Salina community members are collecting bottled water for the citizens of East Palestine, Ohio, the site of the Feb. 4 derailment of a train carrying toxic chemicals.

According to information provided by organizer Rosemary Mai, bottled water will be collected at the following two locations.

Long McArthur, 3450 S. Ninth Street Bottled water can be dropped off until noon Friday

Doug Bradley Trucking Warehouse, 246 E. Berg Road Collection will be from 9 a.m. to 5 p.m. Thursday and Saturday. United States flags will be placed to direct people from S. Ninth Street to the warehouse.

While water donations are preferred, cash or checks also will be accepted. Checks should be made out to Rosemary Mai.

Mai noted that Doug Bradley Trucking is donating services to deliver the water. The delivery date is March 6.

Police are looking for two people who were seen on surveillance video breaking into a pickup in east Salina early Sunday morning.

A 49-year-old Salina man told police that his 2000 Chevrolet 1500 pickup was parked in front of his residence in the 1800 E. Crawford. Surveillance video shows that at approximately 2 a.m. Sunday, two people wearing facemasks and gloves came from an open field to the west of the property and used some sort of prybar to get into the bed of the pickup, Salina Police Captain Paul Forrester said this morning.

The duo took a cordless Stihl leaf blower and a string trimmer. Each was valued at $400, Forrester said.

The side window of the pickup also was broken, which caused the vehicle alarm to go off. The two people then fled the scene.

Forrester said a search of the area turned up a cordless 18-volt drill and some citrus hand cleaner, but police are unsure to whom those belong.

A Masterworks concert at Kansas Wesleyan University Friday will feature performances by two of the university's instrumental ensembles.

The concert is scheduled for 7 p.m. Friday in Sams Chapel and is open to the public at no charge. 

The concert will feature the KWU String Orchestra, conducted by Leonardo Rosario, and the KWU Wind Ensemble, conducted by James McAllister. 

The String Orchestra will perform three works composed within the past 10 years. Rhythm Dances, by composer Brian Balmages will open the concert, followed by Miraj by composer Richard Meyer. The final orchestra selection will be Martin Ellerby’s St. Mark’s Suite.

The Wind Ensemble will perform John Philip Sousa’s march The Fairest of the Fair, a world premiere performance of Kansas composer Grace Baugher Dunlap’s Solstice Fanfare&nbsp;which was commissioned by KWU, two works by composer Percy Grainger - Irish Tune from County Derry and Shepherd’s Hey -&nbsp;and George Gershwin’s Rhapsody in Blue, featuring Gustavo do Carmo as the piano soloist.

Command Sgt. Maj. Rob Istas will accept authority as the command sergeant major for the 35th&nbsp;Infantry Division in a ceremony Saturday.

The ceremony is scheduled to be at the 35th&nbsp;ID Headquarters, 4 Wagon Wheel Way at Fort Leavenworth. The ceremony will begin following the 35th&nbsp;ID Change of Command ceremony, which begins at 1 p.m.

In this position, Istas will be the advisor to the 35th&nbsp;Infantry Division commander on issues regarding the professional development, readiness, training, utilization, health, morale and welfare of the division’s Soldiers.

“I am pleased that I was selected to return to the 35th Division,” said Istas. “I’m excited for the opportunity to continue to serve in this historic division and can't wait to get started.”

Istas will replace Command Sgt. Maj. Steven Stuenkel as the senior enlisted leader for the division.

“My command philosophy has always been, work hard, train hard and play hard and you will build a cohesive team,” said Stuenkel.

Command Sgt. Maj. Rob Istas enlisted in the Kansas Army National Guard in February 1987 as a military police officer in the 35th Military Police Company, Topeka. In 1999, he transferred to the Kansas Regional Training Institute in Salina, where he served as an instructor for the Advanced Noncommissioned Officer Course, Basic Noncommissioned Officer Course and Officer Candidate School. He also served as the Teach, Assist, and Counseling (TAC) noncommissioned officer for the OCS.

In July 2006, he was selected as first sergeant of the 35th MP Company and served in that role through a deployment to Iraq in 2007-2008 in support of Operation Iraqi Freedom.

In January 2010, Master Sgt. Istas transferred to the 35th Infantry Division at Fort Leavenworth as a provost marshal - operations NCO. In the summer of 2010, Istas Interstate transferred to Missouri National Guard and continued to serve in the 35th Division.

In July 2011, Istas was promoted to sergeant major and transferred to the 205th MP Battalion in Poplar Bluff, Missouri, as the operations sergeant major. In December 2013, Istas was selected as the command sergeant major of the 203rd Engineer Battalion in Joplin. In May 2018, Istas was selected as the command sergeant major of 70th Troop Command at Jefferson Barracks, Missouri.

In February 2019, Istas was named command sergeant major of the 35th Engineer Brigade at Fort Leonard Wood, Missouri. In February 2022, Istas returned to 70th Troop Command at Lebanon, Missouri, as the senior enlisted leader.

Istas earned a Bachelor of Business Administration degree in business management from Washburn University.

His military education includes Brigade Commander/Command Sergeant Major Pre-Command Course, Combat Engineer Battalion Pre-Command Course, United States Army Sergeants Major Academy, United States Army First Sergeant Course, Battle Staff Noncommissioned Officer Course, Small Group Leader Instructor Training Course, Advanced Noncommissioned Officer’s Course, Basic Noncommissioned Officer’s Course, and Primary Leadership Development Course.

Istas’ awards and decorations include the Bronze Star, Meritorious Service Medal with oak leaf cluster, Army Achievement Medal, Army Good Conduct Medal, and the Army Reserve Component Achievement Medal (5th Award), National Defense Service Medal with Bronze Service Star, Iraqi Campaign Medal with Campaign Star, Global War on Terrorism Service Medal, Armed Forces Reserve Medal with “M” Mobilization Device, and numerous other awards and decorations.

Istas is a 28-year veteran of the Kansas Highway Patrol and is assigned as a Lieutenant in charge of the Breath Alcohol Unit.

Command Sgt. Maj. Steven Stuenkel enlisted in the U.S. Army in September 1986 as a combat engineer. He has served in numerous command positions during his 36 year career, including command sergeant major, 35th&nbsp;Infantry Division, command sergeant major, Headquarters and Headquarters Company, 35th&nbsp;Engineer Brigade – Kuwait; command sergeant major, Headquarters and Headquarters Company, 203rd&nbsp;Engineer Battalion – Afghanistan; first sergeant, Company B, 110th&nbsp;Engineer Combat Battalion; operations sergeant, 135th&nbsp;Support detachment – Iraq; platoon sergeant, Company B, 110th Engineer Combat Battalion Corps, squad leader, Company C, 110th&nbsp;Engineer Battalion; and team leader, Company C, 110th Engineer Battalion.

Stuenkel’s military education includes the Primary Leadership Development Course, Basic Noncommissioned Officer Course, Advanced Noncommissioned Officer Course, First Sergeants Course; Sergeants Major Course, Brigade Pre-Command Course, and Air Assault Course. He is currently pursuing a bachelor’s degree at Columbia College.

TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE) reminds Kansans that March and April are the months when large areas of the state’s rangelands are burned, especially within the Flint Hills. 

These burns help preserve the tallgrass prairie ecosystem, control invasive species, reduce woody encroachment from species such as Eastern Red Cedar, and provide better forage for cattle. Prescribed burning also reduces the risk of wildfires and is effective in managing rangeland resources. 

Smoke from the burns can influence the air quality of downwind areas. The use of smoke management techniques is vital to reduce air quality and health impacts.

Prescribed burns release large amounts of particulate matter and other pollutants that can form ozone. Particulate matter and ozone can cause health problems, even in healthy individuals. Common health problems include burning eyes, runny nose, coughing, and illnesses such as bronchitis. Individuals with respiratory issues, pre-existing heart or lung diseases, children and elderly are more vulnerable to experience symptoms.

Steps to protect your health on days when smoke is present in your community include:

●Healthy people should limit or avoid strenuous outdoor exercise.

●More vulnerable people should remain indoors.

●Help keep indoor air clean by closing doors and windows and running air conditioners with air filters.

●Stay hydrated by drinking lots of water.

●Contact your doctor if you have symptoms such as chest pain, chest tightness, shortness of breath or severe fatigue.

Saline County Commissioners will have a busy agenda for their meeting Tuesday.

A minor earthquake rattled part of eastern Saline County Sunday morning.

According to the Kansas Geological Survey, the 2.1 magnitude quake struck at 11:38 a.m. Sunday southwest of Solomon. It was centered south of E. Mariposa Road between N. Donmyer Road and N. Gypsum Valley Road.

Area counties get a soaking from Sunday, overnight storms

Police are investigating multiple attempts to steal from machines at an east Salina pet washing facility.

Salina Police Captain Paul Forrester said this morning that officers were sent to Laundro-Mutt, 1322 E. Iron Avenue, on Saturday where the owner reported two instances of damage to machines there.

The first incident occurred during the previous week when the locking mechanisms of two vending machines were drilled out. Replacement of the machines was estimated at $4,000, Forrester said.

When the owner arrived at the facility at 8:30 p.m. on Saturday, he discovered two extension cords going into the facility from an outdoor outlet. Additionally, a metal prybar was located under one of the coin machines. 

Forrester said someone had attempted to pry open both of the coin machines in the facility. One will need to be replaced at a cost of $5,000. A second coin machine also was damaged and will need to have its locking mechanism replaced at a cost of $2,000.

Forrester said no money was stolen from either the vending machines or the coin machines.

A Salina man was arrested Saturday after he allegedly made threats about harming his estranged wife and then eluded officers during multiple high-speed pursuits in the west-central part of the city.

Officers were sent to the 800 block of Merrill Street at approximately 2:50 p.m. Saturday after someone at a residence there reported that James Johnson, Jr., 51, of Salina, had communicated to people inside the residence that he was armed and was coming after his estranged wife, Salina Police Captain Paul Forrester said this morning.

When officers arrived, they found Johnson sitting in his gray Ford Escape in front of the residence. When they asked him to exit the SUV, he took off southbound at a high rate of speed, Forrester said. The pursuit turned onto W. Republic Avenue and was terminated a short time later due to traffic and the reckless nature of the pursuit. Additionally, the Escape was going as fast as 70 mph, Forrester said.

Johnson was last seen going westbound on W. Crawford Street from S. Broadway Boulevard.

At 3:05 p.m., while officers were still speaking with people at the residence on Merrill Street, Johnson drove by the residence at a high rate of speed, Forrester said. Officers once again attempted to conduct a traffic stop, however, a pursuit ensued and was terminated a short time later when the SUV reached 90 mph on S. Broadway Boulevard, he said. At that point, Johnson was last seen northbound on S. Broadway Boulevard.

At 3:25 p.m., Johnson was seen once again driving past the residence on Merrill Street. Forrester said that a short time later, officers located Johnson at his residence in the 700 block of Commanche Avenue. 

Again, a pursuit ensued and Johnson drove north to W. Crawford Street, where the SUV jumped the curb and went onto the property of the former Ambassador Hotel, 1616 W. Crawford Street. Officers made contact with Johnson and took him into custody.

Police obtained a search warrant for Johnson's residence and found a rifle and two handguns, as well as 800 grams of marijuana and five grams of methamphetamine, Forrester said.

Johnson was arrested on the following requested charges, according to Forrester.

●Three counts of fleeing and eluding a law enforcement officer

●Two counts of felony interference with a law enforcement officer

Salina man allegedly threatens estranged wife, flees police multiple times

A medical issue is being blamed for a car striking a parked car before jumping the curb and striking a house in central Salina Friday evening.

A 2017 Ford Fusion was southbound on S. Fifth Street at approximately 8:20 p.m. when it struck a parked 2016 Chevrolet Spark, dragging the vehicle approximately 100 feet, Salina Police Captain Paul Forrester said this morning. The Fusion, driven by a 22-year-old Salina man, then jumped the curb and struck a house in the 900 block of S. Fifth Street.

Both incidents are believed to be the result of a medical issue on the part of the driver, who was transported by EMS to Salina Regional Health Center, Forrester said.

The Fusion sustained extensive front and passenger-side damage, he added.

There were no damage estimates for the parked car or the house.

By LESLIE EIKLEBERRY Salina PostA medical issue is being blamed for a car striking a parked car before jumping the curb and striking a house in central Salina Friday evening.A 2017 Ford Fusion was southbound on S. Fifth Street at approximately 8:20 p.m. when it struck a parked 2016 Chevrolet Spark, dragging the vehicle approximately 100 feet, Salina Police Captain Paul Forrester said this morning. The Fusion, driven by a 22-year-old Salina man, then jumped the curb and struck a house in the 900 block of S. Fifth Street.Both incidents are believed to be the result of a medical issue on the part of the driver, who was transported by EMS to Salina Regional Health Center, Forrester said.The Fusion sustained extensive front and passenger-side damage, he added.There were no damage estimates for the parked car or the house.

This year began with much of California suffering massive rainfall. “Atmospheric rivers” drove intense storms. With 71 percent of California having experienced prolonged severe drought, three desperately dry years and the driest period in the last 1,200 years, disastrous flooding now washed from Western mountain slopes across housing and into the ocean. Levees burst. Hillsides collapsed.

A significant number of California’s coastal population derive from early immigrants from Hong Kong. So I would have expected that some of the discussion of how to plan for California’s future would have reflected Hong Kong’s long history in water management—probably the most successful on earth. Having lived in then-British Hong Kong in 1975-78, I witnessed it first hand.

Hong Kong has a crowded population. It grew from 1.7 million in 1945 to over 7.4 million today. But it is smaller than many U.S. counties. It is made up of a short mountain range peninsula and an array of islands including the main Hong Kong Island. A hard granite base pretty much excludes drilling for water.&nbsp; The China mainland has maintained a pipeline that provides freshwater. But it is nowhere enough for the population stacked in Hong Kong’s high rise buildings.&nbsp;&nbsp;&nbsp; &nbsp;

Halfway down the mountains are water catchments that catch the runoff from rain. During the seasonal monsoon, this channels runoff along the mountainside and then into catchment lakes. It also washes many snakes down the mountain and into the catchments where they enjoyed eating the frogs. So as a biology teacher, I would take my students there to go snake hunting at night.

Hong Kong is constantly building. Early on, they began delivering freshwater through one pipe system, and saltwater to flush toilets through a separate system. Because there was never a hard freeze in Hong Kong, the pipes could run along the outside of buildings.&nbsp;&nbsp; &nbsp;During my time in Hong Kong, they built and ran a large desalination plant in Lok On Pai. But the cost of energy was too great and it ceased operating in 1981. It was cheaper to expand a pipeline to freshwater reservoirs upriver off the Pearl River.

One strategy that I have not yet heard mentioned for California is the building of freshwater reservoirs out into the ocean by joining together offshore islands. This allows the massive runoff that can occur in a short time to be captured and held before it would otherwise flow into and mix with the seawater.

In 1957, Hong Kong began building a dam out to outlying islands to form a freshwater bay. This was the Shek Pik Reservoir and it was completed in 1963. A second Plover Cove Reservoir was built and completed in 1968. This proved adequate for Hong Kong needs until the monsoon rains failed in 1977, a time I remember quite well. Yet, water rationing was fair. Their final major project was the High Island Reservoir completed in 1978. &nbsp;

In mainland China, when there is a shortage of electricity due to sustained hot summer weather and everyone is running air conditioners, the governmental policy is to increase industrial charges for electricity in order to reduce demand. However, in Hong Kong, when there were shortages in water, it was the citizens who had limited hours to draw water. In Hong Kong, the industrial base always took its full supply of water and was never rationed. &nbsp;

Generally, in China you do not drink water from the tap. It has been difficult for China to establish sewage treatment or large scale drinking water purification, although modern cities such as Dalian are working toward that goal. Drinking water is usually bottled or otherwise distributed. But while at a hotel in Hohhot, Inner Mongolia, there was a second gold-colored tap for drinking water from-the-tap. It remains a goal, a benefit that Americans rarely think about. &nbsp;

So, California has a growing dilemma on its hands: how to secure enough fresh water for its population when over time, the supply is continuing to shrink? Got any offshore islands that could be joined together? It will take time. And the expertise is just across the ocean in Hong Kong.&nbsp; &nbsp;
