ASSARIA - An Assaria man was arrested on a requested charge of aggravated assault after an incident with neighbors Friday night.

Saline County Sheriff Roger Soldan said this morning that deputies were sent to 8296 Shane Hunter Drive on the west side of Assaria at approximately 9:37 p.m. Friday. 

It was reported that Christopher Albertson, 37, had stepped outside his trailer and was yelling at his neighbors. He allegedly was intoxicated and pointed a bow and arrow at the neighbors, Soldan said.

Albertson was arrested on a requested charge of aggravated assault, Soldan said.

In 1992 they moved to Concordia and Brenda continued her career as an educator, teaching accounting, business, and Microsoft Office applications at Concordia High School and concurrently for Cloud County Community College. Since leaving formal education in 2019, she has worked part-time in banking and remotely in agricultural real estate marketing. She looks forward to using her passion for helping and educating people by working with the wonderful residents of North Central Kansas to grow the Community Foundation for Cloud County. Brenda’s husband, Phil Gilliland, is a banker in Concordia. They have three grown children (Ryan, Eric, &amp; Mallory), and five very active grandsons. Brenda enjoys watching CCCC baseball and is known for her yummy monster, chocolate chip, and chocolate mint cookies!

MANHATTAN – The Kansas 4-H program has added a pair of projects that organizers say will help prepare youth for careers and educational options in science, technology, engineering and math, commonly known as&nbsp;<a href="https://www.kansas4-h.org/projects/stem-science-technology-engineering-and-math/index.html" target="_blank">STEM</a>.&nbsp;

And, oh by the way, one approach? Playing with Lego blocks.&nbsp;

“With all of our projects, we strive to make a connection to how what youth are doing is relevant to a potential career,” said Shane Potter, a Kansas 4-H youth development specialist. “And, how can we set youth up for success while exploring educational options.”&nbsp;

The state’s 4-H program has&nbsp;<a href="https://www.kansas4-h.org/projects" target="_blank">nearly three dozen projects</a>&nbsp;available to youth. Potter said the two newest options – agricultural mechanics and architectural block construction – were tested last year and are now part of the regular offerings.&nbsp;

“These two projects,” he said, “help us to further explore the areas of ag mechanics and architecture that we knew were&nbsp;&nbsp;important but we may not have been addressing to the full extent that we could be.”&nbsp;

The&nbsp;<a href="https://www.kansas4-h.org/projects/stem-science-technology-engineering-and-math/architectural-block-construction/index.html" target="_blank">architectural block construction project</a>&nbsp;is a lot like what it sounds: it takes advantage of the popular building blocks made by the Lego company. Youth are encouraged to construct dioramas and explore architecture in a three dimensional space, according to Potter.&nbsp;

As in all 4-H projects, the young architects are encouraged to progress in their understanding of design elements, beginning with a diorama that includes two features beyond floors, ceilings and walls, and eventually progressing to “Master” (10 years or more experience) where they can build a diorama with up to eight architectural features and three or more motion elements.&nbsp;

Potter said the architecture project is unique to Kansas 4-H and was developed as a result of “hard working 4-H volunteers who are part of the 4-H STEM action team,” he said.&nbsp;

<a href="https://www.kansas4-h.org/projects/stem-science-technology-engineering-and-math/ag-mechanics/index.html" target="_blank">Agricultural mechanics</a>&nbsp;focuses on welding and metalsmithing, encouraging youth to not only learn the skills, but view them as the foundation of their own business.&nbsp;

“They work with adults and try things out in a safe way, and we provide the curriculum and resources to learn the correct way so they are prepared when they move on to the next steps,” Potter said.&nbsp;

He added that the Kansas 4-H program initially started with the area of welding but hopes to expand into other areas like precision agriculture and leverage university and industry partners as experts.&nbsp;&nbsp;&nbsp;.&nbsp;

“We offered this opportunity for the first time at last year’s Kansas State Fair,” Potter said. “We had a lot of interest, and we had some amazing projects that were created, even in the first year. Youth demonstrated a plethora of skills around welding, not only around what they learned, but also how they can apply that to a business of their own or into the many areas where people need welders.”&nbsp;

Potter said as youth advance in the agricultural mechanics project, “we hope to create opportunities to develop and demonstrate more complex uses of their skills, such as in a precision agriculture application. Thompson was initiated at University of Florida.

Thompson is among approximately 25,000 students, faculty, professional staff and alumni to be initiated into Phi Kappa Phi each year. Membership is by invitation only and requires nomination and approval by a chapter. Only the top 10 percent of seniors and 7.5 percent of juniors are eligible for membership. Graduate students in the top 10 percent of the number of candidates for graduate degrees may also qualify, as do faculty, professional staff and alumni who have achieved scholarly distinction.

Phi Kappa Phi was founded in 1897 under the leadership of undergraduate student Marcus L. Urann who had a desire to create a different kind of honor society: one that recognized excellence in all academic disciplines.

EMPORIA - A devoted alumnus of Emporia State University has left the university a remarkable gift for student scholarships through the realization of two insurance policies.

Robert Chatham, who passed away Aug. 21, 2021, set the stage for his $200,000 gift to the ESU Foundation back in 1993, when he took out two policies - $100,000 to provide for student scholarships within ESU's departments of biological sciences and mathematics and $100,000 for student-athlete scholarships among the minor sports (all sports except football and basketball).

As a high school biology and math teacher, Chatham knew he'd never be wealthy - but he also knew he could provide substantial support for ESU students by paying modest premiums on the policies. Naming the ESU Foundation as the owner and beneficiary of the policies, his legacy at ESU has been intact ever since. He hopes the gift encourages others to consider leaving a similar legacy for ESU and its students.

Chatham earned his bachelor's degree in education in biology in 1957 with a minor in math and his master's degree in biology in 1962, both from ESU. 

He taught for 34 years at Abilene High School, where he encouraged many Abilene students to attend ESU. He was known as "Mr. ESU" for his love of his alma mater and his continued support of ESU and was recognized in 1987 with the University Service Citation award. He was a fixture in the stands of most ESU athletic events, and was a regular donor to the university.

Updates, study session on county commission agenda for Tuesday

For lots of reasons, Salina Area Technical College is flourishing.

The learning institution made good on its own autonomy in July, by taking ownership of its 24-acre campus in the Salina Airport Industrial Center.

The college became independent from the Salina School District, USD 305, in 2009, but taking ownership was delayed by legalities relating to contamination from the former Schilling Air Force Base that closed in 1965.

Salina Tech is boasting of significant enrollment growth over several years, and has announced plans for major facilities upgrades, among them a $1 million-plus student center, more parking, the removal this past summer of a blighted blue building on campus that had served as the air force base’s motor pool.

The college’s amenities wish-list continues to grow as well.

“We want to make sure we fit into the higher educational systems in Saline County and this region, in the best capacity we can,” said Greg Nichols, Salina Technical College president.

“We are focused entirely on student success,” he added.

The mission is filling holes in the community that are either noticed or brought to the attention of Salina Tech leaders.

“We have a lot of tentacles, if you will,” Nichols said.

Needs find their way to the campus, he said, either through periodic community needs assessments, state labor data, communication from the Salina Area Chamber of Commerce, elected leaders, Salina Economic Development Organization, the Perkins Needs Assessment from the Salina School District, or chance meetings from the public.

 “Anybody can bring a programming idea to our administrative council,” Nichols said. “We can’t do everything. We’re not a big college, but we want to strategically meet those needs.”

Among the champions of the college’s growth is the Kansas K through 12 education system that is “really adamant about getting students the ability to access higher education,” the president said. “We’re trying to make sure we provide access through general and technical education courses. We have gone to area high schools and talked to them about program offerings we have — college algebra, college composition — typical courses that every university student would need to take. If their teachers have the right qualifications, they can start working with them through dual credit.”

The State of Kansas pays for technical courses for high school students through the Excel in Career Technical Education program, he said, and Salina Tech maintains relatively low tuition rates for general education rate. Because the college is part of the Kansas Board of Regents system, those classes transfer to all Regents schools, he said, including community colleges.

“One of the metrics for K-12 is post-graduation success, and they make it easier for us to work with those school districts,” Nichols said. “If a students gets a certificate prior to graduation, that meets the post-secondary success for K-12.”

Salina Tech reported earlier this semester another enrollment record, with 852 students, up from 697 the year before, a 22.2 percent increase. Using full-time equivalency (or FTEs), enrollment jumped from 397 to 462, a 16.4-percent increase. Given that the pandemic contributed to a major dip in 2020 numbers, the “headcount at the college” compared to 2019, grew 7.7 percent — 791 to 852 — and credit hours rose 6.5 percent, from 6,541 to 6,970.

“I think we can grow to about 800 FTE in the next few years,” Nichols said, adding that Salina Tech should hit the 500 FTE milestone soon.

“The classrooms in our technical programs are just full,” he said, mentioning the 25 to 30 students in auto collision repair, that was “almost double what we had last year.” Same goes with computer aided drafting and machining programs.

Another factor was lifting enrollment limitations that were in place last year, resulting in gains of up to 10 students. New programs, such as Practical Nursing and Associate Degree Nursing, have also added to enrollment. 

Demand for workers is extremely high, Nichols said, and technical education provides a shorter path to the workforce.

“Every place in the country probably has a help wanted sign. I’ve seen more billboards up for Great Plains Manufacturing,” he said, while also touting higher wages, along with Tony’s Pizza.

Certified nurse aides are making 50 percent more than the minimum wage, starting out, Nichols said, and that’s after an eight-week course at Salina Tech.

“That’s a skill set that immediately pays off,” he said. “We’re coming to realize in the education world that the university route isn’t the only route to success. I’m glad our counselors and teachers are aware of that now.”

One program that launches in January could help many more than the graduates in the program.

Salina Tech is rolling out an Early Childhood Education program that’s been approved by the Board of Regents, Kansas Technical Education Authority, and the Chicago-Based Higher Learning Commission.

“Lack of child care has become one of the top five obstacles to growing the workforce,” Eric Brown, president and CEO of the Salina Chamber, was quoted as saying in Salina Tech’s Sept. 16 release.

He also mentioned the importance of early childhood education from the zero to five-time frame.

A return on investment of $11 has been logged for every early childhood education dollar invested in a community, according to Lori Blake, executive director of Child Advocacy and Parenting Services of Salina, in the release.

Salina Tech’s likely “next area of growth,” Nichols said, will be a medical training center for CNAs, certified medical assistants, Emergency Medical Technicians, Licensed Practical Nurses and Registered Nurses.

“Down the road, we are hoping to build a welcome center and the medical training facility,” said Larry Pankratz, development director of the Salina Tech Foundation. The foundation board has expanded from five members to 12.

“We’re trying to increase the fundraising process,” he said. “The college will need more than just funding from the state.”

During a special meeting Oct. 5, the Salina Area Technical College Board of Trustees approved Ponton Construction’s $1,075,000 bid to build the student center, to be completed by late summer 2022.

“One of the big things we lack as a college is a sense of community. We don’t have food service, dorms, athletics,” Nichols said. “This will provide a gathering place, where students, staff and visitors can come in.”

Included will be a small food court, and a storefront where instruction apparel and other school items will be sold, including pens, pencils, calculators and other necessary gear.

“It’s kind of a concept of a student union, with everything at your fingertips,” he said. “It will bring that sense of community.”

Expansion brings excitement to Salina Tech

KANSAS CITY, Mo. - Rockhurst University has announced the dean's list for the fall 2021 semester. This honor recognizes students who have achieved a grade-point average of 3.5 or above.

A man who was wanted on multiple requested charges including murder in the first degree and aggravated kidnapping was booked back into the Saline County Jail Sunday evening.

According to jail records, Brandon Lee St. Clair was booked into the jail at approximately 9:45 p.m. Sunday, nearly two weeks after the Saline County Sheriff's Office asked for the public's help in locating St. Clair. 

"The Saline County Sheriff's Office is asking for assistance in locating Brandon Lee St Clair. St Clair is currently listed on the 48 Most Wanted for January of 2022 in Saline County, Kansas. St Clair has a Saline County District Court, felony Bond Supervision Violation warrant with original charges of: Murder in the 1st degree, Aggravated Kidnapping, Robbery, Aggravated Burglary and Conspiracy to Commit Kidnapping. St Clair also has a misdemeanor Saline County District Court fail to appear warrant with original charges of: Driving While Suspended and Littering from a Vehicle," the sheriff's office posted on its Facebook page on Jan. 4.

St. Clair was convicted in 2018 on multiple counts, including felony murder and aggravated kidnapping, in the death of Brandon Shelby. St. Clair was one of four men bound over for trial in the case.

Shelby's body was discovered in the 2200 block of E. North Street, east of the Smoky Hill River bridge, on June 6, 2017. Shelby had been struck on the back of the head multiple times and had been stabbed in the neck five times, an autopsy revealed.

The district court had allowed St. Clair to be released from jail on an appeal bond on Aug. 19, 2021, however, St. Clair later failed to show up for a court date, Saline County Sheriff Roger Soldan said on Jan. 7.

Hospice of Dickinson County cancels annual meeting due to COVID concerns

Over one million fewer college students are attending American universities compared to before the pandemic, according to the National Student Clearinghouse. Higher education administrators had hoped that after the first year decline, and with the availability of vaccinations, enrolments would rebound with the newly graduated students plus a large portion of those who failed to enroll the prior year.

However, barely two percent of the high school graduates who chose not to attend college in fall 2020 enrolled in college in fall 2021.

The largest drop in attendance occurred in community colleges where there has been a 13 percent drop in enrollment these last 2 years. This still puzzled college administrators since many of these students live at home and were less threatened by prolonged time on campus.

One factor affecting community colleges is the inability to deliver instruction online for programs that require hands-on training. Students are well aware that such associate degree programs and technical certificates require skills that simply cannot be simulated.&nbsp; &nbsp;

It also appears that students are directly entering the workforce straight out of high school. Wages have increased for low-skilled workers and many high school graduates are moving into the workplace.

Despite higher pay for low-skilled jobs, this increase does not match the higher average pay achieved by an on-site four-year college education. If the million students lost in these last two years do not eventually return to college, most will still suffer lower lifetime wages.

This also impacts the nation. Having a million fewer workers with college credentials and skills to fill higher-paying jobs, the U.S. economy will suffer unless we hire even more college-educated international students.&nbsp; &nbsp;

Graduates to fill our gap in educated students would come from China and India. Due to shrinking populations, universities are consolidating or closing in Taiwan, Japan, and South Korea. &nbsp;

East Asia has been far more effective in preventing shutdowns of educational institutions.

In the initial surge in February of 2020, fast action to halt transportation and instead stand-in-place, combined with massive testing and tracing using advanced cell phone technology brought the pandemic to a halt long before vaccines were available. The result was a return to safe schooling at both the K–12 and university levels. The school year was extended to take up most of the summer. The national high school leaving exam was pushed back one month. And when vaccines became available, China’s vaccination campaigns were massive and swift.

For nearly a year, China was able to suppress outbreaks that mainly came across borders with North Korea, Siberia, and Xinjiang, and via the Beijing airport. But the four-times more contagious Omicron strain has recently caused local lockdowns as well as spur-of-the-moment re-scheduling. Yet, unlike the major learning gaps suffered in Western K–12 schools as well as prolonged higher education degrees, China has not suffered the losses of students or gaps in learning that will pervade this generation of students in the West. Indeed, they are moving forward building additional new universities in south China.

The one major harm to their education efforts is their sealed borders. This has prevented their new high school graduates from flying out to Western universities that have accepted them. And many current overseas students are caught abroad, unable to return home. China is also a growing host country for international students, particularly from Africa and central Asia. Those students are likewise caught in a holding pattern.

Much of this difference in damage to the educational systems, severe in the West but mild in East Asia, boils down to two factors: concern for others and far greater respect for education.&nbsp; &nbsp;

Having a million fewer workers with college credentials and skills to fill higher-paying jobs, the U.S. economy will suffer unless we hire even more college-educated international students.&nbsp; &nbsp; Graduates to fill our gap in educated students would come from China and India. Due to shrinking populations, universities are consolidating or closing in Taiwan, Japan, and South Korea. &nbsp; East Asia has been far more effective in preventing shutdowns of educational institutions. In the initial surge in February of 2020, fast action to halt transportation and instead stand-in-place, combined with massive testing and tracing using advanced cell phone technology brought the pandemic to a halt long before vaccines were available. The result was a return to safe schooling at both the K–12 and university levels. The school year was extended to take up most of the summer. The national high school leaving exam was pushed back one month. And when vaccines became available, China’s vaccination campaigns were massive and swift. For nearly a year, China was able to suppress outbreaks that mainly came across borders with North Korea, Siberia, and Xinjiang, and via the Beijing airport. But the four-times more contagious Omicron strain has recently caused local lockdowns as well as spur-of-the-moment re-scheduling. Yet, unlike the major learning gaps suffered in Western K–12 schools as well as prolonged higher education degrees, China has not suffered the losses of students or gaps in learning that will pervade this generation of students in the West. Indeed, they are moving forward building additional new universities in south China. The one major harm to their education efforts is their sealed borders. This has prevented their new high school graduates from flying out to Western universities that have accepted them. And many current overseas students are caught abroad, unable to return home. China is also a growing host country for international students, particularly from Africa and central Asia. Those students are likewise caught in a holding pattern. Much of this difference in damage to the educational systems, severe in the West but mild in East Asia, boils down to two factors: concern for others and far greater respect for education.&nbsp; &nbsp;John Richard Schrock has trained biology teachers for more than 30 years in Kansas. MANHATTAN —&nbsp;&nbsp;After a long day at work, the last thing many people want to do is cook dinner; oftentimes they default to grab and go meals on the way home.&nbsp;

However, planning ahead can reduce stress, stretch food dollars and ensure a more nutritious meal, said K-State Research and Extension nutrition specialist Sandy Procter. &nbsp;

“Meal planning allows consumers to take advantage of any in-store sales,” Procter said. “I also encourage consumers to first shop their cupboards at home because by using the items in the pantry, food waste is decreased and foods are fresher due to the shorter turnaround use time of the ingredients.” &nbsp;

“Keeping track of what you have at home before you go shopping is a great way to save both money and time at the store.” &nbsp;

She also reminded consumers to check their freezers to assess the available space for grocery storage, as well as remembering what foods are already on hand.&nbsp;

Procter encourages consumers to create a weekly menu to allow for more variety in meals and provide a healthier option to fast food. &nbsp;

“When creating a weekly meal plan, go ahead and plan for a leftover night so that food doesn’t go to waste,” Procter said. &nbsp;

Another tip related to recipe planning: Procter encourages consumers to look on the web for recipes.&nbsp;
