It's almost time for the Smoky Hill Museum Street Fair!

The event is scheduled for Saturday in and around the museum, 211 W. Iron Avenue in downtown Salina. Entry to the street fair is open to the public at no charge. 

According to information from the museum, the street fair is a time to celebrate the Old West with a chili cook-off, music, activities, food vendors and, of course, the museum itself.

Salina's Old West is the theme for this year's parade, which is scheduled to kick off the festivities at 10 a.m. at the N. Santa Fe Avenue/Elm Street intersection. The parade will travel south on Santa Fe Avenue and conclude at South Street.

A variety of activities will then be available in the area of the museum, including an Old West chuck wagon, horseshoe tossing, roping, archery, blacksmithing, chili cook-off, free make-and-take crafts, a caricaturist, and Color Me Crazy airbrush tattoos, according to information from the museum.

Those attending will get the opportunity to taste a various chili samples and vote for the winner of the street fair chili cookoff from noon to 1:30 p.m.. The cost is $2 to sample chili from six booths. The People’s Choice Award and best decorated booth winners will be announced at 2 p.m. on the main stage.

Also on the main stage will be some returning favorites and some new acts. Following is the schedule and performer information as provided by the museum.

11 a.m.: Steel Skarecrow. The Wichita-area band's unique sound is a blend of '90s country, modern country, red dirt, and southern soul.

Noon: Everyday Lights. These Salina-based musicians have a love for folk and jazz rhythms. Their unique instrumentation and improvised harmony gives them a fresh, creative sound.

1 p.m.: Don Wagner and Friends. This group is comprised of four local musicians. Because of their diverse musical backgrounds, the band arranges and performs a variety of musical genres ranging from folk and country to rock and blues as well as original compositions.

2:15 p.m.: David Zerf. A singer-songwriter from Manhattan, this original Kansas Cowboy Minstrel's repertoire consists of Kansas cowboy and pioneer tunes, and original songs of Kansas frontier towns and characters.

The museum gallery is scheduled to be open from 10 a.m.-5 p.m. with its special exhibit, Let’s Play. In addition, there is the popular hands-on interactive exhibit, The Curiosity Shop. The Museum Store also is scheduled to be open with selections of Kansas-made items and locally made artwork.

Changes at the federal level have forced an adjustment to commodities distribution in Saline County.

Sunrise Presbyterian Church, which coordinates the distribution for Saline County, can only get government commodities every other month now, according to information provided by the church this morning. As such, there will be no commodities distribution in September.

The next commodities distribution for Saline County is scheduled for Oct. 19, according to the church representative who spoke with Salina Post this morning.

A trusting employee learned the hard way to never give out login information to someone over the phone.

Salina Police Captain Paul Forrester said this morning that on Friday morning, an employee of Great Plains Trucking received a call from someone claiming to be with a company that Great Plains Trucking works with. 

The caller said there was something wrong with Great Plains Trucking's account and asked for login information, which the employee provided. The caller then showed the employee how to look through various parts of the website, Forrester said.

On Monday, the employee was looking through Great Plains Trucking's transactions and discovered a transaction for $2,000 that no one had authorized. Further research found five total fraudulent transactions for a total loss of $14,000, Forrester said.

The Saline County Road and Bridge Department has announced that part of W. Hedberg Road has been closed for drainage work.

W. Hedberg Road between S. Hohneck Road and S. Muir Road is scheduled to be closed until Friday while crews replace a drainage structure, the department reported in a news release this morning.

Motorists should allow a few extra minutes of travel time to reach their destinations if traveling in that area. Local and emergency traffic will always have access to private property within the sections of the closed road from the side upon which the property lies, the department noted.

"Driving around road closure barricades is not just unlawful but extremely unsafe. For your safety and the safety of the construction workers, please obey all traffic signs," the department urged in a news release.

JEWELL COUNTY - A small earthquake shook part of southwestern Jewell County late Monday afternoon.

According to the Kansas Geological Survey, a 2.4 magnitude earthquake struck at 5:17 p.m. Monday. It was centered southwest of the 40 Road/F Road intersection.

ABILENE - Dickinson County Clerk/Election Office staff were delighted Wednesday morning when new election equipment was delivered, including a vote counting machine and voting machines for use at the polls.

The equipment replaces 20-year-old machines which were outdated and no longer tech supported. 

The new equipment will be in place during the Nov. 8 General Election.&nbsp;

New Dickinson County election equipment arrives

Summer is wrapping up, friends. Whether you spent your days super active or you took it easy, starting your senior year can feel like a wake-up call. There are new things on your plate, like applying to colleges, researching scholarships, and preparing for life after high school—plus all the normal stuff, like homework, practice and those ridiculously early mornings. I know, it can feel like a lot. That’s why it’s so important to get your priorities set and get your life organized as you start this year. And while that doesn’t sound quite as fun as hanging out with your friends, you’ll feel so much more confident once you do. And I promise,&nbsp;if I can do it, you can too.

Truthfully, I'm not a naturally organized person. And I have yet to find a great deal of joy in the organization process. While I love a productive life, the process of getting all my thoughts and priorities in order sometimes looks more like chaos. Because these skills don't come effortlessly to me, I've had to work even harder to find simple ways to stay organized and on track. So, instead of a list of 500 ways to be productive and organized written by someone who loves alphabetizing her to-do list, I'm going to give you three practical tips that will have a massive impact on your productivity (and get you organized as painlessly as possible).

Tip 1: Set goals and break them down

Thinking about your goals can be overwhelming, especially when they’re still in the dream phase. For example, you may be thinking things like,&nbsp;This semester I'd like to apply for college, win an award in cross country, get straight A’s, and earn a full-ride scholarship. While those are all great goals, you've got to break them down.

Write out your goals in a way that’s specific and measurable. Instead of saying,&nbsp;This semester, I'd like to apply for college, your goal could be,&nbsp;I will apply to eight schools I love by December 15.

Then, create action steps. Ask yourself,&nbsp;What needs to happen for me to reach my goal?&nbsp;And be specific. Create detailed steps and tasks you'll need to complete. For the goal of applying to eight schools, you'll need action steps like:

●Visit schools and take campus tours to cut down your list.

By breaking things down in advance, you'll have a road map to guide you through days when pressures and distractions are high. And when you do have downtime, you can quickly look at your task list and knock something out instead of wasting time wondering what should happen next. Which leads to my next point . . .

&nbsp;Tip 2:&nbsp;Identify your biggest distractions and minimize them

Most of us have something that crushes our productivity—bingeing Netflix, scrolling through social media, texting, etc. When you snap back to reality hours later, you're left wondering where your time went and how you're going to get everything done with the little time you have left.

Whatever your weak areas are, be honest with yourself, then figure out the lines you need to draw so you can be productive. If social media’s your biggest time-waster, set a timer for how long you'll stay on. When the alarm goes off, set your phone down no matter what—no excuses. If you manage to save yourself just one hour a day, that's 30 hours a month. Imagine what you could do with that time!

It's almost impossible to stay on track with your goals if you don’t have a daily reminder of what needs to happen next. (And if you find it easy to keep track of everything, you may not be pushing yourself to your full capabilities.)

The good news is, getting your to-do list and schedule organized is simple thanks to all the different planners that are available these days. They range from super simple checklist planners to highly elaborate, plan-every-detail-of-your-life planners. For me, the 2023 Ramsey Goal Planner works great. It's very thorough in breaking down my day, helping me set goals, and has personal touches I like, such as monthly encouragement from my friends Rachel Cruze, Dr. John Delony, and George Kamel. It's especially useful for people who have a lot to remember and lose track of their goals easily. But even if your version of a planner is just a checklist written on a blank piece of paper, take a few moments each morning to create a plan so you can get the most out of your day.

Commissioners are scheduled to consider a request from the Road and Bridge Department to purchase half tanker drainage structures for two stream crossings in the county:

●S. Donmyer Road, 0.25 miles south of E. Lapsley Road

●S. Amos Road, 0.5 miles south of E. Water Well Road

"Both locations require a drainage structure larger than what a pipe can provide. Therefore, Engineering is recommending a half tanker from The Railroad Yard Inc. This structure consists of a 10’ diameter tank cut in half and a steel plate is welded to the bottom," the Road and Bridge Department request noted.

The department also is requesting approval to purchase an additional half tanker for use in the future.

The department explained that the half tanker structures are from a single source supplier.

"Currently, we have not found another solution as economical as a half tanker from The Railroad Yard," the department noted in its request.

The three half tankers would cost $52,470, which includes shipping.

Commissioners also are scheduled to consider approving a proposed Evergy easement request for the new jail property.

At the end of the meeting, commissioners are scheduled to meet in executive session to discuss non-elected personnel.

Requests for drainage structures, jail on Saline County agenda

Two individuals have been sentenced to prison for their roles in an August 2020 incident in Saline County that included shooting and injuring a Salina police officer, Kansas&nbsp;Attorney General Derek Schmidt said today.

Saline County District Court Judge Rene Young sentenced Shawn Patrick Humphrey, 39, of Salina, to 247 months in a Kansas Department of Corrections facility for one count of aggravated battery against a law enforcement officer, and&nbsp;38 months for two counts of aggravated assault against a law enforcement officer, to be served consecutively for a total of 285 months. He was also sentenced to 36 months of post release supervision and must register as a violent offender for 15 years.

Young also sentenced Adam Drew Humphrey, 38, of Salina, to 247 months in a Kansas Department of Corrections facility for one count of aggravated battery against a law enforcement officer. Young also sentenced Humphrey&nbsp;to 36 months of post release supervision and he must register as a violent offender for 15 years. Both defendants pleaded guilty to the charges on July 5.

The crimes took place Aug. 30, 2020,&nbsp;during an attempted traffic stop near Salina. One Salina police officer was shot and injured, one additional Salina police officer and a Saline County sheriff’s deputy were shot at, but were uninjured. Young sentenced both defendants to pay $40,762.44 in restitution to the City of Salina for the injured officer’s medical bills.

Salina Diocese schools honored by global nonprofit 

TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE) is holding public meetings to help communities and public water supply systems learn about the Environmental Protection Agency’s (EPA) new Lead and Cooper Rule Revisions (LCRR).&nbsp; 

Under the LCRR, public water supply systems are required to prepare and maintain and inventory of service line materials.&nbsp; This inventory is to be submitted to KDHE by October 16, 2024.

Public water supply system decision-makers, operators, and the public are encouraged to attend to learn more about the inventory requirements and actions that can be taken to reduce lead exposure risks in drinking water.&nbsp; Piping containing lead can become a potential health risk in drinking water. &nbsp;Some homes (typically built before 1988) may have lead service lines that connect to the public water supply system.&nbsp; Young children, infants and fetuses are particularly vulnerable to lead in drinking water and water used for formula because the physical and behavioral effects of lead occur at lower exposure levels in children.

Public water supply lead, copper rule implementation topic of meetings

Salina Adult Education Center (SAEC), USD 305, is part of a national network of literacy organizations offering adult education and family literacy programs to help Americans gain the basic literacy skills they need to be employable in today’s tough economy.

According to the&nbsp;<a href="https://www.proliteracy.org/" target="_blank">National Coalition for Literacy (NCL),</a>&nbsp;more than 40 million adults in the U.S. cannot read above a third grade level, and nearly 63 million cannot do fourth grade math. One in five adults have trouble reading communications from their children’s teachers. One in three adults have difficulty creating a household budget. One in four adults have trouble navigating websites and using digital tools at work. And among immigrants, only half are proficient in English.

“A community’s most rich resource to assist adults to gain skills and credentials to improve employment and stabilize lives is an adult education center,” said Kelly Mobray, director of SAEC. “Our services allow adults to gain or improve their reading, writing, math and language skills to take their lives in new directions and to contribute even more to their communities.”

Adults who participate in adult education programs have higher incomes, resulting in more spending and higher tax revenue for their community, according to NCL. They have better health outcomes, leading to greater workplace productivity and a reduction in community health care costs. They have higher participation in civic activities like voting.

Today through Friday is Adult Education and Family Literacy Week, aiming to raise awareness of the importance of adult education. 

“If you are aware of someone in your community, a friend, family member or co-worker, that needs to be connected with our center for services, please encourage them or bring them in yourself.” said Mobray. “Walk beside someone who could use that empowerment and support to take the next step. Our SAEC team is ready and eager to help them earn a high school diploma, prepare for college classes or improve their English skills!”

USD 305: Adult education is our community's rich resource

A recently opened restaurant in south-central Salina was the victim of an early Friday burglary.

Officers were dispatched to Wingstop, 1621 S. Ohio, Friday after an employee arrived at the restaurant and discovered the safe and its contents missing from a back storeroom, Salina Police Captain Paul Forrester said this morning. It appeared that the backdoor to the restaurant had been pried open.

Total loss was estimated at just over $5,000.

Surveillance video in the restaurant shows a white male, approximately 40 years of age, with longer hair entering the restaurant at approximately 5:12 a.m. Friday. Drag marks from the safe could be seen from the back door into the parking lot.

Forrester said police are still reviewing surveillance video from nearby businesses in the search for information about the burglary.

Record temps expected Monday, Tuesday, then some relief possible

Research published earlier this month in the&nbsp;Journal of Applied Social Psychology&nbsp;investigated whether face masks affect social interaction. Three researchers, two from the University of Kansas and one from Wellesley College conducted a masking experiment with 250 college students in 2012, well before the COVID-19 pandemic.

They found that “mask wearing had no effect on the ease, authenticity, friendliness of the conversation, mood, discomfort, or interestingness of the interaction. There were no discernible consequences of political ideology on the partner selection process or the evaluation of the interaction. Mask-wearing did not disable successful social interaction in this setting.” &nbsp;

They note that pre-pandemic, facial masks were mainly associated with medical professionals such as surgeons as well as woodworkers and others who needed protection from dust. Therefore, these results were from before the pandemic that introduced “symbolic, political, and tribal connotations.” They cite many studies done since the beginning of the pandemic that found a major change related to conspiracy ideology, political tribalism and freedom.

Since masking has now become a political act, their pre-pandemic study provides a measure of how the supposed disruption of wearing a mask is contrived from political ideology rather than from any actual limitations caused by masking.

Their pre-pandemic research showed “the liberal-conservative dimension played almost no role in response to wearing masks and interacting with masked others in 2012.” But a study of mask-wearing in 2020 by van Kessell &amp; Quinn found mask-wearing “...was the most common difficulty for Republicans during the COVID-19 pandemic.” Democrats considered it a minor problem, typically complaining how others refused to wear a mask. Referencing another researcher, “this suggests that there is nothing inherent in wearing a mask that might concern conservatives—it is more likely the political meaning of mask-wearing that is being objected to.”

Since I have teacher contacts from Hong Kong, mainland China and Taiwan, I am well aware of the responses of their teachers and schoolchildren who rapidly adopted face masks and returned to face-to-face schooling with careful procedures for checking temperature and regular testing. This was not really a major change for them since Far Eastern populations have been using face masks for decades to reduce the spread of fall and winter diseases. The upgrade to N-95 and equivalent masking was no big deal.

In the United States, schoolchildren also rapidly adapted to facial masks and often were eager to show off their unique batman or other mask decorated with favorite characters.&nbsp; For the very few with burdens from asthma or a special education need to lip read, schools could easily make accommodations to unmask these few without increasing the danger level of schooling dramatically. In the end, it is not the schoolchild who initiates the complaint about masks, but the political parents. —And mainly in the Western countries where individualism (selfishness) overrides responsibility to others.

A solid and up-to-date 6-page summary of “COVID-19 and children” is provided in the September 9, 2022 issue of the journal&nbsp;Science&nbsp;(pages 1144–1149). This addresses our current knowledge on why COVID-19 is generally milder in children, why a few children develop the very serious MIS-C, the problem of long covid in children, and the importance of vaccinating children against COVID-19. Most important, “there is now unequivocal evidence that children play an important role in the transmission of SARS-CoV-2, particularly within school and household settings.” Younger children can be “silent” asymptomatic spreaders in school outbreaks, which then spread into their community and home.

Clear evidence now shows the greater cases that occurred when schools remained open and lacked masking. This pretty much condemns the politicians who assailed school closures, railed against mask wearing and even passed laws preventing school masking requirements. Their actions increased sickness and death.&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;

We are now entering the colder seasons where more people will congregate indoors and breathe more aerosol droplets exhaled by others. Asia will mask up. More of their people will survive. We probably will not.&nbsp; &nbsp;

Millions of Americans watched live telecasts of nuclear tests while worrying about fallout or atomic attack. This presentation will explore how President Eisenhower dealt with public anxieties and Cold War challenges concerning the bomb and show how nuclear dangers and nuclear fears tested his presidential leadership.

Pach is an associate professor of history at Ohio University. He specializes in the history of U.S. foreign relations and recent U.S. history. His research has focused on U.S. involvement in the Cold War and the Vietnam War as well as the Eisenhower, Johnson, and Reagan presidencies. He has a particular interest in television coverage of international issues and the intersections between politics, popular culture, and international history.
