Much of area gets at least a bit of rain

Kansas Sen. Mark Steffen acts as though he’s the hero in his own story. In reality, he’s a single state legislator drunk on imagined power.

The Hutchinson anesthesiologist’s&nbsp;<a target="_blank" href="https://kansasreflector.com/2022/04/08/mark-steffens-grotesque-buffoonery-has-put-kansans-in-danger-as-new-covid-19-wave-approaches/">high-on-his-own-supply tendencies</a>&nbsp;have been apparent for a while now, but his latest posturing deserves special note. He decided to&nbsp;<a target="_blank" href="https://kansasreflector.com/2022/07/06/kansas-senator-seeks-dismissal-of-county-health-officers-over-covid-19-vaccines-for-children/">send a letter</a>&nbsp;to the Reno County health department, declaring that its work&nbsp;<a target="_blank" href="https://www.cdc.gov/media/releases/2022/s0618-children-vaccine.html">vaccinating young children</a>&nbsp;against COVID-19 was a threat.

“While I take no pleasure in sending this letter, the citizens of Reno County can no longer endure a health department that blindly and thoughtlessly follows the politicized CDC and FDA,” Steffen wrote in the email calling for county commissioners to fire&nbsp;<a target="_blank" href="https://www.renogov.org/239/Health-Department">their own health officials</a>. “Your failure to reason the way through the virus response has led to needless suffering and even death.”

“I strongly encourage you to leave immediately on your own terms as soon as possible,” he added.

Steffen is a Republican state senator&nbsp;<a target="_blank" href="https://kansasreflector.com/2022/01/26/kansas-senator-under-investigation-after-prescribing-ivermectin-for-covid-19-seeks-legal-cover/">who was investigated</a>&nbsp;by the Kansas Board of Healing Arts for prescribing ineffective, potentially harmful remedies during the worst pandemic of the past century. He previously&nbsp;<a target="_blank" href="https://kansasreflector.com/2022/04/05/kansas-senator-warns-doctors-of-consequences-for-failure-to-treat-covid-19-with-ivermectin/">used Senate letterhead to threaten</a>&nbsp;hundreds of health care providers across the state for not using&nbsp;<a target="_blank" href="https://www.fda.gov/consumers/consumer-updates/why-you-should-not-use-ivermectin-treat-or-prevent-covid-19">ivermectin</a>. He is most certainly not a public health official, nor does he have the temperament or intellect to order around anyone other than a pet ferret. And that ferret is currently wondering if it can find a more responsible owner among the state’s grade schoolers.

Steffen has damaged the state, Legislature and his constituents. His bullying has left fear and bewilderment in its wake, for no good reason.

The man deserves to be&nbsp;<a target="_blank" href="https://kansasreflector.com/2021/03/01/dear-kansas-board-of-healing-arts-this-doctor-senator-is-a-threat-to-public-health/">stripped of his license</a>&nbsp;to practice medicine, removed from his elected office and employed in a position better suited to his apparent skill set: selling dubious warranties for electronics in a big-box store. At least a two-year repair plan for the latest video game console won’t infect you with a novel virus.

The only person in this situation whose behavior may have led to “needless suffering and death” is Steffen himself.&nbsp;<a target="_blank" href="https://lawrencekstimes.com/2021/09/28/wirestone-anti-vax-show/">Spreading doubt</a>&nbsp;about vaccines and effective treatments for COVID-19 has likely cost lives and encouraged the spread of infection.

While many may behave as though the pandemic has ended, too many in our state walk around unprotected.&nbsp;<a target="_blank" href="http://kansasvaccine.gov/158/Data">Only 55.4%</a>&nbsp;of Kansans have received both of their initial vaccinations against the virus, according to the Kansas Department of Health and Environment. Less than a million state residents have received a booster shot. Those boosters play a&nbsp;<a target="_blank" href="https://www.cdc.gov/coronavirus/2019-ncov/vaccines/booster-shot.html">critical role</a>&nbsp;in protecting against severe illness and death as more variants circulate.

Consider what would have happened if Steffen took a different path.

Consider what would have happened if he promoted vaccines and science-based treatments. In central Kansas, he could have been a leader in softening the blow of the pandemic. He could have saved lives. He could have been a profile in courage during the darkest days of 2020 and 2021. He could have joined the&nbsp;<a target="_blank" href="https://kansasreflector.com/2021/09/03/rep-howe-navigates-personal-journey-from-hesitancy-to-acceptance-of-covid-19-vaccine/">honorable example of Salina Rep. Steven Howe</a>, who publicly advocated for vaccination and shared his path away from skepticism.

Steffen made a different choice. He embraced conspiracy theories and political expediency.

July of 2022 is not July of 2021 or 2020. The&nbsp;<a target="_blank" href="https://www.cdc.gov/coronavirus/2019-ncov/vaccines/index.html">vaccines against COVID-19</a>&nbsp;have proven themselves safe and effective. Roughly&nbsp;<a target="_blank" href="https://www.nytimes.com/interactive/2020/us/covid-19-vaccine-doses.html">260 million</a>&nbsp;people in the United States have been vaccinated, and they haven’t mutated into werewolves or become magnetic or received radio broadcasts inside their heads from the Illuminati. They have been protected against a virus.

We also can employ effective treatments now, such as the&nbsp;<a target="_blank" href="https://www.yalemedicine.org/news/13-things-to-know-paxlovid-covid-19">antiviral Paxlovid</a>. Doctors know more about the disease and don’t have to grapple in the dark to understand what’s happening. We&nbsp;<a target="_blank" href="https://kansasreflector.com/2022/05/12/with-covid-19-an-unwanted-houseguest-i-gave-thanks-for-vaccines-and-grew-frustrated-with-society/">don’t have to panic</a>. We can keep ourselves and our families safe.

We can give up the horse paste and laying on of hands.

We can give up bullying and anti-science tirades.

The company plans to collect school supplies during its Stuff the Bus event at the Salina Speedway, 2841 S. Burma Road, beginning at 5 p.m. Friday.

Durham School Services will have a big yellow bus parked at the speedway to fill with school supplies. Donated school supplies will be given to USD 305 for use by students and staff.

The company is hoping to collect a variety of school-related items including backpacks, pencils, glue, folders, crayons. Monetary donations also will be accepted and will be used to purchase school supplies.

Saline County residents have become accustomed to hearing the outdoor warning sirens being tested on the first Monday of each month at 4 p.m. Next week, however, you can hear them twice if you are standing outside.

In an emergency situation where seconds matter, having multiple channels to activate warning sirens is imperative for public safety.

"We appreciate the public's patience and support in this process," said Barkley.&nbsp;&nbsp;

The outdoor warning sirens are a system intended to notify residents outside of their homes or places of business that severe weather is imminent. It is just one part of a multi-layered system to alert residents of potential life-threatening storms.

Fireworks are being blamed for the destruction of toilets at two Salina parks earlier this week.

Salina Police Captain Paul Forrester said that sometime on Tuesday or Wednesday, someone set off a large firework in a restroom at Indian Rock Park, 1500 Gypsum Avenue. The explosion completely destroyed a toilet and blew a six-inch by six-inch hole in the wallboard wall. 

Also during that timeframe, someone set off a large firework in a restroom at Jerry Ivey Memorial Park, 2465 Edward Street. In that incident, a toilet was destroyed, Forrester said.

Dickinson County voters will have the opportunity to change a long-standing liquor law that would allow an establishment like a tap house or brewery to operate in the county.

County Commissioners approved a resolution in late June that will put the question of “liquor by the individual drink” on the November general election ballot.

The topic came up during a recent county commission meeting when Abilene resident Trevor Witt said he was looking into the possibility of opening a tap house in Abilene.

“Since moving back here six years ago or so, there’s been discussion among social groups and economic development groups that Abilene needs a microbrewery or some type of social gathering place,” Witt told commissioners.

“After six years of hearing that somebody needs to take this on, I decided I might as well do it,” he said.

Witt told commissioners his idea still was in the planning stages and he was working with an investment network of local residents. However, before the proposal can proceed, the county’s liquor laws first must be changed.

“Kansas is kind of odd when it comes to the sale of alcohol, being a state that hasn’t ratified the 21st Amendment yet. (The 21st amendment, ratified in 1933, repealed the prohibition of alcohol),” Witt explained.

“Every county can be a little bit different. Some counties have no requirements, some counties are still dry,” Witt explained. “To change that, it has to be put on the ballot for a general election so the voters can decide if they want that change or not.”

Dickinson County is one of 63 Kansas counties that requires a business to have at least 30 percent of its sales in food before it can sell liquor by the drink, according to County Administrator Brad Homman.

If voters approve allowing liquor by the drink that would pave the way for other similar businesses, whether or not Witt’s idea comes to fruition.

“It would remove a barrier for other folks who are thinking about doing something like this,” Witt said.

Homman added that change could open up other possibilities for the Dickinson County Economic Development Commission in helping the development of new businesses.

“The (Kansas) statute says it’s up to local voters to determine. So, what this resolution will do is authorize Jeanne (Livingston, county clerk/election officer) to put this on the ballot during the November general election to allow local voters to determine if that 30 percent requirement could be removed,” Homman said during the June 30 meeting. “If that’s the case, Trevor could operate a tap house where he’s not required to operate a restaurant.”

If approved, Commission Chairman Lynn Peterson said the proposed liquor law change would be county wide.

“If someone decided they wanted to enter that type of business in any of the other towns or outside the city limits they’d have the opportunity to do so, but it’s subject to voter approval,” Peterson explained.

Dickinson County will have no role in promoting or dissuading voters on the topic.

Peterson noted the commission’s only role in the matter is placing the question on the ballot.

“It’s not up to the county to put information out. We’ll publish what it is, but if someone is in favor or against that, it would be up to them to promote their views within the county,” Peterson said.

A 2.7 magnitude quake struck just northeast of Chapman at 4:09 a.m. Thursday, according to the Kansas Geological Survey. The quake was centered north of 2800 Avenue between Sage Road and Rain Road.

Small quake strikes northeast of Chapman early Thursday

In preparation for what’s sure to be its biggest Homecoming celebration in years, Kansas Wesleyan has announced the schedule for the 2022 version of the event, which will be held Oct. 21-23.

“Last year was a return to some level of normalcy,” said Michelle Dolan, director of development, stewardship and alumni. “We had great attendance and top-notch community support. We expect even better numbers at this year’s Homecoming and Family Weekend, and we are excited about expanding the events available.”

That expansion includes a DECA display on Oct. 22, giving one of KWU’s most successful programs time in the spotlight. The KWU chapter has been the state’s top program for the past several years and ranked among the world’s best in 2021-22. Another new event is a reception for men and women who have served in the armed forces. The veteran’s reception will take place Oct. 21 at 3 p.m. on Bevan Green.

KWU will also host a Debate and Forensics showcase (Oct. 21) for the second consecutive year and will present both a theatre production (all three days) and a strings and choir concert (Oct. 22).

Several traditional favorites return, as well, including the athletic Hall of Fame induction. The group that includes three individuals and two teams will be inducted Oct. 22 at 8:30 a.m. Later that morning, the Hall of Fame will be formally christened the Jones Athletic Hall of Fame, in honor of former men’s basketball coach and athletic director Jerry Jones.

The traditional alumni awards and Golden W/Purple W recognitions will also take place during the weekend’s proceedings.

Volleyball, football, men’s soccer and women’s soccer will all be in action, and baseball and softball are scheduled to host alumni games, as well.

Marion County included in excessive heat warning

Kansas producers are wrapping up their harvest in far western counties, while farmers wait out humidity to continue cutting in the north-central region.

Adrian Polansky has been harvesting since June 28 in Republic County near Cuba, a few days later than normal. Polansky Seed, Inc. has about half their wheat out of the field, and he estimates at least another week left of cutting, depending on rain.

He is happy with this year’s crop, averaging 75 bushels per acre. Polansky is happy with the decision he made in the 1980s to spray fungicide. He notes the practice is paying off with beautiful, picturesque wheat fields.

Varieties planted included Polansky Seed’s Rockstar and Paradise as well as AgriPro/Syngenta’s AP Bigfoot and SY Wolverine. Rockstar is the most popular and is having the best performance this year.

Only two producers have a few more truckloads to deliver and then harvest will be complete around Hill City in Graham County, according to Daryl Popp with Frontier Ag Inc. While harvest went well, acres in the area were down quite a bit, so total bushels taken in were also down substantially.

Popp reported harvest had a wide range between pretty good and pretty poor. Yields ranged from 89 bushels per acre to basically nothing, with most farmers averaging 35 to 45 bushels per acre. Proteins also saw a wide range from eight percent to 15 percent. While the average is sitting around 11 to 11.5 percent, Popp noted the elevator saw a lot more low protein wheat than high protein.

Test weights stayed excellent at 60 to 62 pounds per bushel, with a few loads coming in up to 64 pounds per bushel. Popp said that the main factor influencing the crop’s success or disappointment was rainfall, but crop rotations also played a major role in the crop’s development.

The Kansas wheat harvest is also finishing across the draw area of Skyland Grain, according to Matt Overturf, the executive vice president for grain marketing. Overturf is based in the Johnson location in Stanton County, but Skyland Grain covers a wide swath of the western portion of the state.

With a pretty big draw area, wheat harvest was truly a mixed bag. Overturf noted the southwest corner of Kansas was the worst — only cutting 25 to 30 percent of the crop. Dryland wheat, when not insured out before harvest, only yielded around 15 bushels per acre. It was not a good year for irrigated wheat either in this area with yields averaging between 50 and 60 bushels per acre.

In the northern part of the region, up toward Hamilton and north, dryland yields improved to 30 to 40 bushels per acre. The eastern portion of the draw area near Cunningham only took in two-thirds of a crop, but Overturf said it had excellent quality.

Overall test weights held on throughout rain showers that knocked down the average to 58 pounds per bushel. Before the storms, test weights were averaging 62 to 63 pounds per bushel.

“We can’t complain about the quality across the area,” he said. Overturf reported the western part of the state normally has some protein and this year’s levels are higher than normal. The wheat didn’t get a lot of help from Mother Nature and some areas west of Stanton County went more than 300 days without a rain event over a quarter of an inch.

Despite the impact of drought, he noted this year’s wheat should be a product that will find an end market from both domestic milling and export destinations.

“The Kansas crop is certainly a smaller crop than normal, but we’re going to have good domestic demand,” he said. “We just need some export demand to go with it.”

 </figure>By JULIA DEBES Kansas WheatKansas producers are wrapping up their harvest in far western counties, while farmers wait out humidity to continue cutting in the north-central region. Adrian Polansky has been harvesting since June 28 in Republic County near Cuba, a few days later than normal. Polansky Seed, Inc. has about half their wheat out of the field, and he estimates at least another week left of cutting, depending on rain. He is happy with this year’s crop, averaging 75 bushels per acre. Polansky is happy with the decision he made in the 1980s to spray fungicide. He notes the practice is paying off with beautiful, picturesque wheat fields. Varieties planted included Polansky Seed’s Rockstar and Paradise as well as AgriPro/Syngenta’s AP Bigfoot and SY Wolverine. Rockstar is the most popular and is having the best performance this year. Only two producers have a few more truckloads to deliver and then harvest will be complete around Hill City in Graham County, according to Daryl Popp with Frontier Ag Inc. While harvest went well, acres in the area were down quite a bit, so total bushels taken in were also down substantially. Popp reported harvest had a wide range between pretty good and pretty poor. Yields ranged from 89 bushels per acre to basically nothing, with most farmers averaging 35 to 45 bushels per acre. Proteins also saw a wide range from eight percent to 15 percent. While the average is sitting around 11 to 11.5 percent, Popp noted the elevator saw a lot more low protein wheat than high protein. Test weights stayed excellent at 60 to 62 pounds per bushel, with a few loads coming in up to 64 pounds per bushel. Popp said that the main factor influencing the crop’s success or disappointment was rainfall, but crop rotations also played a major role in the crop’s development. The Kansas wheat harvest is also finishing across the draw area of Skyland Grain, according to Matt Overturf, the executive vice president for grain marketing. Overturf is based in the Johnson location in Stanton County, but Skyland Grain covers a wide swath of the western portion of the state. With a pretty big draw area, wheat harvest was truly a mixed bag. Overturf noted the southwest corner of Kansas was the worst — only cutting 25 to 30 percent of the crop. Dryland wheat, when not insured out before harvest, only yielded around 15 bushels per acre. It was not a good year for irrigated wheat either in this area with yields averaging between 50 and 60 bushels per acre. In the northern part of the region, up toward Hamilton and north, dryland yields improved to 30 to 40 bushels per acre. The eastern portion of the draw area near Cunningham only took in two-thirds of a crop, but Overturf said it had excellent quality. Overall test weights held on throughout rain showers that knocked down the average to 58 pounds per bushel. Before the storms, test weights were averaging 62 to 63 pounds per bushel. “We can’t complain about the quality across the area,” he said. Overturf reported the western part of the state normally has some protein and this year’s levels are higher than normal. The wheat didn’t get a lot of help from Mother Nature and some areas west of Stanton County went more than 300 days without a rain event over a quarter of an inch. Despite the impact of drought, he noted this year’s wheat should be a product that will find an end market from both domestic milling and export destinations. “The Kansas crop is certainly a smaller crop than normal, but we’re going to have good domestic demand,” he said. “We just need some export demand to go with it.”The 2022 Harvest Report is brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers and the Kansas Grain and Feed Association. A purse that a Colorado woman first reported as missing was later found in a daycare dumpster a few blocks north.

Salina Police Captain Paul Forrester said this morning that officers were sent to Little Angels Playground Daycare Center, 200 W. Key Avenue, on Tuesday for the report of a purse found in a dumpster. The purse still contained a driver's license and other identification.

An officer made contact with the owner of the purse, a 26-year-old woman from Colorado, who told them she had been eating at Daimaru Japanese Steakhouse &amp; Sushi Bar, 3045 S. Ninth Street, at approximately 7 p.m. Sunday, and that the purse was missing after that.

Forrester said the purse contained $600 cash, numerous gift cards, and Samsung headphones, all of which were missing when the purse was found.

Police are checking area security video for clues.

The biggest strength of Kansas Farm Bureau (KFB) is its grassroots policy process that undergoes at least a year of debate before it’s enshrined in the organization’s policy book. This manual serves a blueprint for the advocacy work of state staff in the Kansas Legislature. In 2022, this member-driven process was crucial to improving farming, ranching and rural living during the legislative session. The success Kansas Farm Bureau had during the last legislative session will affect everyone in agriculture or living in a rural community in some fashion. Some of the wins are unlikely to be undone anytime soon and others could prove to be more fleeting without continued engagement. As of July 1, several of these polices are now laws codified in Kansas statutes. That’s proof that a group of dedicated people working toward a common goal can make the ultimate influence on the political process. Turning policy into action is not an easy endeavor, so it’s worth acknowledging when it does happen. Here are a handful of examples of how Farm Bureau members of Kansas and other likeminded organizations had an impact in Topeka: Fencing Tax Exemption:&nbsp;KFB successfully testified in support of a law the exempts fencing supplies and services from sales tax to repair fencing damaged or destroyed by natural disasters including wildfires. Those exemptions are permanent for all farmers and ranchers. Based on calculations from the Kansas Division of Budget and the Kansas State University Land Use Survey Center, this sales tax elimination will save farmers and ranchers approximately $865 for each mile of fence, a number that will grow alongside the cost of materials and labor. Funding for rural housing:&nbsp;Kansas Farm Bureau was one of nearly two dozen organizations that successfully lobbied for an investment in rural housing of more than $100 million. The money will come from the state’s extraordinary budget surplus and unspent federal COVID-19 relief funding. Included in the spending package is $40 million to spur moderate-income housing programs. An additional $20 million is dedicated specifically to rural housing. Expansion of Rural Veterinary Program: KFB supported legislation that will expand the Veterinary Training Program for Rural Kansas, addressing a shortage of veterinarians across the state. The legislation will allow more flexibility in where Kansas State University graduates can establish a practice and receive up to $25,000 per year in student loan forgiveness. The law also adds flexibility to increase the number of recipients beyond the maximum of five if funding is available. Pasture Tax fix:&nbsp;KFB successfully supported a policy change in how pastureland enrolled in the federal Conservation Reserve Program (CRP) Grasslands are classified for Kansas property tax purposes. Without this fix, land that has always been in pasture and then enrolled in the CRP was in danger of being classified as higher-value dryland farm ground for property tax purposes. Water issues:&nbsp;Kansas Farm Bureau staff testified against proposed legislation that would have consolidated the state’s water regulatory agencies because it would have increased government bureaucracy and consolidated enormous power under the control of a single political appointee, in addition to other measures that go against KFB’s policy. While the proposal was ultimately unsuccessful, it has prompted a review of KFB policy on water issues with regional meetings scheduled around the state, including July 6 in Hutchinson, July 7 in Dodge City, July 12 in Hoxie and July 14 in Burlington.
