A proposed mental health co-responder program, fixed automatic license plate readers, and the 2021 audit report are among the items on the Salina City Commission agenda for Monday.

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Commissioners are scheduled to consider a request to recognize Nov. 26, 2022, as Shop Small Saturday in the City of Salina. Leslie Bishop, executive director of Salina Downtown, Inc., will read the proclamation.

Commissioners also are scheduled to consider approving a resolution authorizing the mayor to sign a memorandum of understanding among the City of Salina, Saline County, and Central Kansas Mental Health Center for a mental health co-responder program.

"Mental health co-responder programs pair healthcare professionals with law enforcement officers in responding to calls that involve people who are having either a mental health crisis, are intoxicated, are experiencing homelessness, or have other health or social service needs," according to information in the commission meeting packet.

Between April 2021 and Oct. 1, 2022, Salina Police Department personnel responded to 1,090 calls for service dealing with persons in crisis, accounting for approximately 934 hours of an officer's time, the request for action information noted.

If approved, the plan is to use $163,000 of American Rescue Plan Act funds for two years worth of salaries and benefits for two licensed clinicians, who would be employed through the Central Kansas Mental Health Center. Additionally, the Central Kansas Mental Health Center plans to make an in-kind donation of $27,686 "to supplement the salaries and benefits in order to attract better qualified candidates."

Additionally, the City of Salina is constructing an office space and providing office furniture, office equipment, a vehicle, 240 hours of proposed training, uniforms, and other safety equipment. These items will be funded through the Salina Police Department 2023 operating budget.

Commissioners also are scheduled to consider a request to enter into a three-year service agreement with Flock Group, Inc., for the installation and leasing of 22 fixed, automatic license plate readers, at a total cost of $169,950. If approved, the 22 fixed, solar-powered camera systems would be installed at locations throughout the city, including entry and exit points, high traffic areas, and high-crime areas, according to information from the city.

During the meeting, commissioners also are scheduled to review the 2021 audit report from Gordon CPA.

License plate readers, 2021 audit among City of Salina agenda items

Patent pending. We frequently see those words on a label but may not think about the process required to gain such a designation.&nbsp;

Today we’ll meet a small-town Kansas law firm that specializes in helping clients across the nation protect their intellectual property.&nbsp;&nbsp;&nbsp;

Attorney Daniel Coughlin is founder and principal of the Coughlin Law Office LLC in Sabetha. Stuart Aller is the patent agent in the law firm.&nbsp;&nbsp;

Coughlin is a Michigan native.&nbsp;While earning a doctorate in biochemistry at the University of Michigan, he researched a product that was thought to be patentable.&nbsp;“I was intrigued by the patent process,” he said.&nbsp;&nbsp;

Coughlin earned a law degree at the University of Toledo.&nbsp;Through a church youth group, he met and later married Tamra who was born in Sabetha.&nbsp;While working his way through law school, Coughlin built and programmed control panels at a Sabetha manufacturing company.&nbsp; He recognized that patents help encourage inventors by protecting their innovative ideas.&nbsp;&nbsp;

In 2012, he opened the Coughlin Law Office in Sabetha.&nbsp;Over time, he found a niche in developing and filing patents for his clients.&nbsp;&nbsp;

In 2020, Hiawatha native Stuart Aller joined the firm.&nbsp;Aller graduated from K-State with life science degrees and worked as a scientist for the State of Kansas before moving back to his hometown to teach.&nbsp;Aller met Coughlin and started doing technical writing for the firm during the summers. Aller became interested in the patent work that supports innovation. &nbsp;&nbsp;

“I’ve always been interested in science and technology,” Aller said.&nbsp;He sat for the patent bar exam, which is a specialized form of legal certification.&nbsp;“There’s something like a 40% pass rate,” he said.&nbsp;“It was definitely the hardest exam I’ve ever taken.”&nbsp;

Aller passed and, in 2020, became certified by the U.S. Patent and Trademark Office as a registered patent agent. He joined the Coughlin firm in offering their KanPat® intellectual property services.&nbsp;&nbsp;

“An inventor will come in with some idea and we will work though it to identify the key factors that make it new and unique,” Coughlin said.&nbsp;Then they develop a proposed filing complete with technical drawings and explanations. Ultimately this is filed with the U.S. Patent Office.&nbsp;&nbsp;

“It is not necessarily a quick process,” Coughlin said.&nbsp;Filings are subject to in-depth review by patent examiners.&nbsp; “Depending on various factors, it can take 2-3 years at the fastest or up to 5-6 years for a patent to issue. However, ‘patent pending’ can usually be achieved in just a few days or weeks.”&nbsp;

“(Working with clients) is one of the best parts of the job,” he said.&nbsp;

Coughlin Law Office recently worked with a K-State student to patent an improved hitch pin.&nbsp;In another case, they worked with an inventor who had been turned away by a big city law firm, but Coughlin and Aller ultimately obtained a patent for him.&nbsp;&nbsp;

Sabetha is a fruitful home base for the company due to the multiple innovative manufacturers found in the community.&nbsp;However, the firm’s reputation has grown far beyond the region.&nbsp;&nbsp;

Coughlin Law Office has done patent work for clients across the nation, from Florida to Washington state.&nbsp;They have also done international work on intellectual property protection in such places as Japan, Brazil, Australia and South Africa.&nbsp;

That’s remarkable for a law firm located in a rural community such as Sabetha, population 2,545 people.&nbsp;Now, that’s rural.&nbsp;&nbsp;

NOW THAT'S RURAL: Daniel Coughlin, Coughlin Law Firm

By definition, an “ambassador” is a person who represents, speaks for or advertises a particular organization or group of people. However, for Ethan Brown and Elle Eilert, their new role as K-State Student Ambassadors runs much deeper than that simple definition.&nbsp; For them, purple pride is a way of life. They love K-State, and they want prospective students to fall in love with this university too. They represent all the best things that K-State is known for: community, camaraderie and a can-do attitude.&nbsp; When their names were announced as the 2023 K-State Student Ambassador winners on the field at the Homecoming football game Oct. 29, they joined a proud tradition of Student Ambassadors dating back to 1977, when the K-State Alumni Association established the program.&nbsp; “When I walked onto the field at halftime, I was honored just to have been a candidate,” said Brown, a&nbsp; junior in marketing from Salina. “I was shocked when I heard my name announced as the 2023 Student Ambassador, but that quickly gave way to the greatest feeling. Even now, it means so much to me that the student body put their trust in me. I am both honored and humbled. The theme for Homecoming week was Wildcat Dreams, and hearing my name that day was the realization of mine.” “When my name was announced, I definitely did a double-take,” echoes Eilert, a junior in mathematics and secondary education from Beloit. “I was just so pumped. I immediately looked at my dad who was on the field with me. He was extremely excited for me and it was really special to share that experience with family and friends. Being ambassador is such an honor, I am still shocked whenever I think about it.”

So, what exactly is involved in a Student Ambassador’s duties?&nbsp;

●Visiting with prospective students and alumni. 

●Attending Student Alumni Board meetings and activities. 

●Assisting with programming on campus such as the Alumni Fellows program, All-University Homecoming Committee and other special events. 

●Assisting the K-State President's Office as needed.

Ambassadors are elected during Homecoming week by a student vote from a group of semifinalists. They serve a one-year term, and each receives the Kirk Family Student Ambassador Scholarship of $2,500, clothing from Manhattan clothing store Borck Brothers and an official K-State ring from Balfour and the Alumni Association.

Brown and Eilert were already familiar faces on campus before becoming Student Ambassadors.&nbsp;Brown is a member of Delta Chi fraternity. He also serves as campus access director for the Student Governing Association and as vice president of allocations for Student Foundation. In his free time, his interests include western sports (especially bull riding) and researching Professional Bull Riders (PBR) stats for CBS Sports’ play-by-play announcer. Brown said he ran for Student Ambassador with the goal of spreading the message that K-State will do whatever it takes to help students overcome possible barriers and help them thrive in their education. He believes K-State is a place for everyone.&nbsp; “Throughout my life, I have been challenged in terms of accessibility,” he said. “K-State has always cleared a path for me to take advantage of the opportunities both in the classroom and in organizations I’m involved with: Student Foundation (student philanthropy), Student Government and my fraternity.” He’s ready to help prospective students come to know the university the same way he does. “As a Student Ambassador, I want to impart my enthusiasm for our university into every community in Kansas and beyond, help build the future group of the Wildcat family through recruitment, and share in the remembrances of various alumni of their experiences at Kansas State,” Brown said. “I am most looking forward to making connections and talking about the amazing things that make K-State great.”&nbsp;&nbsp;

Eilert is a member of Gamma Phi Beta sorority. Additionally, she serves on the Student Opportunity Awards Committee for Student Foundation. Her interests include spending time with friends, enjoying a good cup of tea and going for jogs around town. “I have always loved Kansas State — the ‘Alma Mater’ was practically a lullaby around my house growing up,” Eilert said. “Family is the building block of society and K-State captured this culture in a bottle. Just like a loving family, K-State offers the safety to learn, grow and fail so its students are marked by resilience, empathy and greatness. K-State is more than a university; it’s a home that I dearly love.” She’s excited to share that love for K-State with prospective students.&nbsp; “I have loved my time at Kansas State, specifically the community and experiences it has given me,” she said. “There is nowhere like it, with opportunities of a large university but the experiences of a tight-knit community. I truly believe there is something for everyone here, and I can’t help but want to share that with those that I encounter.”&nbsp;&nbsp;

 </figure>Brown and Eilert were already familiar faces on campus before becoming Student Ambassadors.&nbsp;Brown is a member of Delta Chi fraternity. He also serves as campus access director for the Student Governing Association and as vice president of allocations for Student Foundation. In his free time, his interests include western sports (especially bull riding) and researching Professional Bull Riders (PBR) stats for CBS Sports’ play-by-play announcer. Brown said he ran for Student Ambassador with the goal of spreading the message that K-State will do whatever it takes to help students overcome possible barriers and help them thrive in their education. He believes K-State is a place for everyone.&nbsp; “Throughout my life, I have been challenged in terms of accessibility,” he said. “K-State has always cleared a path for me to take advantage of the opportunities both in the classroom and in organizations I’m involved with: Student Foundation (student philanthropy), Student Government and my fraternity.” He’s ready to help prospective students come to know the university the same way he does. “As a Student Ambassador, I want to impart my enthusiasm for our university into every community in Kansas and beyond, help build the future group of the Wildcat family through recruitment, and share in the remembrances of various alumni of their experiences at Kansas State,” Brown said. “I am most looking forward to making connections and talking about the amazing things that make K-State great.”&nbsp;&nbsp;<figure>

Salina's Brown, Beloit's Eilert named K-State Student Ambassadors

With the upcoming Thanksgiving holiday comes local government closings.

Most City of Salina and Saline County offices and facilities will be closed on Thursday and Friday in observance of the Thanksgiving holiday. They are scheduled to return to regular hours on Nov. 28.

No City of Salina sanitation collection will take place Thursday. Thursday and Friday collections will be delayed by one day. Regular collection will resume Nov. 28.

Additionally, the City of Salina Landfill will be closed Thursday. Normal operating hours will resume Friday.

The Salina Drive-thru Recycling Center will be closed Thursday and will resume regular operating hours on Friday.

The Salina Public Library plans to close at 6 p.m. Wednesday&nbsp; and be closed all day Thursday and Friday. The library is scheduled to resume regular hours on Saturday.

DICKINSON COUNTY—Two people were injured in an accident just after 5:30p.m. Saturday in Dickinson County.

The Kansas Highway Patrol reported a 2014 Dodge Charger driven by Leannitta M.&nbsp;Heller, 36, Solomon, was westbound on Interstate 70 one mile east of Solomon.

The Dodge rear-ended a 2001 Ford Excursion driven by Michael J. Morton, 68, San Bernadino, California.

EMS transported&nbsp;Heller and Morton to Salina Regional Health Center. The KHP reported two children were also in the Dodge. They did not report if they were transported for treatment.&nbsp; The drivers were properly restrained, according to the KHP.&nbsp;

Young and old braved wind chills into the 20s to participate in Salina Downtown's Holiday Festival Saturday.

The festival, including a variety of booths, activities, and offerings from downtown merchants, was being held in conjunction with the annual Parade of Lights, which is scheduled to begin at 6 p.m. on Santa Fe Avenue. The parade is expected to have more than 110 entries.

After the parade, the Community Christmas Tree in Campbell Plaza will be lit, followed by a performance by Don Wagner.

Salina Downtown kicks off holiday season Saturday

Late this morning, Salina Fire crews were on scene at Marshall’s in Salina located at 2450 South 9th Street in Salina.&nbsp; Salina Fire Department responded to reports of smoke inside the store and a fire alarm that sounded an alarm. The store was evacuated. According to Salina Fire, the cause of the smoke was attributed to a bad belt on HVAC system on the roof.

Theatre Salina cancels Saturday night performance 

Kansas Wesleyan announced Friday that it will launch the Kansas Advancement Scholarship, a guarantee of at least $20,000 per year in scholarship aid for any graduate of a Kansas community college. 

The agreement is in support of September’s global transfer and course articulation agreement between the Kansas Community College Trustees Association and the Kansas Independent College Association (KICA).

“We believe that the community college system offers tremendous resources for both students and communities throughout Kansas,” said Ken Oliver, executive vice president of advancement and university operations. “The system graduates excellent academic students every day, students who can succeed anywhere. We want Kansas Wesleyan to be the place they choose to further their education.”

This fall’s announcement of a global transfer and course articulation agreement says that any student earning an A.A. or A.S. degree at a Kansas community college has completed the general education requirements for all Kansas independent colleges.&nbsp;&nbsp;

KWU announces significant Community College Scholarship

Central Kansas Extension District 4-H program honored its members Nov. 6, at the 4-H Celebration of Achievements. 

The members received membership, bronze, clover, emerald, silver, silver guard, gold, gold guard, leadership and citizenship achievement awards for their individual accomplishments during the 2021-2022 4-H year.

The reception was sponsored by the Salina Downtown Lions Club. The Lions Club chartered in 1921 and was instrumental in starting the 4-H clubs in Saline County.

The Outstanding 4-H Member of the Year award was presented to Brynna Anderson, Smoky View 4-H Club and Josi Schrader, Solomon Valley 4-H Club. The 4-H Family of the Year Award was presented to the Jay Stolzenburg 4-H Family and the Rande Repp 4-H Family. The 4-H Alumni Award was presented to Jennifer Wangerin (posthumously). The Friend of 4-H Award was presented to Robyn Prickett and the First Baptist Church of Salina. The 4-H Volunteer of the Year was presented to Susan Stolzenburg. The Outstanding Lifetime Volunteer Award was presented to Tracy Repp and Diana Thompson.

The Kansas 4-H Key Award is a prestigious award earned by Kansas 4-H members and takes multiple years of preplanning to become eligible for this award. This award is sponsored by American AgCredit. The 4-H members receiving this award are: Liam Nichols, Solomon Valley and Reygan Schrock, Cardinal.
