OTTAWA COUNTY - The Kansas Department of Transportation announced today that a resurfacing project has begun on U.S. Highway 81 in Ottawa County.

Work on nine miles of northbound U.S. 81 will be from approximately two miles south of Kansas Highway 106 to approximately seven miles north of K-106, KDOT noted in a news release.

Work on approximately three miles of southbound U.S. 81 will be from approximately two miles south of K-106 to approximately one mile north of K-106.

"Traffic will be reduced to one 16-foot lane at a reduced speed through the work zone. Drivers should expect minimal delays, not exceeding five minutes," KDOT noted.

The project is expected to cost $8.9 million and is scheduled to be completed in September, weather permitting. The prime contractor for the project is APAC-Kansas Inc. of Hutchinson.

"KDOT urges all motorists to be alert and obey the warning signs when approaching and driving through a highway work zone. To stay aware of all road construction projects across Kansas, go to <a href="http://www.kandrive.org">www.kandrive.org</a> or call 5-1-1," KDOT noted.

KDOT announces resurfacing project on US 81 in Ottawa County

A Cuba, Kan., man allegedly shut down the electricity to half of a hotel and ended up in the hospital after an incident in west Salina late Tuesday afternoon. 

Officers and EMS were dispatched to Spangles, 1720 W. Crawford Street, at approximately 5 p.m. Tuesday for the report of a person who had been shocked elsewhere and was covered in burns, Salina Police Captain Paul Forrester said this morning.

Forrester said the man, identified as Jay Kroulik, 44, of Cuba, Kan., had walked to the Spangles parking lot seeking help after he allegedly removed a fuse from an Evergy transformer box behind Value Inn &amp; Suites, 1640 W. Crawford Street, and was shocked. The fuse was found on the ground near the transformer box.

The removal of the fuse caused electricity to go out in half of the Value Inn &amp; Suites building, Forrester said. An Evergy crew restored power to the building.

Kroulik was transported by EMS to Salina Regional Health Center with burns over approximately 30 percent of his body, Forrester said. It is believed that Kroulik was later transferred to a burn unit in Wichita, however Forrester said he did not have details about that.

Forrester said Kroulik was arrested on the following requested charges.

MARION - A small earthquake rattled part of eastern Marion County late Tuesday night.

According to the Kansas Geological Survey, a 2.4 magnitude quake struck at 10:56 p.m. Tuesday northeast of Marion near the Marion-Chase county line. The quake was centered just east of Clover Road between 220th Street and 240th Street.

Small quake shakes eastern Marion County Tuesday night

I don’t know about you but at times I want to send them all to their corners until they can be civil to each other. Often, I hear from people that this discord and constant fighting are why they have no confidence in our leaders, and they think our government is broken. I disagree with the notion that our government is broken. It has survived this long, and I would guess our ancestors saw this level of political bickering before. I do agree it is disheartening and downright irritating. The elected officials are in office to represent our best interests, not what many of us consider extreme political views. Do you know whose fault this is? Sure, some of the blame should be cast on the parties and elected officials but much of the blame for the disconnect between government and the people lies with us. Yes, we have only ourselves to blame if we don’t like what is going on at any level of government and it doesn't change. The only way real change can happen is if citizens become involved or engaged. That is why the Kansas Farm Bureau (KFB) along with diverse groups such as the Kansas League of Municipalities, Kansas Association of School Boards, and the Kansas Chamber to name just a few partners have launched Engaged Kansas. This nonpartisan effort is meant to help citizens understand how government works and how to engage or become active in local bodies. The website, www.engagedkansas.org, states right off the bat it is for “building civic minded leaders.” There are different tabs that one can use to research what involvement at different levels such as school boards, city councils or county commissions would look like and what would be involved at each level. It also has links to&nbsp;KFB’s Campaign School and the Kansas Leadership Center for more in-depth information. The website is a gateway or a starting point for those who want to make a difference and help guide how our government is run. Let’s also be honest, while Topeka and D.C. capture all the headlines, local government such as your school board and county commission have far more impact on your day-to-day life and tax bill. Local government at the most basic level is also where we can see the most change and make the most difference. Who knows, after you get your feet wet at the local level you might be ready to move up and try to effect change at a higher level. That is what we need – more citizens to take an active interest in what happens at all levels of government. Then we will start to see our elected officials have their feet held to the proverbial fire, but it all starts at the most local levels and that happens when citizens become engaged. Take an interest, get involved, after all it is a government of the people, by the people and for the people.

City seeks residents' input about improvement funding

Police are investigating an incident of shots being fired early Saturday morning.

Officers were sent to the 300 block of E. Pacific Avenue at approximately 4 a.m. Saturday for a report of numerous shots being fired, Salina Police Captain Paul Forrester said this morning. A witness reported seeing an older model, dark-colored car, possibly gray, headed westbound on E. Pacific Avenue. Someone inside the car began firing shots, Forrester said.

The car continued west on Pacific Avenue and then south on N. Broadway Boulevard.

Officers recovered eight 9mm shell casings in the area, Forrester said.

There have not yet been reports of damage or injury from the incident, he added.

Multiple shots fired in north Salina early Saturday

A Hutchinson man was cited in connection with a single-vehicle wreck in eastern Saline County early Monday.

Saline County Undersheriff Brent Melander said this morning that the sheriff's office received word at approximately 10:30 a.m. Monday from Salina Regional Health Center that someone seeking treatment there had been involved in a car wreck in the county.

The man, identified as Sergio Garcia, 31, of Hutchinson, was not able to tell deputies where the wreck happened, however when Garcia described the scenery, a deputy was able to determine the location as near the intersection of E. Crawford Street and Gypsum Valley Road in eastern Saline County, Melander said.

Deputies went there and located a 2014 Ford Focus high-centered on some large rocks that a landowner had installed near the end of his driveway.

Garcia had been taken to Salina Regional with multiple non-life-threatening injuries, Melander said. Garcia later was transfered to another hospital believed to be closer to his home, however, Melander did not have specific information about the hospital.

Garcia was cited for not wearing a seatbelt, Melander said. 

With the help of the landowner, who used farm machinery to lift the car off of the rocks, Salina Wrecker Service, Inc., removed the car from the scene, Melander said.

It is believed that the wreck occurred much earlier in the morning, Melander said.

Hutchinson man injured in single-car, eastern Saline Co. wreck

A local woman was robbed at knifepoint Friday evening as she was walking in east Salina.

The 57-year-old woman told police that she was walking in the 2100 block of E. Crawford Street when she was approached by a Black male brandishing a knife with a black handle. He demanded the woman's money, Salina Police Captain Paul Forrester said this morning. The incident occurred at approximately 6 p.m. Friday.

The woman gave the man her cash and he ran southbound toward an apartment complex before turing eastward, Forrester said.

The man was described as being approximately six-foot, two-inches tall and weighing approximately 200 pounds. He was wearing a blue t-shirt and black pants. 

Police are reviewing all of surveillance video they can find, he said.

Woman robbed while walking in east Salina Friday evening

A local woman was arrested in connection to a north Salina storage facility burglary early Monday morning.

Officers were sent to Access Storage, Inc., 1433 N. Ninth Street at approximately 4 a.m. Monday after a witness reported seeing someone walking inside the facility's fence. Salina Police Captain Paul Forrester said this morning. 

Officers walked the perimeter of the fence and saw two people near the northwest corner of the fence, which had been cut.

The two fled the property on foot and headed southbound. One of the people, identified as Candice Rhea, 40, of Salina, was apprehended, Forrester said. The man who was with her fled.

Forrester said that the lock had been punched on unit No. 73. The metal wall between unit No. 73 and unit No. 76 had been cut open. Later, officers discovered that unit No. 68 also had been entered and items from that unit were moved into unit No. 76.

Damage estimates are as follows, according to Forrester.

A search warrant was executed at Rhea's residence in the 1200 block of N. 10th Street. During the search, police allegedly found drug paraphernalia with methamphetamine residue on it, Forrester said.

Rhea was arrested on the following requested charges, Forrester said.

Police are looking for the man who allegedly was with Rhea, Forrester said.

North Salina storage facility burgled; woman arrested

MANHATTAN – Officials with a Kansas State University program that helps to increase access to affordable and healthy food in Kansas say they hit an impressive milestone in 2022.&nbsp;

<a href="https://kansashealthyfood.org/" target="_blank">The Kansas Healthy Food Initiative</a>&nbsp;announced in mid-May that it provided more than a half million dollars -- $540,864 – to fund 16 projects in the state.&nbsp;

“We’re excited about the amount of funding we were able to provide through the Kansas Healthy Food Initiative,” said Rial Carver, project leader for the&nbsp;<a href="https://www.ruralgrocery.org/" target="_blank">Rural Grocery Initiative</a>, a partner of KHFI. “The funds supported a variety of projects, including grocery stores, mobile food markets, meat processors, and a hydroponic farm.”&nbsp;

The grant and loan funding went towards purchasing new equipment such as freezers, coolers, and shelving; point of sale system upgrades; and helped a new store purchase its starting inventory.&nbsp;

The projects funded in 2022 include:&nbsp;

●Perry's Pork Rinds and Country Store, Bronson

Carver estimates that the awards will serve nearly 43,000 Kansas residents in 16 counties.&nbsp;

K-State Research and Extension News Service&nbsp;MANHATTAN – Officials with a Kansas State University program that helps to increase access to affordable and healthy food in Kansas say they hit an impressive milestone in 2022.&nbsp;<a href="https://kansashealthyfood.org/" target="_blank">The Kansas Healthy Food Initiative</a>&nbsp;announced in mid-May that it provided more than a half million dollars -- $540,864 – to fund 16 projects in the state.&nbsp;“We’re excited about the amount of funding we were able to provide through the Kansas Healthy Food Initiative,” said Rial Carver, project leader for the&nbsp;<a href="https://www.ruralgrocery.org/" target="_blank">Rural Grocery Initiative</a>, a partner of KHFI. “The funds supported a variety of projects, including grocery stores, mobile food markets, meat processors, and a hydroponic farm.”&nbsp;The grant and loan funding went towards purchasing new equipment such as freezers, coolers, and shelving; point of sale system upgrades; and helped a new store purchase its starting inventory.&nbsp;The projects funded in 2022 include:&nbsp;●Almena Market, Almena●Axtell Community Grocery, Axtell●Bar H. Fresh Farms, Oakley●Ediger's Foods, Caldwell●Fall River Market, Fall River●Goessel Grocery &amp; Deli, Goessel●Greenleaf General Store, Greenleaf●Hidden Hill Farms, Auburn●K &amp; W Meat Processing, Natoma●La Hacienda, Arkansas City●Leafy Green Farms, Pittsburg●Main Street Market &amp; Deli, Stafford●Perry's Pork Rinds and Country Store, Bronson●SPK Grocery, Harper●The Pit Stop, Lewis●Victory Gardens, MaizeCarver estimates that the awards will serve nearly 43,000 Kansas residents in 16 counties.&nbsp;KHFI is a partnership of The Kansas Health Foundation, K-State Research and Extension, NetWork Kansas, IFF, and The Food Trust.&nbsp;In 2017, the Kansas Health Foundation seeded the Kansas Healthy Food Initiative, a healthy food financing initiative that supports projects aiming to increase access to healthy food at the retail level in low-resource and underserved areas of Kansas.&nbsp;Since 2018, KHFI has funded more than 60 projects across Kansas, totaling more than $3.8 million.
