Small quake rattles part of SE Saline County Thursday night

TOPEKA&nbsp;–&nbsp;The Kansas Department of Health and Environment (KDHE) and the Kansas Department of Wildlife and Parks (KDWP) have issued several public health advisories for Kansas lakes due to blue-green algae.&nbsp;

A harmful algal bloom (HAB) may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep dogs away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact. Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache. Compelling thinkers, artists, scientists, and advocates focused on the problems of agriculture and social and climate justice will engage with festival-goers to help regenerate people and the land.

"This brilliant group of speakers brings many new and unique histories, stories, and experiences to the Prairie Festival stage," said Rachel Stroer, president of The Land Institute. "We can grow a movement to face our rapidly changing future by harnessing our collective wisdom and differences."

The anchor address of the festival, the Strachan and Vivian Donnelley Family Keynote, will feature the groundbreaking Poet Laureate of Kansas, Huascar Medina, with his presentation&nbsp;Un Mango Grows in Kansas. Historically, the tentpole address centered on conservation and restoration topics, with talks from the likes of Wendell Berry, Bill McKibben, Liz Carlisle, and environmental scientists. This year, the spot will feature a Latino poet laureate for the first time. It will explore Medina's broader themes of what it means to put down roots in Kansas as a Latino, separation and inclusion, and writing poetry for ordinary people.

"How we spread change matters. If an idea is not rooted in emotion, it will not be nurtured. We must first establish the want to care," said Medina. "Poetry does this. It is emotion personified. An entry point to empathy. It can be felt before it is understood. It allows the heart to inform the mind."

Unheard stories and new shared experiences are the cornerstones of this year's program. The Kansas Black Farmers Association (KBFA) will hold a panel discussion titled&nbsp;We Have Always Been at the Roots: The Black Farm Experience. Hosted by Dr. JohnElla Holmes with KBFA members Web Davis, Donna McClish, and&nbsp;Ryan Tenney, they will discuss the often-overlooked past and living history of black farming.

"It's important that people know and appreciate that black farmers have been at the roots of agriculture since before the founding of this country," said Holmes, executive director and president of the Kansas Black Farmers Association. "We aim to build a tree of stories, from intergenerational century farms to urban cooperative farms caring for their communities to new farmers teaching the next generation of black agriculturalists. This tree will show that our roots in the past are deep, our trunk is tall, and we continue to spread our branches into the future."

Ethnobotanist and food sovereignty activist Linda Black Elk will speak on&nbsp;Radical Appreciation: Standing in Right Relationship with Prairie Ecosystems.&nbsp;

Dr. Omar Tesdell of Birzeit University will present&nbsp;Remnant Agro-ecology: Notes from the Fertile Crescent, discussing efforts to document wild plants and their cultural significance in Palestine.

Journalist, writer, and filmmaker&nbsp;Eric Schlosser,&nbsp;author of&nbsp;Fast Food Nation&nbsp;and&nbsp;Command and Control, will present&nbsp;Back to the Land: How to Live in the World without Destroying It.&nbsp;Schlosser will also converse with The Land Institute co-founder and celebrated author Wes Jackson in a dialog titled,&nbsp;The Old Future is Gone.

The Land Institute will also showcase its work to develop perennial grain agriculture with in-depth talks, field tours, and demonstrations.&nbsp;Updates on Progress Toward a Perennial Future&nbsp;by The Land Institute Chief Scientist Tim Crews and Aubrey Streit-Krug, director of ecosphere studies, will discuss the latest science and programs. In addition, the team will hold tours of institute research fields and talk with people about work on perennial grain crops, cropping systems, pollinators, soil ecology, civic science, and building new perennial grain supply chains from field to fork.

A big draw at Prairie Festival is the chance to eat and drink foods made with perennial grains developed by The Land Institute. The Friday night Hedge Fire Circle welcome reception will feature drinks made with perennial grains. In addition, Lawrence Beer Company is donating a special batch of Kernza®&nbsp;beer called Perennial Pub Ale. On Saturday morning, the festival will host a breakfast with pancakes made from Kernza®&nbsp;perennial grain flour and sausage made with bison raised on the institute's fields. Saturday afternoon, the Crop Stewardship program will sample Kernza bread from Artisan Naan Bakery and a perennial grain dish by award-winning cookbook author Beth Dooley. In addition, the Prairie Festival bookstore and concessions booth will have a variety of perennial grain foods and products for purchase, including those from innovative producers AJ Honey Farms, Perennial Pantry, and Sustain-a-Grain.

The Red Barn Gallery will mount the exhibition&nbsp;evolve | become: works on paper from the Konza Prairie&nbsp;by internationally acclaimed Kansas artist Erin Wiersma, this year's Prairie Festival featured artist. Wiersma's art focuses on the body's capacity to absorb and respond to anenvironment, incorporating elements from the Konza Prairie Biological Station in Kansas's Flint Hills and Tallgrass Prairie region. The gallery will also host a series of works titled&nbsp;The Flattening Future: Beauty, Utility and Discomfort&nbsp;by The Land Institute co-founder Wes Jackson and local artist Priti Gulati Cox.

Music has played a pivotal role since the first Prairie Festival in 1979; this year is no exception. The Saturday evening performance,&nbsp;A Concert in Celebration of the Earth, will be a journey through award-winning artist Paul Winter's world of "living music," featuring his soprano sax, accompanied by dynamic Brazilian pianist Henrique Eisenmann. The Land Institute's Wes Jackson will also narrate from his writings, along with the voices of Wolf, Whale, Wood Thrush, and other members of what Winter calls "the greater symphony of the Earth." In addition, the Kansas-based Land Band will play the traditional Friday night Prairie Festival barn dance. The Land Band's members include keyboardist Ann Zimmerman, guitarist Annie Wilson, bassist Lisa Grossman, fiddler Alice Boyle, hammered dulcimer player Matt Kirby, accordionist Christine Martin, flutist and banjo player Frank Martin, and contra dance caller Lisa Harris.

The festival welcomes all ages, in person or remotely. College students will receive reduced ticket prices, and admission is free for kids 18 years of age and under and those wishing to volunteer. A youth program will be available for kids 5-15 with signup at registration. An ADA-accessible viewing area will be open onsite. Additionally, the festival will host a live stream on YouTube for guests who cannot travel to experience it remotely. 42nd Prairie Festival set for Sept. 23-25

A report early Thursday morning of people snooping in a north-central Salina neighborhood resulted in a license plate stolen Tuesday afternoon being found.

Additional information gathered since the Tuesday incident also has helped police develop a possible suspect in the case.

Salina Police Captain Paul Forrester said this morning that a person living in the 100 block of S. Baker Street reported seeing two to three people snooping around the neighborhood at approximately 12:30 a.m. Thursday. When police arrived, they found a charcoal gray Dodge Caravan parked in an alley with its hazard lights on, the hood propped open, and the driver's door open.

The tag on the vehicle was the one reported stolen from a 2013 Dodge Grand Caravan Tuesday afternoon while the vehicle was parked at Dollar Tree, 1201 W. Crawford Street.

In that incident, a 73-year-old woman had gone into Dollar Tree, leaving her 43-year-old daughter sitting in the Grand Caravan. The daughter witnessed a Hispanic male pull in next to the vehicle in what was then described as a black Dodge Caravan. Forrester said that Caravan and the one found in the alley early this morning are one in the same. 

The man removed the license plate from the Grand Caravan, got back in his Caravan, and drove to nearby Club Carwash. 

In the meantime, the daughter went inside the store to tell her mother what had happened. When the women came out of the store, the man approached her with a different license plate and asked whether it belonged to her. When the older woman asked whether he had stolen her license plate, he fled. Forrester said Wednesday that the license plate the man had handed the woman was reported stolen out of Garden City.

As it turns out, the Caravan abandoned in the alley also was stolen from Garden City, Forrester said this morning. 

When officers searched the Caravan, they found narcotics and drug paraphernalia, he added.

Forrester also said that information from another suspicious person incident Wednesday has helped police develop a possible suspect in the case.

Communicating with KHP, other agencies is problem

Over the years, the Dickinson County Sheriff’s Department has had numerous incidents where officers needed to communicate with the Kansas Highway Patrol; unfortunately, that communication often is hindered because the two entities are using incompatible radios.

Dickinson County is one of the few remaining counties in the state which has not yet migrated to the statewide 800 MHz radio system, used by public safety agencies throughout the state.

“Having the 800 system would have come in handy a few weeks ago when the highway patrol had a chase come into our county,” said Dickinson County Administrator Brad Homman. “Our guys (sheriff’s deputies and Abilene police officers) got involved and they couldn’t talk (with the KHP) because the systems don’t work with each other.

“We’ve held off as long as we can,” Homman added. “The 800 system is the way of the future.”

Next year, Dickinson County voters may be asked to approve a one-fourth cent sales tax for public safety, with funds going toward the purchase of an 800 MHz radio system for all the emergency responders in the county, and to begin saving for the future replacement of rescue trucks and rescue equipment.

Public safety radio systems (such as those used by police, firefighters and emergency medical personnel) operate in several portions of the 800 MHz band, according to the Federal Communications Commission website.

The 800 system will let all Dickinson County public safety entities communicate with other agencies statewide. Homman said most of the counties in the state already have made the switch. In this region, Saline, Marion and Clay counties all migrated over in recent years. Geary County is in the process. Morris County hasn’t yet, but is looking for ways to fund it.

“We have looked for grants the last month or two, but there are very few grants right now that serve that function,” he said.

The county’s 911 Advisory Board – which reorganized earlier this year after not meeting for some time because of COVID-19 – has made switching to the 800 system a top priority. The board includes representatives from all county public safety agencies, including city and rural fire departments, law enforcement, emergency management, EMS and others.

Homman said the 911 Advisory Board is hoping a small sales tax could be implemented, specifically for public safety, to be used for two things: One, to migrate all the radios in the county to 800 over the next couple of years – rural fire, sheriff, police, city fire departments, EMS and road and bridge; and two, to help replace two rescue trucks in the future when they are due.

Dickinson County purchased two rescue trucks for the Abilene and Herington fire departments about 16 years ago using funds from a Homeland Security grant. The trucks last about 20 to 25 years so they will need to be replaced soon at a cost of about $600,000 apiece.

“The agreement we have with the Abilene and Herington fire departments is they provide the manpower and service and we provide the trucks and equipment. Just like we updated the extrication equipment last year,” Homman said.

“Rather than waiting for the time these trucks come up for replacement and saying we need $600,000 times two and being stuck in the rabbit hole trying to figure it out, we implement a sales tax now and we will have some money available when that time comes,” Homman explained.

Commissioner Craig Chamberlin asked for a “ballpark figure” regarding the cost to move to the 800 system.

Homman and Asst. County Administrator/Budget Director Janelle Dockendorf estimate it will cost at least $3 million. That includes purchasing equipment to be placed on towers in the Abilene and Herington areas, costing about $700,000 each; and buying 325 radios, which will cost anywhere between $3,000 to $5,000 apiece.

The 325 radios will equip 12 fire (include rural) departments, the sheriff’s department, Herington and Chapman Police departments, road and bridge, emergency management, and upgrading the Dickinson County Emergency Medical Service, which already has 800 radios, Homman said.

The North Central Region Homeland Security Council purchased an 800 MHz radio for every ambulance in the region about 10 years ago and they will be due to be replaced.

Dickinson County 911 Communications also has an 800 radio so it can talk to the ambulances as do the emergency rooms at Abilene and Herington hospitals and all hospitals in the state, Homman said.

Besides the cost of radios and equipment, there also will be maintenance costs for the two tower sites when the warranty periods end after the first year.

Although moving to the new radio system will be pricey, the county no longer will need to pay another company to maintain the current radio system.

“For the most part, those would all come down and we would no longer invest in them,” Homman said, although the county’s paging system would continue working on the old radio system because it works well and is much less expensive.

One of the biggest benefits to the 800 radio system is the fact that it is state maintained and it provides statewide coverage.

“When Jerry (Sheriff Davis) sends a patrol car to Larned to take a prisoner, they’ll be able to communicate with everyone,” Homman said. “It covers the whole state.”

The largest benefit, of course, is the interoperability to communicate with every public safety entity in the state.

If a one-fourth cent sales tax was established specifically for public safety, that fund could bring in an estimated $600,000 a year or $3.5 million in five years, Dockendorf and Homman said.

Since the bulk of that money would go toward purchasing the radio system it would not leave a lot for rescue equipment.

However, the county has been setting money aside through the yearly budget process to help pay some of the cost for new rescue trucks and equipment, although it will not be enough to cover the entire cost.

Homman told commissioners that Saline County migrated to the 800 radio system in 2021 using money raised by a sales tax for public safety. It cost Saline County approximately $10 million to make the switch due to the number of radios needed.

Members of the 911 Advisory Council agreed that it would be up to its members to educate county residents on the need for the new radio system and public safety equipment and why a quarter-cent sales tax is the best way to fund it, Homman said.

At least one fire chief in the county already has approached his city’s leaders asking if they would support a sales tax. The leaders indicated they would.

“If we decide that’s the way we want to go,” Homman added. “Otherwise, it’s going to be a mill levy increase and I’m sure nobody likes that.”

Since the topic was discussed in work session, no action was taken or expected, although if commissioners decide to put a sales tax for public safety on the ballot it will be an agenda item during a future regular meeting.

While it is too late for the November election, it could be on the August 2023 ballot.

Morris County hasn’t yet, but is looking for ways to fund it.“We have looked for grants the last month or two, but there are very few grants right now that serve that function,” he said.911 Advisory Board sets priorityThe county’s 911 Advisory Board – which reorganized earlier this year after not meeting for some time because of COVID-19 – has made switching to the 800 system a top priority. The board includes representatives from all county public safety agencies, including city and rural fire departments, law enforcement, emergency management, EMS and others.Homman said the 911 Advisory Board is hoping a small sales tax could be implemented, specifically for public safety, to be used for two things: One, to migrate all the radios in the county to 800 over the next couple of years – rural fire, sheriff, police, city fire departments, EMS and road and bridge; and two, to help replace two rescue trucks in the future when they are due.Dickinson County purchased two rescue trucks for the Abilene and Herington fire departments about 16 years ago using funds from a Homeland Security grant. The trucks last about 20 to 25 years so they will need to be replaced soon at a cost of about $600,000 apiece.“The agreement we have with the Abilene and Herington fire departments is they provide the manpower and service and we provide the trucks and equipment. Just like we updated the extrication equipment last year,” Homman said.“Rather than waiting for the time these trucks come up for replacement and saying we need $600,000 times two and being stuck in the rabbit hole trying to figure it out, we implement a sales tax now and we will have some money available when that time comes,” Homman explained.Commissioner Craig Chamberlin asked for a “ballpark figure” regarding the cost to move to the 800 system.Homman and Asst. County Administrator/Budget Director Janelle Dockendorf estimate it will cost at least $3 million. That includes purchasing equipment to be placed on towers in the Abilene and Herington areas, costing about $700,000 each; and buying 325 radios, which will cost anywhere between $3,000 to $5,000 apiece.The 325 radios will equip 12 fire (include rural) departments, the sheriff’s department, Herington and Chapman Police departments, road and bridge, emergency management, and upgrading the Dickinson County Emergency Medical Service, which already has 800 radios, Homman said.The North Central Region Homeland Security Council purchased an 800 MHz radio for every ambulance in the region about 10 years ago and they will be due to be replaced.Dickinson County 911 Communications also has an 800 radio so it can talk to the ambulances as do the emergency rooms at Abilene and Herington hospitals and all hospitals in the state, Homman said.Besides the cost of radios and equipment, there also will be maintenance costs for the two tower sites when the warranty periods end after the first year.Although moving to the new radio system will be pricey, the county no longer will need to pay another company to maintain the current radio system.“For the most part, those would all come down and we would no longer invest in them,” Homman said, although the county’s paging system would continue working on the old radio system because it works well and is much less expensive.One of the biggest benefits to the 800 radio system is the fact that it is state maintained and it provides statewide coverage.“When Jerry (Sheriff Davis) sends a patrol car to Larned to take a prisoner, they’ll be able to communicate with everyone,” Homman said. “It covers the whole state.”The largest benefit, of course, is the interoperability to communicate with every public safety entity in the state.Estimated revenueIf a one-fourth cent sales tax was established specifically for public safety, that fund could bring in an estimated $600,000 a year or $3.5 million in five years, Dockendorf and Homman said.Since the bulk of that money would go toward purchasing the radio system it would not leave a lot for rescue equipment.However, the county has been setting money aside through the yearly budget process to help pay some of the cost for new rescue trucks and equipment, although it will not be enough to cover the entire cost.Homman told commissioners that Saline County migrated to the 800 radio system in 2021 using money raised by a sales tax for public safety. It cost Saline County approximately $10 million to make the switch due to the number of radios needed.Members of the 911 Advisory Council agreed that it would be up to its members to educate county residents on the need for the new radio system and public safety equipment and why a quarter-cent sales tax is the best way to fund it, Homman said.At least one fire chief in the county already has approached his city’s leaders asking if they would support a sales tax. The leaders indicated they would.“If we decide that’s the way we want to go,” Homman added. “Otherwise, it’s going to be a mill levy increase and I’m sure nobody likes that.”Since the topic was discussed in work session, no action was taken or expected, although if commissioners decide to put a sales tax for public safety on the ballot it will be an agenda item during a future regular meeting.While it is too late for the November election, it could be on the August 2023 ballot.

A retired Salina registered nurse and addiction counselor with a long career in mental health and addiction treatment will talk about her children’s book during a public presentation next week.

The free 20-minute presentation by author LaNay Meier is scheduled for 10:30 a.m. Wednesday on the second floor of the Salina Senior Center, 245 N. Ninth Street.&nbsp; A question-and-answer session will follow. The presentation is open to the public.&nbsp;

Meier’s self-published book, The Feelings Umbrella was written to help children learn their inner feelings and express them in positive, healthy ways.&nbsp; The author encourages parents, grandparents and educators to read her book with the young people in their lives.&nbsp; Meier designed the book primarily for preschoolers to age 8.

“My journey started when I was very young,” Meier said.&nbsp; “I grew up in an environment that didn’t understand that children need to learn and be allowed to express their true feelings.”

In her book, the author contrasts an umbrella with stormy weather protection, an analogy that most people keep their feelings and thoughts deep inside, expressing different, sometimes unhealthy, behaviors on the outside.

A native of Hanston, in Hodgeman County, Meier worked with families through nonprofit organizations in the Salina area for more than 25 years.

Today in History - September 15

CAWKER CITY - A Downs man with multiple active felony warrants led law enforcement personnel on a chase from Mitchell County into Osborne County late Tuesday afternoon with speeds reaching approximately 40 mph.

At approximately 4:56 p.m. Tuesday, a Mitchell County Sheriff's deputy stopped Bryan Mitchell Troxel, 37, of Downs, who was driving a scooter that didn't have a license plate. The stop occurred in 1200 block of Lake Drive in Cawker City, according to a news release issued this afternoon by the Mitchell County Sheriff's Office via its <a href="https://www.facebook.com/realmcsheriff">Facebook page</a>.

During the stop, Troxel allegedly provided a false name to the deputy. At approximately 5:07 p.m., the deputy was attempting a VIN check on the scooter, however, Troxel fled on the scooter and headed south out of Cawker City. Once out of town, he took multiple back roads toward Downs, which is to the west of Cawker City.

According to the news release, personnel from the Mitchell County Sheriff's Office, the Osborne County Sheriff's Office, and the Osborne Police Department pursued Troxel into Downs at speeds reaching approximately 40 mph.

"During the pursuit, Troxel recklessly drove in oncoming traffic, through ditches, yards, and at deputies attempting to safely bring the pursuit to an end," the news release noted.

Troxel stopped in the 600 block of Third Street in Downs and attempted to gain entry into a residence. At that point, deputies were able to take him into custody.

Once deputies knew Troxel's true identity, they learned that he had multiple active felony warrants out of Johnson County, according to the news release. The scooter also was reported stolen out of Johnson County.

Additionally, deputies allegedly located narcotics and drug paraphernalia.

"Troxel was transported to the Mitchell County Jail, with charges being forwarded to the County Attorney," the news release noted.

Saline County Health Department flu shot clinic Oct. 5

Police are looking for the person who stole a license plate from a 73-year-old Salina woman's minivan while the vehicle was parked at a store Tuesday afternoon.

The woman had gone into Dollar Tree, 1201 W. Crawford Street, leaving her 43-year-old daughter sitting in her 2013 Dodge Grand Caravan, Salina Police Captain Paul Forrester said this morning. At approximately 3 p.m. Tuesday, a Hispanic male pulled in next to the vehicle in a black Dodge Caravan.

Forrester said the daughter saw the man get out of the black minivan, go to the back of her mother's minivan, and unscrew and take the license plate, which was Kansas 776HBX. He then got back in the black minivan and drove to nearby Club Carwash.

The daughter went into the store and told her mother what had happened. When they exited the store, a man approached the older woman and handed her a license plate, asking if it was hers. That license plate, Kansas 240PGM, was reported stolen out of Garden City, Forrester said.

When the woman asked the man whether he had stolen her license plate, he took off running. 

Forrester said the man was described as being Hispanic, 5'-8", and weighing 150 pounds. He was wearing all-black clothing and a black ball cap with a yellow brim.

Surveillance video from Club Carwash shows the man pull up next to the Salina woman's minivan. It also shows him unscrewing the license plate from her minivan, taking it, and then parking his black minivan at Club Carwash. Additionally, it shows him walking from Club Carwash to Dollar Tree and handing the woman the stolen license plate, Forrester said.

The man and the black minivan were last seen heading north on S. Broadway Boulevard.

Video records man stealing license plate in store parking lot Tuesday p.m.

A bicyclist received minor injuries when she was struck by a car that was exiting a parking lot in south Salina Tuesday.

Salina Police Captain Paul Forrester said this morning that McKenzie Bowell, 30, of Salina, was southbound on a bicycle in the 1100 block of S. Ohio Street when she was struck by a 2011 Ford Fusion driven by Jose Chorro, 20, of Salina. 

According to Forrester, Chorro failed to yield when he exited a parking lot and struck Bowell.

The Fusion sustained minor front-end damage.
