Today let’s go to the center of the country to visit an innovative family which has centered its business on high quality, locally produced fresh food, including their own specialty pork.&nbsp;&nbsp;&nbsp;

Last week we met Kaden and Emily Roush, the owners of R Family Farms near Lebanon - the geographic center of the contiguous United States. The Roushes operate a niche hog production system involving Berkshire pigs. What is the history of Berkshire hogs?&nbsp;

According to legend, 300 years ago Oliver Cromwell’s army was encamped in winter quarters at Reading, the county seat of the shire of Berks in England. They discovered the hogs there to be larger than any swine of the time and to produce ham and bacon of remarkable quality. That was the beginning of the Berkshire breed.&nbsp;

For years, the royal family kept a large herd of Berkshires at Windsor Castle due to the excellent carcass quality of the hogs. In 1823, the first Berkshires were imported to the U.S. In 1875 the American Berkshire Association was created, becoming the first swine registry to be established in the world.&nbsp;

In modern times, Kaden took note of the carcass quality of these hogs. For example, in a summary of tests conducted over a 20-year span at the National Barrow Show in Austin, Minnesota, Berkshire pigs scored highest of all major American pure breeds in sensory quality.&nbsp;

R Family Farms began raising Berkshire hogs. The business now specializes in private label production and direct online marketing of their Berkshire pork. R Family Farms is a member of the From the Land of Kansas program of the Kansas Department of Agriculture.&nbsp;

During the pandemic, the Roushes were handling more than 1,000 orders per year out of their garage. They were looking for a retail outlet when something happened in their hometown.&nbsp;

A grocery store had been operated in Lebanon for many, many years. In the 1970s, it was purchased by the LaDow family and operated as LaDow’s Market for decades.&nbsp;

As the LaDows were getting older, some people wondered what would happen to the store when the LaDows retired. Then the husband passed away. It appeared the store would close.&nbsp;

“We wanted to keep a store in our community and we were looking for a retail storefront,” Kaden Roush said. In February 2022, they purchased the store, which continues to operate as LaDow’s Market.&nbsp;

With help from K-State’s&nbsp;Rural&nbsp;Grocery Initiative, R Family Farms applied for a grant from the Healthy Food Financing Initiative. The HFFI was authorized by the 2014 farm bill. Its’ mission is to improve access to healthy foods in underserved areas, create and preserve quality jobs and revitalize low income communities.&nbsp;

The program is administered by the Reinvestment Fund on behalf of USDA&nbsp;Rural&nbsp;Development. HFFI provides capacity building and financial resources to eligible healthy food retail projects in underserved areas.&nbsp;

In June 2022, USDA announced the current HFFI grants, including three in Kansas. All three of these received help in developing grant proposals from the&nbsp;Rural&nbsp;Grocery Initiative. The grants went to the Groundwork Northeast Revitalization Group, a neighborhood coalition in Kansas City, Kansas; the Marmaton Market (as we have previously profiled) and R Family Farms.&nbsp;

The R Family Farms grant will help support the overall construction and costs of rehabilitating the LaDow’s Market historic building into a retail space, adding both refrigerated and dry warehousing capacity. This will accommodate R Family Farms’ growing local meat business as well as creating a permanent aggregation location for other food producers.&nbsp;

As the LaDow’s Market logo states: “The freshest groceries come from the Center.”&nbsp;

Four space tourists safely ended their trailblazing three-day flight to orbit with a splashdown in the Atlantic, off the Florida coast; the all-amateur crew – a billionaire and his three guests - aboard the SpaceX capsule was the first to circle the world without a professional astronaut.

NWS: Salina may set new record highs Monday, Tuesday

Since 2012,&nbsp;<a href="https://nationalvoterregistrationday.org/" target="_blank">National Voter Registration Day</a>&nbsp;has been observed each September to encourage us all to vote.

Perversely, the idea of voter registration started with the opposite idea in mind: creation of a system to prohibit voting of recent immigrants, Black Americans and lower-income people.

The registration system — or systems, because each state controls how its voters register — also has been used to spur participation. The Voting Rights Act of 1965 voided many discriminatory practices. Mail-in and “motor-voter” provisions made it easier to register. Extensions of the time period for registration addressed attempts to exclude groups of the working poor who often were not at home when registrars visited.

In 1993, President&nbsp;Bill Clinton&nbsp;signed the <a href="https://www.justice.gov/crt/about-national-voter-registration-act" target="_blank">National Voter Registration Act</a>, which mandated that states allow citizens to register to vote by mail, at the department of motor vehicles or other local public offices and helped more than 9 million new voters.

Today,&nbsp;<a href="http://www.nationalvoterregistrationday.org/" target="_blank">National Voter Registration Day</a> provides information that can help you register to vote. The organization says nearly 4.7 million Americans have used the day to register, including 1.5 million in 2020.

Voting and being able to register to vote seem obvious extensions of First Amendment rights. What good are the rights to freely think, speak, write, gather, and seek change in our government if we are unable to choose the people who carry out its policies?

Still, as my colleague Lata Nott has observed, “The First Amendment protects so many activities that are adjacent to voting — spending money to influence voters, expressing political views near polling stations, signing petitions to put initiatives on a ballot — but stops short of voting itself.”

Voter registration continues to be a contentious issue. Courts have delved into battles over gerrymandering aimed at splitting certain voter groups into differing districts to dilute those groups’ influence. Now, mail-in voting is the subject of scrutiny as mostly Republican state leaders defend limits on certain registration efforts seen as more favorable to likely Democratic voters.

The U.S. Supreme Court has not risen as the champion of registration and voter rights, either directly under the First Amendment or through the 14th Amendment’s guarantee of due process for all. (The 15th Amendment does make it clear that racial discrimination in registration and voting is illegal.)

The high court generally subjects most election-related First Amendment restrictions on campaign finance and even the wearing of election-related T-shirts in polling places to the highest bar. But it has used lesser standards in direct registration and voting cases, sometimes accepting unsupported claims of potential registration and/or voter fraud in deferring to restrictive state laws.

The voting battles around the 2022 midterm elections will be around more restrictive voter registration laws and new limits on pre-election and absentee ballots adopted in 17 states, and whether voting groups seeking to increase voting by people of color and new citizens can find ways to counter the effect of those new laws.

A&nbsp;<a href="https://www.usatoday.com/story/news/politics/2021/11/02/voting-access-limited-new-election-laws/8568850002/?gnt-cfr=1" target="_blank">2021 USA TODAY analysis</a>&nbsp;found that while some states passed post-2020 laws to expand voting access, 55 million eligible voters faced new “anti-voter” laws limiting access to the ballot last year. Americans overall lost more than 160 days in absentee-voting availability with the changes.

And a&nbsp;<a href="https://www.brennancenter.org/our-work/research-reports/patterns-introduction-and-passage-restrictive-voting-bills-are-best" target="_blank">report by the Brennan Center</a>&nbsp;found that new laws seen as restricting voting opportunities were more often sponsored or supported in state legislatures by elected officials representing the most racially diverse areas of their respective states.

The inherent values of voting and being registered to vote have been hailed since the nation’s early days. Alexis de Tocqueville’s “<a href="https://www.gutenberg.org/files/815/815-h/815-h.htm" target="_blank">Democracy in America</a>,” first published in 1835, had great hopes for American democracy to succeed, based on a principle of constitutionally protected independent thinking and actions and what he called “the reconciliation of personal interests and the public good.”

Starting with our First Amendment freedoms, the nation’s founders devised a system of free exchange of views to create an informed electorate, who could then exercise self-governance through the process of elections.

Registering to vote is the first step in reconciliation of our individual views and needs against the overall needs of our society. Voting is the next step: the ultimate expression of our First Amendment right “of the people peaceably to assemble, and to petition the government for a redress of grievances.”

So don’t let Tocqueville, your fellow citizens or democracy down. Register. Vote.

 </figure>By GENE POLICINSKI Freedom ForumSince 2012,&nbsp;<a href="https://nationalvoterregistrationday.org/" target="_blank">National Voter Registration Day</a>&nbsp;has been observed each September to encourage us all to vote.Perversely, the idea of voter registration started with the opposite idea in mind: creation of a system to prohibit voting of recent immigrants, Black Americans and lower-income people.The registration system — or systems, because each state controls how its voters register — also has been used to spur participation. The Voting Rights Act of 1965 voided many discriminatory practices. Mail-in and “motor-voter” provisions made it easier to register. Extensions of the time period for registration addressed attempts to exclude groups of the working poor who often were not at home when registrars visited.In 1993, President&nbsp;Bill Clinton&nbsp;signed the <a href="https://www.justice.gov/crt/about-national-voter-registration-act" target="_blank">National Voter Registration Act</a>, which mandated that states allow citizens to register to vote by mail, at the department of motor vehicles or other local public offices and helped more than 9 million new voters.Today,&nbsp;<a href="http://www.nationalvoterregistrationday.org/" target="_blank">National Voter Registration Day</a> provides information that can help you register to vote. The organization says nearly 4.7 million Americans have used the day to register, including 1.5 million in 2020.Voting and being able to register to vote seem obvious extensions of First Amendment rights. What good are the rights to freely think, speak, write, gather, and seek change in our government if we are unable to choose the people who carry out its policies?Still, as my colleague Lata Nott has observed, “The First Amendment protects so many activities that are adjacent to voting — spending money to influence voters, expressing political views near polling stations, signing petitions to put initiatives on a ballot — but stops short of voting itself.”Voter registration continues to be a contentious issue. Courts have delved into battles over gerrymandering aimed at splitting certain voter groups into differing districts to dilute those groups’ influence. Now, mail-in voting is the subject of scrutiny as mostly Republican state leaders defend limits on certain registration efforts seen as more favorable to likely Democratic voters.The U.S. Supreme Court has not risen as the champion of registration and voter rights, either directly under the First Amendment or through the 14th Amendment’s guarantee of due process for all. (The 15th Amendment does make it clear that racial discrimination in registration and voting is illegal.)The high court generally subjects most election-related First Amendment restrictions on campaign finance and even the wearing of election-related T-shirts in polling places to the highest bar. But it has used lesser standards in direct registration and voting cases, sometimes accepting unsupported claims of potential registration and/or voter fraud in deferring to restrictive state laws.The voting battles around the 2022 midterm elections will be around more restrictive voter registration laws and new limits on pre-election and absentee ballots adopted in 17 states, and whether voting groups seeking to increase voting by people of color and new citizens can find ways to counter the effect of those new laws.A&nbsp;<a href="https://www.usatoday.com/story/news/politics/2021/11/02/voting-access-limited-new-election-laws/8568850002/?gnt-cfr=1" target="_blank">2021 USA TODAY analysis</a>&nbsp;found that while some states passed post-2020 laws to expand voting access, 55 million eligible voters faced new “anti-voter” laws limiting access to the ballot last year. Americans overall lost more than 160 days in absentee-voting availability with the changes.And a&nbsp;<a href="https://www.brennancenter.org/our-work/research-reports/patterns-introduction-and-passage-restrictive-voting-bills-are-best" target="_blank">report by the Brennan Center</a>&nbsp;found that new laws seen as restricting voting opportunities were more often sponsored or supported in state legislatures by elected officials representing the most racially diverse areas of their respective states.The inherent values of voting and being registered to vote have been hailed since the nation’s early days. Alexis de Tocqueville’s “<a href="https://www.gutenberg.org/files/815/815-h/815-h.htm" target="_blank">Democracy in America</a>,” first published in 1835, had great hopes for American democracy to succeed, based on a principle of constitutionally protected independent thinking and actions and what he called “the reconciliation of personal interests and the public good.”Starting with our First Amendment freedoms, the nation’s founders devised a system of free exchange of views to create an informed electorate, who could then exercise self-governance through the process of elections.Registering to vote is the first step in reconciliation of our individual views and needs against the overall needs of our society. Voting is the next step: the ultimate expression of our First Amendment right “of the people peaceably to assemble, and to petition the government for a redress of grievances.”So don’t let Tocqueville, your fellow citizens or democracy down. GEARY COUNTY—One person was injured in an accident just after 3p.m. Saturday in Geary County

The Kansas Highway Patrol reported a 2014 Ford Mustang driven by Robert S. Collins, 21, Sarona, Wisconsin, was&nbsp; westbound on Interstate 70 three miles east of U.S. 77.

A 2014 Subaru XV Crosstech driven by Leah B. Henderson, 43, Salina, and a 2013 Ford Fusion driven by Patrick O. Dye, 47, Marion, struck the Mustang as the driver attempted an illegal U-turn.

EMS transported a passenger in the Fusion identified as Sarah L. Dye, 38, Marion, to the Geary County Hospital. The KHP reported no other injuries. All were properly restrained, according to the KHP.

UPDATE: Severe thunderstorm watch expires

U.S. Senator Jerry Moran was in Salina Friday to visit the United States Department of Defense Kansas STARBASE program for youth.

The science, technology, engineering, and math (STEM) outreach program in Salina is located at the Kansas National Guard facility at 2929 Scanlan Avenue. Kansas STARBASE also has programs in Kansas City, Manhattan, Topeka, and Wichita.

Students from Windom and Wilson were participating in the STARBASE program when Moran visited. Moran was accompanied on his visit by Major General David Weishaar, Kansas Adjutant General.

"Investing in our next generation of leaders is critically important, and it was great to speak with these talented young Kansans about everything they are learning through this program," Moran said.

STARBASE is a five-day program that "focuses on elementary students, primarily fifth graders. The goal is to motivate them to explore Science, Technology, Engineering and Math (STEM) as they continue their education. STARBASE serves students who are historically under-represented in STEM," according to information on the Kansas STARBASE <a href="http://www.kansasstarbase.org/">website</a>.

The STARBASE program's curriculum meets both state and national standards. The program is delivered at each site at no cost to participating schools, with the schools picking up the transportation costs, according to the Kansas STARBASE <a href="http://www.kansasstarbase.org/">website</a>.

"Training and equipping Kansans to excel in STEM fields is one of my top priorities, and I am confident these young students will go on to do great things for our state and country," Moran said.

The STARBASE program got its start in 1989 in Michigan with a discussion between Barbara Koscak and Brigadier General David Arendts concerning a hands-on math and science program.

In 1990, Koscak won the A. Scott Crossfield Award and used that to money to pay for a summer camp at Selfridge Air National Guard Base near Mount Clemens, Mich., called Project Stars - later changed to STARBASE - while writing an additional grant for WK Kellogg. This camp proved to Kellogg that children needed more hands-on math and science.

In 1991, a WK Kellogg grant was awarded to Mt. Clemens Schools and Selfridge Air National Guard Base to start the full time STARBASE program. 

In 1993, the U.S. Department of Defense made funds available for the Nationl Guard to start a school-year program, and STARBASE was formaly launched. Kansas was one of seven original states to receive funding for the STARBASE program.

USD 305: Affordable Connectivity Program available  for eligible households

Beginning Monday, the City of Salina Public Works Department will be replacing sections of pavement on Crestview Drive due to multiple water utility repairs. 

Crestview Drive between Hilldale Road and N. Eastborough Road will be closed to through traffic and will be detoured around the construction.

Weather permitting, repairs are expected to be completed within five days.

Five years ago: British authorities said a second suspect was in custody in connection with a bomb that partially exploded two days earlier on a packed London subway, injuring dozens. One year ago: A Los Angeles jury convicted Robert Durst of murdering his best friend 20 years earlier; the a case had taken on new life after the New York real estate heir participated in a documentary that connected him to the slaying linked to his wife's 1982 disappearance. (Durst who was sentenced to life in prison, died in January 2022 at 78.) Retreating from its defense of a drone strike that had killed multiple civilians in Afghanistan in August, the Pentagon announced that a review revealed that only civilians were killed in the attack, and not an Islamic State extremist as first believed. France recalled its ambassador to the United States in an unprecedented show of anger by America's oldest ally; the action came after the U.S., Australia and Britain shunned France in creating a new Indo-Pacific security arrangement, and Australia scrapped a purchase of French submarines in favor of nuclear subs built with U.S. technology.

TOPEKA – The Kansas State Council of SHRM (KS SHRM) has announced its plans to introduce the first HR professional Registered Apprenticeship program in Kansas. Through local, state and federal partnerships, KS SHRM will educate Kansas employers and employees on this unique opportunity to attain HR credentials through an on-the-job apprenticeship track.

“The opportunity for KS SHRM to partner at the local, state and federal levels to address workforce needs and grow our state’s HR talent pipeline is unprecedented,” said David Love, President of the Kansas State Council for Human Resource Management. “Innovative ideas are what we need in Kansas to address our workforce shortages and I am proud of KS SHRM for taking the initiative and thinking outside the box.”

Earlier this month, Governor Laura Kelly established a new Office of Registered Apprenticeship within the Kansas Department of Commerce to invest in growing apprenticeship programs across Kansas. The office is aimed at increasing efforts to meet the talent needs of Kansas businesses, give workers the skills and experience they need to compete in the modern economy, and knock down barriers to employment.

“Our partnership and investment with KS SHRM to grow apprenticeships in Kansas is exciting. It is these types of concerted efforts and partnerships that will change the way we look at workforce development and provide opportunities we have not seen in Kansas before,” said Shonda Atwater, Director of Internships and Apprenticeships, Kansas Office of Apprenticeship.

Kansas will be the first state to partner with the SHRM Foundation to market its program HR RAP, which is a U.S. Department of Labor-registered HR apprenticeship program in its efforts to source and upskill untapped talent for entry-level HR positions.

“This ’learn-while-you-earn‘ model offers on-the-job training and educational requirements that lead to higher productivity, increased retention and a diversified talent pool,” said Mary Wright, Manager of the SHRM Foundation Apprenticeship Program. “The SHRM Foundation is thrilled to partner with the Kansas State Council for Human Resource Management.”

KS SHRM will launch HR RAP by partnering with five local KS SHRM chapters this fall. The SHRM local chapters include Johnson County, Manhattan, Salina, Wichita and Garden City.

State’s first HR apprenticeship program announced

Have some old car, pickup, or motorcycle tires that you need to get rid of? North Salina Community Development (NSCD) can help!

The organization dedicated to North Town is sponsoring a free tire collection that is open to residents of Saline County. 

The event is scheduled for 8 a.m.-2 p.m. Sept. 24 at the vacant lot north of Dairy Queen, 321 N. Ninth Street.

Following are the guidelines for the collection, according to North Salina Community Development.

NSCD's Barb Young told Salina Post that the collected tires will be recycled.

She also said that people who are interested in helping with the tire recycling effort should contact her at 785-425-5272.

In addition to the tire collection for Saline County residents, a group of volunteers from Kansas Wesleyan University, including the softball and baseball teams, will be working with City of Salina and Saline County crews to clear out two large trash piles in Dry Creek in the vicinity of N. 11th and N. 12th streets, Young said. Any tires pulled from Dry Creek will be added to those being collected.

"This is such a great collaborative event with Salina Public Works, Saline County Road and Bridge, KWU, and North Salina Community Development working together to clear out Dry Creek. The Salvation Army and NAACP will be providing lunch for volunteers afterwards," Young said.

Salina Area United Way is now accepting grant applications for the 2022 Make A Difference Grants. 

There will be $100,000 available in grant funding for this upcoming year.

 The purpose of Make A Difference Grants is to be responsive to community needs and providing funding for programs that make a difference in our local communities. The Salina Area United Way fights for the health, education and financial stability of every person in every surrounding community.

All 501(c)(3) Charitable, Government/Public, Educational Institution or Church Organizations in the Salina Area United Way county service areas – Salina, Ottawa, Cloud, Republic, Jewell, Mitchell Lincoln, Ellsworth, Russell, Osborne – that provide programs with measurable impact are eligible to apply for grant funding.

“Thanks to the generosity of local companies, foundations, and donors, Salina Area United Way is able to continue our important efforts to fund programs that truly make a crucial impact on families and individuals in our communities,” said MacKenzie Morris, director of marketing and grants at Salina Area United Way.

NWS: Western half of state benefitted most from rainfall

Salina police are checking surveillance video in an attempt to determine who stole a Lincoln Zephyr from the parking lot of Sunset Plaza Thursday afternoon. 

The car was later recovered in another part of the city.

Salina Police Captain Paul Forrester said this morning that Jessica Williams, 39, of Salina, had gone to Dillons and had parked her red 2006 Lincoln Zephyr in front of Cave Divers, 1103 W. Crawford Street. When she returned, the car was gone.

Forrester said Williams had left the keys in the car.

The incident occurred at approximately 1 p.m. Thursday.

On Thursday evening, the car was found in an alley behind 718 State Street, Forrester said. The car was not damaged.

Car stolen at Sunset Plaza later recovered in NW Salina alley

An arrest has been made in the afternoon license plate theft case from earlier in the week and two stolen vehicle cases as well.

Anthony Bernal, 39, of Salina, was arrested Thursday in connection to the stolen license plate case, two stolen vehicle cases, and a case in which a loaf of bread and a package of Oscar Meyer hotdogs were stolen from a south Salina store, Salina Police Captain Paul Forrester said this morning.

Following is a timeline of the events leading up to Bernal's arrest.

A reported Hispanic male driving a black Dodge Caravan pulled into a parking stall next to a 2013 Dodge Grand Caravan in the parking lot of Dollar Tree, 1201 W. Crawford Street. The man was seen walking to the back of the Grand Caravan and removing the license plate. He then got back into the Caravan and drove to nearby Club Carwash.

The man then came back to the Grand Caravan with a different license plate, which he handed to the owner of the Grand Caravan and asked whether it was hers. When she confronted him about stealing her license plate, he fled.

This incident was captured on surveillance video from Club Carwash, according to Forrester.

The key would later help police develop a suspect.ThursdayAt approximately 12:30 a.m. Thursday, officers responded to the report of people snooping in the 100 block of S. Baker Street. When police arrived, they found a charcoal gray Dodge Caravan parked in a nearby alley with its hazard lights on, the hood propped open, and the driver's door open. The tag on the vehicle was the one reported stolen from a 2013 Dodge Grand Caravan Tuesday afternoon.Additionally, police discovered that the Caravan had been reported stolen out of Garden City. When officers searched the Caravan, they found narcotics and drug paraphernalia, Forrester said.During the investigation into this incident, police made contact with Bernal, according to Forrester.READ: <a href="https://salinapost.com/posts/3aea23ae-5d3d-4a30-bbcf-5a5e091e002f">Police provide more details in license plate theft case</a>Also on Thursday, an officer took the Dodge vehicle key from the Wednesday incident to the impound lot where the Caravan was being kept and discovered that the key belonged to that particular minivan.At approximately 3 p.m. Thursday, officers responded to a report of a stolen vehicle in the 1000 block of Park Street. A 62-year-old Salina man told police that he had loaned his 2008 Pontiac G6, valued at $2,000, to another person.While that person and Bernal were at the residence on Park Street, Bernal left in the vehicle without permission, Forrester said.At approximately 6 p.m. Thursday, Bernal was found asleep in the G6 in the parking lot of Walmart, 2900 S. Ninth Street.
