SALINA—Law enforcement authorities are investigating alleged theft and asking for help to identify two suspects.

On Monday, May 22, police took a report of a theft at Verizon, 2375 S. 9th Street in Salina, according to a CrimeStoppers media release.

 A store employee reported they had left a cell phone on a charging pad on the sales floor. The phone was later discovered missing. 

Video surveillance shows a man and woman enter the store and sit next to the phone. The man steals the phone and the couple leaves. The cell phone was valued at over $1000.

SALINE COUNTY—Law enforcement authorities investigating an armed robbery&nbsp; that occurred at the Flying J, 2250 North Ohio in Salina on April 9, have made an arrest.

During the incident, a masked suspect displayed a handgun and demanded money from the clerk.

According to&nbsp;Salina Police Sergeant Kyle Tonniges, on Thursday, detectives arrested 41-year-old Michael Hamen and 24-year-old Destany Dirksen both Salina on requested charges of Aggravated Robbery in this case.&nbsp;

Police capture suspects wanted for Salina armed robbery

SALINA —Law enforcement authorities are investigating a Salina man on multiple allegations after an altercation with a police officer.

Just after 10p.m. Thursday, an officer on patrol was in the 200 block of S. Broadway in Salina when he recognized Jeffrey McLemore, a 38-year-old from Salina, walking across the street, according to&nbsp;Salina Police Sergeant&nbsp;Kyle Tonniges.

 The officer recognized McLemore and knew him to have 6 Salina Municipal Court warrants for his arrest.

 The officer made contact with McLemore but the suspect refused to stop. At one point, McLemore turned towards the officer and displayed a pressure washer wand at the officer and said the officer would have to shoot him. 

The officer displayed a TASER and Jeffery ran. When the officer caught up to him, Jeffrey attempted to hit the officer in the head with the wand. The officer was able to deflect the strike with his arm. McLemore was arrested on requested charges of Aggravated Battery on a Law Enforcement Officer, Aggravated Assault on a Law Enforcement Officer and Interference with Law Enforcement.

McLemore has previous convictions that include forgery, burglary aggravated battery, aggravated assault, DUI, flee or elude police and for drugs, according to the Kansas Dept. of Corrections.

A harmful algal bloom (HAB) may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. SALINA, Kan.— The Greater Salina Community Foundation has awarded over $100,000 in scholarships to area students for the upcoming academic year, according to a media release from the organization.

This includes scholarships that are being renewed for recipients from previous years.

• The Alice A. Riggs Ell-Saline K-State Scholarship is for graduates of Ell-Saline High School with anpreference for students attending Kansas State University. Lani Richards and Meryn Came, both from Salina, were the recipients of this scholarship.

• The Alma Olson and Michael T. Olson Scholarship is for students of North Central Kansas

Technical College pursuing a degree in a building trade. Colby Bunger, Whitewater, MO, received this scholarship.

• The Betts Family Scholarship is for students graduating from Decatur Community High School in Oberlin, Kansas. Avery Witt, Oberlin, was the recipient of this scholarship.

• The Booker T. Washington Scholarship is for African American graduates of a Saline County high school. JaShayla Williams, Salina, and Nakari Morrical-Palmer, Assaria each received this scholarship. Mataya Copes, Starlet Parham, and Herman Hill IV, all of Salina, each received a renewal scholarship.

• The Brian C. Garnett Memorial Scholarship is for well-rounded graduates of Salina Central High School. Sam Cusick, Alexandra Coykendall, and Alisha Will, all of Salina, each received this scholarship.

• The C.L. Clark Scholarship is for students attending law school at the University of Kansas School of Law or Washburn University School of Law. Melissa Hendricks, Salina received this scholarship.

• The Col. Delbert Townsend Scholarship is for graduating seniors from Decatur Community High School in Oberlin, Kansas. Ellison Anderson, Joshua Juenemann, and Avery Witt, all of Oberlin, were recipients of this scholarship. Breckyn Jensen, and Brynna Addleman-Gillund, all of Oberlin, each renewed their scholarship they received last year.

• The Coyne Family Scholarship is for first-generation college students whose parents are immigrants. The following students were recipients of this scholarship: Francisco Guardado,

Community Foundation awards over $100,000 in scholarships

National Public Radio is broadcasting a news report about a new water conservation effort, but not from Washington DC or southern California. Part of it came from the cab of a combine in Kansas.

They were reporting on an innovative water conservation initiative being led by northwest Kansas farmers.

Gary Moss is a fourth-generation farmer near Hoxie in Sheridan County, and a member of the advisory board for this water conservation project. Moss produces irrigated corn, soybeans and wheat and has a cow-calf herd.

Through the years, Moss has seen the significance of the Ogallala Aquifer, the huge underground water reservoir that underlies the western High Plains. He’s also seen groundwater levels fall.

In 1972, the State of Kansas created a state-level position of Chief Engineer and provided for groundwater management districts across the state. Over the decades, groundwater districts in some regions were seeing depletion of underground water.

Moss and other producers saw a need to get together in their part of northwest Kansas. “In 2008, we started holding meetings because the groundwater table was dropping pretty significantly,” he said. The group worked on ways to use water more efficiently, such as re-nozzling sprinklers.

Under Governor Sam Brownback, the Kansas Department of Agriculture conducted a review of state water policy and recommended changes that were adopted by the Kansas Legislature in 2012. Among other things, the legislation allowed a producer to carry over water credits if water use was reduced.

This provided incentive to conserve, rather than the “use it or lose it” policy of the past. The legislation also authorized groundwater management districts to create what was called a Local Enhanced Management Area.

A LEMA helps groundwater management districts conserve water by setting goals and control measures for a specific locally defined region. “It gave us a tool to more effectively manage water conservation ourselves,” Moss said.

Six high priority areas were identified for water conservation in Sheridan County. Ultimately, a LEMA – known as Sheridan Six -- was proposed and approved by the Chief Engineer.

The Sheridan Six LEMA included 99 sections of land and 193 agricultural water wells. (The LEMA does not apply to residential water wells.) Moss served as chair of the Sheridan Six LEMA advisory board. It was the first LEMA adopted in the State of Kansas.

“In 2013, we adopted a five year plan to reduce the amount of water pumped by 20% compared to the five year average,” Moss said.

In the first year of the plan, world grain prices rose significantly. “It was tough,” Moss said. “Prices were high and some farmers were saying, `Why do we have to cut back on water and production when prices are up?’” However, Sheridan Six stayed the course.

“By the end, we achieved nearly a 30% reduction in water use,” Moss said. Research showed that producers inside the LEMA fared about as well financially as outside producers nearby.

“We want to do the right thing,” Moss said. “We want to sustain our operations and pass it on to our kids.”

Gary’s sons, Jake and Jaxsen, attended K-State and came back to Sheridan County. Jake has a business in Hoxie and Jaxsen is farming with Gary. Each boy has a son of his own, who would represent the sixth generation on the farm.

“I believe (the water policy) is working,” Moss said.

The group’s innovative and voluntary conservation strategy captured national attention. When the new policy was implemented, reporters from places such as the Wall Street Journal and National Public Radio made their way to Hoxie to cover the story. “One NPR reporter rode with me in the cab of my combine,” Moss said.

That’s exciting to hear in a rural community such as Hoxie, population 1,211 people. Now, that’s rural.

It made national news when farmers in Kansas voluntarily adopted this plan to cutback and conserve their own water use. We commend Gary Moss and others involved with Sheridan Six for making a difference with this long-term strategy.

For water conservation and for Kansas, that is good news.

"This is a new concert for us," said Leslie Bishop, executive director for Downtown Salina Inc. said. "We wanted to do something later in the month because our first Friday wasn't going to be necessarily a musical group like they typically are."

July's First Friday concert featured local dance groups Revolution School of Dance, Tamara Howe School of Dance, Della's Dance Studio, and Taylor's Twirlers.

"We are so excited to have Savanna Chestnut and the Field Hands perform. Savanna was on 'The Voice' Season 20," Bishop said. "We also have the Good Sam Club Band, from six to 10."

Bishop also said the&nbsp;<a href="https://www.facebook.com/foodbybonnie/">Food by Bonnie</a> food truck will be at the concert.&nbsp;

Savanna Chestnut to Headline Salina 'Dog Days of Summer' Concert on July 14

This is day 11 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

Northwest Kansas has been struggling to get into a harvest rhythm. With high humidity and scattered showers, combines can’t begin rolling until mid-afternoon in most cases. Overall, harvest is getting started about 10 days to two weeks later than normal. Multiple thunderstorms have come through the area, bringing with them large hail and causing significant losses in wheat fields that are just teetering on being dry enough to harvest.

Lisa Schemm from Sharon Springs reports that their harvest started on July 4, about 10 days later than normal. They still have about six days of harvest left when fields dry out, but they’ve been struggling with high moisture and finding fields that are ready.&nbsp;

“This has been one of the latest harvests to get started,” Schemm said, noting it will be, by far, the latest to finish.

Yields have ranged from 30 bushels per acre on fields with hail damage to 55 bushels per acre on dryland to 87 bushels per acre on irrigated land. Test weights have held steady at 60 to 61 pounds, for now. Protein is 12 percent and better.

The Schemm family is fighting weeds and suckerheads, which have been continuing to stall their harvest. Their harvest crew is test cutting several fields but finding moisture is still too high. While annual rainfall averages 18 to 20 inches in their area, they have received all of that average rainfall since mid-May. However, when it comes as quickly as it has, the soils can’t absorb it and benefit as much as they would if it came a little at a time.

Schemm says they planted a little later than others in the area, which may be contributing to their late harvest, but mostly it is caused by the late suckerheads, which are now even taller than the rest of the field, and the high humidity in the area. Their custom harvest crew is strung out across Kansas, with some in Ulysses and others in Sharon Springs. But both crews are struggling to find wheat that’s dry enough to cut. They are scheduled to move on to Montana at the end of next week.

“Why would harvesters want to stay here and wait for it to dry out when there’s good wheat to cut in Montana?” Schemm asked. Even their best wheat has five-foot tall kochia to go along with it. Farmers are having a hard time getting the weeds under control.

In Dodge City, Mike Schmidt, operations manager for Pride Ag Resources, reports harvest started a week late on June 20, but the first big day of cutting was June 26. They received a rain on July 4 and ever since then, harvest has been slow to pick up the pace.&nbsp;

Proteins have been all over the board, reaching as low as 7 to 11 percent, and as high as 14 percent. Test weights started out strong, reaching as high as 63 to 64 pounds per bushel; however, as harvest progresses, the test weights have gone down and they are now seeing test weights around 59 to 60 pounds per bushel.&nbsp;

Back in April around Easter, the area received rain in the northern portion of their territory. This saved some fields and got the crop over the hump to potentially be harvested. The southern half was not as fortunate and missed those rain events.&nbsp;

Some farmers in the area have had to control weeds, which not only pushes off harvest, but is yet another costly input to apply to a very short crop.&nbsp;

Although they have not reached Schmidt’s projection yet, he anticipates seeing a third of the wheat they usually bring in. It is still early yet, however, since there are lots of acres left to be cut.&nbsp;

Wheat that comes into the Dodge City facility usually goes to the gulf for export, but not currently. Instead, this wheat will be loaded onto trains to either go to Wichita mills, terminals or off to California.&nbsp;

In North Central Kansas, Mike Jordan from Mitchell County reports that they finished up their harvest on July 4.

“We were some of the last to finish; everybody around us was done around the 4 and 5 of July,” he explained. Jordan says that about one-third of all the fields in his area were abandoned due to thin and weedy wheat. They did not see any hail damage on their crop.&nbsp;

Jordan reports that he was getting good proteins on his wheat, ranging from 13 to 16 percent. They sacrificed yields for this high protein; however, those being just about 12 bushels per acre. His whole farm average landed in the teens this year, unable to pull through the abnormal weather and the effects of these changing patterns.&nbsp;

All of Jordan’s fields are no-till, and he said that some in the area have had continuous wheat yielding in the 30’s, with some even breaking 40 bushels per acre.

“If you wanted to walk across the fields stepping on the wheat plants along the way, you would be doing a lot of jumping,” Jordan notes. In Jordan’s years of farming, he says that he hasn’t experienced a wheat crop this bad since 1989.

“We are really just living rain to rain at this point,” he laments. He continues to say that, although their wheat crop struggled, there is corn in the area that could turn out well. Jordan is quick to acknowledge that, despite this discouraging wheat crop, there is hope for this year for surrounding farmers.

Rock and Roll Hall of Fame band Cheap Trick is coming to Salina this autumn.&nbsp;

Cheap Trick is scheduled to perform at 7:30 p.m. Oct. 5 in the Stiefel Theatre, 151 S. Santa Fe Avenue.

On Thursday and Friday, July 13 and 14, APAC Shears of Salina will complete the City of Salina’s annual ultrathin bonded asphalt surface project. The schedule is as follows, weather permitting:

Motorists are urged to avoid work zones altogether or proceed with caution for the safety of the crews performing the work.

This type of preventative maintenance is fairly new to Salina but has been used to help extend the life of many roads around the State of Kansas. It consists of a thin, coarse aggregate hot mix over a special asphalt membrane similar to a chip seal but placed in one pass with a spray paver. 

The membrane prevents water intrusion and provides a superior bond to the old asphalt. The overlay can disperse water quickly off the surface, which reduces roadway spray from vehicles and provides greater visibility and traction in wet weather. UBAS has performed well for other cities and provides a good friction surface in wet weather. 

UBAS can be installed quickly, and asserts a longer lifespan (8-10 years) than micro-surfacing (6-7 years). The $759,000 project is a major part of the City of Salina’s $4.7 million 2023 maintenance capital improvement program.

2023 asphalt surface placement continues in Salina

SALINA —Law enforcement authorities are investigating a suspect for an alleged violent attack on a woman and her son.

Just after 3a.m. Wednesday, police&nbsp;responded to the Budget Host Inn at 222 E. Diamond Dr. for a report of a domestic disturbance, according to&nbsp;&nbsp;Sergeant Kyle Tonniges.

 Officers spoke with a 38-year-old victim and her 9-year-old son, both of Salina. 

They stated the victim’s cell phone was missing, so they called it. The phone rang while in the suspect, Marquis Wellington’s, pocket. 

The victim was able to retrieve the phone from Marquis and she gave it to her 9-year-old son. Marquis then punched the boy in the stomach and took the phone. Marquis was arrested on scene for Robbery and battery.&nbsp;&nbsp;
