During its Tuesday meeting, Saline County Commissioners said they need more information before deciding on whether or not to allow Oregon based solar power company, <a href="https://shastapower.com/land-owners/">Shasta Power</a>, to build a 1,000 acre solar panel project on county owned farm land.&nbsp;

During a study session in late February, county commissioners discussed the future plans for county facilities. These facilities also included county owned land. During that time the commission learned that Saline County had been approached by a solar company about the potential of leasing the county owned farm ground to build a solar farm. 

In April, during a follow up discussion related to county owned properties, the commission directed staff to schedule one of the interested solar panel firms to give a <a href="https://pub-salinecounty.escribemeetings.com/FileStream.ashx?DocumentId=5614">presentation</a>&nbsp;(page 67) to the commission.

During the meeting, Shasta Power,&nbsp;John Copyak, Ansley Dunning, and Boris Feldman presented information about the company including previous projects their firm has completed.&nbsp;

"Some of the bigger projects we've worked on range up to 11,050 megawatts, which is a relatively large size," Feldman&nbsp; said. "As I'm sure you've seen, renewable energy is a pretty burgeoning industry and we're definitely excited to be a part of it here."

The portion of land being discussed is located four miles southeast of Salina north of K-4, East of South Holmes Road, South of East Mentor Road, and West of South Woodward Road.&nbsp;

The size of the proposed solar project is not yet known, but Shasta Powers said the project footprint would be between 1,050 to&nbsp; 1,450 acres.&nbsp;

"While it is 1,000 acres, this would be about 150 megawatts, which would power approximately 3,800 homes with power," Copyak said.

Shasta said it has also been in communication with other private landowners surrounding the county's 763.7 acre parcel.

"Frankly, it's fairly sensitive right now as we're working out contracts with with a lot of the neighboring properties. We have some in place now but we are we are working with many of the neighbors," Copyak said. "The substation is at the corner of South Simpson and and East McReynolds Road, is probably the largest substation for 30 miles. But again, we are we do have some other sites going. One in Pittsburgh, another near Seward, Great Bend."

Copyak also noted that the project would add a total of 300 temporary jobs to construct the renewable energy facility.&nbsp;

Commissioners Weese, Vidricksen, and Shadwick said they want to have more information about the project before making a decision. Commissioners Sparks and Hay are on board with the idea.&nbsp;

Planning and zoning would have to make changes from agriculture to heavy industrial. One of the developers John Copyak said even before Shasta begins construction, they have the plan to decommission the site 30-35 years in the future.

"The actual useful life of solar panels is between 25 and 35 years. So once you put them out there, they continue to generate for a very, very long time. Now, at the end of their useful life, just like any other product, they do have to be removed and remediated. What we do now is we essentially take them apart, break them down to their most basic ingredients and recycle them So there is a recycling capacity that's available for these kinds of projects," Copyak said.&nbsp;

One other notable caveat to this project is the way in which Saline County acquired the land. 

The land being sought to be used for the solar project was gifted to the county by Oliver Haag to be used for agriculture purposes. County Administrator Phillip Smith-Haynes told commissioners that they, the commission, will make the ultimate decision if the solar farm meets the request of Oliver Hagg will and estate  for the use of the land.&nbsp;

"We understand there is an interest in farming," Feldman said. "I often say solar power is like farming the sun, the panels collect the sun and you collect the solar rays and you convert them into energy. It is a way to say we are truly farming, just a different output then crops."&nbsp;

Copyak said California is 50 percent powered by renewable power and it has a mandate to be fully renewable by 2040.

"Oregon also has a mandate to be fully renewable by 2040, and so so many states already have a mandate to be 100%, renewable," Copyak said. "Frankly, to be to meet that demand, they have to be contracted by 2035 and that is not that far away."

Copyak continued saying that Kansas needs to "get going" in order to keep up with other states.&nbsp;

"I hate to say this, whether or not you like renewable power, it's happening across the country. And and we need to, in my opinion, kind of get on board and kind of wean ourselves off of some of the old fossil fuels," Copyak said.

Commissioner Hay voiced his concerns for the project.&nbsp;

"You can't eat solar panels. If you take 1,000 acres away of agriculture land that is hard to swallow. You can make all the solar panels you want, but they're never gonna make any more ag land. ," Hay said.&nbsp;

Feldman responded saying that they are aware of that concern and are aware and appreciate the importance of farmers keeping communities fed.&nbsp;

"We hear you, you're not wrong," Feldman said. "We depend on the farmers to keep us fed. But with this project we won't be building for another few years, and our timing would wait until the expiration of the current lease on the land.you know, look, it's a real concern. But&nbsp; energy is also a concern. If you turn on your AC in the middle of the summer, and it's not working, because there isn't enough supply, that's an issue too."

The way that the project is developed and funded is through Shasta's&nbsp; "high net-worth investors."&nbsp;

The county commission thanked the representatives of Shasta for their presentation. County administrator Phillip Smith-Hanes said the commissioners will make the ultimate decision if the solar farm meets the request of Oliver Hagg will and estate  for the use of the land as well as soliciting competitive proposals for the solar farm, pending the decision on the usage of the land.

A local woman was robbed and assaulted early Wednesday morning.&nbsp;

The 27-year-old woman told police that she was awakened in the early morning hours to a known person hitting her. The incident occurred at the victim's apartment, 2515 S. Ohio Street. 

Salina Police Sergeant Tonniges said the subject forcibly entered the victim's apartment by forcing the door open.

The subject hit the victim repeatedly before taking the victim's cellphone and leaving the apartment.

&nbsp;The victim, left without a way to contact law enforcement, got in her car and attempted to drive to the Salina Police Department. She quickly discovered that two of her tires had&nbsp; been slashed.&nbsp;

The victim next went to the&nbsp;Kwik Shop, 2003 S. Ohio Street in order to report that a crime had occurred.&nbsp;

Crimestoppers seeks tips about recent robbery

BY JULIA DEBES Kansas Wheat Commission&nbsp; This is day four of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

At any other time of the year, rain would be more than welcome. But for farmers with combines ready to roll, harvest delays due to rain add insult to injury for a crop stricken by drought. For some, however, rains arrived just in time to fill grain heads, resulting in better-than-expected final results.&nbsp;

Near Americus, America, harvest is in full swing for Jacqueline Leffler. Starting strong at the beginning of the week, fields are averaging 50-70 bushels per acre - a welcome result given the dry year. Quality is excellent with high test weights at 61 to 62.5 pounds per bushel and protein at 13.1 percent. The outstanding variety for the year is the aptly named Polansky Rockstar. She expects to wrap up harvest with three or four more big days.&nbsp;

“I am pleasantly surprised with how this year’s harvest is going,” Leffler said.&nbsp;&nbsp;

Only four or five producers are cutting near Delphos in Ottawa County, according to Brett Courson, general manager of the Delphos Coop Association. Results thus far are coming in&nbsp;at 10 to 20&nbsp;bushels per acre with fairly poor test weights, but protein is averaging 15 percent and no dockage.&nbsp;

The wheat is ripe, but the straw is still a little tough. Courson expects producers who applied fungicide won’t start harvesting for another eight to 10 days, but that wheat should be better and could average up closer to 40 bushels per acre.&nbsp;

The variability in the wheat crop reflects the timing of moisture this season. The wheat was stressed until heading out with moisture seven to eight inches short. Then the rain started to fall and helped fill kernels. Unfortunately, the area had a considerable amount of freeze damage, which was sporadic at first, but then yellow and white heads started to spread out across fields.&nbsp;

“There are fields that look pretty good, but you go out in them and there might only be seven to eight kernels in the head, but the next head has 30,” Courson said.&nbsp;

Delphos Coop Association is hoping to bring in around 500,000 bushels, about half of their normal amount. The majority of that wheat is destined for flour mills in the Kansas City area.&nbsp;

The Kansas Wheat team caught up with Tim Turek near South Haven in Sumner County&nbsp;on Tuesday evening&nbsp;before rains halted harvest progress&nbsp;on Wednesday morning. Having started harvest on June 15, Turek reported yields are about half of average, but a field of continuous wheat planted to AP18 AX from AgriPro yielded 50 bushels per acre. Test weights ahead of the rain were heavy at more than 60 pounds per bushel and protein was excellent&nbsp;at 12 to 16&nbsp;percent.&nbsp;

The wheat had a good stand last fall but was still hampered by drought conditions. The crop needed a good rain at heading, but three weeks without appreciable moisture meant the stands lost tillers. Not all hope was lost, however, as rain did fall.

“Then the cool and damp weather came in and allowed a lot of good grain fill for the heads we had,” Turek said. “The grain fill is what has made our yields.”

Now, though, the recent rain is preventing harvest from kicking into full swing. The moisture also means weeds are coming in, and producers are trying to get fields cut before they take over. Turek expects harvest to last another two weeks.&nbsp;

He is a certified seed grower, but what isn’t saved for next fall’s planting will be delivered to Scoular in Wellington. There, preferred varieties will be sent on to Grain Craft flour mill.&nbsp;

Turek’s family has been farming in the area since his great-great-grandfather moved from Nebraska to Oklahoma during the historic land run. His great-grandfather moved into southern Kansas in the 1920s and bought five quarters of ground. That land is still being farmed, along with other acres in the area, by Turek, his daughter Paige, his father and his brother.&nbsp;

“We all work together,” he said. “Jill, my wife, keeps us fed.”

Turek expects harvest to last another two weeks.&nbsp;He is a certified seed grower, but what isn’t saved for next fall’s planting will be delivered to Scoular in Wellington. There, preferred varieties will be sent on to Grain Craft flour mill.&nbsp;Turek’s family has been farming in the area since his great-great-grandfather moved from Nebraska to Oklahoma during the historic land run. His great-grandfather moved into southern Kansas in the 1920s and bought five quarters of ground. Day 4, Kansas Wheat Harvest Report

KSRE Jacob Schmeidler began serving as the Central Kansas District 4-H Youth Development Extension Agent on June 12. The Central Kansas Extension District (CKD) has offices in Minneapolis and Salina, Kansas.&nbsp; Schmeidler’s primary office is in Salina.&nbsp;

Schmeidler will provide leadership in the development and delivery of educational programs for school-aged youth in Saline and Ottawa Counties.&nbsp; His focus will be to support the 250 4-H members throughout the district, coordinate out-of-school programs, engage with other educators on school enrichment activities, collaborate with over 125 volunteers, and create innovative opportunities with new and existing community partners.

Schmeidler has an extensive 4-H background and was involved in youth leadership at the local, state and national levels while growing up in Hays, KS.&nbsp; He is a graduate of Hutchinson Community College as well as Kansas State University where he earned his bachelor’s degree in Animal Science &amp; Industry with a Communications and Marketing Option.&nbsp; Schmeidler interned with the K-State Youth Livestock Program in Manhattan and has been a freelance cattle service and sales preparation worker for several years.

MANHATTAN, Kan. - Many home gardeners understand a sad truth about the corn earworm: the little critter loves sweet corn just as much as humans do.

It creates a yearly battle to fight back the pesky insect. The adult corn earworm moth lays eggs on developing corn silks and as soon as the eggs hatch, larval cornworms go to work.

“Feeding starts at the tip of the ear and works down,” said Kansas State University horticulture expert Ward Upham.

Corn earworms feed on each other as well as the corn, so even though multiple eggs may hatch on an ear, usually only one is found in each ear, Upham said.

Protecting sweet corn from earworms comes with a couple time-dependent challenges. As corn silks continue to grow, any new silk that is left untreated can be targeted by earworms. Upham recommends applying insecticides every 2 to 3 days in order to be effective, “especially in early July, when peak flight of these moths usually appear,” he said.

Additionally, adult earworm moths prefer juicy silks instead of dry silks, so insecticide only needs to be applied the first two weeks of silking.

What insecticides are most effective? Upham recommends spinosad, on organic insecticide, for home gardeners.

Another organic choice is mineral oil or other light horticultural oils.

To treat the corn, fill a medicine dropper ½ to ¾ full of the oil, then apply inside the silk end of the corn’s ear – where the tips of the silk begin to wilt and brown. Upham said the oil will kill any earworms present and prevent more earworms from entering the ear.

However, he said, take note that applying oil before the silk has begun to brown may lead to partially unfilled ears, as the oil will interfere with pollination.

Upham and his colleagues in K-State’s Department of Horticulture and Natural Resources produce a weekly Horticulture Newsletter with tips for maintaining home landscapes. An ATM was damaged at a local bank after someone attempted to pull it apart yesterday morning.&nbsp;

Salina Police&nbsp;Sergeant Tonniges said this morning that officers were dispatched to the Sunflower Bank branch at&nbsp;3025 Cortland Circle, at 5:30 a.m.&nbsp;Wednesday&nbsp;after a&nbsp;passerby noticed a truck hooked up to an ATM.&nbsp;&nbsp;

When they arrived they found a&nbsp;green Dodge 2500 pickup with a tow chain hooked around the rear axle of the pickup truck and connected to the severely damaged ATM.

Tonniges said the people who attempted to steal the ATM did gain access to its cash compartment.

"There was some cash taken, however I'm not going to give you the undisclosed amount, but there's about $50,000 worth of damage to the ATM," Tonniges said.&nbsp;

It was later discovered that Dodge Ram&nbsp; pickup was stolen and that was stolen from the nearby 2000 block of Caywood Drive. The legal owner of the vehicle told officers that the vehicle had been parked in their driveway and was taken sometime after 1 a.m.

Tonniges said despite the Dodge being locked, those who stole the vehicle gained entry into the vehicle and punched the ignition.&nbsp;

Tonniges said the department is conducting a video footage canvas of the surrounding area in an effort to locate surveillance footage.

During their investigation Salina Police officers also uncovered another attempted vehicle theft in the 2800 block of Melanie Lane. This incident involved a blue 2005 F-250 pickup truck belonging to a resident of Salina.&nbsp;

The Salina Police Department announced this afternoon via Facebook that the department was recently made aware of an incident that occurred in downtown Salina on Tuesday.

According to the Salina Police Department, on Tuesday between 8:30 and 9:00 p.m. in the 100 block of South Santa Fe Avenue, a Salina resident was threatened with a knife by an unknown person. Salina Police noted that the incident occurred while the victim was entering their vehicle.

Although the incident occurred two days ago, the information was reported to Salina Police today.&nbsp;

 Detectives are currently investigating the report, to include reviewing video surveillance. Anyone with additional information on this event is asked to contact the Salina Police Department Detective Division.

TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for the City of Glasco public water supply system located in Cloud County.

Customers should observe the following precautions until further notice:

-Boil water for one minute prior to drinking or food preparation or use bottled water

-Dispose of ice cubes and do not use ice from a household automatic icemaker

-If your tap water appears dirty, flush the water lines by letting the water run until it clears. -Disinfect dishes and other food contact surfaces by immersion for at least one minute in clean tap water that contains one teaspoon of unscented household bleach per gallon of water. -Water used for bathing does not generally need to be boiled. Supervision of children is necessary while bathing so that water is not ingested.

-Persons with cuts or severe rashes may wish to consult their physicians.

The advisory took effect on June 22 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE officials issued the advisory because of a loss of pressure due to valve replacement. Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.&nbsp;

Regardless of whether the public water supplier or Kansas Department of Health and Environment (KDHE) announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

A rural Saline County man lost a combine to fire Wednesday morning south of Salina.

Saline County Sheriff Roger Soldan&nbsp; said this morning that deputies and personnel from Rural Fire District No. 2 were sent to the 1900 block of E. Hedberg Road at approximately 6:19 a.m. Wednesday for the report of a combine on fire in a field.

The combine's owner is Scott Peterson, 48, of rural Saline County. No known cause of the fire was identified, but Soldan did say it was highly likely the fire started in the combine's engine compartment.

Some wheat stubble was burnt in the area of the combine, but no wheat was lost because there was no wheat in the combine, Soldan said.

 The 1988 John Deere combine, valued at $15,000, had been parked overnight and was deemed a total loss due to the extensive damage caused by the fire.&nbsp;

A couple from&nbsp;Minneapolis was injured in a two-vehicle accident in south Salina Wednesday morning.&nbsp;

John Campbell, 48, and Dana Campbell, 46,&nbsp; of Minneapolis, were westbound on Water Well Road just before 7:20 a.m. when their grey 2018&nbsp;Toyota Camry was struck from behind by a&nbsp;2010 Ford Taurus driven by&nbsp;Chayle&nbsp;Kuhn, 25,&nbsp;Assaria.&nbsp;

Saline County Sheriff Roger Soldan said this morning that the Campbells, who are employed by Crestwood Design,&nbsp;601 E. Water Well Road, were struck prior to turning into the businesses' driveway.&nbsp;

Soldan also mentioned that Kuhn had not seen the Campbells vehicle stopped due to heavy rain.&nbsp;&nbsp;

&nbsp; The Campbells did sustain injuries during the accident and were&nbsp;transported by Salina EMS to Salina Regional Health Center.&nbsp;&nbsp;

June 21,&nbsp;<a href="https://www.ftc.gov/news-events/news/press-releases/2023/06/ftc-takes-action-against-amazon-enrolling-consumers-amazon-prime-without-consent-sabotaging-their">the Federal Trade Commission filed a lawsuit against Amazon</a>,&nbsp;saying the company violated the law by enrolling people in its Amazon Prime subscription service without their permission, continuing to charge them, and making it hard to cancel.

The FTC says the company used a series of hurdles — known as “dark patterns” — to make it hard for customers to understand that they were starting a Prime subscription. These dark patterns also made it hard for people to cancel their Prime subscriptions by making them hunt for the right place to cancel online, and then click through complicated extra pages to cancel. Often, consumers would call Amazon’s customer service, only to be referred back to the website to cancel, making the process even more frustrating.

To help avoid unwanted services and charges when you shop online:

“With wheat harvest season soon beginning, you’ll see heavy farm implement and truck traffic moving in and out of Kansas wheat fields and on to Kansas roadways. It’s important to remember that traveling around these vehicles requires extra caution. By taking your time and giving farm and heavy equipment plenty of room on the roadways, you can help ensure that yourself, your loved ones, and our Kansas farmers all make it home safely,” said Captain Candice Breshears, KHP Public Information Officer.

Most farm equipment is not designed to travel at highway speeds and may only travel 15-25 mph. Farm equipment is often wider than the lane of traffic, so extra room should be allowed when sharing the road. Caution should be practiced on all roads, but especially on busy rural roads with unmarked intersections.

If there are curves or hills blocking your view, wait until you can clearly visualize the area you are passing in. You should not pass in a designated “No Passing Zone,” even if you are stuck behind a farm vehicle. Do not pass if you are within 100 feet of any intersection, railroad grade crossing, bridge, elevated structure, or tunnel.When a farm vehicle pulls to the right side of the road, it does not mean it is turning right&nbsp;or&nbsp;allowing you to pass.Due to the size of some farm equipment, the farmer must execute wide left turns, so allow it plenty of room and time to turn and be alert to see if there might be a driveway or field they may be turning into.Be patientDon’t assume that a farmer can move aside to let you pass. Shoulders may be soft, wet, or steep, which can cause the farm vehicle to tip, or the shoulder may not support the weight of a heavy farm vehicle. They understand you are being delayed and will move over at the first safe location available.Think of the slow-moving vehicle emblem as a warning to adjust your speed.&nbsp;When you see the slow-moving vehicle emblem, immediately slow down. While the emblems are visible from a long distance, it is difficult to judge the speed at which you are closing in on the vehicle, especially at night.When you are not focused solely on the road, you increase your chances of a collision, especially if you should come upon a slow-moving farm vehicle.
