River renewal, bid awards, arcade on Salina City Comm. agenda

The Smoky Hill River Renewal Project, bid awards, a zoning change, and an arcade ownership change are among the items on the Salina City Commission agenda for Monday.

About the meeting

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Study session

Commissioners are scheduled to begin with a study session at 2:30 p.m. Monday. During the study session, commissioners are scheduled to receive a status update of the Smoky Hill River Renewal project. To see the information packet for the study session, click here.

Regular meeting

The regular meeting is scheduled to begin at 4 p.m.

Commissioners are scheduled to consider awarding the bid for the Winn Road culvert replacement to Vogts-Parga Construction, LLC, of Newton, in the amount of $184,294.85 with a five percent construction contingency ($9,214.74) for a total project authorization not to exceed $193,509.59. Additionally, they are to consider authorizing the city manager to execute a contract with Vogts-Parga Construction, LLC, for the project.

Commissioners also are to consider awarding the bid for the city's 2022 sidewalks project to Multicon, Inc., of Wichita in the amount of $292,504 with a five percent construction contingency ($14,625.20) for a total project authorization not to exceed $307,129.20. Additionally, they are to consider authorizing the city manager to execute a contract with Multicon, Inc.

The project includes approximately 1.2 miles of sidewalks on nine Salina streets, including the following, according to information in the city commission meeting packet.

●N. Ninth Street from Euclid Avenue to the levee

●N. 10th Street at Hawthorne Park south of Woodland Avenue

●Woodland Avenue between N. Ninth Street and N. 10th Street

●Kenwood Park Drive between Oakdale Park and Kenwood Cove

●Roach Street bwtween Russell Avenue and Crawford Street

●Faith Drive between McAdams Road and Meadowbrook Road

●Virginia Drive between W. Schilling Road and Banner Circle

●Ray Avenue between E. Neal Avenue and Belmont Boulevard

●Belmont Boulevard between Montclair Drive and Kensington Road

Additionally, commissioners are to consider authorizing a staffing change in the Salina Fire Department. According to information in the commission meeting packet, City Manager Mike Schrage asked Salina Fire Chief Tony Sneidar "to perform a preliminary and ongoing review and needs assessment of the organizational components of the Salina Fire Department." Sneidar determined that a Deputy Fire Chief is needed to "provide enhanced operational and administrative oversight; organizational continuity and resiliency; manageable span of control; and a departmental leadership succession plan."

The proposed staffing change would amend the role of EMS Director to Deputy Fire Chief and amend the 2022 and 2023 Public Safety Pay Plan Schedules from EMS Director (pay grade P61 and pay range $71,511-$114,418) to Deputy Fire Chief (pay grade P63 and pay range $78,841-$126,145).

Other items on the Salina City Commission agenda for Monday include the following.

●Consider recognizing the month of November 2022 as National Homeless Awareness Month in the City of Salina. Brittany Willer, director of donor engagement and development for the Salina Rescue Mission is scheduled to read the proclamation.

●Consider approving a proposed ordinance on second reading that would change the zoning district classification from R-1 (single-family residential) to R-2 (multi-family residential) on lots 8 and 9, block 3 of the Ryan Addition, which is located south of E. Schilling Road and east of S. Ohio Street.

●Consider approving a proposed resolution that would convert the Smoky Hill River Section 1135 Feasibility Study from the U.S. Army Corps of Engineers Continuing Authorities Program to the General Investigation Program.

●Consider a requist to transfer ownership of the covered arcade located on the east side of the 200 block of S. Santa Fe Avenue to First Bank Kansas.

Additionally, commissioners are scheduled to meet in executive session to discuss legal considerations relating to the Drever Partners, LLC, development proposal with legal counsel, with possible action to follow.
