption. A blog associated with the&nbsp;Times&nbsp;also used FOIA to learn that the&nbsp;<a href="http://localeastvillage.com/2011/09/02/hot-dogs-horror-stories/" target="_blank">Department of Agriculture received 64 complaints from 2007 to 2009</a>&nbsp;about foreign objects such as glass, a rubber glove and an insect found in hot dogs sold to the public. (I can hear some of you saying, “Actually, I’d rather not know that.”)

At the local level, the Associated Press used FOIA in the wake of Hurricane Katrina to determine that&nbsp;<a href="https://www.nbcnews.com/id/wbna16932664" target="_blank">122 other levees built by the Army Corp of Engineers around the country contained deficiencies</a>. That FOIA request brought the issue to the attention of the residents of those 122 communities, allowing them to take steps to protect themselves and their homes from flood risk and resulting in repairs where necessary.

But it’s not just reporters who use FOIA. Ordinary people –&nbsp;<a href="https://www.freedomforum.org/2022/03/02/5-things-to-know-about-gen-z-and-the-first-amendment/" target="_blank">even those who are skeptical of the role of the media in overseeing government</a>&nbsp;– use the law to great effect. In 2019,&nbsp;<a href="https://www.afsc.org/blogs/news-and-commentary/chicago-youth-use-foia" target="_blank">students at Back of the Yards High School in Chicago used public records</a>&nbsp;to learn that the two white police officers at their mostly minority school each had substantial misconduct complaints against them, including allegations of use of force, false arrest and verbal abuse, often against people of color. The students then used this information to ask for the removal police officers from their public schools.

Other Gen Zers have used their digital skills to access and analyze public records, especially large datasets, through technology.

Jack Sweeney, a freshman at the University of Central Florida, has used publicly available flight information to track SpaceX founder&nbsp;Elon Musk’s&nbsp;private jet – which he then reported via Twitter @ElonJet. As Russian forces invaded Ukraine,&nbsp;<a href="https://www.fox5dc.com/news/florida-teen-who-tracked-elon-musks-plane-now-tracking-jets-of-russian-billionaires" target="_blank">Sweeney launched @RUOligarchJets, which tracks the movement of Russian oligarchs.</a>

On a larger scale, FOIA requesters should applaud&nbsp;<a href="https://www.cjr.org/innovations/gumshoe-foia-data-dumps-ai.php" target="_blank">the recent creation of Gumshoe by graduate students at NYU’s Center for Data Science</a>. Gumshoe is an artificial intelligence tool that sorts through large swaths of information. This is more necessary than ever given the explosion of information that is created by the government every year and the hundreds, if not thousands, of pages of text that one might receive via a public records request. The Gumshoe team has already received funding including a $200,000 grant from the Patrick J. McGovern Foundation to build out the product for widespread distribution.

You don’t have to be a journalist or computer genius to use public records laws – and certainly not to benefit from their use. That’s why we all should celebrate Sunshine Week and public records all year round.

 </figure>By KEVIN GOLDBERG Freedom Forum“The right to speak and the right to print, without the right to know, are pretty empty.”These are the words of Harold Cross, author of “The People’s Right to Know,” a book largely regarded as inspiration for the&nbsp;<a href="https://www.foia.gov/" target="_blank">federal Freedom of Information Act (FOIA)</a>, which Congress passed in 1967.The FOIA – and its state-level counterparts – guarantees us the right to request records from any government agency, allowing the public to oversee the activities of government. It not only enhances our exercise of the rights to free speech and freedom of the press (as well as the other three freedoms – religion, assembly and petition) but also directly benefits society by potentially exposing government waste, abuse and corruption.That’s why the News Leaders Association, formerly the American Society of News Editors, created&nbsp;<a href="https://www.newsleaders.org/sunshine-week-about" target="_blank">Sunshine Week</a>&nbsp;in 2005. (Full disclosure: I was general counsel to that organization for more than 20 years.)It coincides with the March 16th birthday of&nbsp;James Madison, who, along with drafting the First Amendment and the other nine amendments of the Bill of Rights, is considered the “father of freedom of information.” Sunshine Week is a celebration of all things open government.In addition to media stories and commentaries about the importance of open government, there are often conferences and other events convened by organizations around the country to discuss these issues. There’s also a lot of fun stuff too: trivia nights, happy hours and other social events. The Madison, Wis., chapter of the Society of Professional Journalists celebrated Sunshine Week 2015 by&nbsp;<a href="https://www.spjmadison.com/post/sunshine-wheat-for-sunshine-week" target="_blank">partnering with a local brewery on a “Sunshine Wheat” beer</a>. Even federal, state and local officials get involved, often with symbolic gestures, but sometimes beyond mere lip service, with hearings, resolutions, and legislation designed to make government more open and accessible to the public.The Freedom Forum has previously hosted a&nbsp;<a href="https://www.youtube.com/c/FreedomForum/search?query=%22National%20Freedom%20of%20Information%20Day%20Conference%22" target="_blank">National Freedom of Information Day Conference</a>&nbsp;and continues to celebrate Sunshine Week. You should too.That’s because while many view the FOIA as a federal law for journalists to use in their role as watchdogs of government activity, access to records provides an ongoing benefit to all of us.Reporters from the&nbsp;<a href="https://www.nytimes.com/2018/07/21/insider/information-freedom-reporters-pruitt.html" target="_blank">New York Times&nbsp;used FOIA to track the expenses and meetings of Scott Pruitt</a>, the former head of the Environmental Protection Agency, who resigned in 2018 amid allegations of corruption. A blog associated with the&nbsp;Times&nbsp;also used FOIA to learn that the&nbsp;<a href="http://localeastvillage.com/2011/09/02/hot-dogs-horror-stories/" target="_blank">Department of Agriculture received 64 complaints from 2007 to 2009</a>&nbsp;about foreign objects such as glass, a rubber glove and an insect found in hot dogs sold to the public. (I can hear some of you saying, “Actually, I’d rather not know that.”)At the local level, the Associated Press used FOIA in the wake of Hurricane Katrina to determine that&nbsp;<a href="https://www.nbcnews.com/id/wbna16932664" target="_blank">122 other levees built by the Army Corp of Engineers around the country contained deficiencies</a>. That FOIA request brought the issue to the attention of the residents of those 122 communities, allowing them to take steps to protect themselves and their homes from flood risk and resulting in repairs where necessary.But it’s not just reporters who use FOIA. Ordinary people –&nbsp;<a href="https://www.freedomforum.org/2022/03/02/5-things-to-know-about-gen-z-and-the-first-amendment/" target="_blank">even those who are skeptical of the role of the media in overseeing government</a>&nbsp;– use the law to great effect. In 2019,&nbsp;<a href="https://www.afsc.org/blogs/news-and-commentary/chicago-youth-use-foia" target="_blank">students at Back of the Yards High School in Chicago used public records</a>&nbsp;to learn that the two white police officers at their mostly minority school each had substantial misconduct complaints against them, including allegations of use of force, false arrest and verbal abuse, often against people of color. The students then used this information to ask for the removal police officers from their public schools.Other Gen Zers have used their digital skills to access and analyze public records, especially large datasets, through technology.Jack Sweeney, a freshman at the University of Central Florida, has used publicly available flight information to track SpaceX founder&nbsp;Elon Musk’s&nbsp;private jet – which he then reported via Twitter @ElonJet. As Russian forces invaded Ukraine,&nbsp;<a href="https://www.fox5dc.com/news/florida-teen-who-tracked-elon-musks-plane-now-tracking-jets-of-russian-billionaires" target="_blank">Sweeney launched @RUOligarchJets, which tracks the movement of Russian oligarchs.</a>On a larger scale, FOIA requesters should applaud&nbsp;<a href="https://www.cjr.org/innovations/gumshoe-foia-data-dumps-ai.php" target="_blank">the recent creation of Gumshoe by graduate students at NYU’s Center for Data Science</a>. Gumshoe is an artificial intelligence tool that sorts through large swaths of information. This is more necessary than ever given the explosion of information that is created by the government every year and the hundreds, if not thousands, of pages of text that one might receive via a public records request. The Gumshoe team has already received funding including a $200,000 grant from the Patrick J. McGovern Foundation to build out the product for widespread distribution.You don’t have to be a journalist or computer genius to use public records laws – and certainly not to benefit from their use. FIRST FIVE: Free speech, press need freedom of information

Club Chef Tim Bailey’s baked goods are now available for online order and pickup for anyone regardless of club membership status. That means anyone can get a taste of the club’s delicious rolls, infamously good brownies, lemon bars, pecan bread, ice creams and even made-to-order pies. Rolls and brownies are sold by the dozen, and pecan bread loaves and pies are sold whole.

“We’re thrilled to be able to open up this new program and provide all Salina residents with an opportunity to enjoy these delicious pastries and baked goods,” said Jason Ingermanson, founder and CEO of JRI Hospitality, which owns Salina Country Club. “Chef Tim’s recipes are widely known around the area for being delicious and perfectly prepared, and it’s exciting to be able to offer them to everyone in the community.”

Orders may be placed through the club’s website at <a href="http://www.salinacountryclub.com">www.salinacountryclub.com</a>. A 72-hour advance notice is required for all orders. Wednesday orders will need to be placed the preceding Sunday.

Additionally, on March 26, Salina Country Club will offer assorted pastry boxes for a suggested donation of $5 with all funds to be donated to the Salina Emergency Aid Food Bank. Anyone will be able to drive up to the club between 9 a.m. and 11 a.m. to participate. These boxes will already be created with an assortment of pastries including a lemon bar, brownie and three cookies (Chocolate Chip, Lemon, and Oatmeal Craisin White Chocolate). Patrons can pick them up from the front drive of the club’s upper parking lot.

Today in History - March 19

Twenty-four new law enforcement officers graduated from the Kansas Law Enforcement Training Center (KLETC) on Friday at a ceremony held in the KLETC Integrity Auditorium.&nbsp;

Officer Daniel Fulks of the Eudora Police Department was the graduating class president. The speaker for the ceremony was Wes Lovett, Chief of Police for the Eudora Police Department. James Buettgenbach, KLETC Senior Instructor of Police, was the Class Coordinator for the 290th Basic Training Class.

Jon Miles of the Leavenworth County Sheriff's Office was recognized during the ceremony for his firearms proficiency as the class’ “Top Shot”.

Graduates receive certificates of course completion from KLETC and Kansas law enforcement certification from the Kansas Commission on Peace Officers’ Standards and Training, the state’s law enforcement licensing authority. The training course fulfills the state requirement for law enforcement training. Classroom lectures and hands-on applications help train officers to solve the increasingly complex problems they face in the line of duty.

Established by the Kansas Legislature in 1968, KLETC trains the majority of municipal, county, and state law enforcement officers in Kansas and oversees the training of the remaining officers at seven authorized and certified academy programs operated by local law enforcement agencies and the Kansas Highway Patrol.

About 300 officers enroll annually in KLETC 14-week basic training programs. KLETC offers continuing education and specialized training to over 10,000 Kansas officers each year. KLETC is located one mile west and one mile south of Yoder, near Hutchinson, and is a division of the University of Kansas Lifelong &amp; Professional Education.

The graduates, who began their training in November 2021, represented multiple municipal, county, and state law enforcement agencies from across Kansas. Graduates are listed below by county and agency:

Officers from Saline, Ellsworth counties among latest KLETC grads

UPDATE 4:25 p.m. Friday: The Salina Police this afternoon released new information in the landscaper BB shooting case.

A social media challenge apparently is connected to the shooting of a landscaper in downtown Salina late Tuesday morning.

The Salina Police Department this afternoon announced that two people had been apprehended in connection to the case.

Earlier today, by using a partial license plate number, detectives were able to locate in the 700 block of S. Ninth Street the white Dodge Ram connected to the shooting, according to a news release from the department. Two teen males believed to be associated with the shooting were located in the pickup. The two were identified as a 17-year-old Salina boy and Lucas E. Burleson, 18, of Salina. Both were taken to the Salina Police Department for questioning.

"Detectives learned the suspect’s actions might be associated with a Tick Tock 'Orbeez Challenge' on social media involving gel or water beads fired from airsoft-type guns. This challenge encourages participants to use airsoft-type guns which shoot gel or water beads at pedestrians. This Tick Tock social media challenge is apparently a nation-wide phenomenon and has resulted in injuries," the Salina Police Department noted in the news release.

Following are the requested charges for the two, according to information from the police.

The 17-year-old boy: Aggravated assault and battery. Both are Saline County District Court juvenile charges.

Burleson: Unlawful discharge of an air gun within the city limits. This is a Salina Municipal Court charge.

Additionally, there is a third person believed to be involved in the incident.

On Tuesday, officers with the Salina Police Department received a report from a citizen who had been shot by a BB gun. 

The woman reported that she was working along the side of the road in the 200 block of S. Santa Fe Avenue when a newer white four-door Dodge Ram pickup drove by slowly. The woman observed the rear driver’s side passenger holding a black BB gun. The passenger then fired the BB gun, striking the victim in the chest with a BB.

Video surveillance from the downtown area shows the suspect vehicle leaving the scene.

GYPSUM - A minor earthquake shook part of southeastern Saline County Friday afternoon.

According to the Kansas Geological Survey, a 2.0 magnitude earthquake struck east-southeast of Gypsum at 1:18 p.m. Friday. It was centered just north of E. Tinkler Road between the Saline-Dickinson county line and S. Amos Road.

Saline County reopens part of E. North Street closed for drainage work

An Abilene woman was arrested after a vehicle and other items taken from a north Salina residence were found with her at a vacant house in another part of town.

Salina Police Captain Gary Hanus said this morning that officers were called to a residence in the 300 block of Forest Avenue on Wednesday for the report of a burglary the day before.

The front door was damaged and multiple items were taken from the residence, including a 1999 Dodge Dakota pickup valued at $3,900, Hanus said. Damage to the door was estimated at $500.

Then, at 10:20 p.m. Wednesday, officers were sent to the 1100 block of S. Marymount Road for the report of a person who was in a vacant house. The officers made contact with the person, identified as Chante Rosalez, 50, of Abilene, and convinced her to come out of the house. 

The Dakota was found in the garage and a firearm and miscellaneous items taken from the Forest Avenue residence were found inside the house. Additionally, police found illegal drugs while securing the property, Hanus said.

Rosalez was taken to the Salina Police Department for questioning and was then arrested on the following requested charges, Hanus said.

●Criminal possession of a firearm by a convicted felon

The vehicle and other items were returned to the owner, Hanus said.

Abilene woman arrested on requested drug, other charges

A local man was arrested on multiple requested charges after an alleged domestic dispute at a west Salina motel Thursday evening.

Officers were sent to Americas Best Value Inn, 636 Westport Boulevard, for the report of a man and woman arguing. When the officers arrived, they made contact with a woman and an uncooperative man, Salina Police Captain Gary Hanus said.

The woman, a 40-year-old from Salina, told police that her boyfriend had assaulted her and took her cellphone from her.

The boyfriend, identified as Xavier R.T. Allen, 26, of Salina, declined to speak to officers and was taken into custody, Hanus said.

Allen was arrested on the following requested charges, according to Hanus.
