TOPEKA – The Kansas State Council of SHRM (KS SHRM) has announced its plans to introduce the first HR professional Registered Apprenticeship program in Kansas. Through local, state and federal partnerships, KS SHRM will educate Kansas employers and employees on this unique opportunity to attain HR credentials through an on-the-job apprenticeship track.

“The opportunity for KS SHRM to partner at the local, state and federal levels to address workforce needs and grow our state’s HR talent pipeline is unprecedented,” said David Love, President of the Kansas State Council for Human Resource Management. “Innovative ideas are what we need in Kansas to address our workforce shortages and I am proud of KS SHRM for taking the initiative and thinking outside the box.”

Earlier this month, Governor Laura Kelly established a new Office of Registered Apprenticeship within the Kansas Department of Commerce to invest in growing apprenticeship programs across Kansas. The office is aimed at increasing efforts to meet the talent needs of Kansas businesses, give workers the skills and experience they need to compete in the modern economy, and knock down barriers to employment.

“Our partnership and investment with KS SHRM to grow apprenticeships in Kansas is exciting. It is these types of concerted efforts and partnerships that will change the way we look at workforce development and provide opportunities we have not seen in Kansas before,” said Shonda Atwater, Director of Internships and Apprenticeships, Kansas Office of Apprenticeship.

Kansas will be the first state to partner with the SHRM Foundation to market its program HR RAP, which is a U.S. Department of Labor-registered HR apprenticeship program in its efforts to source and upskill untapped talent for entry-level HR positions.

“This ’learn-while-you-earn‘ model offers on-the-job training and educational requirements that lead to higher productivity, increased retention and a diversified talent pool,” said Mary Wright, Manager of the SHRM Foundation Apprenticeship Program. “The SHRM Foundation is thrilled to partner with the Kansas State Council for Human Resource Management.”

KS SHRM will launch HR RAP by partnering with five local KS SHRM chapters this fall. The SHRM local chapters include Johnson County, Manhattan, Salina, Wichita and Garden City.

State’s first HR apprenticeship program announced

Have some old car, pickup, or motorcycle tires that you need to get rid of? North Salina Community Development (NSCD) can help!

The organization dedicated to North Town is sponsoring a free tire collection that is open to residents of Saline County. 

The event is scheduled for 8 a.m.-2 p.m. Sept. 24 at the vacant lot north of Dairy Queen, 321 N. Ninth Street.

Following are the guidelines for the collection, according to North Salina Community Development.

NSCD's Barb Young told Salina Post that the collected tires will be recycled.

She also said that people who are interested in helping with the tire recycling effort should contact her at 785-425-5272.

In addition to the tire collection for Saline County residents, a group of volunteers from Kansas Wesleyan University, including the softball and baseball teams, will be working with City of Salina and Saline County crews to clear out two large trash piles in Dry Creek in the vicinity of N. 11th and N. 12th streets, Young said. Any tires pulled from Dry Creek will be added to those being collected.

"This is such a great collaborative event with Salina Public Works, Saline County Road and Bridge, KWU, and North Salina Community Development working together to clear out Dry Creek. The Salvation Army and NAACP will be providing lunch for volunteers afterwards," Young said.

There will be $100,000 available in grant funding for this upcoming year.

 The purpose of Make A Difference Grants is to be responsive to community needs and providing funding for programs that make a difference in our local communities. The Salina Area United Way fights for the health, education and financial stability of every person in every surrounding community.

All 501(c)(3) Charitable, Government/Public, Educational Institution or Church Organizations in the Salina Area United Way county service areas – Salina, Ottawa, Cloud, Republic, Jewell, Mitchell Lincoln, Ellsworth, Russell, Osborne – that provide programs with measurable impact are eligible to apply for grant funding.

NWS: Western half of state benefitted most from rainfall

Salina police are checking surveillance video in an attempt to determine who stole a Lincoln Zephyr from the parking lot of Sunset Plaza Thursday afternoon. 

The car was later recovered in another part of the city.

Salina Police Captain Paul Forrester said this morning that Jessica Williams, 39, of Salina, had gone to Dillons and had parked her red 2006 Lincoln Zephyr in front of Cave Divers, 1103 W. Crawford Street. When she returned, the car was gone.

Forrester said Williams had left the keys in the car.

The incident occurred at approximately 1 p.m. Thursday.

The car was later recovered in another part of the city.Salina Police Captain Paul Forrester said this morning that Jessica Williams, 39, of Salina, had gone to Dillons and had parked her red 2006 Lincoln Zephyr in front of Cave Divers, 1103 W. Crawford Street. When she returned, the car was gone.Forrester said Williams had left the keys in the car.The incident occurred at approximately 1 p.m. Thursday.On Thursday evening, the car was found in an alley behind 718 State Street, Forrester said. Car stolen at Sunset Plaza later recovered in NW Salina alley

An arrest has been made in the afternoon license plate theft case from earlier in the week and two stolen vehicle cases as well.

Anthony Bernal, 39, of Salina, was arrested Thursday in connection to the stolen license plate case, two stolen vehicle cases, and a case in which a loaf of bread and a package of Oscar Meyer hotdogs were stolen from a south Salina store, Salina Police Captain Paul Forrester said this morning.

Following is a timeline of the events leading up to Bernal's arrest.

A reported Hispanic male driving a black Dodge Caravan pulled into a parking stall next to a 2013 Dodge Grand Caravan in the parking lot of Dollar Tree, 1201 W. Crawford Street. The man was seen walking to the back of the Grand Caravan and removing the license plate. He then got back into the Caravan and drove to nearby Club Carwash.

The man then came back to the Grand Caravan with a different license plate, which he handed to the owner of the Grand Caravan and asked whether it was hers. When she confronted him about stealing her license plate, he fled.

This incident was captured on surveillance video from Club Carwash, according to Forrester.

Police respond to a report of suspicious activity in the 100 block of S. 12th Street. During that encounter, an officer took from one of the people involved a Dodge vehicle key. The key would later help police develop a suspect.

At approximately 12:30 a.m. Thursday, officers responded to the report of people snooping in the 100 block of S. Baker Street. When police arrived, they found a charcoal gray Dodge Caravan parked in a nearby alley with its hazard lights on, the hood propped open, and the driver's door open. The tag on the vehicle was the one reported stolen from a 2013 Dodge Grand Caravan Tuesday afternoon.

Additionally, police discovered that the Caravan had been reported stolen out of Garden City. When officers searched the Caravan, they found narcotics and drug paraphernalia, Forrester said.

During the investigation into this incident, police made contact with Bernal, according to Forrester.

Also on Thursday, an officer took the Dodge vehicle key from the Wednesday incident to the impound lot where the Caravan was being kept and discovered that the key belonged to that particular minivan.

At approximately 3 p.m. Thursday, officers responded to a report of a stolen vehicle in the 1000 block of Park Street. A 62-year-old Salina man told police that he had loaned his 2008 Pontiac G6, valued at $2,000, to another person.

While that person and Bernal were at the residence on Park Street, Bernal left in the vehicle without permission, Forrester said.

At approximately 6 p.m. Thursday, Bernal was found asleep in the G6 in the parking lot of Walmart, 2900 S. Ninth Street. While officers were talking with Bernal, Walmart personnel approached and told police that Bernal had allegedly stolen a loaf of Sara Lee bread and a package of Oscar Meyer hotdogs, which were valued at $5, Forrester said.

Bernal also allegedly was found to be in possession of 10 Klonopin pills for which he had no prescription or tax stamp, Forrester added.

Bernal was arrested on the following requested charges, Forrester said.

My husband and I are debt-free. We are in our mid-20s, we also have a full emergency fund and we each have 401(k) plans with our employers. Currently, we are looking at life insurance. We do not plan on having children, so what length term policies would you suggest for a couple in our situation?

I’d recommend you both find good 15- or 20-year, level term policies, with coverage amounts of 10 to 12 times your individual incomes. If you two have a change of heart, and decide you want kids later, I’d recommend converting those to 30-year term policies, still at 10 to 12 times your incomes. Why? You’d want the&nbsp;<a href="https://www.ramseysolutions.com/insurance/coverage-checkup/2edeb638-e2e5-43ac-a30d-115768c19976/extended-basic-info" target="_blank">insurance</a>&nbsp;to be there to protect everyone in the family until the kids are out on their own.

Between now and then, and in the years after, your continued saving and wealth building will lead you to a place where you guys are self-insured. And that’s a great place to be!

What is the right age to begin giving children an allowance?

In my mind, there’s never a right time to give kids an allowance. Compelling thinkers, artists, scientists, and advocates focused on the problems of agriculture and social and climate justice will engage with festival-goers to help regenerate people and the land.

"This brilliant group of speakers brings many new and unique histories, stories, and experiences to the Prairie Festival stage," said Rachel Stroer, president of The Land Institute. "We can grow a movement to face our rapidly changing future by harnessing our collective wisdom and differences."

The anchor address of the festival, the Strachan and Vivian Donnelley Family Keynote, will feature the groundbreaking Poet Laureate of Kansas, Huascar Medina, with his presentation&nbsp;Un Mango Grows in Kansas. Historically, the tentpole address centered on conservation and restoration topics, with talks from the likes of Wendell Berry, Bill McKibben, Liz Carlisle, and environmental scientists. This year, the spot will feature a Latino poet laureate for the first time. It will explore Medina's broader themes of what it means to put down roots in Kansas as a Latino, separation and inclusion, and writing poetry for ordinary people.

"How we spread change matters. If an idea is not rooted in emotion, it will not be nurtured. We must first establish the want to care," said Medina. "Poetry does this. It is emotion personified. An entry point to empathy. It can be felt before it is understood. It allows the heart to inform the mind."

Unheard stories and new shared experiences are the cornerstones of this year's program. The Kansas Black Farmers Association (KBFA) will hold a panel discussion titled&nbsp;We Have Always Been at the Roots: The Black Farm Experience. Hosted by Dr. JohnElla Holmes with KBFA members Web Davis, Donna McClish, and&nbsp;Ryan Tenney, they will discuss the often-overlooked past and living history of black farming.

"It's important that people know and appreciate that black farmers have been at the roots of agriculture since before the founding of this country," said Holmes, executive director and president of the Kansas Black Farmers Association. "We aim to build a tree of stories, from intergenerational century farms to urban cooperative farms caring for their communities to new farmers teaching the next generation of black agriculturalists. This tree will show that our roots in the past are deep, our trunk is tall, and we continue to spread our branches into the future."

Ethnobotanist and food sovereignty activist Linda Black Elk will speak on&nbsp;Radical Appreciation: Standing in Right Relationship with Prairie Ecosystems.&nbsp;

Dr. Omar Tesdell of Birzeit University will present&nbsp;Remnant Agro-ecology: Notes from the Fertile Crescent, discussing efforts to document wild plants and their cultural significance in Palestine.

Journalist, writer, and filmmaker&nbsp;Eric Schlosser,&nbsp;author of&nbsp;Fast Food Nation&nbsp;and&nbsp;Command and Control, will present&nbsp;Back to the Land: How to Live in the World without Destroying It.&nbsp;Schlosser will also converse with The Land Institute co-founder and celebrated author Wes Jackson in a dialog titled,&nbsp;The Old Future is Gone.

The Land Institute will also showcase its work to develop perennial grain agriculture with in-depth talks, field tours, and demonstrations.&nbsp;Updates on Progress Toward a Perennial Future&nbsp;by The Land Institute Chief Scientist Tim Crews and Aubrey Streit-Krug, director of ecosphere studies, will discuss the latest science and programs. In addition, the team will hold tours of institute research fields and talk with people about work on perennial grain crops, cropping systems, pollinators, soil ecology, civic science, and building new perennial grain supply chains from field to fork.

A big draw at Prairie Festival is the chance to eat and drink foods made with perennial grains developed by The Land Institute. The Friday night Hedge Fire Circle welcome reception will feature drinks made with perennial grains. In addition, Lawrence Beer Company is donating a special batch of Kernza®&nbsp;beer called Perennial Pub Ale. On Saturday morning, the festival will host a breakfast with pancakes made from Kernza®&nbsp;perennial grain flour and sausage made with bison raised on the institute's fields. Saturday afternoon, the Crop Stewardship program will sample Kernza bread from Artisan Naan Bakery and a perennial grain dish by award-winning cookbook author Beth Dooley. In addition, the Prairie Festival bookstore and concessions booth will have a variety of perennial grain foods and products for purchase, including those from innovative producers AJ Honey Farms, Perennial Pantry, and Sustain-a-Grain.

The Red Barn Gallery will mount the exhibition&nbsp;evolve | become: works on paper from the Konza Prairie&nbsp;by internationally acclaimed Kansas artist Erin Wiersma, this year's Prairie Festival featured artist. Wiersma's art focuses on the body's capacity to absorb and respond to anenvironment, incorporating elements from the Konza Prairie Biological Station in Kansas's Flint Hills and Tallgrass Prairie region. The gallery will also host a series of works titled&nbsp;The Flattening Future: Beauty, Utility and Discomfort&nbsp;by The Land Institute co-founder Wes Jackson and local artist Priti Gulati Cox.

Music has played a pivotal role since the first Prairie Festival in 1979; this year is no exception. The Saturday evening performance,&nbsp;A Concert in Celebration of the Earth, will be a journey through award-winning artist Paul Winter's world of "living music," featuring his soprano sax, accompanied by dynamic Brazilian pianist Henrique Eisenmann. The Land Institute's Wes Jackson will also narrate from his writings, along with the voices of Wolf, Whale, Wood Thrush, and other members of what Winter calls "the greater symphony of the Earth." In addition, the Kansas-based Land Band will play the traditional Friday night Prairie Festival barn dance. The Land Band's members include keyboardist Ann Zimmerman, guitarist Annie Wilson, bassist Lisa Grossman, fiddler Alice Boyle, hammered dulcimer player Matt Kirby, accordionist Christine Martin, flutist and banjo player Frank Martin, and contra dance caller Lisa Harris.

The festival welcomes all ages, in person or remotely. College students will receive reduced ticket prices, and admission is free for kids 18 years of age and under and those wishing to volunteer. A youth program will be available for kids 5-15 with signup at registration. An ADA-accessible viewing area will be open onsite. Additionally, the festival will host a live stream on YouTube for guests who cannot travel to experience it remotely. The Kansas Black Farmers Association (KBFA) will hold a panel discussion titled&nbsp;We Have Always Been at the Roots: The Black Farm Experience. Hosted by Dr. JohnElla Holmes with KBFA members Web Davis, Donna McClish, and&nbsp;Ryan Tenney, they will discuss the often-overlooked past and living history of black farming. "It's important that people know and appreciate that black farmers have been at the roots of agriculture since before the founding of this country," said Holmes, executive director and president of the Kansas Black Farmers Association. "We aim to build a tree of stories, from intergenerational century farms to urban cooperative farms caring for their communities to new farmers teaching the next generation of black agriculturalists. This tree will show that our roots in the past are deep, our trunk is tall, and we continue to spread our branches into the future."Ethnobotanist and food sovereignty activist Linda Black Elk will speak on&nbsp;Radical Appreciation: Standing in Right Relationship with Prairie Ecosystems.&nbsp;Dr. Omar Tesdell of Birzeit University will present&nbsp;Remnant Agro-ecology: Notes from the Fertile Crescent, discussing efforts to document wild plants and their cultural significance in Palestine. Journalist, writer, and filmmaker&nbsp;Eric Schlosser,&nbsp;author of&nbsp;Fast Food Nation&nbsp;and&nbsp;Command and Control, will present&nbsp;Back to the Land: How to Live in the World without Destroying It.&nbsp;Schlosser will also converse with The Land Institute co-founder and celebrated author Wes Jackson in a dialog titled,&nbsp;The Old Future is Gone.The Land Institute will also showcase its work to develop perennial grain agriculture with in-depth talks, field tours, and demonstrations.&nbsp;Updates on Progress Toward a Perennial Future&nbsp;by The Land Institute Chief Scientist Tim Crews and Aubrey Streit-Krug, director of ecosphere studies, will discuss the latest science and programs. In addition, the team will hold tours of institute research fields and talk with people about work on perennial grain crops, cropping systems, pollinators, soil ecology, civic science, and building new perennial grain supply chains from field to fork.A big draw at Prairie Festival is the chance to eat and drink foods made with perennial grains developed by The Land Institute. The Friday night Hedge Fire Circle welcome reception will feature drinks made with perennial grains. 42nd Prairie Festival set for Sept. 23-25

A report early Thursday morning of people snooping in a north-central Salina neighborhood resulted in a license plate stolen Tuesday afternoon being found.

Additional information gathered since the Tuesday incident also has helped police develop a possible suspect in the case.

Salina Police Captain Paul Forrester said this morning that a person living in the 100 block of S. Baker Street reported seeing two to three people snooping around the neighborhood at approximately 12:30 a.m. Thursday. When police arrived, they found a charcoal gray Dodge Caravan parked in an alley with its hazard lights on, the hood propped open, and the driver's door open.

The tag on the vehicle was the one reported stolen from a 2013 Dodge Grand Caravan Tuesday afternoon while the vehicle was parked at Dollar Tree, 1201 W. Crawford Street.

In that incident, a 73-year-old woman had gone into Dollar Tree, leaving her 43-year-old daughter sitting in the Grand Caravan. The daughter witnessed a Hispanic male pull in next to the vehicle in what was then described as a black Dodge Caravan. Forrester said that Caravan and the one found in the alley early this morning are one in the same. 

The man removed the license plate from the Grand Caravan, got back in his Caravan, and drove to nearby Club Carwash. 

In the meantime, the daughter went inside the store to tell her mother what had happened. When the women came out of the store, the man approached her with a different license plate and asked whether it belonged to her. When the older woman asked whether he had stolen her license plate, he fled. Forrester said Wednesday that the license plate the man had handed the woman was reported stolen out of Garden City.

As it turns out, the Caravan abandoned in the alley also was stolen from Garden City, Forrester said this morning. 

When officers searched the Caravan, they found narcotics and drug paraphernalia, he added.

Forrester also said that information from another suspicious person incident Wednesday has helped police develop a possible suspect in the case.
