JEWELL COUNTY —A fifth-grade student died in an accident just after 7:30a.m. Friday in Jewell County.

The Kansas Highway Patrol reported a 2011 USD 107-Rock Hills Chevy Suburban driven by&nbsp;Audra Wilburn, 43, Portsmouth, Virginia, was northbound on 250th Road eight and one half miles north of the city of Randall

The SUV entered the east ditch, traveled through the ditch, reentered the roadway and overturned.&nbsp; The SUV came to rest on its top in the west ditch.&nbsp;The fifth grader died. EMS transported Wilburn to the hospital in Mankato for treatment of minor injuries. Four other children in the SUV were not injured.

Our next-door neighbor was an older single man with no family, and my wife and I always tried to look out for him and help with things. He died recently, and in his will, he left us his home, his car and the money he had in his bank account. The will was handwritten, and it said the house was worth around $350,000, with $150,000 left on the mortgage. The car is worth about $10,000. Officials at our county office building said the money in the bank account wouldn’t have to go into probate since I was listed as the beneficiary, and I was given a check for that amount. We’ve just never handled anything like this before, and my wife and I were hoping you would help us navigate things.

There are a couple hundred thousand dollars in equity involved here. The fact that the will is handwritten doesn’t necessarily invalidate it, but it does increase the possibility of encountering some bumps down the road.

I’m not a lawyer, so the first thing I’d do is talk to a couple of&nbsp;<a href="https://www.ramseysolutions.com/retirement/estate-worth-for-probate" target="_blank">probate</a>&nbsp;attorneys in your county. Find out what they’d charge to handle things. I wouldn’t spend thousands of dollars to get this done, but I&nbsp;would&nbsp;pay $500, maybe $1,000, to let someone who knows what they’re doing handle things. If your county affairs people are right and everything’s easy and straightforward, it’s not a lot of legal work for an attorney.

On top of that, if the attorney you work with knows folks at the courthouse and is familiar with how things work there, then it’s kind of like traffic court, you know? It’s almost automatic. I mean, we’re only talking about three assets here—a bank account that’s already been handed off, a car and a house that’s mortgaged. For me, it’d be worth a little money to have someone on my side who knows the path through the woods.

Today in History - Jan. 13

Mike Smith, 62, was born and raised in Salina. After graduating high school from Salina Central, he served in the Army National Guard. And when his contract with the Army was fulfilled, he went to work as a laborer building retaining walls in Nebraska.&nbsp;

"I was raised knowing that after I graduated high school, I would be out of the house. My parents made that clear to me, which was fine. They wanted to travel the world after raising the kids," said Smith (whose name was changed for this story at his request).&nbsp;&nbsp;

After working a physically demanding job for years, he was dealt a series of health setbacks that caused him to go on disability. Smith recently moved back to live in Salina hoping to retire and live the rest of his life here. 

But he is now homeless and staying at the Salina Rescue Mission.&nbsp;&nbsp;

Smith is one of the more than 900 individuals who receive shelter at the Salina Rescue Mission, Domestic Violence Association Central Kansas, Salina Grace and Ashby House. Based on local data, there are likely close to 2,000 people who experience some form of homelessness in Saline County each year.&nbsp;&nbsp;

Late last year, the city held a well-attended public forum regarding the homeless population in Salina. Anne Zimmermann of Eggers &amp; Zimmerman Law &amp; Mediation mediated as nonprofit leaders, local law enforcement officers and community members who experienced issues relating to homelessness contributed to the learning session for the city commissioners and the broader public.&nbsp;

One of forum presenters was Chad Young, executive director of Salina Grace Rescue Mission, a nonprofit Christ-centered organization. Young has worked to address the homelessness crisis for 15 years. Through his years working with the men at the rescue mission, he has seen first-hand how anyone can experience homelessness. Young's message focused on the words of Jesus and the Rescue Mission's calling: Love and serve our fellow neighbors. At the forum, Young showed images of tents on the side of a public street.&nbsp;

"Homelessness gets pretty ugly at times and affects our community in ways that we don't want it too. It's disturbing," Young said. "Yet behind all of this mess that we see is there's a person who's going through something that he doesn't know or she doesn't know how to get out of. There's issues that are arising that need to be addressed. As we began looking at homelessness, we need to start understanding what the underlying causes are that create homelessness."&nbsp;

&nbsp;According to a study by Mental Health America, Kansas ranks last in the nation when it comes to access to mental health resources. Young and the staff the at the Salina Rescue Mission are increasing their reach when it comes to providing access to mental health resources.&nbsp;

"All people need a sense of community — and that includes the homeless population. At the mission, we are currently working to secure housing and property to provide more halfway-housing to men who need additional support after they leave the mission," Young said.&nbsp;

He said providing halfway housing is a struggle due to the current housing shortage across the state and in the Salina community.&nbsp;&nbsp;

The Salina Rescue Mission was organized in 1983. For the past 40 years, the mission has provided through Christian ministry food, clothing, shelter and other basic needs. Far too often, Young said, people are dehumanized and labeled based on their condition, rather than their identity. "A person who experiences homelessness is not defined by their condition. They are someone's son, brother, father, cousin, or uncle. They are real people." Young said.&nbsp;

From serving three daily meals to providing job opportunities and mental health resources, the Salina Rescue Mission is dedicated to enriching the lives of homeless men in Salina.

Annually, the Salina Rescue Mission serves more than 50,000 meals to sober, homeless men over the age of 18.&nbsp; The mission serves three meals a day, seven days a week. Dinner is open to anyone in the community and is served right after chapel service, which starts at 6 p.m.&nbsp;&nbsp;

Part of setting up their guests for success, the mission's employment program is designed for men whose goal is to get a job, save money and return to living on their own. The program helps guests build their resume, fill out job applications, create monthly budgets, pay off debt, and establish future goals to stay on the right track.&nbsp;

The mission also helps restore their guests spiritual needs. The mission's New Life program is for men who want to focus on building a new relationship with Jesus Christ at the center.

The New Life program consists of biblical counseling, working to mend and restore relationships, identifying areas in their life need changed, and restoring their relationship with God.&nbsp;

Young emphasized that the Salina Rescue Mission is a faith-based organization and does not receive any government funding.&nbsp;

"All of our programs are 100 percent supported by our community," Young said. "A majority of our donors choose to give between $20 and $100 dollars a month. Because of them, we are able to help people right here in Salina."&nbsp;

They wanted to travel the world after raising the kids," said Smith (whose name was changed for this story at his request).&nbsp;&nbsp; After working a physically demanding job for years, he was dealt a series of health setbacks that caused him to go on disability. Smith recently moved back to live in Salina hoping to retire and live the rest of his life here. But he is now homeless and staying at the Salina Rescue Mission.&nbsp;&nbsp;Smith is one of the more than 900 individuals who receive shelter at the Salina Rescue Mission, Domestic Violence Association Central Kansas, Salina Grace and Ashby House. Based on local data, there are likely close to 2,000 people who experience some form of homelessness in Saline County each year.&nbsp;&nbsp;<figure>

 </figure><h2>Homelessness forum: Chad Young</h2>Late last year, the city held a well-attended public forum regarding the homeless population in Salina. Anne Zimmermann of Eggers &amp; Zimmerman Law &amp; Mediation mediated as nonprofit leaders, local law enforcement officers and community members who experienced issues relating to homelessness contributed to the learning session for the city commissioners and the broader public.&nbsp;One of forum presenters was Chad Young, executive director of Salina Grace Rescue Mission, a nonprofit Christ-centered organization. Young has worked to address the homelessness crisis for 15 years. Through his years working with the men at the rescue mission, he has seen first-hand how anyone can experience homelessness. Young's message focused on the words of Jesus and the Rescue Mission's calling: Love and serve our fellow neighbors. At the forum, Young showed images of tents on the side of a public street.&nbsp;"Homelessness gets pretty ugly at times and affects our community in ways that we don't want it too. It's disturbing," Young said. "Yet behind all of this mess that we see is there's a person who's going through something that he doesn't know or she doesn't know how to get out of. There's issues that are arising that need to be addressed. As we began looking at homelessness, we need to start understanding what the underlying causes are that create homelessness."&nbsp;&nbsp;According to a study by Mental Health America, Kansas ranks last in the nation when it comes to access to mental health resources. Young and the staff the at the Salina Rescue Mission are increasing their reach when it comes to providing access to mental health resources.&nbsp;"All people need a sense of community — and that includes the homeless population. At the mission, we are currently working to secure housing and property to provide more halfway-housing to men who need additional support after they leave the mission," Young said.&nbsp;He said providing halfway housing is a struggle due to the current housing shortage across the state and in the Salina community.&nbsp;&nbsp;<h2>About the mission</h2>The Salina Rescue Mission was organized in 1983. For the past 40 years, the mission has provided through Christian ministry food, clothing, shelter and other basic needs. Far too often, Young said, people are dehumanized and labeled based on their condition, rather than their identity. "A person who experiences homelessness is not defined by their condition. They are someone's son, brother, father, cousin, or uncle. They are real people." Young said.&nbsp;From serving three daily meals to providing job opportunities and mental health resources, the Salina Rescue Mission is dedicated to enriching the lives of homeless men in Salina.Annually, the Salina Rescue Mission serves more than 50,000 meals to sober, homeless men over the age of 18.&nbsp; The mission serves three meals a day, seven days a week. Dinner is open to anyone in the community and is served right after chapel service, which starts at 6 p.m.&nbsp;&nbsp;Part of setting up their guests for success, the mission's employment program is designed for men whose goal is to get a job, save money and return to living on their own. The program helps guests build their resume, fill out job applications, create monthly budgets, pay off debt, and establish future goals to stay on the right track.&nbsp;The mission also helps restore their guests spiritual needs. The mission's New Life program is for men who want to focus on building a new relationship with Jesus Christ at the center.The New Life program consists of biblical counseling, working to mend and restore relationships, identifying areas in their life need changed, and restoring their relationship with God.&nbsp;Young emphasized that the Salina Rescue Mission is a faith-based organization and does not receive any government funding.&nbsp;"All of our programs are 100 percent supported by our community," Young said. "A majority of our donors choose to give between $20 and $100 dollars a month. Salina Rescue Mission: People without homes find community

A traffic violation led to the arrest of a local man on requested drug charges and a requested firearms charge&nbsp;just before midnight Wednesday&nbsp;in north Salina.&nbsp;&nbsp;

Salina Police Captain Paul Forrester said Thursday that a&nbsp;K-9 officer, on patrol in the 1100 block of North 11th&nbsp;Street, saw a Ford Ranger pickup operating without its headlights on.&nbsp;&nbsp;

After making contact with the man, the officer identified him as Jason Wooderson, 43, Salina. The officer&nbsp;had his K-9 conduct a free air sniff around the vehicle, which positively alerted to the presence of illegal narcotics, Forrester said.

The officer searched Wooderson and found that he was in possession of a&nbsp;Walther px380&nbsp;semi-automatic, handgun, methamphetamines, pills and THC wax, police said. Wooderson is a convicted felon and can't have a firearm.&nbsp;&nbsp;

Wooderson was arrested on the following requested charges, Forrester said.&nbsp;

● Criminal possession of a firearm by a convicted felon&nbsp; ● Possession of meth&nbsp; ● No drug tax stamp&nbsp; ● Defective headlamps&nbsp;

Smoky Hill River Festival volunteer opinions sought

With over 28 years in firefighting experience, Tony&nbsp;Sneidar, Salina Fire Department chief, knows what it takes to lead a fire department — firefighters who are committed to keeping their neighbors safe. Sneidar&nbsp;joined the Salina Department last year after&nbsp;a&nbsp;nationwide search.

Sneidar grew up in Philadelphia.&nbsp;Following high school, he joined the Army as a military police officer.&nbsp;

"I served seven and a half years in the Army, my last two as a recruiter, and wanted to get into law enforcement. My best friend at the time was a Philly firefighter. His father had been a Philly firefighter, and he said, 'Hey, take the test for the fire department in case they hire first.' And I'm glad I did. They called first, and I never looked back. So I did 28 years in Philly fire,"&nbsp;Sneidar&nbsp;said.&nbsp;&nbsp;

Sneidar&nbsp;spent his first six years as a firefighter working in the "Philadelphia Badlands."&nbsp;

"I worked in the Badlands in Philadelphia and those guys [Philly firefighters] are still my family, my brothers,"&nbsp;Sneidar&nbsp;said. "We were fighting fire almost on a daily basis. When you get to learn the real true ins and outs of firefighting, they're the real foundation of it."&nbsp;

Sneidar&nbsp;said that the support of his firefighting brothers and sisters helped him progress him up the ranks. He made battalion chief, then deputy chief, and finally became assistant fire chief of the Philadelphia Fire Department.&nbsp;

Working as the deputy fire chief for one of the nation's largest cities definitely prepared Sneidar for his time at Salina Fire.&nbsp;

"I still have that burning desire to be part of the solution [fighting fires], but I also understand that&nbsp; part of the solution is to make sure that we have the right equipment, we have the right training. I'm providing anything I can from my experience to help Salina Fire and EMS. And I'll tell you, Salina and Saline County, you guys and gals out there have no idea how truly good these folks are. They are phenomenal."&nbsp;

Sneidar said the world of firefighting isn't the same as it was 30 years ago.&nbsp;

"You have to be able to think quickly. I like firefighters who are aggressive and smart," Sneidar said. "The science now is there and has proven that what we did 30 and 40 and 50 years ago may not necessarily have been the best. Now you have the change in building construction, the components used in construction and materials used in our household furnishings."

Sneidar said that years ago it was said that a person had approximately 17 minutes to get out of a house safely. Now, that window is three minutes.&nbsp;

"It's imperative that we have people that can know how to think. Now&nbsp; remember, this is stressful. So you've got to be able to maintain the emotion.&nbsp; You can't let it out, because then you lose. If you control it, to me, that's a force multiplier for any firefighter."

Workforce shortages have impacted nearly every career field, including firefighting. Sneidar said Salina Fire currently has openings for firefighting positions.

"We&nbsp;struggle just like anybody else. And at times, you could almost say it could be considered thankless. But like I said, we are here to serve others, and the folks that I enjoy working with, that's what they're about. ... Selflessness — we want to help other people," Sneidar said. "People do move on, people change where they're working or their family situation and it's a shame to see them go. But it gives us an opportunity to continue to grow and look forward to the future."&nbsp;

Sneidar said SFD is looking for someone who has emergency medical technician training, noting SFD can facilitate any needed training.&nbsp;

He added that outreach is incredibly important when it comes to serving a community.

"I had the opportunity to speak to some high school seniors and juniors a few months ago. There will be some seniors graduating this year, and I&nbsp; hope that they would look at firefighting as a future for themselves," Sneidar said.&nbsp;

After 28 years with Philly Fire, Sneidar sought out a fire chief position. After he discovered the Salina Fire Chief position last year, he was ecstatic.&nbsp;

"When I decided to look around to see what was available at the fire chief level, I also wanted to consider what I enjoy as well," said Sneidar. "I love to hunt, fish, motorcycle, boat and camp. I mean, you're in a middle of the country — you can go anywhere and you can do all those things right here."

Sneidar said that the move to Kansas was the perfect combination of professional and personal satisfaction.&nbsp; 

"This place has been unbelievable. The people have been great," said Sneidar. "Coming from back east, you know, you hear about that Midwest charm, and it's something to behold."

The government reported that inflation jumped in December at its fastest year-over-year pace in nearly four decades, surging 7%. Gridiron Glory: Congratulations Chauncey Baxter!

StartUp Salina is announcing that applications are now open for the 2nd Annual Charlie Walker Pitch Challenge to be held Friday, March 24, 2023 at Kansas Wesleyan University. The Challenge is open to start-up businesses as well as young businesses who have been operating for three years or less and offers an opportunity to win up to $7,500 in cash prizes. 

Last year’s event gave out $16,000 in prizes to three top place finishers. The 2022 top prize winner, Joyful Noise Studios, has utilized their funding to help continue to expand their business and seek out a larger location in Salina.

“This competition is an amazing opportunity. Preparing the materials taught us so much about our own business, that even if we had not won, it would have been worth the time,” Melissa Burrows, owner of Joyful Noise Studios, said, “We also loved making connections with other businesses as well as business leaders in the community. The money we were awarded has been used to help grow our business offerings and we have great plans for the future.”

This year’s event is again presented by Bennington State Bank and JRI Hospitality and offers cash prizes for the top five finishers: $7,500 for 1st place, $4,500 for 2nd place, $3,000 for 3rd place, $2,000 for 4th place, and $1,000 for 5th place. Other sponsors include Network Kansas and VentureDash. 

Initial application includes submitting a business plan as well as a short 2-3 minute video introducing the business idea. Deadline to submit is March 10, 2023 at 11:59pm. There is no charge to apply, and includes residents of Saline county, as well as Dickinson, Ellsworth, McPherson, and Ottawa counties. 

All applications will then be scored, and ten (10) applicants will be chosen to move on to the in-person event and pitch competition.

The pitch competition will take place on Friday, March 24, 2023 at KWU’s Peters Science Hall. Competitors will be given five (5) minutes to pitch their business plan to a group of judges, similar to what is seen on popular shows like ‘Shark Tank.’ The judges will then have some time to ask questions, and will score the businesses. At the end of the night, scores will be tabulated and the top five finishers will be announced. 

The Entrepreneurial Challenge is named in honor of the iconic Salina businessman, Charlie Walker, who founded a number of companies, largest among them Salina-based Blue Beacon International (known for its truck and RV washes), and the Rolling Hills Zoo near Hedville. Walker died in 2012, but his family has continued his commitment by spearheading a number of civic causes in the Salina community.

“We have some generous business owners in this community who are eager and interested in supporting the next generation of small business for the area,” Renee Duxler, Interim CEO &amp; President of the Salina Area Chamber of Commerce said, “This event has evolved from a group of them, to include the Walker Family, wanting to encourage entrepreneurship in a really fun and educational way. This pitchcompetition really does achieve that.”

StartUp Salina will be offering a training on how to pitch a business in February for any competitors that are interested. More information will be available on the application website when that class date is set.

With weather forecasts expecting a wintry mix of light snow Wednesday evening moving through Thursday morning, the City of Salina will be pre-treating bridge decks and other elevated surfaces with rock salt to help prevent icing.

The streets work group plans to have additional trucks ready on standby for emergency response as needed throughout the evening and the early morning. Staff will continue to monitor weather reports and make adjustments to the plan as needed throughout the day and evening.

The public is asked to allow ample space when approaching salt trucks from behind, as the equipment will be distributing salt to the roadway. Driving too closely to equipment could also present additional challenges and safety concerns for operators and other motorists.
