On Wednesday, Vogts-Parga Construction of Newton will begin replacing the culvert under Winn Road just south of Northwood Lane. 

Due to recent deterioration of the culvert, Winn Road over the culvert has been closed for about a year while City of Salina staff prepared the documents for a replacement project. In addition to the culvert replacement, the project includes removal and replacement of the pavement over the culvert, excavation and embankment around the culvert, and the possible replacement of a water line under the culvert. 

Weather permitting the project is scheduled to be completed and open to traffic in mid-March. The $193,000 project is part of the City of Salina's $4.7 million 2022 street maintenance capital improvement program.

MANHATTAN — The Kansas Department of Agriculture was awarded $780,776 through the Specialty Crop Block Grant Program in 2022.

 Funds for the program were presented by the U.S. Department of Agriculture – Agricultural Marketing Service. The purpose of the SCBG Program is to enhance the competitiveness of specialty crops. According to the USDA, specialty crops are defined as “fruits, vegetables, tree nuts, dried fruits, horticulture and nursery crops, including floriculture.” The Kansas Department of Agriculture has selected other recipients to further utilize the funds.

The following is a list of Kansas projects that were selected to be funded by the $336,867 awarded through the 2022 Farm Bill Program:

●Let’s Explore: $66,082 (Sedgwick County)&nbsp;— Children First CEO Kansas Inc. and its partners will increase knowledge and sales of specialty crops in the Sedgwick County metro area through continuing development of three education gardens and launching a media campaign.

●Increasing Specialty Crop Access Through School and Community Gardens: $26,296 (Wyandotte and Johnson counties)&nbsp;— Kansas City Community Gardens will increase access to specialty crops for low-income residents and increase willingness to consume crops among low-income children by creating, expanding, and improving gardens at schools and community sites.

●Increasing Consumer Knowledge and Consumption of Specialty Crops On-Farm in Wyandotte County: $46,690 (Wyandotte County)&nbsp;— The KC Farm School at Gibbs Road will increase consumer consumption and awareness of specialty crops through youth and adult educational opportunities on-farm in Wyandotte County.

●Marketing Mastery Academy for Specialty Crop Growers: $72,076 (Statewide)&nbsp;— KDA will partner with a local marketing entity to facilitate a marketing training program for Kansas specialty crop growers that helps producers learn marketing practices and develop marketing plans to implement for their operations in order to increase the sale of specialty crops.

●Generating Youth Interest in Specialty Crop Production Through Expanded Programming at Willow Lake Student Farm: $71,708 (Statewide)&nbsp;— Kansas State University will expand its research and educational offerings at Willow Lake Student Farm to position the farm as the premier small- to mid-scale, diversified farm research and training center in the Midwest.

●Expanding Food Safety Training, Aggregation Capacity, and Access to Local Food in North Central Kansas: $34,750 (North Central)&nbsp;— The Mitchell County Regional Medical Foundation and its partners will offer food safety education and training to producers, processors, institutions, and community care team members in north central Kansas.

Due to COVID-19 impacts on the food system, Congress authorized one-time additional funding for the SCBG Program outside of the traditional Farm Bill funding under the 2021 Consolidated Appropriations Act (H.R. 133 Stimulus). The following is a list of Kansas projects that were selected to be funded by the $449,908 through the H.R. 133 Stimulus Program:

●Exploring Cowpea Production for Western Kansas: $33,793 (Western)&nbsp;— K-State will establish baseline recommendations for cowpea production by evaluating a wide range of genetics for adaptability to western Kansas and exploring the basic bounds of production practices as it specifically relates to inoculation, seeding rates, and planting dates.

●Enhancing Specialty Crop Farmer Competitiveness Statewide Through Online Education and Mentorship: $54,194 (Statewide)&nbsp;— K-State Research and Extension (KSRE) will lead a collaborative group of specialty crop growers, educators, and not-for-profit farms through an established network surrounding the Growing Growers Kansas City Program by developing an online course to train beginning and socially disadvantaged specialty crop farmers.

A Salina man was arrested Monday morning after a car he was driving crashed and came to rest on a no-parking sign.

At 8:40 a.m. Monday, officers were dispatched to Oakdale Park for the report of a fight. When they arrived in the area, they found a single-vehicle wreck at the intersection of Kenwood Park Drive and YMCA Drive, Salina Police Captain Paul Forrester said this morning.

Witnesses told police that a man and a woman had walked away from the crash. Based on the witnesses' descriptions, an officer located the two nearby. Forrester said the man, identified as Jimmy Wells, 34, of Salina, appeared to be under the influence of alcohol. Witnesses and others who were in the vehicle identified Wells as the driver of the wrecked 2010 Ford Fusion.

Forrester said passengers in the Fusion told police that Wells was driving too fast and when he attempted to turn onto YMCA Drive from Kenwood Park Drive, the southbound car crossed into the northbound lane, went up over the curb, and became high-centered on a no parking sign. 

Wells was arrested on the following requested charges, Forrester said.

●Driving on the left side of the roadway

The Stiefel Theatre's second semester of the Mike Finnigan School of Music begins Tuesday.

The semester begins Tuesday night in the Stiefel Theatre, 151 S. Santa Fe Avenue, and are scheduled to run through April 4, according to Ann Zimmerman, school of music manager.

The school offers beginning and intermediate classes for piano, guitar, and voice. Classes are for ages 8 to adult.

Scholarships are available for those who might not otherwise be able to afford the classes, Zimmerman noted.

New officer joins Salina Police Department Monday

The Rolling Hills Zoo (RHZ) family is grief-stricken over the loss of Augustus (Gus), the southern white rhino born at the zoo on Dec. 9, 2021.

Known for his playful behavior, Gus began exhibiting neurological-type symptoms on Thursday, which stayed consistent over the next few days. Despite the zoo veterinary staff’s extensive efforts to determine the cause of the symptoms along with help from veterinarians and rhino experts across the country and around the world, the answers they searched for did not come. Sadly, by Sunday morning the calf’s quality of life had decreased to the point that the exceedingly hard decision was made to humanely euthanize him.

“It all happened so fast, but I am certain our animal care team and veterinary staff did absolutely everything they could. At this point our staff is heartbroken,” said Ryan VanZant, RHZ executive director. “While it is so soul-fulfilling working with and on behalf of these amazing animals, it is soul-crushing when they leave us.”

At this time there is no concern for the health of Gus’ mother, Evey. The remains have been sent to Kansas State School of Veterinary Medicine for a necropsy with hopes that out of tragedy something can be learned that will help rhino populations in the future.

Rolling Hills Zoo grieves loss of southern white rhino, Gus

A man has been arrested in connection to two alleged incidents including one in which a knife was pointed at a teen in downtown Salina Wednesday afternoon.

Salina Police Captain Paul Forrester said this morning that a 17-year-old Salina boy reported on Wednesday that he was putting his bicycle in his pickup in the 100 block of N. Seventh Street when a Black man with a knife approached him and demanded cigarettes. The teen told the man that he didn't have any cigarettes and asked the man not to hurt him. When the incident was reported to local media last week, the victim's age was not included.

On Thursday, the teen saw the man again in the 100 block of N. Seventh Street. Forrester said the teen was scared and went into the back door of Vernon Jewelers of Salina, 123 S. Santa Fe Avenue. He later reported the incident.

Later, at approximately 8:30 p.m. Thursday in the 400 block of W. Prescott Avenue, a 40-year-old Salina man reported seeing a suspicious man on his property. The suspicious person was looking in the man's vehicle and in a neighbor's vehicle, Forrester said. 

Based on the description given, the suspicious person, identified as LeJuan Henderson, 38, was located near the intersection of S. Ninth Street and Charles Street, Forrester said. Officers attempted to detain Henderson and a brief struggle ensued.

Henderson was arrested on requested charges of criminal trespass and interference with law enforcement officers, Forrester said.

Later, after reviewing surveillance video from the W. Prescott Avenue area and the 100 block of N. Seventh Street from Thursday, police determined that Henderson also was allegedly involved in the knife incident downtown, as the same person with the same clothing was seen in surveillance video from both locations, Forrester said. 

On Friday, Henderson was arrested at Salina Grace, 142 S. Seventh Street, in connection to the knife incident from Wednesday, Forrester said. When arrested, Henderson allegedly was found to be in possession of a four-inch, fixed-blade knife. Forrester said Henderson was arrested this time on the following requested charges.

Police are looking for the man who broke a glass door at the Salina Art Center early this morning.

Officers responded to an alarm at the Salina Art Center, 242 S. Santa Fe Avenue, at 4:20 a.m. Monday. When they arrived, they discovered a glass window on the west door had been shattered, Salina Police Captain Paul Forrester said this morning. 

They also saw a man in a gray hoodie, blue jeans, black shoes, and a black mask running southbound from the scene. He was last seen in the vicinity of Sonic, Forrester said.

Damage to the door was estimated at $800. There was no indication that the man had entered the art center.

A Salina shoe store is out more than $5,000 after 175 pairs of HEYDUDE shoes were stolen from a storage building behind the business.

On Saturday, an employee of Brown's Shoe Fit, 2150 Planet Avenue, who was attempting to put Christmas decorations into a storage building behind the business, discovered that someone had switched the lock on the building. That led to the discovery that 175 pairs of HEYDUDE shoes had been stolen from the building, Salina Police Captain Paul Forrester said this morning.

The theft occurred sometime between Nov. 21 and Saturday.

Total loss was estimated at $5,250, Forrester said.

GYPSUM - A Gypsum woman was arrested early Sunday morning after she allegedly kicked two deputies and struck two other people.

Saline County Sheriff Roger Soldan said this morning that deputies were dispatched to the mobile home park at 304 Adams Street in Gypsum at 1 a.m. Sunday for the report of a disturbance. A woman at the mobile home park, who was identified as Keirghan Scott, 23, of Gypsum, allegedly had an issue with a 21-year-old man there and went next door and began drinking at the neighbor's residence.

At some point, she had a physical altercation with two people, a 52-year-old woman and a 59-year-old man, and allegedly struck them and pushed them.

When deputies made contact with Scott, she allegedly kicked both of them and tried to bite one of them, Soldan said.

She was arrested on the requested charges of two counts of battery of a law enforcement officer and two counts of battery, Soldan said.

The Kansas Highway Patrol reported a 2005 Dodge Ram driven by Teresa Woody, 64, Salina, was southbound on&nbsp; N. Halstead Road and stopped at the stop sign at Kansas Highway 140.

The pickup pulled into the intersection.&nbsp; An eastbound 2007 Ford Mustang driven by Angela Hughes, 62, Derby, struck the pickup.

EMS transported Hughes to Salina Regional Health Center.&nbsp; Woody was not transported. Both drivers were properly restrained, according to the KHP.

Some citizens remember the extreme cold of February 2021 and our recent Winter Storm Elliott in December 2022, and dismiss global warming. But those were daily weather events. Climate is the cumulative effect of long term temperature changes. Averaged data on temperature readings have continuously risen over these last decades. “Climate Change Indicators in the United States” clearly show a rise in winter average temperatures and a decrease in heating degree days resulting in “the amount of natural gas used by the average American at home during the winter has decreased since 1974….”

Science is not based on opinion but on data analysis. Carbon dioxide (CO2) and methane (CH4) are the major greenhouse gases. Leave your car windows closed on a cold but sunny winter day and you will find it warm inside your car, just as it is warmer inside greenhouses. Sunlight energy comes through the glass and is absorbed and converted to heat energy that is blocked by the glass. This is the greenhouse effect. No credible scientist disputes this effect that we can easily measure. And increases in methane or CO2&nbsp;adds another layer to this insulating roof, keeping the earth warmer.&nbsp;

In 1957, a postdoc in geochemistry at Caltech, Charles David Keeling (1928-2005) designed a CO2&nbsp;monitoring station and established it on Mauna Loa in Hawaii. Carbon dioxide levels go up and down each year as green vegetation absorbed CO2&nbsp;in photosynthesis and released oxygen during the growing season. But Keeling’s analysis showed that this up-and-down cycle did not remain level but now progressed upward year-after-year. Today, many sites around the world generate Keeling graphs and no credible scientists dispute these results. CO2&nbsp;levels were below 320 parts per million in 1960 but surpassed 420 ppm on May 31, 2022.

If CO2&nbsp;production goes up, shouldn’t this increase plant photosynthesis, an effect called “CO2&nbsp;fertilization”?&nbsp;&nbsp;A January 23, 2018 article in&nbsp;Scientific American&nbsp;summarized research that found the “CO2 fertilization effect” was limited by available nitrogen, and doubling CO2&nbsp;from pre-industrial levels only boosted the productivity of wheat by 11.5% and corn by 8.4% percent, a very small benefit in production versus a huge problem in heat retention.

An earlier uncertainty before 1990 was the “heat island effect” where cities heat up more than countryside. Temperature stations historically sited outside of towns might show higher temperatures because the cities had grown out around them, pulling them into city heat islands. However, thermometer accuracy and placement have been improved and satellites now contribute accurate data worldwide. This rise is directly “felt” by nature, resulting in: 1) melting of glaciers and ice sheets, 2) thawing of permafrost progressing northward, and 3) changes in ocean currents and weather patterns.

The “Provisional State of the Climate Report 2022” by the World Meteorological Association finds “The past eight years are on track to be the eight warmest on record….” And “2022 took an exceptionally heavy toll on glaciers in the European Alps, with initial indications of record-shattering melt. The Greenland ice sheet lost mass for the 26th&nbsp; consecutive year and it rained (rather than snowed) there for the first time in September.”

The journal&nbsp;Science&nbsp;just reported the extent glaciers are melting and increasing sea level rise. Glaciers will lose from 26% to 41% of their mass by 2100 with 49% to 83% of glaciers disappearing, depending on the extent of warming. This will cause sea levels to rise 90 to 154 millimeters, depending on how much we suppress future greenhouse gases.&nbsp;&nbsp;The September issue of the&nbsp;Smithsonian Magazine&nbsp;likewise focused on Greenland and found that the “melting Greenland ice sheet will cause at least ten inches of sea-level rise.” This melting is well underway and reflects the spatial variability of global warming.

Finally, the Northern Sea Route is opening up a passage for increased shipping and new ports north of Russia and Canada. Both claim these shipping lanes are within their jurisdictions.&nbsp;

Climate change is no longer a case of scientist opinion but a solid case of data. Individuals can continue to deny the overwhelming facts, but their grandchildren will not be happy.

EDUCATION FRONTLINES: Global warming today

Lisa Newman will begin serving as the Central Kansas District Family and Community Wellness Extension Agent, effective today. 

The Central Kansas District (CKD) has offices in Minneapolis and Salina. Newman's primary office is in Minneapolis.  

Newman will provide leadership of research-based educational programming to build healthy, sustainable communities, and families in Ottawa and Saline counties.  Her focus will be to improve individual and community health and wellness through proper life cycle nutrition, increased physical activity, chronic disease prevention and management, promotion of food safety and security, strengthening families and relationships, and building community capacity in collaboration with external partners.  

Newman earned both her bachelor’s and master’s degrees in family studies and human services from Kansas State University. She has most recently been employed as the director of regional affiliates for the Greater Salina Community Foundation. Newman was previously with CKD from 2012 to 2017 as a Family &amp; Child Development Extension Agent. She also has an extensive background in youth literacy and library learning services.

The Reverend Martha Murchison, retired, is scheduled to read the proclamation.Commissioners also are scheduled to consider approving a proposed resolution to dissolve the Police Chief’s Excellence Fund Advisory Board as the newly established Police Excellence Foundation of Salina has assumed the board's duties. The resolution also would allow the transfer of all contributions on account with the Greater Salina Community Foundation (GSCF) to the newly established foundation, and termination of the GSCF account; reiterating the policy of the city regarding approval by the city of expenditures of contributions for tangible assets to be owned by the city; and repealing resolution No. 16-7409.Other items on the Salina City Commission agenda for Monday include the following.●Consider approving a resolution to receive and accept the 2023 Salina Land Bank Conveyance Report.●Consider approving a proposed ordinance on first reading to change zoning district classifications from an R-2 (multiple–family residential) district to PDD (R-2) (multiple –family Residential) district and approve a preliminary/final development plan for Phase I and Phase IA of Kansas Wesleyan University's proposed Coyote Row (tiny home student housing village, the property being located at the southwest corner of Highland Avenue and W. Claflin Avenue).●Consider acceptance of the offered street right-of-way, easement, and restricted access dedications from Stone Lake Development, LLC (Kelly Dunn, Craig Piercy, and Tod Roberg) to serve Stone Lake Addition No. 2, a proposed 48-lot subdivision of a 52.3-acre tract of land located east and south of the Stone Lake sandpit lake (located at the southeast corner of S. Ohio Street and E. Schilling Road).●Consider acceptance of the offered street right-of-way, easement, and restricted access dedications serving Magnolia Hills Estates Addition No. 3, a proposed 112-lot subdivision of a 46.84-acre tract of land located on the west side of S. Holmes Road, north of E. Magnolia Road.At the conclusion of the regular meeting, Mayor Trent Davis is scheduled to make remarks at the conclusion of his mayoral term.Following Davis' remarks, commissioners are scheduled to recess into an organizational meeting presided over by the Salina City Clerk. During the meeting, commissioners are scheduled to elect a new mayor and vice mayor.
